- 500 billion 10Y fund for public investment
- All defence spending above 1% of GDP not counted for debt brake.
- Federal states can borrow 0.35% p.y. for investment.
Germany is back - economically +militarily.

Focus of the package is on defence and infrastructure.
But money is fungible: tax cuts can be paid by reshuffling stuff into special fund.

Germany was stuck in a macroeconomic rut - a situation unique in its post-Cold War history.
Private household consumption and industrial production always grew in line with German GDP, alternating as engines of growth.
That was no longer the case (see chart).

So I'm confident big fiscal will rekindle the German growth engine.
A balanced package of defence (consensus), industrial policy (social-democrat prio) public investment (consensus) and tax cuts (christian-democrat prio) will drive op demand, consumption and growth.

German industrial production declined for years. Private consumption never recovered from the pandemic shock.
A fiscal policy that targets both will help.
So after years of (rightly) not expecting growth, I’m raising my German growth estimates: Germany is back.

The economically illiterate debt brake, in its current form, is not back - thankfully.
It will survive in name, but with defence spending at say 3% (2/3 exempt) plus a €500bn infrastructure fund for 10y.
Plus there is a commitment to further reforms down the line.
