A first-of-its-kind “energy technology testbed” that will turn some of the 100,000 acres of former coal mining sites in Southwest Virginia into laboratories to promote energy innovation will be developed, Gov. Glenn Youngkin announced Tuesday.
“The Energy DELTA Lab delivers on our vision to define Virginia as a force in energy innovation,” Youngkin said in a news release. “No other project like it exists in the United States. With this energy testbed, we see a commitment to transformation, encouragement for startup enterprises and support for the development of promising careers in exciting new fields.”
The announcement came the day after the governor rolled out a new energy plan that called for innovation in energy technologies.The plan mentioned the Energy DELTA project.
The initial site will be near the town of Pound in Wise County on property owned by the Cumberland Forest Limited Partnership and managed by the Nature Conservancy.
The site will be used as a lab for advanced solar and energy storage, according to Will Payne, managing partner of Coalfield Strategies, the firm leading business development for the Energy DELTA Lab and InvestSWVA.
The first site will likely not be up and running for at least two years, he said.
A second site, also in Wise County, will be announced later this month, he added.
“We currently have a number of projects in the due diligence phase related to both sites worth over a billion dollars,” Payne said Tuesday.
Plans call for possible additional sites around the region.
DELTA, which stands for discovery, education, learning and technology accelerator, has been four years in the making. It is a collaborative effort by the Virginia Department of Energy, the Southwest Virginia Energy Research and Development Authority, and its business development partner InvestSWVA.
The DELTA initiative was developed through a $975,000 grant from the federal Abandoned Mine Land Economic Revitalization Program, which supports economic efforts by regions impacted by the downtown in the coal industry.
Payne said DELTA will serve as a hub between landowners, prospects, utilities and broadband companies. He emphasized that the purpose of the effort is not just research and development, but job creation and economic development.
He added that the land and its assets above and below the ground will be the lab – there will not be a traditional lab or classroom involved.
Mike Quillen, who founded and was CEO of Alpha Natural Resources, is chair of the Energy DELTA Lab and the Southwest Virginia Energy Research and Development Authority.
“The Energy DELTA Lab is a concept becoming reality in the most logical place for it to happen,” Quillen said. “Our work in being part of the global energy story is entering another chapter, encouraging a fresh look at energy production and what it means – and requires – to enjoy a successful career in the industry.
Payne called Quillen the “godfather of Southwest Virginia,” and said he lends credibility to the project.
The initial concept for the project was designed by Michael Karmis, former director of the Virginia Center for Coal and Energy Research, based on what Germany has done with its mine sites, Payne said.
Further study of the concept was led by InvestSWVA and the LENOWISCO Planning District Commission through grants from the GO Virginia One Council and the U.S. Economic Development Administration.
The region is ideal for research and development of energy technologies because in addition to the former coal mining sites, it has more than 9,000 gas wells, a number of mine cavities and water supplies, diverse terrain, mineral and underground resources, the release states.
“The Energy DELTA Lab’s focus on leveraging legacy energy assets to develop new and innovate energy technologies can only happen in Southwest Virginia” Payne said. “This is just the beginning of the work we must do together to deliver on our vision to build a new, diversified economy in the region. And, with the Energy DELTA Lab as our vehicle, we can define Virginia as a hub of energy innovation in America.”
The energy technologies mentioned include hydrogen, mine-based geothermal, innovative solar generation and advanced energy storage, including pumped-storage hydro. Also mentioned were small modular nuclear reactors, one of which the governor said Monday he hopes to deploy in Southwest Virginia over the next 10 years.

SAN ANTONIO – There is a deep connection between mass shootings and domestic violence.
Mass shootings have impacted our South Texas communities twice now, in Sutherland Springs in 2017 and Uvalde in 2022.
The Sutherland Springs shooter was a convicted abuser and reportedly targeted his mother-in-law the day he killed 26 people at the Sutherland Springs Baptist Church.
The Uvalde gunman who killed 19 children and two teachers shot his grandmother before the massacre. Women had previously reported him to be violent.
A study released in 2020 by the Educational Fund to Stop Gun Violence showed that, in more than two-thirds (68.2%) of mass shootings analyzed, the perpetrator either killed family or intimate partners or had a history of domestic violence.
“We already know that domestic violence with the presence of firearms creates not only an increased risk for lethal outcomes but also serious injury,” said Julia Weber, implementation director at the Giffords Law Center to Prevent Gun Violence.
Weber said that could be seen in astounding statistics.
“There’s over 1 million alive today who have been shot or shot at by an intimate partner,” she said. “It includes the over 4.5 million who have talked about threats associated with firearms and the presence of firearms. And it includes the thousands who have lost their lives to gun violence, including those who have experienced mass shootings.”
Experts on the topic have said the necessary response is two-pronged: create stronger policies that remove guns from domestic violence offenders and fund more services for victims to end the cycle of violence.
“Offenders of domestic violence are not permitted to possess firearms or ammunition by law in the state of Texas or federally. So when we take action to make sure that we’re holding them accountable and that those firearms are being removed, then we are in a position to help prevent disasters,” said Judge Monique Diaz, who presides over the 150th Civil District Court of Texas.
Diaz also co-chairs the Bexar County Collaborative Commission on Domestic Violence (CCDV).
The CCDV is a joint city-county commission, prompting every field in the community to bridge gaps in service and strengthen programs and policies.
There are seven committees: prosecution, judiciary, health care, education, law enforcement, nonprofit, and policy.
A recent success was the commission’s creation of a process allowing judges to require a follow-up for domestic violence offenders who are no longer allowed to have firearms.
“We have a collaboration with law enforcement who is ready, willing and able to take those firearms and ammunition into their possession and store them, at least for the duration of that prohibition,” Diaz said.
The Bexar County Commissioners Court provided the funding for those compliance officers to work on this issue.
Weber applauds the program, saying she deals with the implementation of these laws every day.
“So that’s a whole new set of policies: how do you ensure the person knows they’re prohibited? How do you make it more likely that they know where to turn in the firearms? How do you make sure that if they retain them in violation of the order, there’s some accountability or follow-up?” she said.
Weber and Diaz both noted it’s not just about policy changes.
“When you read about the shooters, you find out that they grew up in a home where they would witness domestic violence or high conflict, or experienced abuse,” Weber said.
That means services for children in abusive situations need to be funded and strengthened to stop the cycle of violence.
“Not everyone who experiences violence becomes violent. I want to be clear about that, but certainly, there are traumatic effects of the kinds of violence young people experience in their families,” Weber said.
“What we know is that survivors of one form of violence are more likely to become victims or perpetrators of other forms of violence in the future. So we need to see where we could have done a better job as institutions and community members in order to prevent those cycles from perpetuating,” Diaz said.
That’s why the CCDV treats domestic violence as a public health emergency, trying to find the root causes of violence and treating that at all stages of someone’s life.
The hope is that if communities across the nation can implement these changes, there will be fewer mass shootings.
“We should not let those lives be lost for no reason. We need to do something about it to improve the safety for these children and our community,” Diaz said.
Weber and Diaz will be joined by U.S. Rep. Joaquin Castro and state Sen. Jose Menendez as the four panelists for a KSAT Community Town Hall on Oct. 6.

