It’s getting colder (I need to move to Minnesota), the sun sets earlier and earlier (or maybe Alaska?) – and yes, that’s right, I prefer cold and dark days to hot and sunny days. Don’t judge. When I was a kid, October found me smack in the middle of volleyball season. CYO volleyball back then was a lot different than it is now. Our practices and games were outside – even when the temperatures dropped into the 50s. I can still feel the sting of the ball on my hands. Our uniforms were jumpers so our legs froze as well. But, if you loved the game like I did, none of those things mattered. What mattered was smacking the ball over the net on one powerful, net-skimming hit (yes, way different than today’s game) and closing out the match in two games. October also meant we were fast approaching basketball season – and I loved playing basketball even more than volleyball. I’d spend the weekends after volleyball games on the courts at Rittenhouse – taking shot after shot in solo-games of Around the World (I played so much I could go 360 around the globe without a miss) if I had the court to myself. But the best was when there were enough kids for a pickup game, and Kevin Shields brought his metal nets so we weren’t shooting at bare rims. But the best thing about October – which I discovered as a senior in high school  – are the horror movies that dominate the air waves come October 1. The last weekend in October, 1978 — my first experience with the movie “Halloween.” My friends and I went that opening weekend, and since then I’ve probably seen the movie a gazillion times. Exaggerating, of course, but it feels that way. The very first horror movie I saw was a two years prior, when Sissy Spacek hit the big screen as “Carrie” in November 1976. I was hooked on horror from the opening scene. I still don’t know what I consider my favorite scene – when John Travolta’s car flipped (revenge is sweet), when Carrie hurled all those kitchen gadgets at her crazed mom (gotta love that potato peeler) or the (spoiler alert) hand shooting straight up from the leaves. All were pretty awesome. (File Photo) Stephen King’s tragic story of a misfit teenage girl drew me into the world of horror/suspense/slasher films that are still my genres of choice. Should I watch a rom/com or suspense movie like “Scream” – not even a question. Tear jerker or a movie that forces you to watch with your eyes covered because you can’t take the gore? Gore every time. I tried to pass my love of horror/suspense/slasher films on to my children, but they really didn’t take to them at first. In fact, they have accused me of “traumatizing” them (a little dramatic if you ask me) because I thought they’d enjoy “The Birds” as much as I did. OK, in my defense I thought since it was in black and white and made in the 50s, it was suitable viewing for kids. And since I found “Gremlins” to be more comedic than scary, I for sure thought my son Tommy would love the movie. Apparently, I was wrong. I was also wrong about “Mars Attacks,” which I found to be very amusing and not scary (much like Kizmo and Stripe of “Gremlins” fame). Tommy still chastises me for “traumatizing” him (again, way too dramatic).  As they’ve gotten older, their tastes in movies have also matured, and I’m proud to say my daughter has even binge-watched all “The Exorcist” movies. That’s more than I can say. When we were teenagers, my friends and I gathered at my house to watch “The Exorcist” on cable — either Prism or Home Box Office, which was the correct name back then. My kids think it’s hysterical that I sometimes refer to HBO by its given name. I fail to see the humor. I went into this viewing of “The Exorcist” knowing the reputation this particular movie had – the scariest movie in the history of film making. For crying out loud, it was reported that some viewers fainted, vomited and had heart attacks. I didn’t know if those reports were factual, but I did know that when my sister saw it in the theaters in 1973, she slept with a crucifix under her pillow. And this was the sister who found great fun in scaring the heck out of me by saying in a really creepy voice late at night “I’m in the closet and I’m going to get you.” I was about 10 at the time, and my bed was next to the closet…so, needless to say, she was successful in traumatizing me (not dramatic at all). So my friends and I were, by this time, veteran horror/slasher film fans (you name it, we saw it –“Friday the 13th,” “He Knows You’re Alone,” all Halloween movies to date, “When a Stranger Calls,” and a score of others that were forgettable. As experienced horror/slasher movie fans, we confidently took on “The Exorcist.” When the final credits rolled, we were all in agreement – what the heck was all the fuss about? Granted, it was disgusting and really uncomfortable to watch, especially for young Catholic girls who trusted in their faith. But the special effects, to our now mature viewing eyes, seemed silly. But I did come away with one very important lesson – steer clear of Ouija boards. In my mind, if I stayed away from those infernal things, I was safe. So while I considered “The Exorcist” mildly scary, and most certainly unnerving and uncomfortable, it didn’t come close to what I considered the scariest movie ever made. “The Omen.” I distinctly remember the night I saw that movie in June 1976. My friend Michelle and I were dropped off at the Plymouth Meeting mall to see it (we were too young to drive). A few other kids from Kenrick were also there, so we all sat together. We all experienced fear and dread, along with the need to check everyone’s scalp. For months after seeing that movie I avoided having my photo taken because I didn’t want to see a shadow of some horrible thing crushing/impaling/decapitating me.  Nope, no thanks. Truth be told, I also avoided walking on piles of leaves for several autumns after watching “Carrie,” but I’m OK with it now. As Michelle and I and the other kids waited outside the mall for our rides, we came to the same conclusion – there was no need to worry about demonic possession, as long as those Ouija boards stayed in their boxes.  But those triple 6s on Damien’s head? (File Photo) Since my teenage years I’ve seen countless horror/slasher/suspense movies and television shows, and I maintain to this day that “The Omen” is the scariest of all. I loved all the Conjuring movies (clap, clap) and any movies featuring the original ghost hunters Ed and Lorraine Warren (and of course Annabelle). I skipped all of the Jason vs. Freddy vs. Michael Myers comedies, fell asleep in the theater during the original “Paranormal Activity,” but thrilled at all the “Scream” movies (right up there with any and all Halloween movies with Jamie Lee Curtis). For sure that’s one movie I’ll avoid this October, but not the others. And I know, with all the streaming choices out there I could probably watch any movie I want, regardless of the Halloween season. But there’s some added sense of horror (and fun) that comes with watching a movie being aired on a cable channel — maybe it reminds me of being wonderfully scared in my living room as a teenager while watching the classic “The Shining,” which, of course, never gets old, or “Night of the Living Dead” for the first time.  Suggestion: Do not watch that iconic zombie movie while eating lasagna – a misstep on my part for sure. And after all, as I get older, I’m realizing reality is a hell of a lot scarier than anything that comes out of Hollywood.  