SAN ANTONIO (AP) — A Texas sheriff has certified 49 migrants flown from San Antonio to Massachusetts last month to be crime victims, a move that allows them to apply for special visas to remain in the United States.
Bexar County Sheriff Javier Salazar’s certifications allow the mostly Venezuelan migrants to apply for special U-visas pending his department’s investigation of the Sept. 14 flight to Martha’s Vineyard, according to an ACLU Massachusetts statement Thursday. U-visas would allow the migrants to remain in the U.S. lawfully as the criminal investigation by Salazar’s department and the Bexar County District Attorney’s Office proceeds.
In another statement, Salazar said that “based upon the claims of migrants being transported from Bexar County under false pretenses, we are investigating this case as possible unlawful restraint,” a misdemeanor.
“We have suspects identified, however at this point in the investigation we are not at liberty to release those names publicly or confirm any identities,” he said.
The flight has been criticized as a political stunt carried out by Florida Republican Gov. Ron DeSantis to appeal to his conservative base. DeSantis is running for reelection this year and is frequently mentioned as a potential 2024 presidential candidate.
“We are grateful for Sheriff Salazar’s recognition of the gravity of these events,” said Carol Rose, executive director of ACLU Massachusetts. These certifications are an acknowledgment of the wrongs done to our clients and a crucial step in helping them to chart their path forward. Immigrants are human beings, not political props.”
Salazar assured that “only those who were physically in our jurisdiction at the time of the offense are considered suspects.” That would likely leave DeSantis out as a suspect.
A message seeking comment from DeSantis was not immediately returned.
The Treasury Department’s internal watchdog is investigating whether DeSantis improperly used federal pandemic aid to fly migrants to Martha’s Vineyard as part of his effort to “transport illegal immigrants to sanctuary destinations.”

Vietnam’s export value to Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) member countries increased by 38.7% to 41 billion USD over the first eight months of 2022, the Government’s report shows.
The Southeast Asian nation spent 35 billion USD on imports from CPTPP nations, the VGP cited the report released by the Government on the implementation of the CPTPP, during the January-August period.
With the above figures, Vietnam enjoyed a trade surplus of 6 billion USD.
Remarkably, Vietnam’s exports to Canada and Mexico grew by 32% and 9.2% to 4.5 billion USD and 3.2 billion USD, respectively.
CPTPP, a new-generation trade pact, was signed by 11 countries, namely Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam in Santiago, Chile on March 8, 2018.
Eight months later, Vietnam ratified the trade deal that took effect on January 14, 2019.
Exports of forestry waste products likely to rake in billions of USD
Wood pellets, made from compressed sawdust and forestry wastes, have become a key currency earner of the wood industry, having the great potential to rank in the group of export staples with turnover of over 1 billion USD.
Vietnam’s wood pellet export value was just about 145 million USD in 2017 and surged to 413 million USD in 2021.
Close to 2.4 million tonnes of the product were shipped overseas in the first half of 2022 for approximately 354 million USD. If the growth is maintained at the current rate, the export turnover may hit around 700 million USD for the entire year.
In particular, the product’s export price increased sharply between January and June to an average of nearly 150 USD per tonne, more than 27% higher than the average price in 2021.
The use of by-products to make the pellets helps wood factories raise incomes, offsetting the high price of imported raw materials. Currently, Vietnam houses about 300 pellet production facilities,which have solely exported to Japan and the Republic of Korea (RoK).
VinFast, Petrolimex open e-vehicle charging stations
VinFast and Petrolimex opened electric vehicle charging service at 10 petrol stations on October 14, as part of a plan to expand the network to 500 stations of Petrolimex across the country.
60kW, 150kW and 300kW fast charging cylinders meeting CCS2 standards are available at Petrolimex petrol stations, meeting the diverse needs of customers. VinFast charging stations all meet European standards ISO-15118 and IEC 61851, ensuring maximum safety in terms of power supply, fire and explosion and electrical leakage prevention, and waterproofing.
The move aims to cement a cooperation agreement signed by VinFast and Petrolimex in June 2022 to develop over 500 VinFast electric vehicle charging stations at Petrolimex’s petrol stations across the country from 2022-2023.
FTA helps boost Vietnam-EAEU trade ties
The free trade agreement between Vietnam and the Eurasia Economic Union (EAEU) has contributed to trade between the Southeast Asian nation and EAEU member countries, heard a meeting in Moscow on October 13.
The third meeting of the joint commission on the implementation of the FTA was co-chaired by Vietnamese Minister of Industry and Trade Nguyen Hong Dien and Minister for Trade of the EAEU Andrey Slepnev. It aimed to review the five-year implementation of the trade deal.
According to the EAEU, trade between the two sides increased from 5.9 billion USD in 2017 to 7.8 billion USD last year.
Dien, however, pointed out that certain provisions and commitments of the agreement are no longer suitable with the current context, and suggested the two sides upgrade it to optimise new potential and opportunities.
