Lyle Larson announced he would not seek re-election to another term in the Texas House, bringing an end to a career in public service that dates back to 1991. Larson, who joined San Antonio City Council that year and also served as a Bexar County commissioner from 1997 to 2008, has represented the northern part of the county in the state House since 2011. He is now something of an outcast among Texas Republicans, having bucked the party on several key issues in recent years and bluntly criticized state GOP leaders from Gov. Greg Abbott to Lt. Gov. Dan Patrick. Last year, Larson was the only Republican to oppose the state’s contentious voting bill . He also pushed to expand Medicaid ; was one of four Republicans to vote against a bill banning large social media companies from blocking users based on their viewpoint; opposed GOP legislation targeting “critical race theory” ; and filed a bill that sought to carve out an exception for victims of rape and incest in Texas’ abortion ban. IN-DEPTH: Dan Patrick’s rise from right-wing outcast to GOP shot-caller charts the shift in Texas politics Yet Larson has continued to regularly side with Republicans, voting for the abortion ban and backing a “permitless carry” measure that allows most Texans 21 and over to carry handguns in public places without a license. Other GOP priorities that won Larson’s support last year included legislation to bar large counties from cutting law enforcement spending without voter approval and a constitutional amendment that would have expanded the charges under which judges could deny bail outright. As Larson prepares to depart elected office, we sat down with the outgoing lawmaker to discuss his career in office, his thoughts on the midterm elections and his criticism of fellow Republicans. The interview has been condensed and edited for length and clarity. Q: Is your retirement related to your disagreements with the Republican leadership in Austin over the party’s shift to the right? A: No, actually, it’s much simpler than that. I laid out a bill three sessions ago on term limits. And I was advocating that you can serve no longer than 12 years. And I said it at that time, that regardless of if the bill passes or not, I’m going to step down after 12 years. I just feel a lot of people run on the issue, term limits, but they never abide by it. And you’re only as good as your word. So, it was predetermined six years ago how long I was going to serve. And it was a great exit strategy, by the way. Q: So it has nothing to do with the direction of the party? A: No, you know, I’ve seen the deterioration of the policy making in the Republican Party a lot over the last 30 years. I came into the Republican Party under Ronald Reagan. And you just don’t see any of that idealism about making the state or the country great. All they can do is try to diminish certain parts of our population. They don’t inspire a unification of people. I mean, this last session, it was a proverbial s—show, from the standpoint of taking false allegations of a voter fraud issue, and then turning it into a voter suppression bill. And I just think that’s counter to what most people would think that a democracy would want. I want to maximize the number of people voting, not minimize it. And I think those efforts are going to hurt Republicans as much as Democrats. So yeah, it is frustrating. I think the whole partisan issue that you see in the state and nationally, you see the divisions. You don’t see a lot of leadership. They run in the primary based on what the extreme element dictates in those primaries, and then they carry that forward in the general elections, and you don’t even see an attempt to go to the middle. They just stay on the right and stay on the left, each respective party. Somebody asked me, are you still a Republican? I’m not a part of the Republican Party today. I am a Reagan Republican. I’m not a Democrat. I think I’m probably more independent than anything else. You know, I am the same ideologically, center right. But the Republican Party is not center right. They’re far right. Q: Do you see a centrist or center-right third party as the best way to kind of move back closer to the center? A: I think people need to walk away from both parties. And they need to start voting independently. A lot of people talk about nonpartisan, bipartisan — I like to advocate cross-partisanship. So you cross over and pick the right person. A good example is our lieutenant governor’s race. I mean, it’s crazy that Dan Patrick gets reelected. And the only reason he gets reelected is because the Republican Party and the Democratic Party — it’s heresy if you cross over, you say anything … derogatory about him or you won’t support him. Well, I know a lot of Republicans that aren’t supporting him. Some have come out. I mean, the guy has done more in the last eight years to tear our state apart, and I just, it’s crazy that Republicans would elect him back into office. I think you need to have a balance of power to keep the far right from salivating at having an opportunity to pass just crazy, children-of-the-corn-type legislation that has been put in front of us. And Lieutenant Dan, you know, him and the governor don’t like each other, I think that’s well understood. I think he scares the governor … He’s never gotten along with any of the speakers that I’ve served under, [Joe] Straus, [Dennis] Bonnen or Dade [Phelan]. In fact, they’ve had verbal confrontations. And it’s just hard to believe that we can’t cross over and challenge ‘the king.’ Q: Do you personally plan to vote for Dan Patrick’s opponent, Democrat Mike Collier? A: You know, I’m not gonna vote for Dan Patrick. And I’m gonna make a decision on Mike Collier. I’ve met Mike Collier. But I can’t support [Patrick]. … Nobody in their right mind would vote for Dan Patrick. I mean, the issues I’ve had with him are, first of all, dealing with public education. Earlier in the summer, he was talking about [private school] vouchers and openly supporting vouchers, basically advocating defunding schools in rural areas, while the state only pays about 46 percent of [the funding share] for our K-12 schools. And now he wants to diminish that even more, because of a far-right-wing dog whistle. I think he’s created more division along ethnic and gender lines [than anyone] in our state’s history. I mean, if you look at the attacks on individuals, he’s inspired nothing. … I think he’s an awful person, and I could never support him, and I hope everybody either does not vote for him, or votes for his opponent. Editor’s note: In 2019, Patrick supported House Bill 3, which pumped about $6.5 billion of new spending into public education. The bill raised the state’s share of public education funding from 38 percent to 45 percent, lawmakers said at the time. Earlier this year, Patrick said “We can support school choice and, at the same time, create the best public education system in America. These issues are not in conflict with each other.” Patrick’s chief strategist, Allen Blakemore, responded to Larson’s comments with a statement: “Rep. Larson’s personal attack on Lt. Gov. Patrick is outrageous. The facts are clear. Lt. Gov. Patrick is viewed by almost everyone as the most effective lieutenant governor in history. That is why virtually every business association and law enforcement organization has endorsed him for reelection. He knows how to bring members together. “Under his leadership the last four state budgets have passed with only one dissenting vote, three passed unanimously. That is quite an accomplishment and underscores how he respects the members, and how they respect him. It’s sad that Mr. Larson feels compelled to spew his bitter rant as his last statement before leaving office.” Q: Earlier this year, were you surprised by the outcome when you backed a candidate in the Republican primary for your district, Adam Blanchard, who didn’t make the runoff? A: I was. I mean, Adam clearly was the best candidate. The gentleman that ended up winning [former Bexar County Republican Party chair Mark Dorazio] is the far right. I mean, he’s out there as far right as you can get. He’s the one that tried to censure Joe Straus . He’ll get zero done, won’t get any bills passed. The speaker endorsed his opponent. So, you’re just gonna have an ineffective, bomb-throwing, far-right candidate. Anything he said and did in the primary indicates that he will be an Empower Texans patsy, and he’ll do whatever they ask him to do. Larson would say something like that,” Dorazio said. “I was also the chairman of the Bexar County Republican Party and was selected by my fellow precinct chairmen to serve in this capacity, largely due to being a consensus maker and a leader who could bring various sides together.” Q: Do you feel like you were able to achieve what you set out to accomplish as a city council member, a county commissioner and in the House? A: The city was the best place to serve. You know, 95 percent of the operational issues that people have are at the local level. Well, that last match was dire, folks. I feel like the players who didn’t make this friendly roster and participate in these two doleful UMSNT matches might have been the ones who helped themselves the most. And Gio Reyna got hurt. I love Reyna’s playing style, love what he is capable of, but can we get past the notion that there’s any room on the World Cup roster for injured players who are there for moral support or one miracle play? In other words, Reyna should not be like his dad in 1994 or John O’Brien in 2006. Take players who can actually play without putting themselves and the team at risk in games. I don’t want to see Reyna or anyone else on the roster unless they’re capable of at least a full half of all-out game play. It’s bad enough watching Weston McKennie as a shadow of his former self because he’s still working his way back from injury. So now that the final friendlies are done, who do we think should make the USMNT’s 2022 World Cup roster? Jonathan Tannenwald: The most important thing I’ve seen so far is that we didn’t learn anything we didn’t already know. The only person whose stock went up is Matt Turner, and we’ll never know what would have happened if Zack Steffen had been healthy enough to travel. Then again, he played for Middlesbrough after being omitted supposedly because of injury. I don’t want to get suspicious about that, but I can’t help wondering.The number one thing we already knew is the limitations of Jesús Ferreira and Ricardo Pepi. Granting that Pepi barely got any service today, he didn’t do much to prove to me that he should be on the plane over Jordan Pefok. Ferreira once again got the U.S.’ best chance in a game, but shot it straight at Saudi Arabia’s goalkeeper Mohammed Al-Rubaie. I also was surprised that Josh Sargent didn’t play at all against Saudi Arabia. Gregg Berhalter seemed sort of remorseful in what was a pretty short and very terse postgame news conference. But it wasn’t anyone else’s choice to not give Sargent any run. If it was up to me, my