A Vancouver couple had a nightmare experience in Bali after they drank alcohol that was laced with methanol.
Twenty-five-year-old Krauzby Rea and his fiancée, 24-year-old Amanda Mawdsley, travelled to the Indonesian province for a vacation in September. The couple had drinks at a resort with 4.5-star reviews and were trying to be careful about what they consumed.
Rea describes himself as an experienced traveller; he says always tries to gather safety advice for the places he’s going to. But he’d never heard of anyone experiencing methanol poisoning — particularly in a nice resort.
On their second night in Bali on Sept. 28, the couple each ordered a cocktail made with gin. They finished the drinks quickly because they wanted to watch a performance outside of the restaurant area of the resort.
“The performance lasted about 15 minutes and immediately after it ended I was in the bathroom violently puking,” Rea tells Vancouver Is Awesome.
While he was feeling terrible, Rea brushed it off at first; he thought he might have a bad case of what some travellers refer to as “Bali belly”: an upset stomach that travellers often get, which is caused by consuming foods, spices, and other things that aren’t part of their regular diet.
After continuing to feel awful, Rea started looking into his condition online. He found a Facebook group entitled “Just Don’t Drink Spirits In Bali” that described his symptoms and why he might be feeling them: methanol poisoning.
Horrified, the Canadian traveller contacted the group’s administrator, Simon, for more information on how he could prevent his symptoms from worsening. While there are a host of negative reactions to consuming methanol, the most severe are blindness and death, according to the Centres for Disease Control and Prevention.
Simon’s advice might sound shocking, but Rea says it likely saved his life and his eyesight: drink more alcohol.
Bali vacation turns into a nightmare for Vancouver couple
The following day the couple each drank several beers in an effort to stop or delay the progression of the methanol poisoning. Mawdsley also had some negative symptoms after she consumed the drink, but they were significantly milder. Still, she says she drank the alcohol out of an abundance of caution because they weren’t sure what had made her sick.
While most people would suggest visiting a hospital before hitting the bottle, the couple wasn’t offered a great deal of help from any of the local medical facilities.
“I ended up going to the hospital because I was in really rough shape,” he explains. “The first hospital didn’t treat me because they weren’t able to test or treat methanol poisoning.”
Another hospital about an hour away also denied treating Rea for methanol poisoning, he says.
While the second hospital provided him with IV fluids, vitamins, and nausea medication, Rea was very worried about his vision. Initially, he felt “completely drunk” halfway through consuming the poisoned drink. He felt drunk for roughly 15 hours after he ingested it but gradually started to feel sober, except for his eyesight.
Rea describes his eyes feeling sore and having a headache, saying the pain had “gotten progressively worse.”
The Vancouver couple flew to Seattle on Sunday night and drove back home, cutting their vacation short by about 10 days. An ophthalmologist told Rea that his eyes look completely fine but they will perform some follow-up tests.
While they are both thankful they figured out what was wrong via the Facebook group, Rea says the experience was terrifying.
“When I was going from the first hospital to the second one, I thought like, that was ‘it.’ Like I didn’t make it. I was feeling hopeless. I was blacking out in the vehicle, losing consciousness a lot,” he describes.
“And it was to the point where I wrote a goodbye letter on my phone to send people…it was a close call, for sure.”
While Rea’s experience was deeply traumatic, he is far from alone. In fact, instances like his aren’t uncommon, with numerous people sharing their experiences of methanol poisoning online.
Tragically, many people have died from ingesting tainted alcohol.
Methanol poisoning incidents around the world
In a recent story, a 31-year-old Aussie traveller was photographed in a hospital bed with a bottle of Bacardi, attempting to reverse the effects of methanol poisoning.
Between February 23 and May 2, 2020, there were a staggering 5,876 hospitalizations and at least 800 deaths as a result of a contaminated alcohol supply, according to National Geographic.
Multiple cases have also been reported in Mexico, the Dominican Republic, and even the United States.

Some regions of the U.S. have had hotter housing markets than others, but inflation and higher interest rates have caused a general cooling-off trend in real estate prices. Before the COVID-19 pandemic, homebuilders primarily focused on the South due to relatively cheap land, fewer zoning restrictions, and growing demand for housing. However, changes in zoning laws and new economic developments in other regions may draw developers’ focus away from the South.
As trends shift in new housing construction, there is another area in the housing market that shows untapped value in different regions: existing homes. To better understand where homeowners may have hidden real estate value, Realm compared different areas of the country by evaluating possible projects a house could complete, the return on investment associated with these projects, and home values.
Looking at more than 88 million single-family homes as of September 2022 data, the research also compares regions by looking at current and potential home value as well as current and buildable square footage. The remaining buildable square feet is calculated by looking at zoning laws and current square feet for each property to determine how much additional space could be added. (Note that home values change based on a number of factors, so these numbers may be subject to changes.)

