A Council bill that would have cut Philly’s parking tax rate by nearly a third died during budget negotiations. The plan would have cost some $130 million in lost city revenue.

The legislation would have lowered the parking tax rate from its current 25% to 17%, in exchange for promises from parking lot operators to improve wages for workers.
