Washington: China’s rollout of thousands of 5G base stations throughout its far-western Xinjiang region has raised suspicion that the technology will not be used for economic development but for enhanced digital surveillance of Uyghurs and other Muslims, experts say, media reports said.
The build-out in the Xinjiang Uyghur Autonomous Region is part of a nationwide expansion of the fifth-generation, or 5G, technology standard for broadband cellular networks that mobile phone companies began deploying worldwide in 2019. China is rolling out 5G to further digitize its economy and society, RFA reported.
With an area of 642,800 square kilometers (248,200 square miles), Xinjiang has the largest land area of all the provinces and autonomous regions in China, though most of the vast region consists of uninhabited deserts and mountains.
Xinjiang’s regional capital Urumqi (in Chinese, Wulumuqi) was one of China’s first cities to adopt 5G technology in October 2019, followed by a network rollout that covered other urban areas in prefecture-level cities.
The 5G network rollout across the entire region will augment an existing pervasive digitized system that monitors the movement of residents through surveillance drones, facial recognition cameras, mobile phone scans as part of China’s efforts to control the predominantly Muslim population, experts said, RFA reported.
China has built more than 30,000 5G base stations in Xinjiang, adding another roughly 10,000 this year at a cost of 1.65 billion yuan (U.S. $230 million), according to an October 10 report by state-run Tianshan Net-Xinjiang Daily, the official news website of Xinjiang.
There are nearly a dozen 5G base stations for every 10,000 people in the region with a total population of roughly 12 million, the report said. All prefecture-level urban areas and county urban areas, and 90.5 percent of townships and towns, now have 5G network coverage.
“The 5G network will further deepen the coverage of counties and townships, and county and county access to 5G’ will further consolidate the foundation of digital Xinjiang,” the report said.
China has used digital technology to monitor and censor Uyghurs and other Turkic peoples in Xinjiang, amassing huge amounts of data from cell phones, personal computers, and security cameras to impose political and social control of the Muslim groups.
For years, Chinese authorities have subjected Uyghurs and other Turkic minorities in Xinjiang to arbitrary arrests and restrictions on their religious practice and culture, RFA reported.

Trish DeBerry’s alarm was going off. Home late after a campaign event the previous night, she had planned to get up early and work out.
“I was kind of coherent, meaning I could hear the TV, and then I hear, ‘Trish DeBerry would walk across hot coals. She’s so desperate to be county judge.’ I was like, ‘Am I dreaming? Or did I hear that?’” said DeBerry, who flipped on the light and hit rewind.
What DeBerry heard was part of a political ad paid for by a dark-money group called Friends of Bexar LLC that reportedly bought more than $250,000 worth of TV time to attack the Republican candidate for Bexar County judge, beginning late last month.
“Yep. I wasn’t dreaming. This is where we’re at,” DeBerry said.
The 57-year-old DeBerry is now in the final weeks of an uphill campaign against longtime family court Judge Peter Sakai to win a county judge seat only one other Republican has ever held.
Her bid to replace retiring Bexar County Judge Nelson Wolff, who has held the seat since 2001, comes as Republicans’ hopes for big wins in the 2022 midterm election have faded in recent months. And she’s battling in a county so blue it favored 2020 Democratic U.S. Senate challenger MJ Hegar, a nine-point loser statewide, by 12 percentage points and Joe Biden by 18-plus points over Donald Trump.
“Partisan politics is tougher than it used to be,” said Cyndi Taylor Krier, Wolff’s predecessor and the first and only Republican to be county judge.
Indeed, DeBerry is finding the race very different from her past political experience.
She gave up a hard-fought seat on the Commissioners Court after just 11 months to file for the county judge race minutes before the filing deadline, when just one other candidate had signed up to run. She defeated Nathan Buchanan, a conservative activist and former perennial candidate for constable who raised less than $2,000 for his campaign.
The dark-money ad is just one in a series of attacks — many of which she considers sexist — that DeBerry has weathered in this campaign, even as she has tried to focus on policy proposals such as relocating the county jail and leveraging existing local public health resources.
And despite decades of working closely with members of both parties in Bexar County’s tight-knit political community and encouragement from leaders on both sides to run, few allies are now standing up for DeBerry in the final weeks of a race many Republicans think is out of reach.
“I thought we were going to get past that after I got through the primary, where I was called a drunk, a two-bit whore. Why wasn’t I married? She must be lesbian. I mean, stupid stuff,” DeBerry said of attacks from fellow Republicans in the race for the party’s nomination for county judge.
As the race comes down to the final weeks, DeBerry has held her own against Sakai when it comes to fundraising. Campaign finance reports covering July 1 through Sept. 29 indicate she raised $241,000 to Sakai’s $284,000. DeBerry heads into the final stretch with $169,000 on hand, including a $50,000 personal loan she made to the campaign on Sept. 28. Sakai reported $239,000 on hand as of Sept. 29.
And she plans to defend herself against the attacks with “a significant buy” of TV advertising beginning next week, she said Friday.
A taste for politics
Born and raised in San Antonio, DeBerry graduated from Trinity University and went on to pursue a decade-long career in broadcast journalism. She later pivoted into public relations and was recruited to manage the successful mayoral campaign of Ed Garza in 2001, despite having almost no prior political experience.
In an interview between campaign events last week, DeBerry said Garza approached her for the job because of her background in communications. She was hesitant to take on the role, but ultimately decided it would be a learning opportunity and took a leave of absence from her PR firm to do it.
“I wasn’t married, I didn’t have kids, and it was 24/7,” DeBerry said of the campaign. “As it turns out, it was one of the best experiences of my life.”
“I think if you work in politics, whether you’re consulting in politics or whether you’re a candidate, it takes a unique skill set, a special person to be able to do it just because it’s so intense,” she said. “Either you really love it or you learn very quickly, ‘I want to get the hell out of here. I’m not made for this.’”
Eight years after working on Garza’s race, DeBerry launched her own campaign for mayor, finishing a distant second behind Julián Castro in a field of nine candidates.
“My first fundraiser when I ran for mayor, we had 25 people,” DeBerry said of her campaign, which she launched with just five months to go until election day. “The last fundraiser I had was at [former AT&T CEO Ed Whitacre Jr.’s] house … and we probably had 200 people were there, so there was momentum, I just felt like we ran out of runway because I decided I was going to get in the race too late.”
Though she was encouraged by that first race, DeBerry said when she and her husband divorced two years later and she became the primary caregiver for her children while running her own PR firm, politics got put on the back burner.
Late to the party
DeBerry didn’t reenter the political arena until 2020, when she joined the race to replace Republican Kevin Wolff on Bexar County Commissioners Court. She faced a field of eight candidates in the GOP primary, vying for the traditionally Republican Precinct 3 seat.
“I just felt like the government doesn’t make it easy to be a small business owner,” said DeBerry. “And so for that reason, as a fiscal conservative, I felt like running on the Republican ticket was right for me.”