The National Association of Realtors found that sales of houses are decreasing. In its Pending Home Sales Index released on Aug. 24, all of the country’s regions experienced double-digit decreases in the percentage of contract signings compared to the prior year. Housing inventory is on the rise, up 27% from last year. With homes taking longer to sell than in 2021 and interest rates on the rise, many would-be sellers are staying put.
Home builders are also curbing their projects due to persistent pandemic-related supply chain issues that have increased building costs to the point where there aren’t enough buyers for new homes.
For some homeowners, this has made it more appealing to add value to their existing homes rather than face the uncertainty of the housing market.

The real estate market on the West Coast has generally been high for a number of reasons. High-paying jobs in the tech industry have encouraged people to relocate there, and a shortage in housing has driven up prices. Population-dense areas such as San Diego, Los Angeles, San Francisco, and Seattle are already highly developed, making building on new land remarkably expensive. In California, Proposition 13 and bureaucratic zoning laws also disincentivize new housing development.
In recent years, mountain-area states have seen a boom as West Coasters move further inland to find more affordable real estate. Utah is one example of this boom, as it boasts strong job growth and low state and local taxes. Meanwhile, in housing-crunched California, new legislation may loosen some of the historic building restrictions, such as allowing some environmental reviews to be bypassed when building up to 10 homes in certain housing zones. And similar to a law passed in Oregon in 2019, California’s Senate Bill 9 permits property owners to build additional housing units on land zoned for single-family homes, which would allow homeowners to collect rent and increase their property value.

Gensokishi, the Japanese web3 MMORPG based on the Nintendo and Playstation 4 game Elemental Knights, was up 26% in September amid a rebrand. The project has repositioned itself as the GENSO metaverse, with the game now being a part of a larger metaverse. The native token, MV, hit a low of $0.20 on Sept. 19 before soaring to $0.26 on Oct. 2.
The project had a successful closed beta earlier in the year and is ramping after the second beta launch on Sept. 30. Players will be able to convert mROND earned during the open beta into ROND at the end of the event. mROND is the in-game token, an off-chain token created to optimize game performance. The maximum mROND that can be withdrawn will be 700,000 mROND.
Further, the ROND token has been listed on Bybit, the first major exchange to list the token. A source familiar with the matter stated that it is a “milestone for us.”
CryptoSlate spoke to the GENSO team, who stated that the listing laid the foundation for the next stage of GENSO’s evolution.,

LONDON — The captain of the world champion United States women’s national soccer team said Tuesday that any owner or executive implicated in a damning report on abuse in women’s soccer “should be gone” from the sport. That group of people, the captain, Becky Sauerbrunn, made clear, includes the owner and several top executives of her own club team, the Portland Thorns.
“You have failed in your stewardship,” Sauerbrunn said of soccer leaders and executives whose behavior was detailed in a scathing report, released Monday, that revealed years of abuse in American women’s soccer. “And it’s my opinion that every owner and executive and U.S. Soccer official who has repeatedly failed the players, and failed to protect the players, who have hidden behind legalities, and who have not participated fully in these investigations, should be gone.”
As she was speaking, the Thorns’ owner, Merritt Paulson, released a statement in which he said he was “removing myself effective today” from the team’s decision-making. But Paulson gave no indication that he planned to sell the team in Portland, Ore., a stance that, for the moment, put him directly at odds with Sauerbrunn, one of his club’s most decorated and popular players.
Asked to clarify if her remarks included Paulson, Sauerbrunn, citing specific accusations against the owner and the Thorns but not speaking his name, left little doubt that Paulson was among the targets of her comments.
“It includes everyone that has continued to fail the players time and time again,” she said of those who should be ostracized from soccer.
Paulson and at least two team executives were accused in a report compiled by the former Justice Department official Sally Q. Yates of hiding their knowledge of abuse by a former Thorns coach; of dismissing the claims of a player who raised such concerns; and of staying silent while the coach moved from team to team in the National Women’s Soccer League.

Shortly after Paulson’s announcement, Arnim Whisler, the owner of the Chicago Red Stars, said he would turn over control and step away from the N.W.S.L.’s board of governors, but did not indicate he would sell the team.
According to the report, Whisler received complaints about Rory Dames, the team’s coach, as early as 2013 and the next year dismissed concern that Dames had “created a hostile environment” as national team players wanting “this league to shut down.” The report also revealed that Dames, who also coached a youth club, fostered a “sexualized team environment,” spoke to youth players about their sex lives and had sexual relationships with multiple players.
Dames resigned from the Red Stars last year as the Washington Post prepared a report about his behavior.
“I am so deeply sorry for what our players experienced during their time spent in Chicago,” Whisler said in a statement. “Our organization is committed to rebuilding trust and respect among players and staff towards our league and club, and I recognize that my current presence is a distraction.”
Sauerbrunn and her teammate Alana Cook, who spoke on the same call on Tuesday evening, were unsparing in their view that strong action, including the forced sale of teams and the firing of officials known to have hidden or abetted the abuse of women, was overdue.
“I think it’s time,” Sauerbrunn said, “for those that are in authority and leadership positions to start holding each other accountable, and asking for the change that needs to happen.”
Cook, like Sauerbrunn, said that with players having come forward to reveal and document years of abuse, the responsibility to remove problematic coaches, executives and owners lay with the sport’s leadership.
“For so long it’s been on the players to speak out,” Cook said. “It shouldn’t be on us anymore.”
Sauerbrunn and Cook spoke in London, where the United States will play the European champion England in an exhibition game Friday night. Both players, and their coach, Vlatko Andonovski, said the team was reeling from the revelations in the Yates report, and struggling to focus on Friday’s game.
“The players are not doing well,” Sauerbrunn said. “We are horrified and heartbroken and frustrated and exhausted and really, really angry.”
Andonovski said that he and his staff were respecting that each player was processing the report differently, and that all have been given room to do that. Allowances have been made, he said, for players to skip meetings, training sessions and even Friday’s game.
Paulson’s statement was his first public comment since the release of the report. He said in the statement that two other top Thorns executives whose personal and professional behavior was criticized in the report, the president of soccer Gavin Wilkinson and the team’s president of business Mike Golub, would also step aside while a separate investigation is conducted by the N.W.S.L. and its players’ union.
But Paulson did not say whether he planned to sell the team, and Sauerbrunn and Cook along with other players quickly signaled that stopping short of a complete exit would be inadequate.
“I think that a lot of trust has been broken,” Sauerbrunn said. She added, “At the end of the day, if people continue to fail the players, and they don’t comply with anything that gets asked of them in these reports and gets implemented in these reports, they need to be gone gone.”