Innocent bystanders being shot; gun control a laughable phrase; kids being abused and murdered; politicians putting their agenda before their constituents. All these things are mostly out of my control — and are much scarier than Jack Torrance, Freddie Kruger or Michael Myers put together. The main goal of the project is to build a fleet of container ships for the Asia-Pacific region to gain operational experience and set a foundation for long-distance routes. In addition, Vietnamese maritime authorities will improve their management capacity, create a clear and transparent legal framework, promote science and technology application, and reform administrative procedures to support enterprises. The project also aims to double the volume of import and export cargo transported through domestic seaports by Vietnamese ships to 10% by 2026 and 20% by 2030. A report by the Vietnam Maritime Administration (VinaMarine) shows that along with an average annual growth of 12% import-export from 2016-2021, the cargo throughput of the country’s seaports saw a stable increase in the period. In the first seven months of this year, the throughput growth slowed but still showed a year-on-year rise of 2%, reaching about 63 million tonnes. The country’s ports in recent years have been developed and are now able to accommodate the world’s largest ships. The country’s merchant fleet ranks third among ASEAN nations and 28th in the world. Vietnam strives to boost green agriculture development The country is in the process of further promoting green agriculture development amid the growing demand for safe products for health and the environment. According to Minister of Agriculture and Rural Development Le Minh Hoan, Vietnamese agriculture sector has seen strong and comprehensive development, and tremendous achievements in recent years, with the food output increasing rapidly in both quantity and quality, ensuring the needs of domestic consumption and export. To effectively deal with challenges related to the shrinking of cultivation land, the increasing demand for food, the excessive use of inorganic fertilizers and chemical pesticides in agricultural production, and post-harvest losses, numerous solutions have been devised. Agriculture needs to have harmony in each production link, towards ensuring sustainable growth goals, protecting the environment, and adapting to climate change, Hoan went on to say. Bui Ba Bong, former Deputy Minister of Agriculture and Rural Development, the agricultural sector sets a goal of reducing greenhouse gas emissions – one of the important criteria for environmental protection. In line with this, greater attention must be paid to ensuring green agricultural materials for production, he stated. He also highlighted the significance of building mechanisms and policies on green agriculture, towards further spurring the development of agricultural production models meeting organic standards, and ecological agriculture models in order to produce quality and safe products. The Ministry of Agriculture and Rural Development has adopted an action plan to implement the National Strategy on Green Growth from 2021-2030. Under the plan, the ministry will step up greater efforts to develop the agricultural sector in an ecological, organic, circular and low-carbon direction to improve growth quality, added value, competitiveness and sustainable development, while reducing pollution in agricultural production and in rural areas, and promoting energy efficiency towards carbon neutralisation by 2050. It is set to increase the use of organic fertilisers to 30% of all those consumed, along with 30% of pesticides and at least 30% of farm areas using water-saving systems. The agricultural sector will also take a score of measures to encourage green consumption. It will mobilise social resources, especially those from businesses, while calling for financial support and technology transfer through international cooperation activities in a bid to ensure resources for green growth moving forward. Japanese retailer AEON to expand operations in Vietnam Leading Japanese retail group AEON has unveiled plans to triple the number of its shopping malls nationwide to 16 between now and 2025 in an attempt to gain an advantage in the food sector, reported Japanese news service Nikkei Asia. The news outlet noted that with almost 40 years of experience in Southeast Asia, the retailer will seek to use the knowledge it acquired in Malaysia, where it first entered the region, and other markets to intensify its store opening campaign. The giant retail group is greatly attracted to the growing Vietnamese middle class as consumers, especially amid the lifting of restrictions placed on foreign operators. AEON has so far opened some 200 stores in Vietnam, including six shopping malls and several supermarkets. The stores are primarily located in Ho Chi Minh City, the country’s largest city, and Hanoi, the capital, although a mall is set to open in the central city of Hue in 2024. The Japanese firm has devised plans to increase its number of stores in Hanoi to 100 by 2025, approximately 10 times the current number. In addition, the number of malls will also be nearly tripled to 16 throughout the country. HCMC attracts US$400m in venture capital in Jan-Sept HCMC had lured 22 venture capital deals amounting to US$400 million in the year to September, according to data released at the launch ceremony of the HCMC Innovation, Startup and Entrepreneurship Week (WHISE) yesterday, October 13.   The city accounted for 50% of the country’s total number of venture capital deals in the first nine months. Nguyen Viet Dung, director of the HCMC Department of Science and Technology, said that innovation startups in the city are highly evaluated by international investors. Some startups have business models with high growth potential and have applied new technology. According to a report recently issued by the global startup ecosystem map and research center StartupBlink, HCMC continued to rise to 179th place in startup innovation. The leading role of HCMC helped the Vietnam startup ecosystem inch up five notches year-on-year to 54th globally this year. The country also ranks fifth for startups in Southeast Asia. HCMC manufacturing sector rebounds HCMC saw its industrial production index (IPI) in January-September increasing by 19.6% compared to the same period last year. The HCMC Department of Industry and Trade said the city’s post-pandemic industrial output has recovered despite a global consumption fall and a material supply shortage. In September, the city’s IPI rose by 1% versus August, but up 89.6% year-on-year. The vibrant growth of key industries, namely mechanical and automation, electronic and information technology, chemical products and food processing, is expected to fuel overall industrial production in the rest of the year. The city’s export revenue in September reached US$64.6 billion, rising by 22.8% compared to the same period last year. The city’s January-September exports brought roughly US$40 billion, up 13.8% year-on-year, while its import bill hit US$48.8 billion, up 10.3%. Some 223 wet markets, three wholesale markets, 236 supermarkets and 45 shopping centers have reopened since the lifting of Covid social distancing in October last year. However, global supply disruptions, runaway inflation and falling world consumption still pose challenges to Vietnamese businesses for the rest of the year. Hanoi considers new airport-urban area metro line Hanoi People’s Committee has just asked the city’s Urban Railway Management Board to study the sixth urban metro project connecting Noi Bai Airport with a new urban area in the western district of Thanh Tri’s Ngoc Hoi Commune. Under the committee’s plan, the new Noi Bai-Ngoc Hoi metro line would include 43 kilometres of track with 29 stations, running through the districts of Soc Son, Me Linh, Thanh Tri, Dong Anh, Hoai Duc, Bac Tu Liem, Nam Tu Liem, and Ha Dong. The project will use non-refundable ODA from the Australian government through the World Bank. Relevant units have been asked to propose investment modes to the Hanoi Urban Railway Management Board, which would work with the World Bank to resolve funding for the project. Hanoi’s metro plans until 2030 include eight metro lines running for 318 kilometres. The city hopes to have between 35-45 percent of the population using public transportation while the number of people using private vehicles falling to 30 percent. A recent attempt added psychological factors to the mix and made some intriguing predictions. The initial tests suggest that the impact of mental ill health could, at times, outweigh those of physical diseases and habits, including smoking. Chronological age is based on how many years are tucked under your belt, but just because two people have celebrated the same number of birthdays doesn’t mean they are equally healthy. By measuring certain aspects of a person’s physical health, like the gut’s microbiome or inflammation markers in the blood, researchers hope to one day predict how ‘young’ or ‘old’ someone is in biological years. If the forecast is accurate, it could help experts understand why some individuals age faster than others and what lifestyle factors contribute to that aging process. But there’s a key component of human health that’s been missing from previous clock-winding attempts: our mental and emotional state. In 2021, a decades-long study among 2.3 million New Zealanders found a strong association between mental disorders and the onset of physical disease and death. Another study that same year found that a history of mental health issues was associated with accelerated aging in midlife. What’s more, this aging effect occurred many years before other age-related diseases tend to pop up. With these findings in mind, researchers in the United States and Hong Kong designed a computer algorithm to create a new aging clock that incorporates several psychological health factors and blood biomarkers. They trained the algorithm on data from nearly 5,000 healthy adults in the China Health and Retirement Longitudinal Study (CHARLS) dataset, which only includes participants 45 or older, and then tested it on data from another 7,000 people. This is the first time researchers have trained an aging clock exclusively on such a large Chinese cohort (most studies are done in Western populations), and it’s also among the first to incorporate mental health stressors. Ultimately, the authors found psychological factors, such as feeling unhappy or lonely, added up to 1.65 years to a person’s biological age. The effect exceeded other individual demographic characteristics, including biological sex, living area, marital status, and smoking status. “We conclude that the psychological component should not be ignored in aging studies due to its significant impact on biological age,” the authors write. Deep Longevity, a publicly-traded company investing in deep aging clocks, funded the study. This latest attempt incorporates physical information on 16 blood factors – including cholesterol levels – as well as BMI, waist circumference, and blood pressure. The participants’ psychological well-being data were based on eight feelings: bothered, lonely, unhappy, unfocused, restless, depressed, hopeless, or fearful. This is a simplified version of mental health, but if anything, that would make the predictions of the biological clock more conservative. When the clock was tested specifically on sick individuals, including those living with cancer, heart disease, liver disease, lung disease, or stroke, it accurately predicted that they were older than their counterparts in the main, healthy cohort. But the effect of these conditions on predicted age did not exceed 1.5 years. That’s slightly less than the aggregate impact of all the psychological variables put together, which accelerated aging by 1.65 years, according to the algorithm. Smoking, meanwhile, added about 1.25 years of aging on its own. This doesn’t mean that the algorithm found smoking less of a risk to health than depression or loneliness; smoking remains one of the leading risk factors for many cancers and heart disease. But based on the clock’s predictions, it may be that if an unmarried person (which adds 0.59 years of aging) rarely feels happy (adds 0.35 years), often feels hopeless (adds 0.28 years), and is having trouble sleeping (adds 0.44 years), that might have a bigger impact on their health than smoking on its own. The authors say their results demonstrate that the “detrimental impact of low psychological well-being is of the same magnitude as serious diseases and smoking”. “Thus,” they conclude, “promoting mental health may be considered a potential anti-aging intervention with possible benefits [on] par with more tangible, physical therapeutic approaches.” The study was published in the journal Aging.

Spoiler alert: They’re practices you won’t find on Hulu or Instagram, and we can all benefit from them.   Foster your higher goddess In Kendall’s work with her therapist, she focuses on living in her higher goddess (AKA her higher self). What does that look like? Words of affirmation, reassuring yourself of who you are, and recognizing everything else is just noise. “Sometimes it feels weird to say good things about yourself, but I’ve also learned a lot about talking to myself and a lot about looking in the mirror and being like, ‘You’re great. You’re gorgeous. You’re amazing. You’re loyal. You’re positive.’”  Admittedly, Kendall falls victim to false narratives and–like us all–has moments she struggles to stay true to who she is and her purpose. “If your happiness depends on the actions of others, you’re at [the] mercy of things that you can’t control,” she stated. Kendall emphasized holding your own happiness and not letting anyone else affect it. If you know yourself and the people who are important in your life know your true self, nothing else should matter. When Shetty asked Kendall, “What’s something you used to value, but you don’t value anymore?” Her answer? Validation.  Set aside alone time It’s no secret Kendall is surrounded by a large family and famous friends (hey, Hailey Bieber), in addition to her entourage. But she told Shetty that since she was a kid, the Scorpio in her enjoyed being by herself. “I went through a phase where I felt like I had to be around people,” shared Kendall. “I think I live a very social life and my job is very social, so I was kind of conditioned to want to be around people a lot. And then as the pandemic came around, you’re not around as many people anymore. Now I’m just re-enjoying being by myself, which is really cool.” At the end of the day, Kendall craves a simple routine: The perfect day for her consists of riding her horses, taking a cold plunge, laying out, and journaling. Taking a cue from Kendall, give yourself space, step away when needed, and be comfortable in your own company. Because sometimes the best remedy for a bad day or mental health slump is journaling (yes, it bears repeating), taking a solo walk outside, meditating, or picking up a new hobby. Set boundaries at work  Let’s face it: We all experience burnout, celeb or not. Kendall expressed that there was a long period of time she was overworked, felt overwhelmed, and said “yes” to every opportunity—to the point where she was unhappy (anyone relate?). She learned the hard way that prioritizing herself and her well-being was necessary to show up better in her personal and professional life. She took a step back in her career to reconnect with her higher self: “I got to that point and I just knew I had to do it…” Kendall explained. “It was just such an unbelievable sensation that I had where I knew that if I do this, I’m gonna be better for everyone. And I’m gonna be better for myself, which means I’m gonna be better for the people around me.” Learn to recognize the signs of burnout (think: fatigue, feeling apathetic with your work, changes to your sleep patterns) and enforce work-life boundaries to care for your mental health and restore a healthy balance. Whether that’s being upfront with and clearly communicating with your boss, taking time off, or saying “no” to taking on more projects or a meeting invite scheduled during your lunch break, your mental and physical health should be your number one priority (I know, sometimes easier said than done).  Stay grounded in your relationships  When it comes to her family and friends, Kendall told Shetty that honesty and communication are her core values in maintaining healthy relationships. “I find it really important to not feel like you’re on top of each other when you have your family around or your friends around,” she said. “It’s OK to sometimes, even if you’re at a family dinner, run to the bathroom and just being like, ‘Let me just take a couple breaths because this is getting overwhelming.’”  Kendall shared that she’s prone to anxiety and can take things too seriously. When she feels inundated with family circumstances or stress, she recognizes her feelings: “I’m allowed to feel this way; it’s valid. I’m just going to take a deep breath and I’m not going to react and then I’m going to go back out there and I’m going to be fine.” Give being in Kendall’s shoes a try (wouldn’t that be fun?) and take a pause whenever you feel overwhelmed. Give yourself a safe space to express your feelings like journaling or speaking to a mental health professional, or practice deep breathing.   Nurture your inner child After being inspired by a viral TikTok trend that encouraged viewers to stop negative self-talk by picturing their younger selves, Kendall’s therapist suggested she put a spin on it and find a photo of herself as a child to put on her bathroom mirror. Take a glance at her Instagram and you’ll see a Polaroid of young Kendall, serving as a daily reminder that  anything negative that she’s saying about herself, she’s saying to that beaming, hair bow-wearing younger version of herself staring back at her. “If I’m ever looking in the mirror and being negative toward myself, I always look right over to her, and I’m like, ‘She’s dope, and I love her,’” Kendall laughed. Bottom line: Practice self-love and find tactics that work for you to keep being kind to yourself, just as you would your 5-year-old self or BFF—be it exercising mindfulness, putting yourself and your needs first, or making yourself a healthy meal.