After finishing second in the primary, DeBerry went on to defeat former judge and former Bexar County District Clerk Tom Rickhoff in a runoff for the GOP nomination.
“The environment and politics today, especially in primaries, is very toxic, very combative,” DeBerry said. “You may find yourself in alignment really more in the middle, but if you don’t subscribe to the extreme, then you’re not a Republican. And so that was hard.”
DeBerry easily defeated family lawyer Christine Hortick in the general election and quickly became an outspoken member of the Commissioners Court.
She picked fights with Sheriff Javier Salazar over staffing shortages at the jail, rallied support for lowering the property tax rate and endeared herself to many in the business community as the lone Republican on a court run by Democrats.
During her tenure on the court, DeBerry’s PR firm continued to accept county contracts. Though she promised to divest from the business, she didn’t sell the firm for three months after taking office — an issue that’s figured prominently in the attacks against her during the judge race.
A direct mail ad paid for by a group called Patriots Lead Inc. depicts DeBerry’s head atop an animated Winnie the Pooh who gets his head stuck in a honey pot, suggesting she’s “gotten rich from government contracts” and still has not fully divested from her old firm.
“The attacks are baseless, at this point, and unwarranted because I fully divested myself from the company and sold it to [new owner Anamaria Suescun-Fast] in July,” DeBerry said of the firm formerly known as the The DeBerry group, now called TalkStrategy.
Though DeBerry continued to work there while serving on the Commissioners Court, DeBerry said she didn’t have to recuse herself from any votes due to conflicts of interests with her business.
“I took a back seat [at the firm], said I was only going to work on private accounts, I wasn’t going to work on any government contracts, and we were never awarded any government contracts when I was a county commissioner,” DeBerry said.
‘Very, very savvy’
When Wolff announced plans to retire, most Republicans were skeptical of their chances in a county Republicans haven’t won since Gov. Greg Abbott was on the ballot against Wendy Davis in 2014.
“Given changing demographics and voting patterns, any countywide Republican candidate faces an uphill climb,” said Republican political consultant Kelton Morgan, who worked for a moderate Democrat, Ina Minjarez, in the county judge primary and runoff.
But gubernatorial election years have historically offered Republicans their best prospects in Bexar County, and DeBerry was eager to capitalize on what she saw as a potentially good environment in the 2022 midterm election. President Joe Biden’s approval was lower, gas prices were higher, and the Supreme Court had not yet overturned Roe v. Wade.
“She became convinced that it was easier to find someone else to fill [the] commissioner Precinct 3 [seat] than it was to find someone to run for county judge,” said Krier, who talked to DeBerry before she entered the race.

Without the built-in draw of a presidential race, a midterm candidate from either party must rely on enthusiasm from their base, with whom DeBerry’s relationship has been complicated.

When a child participates in Paints and Pianos, they get to express themselves through different art forms such as painting and drawing using a variety of mixed mediums.

“Our director of education does all our curriculum planning for our schools. As noted above, CBS’ Sunday afternoon game that pits Josh Allen and the Bills against Patrick Mahomes and the Chiefs should almost certainly have a prime-time feel, giving those in viewing range an additional big-time matchup to tune into.

The latest report by EUBlockchain Observatory, named “EU Blockchain Ecosystem Developments,” tries to measure this combination within the European Union, combining the data on each and every member country from Portugal to Slovakia.
As the original report counts more than 200 pages, Cointelegraph prepared a summary with the intent to capture the most vital information about the state of crypto and blockchain in Europe. We started from a group of countries that are usually labeled as “Western European.”