He asked the EAEU to take note of Vietnam’s concerns regarding the limitations of safeguard measures and the low rice quota.
The EAEU side mentioned issues regarding green economy in which Vietnam said it wants to cooperate and exchange experience with the EAEU.
Comprising Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan, the EAEU signed the FTA with Vietnam in May 2015, its first with an external partner.
Many SOEs recover from pandemic’s impacts: Ministry
After severe impacts of the COVID-19 pandemic, enterprises invested with state capital has begun to bounce back since 2021, according to the Ministry of Finance.
In a recent report on the investment, management, and use of state capital at enterprises in 2021 sent to the National Assembly, Minister of Finance Ho Duc Phoc said there were 826 businesses invested with state capital as of December 31 last year, including 673 state-owned enterprises (SOEs) and 153 firms with capital partly contributed by the state. Their total assets are worth over 3.7 quadrillion VND (153.2 billion USD), up 2% from 2020.
Their total revenue surpassed 2.1 quadrillion VND, up 8% year on year.
Meanwhile, consolidated reports by groups, corporations, and parent – subsidiary companies pointed out that these enterprises’ revenue topped 1.5 quadrillion VND last year, up 9%.
The firms posting high revenue are mainly large-scale ones. The best performers are Vietnam Electricity – EVN (over 440 trillion VND), Vietnam Oil and Gas Group – Petrovietnam (over 380 trillion VND), Military Industry and Telecoms Group – Viettel (nearly 150 trillion VND), Vietnam National Coal and Mineral Industries Group – Vinacomin (over 114 trillion VND), and Vietnam Posts and Telecommunications Group – VNPT (over 54.67 trillion VND), statistics showed.
The report noted that in 2021, some parent companies recorded revenue increases of more than 30% compared to the previous year, including Vietnam National Chemical Group (156%), Company of Economic Cooperation (87%), Technological Application and Production One Member Limited Liability Company (77%), Vietnam Expressway Corporation (66%), and Petrovietnam (41%).
Consolidated reports by groups, corporations, and parent – subsidiary companies also showed that their pre-tax profits approximated 157 trillion VND, up 33% from 2020. Most of the ones with pre-tax profits of over 5 trillion VND were large companies, including Petrovietnam (nearly 52 trillion VND), Viettel (nearly 37 trillion VND), and EVN (nearly 18 trillion VND).
However, some businesses witnessed sharp declines in pre-tax profits such as Vietnam Paper Corporation (down 90%), Hanoi Transport Corporation (90%), and Housing and Urban Development Corporation (52%).
Phoc said some SOEs have yet to clearly exercise their roles in leading and promoting other economic sectors to grow or boost the connectivity of value added chains.
Besides, loss-making and poor-performing projects have yet to be handled thoroughly, thus affecting the restructuring of SOEs, the report added.
Carbon market requires proper development: Experts
Officials have urged the Government to hasten the development of the carbon market to meet international rules and practices.
Vietnam needs a proper carbon market to reach net-zero emissions as committed to the global community, Nguyen The Chinh, former Director of the Institute of Strategy and Policy on Natural Resources and Environment, said on October 11.
According to the Organization for Economic Cooperation and Development (OCED), the carbon market is “a trading system through which countries may buy or sell units of greenhouse-gas emissions to meet their national limits on emissions, either under the Kyoto Protocol or under other agreements.”
Under Decree 06/2022/ND-CP dated January 7, 2022, by the Government, Vietnam has to complete the development of the carbon market and pilot it in 2025. The country needs to fulfill all requirements and put the market into official operation from 2028 onwards.
Local businesses also need to study international regulations and practices on the carbon market to be well prepared when the market is launched, according to Do Thi Thu Huong, a representative of the Private Economy Development Board under the Prime Minister’s Administrative Reforms Council.
A recent study of 400 companies by the board shows that 80% of the firms have little knowledge of greenhouse gas reduction. Meanwhile, 41% of the surveyed companies are clueless about at least one of the items related to the issue, Huong said.
The official urged local companies to improve their knowledge about the reduction of emissions and the commitments of the Government assumed in the Global Conference on Climate Change (COP26).
Vietnam is one of the biggest emitters in ASEAN, and the Government has pledged to change the situation, however, challenges have remained, she said.
The challenges lie in the openness of the Vietnamese economy, which depends much on exports, Huong said.
Pham Thi Thanh Tung, Deputy Director of the Credit Department under the State Bank of Vietnam, said that green bonds could be essential to assist local companies.
In 2017-2020, the total balance of green credits increased by an average of 25% per annum. As of June 30, 2022, the entire balance of green credits was VND474 trillion, accounting for 4.1% of the country’s total credit. The figure was up 7.08% on-year, and most credits focused on clean energy (47%) and green agriculture (32%).
Challenges remain, as Vietnam does not have clear regulations on green credits, Tung said, adding that certification of green credits for development projects requires technical criteria, which banking professionals have yet to obtain.

