The United States needs a grand strategy to deal with three interconnected threats to global stability.

Russian policy dictates it can use nukes if there is:
Reliable data on the launch of ballistic missiles on Russia and - or - its allies
Unleashing of nuclear weapons or weapons of mass destruction on Russia or its allies
An attack on critically important Russian state or military facility which could undermine a nuclear weapons response. Or
Aggression against Russia using conventional weapons when Russia is under threat.