ABC, currently involving more than 21 institutions and 54 companies in its public-private partnership model, aspires to become the world’s largest blockchain research center. Blockchain is also a key facilitator of the Smart City Vienna and Open Government Data initiatives.
Local players: Bitpanda, a Vienna-based trading platform, which market value exceeded $4 billion in 2021, Blockpit, a digital assets investment platform responsible for more than $500 million traded in 2017, and Conda, a crowd-investing platform for Austrian startups.
Belgium
Numbers: 47 blockchain solution providers, 992 blockchain professionals.
Regulation and legislation: According to the report, there are currently “no specific laws or regulations” in Belgium. In 2017, Financial Services and Markets Authority (FSMA) published a communication on an overview of the legislation and regulations that may apply to Initial Coin Offerings (ICOs) and crypto assets.
At the same time, FSMA maintains a red list of fraudulent crypto companies. Nevertheless, utility token offerings are considered “a regular option” to raise capital. The FSMA characterizes crypto assets as investment instruments given that they may provide rights to revenues or returns, a means of storage and exchange given their convertibility into other assets or a utility token if they provide access to certain products or services.
From May 2022, registration for VASPs and custodial wallets is obligatory. The providers must fulfill certain conditions including status as a legal entity and maintaining minimum capital of 50,000 euros.
Taxes: Tax stands at 33% on any cryptocurrency income, depending on how the individual is investing. A mere increase of value over time escapes taxation, but the investor is obliged to prove their holding strategy. There is no specification on the required holding time.
Notable initiatives: “Blockchain for Europe” represents international blockchain industry players at the EU level, with a primary focus on participation in the regulatory debate. HIVE Blockchain Society is a nonprofit blockchain association whose aim is to promote the understanding of distributed ledger technology and to inform the Belgian and international community about its developments.
Local players: Keyrock, a company that develops crypto-asset financial infrastructure by means of scalable, self-adaptive algorithmic technologies, Credix, a decentralized credit marketplace powered by Solana blockchain technology, and Delta, a Bitcoin (BTC) and cryptocurrency portfolio tracker app.
France
Numbers: 160+ blockchain startups, $175.4 million (180 million euros) of fundraised revenue
Regulation and legislation: France established a friendly legal framework for ICOs in 2016, allowing issuers to register cash vouchers directly into the blockchain. In 2017, the Financial Market Authority (AMF) launched the digital-asset fundraising support and research program UNICORN. France also authorizes the registration and transfer of unlisted securities using blockchain technology.
Taxes: The country’s highest administrative court reduced the tax burden on profits coming from cryptocurrencies and set a flat rate tax of 30%.
Notable initiatives: The public Deposits and Consignments Fund makes direct investments in crypto projects. The fund has invested $292.3 million (300 million euros) in blockchain and AI in the European Commission’s Investment Programme for the Future.
Community self-organization: The French Digital Asset Association (ADAN) operates as a professional lobbying group on behalf of the industry.
Local players: Ledger, leading global cryptocurrency hardware wallet provider, Coinhouse, a crypto asset management and transaction services company, providing staking, saving and custody services, and Sorare, a fantasy football gaming platform that uses blockchain technology based on Ethereum.
Germany
Numbers: 343 blockchain startups
Regulation and legislation: Since 2013, virtual currencies have been the “units of account.” In 2020, Germany introduced the concepts of “crypto asset” and “crypto custody.” The latter requires a license from the supervisory body BaFin. Virtual currencies are not considered legal tender in the country and are generally treated as investment assets or so-called “substitute currencies.”
Taxes: In May 2022, Germany’s Finance Ministry has released new cryptocurrency tax guidelines with no tax payable on gains from BTC and Ether (ETH) sold 12 months after acquisition.
Notable initiatives: In September 2020, the Deutsche Energie-Agentur announced the launch of the Future Energy Lab. It involves, among other things, the pilot projects related to the application of blockchain technology in the energy sector, such as the Blockchain Machine Identity Ledger (BMIL) and the Smart Contract Registry. The BMIL is a digital and decentralized directory for device identities.
The same year one of the four electricity transmission system operators in Germany announced a multi-year strategic partnership with Energy Web that will focus on testing and validating the technological promises of blockchain-based solutions.
Community self-organization: Established in 2017, the Blockchain Bundesverband is a non-profit association with more than 60 members. The association’s initiatives focus on education for decision-makers and the wider public. Based in Munich, the European Blockchain Association provides an independent, neutral platform for blockchain-related communities and organizations to discuss, develop and elaborate on shared work.
Local startups: Iota Foundation develops an open-source protocol that supports data and value transfer between devices and humans, and BitsCrunch, a crypto-analytics company.
The Netherlands
Numbers: 160+ blockchain startups, $360.5 million (370 million euros) of raised funds.
Regulation and legislation: The central bank and the Dutch Authority for the Financial Markets (AFM) maintain a one-stop shop for regulatory information for startups called InnovationHub. There is also a regulatory sandbox for emerging technologies with a principles-based (rather than a rules-based) approach. Compliance is determined based on the intent of laws and regulations rather than their letter. A practice of partial authorizations, when a startup does not need to meet all the banking license criteria to obtain a license, is rather common.
Notable initiatives: During the COVID-19 pandemic, Tymlez launched a project to support the government’s transparency in medical supply chains through blockchain technology. There are projects in agriculture such as Blockchain for Agri-food, financed by the Dutch Ministry of Agriculture, Nature and Food Quality to improve supply chains.
Community self-organization: The report mentions meetup groups such as Blockchain Talks, Blockchain Netherlands, Food Integrity Blockchained, Permissionless Society Blockchains and Bitcoin Wednesday Amsterdam, as well as Ethereum Dev NL and Hyperledger Netherlands.
Local players: Bitfury provides mobile Bitcoin mining data centers, Aurus, a gold-backed cryptocurrency on the Ethereum blockchain, and Finturi, a blockchain-powered trade finance platform.
Switzerland
Numbers: $247.48 billion (254 billion euros) of the total valuation of the top 50 companies in 2021, 877 blockchain solution providers.
Regulation and legislation: In 2019, the Federal Council updated the existing framework conditions in relation to blockchain and crypto. In 2020, the Swiss Parliament passed the DLT blanket act, which selectively adapts 10 existing federal laws. In 2021, a license for DLT trading facilities was introduced.

There are good reasons for the government to keep secrets, such as protecting sources and methods in intelligence work. Yet it is critical to maintain public confidence in the process. Keeping secrets is a form of “trust us.” An Oct. 4 ruling by U.S. District Judge James E. Boasberg undermines that trust. The ruling protects the secrecy of an entire document even though it was already made public — by the government.
In February 2021, the State Department released a volume in the Foreign Relations of the United States, or FRUS, concerning U.S.-Soviet relations from January 1983 through March 1985. This was an important period in the Cold War, during which President Ronald Reagan accused the Soviet Union of being an “evil empire” and Soviet leaders were rattled by a NATO nuclear weapons command exercise, “Able Archer 83.”
Although it was known that the Soviet leadership experienced a “war scare” in the fall of 1983, the FRUS volume revealed a heightened, round-the-clock Soviet alert in the fighter-bomber divisions of forces stationed in East Germany and Poland. They were ordered to load nuclear bombs on one squadron of aircraft in each regiment, and aircraft were placed at “readiness 3,” meaning a 30-minute alert.
Among the disclosures is a retrospective memo from Lt. Gen. Leonard Perroots, who served as assistant chief of staff for intelligence, U.S. Air Forces Europe, during the 1983 exercise, and director of the Defense Intelligence Agency from 1985 to 1989. At the end of his DIA tour, he wrote the memo to record his disquiet over what had happened. In the FRUS volume, the text of his memo was published for the first time, with only slight redactions.
The National Security Archive, a nonprofit research group at George Washington University that has used the Freedom of Information Act to explore government decision-making, sought the original of Gen. Perroots’s memo in a FOIA lawsuit, saying the memo was already public in the official history. The CIA released a cover letter but insisted the original must remain secret in its entirety, saying disclosure could “reveal specific intelligence activities, sources, and methods that are either still actively in use or which remain viable for use today.”
In considering the case, Judge Boasberg said he received a classified submission from the CIA. He ruled that the Perroots memo must remain entirely secret, saying the CIA was “not properly involved in the document’s disclosure,” for reasons that are — well, secret. The judge said his analysis was “admittedly cryptic.” The FRUS volume says it was subject to an extensive, four-year declassification review process. Given this, how could the CIA have not been “properly involved”? The process seems to have faltered.
This is not a leak but an official history. The Russians could have easily read the memo in FRUS. If a small part of the memo needed to be redacted to protect sources and methods, a common practice, better to do that and release the rest. Unfortunately, the entire FRUS volume has now been taken offline by the State Department’s Office of the Historian. The State Department says it is “under review.” The Perroots memo and the FRUS volume offer vital history lessons about the difficulty of crisis management in the nuclear age — lessons we could use in this perilous time.

