(2011-08-16) "Civilian women and children are often the most vulnerable victims of violence and exploitation in times of conflict and humanitarian crises," said David Cohen, director of the Asian International Justice Initiative, or AIJI – a collaboration between the East-West Center and the University of California-Berkeley War Crimes Studies Center. (2011-08-31) Eric Harwit, an adjunct fellow at the East-West Center in Hawaii, tells VOA that Beijing also may be genuinely concerned about the spread of misinformation.

"In some cases, I think there are people who do want to incite action or opposition to the government and to propagate information that isn't exactly correlated with reality," he said.
