IT Solutions Acquires CHIPS Technology IT Solutions, founded in 1994, is based in Fort Washington, Pennsylvania. The company has 247 employees listed on LinkedIn. IT Solutions’ areas of expertise include managed IT services, business continuity, application and web development, business intelligence, cloud computing, healthcare IT, legal IT, help desk support, project management, strategic planning, data protection, Microsoft, Cisco, VMware, security, compliance, FileMaker, Microsoft 365 and nonprofit IT. CHIPS Technology Group, founded in 1993, is based in Syosset, New York. The company has 50 employees listed on LinkedIn. Jennifer Cloherty has joined the company as chief financial officer. She succeeds Karl Brown, who has moved into an advisory role for Dawn. Ms. Cloherty most recently was CFO at Kellogg North America, where she was also the executive sponsor for the Kellogg African American Resource Group and the Kellogg Veterans Group. Prior to Kellogg, she held financial leadership roles with Aptiv, Owens Corning, and GE. White House Holds Historic Conference On Hunger, Nutrition, And Health – Mirage News https://bentoncountynewsnow.com/white-house-holds-historic-conference-on-hunger-nutrition-and-health-mirage-news/ At the first White House Conference on Hunger, Nutrition, and Health in over 50 years, President Joe Biden presented a new national strategy for combating hunger, improving healthy eating, and reducing diet-related disease by 2030 in the U.S. The president said public and private partners in health care must work to: improve Americans’ access to healthy food; better integrate nutrition with health care; make nutritional information as transparent as possible; and invest more in nutrition and food security research. And that would only be the start. “There’s so much more in our strategy,” Biden said during opening remarks at the conference, held on September 28. “There’s so much more in our imagination, but one thing is clear. Meeting our bold goals requires a whole-of-government approach and a whole-of-society effort.” The new national strategy included many recommendations put forth in August by the Task Force on Hunger, Nutrition, and Health, an independent, nonpartisan group of subject matter experts and multi-sector leaders. Task force co-chair Dariush Mozaffarian, currently the dean for policy and Jean Mayer Professor of Nutrition at the Friedman School of Nutrition Science and Policy, said at the release of their report that “the actions and strategies we have outlined are sensible and actionable, and would create transformational change for Americans.” Along with other national stakeholders, Tufts played an important role in helping to bring about the conference, which comes 53 years after the first White House Conference on Food, Nutrition, and Health was chaired and organized by former Tufts president Jean Mayer. Mayer founded the university’s school of nutrition, and the Jean Mayer USDA Human Nutrition Research Center on Aging at Tufts bears the name of the former university president. The White House Conference represents the culmination of a significant amount of planning and coordination by the White House, the various federal agencies, and Congress. The D.C. event, which launched the new national strategy, brought together leaders from state and local governments, nonprofits, private businesses, farmers, faith-based leaders, and youth advocates, as well as researchers and healthcare providers to “unite around a vision” proposed in the national strategy, in the words of Secretary of Agriculture Tom Vilsack. “Changes are crucial,” he said. “However, the federal government cannot do them alone.” To achieve its goals of ending hunger, improving nutrition and physical activity, and reducing diet-related diseases by 2030, the Biden administration seeks to make the Child Tax Credit permanent, provide free meals for all students during and outside of the school year, expand access and healthy eating in the federal nutrition programs, create healthcare programs that support food as medicine interventions, advance nutrition science, create new package labeling and targets for reducing sodium and added sugar, and more. Speakers and attendees at the Conference focused on the twin problems of hunger and poor nutrition, which are often flip sides of the same coin for individuals and families. “We have the biggest military, but we lead industrial nations in diet-related diseases,” said Senator Cory Booker of New Jersey, who supported the Conference along with Congressman Jim McGovern of Massachusetts, Senator Mike Braun of Indiana, and the late Representative Jackie Walorski of Indiana. “Half of our population right now is diabetic or pre-diabetic. Black Americans are 77 percent more likely to get diabetes and twice as likely to die from it,” said Booker. “There’s no one in this room that does not know someone going through a chronic disease,” said New York City Mayor Eric Adams, who spoke at the Conference. He recounted to audience members that after two months of following a plant-based diet, his diabetic mother was able to go off insulin – this, after seven years of regular injections. “Chronic disease hijacks your life.” At a session titled “Making Healthy Choices,” Susan Mayne, director of the Center for Food Safety and Applied Nutrition at the Food and Drug Administration (FDA), explained the range of impacts of proper food labeling: “When we put things on the label… it empowers consumers