Penalties can really set back a team, with self-inflicting wounds hurting drives offensively or extending drives defensively. The Hokies, who have had two 15-penalty games earlier in the season, seem like they have turned the corner in that regard, amounting in just six Saturday and now have four games of recording six or less this year. On the other hand, the Hurricanes had the second-most penalties (17) by a Tech opponent since 1987. The other instance was in 1992, when it also was Miami (18).
Little on the Ground
With head coach Brent Pry having a defensive background as his prowess, the run defense has really shined this season outside a couple of contests, and that continued Saturday. Holding the Hurricanes to just 107 rushing yards on 28 attempts, it marked the fourth time an opponent has rushed for at least 24 times and amounted to less than 110 yards. Tech was able to hold Miami’s five rushers to all under 30 yards individually, with no rush being over 20 yards.

Outside of their five-turnover game at Old Dominion to start the season, the Hokies have kept that column in check since. With only committing one Saturday, Tech now has not had more than one turnover in a contest in five games this year.
Punt It, Rack ‘Em Up
Both Peter Moore and Jalen Stroman posted noteworthy statistics against the ‘Canes, including a season high tally for both. For Moore, he looked like more of himself Saturday and owned a season-high three punts that were over 50 yards. He finished the day with a 42.9 average, including a long of 55 and three downed inside the 20-yard line. Racking up a career-high 11 tackles, Stroman also finished with one pass break up. Of his 11 stops, which was the most on the team, five were solo.

Magpie Games has announced the release date for its Avatar Legends tabletop roleplaying game. Pre-orders for Avatar Legends opened earlier this week, with digital copies of the Core Rulebook officially going on sale on October 26th and physical copies going on sale on January 25, 2023. Two books will initially be made available – the Core Rulebook and the Wan Shi Tong’s Adventure Guide book, which provides players with five adventures and several new character options. Pre-orders for digital and physical copies are available now. Additionally, Magpie Games also announced that they would release a special Avatar Legends Starter Set at Target in Q1 2023.
Avatar Legends was originally announced in 2021, with a Kickstarter for the game raising over $9.5 million. Several expansions for the game are planned, with sourcebooks for Republic City and The Spirit City already announced. The Republic City sourcebook will be released in Summer 2023.
Avatar Legends uses the Powered by the Apocalypse game system, with players building their character using a playbook. Each character has different abilities, and gameplay and advancement is based around finding a character’s inner balance. The various characters from the Avatar franchise appear as Legends, who can impart knowledge to the players or serve as allies or enemies depending on the situation. The game will support stories in five different eras of the Avatar franchise with a ton of new lore for the Roku era provided by Avatar creators Bryan Konietzko and Michael Dante DiMartino.

Two orphaned brothers headed west in search of adventure and a new life. The story is common in the annals of the frontier. In the case of brothers Francis and Thomas Lubbock of South Carolina, their story would play an important role in Texas History.
Francis Richard Lubbock was born in Beaufort, South Carolina, in 1815 to Dr. Henry and Ann Lubbock. While still an infant, the family moved to Charleston, where younger brother Thomas was born in 1817. Tragedy struck the family in 1829 when their father died. With the family struggling, the 14-year-old Francis quit school to work as a clerk.
In 1835, after the death of their mother, the two brothers moved to New Orleans, where the elder Lubbock worked with a variety of businesses and the 17-year-old Thomas worked as a cotton agent. The revolution erupting in Texas captivated their attention.
Thomas Lubbock and a group of other New Orleans residents organized a unit, the New Orleans Grays, and marched into Texas to support independence. He participated in the Siege of Bexar in late 1835, temporarily wresting San Antonio from Mexican control. After the Texas Revolution, he worked as a businessman and a Texas Ranger.
In 1836, Francis Lubbock followed his brother to Texas and settled in what became Houston to set up a store. He became heavily involved in politics and was appointed as comptroller by Texas President Sam Houston in 1837.
In 1857, he was elected lieutenant governor of the state but lost re-election in 1859 to Ed Clark, a Unionist. Nevertheless, Lubbock was a delegate to the Democratic National Convention in 1860. He and other southern delegates clashed with northern delegates over the conciliatory platform they pushed to preserve the Union. The Democratic Party fractured, and a convention of southern Democrats, chaired by Lubbock, pushed their own candidate, Vice-President John Breckinridge over the national Democratic candidate, Stephen A. Douglas.
In the meantime, Thomas Lubbock was an ardent secessionist and campaigned for years for secession. Once Texas seceded in 1861, he went to Virginia to enlist in the Confederate Army, fighting in the Army of Northern Virginia during the Civil War. He saw many battles and died at a Kentucky hospital in 1862 as a colonel at age 44.
Ed Clark became governor in 1861 after then-Gov. Sam Houston was forced from office. That fall, Lubbock challenged his old foe Clark in the gubernatorial election. Lubbock won by a scant 124-vote margin.
As governor, the Civil War was the focus of Francis Lubbock’s administration. He was an outspoken defender of the Confederacy and the draft. He even pushed for drafting non-citizens into the army as well. He attempted to increase trade with Mexico, even offering to trade United States bonds held by Texas and cotton for weapons. Lubbock attempted to spur defense manufacturing in Texas, to little effect. The chaotic whirlwind of Civil War politics consumed his administration, and he declined to run for re-election in 1863.
Lubbock enlisted in the Confederate Army at the age of 46 and was made a lieutenant colonel. He helped organize supplies and troops for the defense of Louisiana during the 1864 Red River campaign and served on the staff of several generals. In August 1864, Lubbock was appointed as a military aide to Confederate President Jefferson Davis. He went to Virginia to update Davis on activities west of the Mississippi River. This voyage was made even more difficult with the Union naval blockade of the South and that Union forces now controlled the Mississippi River, cutting the Confederacy in half. Lubbock spent the next several months in Richmond, watching the Confederacy disintegrate as Union forces encircled the city and laid siege to it.
The Union Army broke through Confederate lines in April 1865, and the Confederate government fled, Lubbock included. Davis, Lubbock, and a number of others headed south in a mad flight to avoid capture and to try to keep their government alive. Several days later, Lubbock was captured in Georgia. He was held at an army prison in Delaware where he awaited his fate. After eight months, he was released as part of an amnesty program and returned to Texas.
In 1876, the Texas legislature organized Lubbock County in West Texas in honor of Thomas Lubbock. Its namesake city was organized a few years later and a century later would grow to a city of more than a quarter of a million residents. The surviving Lubbock brother, Francis, continued to piece his life back together after the Civil War and Reconstruction and eventually re-entered politics. He served as state treasurer from 1878 to 1891.
Francis Lubbock died quietly at his home in Austin in 1905 at age 89.