A tiny seed, no bigger than a grain of rice, is having a big impact on breast cancer care for patients in Murrumbidgee.
Murrumbidgee Local Health District is the first District in NSW to introduce Magseed – a tiny, stainless steel “seed” that is implanted in a cancerous breast tumour to mark its location for surgery.
Minister for Regional Health Bronnie Taylor said the successful implementation of this new technology is a testament to the quality of medical care available in rural and regional NSW.
“We have some of the finest surgeons and medical professionals in Australia choosing to work in regional NSW. I am so proud that the first Local Health District in NSW to provide this exciting, new and life-saving technology is a regional one,” Mrs Taylor said.
Griffith surgeon Dr Kate FitzGerald said she was keen to see the Magseeds available for public patients in NSW, after first using the technology and seeing the difference it made in Scotland.
“The thin wires, which usually had to be placed the day of surgery, needed to be placed by a radiologist and then taped to the patient’s breast until they were in the operating room,” Dr FitzGerald said.
“With the seed I have more flexibility around where I make the incision. As well as getting the best result as far as removing the cancer, I can also make it look as nice as possible.”
Mrs Taylor thanked the Griffith Breast Cancer Support Group for a substantial donation towards the purchase of the Magseed technology and said the group’s support has been instrumental in making the technology available locally.
President of the Griffith Breast Cancer Support Group, Kaye Mossman said the group is thrilled to see its fundraising efforts contribute to this new technology.
“Through the generosity of the Griffith community we have raised enough money to not only support our local patients with their individual costs, but also make a very substantial donation to Murrumbidgee Local Health District to help fund this exciting new technology,” Mrs Mossman said.

After Hurricane Ian obliterated communities in Florida, rescue crews going door to door in search of survivors are reporting more deaths, and residents grappling with loss are facing a long, daunting recovery.
As of Tuesday, at least 102 people have been reported killed by the hurricane in Florida – 55 of them in Lee County. Ian also claimed the lives of four people in North Carolina.
The storm slammed into Florida as a furious Category 4 hurricane last Wednesday. Days later, some residents of island communities are cut off from the mainland, hundreds of thousands of people are without power and many Floridians have found themselves homeless.
As of Tuesday evening, about 400,573 customers in Florida were without power, according to PowerOutage.us. Many outages remain in hard-hit Lee and Charlotte counties, with 208,263 outages in Lee County and 75,721 outages in Charlotte County. Outages also continue to be tracked in Sarasota, Manatee, Collier, Hendry, Hardee, and Desoto counties.
In some cases, government officials dealing with recovery efforts are among those who lost their homes.
Fort Myers Beach City Councilman Bill Veach said his 90-year-old cottage is in ruins, with only one section that was a recent addition left standing. Pieces of his home were found two blocks away, he said.
“When you are walking around the ruins, it’s an apocalyptic scene,” Veach said of his neighborhood.
Still, even in the wreckage, there have been moments of hope, he said.
“You see a friend that you weren’t sure was alive or dead and that brings you joy. A joy that is so much more than the loss of property,” he added.
Rescuers have been coming to the aid of trapped residents via boat and aircraft. Statewide, more than 2,300 rescues have been made and over 1,000 urban search and rescue personnel have checked 79,000 structures, Gov. Ron DeSantis said during a news conference Tuesday. The governor also announced the opening of the first Disaster Recovery Center – or “one-stop shop” – in Fort Myers for residents and businesses that have been affected by Hurricane Ian.