Data from blockchain analytics firm Chainalysis shows that October is “the biggest month in the biggest year ever for hacking activity.” The firm added that crypto hackers have grossed over $3 billion across 125 hacks so far this year.
Crypto-Hacking Activity Soars in October
Chainalysis shared some crypto-related hacking statistics Wednesday. The blockchain data analytics firm explained that back in 2019, most hacks targeted centralized exchanges. However, a vast majority of targets are now decentralized finance (defi) protocols. Chainalysis wrote:
After four hacks yesterday, October is now the biggest month in the biggest year ever for hacking activity … So far this month, $718 million has been stolen from defi protocols across 11 different hacks.

The four hacks that took place on Tuesday involved Rabby wallet, QANPlatform, Temple DAO, and Mango Markets. The biggest exploit of the four was the Solana-based defi protocol Mango Markets hack which saw about $115 million stolen.
“Cross-chain bridges remain a major target for hackers, with 3 bridges breached this month and nearly $600 million stolen, accounting for 82% of losses this month and 64% of losses all year,” Chainalysis detailed, elaborating:
At this rate, 2022 will likely surpass 2021 as the biggest year for hacking on record. So far, hackers have grossed over $3 billion dollars across 125 hacks.

Be an Active Voter by taking the necessary steps to vote in the 2022 U.S. elections and participating in Absentee Voting Week!
In some states voter registration and ballot request deadlines for the November 2022 are as early as October 5th. Whether you are a first-time voter or have already received ballots and voted absentee in past elections, we recommend that you complete a Federal Post Card Application (FPCA) each year to ensure you are able to participate in elections as an overseas absentee voter.
If you have already completed a Federal Post Card Application (FPCA) in 2022 and requested electronic delivery of your ballot, you will be receiving your blank ballot or instructions for how to access your ballot soon if you have not already received it. If you are not sure about the status of your absentee ballot request you should contact your local election officials in the United States or check the status of your registration via your state’s voter registration verification website.
You can get voting assistance from the Embassy/Consulate General or drop off your completed voting forms and ballots, addressed to your local election officials, during the following hours:

If you have never voted while overseas before, it is not too late. The process is easy ¬– just follow these steps:
1. Complete a Federal Post Card Application (FPCA)
Whether you are a first-time voter or have voted absentee in past elections, we recommend that you complete an FPCA to receive your ballot this fall. It allows you to register to vote and request absentee ballots for all elections for federal offices (presidential and state primaries, run-off, special, and the November general elections) during the course of the year in which you submit the FPCA. Local election officials in all U.S. states and territories accept the FPCA.
The online voting assistant available at FVAP.gov is an easy way to complete the FPCA. It will ask you questions specific to your state and tell you if electronic ballot delivery is possible. No matter which state you vote in, we encourage you to ask your local election officials to deliver your blank ballots to you electronically (by email, internet download, or fax, depending on your state). Be sure to include your email address to take advantage of electronic delivery. The online voting assistant will generate a printable FPCA, which you can then print and sign.
2. Submit the Federal Post Card Application (FPCA)

3. Receive Your Ballot
After submitting your FPCA, most states allow you to confirm online your registration and ballot delivery selection. States are now required to send out ballots 45 days before an election (September 24) for federal office (President, U.S. Senate, or U.S. House of Representatives) to any overseas U.S. citizen who has completed an FPCA.
4. Return Your Ballot
We recommend that if you plan to return your paper ballot to your election officials via the the most convenient U.S. embassy/consulate, please return your ballot to them by October 5 to account for transit times between overseas posts and local voting districts. If you wish to drop off your ballot, or have a friend or colleague drop it off for you, place it in either a postage-paid envelope or envelope bearing domestic U.S. postage addressed to your local election officials. You can download the postage paid envelope from the FVAP.gov website.
Specific Ballot Instructions for Each Embassy/Consulate General:

If there isn’t enough time to receive and send back your ballot before the election, use the Federal Write-In Absentee Ballot (FWAB).It is a backup ballot you can use if you don’t receive your ballot in a timely manner. If your official absentee ballot arrives after sending in the FWAB, fill out and send in the official ballot too. Only one will be counted.
After you send in your ballot, you can check if it was received by your election office.
Your Vote Counts
Many U.S. elections within the past ten years have been decided by a margin of victory of less than 0.1%. All states are required to count every absentee ballot as long as it is valid and reaches local election officials by the absentee ballot receipt deadline (differs by state).

The Indian Institute of Technology Madras (IIT Madras), the US Consulate General Chennai and Indian Space Association are organizing a three-day Space Technology Conclave starting today October 15 until October 17, 2022.
A key outcome of this conclave will be establishing the ‘Association of Space Entrepreneurs in the Indo-Pacific’ (ASEIP). A White Paper will also be shared with stakeholders in India, the U.S., and other Indo-Pacific countries.
The Space Technology conclave will focus on four key themes: space policy, international collaboration, scientific research and development, space entrepreneurship and business
“Titled ‘Space Technology: The Next Business Frontier,’ the conclave will explore ways to optimize business opportunities and collaboration across the Indo-Pacific region,” the press release states.
Working groups have been formed to explore the four themes, and more than 70 invited working group members along with the four chairpersons from more than 15 countries including India, USA, Japan, Australia, New Zealand, Singapore, South Korea, Germany, Malaysia, the Philippines and Indonesia, among others, will be participating in this conclave.

SAN ANTONIO (AP) — A Texas sheriff has certified 49 migrants flown from San Antonio to Massachusetts last month to be crime victims, a move that allows them to apply for special visas to remain in the United States.
Bexar County Sheriff Javier Salazar’s certifications allow the mostly Venezuelan migrants to apply for special U-visas pending his department’s investigation of the Sept. 14 flight to Martha’s Vineyard, according to an ACLU Massachusetts statement Thursday. U-visas would allow the migrants to remain in the U.S. lawfully as the criminal investigation by Salazar’s department and the Bexar County District Attorney’s Office proceeds.
In another statement, Salazar said that “based upon the claims of migrants being transported from Bexar County under false pretenses, we are investigating this case as possible unlawful restraint,” a misdemeanor.
“We have suspects identified, however at this point in the investigation we are not at liberty to release those names publicly or confirm any identities,” he said.
The flight has been criticized as a political stunt carried out by Florida Republican Gov. Ron DeSantis to appeal to his conservative base. DeSantis is running for reelection this year and is frequently mentioned as a potential 2024 presidential candidate.
“We are grateful for Sheriff Salazar’s recognition of the gravity of these events,” said Carol Rose, executive director of ACLU Massachusetts. These certifications are an acknowledgment of the wrongs done to our clients and a crucial step in helping them to chart their path forward. Immigrants are human beings, not political props.”
Salazar assured that “only those who were physically in our jurisdiction at the time of the offense are considered suspects.” That would likely leave DeSantis out as a suspect.
A message seeking comment from DeSantis was not immediately returned.
The Treasury Department’s internal watchdog is investigating whether DeSantis improperly used federal pandemic aid to fly migrants to Martha’s Vineyard as part of his effort to “transport illegal immigrants to sanctuary destinations.”