Global uncertainty has rattled markets recently — from supply chain snags to the war in Ukraine to inflation that’s hit a 40-year high. Meanwhile, the Fed has been raising interest rates, which strengthens the US dollar and ultimately hurts global companies based in the US.
On a recent episode of “Influencers with Andy Serwer,” Mondelez International CEO Dirk Van de Put explained how volatility and the strong dollar make it difficult to run a US-based multinational business, especially one that’s doing business with weaker foreign currencies.
“For us, the problem is sort of on two fronts. The first front is that it is a very volatile world. From an operational standpoint, supply chain disruptions, workforce issues, geopolitics, political issues,” said Van de Put, whose business is based in Chicago. “And so, it’s not easy to run the business and supply products to the market. And then the second part for us is that we have 80% of our businesses outside of the US. And that is in foreign currency.”
While a strong US dollar helps companies that import goods from overseas, it hurts profits for US-based multinationals that sell their products globally. Companies like IBM and Salesforce have seen their businesses suffer due to the increasing strength of the US dollar.

Mondelez also faces challenges due to inflation and supply chain disruptions. The Ukraine war has caused the prices of ingredients Mondelez uses to skyrocket. For instance, the conflict has driven a sharp increase in the price of wheat. On Oct. 10, the day of an aggressive military offensive, Chicago SRW Wheat Futures leapt to $9.40 per bushel. That’s in contrast to roughly $7.00 per bushel in January before the invasion.
Meanwhile, the US dollar sits at a two-decade high, appreciating 13% against the Euro, according to the International Monetary Fund. That means businesses with a significant presence in Europe or other foreign countries make significantly less money in US dollars. The European market accounted for roughly 40% percent of Mondelez’s total revenue in 2021.
“So, in every single country, we’re doing really well,” Van de Put said. “But if you translate our profit that we make in those countries to US dollars, with the strength of the US dollar, that makes the results in US dollars, kind of flattish versus last year.”
Mondelez has passed some costs on to consumers — the company began 2022 by announcing a 7% price increase in the US on CNBC.
“Our volume growth is quite strong. Are they prepared to pay the higher prices for our products? Yes, they do,” Van de Put said. “Do we see a higher frequency of consumption? Yes. Do we see them eating more? Every day? Yes, more consumers. So, the fundamentals are really good.”
Though a stronger US dollar and global economic turmoil have proved challenging for Mondelez this year, Van de Put remains optimistic about the company’s future.
“That’s one year out of a number of years. This the way the dollar is this year is not going to happen every single year,” Van de Put remarks. “So hopefully it’s going to reset and he’s going to help us going forward.”
Headquartered in Chicago, Mondelez International is a multinational food and snack company that operates in over 80 countries. Its global net revenues totaled $28.7 billion in 2021 and some of its subsidiaries include Oreo, Sour Patch Kids candy, Clif Bar & Company, and Toblerone.
Dirk Van de Put became CEO of Mondelez International in 2017 and Chairman in 2018. Previously, he was CEO of McCain Foods, a frozen food company and worked for Coca-Cola and Mars. Inc. He is a Belgium native.

MULTAN: Solid waste management is getting tougher in the fifth largest metropolitan of the country adding to environmental pollution and endangering hundreds of thousands dweller to serious health hazards.
With an urban population of just over 2.1 million, the city daily generates around 1300 tone solid, industrial and hospital waste of which the local authorities have the capacity to only collect only 700 tone waste.
The only landfill site used by Multan Waste Management Company (MWMC) since 2013 is now filled up to the brim, leaving MWMC staff with no option to identify another place to dump the waste.
The concerned authorities have described the shortage of staff and resource constraint behind uncollected waste as the situation is getting tougher with every passing day due to population influx as well as proper mechanism of waste segregation and treatment.
“We have the capacity to collect only 700 tone waste daily against a daily bulge of 1300 tone,” said Manager Operations MWMC Anwar-ul-Haq. “The company is covering 68 urban Union Councils housing over two million people with only 2200 staff including 1500 sanitary workers.”
“Expecting 100 percent results with such staff strength was unjust,” the Manager Operations said, revealing that no recruitment of workforce or acquisition of new machinery was made since 2013.
‘The Hospital Management Rules’ were introduced in 2005 necessitating yellow-bagged waste to be disposed by burning and then dump it at a landfill site or dispose it of through any other method approved by the concerned Federal or Provincial agencies.
In 2012, the Punjab government had established Waste Management Companies in big cities for swift cleanliness arrangements in the major cities but the objective is yet to be fully achieved in case of Multan due to certain factors despite MWMC fully operational since 2014.
Keeping in view the urgency, the Manager Operation said that the company Board of Directors (BoD) recently approved recruitment of 500 workers and procurement of over 100 vehicles at a cost of Rs 170 million in first phase. “These measures would help evolve a swift sanitation system to ensure proper waste disposal.”
Although, the officials are busy locating an alternate place to use landfill site, yet there are other issues like hazards of dumping waste in open, proper segregation of house, industrial and hospital waste and having different landfill sites for it.
Lack of professional human resource to collect and properly dump or treat solid waste is yet another reason contributing to environmental degradation and hazards to human health.
Chief Executive Officer (CEO) MWMC Muhammad Farooq Dogar said that international standards require a sanitary worker deployed for every 1000 persons for proper sanitation and waste management. “This is missing in our case. To fill the gap of company’s limitations, special campaigns are launched periodically targeting specific areas to cover maximum, if not 100 per cent.”
Moreover, he said, there was no practice of solid waste segregation to manage different kinds of waste properly. “Waste segregation would ensure proper management and disposal in accordance with the nature of waste.”
Officials are busy these days, in searching a new landfill site and locations including 17-Kassi, Labar Morr and Head Muhammad Wala are in focus. A plan is also under consideration to develop a park at Habiba Siyal landfill site to avoid environmental pollution.
Talking of equipment, Farooq Dogar said the waste collection containers have completed their life span running for nine years instead of three years specific period.
He pleaded to raise the workforce number to 3500 besides procurement of more machinery to cover maximum area of the urban population.
He also proposed to enhance the number of present 12 transfer stations to 20 where primary waste is gathered for onward transportation to dumping site.
“It is our utmost endeavor to collect maximum waste generated daily,” he said. “Our mission is to provide healthy living conditions and better environment to Multanites.”
Assistant Director Environment Hameed Akhtar said, environment should be made part of curriculum to raise awareness on the issue right from primary level.
He said, since there is no mechanism in vogue in the city to segregate waste, there is always risk of diseases outbreak due to dumping infectious and hazardous industrial and hospital waste in open.
Meanwhile, the residents have called upon the civic agencies to ensure proper collection and disposal of waste also urging residents to cooperate with Waste Management Company.
“It is our collective responsibility to keep our city clean. The people should cooperate with sanitary workers and throw the waste only into the containers or places designated by the company,” said a citizen Shafiq Bhatti.
Another citizen Tanvir Shakir suggested community participation in the whole exercise. “The waste management company should divide city into wards and engage local notables to educate people in their respective area in cleanliness.” He said that citizens should also hand over the waste to sanitary workers instead of throwing it on roads or streets.