Some residents who were anxiously waiting to hear from their loved ones have received unimaginable news.
Elizabeth McGuire’s family said they last spoke with her Wednesday and had been having trouble reaching her. They learned Friday that the 49-year-old had been found dead in her Cape Coral home.
Police told her family she died in her bed holding her cell phone and it looked like she died instantly, her son Andrew Chedester said.
McGuire’s mother, Susan McGuire, said the destruction of the storm “is massive.”
“One hundred blizzards will not cost you what one hurricane will cost you,” said Susan McGuire, who moved to Florida from Maryland a few years ago. “My husband’s business whipped out, my daughter is dead … I never had a blizzard take anything away from me.”
On Sanibel Island, now cut off from the Florida peninsula after Ian wiped out a portion of the roadway connecting them, every house shows damage, Sanibel Fire Chief William Briscoe said.
“There are a lot of places that are not livable. There are places off their foundation, and it’s very dangerous out there,” Briscoe said. “There are alligators running around, and there are snakes all over the place.”
Crews have evacuated 1,000 people from Sanibel since Ian ripped through the island, Briscoe said.
Sanibel Mayor Holly Smith told CNN Tuesday that residents will be allowed back on the island Wednesday to assess the damage to their property, but the island is still “extremely unsafe.”
A similar situation is playing out on nearby Pine Island, the largest barrier island on Florida’s Gulf Coast. Just days ago, it was a tranquil fishing and kayaking destination known for its small-town atmosphere. Now it’s a scene of carnage, with cracked roadways and destroyed homes.
Ian destroyed the only bridge to Pine Island, making it only accessible by boat or aircraft. Supplies are now being airdropped to the island by helicopter as some residents choose to stay, authorities said.
County officials are trying to get a temporary ferry service for Sanibel, Sheriff Carmine Marceno said Tuesday. For Pine Island, work is underway to install a temporary bridge, with a goal to have it ready by the end of the week, DeSantis has said.
Emergency physician Dr. Ben Abo, who joined rescuers on Pine Island, said crews are encountering residents who were in denial the storm would hit the area and are now running out of supplies.
“I’m seeing a lot of despair, but I’m also seeing hope,” Abo said. “I’m seeing urban search and rescue, fire rescue, bringing hope to people that we’re going to get through this. But we have to do it in stages.”
The National Guard will also be flying power crews to Sanibel and Pine islands to start working on restoring power. It could take at least a month to restore power for some places on those islands, Lee County Electric Cooperative spokesperson Karen Ryan said Tuesday.
DeSantis said Tuesday he has already vistied Pine Island and will likely visit Sanibel Island on Wednesday, one week after the island was ravaged by Hurricane Ian.
“We’re gonna have that bridge patched this week,” DeSantis said Tuesday of Pine Island. “Yesterday we had 130 (Florida Department of Transportation) trucks that were there working to get this temporary bridge fixed. It will be done this week.”
At Fort Myers Beach, where storm surge and wind combined to wipe out numerous homes and businesses, it may also take a month to restore power due to damage to the electrical infrastructure,” Lee County Manager Roger Desjarlais said.
It’s unclear how many people remain unaccounted for after the storm. Florida Division of Emergency Management Director Kevin Guthrie said authorities are working to consolidate a list of the missing.
Search teams have been combing a 7-mile stretch of Fort Myers Beach for days, looking for anyone still in need of help. One of the teams, South Florida Task Force 2, found 150 people trapped in homes in its first 48 hours in the community, some of whom had ascended to attics to avoid floodwater, it said.
On Monday, the team still was helping people off the island town, as well as telling them where to get food and water. The team has found people who died at Fort Myers Beach, but it has not said how many.
Bob and Rosemary Kopsack were among those the team helped off the island Monday, after the storm ruined virtually everything inside their home. Bob Kopsack still didn’t know the fate of at least one of their friends on the island.
“Our best friend, we have not been able to contact him … and he’d said he’s not leaving the island. And I hope he did,” he said. “His phone’s out. … I’ve sent the police over to his home.”
In Lee County, which includes Fort Myers and Fort Meyers Beach, more than half the schools had at least some damage from Ian – and 14% had major damage, the school district said. Schools will reopen as quickly as possible, Superintendent Christopher Bernier said, without providing a timeline.
At Fort Myers Beach Elementary, mud lined a cafeteria; damaged desks, toppled supplies and other debris were piled up in a hallway; and water marks reached nearly to the tops of doorjambs, photos released by the district showed.
Some residents who lost property and belongings are recounting narrow escapes.
When Ian hit Florida’s west coast and floodwater surged through Fort Myers, Stan Pentz, 69, texted his daughter, Stephanie Downing, and told her the water was rising in his condo and he might drown. Then, he lost phone service, he told CNN on Tuesday.
More than an hour away, Downing assumed the worst. When she saw her sister the next day, “we just held each other and we just cried because we truly thought he was gone.”
Pentz managed to get out, however. Upon escaping his home, he was “swished away,” he recalled, and he latched onto some branches, clinging to them for hours, “with the wind blowing and the water gushing over my head. It was a long time.” After a while. the wind and water shifted and he reached the second floor of a building, where he huddled in a corner till sunrise, he said.
“It just kept going and going. It wouldn’t stop and I was just thinking about my kids and my grandkids and just everybody I know, and they just kept me going in my mind,” he said.
The storm passed, and Pentz found someone to text Downing for him. Downing’s sister and brother-in-law drove down to Fort Myers and retrieved him.
When Downing finally saw her dad, “I laid my head on his chest and I said, ‘Hey, Michael Phelps, you had a nice swim,’” she recalled as Pentz chuckled, playfully pantomiming slapping his daughter.
Pentz lost everything. He kicked his own submerged automobile as he swam to safety, he said. Downing said he’s now staying with her family at their Rotonda West home. A GoFundMe has raised thousands and a generous friend brought her dad some clothes and shoes. He was able to replace his cell phone and driver’s license Tuesday, Downing said.
“We’re getting somewhere,” she said.

The Texas Civil Rights Project filed a lawsuit Tuesday seeking to keep Bexar County elections officials from closing roughly 40 Election Day polling locations.
The move comes after activists and Democrats on the Commissioners Court begged Elections Administrator Jacque Callanen to maintain the number of locations to accommodate what they anticipate will be a high turnout election.
Commissioners approved Callanen’s initial list of 259, but asked her to come back with additional locations to get to 302, and added money into the county’s budget to fund them.
“The county attorneys talked to her, but ultimately can’t really order her to do anything absent a court order,” said Joaquin Gonzalez, a lawyer for the Texas Civil Rights Project, which filed the suit on behalf of the Texas Organizing Project.
Callanen’s office declined to comment on the lawsuit Tuesday.
A coalition of progressive groups represented by the Texas Civil Rights Project succeeded in getting a judge to increase the number of voting locations in 2020.
“It’s literally the exact same case that was brought last time,” Gonzalez said in an interview Tuesday.
In both instances, the Texas Civil Rights Project argued that state law requires half of the county’s 776 elections precincts to have a polling location.
Callanen, meanwhile, says her office wouldn’t have the manpower to staff all of the locations. She contends they need to eliminate sites that see the least traffic.
“We would have so much better success with fewer sites, where we could mobilize the equipment and put it at some of the larger sites,” Callanen said at a meeting of the county’s election board in August.
Because the lawsuit was so close to the election in 2020, the Texas Civil Rights Project settled for restoring the number of locations to the number used in 2018, which was 302.
This time it’s asking the county to increase the number of voting locations to 388, as state statute requires.
“There is more time this time than last time, by a little over a week at least,” said Gonzales. “So I think there will be time for the county to add more locations than it did last time.”