Bright-eyed and young, Brenda Fitzgerald always enjoyed meeting the nursing students who were nearing graduation.
Their energy and enthusiasm, she noted, was sometimes contagious.
When she left school decades earlier, nurses either worked in hospitals or nursing homes. Today, she said, there’s a host of career options: travel nurses, school nurses, public health nurses and clinical nurses, among many others.
“To see their passion, they are way more world-smart than I was in the ’70s,” Fitzgerald said of fourth semester students who came to the cardiac rehabilitation department at UPMC Chautauqua as part of their education. “I would tell them to give themselves some time, figure out where they want to go in their career.”
In her 40-plus-year-career, Fitzgerald worked in a variety of positions.
She graduated from Jamestown High School in 1975 and received a nursing degree two years later from Jamestown Community College.
Except for two years as a nurse at Brooks Memorial Hospital in Dunkirk right out of college, Fitzgerald stayed at WCA Hospital, and later UPMC Chautauqua, for her entire career.
ALWAYS LEARNING
“It’s changed immensely,” Fitzgerald told The Post-Journal of nursing today compared to her first years on the job. “When they say you can’t teach an old dog new tricks, you can, really. I’ve had to learn a lot of different things over the years.”
She was hired at the Jamestown hospital as a registered nurse in 1980. She moved to the intensive care unit where she worked for 14 years and eventually landed in the cardiology department.
In 2000, Fitzgerald took over the cardiac rehab department and remained in that position until her retirement this past August.
“When I started there really was nothing computerized,” she recalled. “It was all hand-written notes; doctors prescribed hand-written orders.”
“Eventually, we learned a lot of different techniques,” she said. “When we had new doctors coming in, we learned new procedures and new equipment, obviously. But it definitely changed over the years for the better, obviously, too.”
Before the hospital utilized helicopters to transfer patients to-and-from other facilities, Fitzgerald recalled the many trips she took inside the back of an ambulance. When she worked in the intensive care unit, it wasn’t uncommon for her to travel with a patient to ECMC in Buffalo. By the time she got back, it was late and her shift was already over.
“There was always a snowstorm,” she said of those long trips. “That’s part of living in Western New York. We never felt unsafe. Some of those trips stood out — getting those patients and ourselves there safely.”
TAKING CARE OF
THE SICK
Working in ICU meant caring for seriously ill patients with life-threatening conditions. While Fitzgerald worked in the unit, WCA kept many of the car accident victims, trauma cases and surgical patients that were complicated.
Today, many of those patients are transferred to larger hospitals in Buffalo or Erie, Pa., that can provide specialized care.
“We took care of patients who were hopefully going to survive,” Fitzgerald said. “They didn’t always survive. … A lot of the patients were locals, neighbors, friends, family.”
While she cared for countless people during her career, some patients stay with her.
While pregnant with one of her four children, there was a 13-year-old Canadian boy who slipped during a skiing trip in Ellicottville with his family and struck his head. The boy was braindead, and Fitzgerald remembered having to delicately work with the family to discuss organ donation.
“I remember crying with the mother,” she said. “The mother actually made me cry. She was singing ‘Rock of Ages’ to her son as they were preparing to take him off the respirator. I don’t think I’ll ever forget that. That was probably the hardest of all of them that I can remember.”
She moved from ICU to cardiology as it afforded her a better work schedule to raise her children. Whereas many patients in intensive care are bedridden, the cardiology department often requires getting patients up and moving around.
A TRANSITION
Fitzgerald believes the integration of WCA and UPMC toward the end of 2016 provided the Jamestown hospital with an important lifeline.
“Switching over from a small community hospital when it was WCA, and then switching on to UPMC, we probably wouldn’t have survived as a small community hospital without that change,” she said.
The level of care was enhanced by the integration. At the time, the Pittsburgh-based health care giant committed to providing at least $25 million to the local facility.
In May 2017, a ground-breaking ceremony was held for a new women’s and maternity care center and inpatient adult and adolescent mental health units.
“The care locally stayed the same,” Fitzgerald said. “I believe there was a lot of heart and compassion for patients, and then as the employees had to adjust to give that care, that was probably the biggest challenge.”
AND NOW MORE TRANSITION
When Fitzgerald took over the cardiac rehabilitation department in 2000, she knew it would be the last stop in her career. Despite having more than 40 years in the profession, there was always new training and dealing with computers.
With a pulmonary rehab program about to open, she figured it was time to allow others to come in and take over.
In January, she made the decision to set a retirement date. However, once that happened, she had a hard time talking about it, even to those she worked with.
“I didn’t want to talk about it,” Fitzgerald said. “I didn’t start counting down the days until August.”
Of course, there were some mixed feelings as her final day neared. When it did arrive on Aug. 19, she was surprised by her beloved co-workers with an open house where some of her previous cardiac rehab patients stopped by to wish her well.
“It was very emotional,” she said.
When she left UPMC Chautauqua for the last time, “It didn’t feel real to me. It kind of felt surreal, like I wasn’t really leaving for the last time. It kind of felt like, ‘I’ll be back in a couple weeks. I’m just taking a vacation.’”
Fitzgerald lives with her husband, John. They have four children, Michael and Sean Fitzgerald, Michele Clark and Shannon Quackenbush, as well as seven grandchildren.
Since retirement, she has babysat some of those grandchildren and has plans to go on vacation.