Last year, just over three billion dollars were stolen, according to Bloomberg, citing data from Chainalysis, a company specialising in blockchain. The targets are mostly decentralised networks and there are already records of 125 attacks in 2022. With the value stolen this month reaching US$718 million in 11 computer attacks, October is already the month with the highest activity of computer piracy on record, according to Chainalysis. The company estimates that groups with connections to North Korea alone have already stolen approximately $1 billion worth of cryptocurrencies. More recently, two major attacks rocked the cryptocurrency industry, namely the theft of around $100 million from the Mango service, and two million Binance coins worth nearly $570 million. In a statement, Binance said that of the stolen amount, about $100 million was not recovered, while the rest was frozen. If they succeed, who declares the results could soon matter more than who Americans vote for. There are few things US President Joe Biden and Donald Trump have in common. Currently, both agree that US democracy is under attack. And each says that he is the one to save it. Only one can be telling the truth as Americans go to the polls on November 8 to elect a third of their Senate and all House of Representative seats in Congress. While former President Trump warned in a recent speech in the swing state of Pennsylvania that “The danger to democracy comes from the radical left” and “not the right,” President Biden promised Americans he “will not stand by and watch” while attempts are made to take “the freedom to vote and have your vote counted.” Both see the upcoming midterm elections as a referendum on what path democracy will take in the US. Depending on the outcome, this vote could mark the beginning of election results being seen as a basis for negotiation, rather than an outcome that must be respected. With Trump eager to make a “deal” at the ballot box, the strategy of placing election deniers on tickets for offices relating to elections in 27 states now sees him taking this to the next level. Election denial strategy  The January 6 attack on the Capitol in 2021 marked a violent escalation of Donald Trump’s “election denial” narrative. Now, almost two years after he lost the presidential election to Joe Biden, in a recent post on his TruthSocial network, Trump continues to call for a “new election, immediately” as the “minimal solution.”  That’s despite an investigation by Republican election attorneys who concluded that the election was “lost, not stolen.” Their report also warned that Americans “will lose our democracy” if they “lose trust that our elections are free and fair.” What was intended as a warning to fellow Republicans is now at the core of a new strategy by the Trump camp of Republicans who don’t seem to fear that loss of trust. Even the person seen as most likely to beat Trump for the 2024 Presidential nomination, Florida Governor Ron DeSantis, recently described the 2020 elections as “corrupt as hell.” Regardless of what happens with Trump, the strategy of sowing doubt in voters’ minds about US democracy seems here to stay, as his “big steal” narrative has gone mainstream within the conservative camp. In fact, Trump has made it mandatory for candidates seeking his support. Electing election deniers   In this midterm race, Donald Trump only endorsed candidates who deny that Joe Biden is the rightfully elected president. One of them is Kari Lake, a charismatic former TV host who, buoyed by Trump’s support, won in the Republican primaries for governor of Arizona. Lake has said that Joe Biden “should not be in the White House.” Even in the primary race, Republican Arizona gubernatorial candidate Kari Lake said if she lost, it would have been due to fraud On stage at the annual CPAC gathering of right-wing Republicans in Texas, she went so far as to say that “God” had chosen her as governor and that she doesn’t “believe for one second that God makes mistakes.” It’s only the latest of several hints that she is likely to follow Trump’s playbook in not accepting an election defeat, period. While Lake may be the most glamorous election denier running for office in a position important for election processes in Arizona, she is certainly not the only one.  The Republican nominee for the Arizona secretary of state was spotted on video footage of the January 6 attack. Mark Finchem is a self-professed member of the far-right Oath Keepers; several of the group’s members are currently on trial over the Capitol attack. A third election denier is running as the Republican candidate for Arizona attorney general — the very man or woman who would launch and oversee proceedings around whether fraud is present when the 2024 presidential election results are announced. If all three are elected, Arizona could end up with election deniers overseeing vote casting and counting, along with certifying and potentially challenging election results in a key swing state. Donald Trump and his followers are repeating this pattern across the country. Having failed to convince secretaries of state in Arizona, Georgia and elsewhere to change the outcomes and certify a Trump win in 2020, Trump is now focusing on changing the secretaries of state — typically a key officer in charge of organizing elections and crucially, certifying election results. Intimidating election officials — and poll workers Former Vice President Mike Pence was only able to certify Joe Biden’s victory after the riots on January 6 because these officials had stood their ground. Famously, Georgia’s Republican Secretary of State Brad Raffensperger stood up to Trump when the then-president personally called him and told him to “find” some 11,000 votes to swing the state in his favor. This followed protests outside vote-counting centers across the country. One such protest took place at Philadelphia’s Convention Hall in Pennsylvania. Stress test for global democracy Against this backdrop of intimidated poll workers and election deniers on many regional tickets, experts believe that whether US voters retain trust in the integrity of their elections will also have an impact on democracies around the world. “The weight of the United States is enormous,” says Staffan Lindberg, a professor and the director of the V-Dem Institute at the University of Gotheburg, which analyses global democracy levels. Its latest Democracy Report comes to the sobering conclusion that democracy worldwide has receded to 1989 levels. While democracy is in decline, the proportion of people living in autocracies has jumped from 49% to 70% in the past decade alone. Lindberg is convinced that whether US democracy stays strong during these midterm elections and beyond will act as a “signal” to autocrats around the world.  “It’s not only Trump,” Lindberg says, pointing to autocratic leaders in Hungary, Turkey, India and the Philippines. Any slip in democratic standards in the US, he warns, could be seen as free license to other leaders eager to shake off democratic constraints proscribed by their own constitutions (and often enforced via US foreign policy). China’s most influential figure in decades spoke as the party opened a congress that was closely watched by companies, governments and the Chinese public for signs of its economic and political direction. It comes amid a painful economic slump and tension with Washington and Asian neighbors over trade, technology and security. The congress will install leaders for the next five years. Xi, 69, is expected to break with tradition and award himself a third five-year term as the party’s general secretary, entrenching his vision of reasserting its dominance in the economy, society and culture following four decades of market-style liberalization. Xi called for accelerating military and technology development to propel the “rejuvenation of the Chinese nation” in a televised speech of one hour and 45 minutes to some 2,000 delegates in the cavernous Great Hall of the People. The party’s military wing, the People’s Liberation Army, needs to “safeguard China’s dignity and core interests,” Xi said, referring to a list of territorial claims and other issues over which Beijing says it is ready to go to war. China has the world’s second-largest defense budget after the United States and is trying to extend its reach by developing ballistic missiles, aircraft carriers and overseas outposts. “We will work faster to modernize military theory, personnel and weapons,” Xi said in the speech, which was punctuated by brief bursts of applause from the masked delegates. “We will enhance the military’s strategic capabilities.” Xi cited his government’s severe “zero COVID” strategy, which has shut down major cities and disrupted travel and business, as a success. He gave no indication of a possible change despite public frustration with its rising cost. The congress will name a party Standing Committee, the ruling inner circle of power. Economic officials aren’t due to be named until China’s ceremonial legislature meets next year. But the party lineup, due to be revealed after the congress ends Saturday, will indicate who is likely to succeed Premier Li Keqiang as the top economic official and take other posts. Xi is widely expected to promote allies who share his ambition for state-led development. Analysts are watching whether a slump that saw economic growth fall to below half of the official 5.5% annual target might force him to compromise and promote supporters of market-style reform and entrepreneurs who generate wealth and jobs. Xi on Sunday gave no indication whether he would pursue a third term as leader or when he might step down. During his decade in power, Xi’s government has pursued an increasingly assertive foreign policy while tightening control at home on information and dissent. Beijing is feuding with Japan, India and Southeast Asian governments over conflicting claims to the South China and East China Seas and a section of the Himalayas. The United States, Japan, Australia and India formed a strategic group dubbed the Quad in response. The party has increased the dominance of state-owned industry and poured money into strategic initiatives aimed at nurturing Chinese creators of renewable energy, electric car, computer chip, aerospace and other technologies. The party has tightened control over private sector leaders including e-commerce giant Alibaba Group by launching anti-monopoly, data security and other crackdowns. Under political pressure, they are diverting billions of dollars into chip development and other party initiatives. Their share prices on foreign exchanges have plunged due to uncertainty about their future. The party has stepped up censorship of media and the internet, increased public surveillance and tightened control over private life through its “social credit” initiative that tracks individuals and punishes infractions ranging from fraud to littering. Last week, banners criticizing Xi and “zero COVID” were hung from a pedestrian bridge over a major Beijing thoroughfare in a rare protest. Photos of the event were deleted from social media and the popular WeChat message service shut down accounts that forwarded them. On Sunday, Xi said the party will step up technology development and “ensure security” of its food sources and industrial supply chains. Xi said the party would build “self-reliance and strength” in technology by improving China’s education system and attracting foreign experts. He said Beijing will launch “major national projects” with “long-term importance” but gave no details. The president appeared to “double down” on technology self-reliance and “zero COVID” at a time when other countries are easing travel restrictions and rely on more free-flowing supply chains, said Willy Lam, a politics specialist at the Chinese University of Hong Kong. Xi was joined on stage by party leaders including his predecessor as general secretary, Hu Jintao, former Premier Wen Jiabao and Song Ping, a 105-year-old party veteran who sponsored Xi’s early career. There was no sign of 96-year-old former President Jiang Zemin, who was party leader until 2002. The presence of previous leaders shows Xi faces no serious opposition in the top party ranks, said Lam. “Xi is making it very clear he intends to hold on to power for as long as his health allows him to,” he said. The two sides split in 1949 after a civil war. Beijing has stepped up efforts to intimidate Taiwanese by flying fighter jets and bombers near the island. That campaign intensified after Speaker Nancy Pelosi of the House of Representatives in August became the highest-ranked U.S. official to visit Taiwan in a quarter-century. Unification of the two sides “will be achieved,” Xi said. Beijing needs to prevent “interference by outside forces,” he said, a reference to foreign politicians the ruling party says are encouraging Taiwan to make its de facto independence permanent, a step the mainland says would lead to war. “We will continue to strive for peaceful reunification,” Xi said. “But we will never promise to renounce the use of force. And we reserve the option of taking all measures necessary.” The Taiwanese Cabinet’s Mainland Affairs Council responded by saying the island’s 23 million people had the right to determine their own future and would not accept Beijing’s unilateral demands. China has frozen all contacts with the island since President Tsai Ing-wen’s election to her first term in 2016. “We firmly call on the Chinese Communist authorities to abandon the imposition of a political framework and the use of military force and coercion,” the council said in a statement. Europe is embroiled in long-running disputes with Beijing over trade, environment, education, raw materials, intellectual property — but so far video games are not part of the fight. As Beijing tightens up on the video game industry at home, China’s tech giants are looking to make investments overseas — prompting concerns ranging from data security to limits on creative freedom. “Europe has this idea that we will be able to separate strategic industries from non-strategic industries,” Antonia Hmaidi from the Mercator Institute think-tank told AFP. “Video games for most policymakers will always go into the non-strategic pile.” This has helped Tencent, the world’s largest games company by revenue, to buy into studios across Europe –- including the then world-record $8.6 billion deal for Finnish firm Supercell in 2016. Chinese rival NetEase made its biggest foray into foreign gaming studios in August, snaffling French firm Quantic Dream — just days before Tencent upped its stake in Ubisoft, another French studio. EU regulators only look at major investments with a pan-European dimension, and national regulators have shown no interest. When Tencent bought British studio Sumo for $1.3 billion last year, the deal was scrutinised not by UK regulators but by their US counterparts. ‘Cold’ China Chinese firms are increasingly seeking profits abroad, analysts say, because of stifling restrictions in their home market. Tencent recorded its first-ever quarterly loss in August on the back of a wide-ranging crackdown on the tech sector. The Chinese government has identified video games as a potential threat not only to state power but also to the wellbeing of citizens. Beijing introduced a nine-month ban on approval of new video games last year and now approves only a fraction of the number it once allowed on to the market. Game makers have had to scrub “politically harmful” content, and the state has tightly restricted the time youngsters can spend gaming. Several reports have suggested that Tencent is preparing to ramp up its overseas investments and could even begin to take control of smaller firms. Tencent is essentially “sitting on a load of cash”, said Kevin Shimota, a former marketing manager at the company and author of “The First Superapp”. “The Chinese market is cold right now so in terms of Tencent’s global strategy you’d expect it to be more aggressive,” he said. But he stressed that the aim was unlikely to be direct takeovers or deeper control of foreign companies, rather Tencent might look at ways of developing games for audiences outside of