NEW YORK (AP) — The Dow Jones Industrial Average climbed more than 800 points and the S&P 500 had its best day in more than two years Tuesday as the market clawed back more of the ground it lost in a miserable several weeks on Wall Street.
The S&P 500 rose 3.1%, its best day since May 2020, as all but five of the stocks in the index notched gains. The benchmark index has been rallying since hitting its lowest point of the year on Friday to close out a September slump.
Twitter surged 22.2% after Elon Musk said he would go ahead with his $44 billion acquisition of the social media company, abandoning months of efforts to get out of the deal.
The Dow rose 2.8% and the Nasdaq composite climbed 3.3%. Small company stocks also made solid gains, lifting the Russell 2000 3.9% higher. European and Asian markets also rose broadly.
The market’s gains come as major indexes remain in a bear market after falling 20% or more from their most recent record highs. The two-day rally is hitting markets as investors look for signs that central banks might ease up on their aggressive rate hikes aimed at taming the hottest inflation in four decades.
Australia’s central bank made an interest rate hike that was smaller than previous ones and that helped Australia’s market jump 3.8%. It is a potentially positive signal for investors, along with the latest jobs data from the U.S.
Investors in the U.S. received potentially encouraging news from a government report on job openings that showed the number of available jobs in the U.S. plummeted in August compared with July. It’s a sign that businesses may pull back further on hiring and potentially cool chronically high inflation.
The optimism could be misguided as inflation remains stubbornly hot, said John Lynch, chief investment officer for Comerica Wealth Management.
“Investors should be worried about false positives,” he said. “Be wary of the history of bear market rallies, they can be very seductive.”
Major indexes could be in store for more declines ahead, he said, as more economic data and the next round of earnings reports paints a clearer picture of how inflation continues to impact business operations and consumer spending.
The S&P 500 rose 112.50 points to 3,790.93, while the Dow gained 825.43 points to close at 30,316.32. The Nasdaq rose 360.97 points to 11,176.41 and the Russell 2000 added 66.90 points at 1,775.77.
Treasury yields continued to pull back from their multiyear highs, which has helped relieve some of the pressure on stocks. The yield on the 10-year Treasury, which helps set rates for mortgages and many other kinds of loans, slipped to 3.64% from 3.65% late Monday. It got as high as 4% last week after starting the year at just 1.51%.
The yield on the two-year Treasury, which more closely tracks expectations for Federal Reserve action, fell to 4.10% from 4.12% late Monday.
The market was mostly quiet with company news ahead of the next round of corporate earnings.
Cruise line operators were among the biggest gainers in the S&P 500. Norwegian Cruise Line jumped 16.8%, Royal Caribbean surged 16.7% and Carnival gained 13.3%.
Investors are watching closely as central banks raise interest rates to make borrowing more difficult and slow economic growth to try to tame inflation. Investors are hoping that they will eventually ease off their aggressive rate hikes and the move by Australia’s central bank is a hopeful sign for some.
Wall Street is worried that the rate hikes, especially the increases from the Fed, could go too far in slowing growth and send economies into a recession. The Fed has already pushed its key overnight interest rate to a range of 3% to 3.25%, up from virtually zero as recently as March.
Economic growth is already slowing globally and the U.S. economy contracted during the first two quarters of the year, which is considered an informal signal of a recession. The economy still has several strong pockets, including employment.
Wall Street will get a more detailed look at the employment situation in the U.S. this week, with a report on hiring by private companies due out Wednesday, the latest tally of weekly applications for unemployment benefits on Thursday and the government’s monthly jobs report for September on Friday.
If those reports point to a still strong job market, that could trigger a bond market sell-off, which would weigh on stocks, said Jay Hatfield, CEO of Infrastructure Capital Advisors.
“All those could hit the stock market because right now the bond market is really driving the stock market,” he said.

Binational Health Week stresses prevention, education among population often uninsured and in need of care
EL PASO, Texas (Border Report) – Some 200 El Paso residents got free health screenings, flu and COVID-19 booster shots Tuesday at the Mexican consulate. It was part of Binational Health Week, which for the past 22 years has bridged the gap between local health providers and the immigrant community.
“Basically, what we do here is take their blood pressure, offer different tests so if they have any problems, they can be referred to low-cost clinics or hospitals or we can help them navigate the insurance system,” said Consul General Mauricio Ibarra Ponce de Leon.
Twenty-one El Paso hospitals, nonprofits and insurance companies are partnering with the consulate to promote healthy living. The El Paso Food Bank donated 200 boxes with food staples that were distributed to participants in a Tuesday health fair in the consulate’s parking lot.
Ibarra said talks about cancer, high blood pressure, mental health and others would take place throughout the month in Spanish online and in-person at the consulate. The U.S. Census July 2021 population estimate shows that nearly one in four El Paso County residents were foreign-born, and that 69.8 percent speak a language other than English at home.
Those numbers make the consulate a key player in community health education.
“We need to raise awareness of the importance of having good physical and mental health and that everybody knows they can reach out to a health provider regardless if they have insurance or not,” Ibarra said.
All of Mexico’s 50 consulates in the United States are observing Binational Health Week, though some may have it on a different date.