Let’s begin. The government will seek to decriminalise a wide gamut of economic offences through a new Bill to be introduced in the winter session of Parliament, official sources told FE this week. As many as 110 archaic – and at times bizarre — provisions in 35 laws, relating to 16 ministries and departments, will be axed or amended in one of the biggest drives ever, the sources added. The draft Bill is being vetted by the law ministry. The department for the promotion of industry and internal trade, which is spearheading this initiative, is planning these comprehensive amendments in a bid to ensure greater ease of doing business for firms and ease of living for individuals. Prime Minister Narendra Modi, on Monday, said his government has so far scrapped about 2,000 archaic laws from the British era that required businessmen to be sent to jail over minor issues.
Next up, Industry. The Union cabinet has approved a one-time grant of Rs 22,000 crore to three oil marketing companies – Indian Oil Corporation, Bharat Petroleum Corporation Ltd and Hindustan Petroleum Corporation – to reduce cost pressures and cover the last two years’ losses on selling LPG in domestic market. Information and Broadcasting Minister Anurag Thakur said that the LPG prices rose 300 per cent between June 2020 and June 2022. The grant will aid the fuel retailers to tackle the under-recoveries that surfaced during this two-year period, he said at the briefing after the Cabinet meeting. The grant comes as the LPG prices were not increased in tandem with the soaring costs, and the cost increase was not fully passed on to the domestic LPG consumers. The domestic LPG prices have risen by 72 per cent during the two-year period. This led to the three public sector undertaking (PSU) oil companies incurring significant losses vis-a-vis market prices. The one-time Rs 22,000 grant is being given to insulate the domestic LPG consumers from the cost increase, Thakur said at the briefing.
Moving on. According to the “Master Direction” by the Reserve Bank of India, credit card issuers can report an account as “past due” to credit information agencies or levy any penalty only if the credit card account remains “past due” for over 3 days. “Card-issuers shall report a credit card account as ‘past due’ to credit information companies or levy penal charges, viz. late payment charges and other related charges, if any, only when a credit card account remains ‘past due’ for more than three days,” says RBI’s Master Direction – Credit Card and Debit Card – Issuance and Conduct Directions, 2022. “The number of ‘days past due’ and late payment charges shall, however, be computed from the payment due date mentioned in the credit card statement, as specified under the regulatory instructions on ‘Prudential norms on Income Recognition, Asset Classification and Provisioning pertaining to Advances’ amended from time to time,” it adds. According to the RBI’s master direction, penal interest, late payment charges and other related charges can be levied only on the outstanding amount after the due date and not on the total amount.
In other news, Pan masala and gutkha companies will likely face increased scrutiny and audits as the governments step up efforts to plug tax evasion by them. However, a plan to levy Goods and Services Tax on them on the basis of installed manufacturing capacity may be dropped. In May 2021, the GST Council set up a group of ministers, led by Odisha finance minister Niranjan Pujari, to examine the feasibility of levying GST on products such as pan masala and gutkha, based on the installed capacity of the units, rather than their actual production. The move was in the backdrop of a decline in revenues from these industries reported by many states after the introduction of GST in July, 2017. Tax authorities have found large-scale tax evasion by the units via under-reporting of output.
Lastly, some updates on 5G services. Almost a week after the launch of 5G services – in eight cities by Bharti Airtel and beta testing by Reliance Jio in the four metros – all is not well as far as the quality and user experience of the services are concerned, leading the government to intervene in the matter. In a first-of-its-kind exercise, the secretaries of the department of telecommunications and ministry of electronics and IT, jointly called a meeting of all handset makers like Apple, Samsung, Oppo, Vivo and others as well as telecom operators Bharti Airtel, Reliance Jio, and Vodafone Idea this week. The agenda of the meeting was threefold: one, ask the telcos about the readiness of their networks so that handsets can be tuned to them; two, find out from the handset makers regarding the status of software upgrades which are required in the 5G-enabled phones; and lastly, prioritise software upgrades so that early adoption of 5G can happen in the country.

In an exclusive interview with Sanjeev Sinha, Mr Gupta shares his views on changing homebuyer preferences in post-pandemic times, growth expectations for senior living projects, and what prompted them to foray into kid-centric homes. Excerpts:
Real estate, particularly the housing segment, is said to be doing well post the pandemic. Do you think the festive season will give the sector a further push?
The festive season is a good time to buy or invest in the housing segment. We are witnessing satisfying growth in terms of business and festive seasons are adding into it. As mentioned, this festive season will likely bring cheers to millions as it comes after the two-year pandemic. Having the July-Sept period already witnessing stupendous growth, the upcoming quarters will continue to perform.
The current inflation could be a worry for many. Despite the inflationary pressure, the current interest rate regime favors homebuyers, as the levels are still lower as compared to the peaks that we witnessed during the pre-pandemic levels. Hence, prospective homebuyers should enter the market and buy. With affordability remaining high, employment numbers are strong again favoring a buying phase.
Has there been any impact of the pandemic on senior living housing? How is this segment doing currently & what is the future outlook?
The pandemic has impacted all the sectors of economy, but post pandemic things changed to a great extent and interestingly, the demand for senior living housing has increased. As per a recent report by National Statistical Office (NSO)’s Elderly in India 2021, India’s elderly population (aged 60 and above) is projected to touch 194 million in 2031 from 138 million in 2021, a 41% increase over a decade.
As the population of seniors has been steadily growing, the demand for senior living housing will continue to rise. And pioneers like us will scale up. The types of services and amenities on offer in these projects will continue to evolve as the industry will grow. We observe that metros cities are already witnessing a surge in such projects. However, in the longer run, suburbs and tier-II cities will also see healthy supply. Some of the tier-II cities include Bhiwadi, Coimbatore, Puducherry, Vadodara, Bhopal, Jaipur, Mysuru, Dehradun and Kasauli, among others. Metros where we have seen the supply are Chennai, Pune (Lavasa) and Bengaluru.
We expect that over the next 4-5 years, the demand for senior living projects will increase multi-fold in non-metro cities. There are reasons behind this: Attractive financing options available, availability of land and plenty of space to build sprawling complexes have made these cities more attractive. And seniors love these open spaces. Although growth rates vary by region, there is a growing trend that a majority of seniors would prefer living in cities with low population densities. The trend of seniors moving into cities with low population densities is also contributing to this growth. It creates opportunities for developers to create new projects in these markets, where there is less competition. Medium to long-term market predictions suggest that as compared to metros, many more senior living communities would come up in these markets.