China. ‘More erratic’ Tencent is ubiquitous in China, an empire of games, social media and payment services largely funnelled through its WeChat app, which boasts more than one billion monthly users. Its leader, Pony Ma, has worked hard to keep himself out of the limelight –- and out of Beijing’s firing line. And the company is determined to present a humble face to the world. “Whether we are a minority investor or a majority shareholder, we do not exercise creative, editorial, management, or day-to-day control,” Tencent told AFP in a statement. Tencent’s business model has generally been to buy into foreign firms and publish their games for the Chinese market. As those foreign companies were unlikely to find any other way into China, they welcomed the investment and new revenue streams. NetEase is following the same model. A blog from Quantic Dream announcing the takeover stressed that the French firm would maintain control over the “editorial line, the artistic direction of our projects and the management of the studio”. NetEase did not respond to AFP’s request for comment. Analyst Hmaidi said the hands-off approach was fine when business was booming — but the effects of an economic downturn or political upheaval were impossible to predict. The short answer is sort of. “The job is hard, the hours are long and the responsibilities are many,” Hays County Elections Administrator Jennifer Doinoff said. That’s why Hays County officials voted Tuesday to increase pay for its poll workers. Presiding judges, election techs, early voting ballot board and central count workers will make $18 per hour. Early voting and Election Day clerks will now be paid $16 per hour.  “I do think that we do need to keep up with our neighboring counties so that we can continue to have poll worker interest,” Doinoff said. According to Sam Taylor with the Secretary of State’s Office, Texas is in a significantly better spot now than it was during the primary election. He said there’s been more time for parties to submit their list of poll workers to their counties. “[Counties could need] anywhere from under 100 [poll workers] in a very small county to up to 3,000,” Taylor said. Taylor said some counties are still working to get the staff they need with less than two weeks until early voting begins. “Dallas County is working to recruit more poll workers,” Taylor said. “I think they are on track to get the amount that they need. However, in Bexar County… a judge recently ordered that they expand the number of polling locations. So that’s something where the county is going to have to adjust.” Election workers in some other places like Gillespie County have quit amid threats and harassment after the 2020 election. This comes as having an adequate number of election workers — before people cast their ballots — may be more important now than ever. Taylor said there are 2 million more registered voters compared to 2018. “There’s been an exponential increase in voter turnout each election,” Taylor said. “Just a 20% increase between 2014 and 2018. I think that shows you the power of what the 2016 election did to the electorate, how it got a lot more people engaged, a lot more interested in politics in the voting process.” Hays County said it expects it’ll have plenty of hands on deck, making for a smooth election. “We appreciate them, and we just look forward to working with them,” Doinoff said. How dark money flows into Texas political advertising A mysterious new group called Coulda Been Worse, LLC released its latest television advertisement, targeting top Texas Republican leaders and blaming them for problems following the 2021 winter storm. The group first started making headlines last month when it released its first ad blaming “three men,” Texas Gov. Greg Abbott, Lt. Gov. Dan Patrick and Attorney General Ken Paxton, for a myriad of issues facing the state. We reached out to Abbott’s Democratic challenger, Beto O’Rourke, and a spokesperson said, “The Beto for Texas campaign does not have a relationship with Coulda Been Worse LLC nor does this campaign know who is behind it.” Austin election law attorney Roger Borgelt said it’s not uncommon for outside groups to work to influence elections, but he explained there are different reporting and disclosure rules depending on the type of organization running the ad or spending the money.   In campaign advertising, Borgelt said it’s important to pay attention to certain words used to differentiate between express campaign advertising and what are called “issues” ads. “We think, well, ‘That must be political advertising,’ because it’s putting out either very positive or very negative damaging information about a candidate. But if they don’t actually say ‘support’ or ‘oppose,’ then it actually doesn’t trigger the political advertising regulations or disclosures,” he said. A 1976 Supreme Court opinion, Buckley v. Valeo, established that the government can limit contributions to political campaigns but cannot place limits on campaign expenditures or independent expenditures by outside groups supporting a campaign, because that money is considered an extension of the donors’ rights to free speech, protected under the First Amendment. Words such as “vote for,” “vote against,” “elect,” or “defeat” are often referred to as “magic words” under Buckley, identifying whether an ad is considered an electioneering ad—triggering limits and reporting requirements under elections law—or simply an issue ad. Regardless of the ad classification, media outlets such as television and radio submit a “political file” to the Federal Communications Commission, documenting various ads placed during election cycles. KXAN reviewed its advertising paperwork filed with the FCC for Coulda Been Worse, LLC. It shows the group is registered in Virginia and lists someone named Michael Waters as the primary contact, using a phone number with a Virginia area code. KXAN investigators reached out and left a voicemail, but have yet to hear back. There are laws at the federal and state level for how campaign spending has to be reported. However, most voters are familiar with the term “dark money”—spent by nearly-anonymous donors through certain types of organizations to influence elections.  Political action committees, or PACs, have to register with the Texas Ethics or Federal Election Commissions. PACs are also subject to certain reporting requirements and there are limits to how much money they can donate directly to a candidate’s campaign. On the other hand, Super PACs cannot donate directly to campaigns, so they don’t have any limits on the amount of money they can raise. Super PACs are supposed to be subject to disclosure and reporting requirements, too, but there are ways to hide donors’ identities. For example, donations attributed to limited liability corporations or shell companies can inherently mask individual donors’ names. Additionally, non-profits classified as 501(c)s are bound by the same election laws. Therefore, they are not required to disclose their donors to the public and can raise unlimited amounts of money. “There was some sound reasoning behind that,” Borgelt said, pointing to a 1958 Supreme Court decision called NAACP v. Alabama. He explained the ruling protected the private identities of donors to the NAACP during the Civil Rights movement and allowed the “free association” of private people to groups such as these. Open Secrets, a group that tracks election finances, calls 501(c)(4) groups the most common type of “dark money” group. These social welfare organizations, including the National Rifle Association and Planned Parenthood, are allowed to engage in political activity, but it is not supposed to be their “primary purpose.” It says 501(c)(5) groups, such as labor unions, and 501(c)(6) organizations, such as trade associations and chambers of commerce, are bound by the same limit. Meanwhile, 501(c)(3) groups, such as charitable or religious organizations, are not supposed to engage in political activities. Open Secrets estimates more than $26 million has already been spent in 2022 by outside groups who do not disclose their donors. It estimates roughly $1 billion has been spent by “dark money” groups since 2010 when the Supreme Court ruled to allow corporations and other special interest groups to spend unlimited sums to support or oppose political candidates. Under Citizens United v. FEC, spending was classified as an