three strikers on the plane would be Sargent, Pefok and Ferreira, from starter on down. It seems pretty clear that Berhalter will stick with Ferreira, Pepi and Sargent in that order. Canales: For the strikers, I’d pick Pepi, Pefok and Ferreira. My reasoning is that there’s room for a couple of redemption stories on the USMNT roster — Pepi and Pefok on the club level — though Sargent’s comeback is also inspiring. I agree completely with you, JT, that Berhalter should have given him a run out, but he didn’t. So it comes down to a personal consideration of valuing what the strikers have done for club and country. I lean more toward form than system, and if Berhalter leaves off Pefok because he prefers guys who are a better system fit, then I say Berhalter doesn’t deserve a second cycle even if the US advances from World Cup group play. Granted, I’m on record as being against renewing USMNT manager contracts in general, partly in order to keep perspectives on rosters and tactics fresh, not biased. In the midfield, I’ll posit that by his absence, Yunus Musah revealed the truth that he may be the most important player on the USMNT roster today. Sure, the team played better against Saudi Arabia than against Japan, partly because Christian Pulisic played, but it was an incremental improvement rather than a massive one. Another position where I learn toward form is with goalkeepers, and right now, I’d give the starting spot to Matt Turner based on that. Sure, I still think Zack Steffen can get the job done, but don’t believe he’s the best option at present. Tannenwald: I’m against second cycles on principle, too. As for Sargent, I think he’s simply a better player than Pepi and Ferreira. If Pepi goes off in the Netherlands over the next month, Ferreira would be my odd one out – he’s good, but the other three guys have better pedigrees. As important as all the other stuff a striker does can be, the most important thing is putting the ball in the net when the 90 minutes only give you one or two chances to do it. Gustav Elvin: For me, goalkeeper Matt Turner was the biggest winner among the players in camp, as he was excellent against Japan and really kept that 2-0 scoreline respectable. While he is unlikely to play regularly at Arsenal barring an injury to Aaron Ramsdale, Turner may have done enough here to earn the No. 1 shirt. Zack Steffen’s play has been uneven at Middlesbrough to say the least and it feels as if Turner has at least closed the gap in the competition to be the USMNT’s starting goalkeeper. Debating the World Cup credentials of U.S. strikers Pefok was also a winner here, despite not being called in for the two tune-up friendlies. Controversial selection Ricardo Pepi failed to take his “last chance” against Saudi Arabia or produce anything that would indicate he should be included on the roster. Meanwhile, Jesus Ferreira failed to convince in front of goal again, including with one gilt-edged chance against Japan, while in-form Josh Sargent was only given 45 minutes by Gregg Berhalter vs. Japan during the window. Yunus Musah’s absence was also apparent during these two games, as the U.S. struggled in the middle of the park without his energy, tenacity and ability on the ball. Luca de la Torre was particularly poor against Japan, as was full-back Reggie Cannon, who was another who hurt his stock this window as he competes for a roster spot with the likes of DeAndre Yedlin and Joe Scally. Canales: Well, at least Mexico fans can commiserate with USA ones in terms of feeling frustration with a coach who won’t call an in-form striker even when it seems the team really needs it. Though I still think there’s a far better chance Gregg Berhalter comes around to adding Pefok than Tata Martino budges on refusing Chicharito. Here’s my final list: Goalkeepers — Matt Turner, Zack Steffen, Sean Johnson. Left backs — Antonee Robinson, Joe Scally Right backs — Sergiño Dest, DeAndre Yedlin, Reggie Cannon Centerbacks — Walker Zimmerman, Chris Richards, Erik Palmer-Brown, Mark McKenzie Defensive midfielders — Tyler Adams, Kellyn Acosta Attacking midfielders — Yunus Musah, Weston McKennie, Luca de la Torre, Malik Tillman. Left wingers — Christian Pulisic, Brenden Aaronson. Right wingers — Gio Reyna (only if healthy), Tim Weah, Haji Wright Strikers — Jesús Ferreira, Jordan Pefok, Ricardo Pepi, Tannenwald: You mean U.S. fans in the present can commiserate with U.S. fans of the past about a coach sticking to personal principle about which strikers he brings? Maybe that can be our next roundtable… Here’s my final list, making it clear that it’s who I would take and not who I think Berhalter will take: Goalkeepers — Turner, Steffen, Johnson. Are You Caring For Someone Living With Dementia? USF Expert Offers Tips To Weather Hurricane Ian – WUSF News https://bexarcountynewsonline.com/are-you-caring-for-someone-living-with-dementia-usf-expert-offers-tips-to-weather-hurricane-ian-wusf-news/ Seeking shelter during storms like Hurricane Ian can be challenging for many Floridians, but caregivers of people living with dementia often face added hardship. It can be difficult for caregivers to travel with someone who has dementia so evacuating far from home isn’t always the best option, explained Lindsay Peterson, an assistant professor with the University of South Florida’s College of Aging Studies. But there are a lot of challenges with visiting local shelters or hunkering down as well, she said. Peterson and her colleagues recently published a guide to help caregivers prepare for