PETOSKEY — The Bay College volleyball team stopped its six-match losing streak by downing North Central Michigan College in three straight sets on Tuesday.
The Norse prevailed 25-12, 25-21, 25-19 to improve to 9-14 overall and 2-6 in the Northern Division of the Michigan Community College Athletic Association. The Timberwolves fell to 1-11 and 1-7.
All four Bay players from area high schools contributed statistically.
Riley Johnson, a freshman from Superior Central, had six kills, four digs and a block, while Emma Rutter, also a freshman from SC, had a team-high three service aces to go with two kills and a block.

KUALA LUMPUR, Oct 15 — The interesting thing about the iPhone mini’s brief existence is it demonstrated that sometimes customers don’t actually know what they want.
“We want a small phone”, cried some very vocal users. Yet from sales figures it seems that most people wanted or were just really used to larger phones.
Now is the iPhone 14 Plus the phone some people didn’t realise they wanted all this time?
Larger phone, lighter feel
It would be easy to just say the iPhone 14 Plus is a super-sized iPhone 14. There’s the same processor, an A15 that you saw on the iPhone 13 Pro models as well.
Yet everything about it is bigger ― the 6.7-inch OLED display with its sharp 2778×1284 pixel resolution at 458 ppi is a big reason behind its price.
It’s one of the biggest (yes) reasons to get the model as the only other large-display iPhone is the very powerful and very expensive iPhone 14 Pro Max.
Sure, it doesn’t have the fancy Dynamic Island, variable refresh rate and ProMotion but unless you’ve actually used the iPhone 14 Pro before, it doesn’t feel like a big downgrade.
What might also be appealing is the mere 203g of weight.
Considering there’s nothing cheap-feeling about the phone’s construction, it makes for a pleasant hand feel and speaking from experience, heavy phones can feel like lead weights when using them for longer periods of time.
Speaking of longer times, the iPhone 14 Plus manages to eke slightly longer times that the 14 Pro Max for ordinary usage.
While I could stretch the 14 Pro Max to about 30 per cent by the end of the day, the iPhone 14 Plus would only reach the 30 per cent mark somewhere around 4pm the next day.
It meant for other phones, I would dutifully charge them overnight but forgetting to charge the iPhone 14 Plus won’t hamper your day much.
Performance is that old iPhone-consistent butter fluidity and unlike the iPhone 14 Pro’s quirks, the phone has proven to be stable without getting too hot during more demanding apps such as games like Genshin Impact.

What else can be said about the iPhone 14 Plus’ cameras that wasn’t said about the iPhone 14?
It’s a solid set of cameras. Not as fancy as the iPhone 14 Pro 48MP main camera but the 12MP wide and 12MP ultra wide duo with 2x optical zoom are still a solid pair.
I’d say the Photonic engine has improved the quality of iPhone 14 cameras across the board. Perhaps not enough to upgrade from an iPhone 13 model to an iPhone 14, but obvious enough.
Though the iPhone 14 and 14 Plus don’t have the extra optical zoom that’s exclusively on the iPhone 14 Pro, they’re just as capable if you want to shoot video.
Though you could argue that Sony’s new Pro models are giving Apple a good fight in the video stakes, what can’t be denied is that the better video camera and editing apps are more easily available on the App Store than Google Play.
With other features such as Action mode that lets you take photos outdoors during more vigorous activity without needing an extra stabiliser such as a tripod or gimbal, there’s a lot of utility to squeeze out of the iPhone 14 Plus.

A good or bad proposition?
As much as the iPhone 14 Pro models are great phones, they’re not for everyone and they were never meant to be. The iPhones offer good performance, premium build and the key to Apple’s inviting walled garden that it calls an ecosystem.
Yes, the argument is that Android phones are cutting-edge feature-wise and each year, the Samsung Flip phones keep getting almost cool enough for me to get one.
If you want the latest in phone tech, Huawei and Samsung still lead while Apple is content to wait, see and refine further, while charging a lot more for it.
Still, at least Apple has finally got onboard with repairability so if you do damage your new iPhone it will be easier to fix, especially now they’ve made parts like the glass back easier to remove and replace.
Get the iPhone 14 Plus for the larger screen. Get it for the portability and much better battery. Everything else, like the new Crash Detection sensor is a bonus.

The status of a proposal for the downtown riverfront was part of what brought Congressman Glenn Thompson to Warren on Monday.
“I thought it was a great project,” he said of the development that has taken place in the former Loranger building.
Thompson said he put an earmark in for $1.5 million in dedicated funding for the downtown riverfront, citing significant local investment in that area.

“I’m trying to be very discerning with the projects I support,” he said. “(I was) disappointed when it didn’t make the final cut in this year’s appropriation.”
Thompson said he is still looking for funding for the project and said that was part of why he was in Warren Monday.
“I want to be optimistic anyways,” he said. “Good projects take forever.”
Looking ahead to the 118th Congress, the farm bill and cryptocurrency regulations are shaping up as priorities for the next two years.
Thompson does have a Democratic challenger in next month’s election but the seat is safely red. Thompson’s closest election was his initial election in 2008 which he carried by 16 points.
In 2020, he carried the district by nearly 50 points.
As the current ranking Republican member on the House Agriculture Committee, he’s got his eyes set on a potential chairmanship should the Republicans take back the majority in the House.
That makes his priorities pretty easy.
“For me, obviously the Farm Bill,” he said.
According to the Congressional Research Service, that bill spans multiple years and “governs an array of agricultural and food programs. It provides an opportunity for policymakers to comprehensively and periodically address agricultural and food issues.”
The bill, per the CRS, typically focuses on “farm commodity program support for a handful of staple commodities– corn, soybeans, wheat, cotton, rice, peanuts, dairy, and sugar.”
Thompson said the current iteration is set to expire in Sept. 2023 and called it the “single most important piece of legislation that impacts rural America.”
He said there are three options – let it expire which he called “not an option” as it would take farm regulations back to the era of the Dust Bowl; extend the current bill which is just “kicking the can” or institute a new bill which is the “only option.”
“We’re way behind,” he stressed. “Under Democratic leadership we have not been doing our due diligence. If given the opportunity to chair, we’ll change that come January. It’s going to be pretty intense.”
The other major legislative priority might not sound like an agricultural issue at all – regulations regarding crypto-currency.
He explained why that issue is before the Ag Committee – when a crypto-currency is first created, it is traded and overseen by the Securities and Exchange Commission; but once it is traded, it is considered a commodity, which brings it under the auspices of the Department of Agriculture.
“There’s an urgency,” he said, “with putting some guidelines, legislative guardrails around crypto-currency.”
He’s introduced legislation – the Digital Commodity Exchange Act that, he said, would “do no harm, protect people in the marketplace” while also fostering innovation with the underlying technology.
“Blockchain… it will be transformational to our economy,” he said, explaining that countries ranging in size from China to Malta are developing these rules.
“The US is way behind,” he said, “but the US is where people want to do business.”
The legislation, he said, would still allow state regulation as many states have already done but would implement a national standard. Failing to tackle this issue, he said, could result in the nation losing its “competitive space in the world economy…. Let’s keep it simple and do what we need to do.”
His proposal, he said, “is close” and he hopes it is moved out of committee this fall.
“(It) hasn’t happened yet,” he said, but the effort is “further along than it has been in the past.”

