I hit the same problem. I couldn't move any top level folder from "My Computer" to "My Drive", but I found a workaround.Create a new folder under "My Drive"Open the top-level folder under "My Computer"Select all content and drag-drop them into the new folder in "My Drive"Repeat for every top-level folder in "My Computer".Note this moves the files/folders so the will no longer exists under "My Computer".I know it is not ideal, but I hope it can help.