disasters. Health News Florida’s Stephanie Colombini talked with her about her concerns for caregivers during Hurricane Ian. What are some of the difficulties people caring for loved ones with dementia face during disasters? They are so busy with their day-to-day responsibilities taking care of their loved one, you know, their mother, father, spouse, etc., that they really don’t have time to do a lot of preparation. Some do, there are always people out there who are great planners, and they think way ahead, it’s just part of what they do. People who are more well off financially, they’ll have everything that you need. They’ll have generators, the [hurricane] windows, they usually have home help coming in. But there are a lot of people who don’t have that help. And they’re a 24/7 caregiver and hear the storm is come along, and they may not be ready. And the public shelters are really not a very good place for them. A lot [of caregivers] that we talked to said, “I would never go to a shelter. My father, my husband, would never survive in a shelter.” So a lot of them just stay home. What are some of the challenges with shelters? We really need shelters that are appropriate for people with dementia, and a lot of shelters, their staff are trained in how to work with someone and what to expect for someone who has dementia. At the same time, the environments are just not great. They’re crowded, they can’t necessarily find a nice quiet corner where their loved one is going to feel safe and comfortable. The meal schedules may be off, everything may be off. And the one thing about caring for a person with dementia is that they need regularity, they need normalcy. Any change from a routine can be alarming and can set off, you know, any kind of behavior. And if you’re, say, a wife of someone in this situation, and you have to handle the emergency, and you have someone with you who’s panicking, it can be difficult. Definitely. For the people who have decided to shelter in place, what’s your advice for them? That’s got to be tough as well. Securing your house so that they [person with dementia] can’t run out in the middle of the storm if they get panicky. We heard stories about people with dementia getting very disoriented and upset when they were in the dark. They might start roaming around the house. One story we heard was a gentleman that was a husband with dementia, accidentally locked himself in his bedroom in the middle of the night with no electricity, and was extremely upset pounding on the door, not knowing what to do. And here’s the caregiver on the other side of the door. Now this one was very smart, she took her cell phone and slipped it underneath the door so there would be light. And that was enough to help him figure out how to open the door and get out. But having light is super important. And there are different ways to do that. There are battery operated lanterns, different things that you can set up around your house to make sure that in every room, there’s light and that you can avoid something happening because of the disorientation of being in the darkness. Also things like making sure that you have their comfort foods there to serve and things that comfort the person, a blanket, a stuffed toy. Things to create a distraction, you know, games, puzzles, anything that you can do to try to lower that anxiety. And a big part of that also is the way you communicate with the person, being calm, not projecting any panic, speaking very concretely, giving very specific instructions and taking into consideration that they’re watching you. They’re watching their caregiver to figure out whether they need to be upset. What are you most concerned about right now? Being without electricity can be a real concern, if anybody is using any kind of electrical equipment. Hopefully we don’t have anybody who is in a mandatory evacuation zone, who finds themselves in trouble in the middle of this storm. Because if it gets very bad, and you get into trouble after the storm has started, it’s going to be very difficult for someone to come and help you. And that’s who I worry about are the people who haven’t gone somewhere because maybe they didn’t have anywhere to go. Maybe they didn’t have any way to get there. Maybe they just felt like they couldn’t travel with their loved one. And it’s really important to get as much help as you possibly can and to reach out to people. And what can the community do in the days following the storm to help these caregivers who, you know, many of them are going through this very stressful situation and caring for their loved ones on their own? Yes, that’s a great question. So one thing that we really want to alert people to is if you know of anybody who is a caregiver, please check on them. Because chances are they might not have prepared and they might be taking care of someone who needs a lot of help, who might not be aware of what’s going on but who might be panicking with the change of circumstances. When someone’s home is destroyed, or even not even destroyed, but they have a crisis with themselves or with their loved one with dementia in a disaster, chances are one or both of them might be more likely to have to go into a nursing home after that or wind up in the hospital. So this is a practical problem of keeping people safe and healthy in order to keep them in the community. So we’ve got social services that can help with that, but also neighbors can help with that.