YouTube has a neat feature that lets Premium members save a video to their phones storage to be watched later. This is useful for when you have access to data/WiFi for a limited amount of time before you drive through a region with a patchy network or catch a flight.
Saving a YouTube Video offline helps in such scenarios as even when there is no connectivity, you will still be able to go back and watch the saved videos. This even works when your phone is in Airplane Mode. Users can also choose what picture quality they want to save videos in, allowing them finer control over how much storage space is occupied and how much data is used.
How to save videos offline
To begin, you will need an Android or iOS-based smartphone with an active YouTube Premium subscription. The saving videos offline feature is a part of the subscription, and will not work without it.
Go to the YouTube app and open a video that you want to save offline. Look for the Menu button below the video where you will find a number of options. Look for the ‘Download video’ option here. Alternatively, you can also find this option straight from YouTube’s search results by clicking on the three-dot menu next to the video title.
Once you click on the ‘Download video’ option, you may run into a few settings asking you to choose a quality – usually from Low (144p) to Full HD (1080p). There will also be an option to remember your settings so you don’t have to choose this every time. Resolution for downloads can however, later be changed in the settings.
When you’ve chosen your settings, click on the blue coloured ‘Download’ button on the bottom to proceed and begin downloading your video. This video is now saved offline in your phone’s storage.
How to access offline videos
When you next open the YouTube app with no WiFi or Mobile Data connectivity, you will automatically be in the app’s offline mode, where you won’t be able to search for new videos but will be able to access all the offline ones you have saved. You can then simply click on any of the offline videos to watch them.
Note that not all videos support offline saving. If you come across a video that doesn’t show a download button despite you having a YouTube Premium subscription, the video simply may not support offline viewing. Also note that videos saved offline via the YouTube app are not encoded in popular media formats like MP4, and as a result, can only be accessed by and played on the YouTube app.

Aruze Gaming, a Japanese-based gaming manufacturer with its US office in Las Vegas, debuted “Rock Paper Scissors Instant Win” for its “Muso Curve 55HB” slot cabinet. Aruze released the new game on the final day of the 2022 G2E.
Rock Paper Scissors Instant Win brings a school-yard pastime to the casino floor. Based on the hand game, which is also called Rochambeau, the slot game challenges players to correctly guess whether the machine will display “rock,” “paper,” or “scissors” on the next play.
Who would have thought that a game as simple as rock, paper, scissors could be turned into a high-energy, rewarding game that people want to play over and over again. It’s the perfect addition to our suite of games,” said Lesley Hodges, Aruze’s senior director of marketing.
With each win, Aruze says Rock Paper Scissors players receive a prize. Ties go in the player’s favor by allowing another round at no cost. Prize values also go up with each tie.
RPS Shoot
The world’s leading casino operators and gaming manufacturers did their best to “wow” G2E attendees, which was the convention’s largest gathering since 2019. Along with its rock, paper, scissors game, Aruze unveiled a new craps game this past week.
Aruze’s RPS product leverages a game that is familiar around much of the world. Rock, paper, scissors is said to trace its origins back to China’s Han dynasty around 206 BCE (Before Common Era).
The game quickly spread throughout Asia and became popular in Japan, where it became known as “Sansukumi-ken” — or “fist games.”
It was many years later that rock, paper, scissors made its way to the US. One of the game’s earliest references stateside came in a 1932 article in The New York Times describing how the popular game in Asia is played.
Since then, RPS in the US has predominantly served as a tie-breaker. Two players count aloud “rock, paper, scissors” or “one, two, three” and then simultaneously say “shoot” or “go.” Each player throws either rock, paper, or scissors.
There are four potential outcomes: rock beats scissors, paper beats rock, and scissors beats paper. The other potential outcome is a tie.
Game of Skill, Not Only Luck
While some believe the rock, paper, scissors game has equal odds not unlike the flip of a coin, psychologists say there is indeed a strategy to the game when it’s played face-to-face. Psychologists involved in a 2014 study published by Cornell University found that players can obtain an advantage in RPS when playing head-to-head.
Researchers found that players should expect repetition from their opponent in that the person opposite will want to throw the same weapon in consecutive plays. The study also found that when a player loses, they more often change their weapon on the following play.
RPS newcomers or infrequent players also tend to throw rock more than paper and scissors.
Unfortunately for future RPS slot machine players, it will be difficult if not impossible to gain an upper hand on the terminal, as the device uses a random number generator — aka computer — to select its weapon each play.