extension of protected free speech. Borgelt explained that under the law, “That is their right, under the First Amendment, to speak in that way, and to amplify their speech with that amount of money if they have the wherewithal to do that and choose to do that.” Two months before the November election in Texas, U.S. Senate Republicans voted to block the consideration of a bill, requiring these kinds of organizations to disclose the identities of donors who give $10,000 or more during an election cycle. In a 49-49 vote, every Republican present voted against the measure and every Democrat voted for it. Senate Minority Leader Mitch McConnell (R-Kentucky) said the bill would have given “unelected federal bureaucrats vastly more power over private citizens’ First Amendment rights and political activism.” Texas lawmakers plan medical billing fix next session after our investigation When Sen. Paul Bettencourt, R-Houston, signed onto Senate Bill 2122 in Texas’ last legislative session in 2021, he said he thought it was a “very common sense” and “simple” way to protect patients and their finances. “Before a health care provider pursues any debt collection against a patient,” the bill read, “the provider shall issue to the patient a written itemized bill of charges for all health care services and supplies.” Though the bill — filed by Sen. Bryan Hughes, R-Mineola, who was unavailable for comment — passed the Senate, it failed to progress through the House Public Health Committee late in the session and ultimately never became law. Since then, KXAN investigators discovered hundreds of medical debt lawsuits piling up in Central Texas courts. A common complaint the patients sued shared with our team was being unable to obtain an itemized invoice from their hospital to better understand why they were being charged specific amounts. After learning what we’d discovered, Bettencourt said lawmakers should reconsider the legislation to prevent that problem during the next legislative session in January. “Quite frankly, the only hook in it is: you didn’t send an itemized bill, you can’t collect,” he said. “I think people need to know what their billing is. Dodgers starter Tyler Anderson worked five scoreless frames, and then the Dodger bullpen took it from there. On offense. Freddie Freeman tallied three hits, including a pair of doubles, and Mookie Betts reached base four times and scored two runs. Young Wealthy Americans Prefer Cryptocurrencies to Stocks Bank of America released its 2022 Private Bank Study of Wealthy Americans this week. The report highlights the results of an online survey, conducted from May to June, of 1,052 people who were over the age of 21 with household investable assets of more than $3 million. The bank noted that the respondents are a nationally representative sample of the U.S. high-net-worth population and not necessarily clients of Bank of America. “Conventional investment advice suggests that younger investors hold more stocks, not fewer, than older investors. Yet the 21 to 42 age group holds just a quarter of their portfolio in stocks, compared with 55% of investors aged 43 and older,” the report details, noting: If the youngest cohort isn’t confident in stocks, where do they see opportunities for investment growth? Alternatives, including cryptocurrencies, which are their No. 1 choice. “While 29% of younger people said crypto presents a leading opportunity to create wealth, only 7% of the older group agreed. The younger group is generally more interested in private equity or debt, as well as sustainable or environmental, social and governance (ESG)-related investments,” the report adds. Bank of America emphasized that age is “the dominant factor when it comes to interest in cryptocurrencies,” elaborating: While overall usage is low, younger people are 7.5 times more likely to hold crypto in their portfolios and five times more likely to say they understand it quite well. Supplied with timetables showing the schedules of all regular trains and precisely worded written orders from the dispatcher, crews ran with a complete understanding of where and when they would meet other trains and which train would need to be in the siding to let the other pass. The system worked because every employee had a reliable pocket watch and regularly compared it to a master clock known to be accurate. As a further safety check, crew members gathered before each run to “compare dials” and make sure each railroader’s watch was correct. Standardized time in the US: Conductor H.C. These veteran railroaders know that lives may depend on precise timekeeping. Frank J. Peterson photo By the mid-1800s, railroads operated far-flung systems with split-second timing while the rest of the country considered the measurement of time’s passage a purely local affair. Each community set its own time, often based on when the sun crossed the meridian when viewed from a local landmark. Solar time has a serious drawback, though: It varies depending on where you stand on the earth’s surface. For example, there is more than a minute’s difference between solar noon at the eastern and western edges of Chicago. Another approach to setting time was to adopt the standard used by the local railroad. For example, the Pennsylvania RR scheduled its trains on Philadelphia time. A passenger on a Pennsylvania RR train arriving in Baltimore discovered local time was five minutes behind Philadelphia. If that traveler planned to continue west on the Baltimore & Ohio RR, he would be wise to adjust his watch. The B&O ran its trains on Baltimore time — at least until it reached Ohio, where it switched to Columbus time, unless, of course, the train was operating west of Cincinnati, in which case it was on Vincennes, Ind., time. Standardized time in the US: John Reich, a Santa Fe Railway clock maintainer at the railway’s shops in Topeka, KS., notes that this clock is running fast. It will be corrected at once. Santa Fe Railway photo The confusion multiplied in cities served by more than one railroad. Passengers in Buffalo, N.Y., were confronted by three station clocks. One was set to New York City time, the standard used by the New York Central RR. The second showed Columbus time for the convenience of Lake Shore & Michigan Southern passengers. And the third clock indicated local Buffalo time. Residents of Buffalo had to keep the various times in mind when planning a journey, but they could take comfort in knowing the situation was even worse in Pittsburgh, which was served by railroads operating under six different time standards. By the 1880s, the nation’s railroads were using at least 68 different time standards, and even routine tasks, such as selling tickets for connecting trains, were becoming almost impossible. Great Britain adopted Greenwich Mean Time in 1848. In the United States, several respected scientists had advocated dividing the nation into a handful of standard time zones, but little progress was made. The railroads, far and away North America’s dominant industry, decided it was time to flex their combined muscle. Acting with the overwhelming support of member railroads, William F. Allen, secretary of the American Railroad Association, announced four U.S. time zones: Eastern, Central, Mountain, and Pacific. Furthermore, the association stated, on Sunday, Nov. 18, 1883, every railroad clock across the country would be set to the new time standard. Standardized time in the US: Every railroad office where train crews reported to work was equipped with a standard clock by which railroaders set their watches. Each standard clock was checked daily by a special telegraph signal transmitted nationwide from the U.S. Naval Observatory in Washington, D.C. In short order, local, state, and federal offices were also using the system promoted by the railroads, although it took Congress 35 more years to give official sanction to standard time. Today, most trains are dispatched by computers and radios, and their movements are controlled by color light signals. Nevertheless, every employee is still required to have a reliable watch, to compare it to a clock known to be accurate, and to make sure it never varies from the correct time by more than 30 seconds. The problem stems more from inefficient evaluations of the mental capacity of those who apply to become police officers and go through the police academy. This has been a problem for at least 20 years in San