The sterling/dollar exchange rate – which slumped to a record low this week – has reduced the affordability of the already pricey Golden Gate City for the couple, forcing them to economize on some holiday luxuries. “The exchange rate has been the biggest topic of conversation since we got here,” said Jeff Skipper, 50, an electrician.  “Everything is pretty expensive for us,” said Valerie, a 47-year old university administrator. “We’ve been buying food from grocery stores rather than having sit-down meals because when you change it to the British amount, it doesn’t seem worth it. It’s really a lot of money.”     The pair are among droves of visitors to the United States feeling the pinch of the mighty greenback, which scaled two-decade highs this month driven partly by Federal Reserve interest rate hikes. For British tourists in the United States, the pain of the rampant dollar has been amplified by the collapse of the pound, which entered a near free fall on Monday after the British government announced unfunded tax cuts that sent investors fleeing. Sterling hit a record low of $1.0327 on Monday, having plummeted 20% against the dollar this year. It was trading just above that on Wednesday at $1.0888. “Now it’s one dollar to the pound…It’s really hit us,” said Colin Taylor, a retired telecoms engineer from the United Kingdom who was also visiting San Francisco with his wife. “We have breakfast and it’s cost us 50 quid, 50 pounds, you know. And if this were at home it would be 20 or 25 pounds. So it’s a big, big jump for us.” ‘TOO HIGH’ While the pound has experienced some of the most violent gyrations in recent days, currency markets across the board have seen huge swings amid increased geopolitical tensions and central bank rate hikes to tame soaring inflation. The relative strength of the U.S. economy has allowed the Fed to raise rates more aggressively than its peers, however, pushing the dollar up against the British pound, the euro and Japanese yen, as well as a slew of smaller currencies.  The dollar index, which measures the greenback against a currency basket, hit a fresh 20-year high of 114.78 on Wednesday. “The dollar is too high. So we are spending, but not the way we would like,” said Jose Alvado, a 48-year old public accountant from Argentina who was visiting New York with his wife and two daughters. “We are going to cheaper restaurants … We go to the Disney store and we don’t pick everything. We just take a look and then we go.” Still, with COVID-19 travel restrictions lifted, international inbound U.S. leisure travel spending – adjusted for inflation –  is forecast to reach $87 billion this year compared with $33 billion in 2020 and 2021, and $145 billion in 2019, the U.S. Travel Association said in June. And some tourists say they will not let the dollar’s strength spoil their fun. “I have to enjoy New York,” said Gilles Nolorgues, 48, an app designer from Paris. ‘MONOPOLY MONEY’ For travelers outside the United States with dollars in their pocket, the spending is easy.    With the dollar and the euro reaching parity for the first time in 20 years in July, American tourists have been splurging on luxury goods in Paris as well as enjoying cheaper treats in London’s West End, Reuters has reported. [L1N30X1E5] Americans are spending 11% more on domestic and overseas travel in 2022 compared with 2019, according to consumer survey data gathered by the American Society of Travel Advisors, a trade organization. “It feels like we’re spending Monopoly money,” said Ike Armstrong, 26, from California, speaking near London’s Trafalgar Square. In Bali, Indonesia, 39-year old Johnny Follin from Los Angeles, California, said the strong dollar had allowed him to indulge more on good food, drinks and massages than he would have otherwise. The U.S. dollar has risen about 7% on the Indonesian rupiah this year. “(For) bringing U.S. dollars here, it’s the best time in ages,” said Paul Spight from behind the counter of his currency exchange in Wollongong, south of Sydney, Australia.  The U.S. dollar is up about 10% on the Aussie this year. “That really helps the spending power coming in,” Spight added. One piece of legislation lays out EPA requirements for reducing stormwater pollution during construction projects and the second creates a comprehensive stormwater management program once construction is completed. Council passed the two ordinances 8-1, with Councilman Ken MacPherson, D-at Large, voting against them. MacPherson said he would have liked to have had committee meetings at which members could have reviewed the 20-page proposals in detail and possibly suggested changes. “It behooves us to have public meetings before we vote on legislation that make major changes in our requirements,” MacPherson said. He had questions about proposed penalties that contractors would face if they fail to meet the requirements of the new laws. Penalties could be a high as $5,000 to $10,000 per violation per day if the issue is not addressed. There also are possible criminal penalties if the city can prove that noncompliance to the rules demonstrate criminal intent of the contractor. Administrative penalties could range from $100 to $300 per violation. A representative with the city’s Water Pollution Control department noted that the fines and penalties placed in the ordinance were recommended by the federal EPA so there would be an enforcement mechanism in place. Councilwoman Helen Rucker, D-at Large, said the ordinances passed by council are EPA mandates that the city is simply codifying on its books. Safety Service Director Eddie Colbert noted the