Maria Estrada, a Mexican national who says she has lived in El Paso for many years, was among the first in line at the screening tents. “I’m here for the tests, medical insurance information, everything they have here,” she said.
Others came for the flu and COVID-19 shots and the free foodstuffs.
“This is the first time I come to these fairs. I came here for the flu vaccine. I have all the COVID vaccines and all,” said Ana Lilia Perez.

The Department of the Interior’s appeal of a 2021 gaming compact between the state of Florida and the Seminole Tribe continued with a planned paperwork procedure on Monday. The government wants to do it itself.
In an answering brief filed with the US District Court of Appeals, DC Circuit, government lawyers essentially told the Seminole Tribe’s legal team and court, “we got this,” asserting that it alone could handle the slow-moving process.
Government lawyers put forth that the Seminole Tribe, although it has attempted to become an intervening party and filed an amicus brief supporting the DOI appeal, is not an “indispensable party” in the litigation. The Seminoles offered legal sports betting in Florida last November through their Hard Rock Digital app, but a lawsuit brought by a group of pari-mutuels led to the shutdown.
Feds Seek to Go it Alone in District Appeals Court
In its answering brief, the government used two routes to cleave the Seminoles from the appeal process. First, lawyers cited the Administrative Procedure Act, which asserts that the government is generally the only indispensable party in such cases. Secondly, it invoked Rule 19a of the Federal Rules of Civil Procedure, claiming that the appeals process can “accord complete relief” in the mutual interests of the Seminole Tribe and government without tribal legal teams involved.
Said government lawyers’ brief:
“While the federal government and the Tribe both seek reversal, the Tribe’s preferred path is in tension with circuit precedent and, if adopted, could functionally nullify the APA’s waiver of federal sovereign immunity in the wide swath of cases where federal agency action benefits a tribe or state that cannot be joined to litigation without consent. Thus, while this Court should reverse for the reasons stated in the government’s appeal, the district court’s denial of the Tribe’s motion should not be disturbed.”
The filing of further paperwork is scheduled through November, meaning any decision could carry well into 2023. Legal and gambling observers inside and out of one of the top remaining parcels of sports betting real estate in the United States are beginning to agree that sports betting in Florida is unlikely before 2025.
The Department of the Interior allowed the compact to pass into law by letting a 45-day assessment period lapse. DOI eventually issued a set of opinions on the compact, looking unfavorably on the marketing agreements the Seminoles were required to offer the state’s pari-mutuel outlets, but saying that Native American gambling operations shouldn’t be constrained by an Indian Gaming Regulatory Act that pre-dated the opportunities provided by mobile and Internet technology.
The case has become a national curiosity because of its potential to influence the future of tribal gaming.
Government Filing Another Step in Lengthy Process
Unless the Appeals Court reverses course on a compact Judge Dabney L Friedrich invalidated as a “legal fiction,” the state and Gov. Ron DeSantis would be sent back to the proverbial drawing board. The Seminole Tribe would seemingly be inspired by recouping the right to offer craps and roulette — which were also a part of the 2021 compact — and retail sports betting. The state would seemingly be motivated by the $2.5 billion in revenue share payments through the first five years of the deal that the invalidation has cost Florida.
Legalizing sports betting off tribal lands, and most importantly via mobile, would become an issue for state legislators again and certainly cue a massive lobbying and advertising effort from sportsbook operators hoping to launch in a state of nearly 22 million.
The disparate makeup of the Florida electorate and marshaled anti-gambling groups and laws — and DeSantis’ expected run for the Republican nomination for president — would not suggest a fleet or friction-free process.

Thesis
The metaverse, according to McKinsey is estimated to claim a market size of $5 trillion by 2030, and semiconductors are poised to play a key role in building the necessary infrastructure — be it for data communication, graphics or computation. In my opinion, there are two major semiconductor companies that lead innovation in this field: Qualcomm (NASDAQ:QCOM) and Nvidia (NASDAQ:NVDA).
Both NVDA and QCOM shares are down significantly YTD, almost 60% for NVDA versus about 40% for QCOM. Thus, it might be tempting to start considering buying the dip. But which one of the metaverse chipmakers should you pick?
Seeking Alpha
In this article I will discuss whether an investment in Nvidia or Qualcomm is preferable, comparing the two firms with regards to (1) products and technology, (2) growth, (3) profitability and (4) valuation.
1. Technology & Products
Both Nvidia and Qualcomm have strong exposure to secular trends in connection to the next-generation internet, or in other words, the metaverse. But their associated technology differs somewhat.
Nvidia
To simplify, Nvidia is well positioned to grow alongside the metaverse-related gaming industry, or better the experience industry, by providing solutions for AI cloud-computing and 3D visualization technology. Notable highlights of Nvidia’s product portfolio include (not exhaustive): GeForce GPUs to power a cutting-edge gaming experience; GeForce NOW to support computing-power intensive game streaming services and related infrastructure; and GPU software to support cloud-based visual and virtual computing.
Moreover, one of NVIDIA’s most interesting ‘metaverse products’ is the company’s ‘Omniverse’ software, which is a cloud-based development framework for the creation of 3D immersive and virtual worlds. The ‘Omniverse’ platform allows for real-time photorealistic visualizations and incorporates AI for supporting lifelike simulations.