What’s interesting is the word ‘LASER’ etched onto the camera module. This implies that the device could come with laser autofocus for the rear cameras. It’s a great feature to have because it helps cameras autofocus even in the dark. Also, laser autofocus emits its own light, so it’s faster than the contrast detection-based autofocus in regular smartphones.
Mind you, there’s no solid proof that the device in the photos is the Xiaomi 13, so take the rumour with a grain of salt. Indiana Republican U.S. Sen. Todd Young will face his two reelection opponents on Sunday in what is their only scheduled televised debate ahead of the Nov. 8 election.
The debate comes as Democrat Thomas McDermott, the mayor of Hammond, has struggled to gain traction against Young, who has huge fundraising and organization advantages in seeking his second term.
Libertarian James Sceniak is also taking part in the debate, which is organized by the nonprofit Indiana Debate Commission and being broadcast on several TV stations around the state.
Young has followed a front-runner strategy of mostly ignoring McDermott, who has been Hammond’s mayor since 2004 but is little known outside of northwestern Indiana.
Despite Democrats and Republicans fiercely fighting for control of the current 50-50 Senate, Indiana’s Senate race hasn’t seen the tens of millions in outside spending that it attracted four years ago when Republican Mike Braun defeated Democratic U.S. Sen. Joe Donnelly and in 2016 when Young won the Senate seat over former Democratic U.S. Sen. Evan Bayh.

Gizmore is one of the growing smart accessories bands which has been launching a range of products in the past few months. I have reviewed a couple of smartwatches from the brand and they have tried out to be quality oriented.
Recently we got our hands on the recently launched Slate smartwatch which has been launched at an introductory price of Rs 2,699. Though the watch is designed keeping women in mind, a rectangular dia will look certainly nice on men’s wrists as well, because other brands have been working on a rectangular dial-smartwatch. I reviewed the smartwatch for almost 2 months and here is our quick review of the performance of the timepiece.
Features and performance of Slate smartwatch (Review)
Display: Gizmore Slate comes with a 1.57-inch Curved rectangular dial with IPS Display, featuring 500-nits peak brightness. You could enable the device to follow the always-on Display feature. The watch has been encased in a sleek metal frame and comes with a silicone strap which is available in the colour options like- pink, grey and black.
My experience: Indeed, the display is bright and vibrant! One can choose a set of watch faces as per your choice and requirement. The watch looks nice, and it is comfortable to wear for a long run, even at night while sleeping, to track your sleep cycle. The design is nice- breaking the monotony of the square dial, with the rectangle dial.
Health Monitoring: Slate further features an array of wellness features to track daily activities like heart rate monitoring, blood oxygen monitoring, sleep tracking, hydration alert, meditative breathing and menstrual cycle tracker for women.
For fitness, the smartwatch features multiple features like sports modes which further includes feature like Running, Swimming, Cycling, Yoga, Basketball, Trekking, Aerobics, etc.
Experience: The smartwatch is capable to track body temperature and supports Bluetooth calling and Alexa voice assistant as well. The battery of the smartwatch could last for almost 5 days with moderate features active- like notifications to track steps and accepting/rejecting calls. Slate’s watch faces will certainly let you feel bored with your smartwatch.
Slate Health Suite & Sensors
The best thing I like about Slate is the capability to measure body/skin temperature, and accurate monitor sleeping, step count and calories burnt- I could keep myself up with my body vitals easily.
Also, heart rate, blood pressure and blood oxygen levels (SpO2) are something which people got serious about, so this is a must-have and this watch gives almost accurate readings when needed.
It can help you keep a tab on your menstrual cycle and even has a breathing mode to keep the stress levels in control. These modes function just like on any mid-range wearable as results match with watches selling at double or triple the price point. The body temperature sensor readings matched that of a thermometer with ever so slight variations, which is quite impressive for a budget wearable.
Overall Performance and my verdict:
Overall, the Gizmore Slate smartwatch is a well-designed smartwatch. The strap is made up of premium silicon and it looks just perfect. Certainly an eye-catcher. Also, the watch is capable to help you get everything without any need of pulling your handset out. You can check your notifications, calls, health tracking and much more with just a device on your wrist. Also, it is very much comfortable to wear the watch while sleeping as it is light and will not make you feel uncomfortable.
At a price tag of Rs 2,499 (on Amazon, at the time of writing) the watch is affordable and comes with decent features. But when we speak of competition, the smartwatch is standing tall to compete with the brands like Fire Boltt, Noise and boAt, to name a few who are selling wearables at the almost same price tag.

Streamers especially have done fantastic jobs supporting charities and communities throughout the years. We’ve seen tons of Twitch charity events sometimes raising hundreds of thousands, if not millions for those in need.
Now, Apex Legends streamer HisWattson is looking to help out his community, pledging to donate all future ad revenue from Twitch to gamers in need.
In a now-deleted tweet on October 15, the popular Apex Legends pro explained why you’ll never see mid-roll ads on his channel.
Revealing in a screenshot he’s incentivized by the platform, running just one minute of ads per hour will earn HisWattson a staggering $20k per month on the low end if he streams 190 hours a month. Running 4 minutes of ads per hour would boost that figure up to $59k.
Instead of letting it all go to waste, one fan suggested he uses the money to give back to his community, which Wattson thought was a great idea.
“Have decided that I will be running ads on my channel and spending it on giving gaming equipment to people in my community who cant afford to buy it themselves,” he wrote on Twitter.