legislation is designed to protect the city’s waterways by adding more stringent requirements for people doing work in the city. Water Pollution Control Director Ed Haller said average residential customers will see no direct increase in costs. The ordinances are designed to update city requirements originally put in place in 2003. “Since then, there have been many changes to both the permit requirements from Ohio Environmental Protection Agency and the best design practices of how to manage stormwater effectively,” Haller said. The city was required by the Ohio EPA to update its ordinance by Oct. 1. The city already had been given one extension to codify the legislation into law, but the ordinances were not completed. Morgan Payments, part of JPMorgan Chase, for a business development manager to handle the needs of the “Web3, Crypto, Fintech, and Metaverse” industries. If you feel you fit the bill, unfortunately the listing stated in late September that applications were no longer being accepted. The good news is that someday there may be lots of opportunity for you with banks that decide to serve the needs of Web3 and the Metaverse. For most banks out of JPMorgan Chase’s league, this day is not that day. In fact, spending much time on these issues may seem like a complete waste of time. But does that mean they can be ignored? “Personally, I think the Metaverse could be the most important tech trend to hit banking since the internet,” writes Michael Abbott of Accenture on Forbes.com. “Make no mistake we are still in the early days but that doesn’t mean banks should sit tight.” Abbott is Senior Managing Director and Global Head of the company’s banking group. The Metaverse in the Public’s Awareness In the summer of 2022 Forrester released a report titled “Most Consumers Are Not Familiar With The Metaverse.” With all kinds of hype going on, including JPMorgan Chase opening a Metaverse branch in Decentraland in early 2022, there’s a fear of missing out in some quarters. But Forrester found that in eight countries, most people surveyed had almost no idea what the Metaverse is. In the U.S. 57% of people survey were not familiar with term. Research among U.S. adults by YouGov found a strong level of awareness — 55% had heard the term and levels were stronger the younger the consumer was. However, YouGov also found that less than half of the U.S. sample could confidently actually explain what the metaverse is. Delving deeper, YouGov broke Americans into four segments: Trialists: 15%— people who say they have already been in the Metaverse, 15%. Of this group, seven of ten also think cryptocurrency will someday be a medium of exchange online. 25% think you can earn money in the Metaverse. Curious: 51%— those have not been there but find the Metaverse interesting. Only one in five of the Curious favor using crypto for online payments. 28% think you can earn money there. Uncertain: 15%— those who have not been there who are not sure they would be interested. Only one in ten of this group would like to use crypto for online transactions. Rejecters: 20% haven’t been there and have no interest. Interestingly, their desire to pay with crypto is about the same as the Curious consumers. Shopping in the Metaverse was of interest to 13% of the sample. Handling finances there was not mentioned in YouGov’s results. The latter is expected to replace the current internet and to decentralize much of what goes on there now. Web 3.0, also called Web3, is a blockchain play and part of its appeal, to some, is that it would return more power to users. Backers see this as taking back power from big firms. On the other hand, some big money is putting chips on Web 3.0. As explained in an extensive article about Web 3.0 by McKinsey: “The disruptive premise of Web3 is built on three fundamentals: the blockchain that stores all data on asset ownership and the history of conducted transactions; ‘smart’ contracts that represent application logic and can execute specific tasks independently; and digital assets that can represent anything of value and engage with smart contracts to become ‘programmable’.” Things get pretty complicated once you get into the “how-to.” The McKinsey paper, “Web3 beyond the hype,” sketches out how the equivalent of decentralized deposits would work. Instead of going through intermediary institutions — banks and credit unions — depositors would make deposits to the web. These funds would be borrowed and smart contracts would handle collections of payments. (As described, borrowers would have to post adequate collateral to be allowed to borrow.) According to sources cited by McKinsey, over $200 billion in loans were made via Web3 lending platforms in 2021, with only $1 million in bad debt. In some ways this method of lending somewhat resembles the original concept of peer-to-peer lending, which eventually became marketplace lending as investors and even financial institutions began to use the platforms, rather than individuals lending to individuals. In the wake of the “crypto winter,” would this ever have appeal to savers who consider deposit insurance sacrosanct? It’s an open, long-term question. Overall, McKinsey projects that Web 3.0 could have significant effects on financial services as we know it, though what it will wind up as is hard to say. “Web3 is still a world in the throes of creation,” state authors Anutosh Banerjee, Robert Byrne, Ian De Bode and Matt Higginson. Can traditional financial institutions afford to wave all this off and concentrate on more