I got to take a vacation recently — a few times zones away, to a place where the pools are still open. It was nice, though it seems I missed a few good leaf-peeping days. But during the trip, our group of traveling friends stopped at a pool party hosted by someone we knew from our days at West Virginia University.
We weren’t the only guests there, of course, but we might have been the most enthusiastic about jumping into water that was already deemed too cold by the locals. (It’s a funny thing to look around and realize ‘Whoops, only West Virginians still in the pool.’ Everyone else is out, wrapped up and huddled around the fire pit.)
Once we dried off, one of our hosts was talking to a co-worker about the set of patio furniture that was pushed off to the side, and they came to an agreement. Then the receiver of the furniture said “OK, how am I going to get this all into my RAV4?”
Without discussion or hesitation, each of the Mountain State residents walked over, picked up a piece of furniture and then walked out to the driveway, where we used our expertise to fit an entire patio set — cushions and all — into her vehicle. She watched us open-mouthed and then said, with genuine curiosity “Why are you helping me?”
It struck me as such an odd question. Why wouldn’t we help? Then I looked around and realized, no one else had volunteered. No one else had even come out to the driveway to offer moral support. In fact, when we walked back around the corner, one of the guests was guiltily folding towels and placing them neatly on a ledge, declaring “I’m helping!”
But the receiver of the furniture again turned to us and said “seriously, why did you help me? Thank you.” One of our crew sheepishly scuffed his feet and said “it’s what we do.”
Yes, I thought. There it is. It’s just part of who we are; and I was raised believing that was part of what people knew about West Virginians. We help. We figure it out.
In fact, it seems, our helpful nature and ingenuity were quite a surprise. What people think they know of us these days is dramatically different from what we here in the state tend to think of ourselves. Particularly farther away from West Virginia (again, this particular interaction was happening in the Pacific time zone) many people form their opinions of us based on our more attention-getting elected officials, what they read of us in the news, and the impression they get from those who claim to represent the Mountain State on social media.
Blech.
We can’t all travel to meet people in person and change minds, but we can start to work toward changing those who are creating a false impression of West Virginia on our behalf. We were brought up to be the kinds of people who can figure out how to get an entire patio set crammed into the back of a RAV4, for goodness sake. Surely we can figure this one out, too.

And because I know the people who live in this valley are the kinds of people who help, I’m looking forward to seeing some of you this weekend at the Chick Crites Annual Veterans Food Drive, here at the News and Sentinel parking lot, starting at 8 a.m. Saturday. Donations of non-perishable foods and hygiene items will benefit the Old Man Rivers and Disabled American Veterans Wood County Chapter 32 food pantries.

STRUTHERS — It was a Northeast 8 Conference shootout when Struthers hosted Girard on Friday.
The Wildcats (5-4) were able to come up with the big plays when they needed them most and prevailed 42-28.
“Coming out of here with the win against a great program like Girard is just huge for us,” Struthers coach John Bayuk said. “Our kids battled like they do every Friday.”
Girard (6-3) took an early 7-0 lead on a touchdown run by starting quarterback Stephen Sims.
Struthers answered but missed the extra point and it was 7-6 at the end of the first quarter.
The Wildcats put together a good drive, but fumbled on Girard’s 16-yard-line.
Sims had a 50-yard run, but the Indians turned it over on downs on the Struthers 17 yard line.
The Wildcats punted, and Girard went on top 14-6 on a 3-yard rush by Sims.
Senior Tyler Sanchez ran 21 yards up the middle and Alec Grzyb took it around the edge for a 15-yard touchdown run. The 2-point conversion made it 14-14 at halftime.
Struthers got the ball in good field position to start the second half, and they took advantage. Anthony Carter pounded it in from 11 yards out to put the Wildcats up 20-14.
Sims went down with an ankle injury and sophomore Dominick Tollone stepped in as Girard’s third quarterback of the season.
Tollone delivered a good pass to Jake Dohy, and senior Michael Palmer’s 2-yard TD run put the Indians back on top 21-20.
Anthony Bengala intercepted the ball back for Girard, but the Wildcats defense forced a punt.
Struthers found the end zone, on 4th down and 11, to go ahead 26-21 heading to the fourth quarter.
The Wildcats got the ball back, and Grzyb kept it on the ground for a 20-yard gain. Sanchez ran it in from 13 yards out, and converted a 2-point attempt to make it 34-21.
Girard came right back with a 29-yard touchdown pass from Tollone to senior Bobby Alejars.
The Wildcats scored again, and had an amazing 2-pointer on a spectacular catch by Aiden Hall from Na’jier Howard.
Girard tried keeping the game alive, but they were denied when they tried a deep pass on 4th and 1. Struthers got into the victory-formation to run out the clock.
“We’ve been talking about Week 11 since Week 5 when we were 1-4,” Bayuk said. “We know that to get there, we have to be 1-0 every week.
“Our kids have been practicing Monday through Thursday like it’s a playoff game. We’re getting better. We have big play-makers all over the field. They made plays when we needed them to.”

In addition, squash competition in college is compelling at all levels—junior players aspire to thrive in the college squash experience, current players continue to set standards of excellence, new players learn to play every year, and CSA alumni are making their mark in the professional game. About the College Squash Association
The College Squash Association is the official governing body for intercollegiate squash in the United States. CSA membership includes 66 varsity teams—32 women’s teams and 34 men’s teams—and approximately 60 women’s, men’s, and co-ed club teams. Harvard University is the defending National Collegiate Women’s and Men’s Team Champions, while the Georgetown University men and Boston College women won the inaugural National Club Team Championships last season. Cornell University’s Sivasangari Subramaniam and Harvard University’s Victor Crouin won the National Collegiate Individual Championships in 2022.
CSA’s mission is to foster national intercollegiate squash competition in service to elevating the values of sportsmanship, integrity and fair-play for all student-athletes, coaches, and their affiliated institutions, encouraging academic excellence and increasing the opportunities to play college squash.