Antonio. District Attorney Joe Gonzales has publicly stated he will seek an indictment of this police officer. He should. Gonzales established a specialized department to deal with police officers who break the law either by intent or negligence. This police officer should be charged and taken to trial. Follow the law. I spoke with the current commander and learned this was a 9/11 event to honor first responders, and the DeBerry campaign used this opportunity for its own benefit without letting the post know. Any member or past member of the American Legion should be appalled at this behavior. I urge all candidates to respect an organization’s nonpartisanship and inquire before violating its rules. Suzanne Benson Ratepayers are the losers Re: “UBS is dropped from $3.4 billion muni deal,” Business, Oct. 10. Gross incompetence has met extreme right-wing ideology, with the losers being Texas electricity ratepayers, and the winners being natural gas production companies, pipelines and electric utilities. Winter Storm Uri in February 2021 saw ERCOT let natural gas prices soar, leading the utilities who bought natural gas to incur gigantic costs. The emergency declaration that allowed prices to skyrocket is designed to expire automatically unless extended. Such an extension did happen, leading to further billions in extra costs and huge windfall profits for natural gas producers and pipelines. Now the bill is being dropped on ratepayers. One of the so-called fixes devised by Gov. Greg Abbott and the Republican-controlled Legislature was to obscure just how costly the fiasco was. That was done by agreeing to have Texas borrow billions to hand over to utilities, thus avoiding budget-busting electricity bills sent to ratepayers while also bailing out utilities, and, best of all, allowing their allies and campaign contributors in the natural gas world to retain the windfall profits. The catch: Ratepayers will be on the hook for years to come, with monthly bill increases to pay off the bonds. To add insult to injury, the Legislature imposed a litmus test on financial institutions wanting to do business with the state by shutting out firms it deemed insufficiently committed to the oil and gas industry. By eliminating such investors, the total costs will likely be greater than they would otherwise be. This is all brought to Texans by a political party that trumpeted its competence at governing for many years. It is time to retire that false narrative. It also has a large and much-improved airport, and the Valley Isle succeeded in attracting the most flights (including widebody) to Hawaii of any airport other than Honolulu. But now it has clearly become too much of a good thing. So what happens next and will there ever be a way to make everyone happy? We’re focusing today on what is happening at some of the iconic Maui beaches, as well as in Lahaina, Wailuku, and soon thereafter, Hana. In the next few months, Maui will implement substantial visitor-only parking fees and limit hours of visitor parking entirely, at a range of popular beaches. The final start date of early 2023 is still being devised together with some further specifics outlined below. Is it the money or the idea that stings visitors the worst? We’ve had hundreds of comments about the plans for paid beach parking on Maui, and they have included various ideas. Residents say they can no longer park at these locations because the parking is overcrowded with tourists. Tourists are incensed that they will need to pay up to $30 for beach day parking. Others have mentioned that if you can afford to come to Maui, the $30 means nothing. Whether free parking is extended to Hawaii residents other than Maui County is not yet resolved. Comments have mentioned that charging a $30 flat rate encourages visitors to park for an extended period. In contrast, paid hourly parking (such as at Honolulu Zoo, for example) encourages those parking to leave sooner and make space available for others. $30 beach parking for visitors. $0 for Maui residents. The price range for parking may vary by location, season, and other variables yet to be set forth. The citations for violating the new parking rules also have not been announced. The county locations included in the initial roll-outs include the following. These were confirmed last week by Maui County Council’s Vice-Chair. The county said these locations were chosen partly because of the ease of implementing parking kiosks. Kamaole Beach Park I Kamaole Beach Park II Kamaole Beach Park III Ulua Beach Other locations being discussed, likely with hourly rates: Paia Town Hana Town Lahaina Town Wailuku Town The parking website says Maui’s “new parking management program strives to implement forward-thinking solutions for parking at beach parks, in business districts, and on streets throughout our island’s most heavily utilized areas.” The theory. “When parking demand clusters in certain areas, parking policies can mitigate congestion and improve access. Strategic investments in technology will streamline parking management and transform parking into a customer-friendly component of the overall transportation system.” I‍n other words, start charging now in the worst areas; raise prices as demand dictates until the desired reduction in vehicles occurs, then expand the program incrementally as quickly as feasible. Why now? Maui has more than 3 million visitors a year. The sheer magnitude and the lack of adequate infrastructure mean residents cannot easily access the island’s parks and beaches. PARKMAUI says, “Lahaina and Paia have become so unpleasant for residents to find parking, many have stopped going, and Wailuku has long suffered from a parking shortage.” It’s been nearly a decade that the Valley Isle has been looking for ways to better manage congestion, initially in Wailuku and Lahaina. Subsequently, it became clear that the effort should be greatly expanded to include most beaches and parks. Much like on Maui, beaches on Oahu and Kauai find themselves simply without parking much of the time. Examples are Kailua and Lanikai beaches on Oahu, Tunnels Beach, and Hanalei Beach on Kauai. Highlights of the new parking program: Maui County residents who register will have free parking at Maui’s parks and beaches at all times, as well as 1-2 hours of free parking and/or discounted parking in Lahaina and Wailuku. ‍Non-residents must pay for parking at Maui’s parks and beaches and in those two towns. Parking passes will be available online or via mobile app or pay stations. It sounds like the app may not be available at the program’s roll-out. Thus kiosk-based payments may be visitors only option. The program hopes to be financially sustainable, reinvesting the revenue into various, unspecified County resources and programs. State parks and beaches are not included. Hawaii state beaches, including Makena Beach and Waianapanapa Beach, are subject to state rules and fees and not those from the county. Waianapanapa State Park, for example, charges $5 per person plus $10 per vehicle. New PARKMAUI program. What is your take on Maui’s visitor parking plan? Since your editors are residents of Kauai County, we, like mainland visitors, may be subject to these new fees. We’ll have to give it thought before paying $30 for beach parking at Kam III on the next trip to Maui. Pilot paid parking at Maui beaches. Maui’s Ulua beach and Kamaole I, II, and III Beaches will have parking equipment installed. This will be evaluated during the first 90 days of operation, and changes may be made subsequently to enhance the program. After that, paid visitor parking is planned “throughout South and West Maui beach park locations as timing, funding and permitting allows.” Pilot paid parking at Lahaina and Wailuku towns. In Lahaina and Wailuku, visitors compete with employees and residents for limited parking. Additional small-town parking fees will be implemented as soon as possible. The announcement of the final plans is forthcoming. Next week the Maui County Council’s Infrastructure and Transportation Committee plans to meet to finalize the terms of the measure. We just learned that residents might initially be able to insert driver’s licenses into the kiosks as proof of residency.  Later, the app will be rolled out and will offer pre-registration for parking. The app is said to advise on parking conditions so that users can know in advance whether or not parking is likely to be available.