immediate concerns? Once a standing-room-only crowd at a community bank conference listened to a consultant talk about a beginning phenomenon called “social media.” One bank CEO told this reporter that he thought the whole thing was “a load of baloney! It’ll be over in a year.” Roughly a decade later, some of those fledgling companies are big businesses, whether you like what they do and who runs them or not. The banker? Within five years of that conference session he had sold his large family-owned bank to another institution that absorbed it. Then he retired. During an interview with The Financial Brand about mobile banking apps, U.S. Bank’s Damian Warren, SVP and Head of Consumer Digital Channels Experience, was asked if he cared much about the Metaverse. Was it worth spending any time on it? “It’s definitely part of our innovation agenda,” he said. “Think about how people make payments in the Metaverse, which I think is a very legitimate use case. We will certainly want to make sure we’re relevant from a payments perspective.” However, he added this: “We characterize this as a future thing to think about, not necessarily something we’re actively executing or delivering on now.” Ultimately this is an issue to monitor but for most traditional institutions there are more immediate issues to act on and to get the board of directors excited about.

The European Parliament and Council reached a provisional agreement on the MiCA bill on June 30, but MiCA is not expected to be implemented until 2024. The European Central Bank (ECB) outlined in August its plan to harmonize the regulatory framework governing crypto activities and services in the EU. “There is currently no harmonized regulatory framework governing crypto-asset activities and services in the EU,” the regulator explained, adding that banks are increasingly considering whether to offer crypto products and services, and it is the ECB’s role to “ensure they do so safely and soundly.” The European Securities and Markets Authority (ESMA), the EU’s top securities markets regulator, warned in May that soaring inflation may drive retail investors into cryptocurrencies. After the pandemic forced him to offer his language lessons virtually, he seized the moment, moving from Brazil to Europe, where he could hop on trains to new cities to his heart’s delight, all of which he documented on Instagram. This month, a photo he took in Ireland for his more than 7,000 Instagram followers went viral. But he didn’t realise it until a friend messaged him, pointing him to a news article about “The Follower,” a digital art project that showed just how much can be captured by webcams broadcasting from public spaces — and how surprising it can be for those who are unwittingly filmed by them. The artist had paired Instagram photos with video footage that showed the process of taking them. The artist had not included the Instagram users’ names or handles, but Rodrigues’ friends recognized him. In Rodrigues’ case, a webcam operated by a company called EarthCam caught the effort that had gone into a seemingly casual photo of him leaning against the distinctive bright-red entryway of the Temple Bar in Dublin. He tried a few different angles and poses, did a minor outfit change and eventually added a prop — a pint of pricey beer from the famous pub. Articles about the project incorrectly described the subjects of the piece, including Rodrigues, who goes by @avecdavidwelly on Instagram, as influencers with hundreds of thousands of followers. (Lauren Fleishman/The New York Times) “I was completely shocked,” Rodrigues said in a Zoom interview. “I wasn’t expecting that someone was recording me.” The artist behind “The Follower,” Dries Depoorter, said his project demonstrates both the artifice of images on social media and the dangers of increasingly automated forms of surveillance. “If one person can do this, what can a government do?” Depoorter, 31, said. Live From Times Square Depoorter, who is based in Ghent, Belgium, came up with the idea for “The Follower” over a month ago, while researching privately installed cameras in public places that he might use for a different art project. While watching a live online feed from Times Square, he saw a woman taking pictures of herself for “a long time.” Thinking she might be an influencer, he tried to find the product of her extended shoot among Instagram photos recently geo-tagged to Times Square. He came up empty but that got him thinking. The 24/7 broadcast that Depoorter watched — titled “Live From NYC’s Times Square!” — was provided by EarthCam, a New Jersey company that specializes in real-time camera feeds. EarthCam built its network of livestreaming webcams “to transport people to interesting and unique locations around the world that may be difficult or impossible to experience in person,” according to its website. Founded in 1996, EarthCam monetizes the cameras through advertising and licensing of the footage. Depoorter realized that he could come up with an automated way to combine these publicly available cameras with the photos that people had posted on Instagram. So, over a two-week period, he collected EarthCam footage broadcast online from Times Square in New York, Wrigley Field in Chicago and the Temple Bar in Dublin. Rand Hammoud, a campaigner against surveillance at the global human rights organization Access Now, said the project illustrated how often people are unknowingly being filmed by surveillance cameras, and how easy it has become to stitch those movements together