SAN ANTONIO (AP) — A Texas sheriff has certified 49 migrants flown from San Antonio to Massachusetts last month to be crime victims, a move that allows them to apply for special visas to remain in the United States.
Bexar County Sheriff Javier Salazar’s certifications allow the mostly Venezuelan migrants to apply for special U-visas pending his department’s investigation of the Sept. 14 flight to Martha’s Vineyard, according to an ACLU Massachusetts statement Thursday. U-visas would allow the migrants to remain in the U.S. lawfully as the criminal investigation by Salazar’s department and the Bexar County District Attorney’s Office proceeds.
In another statement, Salazar said that “based upon the claims of migrants being transported from Bexar County under false pretenses, we are investigating this case as possible unlawful restraint,” a misdemeanor.
“We have suspects identified, however at this point in the investigation we are not at liberty to release those names publicly or confirm any identities,” he said.
The flight has been criticized as a political stunt carried out by Florida Republican Gov. Ron De-Santis to appeal to his conservative base. DeSantis is running for reelection this year and is frequently mentioned as a potential 2024 presidential candidate.
“We are grateful for Sheriff Salazar’s recognition of the gravity of these events,” said Carol Rose, executive director of ACLU Massachusetts. These certifications are an acknowledgment of the wrongs done to our clients and a crucial step in helping them to chart their path forward. Immigrants are human beings, not political props.”
Salazar assured that “only those who were physically in our jurisdiction at the time of the offense are considered suspects.” That would likely leave DeSantis out as a suspect.

Saadiq Long was only allowed to visit his mother after FBI agents questioned her. He was strip-searched at an airport in Amsterdam and arrested when visiting Turkey. He was banned from two Gulf states and fired from a trucking company.
Nine years of such troubles, he came to believe, all arose from his placement on a list of suspected terrorists banned from air travel in the United States. Long, a veteran and Muslim convert, filed a lawsuit in federal court in Alexandria, Va. But as his lawsuit started moving forward in 2019, the government told him he had been removed from the list.
Advocates say the reversal is part of a pattern from the government to evade scrutiny of the Terrorist Screening Database, a secret, FBI-maintained list of known or suspected terrorists subject to heightened security screening at borders, and of the smaller No Fly List of those barred from U.S. airspace.
Hundreds of thousands of people have been placed on the lists since the Sept. 11, 2001, terrorist attacks. For years, civil liberties groups have challenged the process of determining who is on the two lists as unconstitutional but say they’re often hampered by the government’s tactics.
“The Government removes people from their secret lists only when they fear that a court might impose restraint on their lawlessness,” said Gadeir Abbas, an attorney with the Council on American-Islamic Relations (CAIR) litigating Long’s case. “If the FBI has its way, delisting a person will become a kind of cheat code the federal government can use to deny people their day in court.”
The group has eight such examples, he said. The latest involves Abdulkadir Nur, a Somali-born U.S. citizen who lives in Virginia and says in court filings he had been subjected to extensive, intrusive searches at U.S. airports since 2008. That year, Nur was part of a United Nations relief convoy in Somalia that local insurgents raided; he was questioned in the subsequent investigation but never accused of wrongdoing.
Nur got no confirmation that he was ever on the terrorism watch list or taken off it. His attorneys say they can infer both from the scrutiny he consistently received at airports until this month, when he did not get searched or interrogated for the first time in 12 years.
“The Government … merely has stopped violating the law against Nur, and only to wrangle out of a lawsuit it cannot win,” his attorneys wrote.
A spokeswoman for the Justice Department did not respond to a request for comment.
CAIR is arguing that Nur’s lawsuit should continue despite the apparent concession. But earlier this year, the U.S. Court of Appeals for the Fourth Circuit ruled that Long’s challenge to the No Fly List was moot because the government had taken him off. He can keep fighting his placement on the broader watch list.
Because of a 2015 ruling in another federal court, Long was able to learn that he was on the No Fly List. (Placement on the broader watch list remains a mystery.) He was told by the Department of Homeland Security that he was on the list because he had “participated in training that may make you a threat to U.S. national security,” and that an arrest in Turkey in 2015 was also “of concern to the U.S. Government,” according to court records.
Long says his only military training came from the U.S. government and that his arrest on a vacation in Turkey was a direct result of his placement on the No Fly List. Long served in the Air Force from 1987 to 1998. While stationed in Turkey, he converted to Islam and decided he could not be responsible for civilian deaths. Denied conscientious objector status, he ended up leaving the military with an “other than honorable discharge.” He stayed in the Middle East and became an English teacher.
The DHS letter said the government “withheld certain information” about Long’s placement because of “national security concerns.”
But in late 2020, when the case was before the U.S. Court of Appeals for the Fourth Circuit, he was informed he had been removed from the No Fly List and would not be put back on, absent new information; the Department of Justice made a similar guarantee in court.
Long’s attorneys argued that his removal from the list shows “the Government is willing to place and maintain people on these lists even when they pose no national security threat.”
A panel of Fourth Circuit judges said they could not agree.
“While the government doesn’t concede constitutional error, we assume it removed Long from the list because, as he contends, he doesn’t belong on it,” the court ruled in June. “To say otherwise would be to suggest the government risked national security simply to moot a lawsuit. This we decline to do.”
The Ninth Circuit ruled differently a month earlier, keeping alive a lawsuit from a man named Yonas Fikre, who alleges he spent years on the list for refusing to become an informant, even after he was removed.
“The government has not explained why it added him to the No Fly List in the first place and why, years later, it spontaneously took him off of it,” that court wrote in 2018. “Nothing prevents the government from putting him back on the list.”
The government subsequently issued a declaration similar to the one given to Long, saying Fikre would not go back on the list based on “currently available information.” But the Ninth Circuit said that was not enough, because the government “has not ‘repudiated the decision’ to place Fikre on the list, nor has it identified any criteria for inclusion on the list that may have changed.” Without such disavowal, the court said in a unanimous decision this May, “Fikre remained stigmatized ‘as a known or suspected terrorist.’”
That was a “very powerful opinion,” said Jeffrey Kahn, a former Justice Department attorney who has studied the terrorism watch list as a law professor at Southern Methodist University. The goal of the government attorneys in these cases is “to end the case” before trial, he said, and just taking someone off the list “is an easy way to kill the lawsuit.” The government can track people in other ways and potentially put them back on the lists.
The same U.S. judge in the Eastern District of Virginia presiding over Nur’s case, Anthony J. Trenga, ruled in 2019 that the watch list system violates due process rights.
“The risk of erroneous deprivation of … travel-related and reputational liberty interests is high,’” the George W. Bush appointee wrote in response to a suit filed by 23 Muslim Americans.
He noted that for an agency to nominate a name for the list requires only “reasonable suspicion” that someone is a “suspected terrorist,” which does not require any evidence of involvement or interest in criminal activity. Ninety-nine percent of nominations are accepted by the Terrorist Screening Center.
According to court filings, as of 2019 there are roughly 1.1 million people on the broader watch list, of which 81,000 are barred from flying.
“If there were that many terrorists in the world, we would be getting attacked all day long,” said Javed Ali, former senior director for counterterrorism at the National Security Council. “That’s not the way to use a tool like this — if people are in there in error, they should not be there in perpetuity.”
He suggested a court similar to the one that oversees secret surveillance orders could evaluate Americans’ placement on these lists.
The Fourth Circuit overturned Trenga’s decision last year, saying “the delays and burdens experienced by plaintiffs at the border and in airports, although regrettable, do not mandate a complete overhaul.”