Qualcomm
Qualcomm, on the other hand, is focused on supporting the necessary infrastructure for wireless low latency data communication — which will be absolutely key for the metaverse experience. Notably, Qualcomm’s Snapdragon chipset currently powers most, if not all, AR/VR devices, including Meta’s (META) Oculus Quest and Lenovo’s Mirage Solo. In September 2022, the company has announced a strategic partnership with Meta Platforms to customize chipsets for VR/AR technologies. Mark Zuckerberg commented:
We’re working with Qualcomm Technologies on customized virtual reality chipsets — powered by Snapdragon XR platforms and technology — for our future roadmap of Quest products
Moreover, QUALCOMM has launched a $100 million investment fund dedicated to XR technologies, which aims to:
… accelerate the Metaverse content ecosystem and the next generation of spatial computing …
… for developer ecosystem funding in XR experiences such as gaming, health and wellness, media, entertainment, education, and enterprise.
Finally, Qualcomm also enjoys exposure to 5G, artificial intelligence, automotive, consumer, enterprise, cloud, and IoT — technologies that are likely going to have an indirect connection to the metaverse infrastructure and experience.
2. Growth
As a function of the product portfolio, it is arguably enormously difficult to derive a conclusion which company has a stronger growth outlook. And accordingly, readers should acknowledge this section with a healthy dose of skepticism and independent thinking.
Personally, I believe Qualcomm is in a better position to experience a near-term growth acceleration on the backdrop of the 5G rollout and higher VR technology adoption. Nvidia’s technology and value proposition, on the other hand, builds on the precondition that the infrastructure for 5G and low latency data communication has been broadly accepted. Accordingly, I believe that Nvidia’s growth might be a little bit more deferred and speculative.
Looking at the past 5 years, Qualcomm and Nvidia have grown at a similar rate. Nvidia has grown at an annual compounded growth rate of 25%, while Qualcomm has expanded revenues at a 22.5% CAGR.
According to analyst consensus estimates, which project revenues until 2025, expect that both companies will grow at an estimated 20% – 25% (Source Bloomberg). This expectation could be reasonable, in my opinion, if risk-taking (innovation and technology R&D) is accepted by the economy with a similar enthusiasm as it has been in the past decade, on the backdrop of low interest rates and strong valuation multiples for growth assets. But with rising real yields and falling asset prices, growth in the technology sector will likely be somewhat lower. So, in my opinion, investors are well advised to estimate a topline expansion for Nvidia and Qualcomm somewhere between 15% – 20%.
3. Profitability
Nvidia and Qualcomm are both highly profitable and claim margins that rival the profitability of the leading FAANG tech companies. But in context of a head-to-head relative comparison between Nvidia and Qualcomm, I am struggling to derive an insightful takeaway. This comparison is perfectly balanced, in my opinion.
For the trailing twelve months, Nvidia has managed to claim a gross profit margin of 60%, which is 20% higher than what is the median for the technology sector. Qualcomm’s gross margin was 58% respectively, which is about 16% above the sector median. However, operating income margin (EBIT, TTM reference) is 35.8% for Qualcomm and thus higher than the respective 31.5% for Nvidia.
There is also no clear takeaway which company operates more capital efficient. It is true that Qualcomm enjoys a return on total assets (TTM reference) of about 27.4%, as compared to 17.8% for Nvidia. But Nvidia generates $344,460 of net income per employee versus $285,800 for Qualcomm.

4. Valuation
Given that both Qualcomm and Nvidia post competitive size, growth and profitability, an investor would expect that the two companies trade at a similar valuation. But this is very far from the reality. Nvidia trades much more expensive.
According to data compiled by Seeking Alpha, Qualcomm is valued at a one-year forward P/E of x9, while Nvidia’s one-year forward P/E is x36. Consequently, the P/E multiple implies a 40% sector valuation discount for Qualcomm, versus a 114% respective premium for Nvidia.
The argument of a valuation dispersion can be made for all relevant multiples, including P/S and P/B. Enclosed is some more data.

Conclusion
To sum up the situation, as I see it, both Nvidia and Qualcomm are very competitive with regards to their technology, growth outlook, and profitability. But Qualcomm is clearly trading cheap, while Nvidia is not. Moreover, the valuation dispersion is highly significant, as investors should consider that the attractiveness of every investment opportunity must be a function of the price. Consequently, the investment decision should be easy: Qualcomm is the one to buy.

Given the current cryptocurrency market conditions, one potential Cardano price prediction would be that ADA is bullish above a triple bottom level of $0.4180. On the daily timeframe, Cardano has closed a strong green candle, indicating a strong possibility of a bullish reversal. However, a hybrid of mixed fundamentals is limiting ADA’s upside.

Hoskinson ensured that his improvements to Cardano’s smart contract performance would be as effective as possible. However, it appears that this progress will not be enough to spur the growth of the digital currency, as its price remains relatively low.

Cardano unveiled its Vasil hardfork at the end of September. After the fork, people still felt optimistic since the network kept working normally. Now that everything seems to be running smoothly with Vasil, Cardano’s creator Charles Hoskinson said on October 3 that the next phase, the age of Voltaire, was on the horizon.
According to a tweet by Hoskinson, the new age is designed for network builders and users. He claims Cardano’s goal is to create decentralized governance that will show the rest of the industry how to do it properly.
Cardano Price Prediction – Is ADA Preparing for a 100% Move?
With such strong fundamentals, demand for Cardano is increasing, and the ADA/USD price is likely to rise. The ADA/USD has shaped a descending triangle pattern, with support extending near $0.4181. Because descending triangles are more likely to break on the lower side, the $0.4181 level should be monitored closely.
A break below this level may result in downward pressure, causing the ADA price to fall to an immediate support level of $0.3678. If the ADA/USD coin remains above $0.4180, the triple bottom support level may rise further towards $0.4850.
A downward trendline at $0.4850 on the daily timeframe may obstruct Cardano’s upward movement. On the other hand, increased demand for Cardano could break through this level and extend the uptrend until $0.5275 or $0.5835.
Leading technical indicators such as the RSI and MACD remain below 50 and 0, indicating a bearish trend in Cardano, respectively. In contrast, the 50-day moving average will likely keep the ADA price below $0.4660. As a result, Cardano will face significant difficulties in reaching $1.
The ADA/USD pair has the potential to move 40% above $0.4180 if it breaks through the $0.4660 level. On the other hand, a breakout of $0.5275 and $0.5835 may increase the chances of a 100% move above.