using automated biometric-scanning technologies. “It’s a dystopian reality that a lot of people don’t realize is now present,” Hammoud said. Hammoud, who is based in Brussels, was troubled most by the broadcasting of people’s activity in public spaces without their knowledge. Hammoud said EarthCam should reconsider the risks of its livestreaming given the power of publicly available surveillance technologies. “These cameras no longer serve the purpose that they used to years ago,” Hammoud said. “People can be tracked.” EarthCam declined to answer questions about its cameras and the risks they might pose to the privacy of the individuals who are filmed by them in an age of more powerful biometric-tracking technologies. The company’s marketing director, Simon Kerr, said only that Depoorter had “used EarthCam imagery and video without authorization and such usage is in violation of our copyright.” Depoorter said his project is not about the specific companies that enabled it. “It’s not only EarthCam,” he said. “There are many unprotected cameras all over the world.” Violating Someone’s Privacy While recording the feeds from EarthCam, Depoorter simultaneously downloaded public photos from Instagram that users were tagging to those locations. Instagram discourages collecting photos en masse from its platform. “Collecting information in an automated way” is a violation of the company’s terms of use and can get a user banned. “We’ve reached out to the artist to learn more about this piece and understand his process,” said Thomas Richards, a spokesman for Meta, the company that owns Instagram. “Privacy is a top priority for us, as is protecting people’s information when they share content on our platforms.” After the data collection from EarthCam and Instagram came the difficult part: finding the right people to needle in the digital haystack. Depoorter had previously done art projects on the surprising gaze of public cameras that had required him to write software to sort through lots of video footage. Last year, he built “Flemish scrollers,” which tagged Belgian politicians on social media when they looked down at their phones during parliamentary sessions that were broadcast live on YouTube. Before that, he had used open surveillance cameras to spot jaywalkers who ignored red lights — stills of which he sold online for the cost of the fines the miscreants would have incurred if caught. To search the faces from the Instagram photos in the footage from EarthCam, Depoorter relied on open-source facial recognition software, code for which can be found on sites like GitHub. “It’s not perfect,” he said. He had to do an extensive manual review of the suggested matches to find ones that were accurate. As for the handful of people he chose to include in “The Follower,” he wanted a diverse group, including a couple taking a photo kissing in Dublin, two friends strolling through Times Square and a woman with hundreds of thousands of Instagram followers. Depoorter did not reach out to them in advance and said he has not heard from any of them. Suresh Venkatasubramanian, a former White House tech adviser and professor at Brown University, said he found the project intriguingly “subversive,” in displaying the casual privacy invasions that are possible with modern technology. But he said Depoorter’s deployment of the surveillance on “random people” was unsettling. “You don’t break into someone’s house to show them you can break into their house,” Venkatasubramanian said. “You shouldn’t do it unless they ask you to.” Depoorter compiled the Instagram photos and accompanying surveillance footage into a YouTube video, which attracted over 100,000 views before YouTube took it down. The privacy intrusion wasn’t the cause. EarthCam claimed ownership over the footage from its cameras, saying the YouTube video violated the company’s copyright. Depoorter is trying to figure out how to get the video back up. Lawyers have advised him that his transformation of the surveillance footage, putting AI-powered bounding boxes around people in the short clips and showing the footage in juxtaposition with the Instagram portraits, is a fair use that is legally protected. A Willing Subject Depoorter is based in the European Union, which has robust privacy rules, called the General Data Protection Regulation, to protect citizens’ personal data, including their photos and biometric information. Omer Tene and Gabe Maldoff, privacy lawyers at the law firm Goodwin, said that there are exemptions in the law for artistic expression, but that artists need to be attentive to how the work will affect their subjects. “I don’t think ‘art’ gives you a free pass,” Maldoff said. Depoorter did not include the names or Instagram handles of the people he included in his project because, he said, he did not want them “to get a lot of messages.” He declined to identify them for The New York Times, with the exception of Rodrigues on the condition that the Times not write about the Brazilian French teacher without his explicit permission. Rodrigues said he did not mind the attention. “I love taking pictures,” he said. “I love recording videos. I’m not low profile.” Rodrigues has had his Instagram account for a decade. He uses it to advertise his business, showing potential customers the experiences that a new language might open to them. He said he didn’t mind being included in Depoorter’s project, that he was happy for the increased exposure and even posted about it on Instagram, as a “story” that expired after 24 hours.