If a room is less than 9C, it can cause hypothermia, according to British Gas. If a room is below 12C, or above 24C, it can raise the risk of strokes and heart attacks.
According to research, nearly one in four adults plan to leave their heating off all winter due to high energy prices.
The Government’s Energy Price Guarantee came into force on October 1, meaning that the average household will pay around £2,500 a year for their energy. Many will pay more or less than this depending on their use.

Cristina Roque Named ACC CO-Defensive Player of the Week
Florida State junior goalkeeper Cristina Roque was named the ACC’s CO-Defensive Player of the Week on Tuesday after recording a 1-0 shutout victory over No. 2 Virginia on Thursday, October 6.
Roque recorded a career-high 10 saves in her 23rd career shutout victor and fourth of the season. With the win, Roque improved to 32-0-8 and is still unbeaten through the first 40 starts of her career. On the season she has a 0.429 Goals Against Average (eighth in the country) and a 0.885 save percentage (eighth in the country.) Roque also has a career 0.51 Goals Against Average, making her the NCAA’s active leader.

Volleyball
Volleyball Falls to Virginia in Five Sets
The Florida State volleyball team (12-6, 4-3) fell to the Virginia Cavaliers (9-9, 1-6) in five sets (25-21, 28-30, 25-11, 22-25, 12-15) Friday night at Memorial Gym in Charlottesville, Va.
The Cavaliers got off to a great start in set one, but the Seminoles rallied back from a 17-8 deficit while using a 17-4 run to take the first set 25-21. Audrey Koenig sealed the set with back-to-back service aces.
A back and forth set two came down to the wire, but the Seminoles were unable to take advantage of three set points, and Virginia took the set 30-28.
The Seminoles responded in a huge way in set three. The Noles jumped out to a 6-1 lead and never looked back cruising to a 25-11 win to take a 2-1 lead in the match.
The Cavaliers wouldn’t go away and came out firing in the fourth set to take an 18-10 lead. The Noles rallied back with an 8-2 run to cut the lead to two, but Virginia closed out the set to force a fifth set.
The two teams were even through the first 12 points of the match, but Virginia used a 4-1 run to create enough separation to go on and win the match-deciding fifth set.
The Noles will be back in action Sunday against No. 8 Pitt. First serve is set for 1 p.m., and the match will be streamed on ACCNX.

Seminoles’ Matthew Cleveland Growing Into Leadership Role
When he was a junior in high school, Matthew Cleveland’s father gave him the book The 21 Irrefutable Laws of Leadership by John C. Maxwell. He read it cover to cover and still uses many of the lessons he learned from that book as he approaches his sophomore season as a member of the Florida State Basketball Team.
“The most important thing I learned from studying the book was that being a leader isn’t only about the people you’re leading; it’s about you and your own ability to be a leader. A leader is truly about your potential and how effective you are in how you are leading those you are leading,” said Matthew.
Cleveland’s leadership was just one of the many topics covered at the ACC’s Annual Basketball Tipoff at the Westin Hotel on Wednesday. The reigning ACC Sixth Man of the Year was joined by redshirt junior Caleb Mills and Head Coach Leonard Hamilton as Florida State’s representatives at the day-long event. Each of the 15 conference teams took their turn answering questions from local and national media with their sights set on the start of the 2022-23 season, which is less than one month away.
Cleveland is Florida State’s second-leading returning scorer, as he averaged 11.5 points while playing in 29 of the Seminoles’ 31 games last year. He was the fourth consecutive Seminole to earn Sixth Man of the Year honors in the nation’s top conference, following in the footsteps of Mfiondu Kabengele (2019), Patrick Williams (2020), and Scottie Barnes (2021).
“Being a leader is important to me because it’s a role that encompasses all aspects of your life,” said Matthew. “Learning to be a leader is something I can apply to many of the things I do, including working hard and doing well in school, my life outside of basketball and my life after basketball.”
Cleveland illustrated his desire to be one of the Seminoles’ leaders early during his freshman season. He scored in double figures against Florida in just his second career game, made the game-winning basket in overtime to lead the Seminoles over Boston University in just the fifth game of his career, and surpassed the 20-point mark for the first time in his career in the middle of January.
Cleveland then made one of the most dramatic shots of the 2022 college basketball season as he sank a near half-court, turnaround no-look jumper to propel the Seminoles past Virginia, 64-63, on the road in ACC play.
Hamilton, a veteran leader himself, marvels at Cleveland’s leadership abilities despite his relative inexperience.
“You go back and watch the season last year,” said Hamilton. “There were so many times as a freshman when we needed a play and Matthew came through. He has the “factor” that you can’t really describe. He makes the big plays at the end. He’s not afraid of the moment. We expect him to keep getting better and better.”
It didn’t take Hamilton long to realize Cleveland’s competitiveness, as he praised him early, and often, during his freshman season.