with information…and leads to many industries wanting to reformulate their products to make them healthier.” When the FDA required trans fats to be listed on nutrition labels, for example, population trans fat intake dropped 80 percent, Mayne said. Chair of the House Appropriations Committee Rosa DeLauro gave a rousing speech during afternoon plenaries. “We can do this,” she said. “And I’m going to say this to the administration: Strategies are laid out. Put it in the 2024 budget, so that we can deal with it, and move on it in the Congress. Let us then take it from there.” “We live in a country where hunger absolutely does not need to be a problem,” said 17-year-old high school senior and healthy-living advocate Avani Rai, in a conversation with Domestic Policy Advisor Susan E. Rice. “We have the capabilities to make a difference to end hunger. It’s a choice that we have to make, but a choice that we have to make all together.” It remains to be seen what specific policies will be implemented by the administration and Congress in the coming months. Mozaffarian is leading an ongoing advocacy initiative at the Friedman School, supported by philanthropic gifts, to ensure that the most promising actions in the national strategy happen. “The national strategy sets out a strong, detailed, whole-of-government approach to fixing food,” says Mozaffarian. “It’s up to all of us to ensure these are not just words on a page but become real actions.” For Rocco Perla, a healthcare expert and co-founder of The Health Initiative, a campaign to increase investments in health, prioritizing nutrition is key. “What do people actually need to be healthy? It’s not complicated,” he said. “If we’re really committed to population health and reducing medical costs, we need to put the health care system to work for health.” Senator Bill Frist, former Senate Majority Leader and one of the co-chairs of the Task Force on Hunger, Nutrition, and Health, said in a statement that the conference is a “great [step] forward in reducing hunger, rooted in listening to those with lived experiences and bipartisan action.” Mozaffarian thanked the Biden administration and members of Congress for their leadership in making the conference happen. “We stand ready to support their efforts and move us forward,” he said. “The next phase of work for all of us across the nation will be after the conference, to ensure continued energy and attention on these critical issues and implementation of the national strategy for systemic change.” /Courtesy of Tufts University. Hernandez is, and although he is more of an offensive threat, he should have the pace and strength to stay with James. He could even test his opponent on the other end, combining with Rafael Leao to pin Chelsea back. — James Benge Most likely to score a goal: Pierre-Emerick Aubameyang. Chelsea’s summer signing hasn’t added much to his team beyond where it matters most; he keeps putting himself in positions to put the ball in the net. Aubameyang seems to have rediscovered his sense for where the ball will drop in the box and he might just be able to beat the Milan defense to it. — James Benge Man of the Match pick: Mason Mount. Graham Potter is the latest in a long line of Chelsea managers to discover how versatile, reliable and creative Mount can be. After a slightly slow start to the season, the England international has burst back into life in recent weeks and could make a major impact for the visitors in the San Siro. — James Benge Match prediction: AC Milan 1, Chelsea 1. With Hernandez back in the picture, Chelsea might not have the continual joy they did down the flanks at Stamford Bridge, setting the stage for a closer encounter that may not fall in either team’s favor. — James Benge Featured Game | AC Milan vs. Chelsea Paris Saint-Germain vs. Benfica One matchup to watch: Vitinha vs. Rafa Silva. This has the makings of a very nice all-Portuguese affair in midfield. Although Marco Verratti is PSG’s main creator, Vitinha plays an extremely important role and could help to dictate which way this one goes. As a former Porto man, he would love nothing more than to ensure that PSG get closer to booking their knockout phase berth. — Jonathan Johnson Most likely to score a goal: Kylian Mbappe. This match feels ideal for Mbappe to hit back at some of his recent critics with a goal or two. The French superstar’s position within Christophe Galtier’s setup is a subject of recent debate. Expect Mbappe to step up without Lionel Messi while Neymar should also chip in. — Jonathan Johnson Man of the Match pick: Gianluigi Donnarumma. The Italian goalkeeper has been in fine form of late and made some very good saves against Reims over the weekend. Benfica will get chances here so the Italian will need to be in the same vein here. — Jonathan Johnson Match prediction: PSG 2, Benfica 1. Benfica are capable of getting a draw, but I think that the hosts will narrowly shade it. This is one PSG cannot afford to get wrong with Juventus likely to win to close the gap. — Jonathan Johnson Featured Game | Paris vs. Benfica Barcelona vs. Inter Milan One matchup to watch: Lautaro Martinez vs. Gerard Pique. Romelu Lukaku is still sidelined, which means the Nerazzurri will continue to use Lautaro Martinez as a central striker. Much like Inter, Barcelona are also bit by the injury bug with multiple players out. Martinez’s duel with Pique could be the difference maker in this match as the experienced center back will drive the Blaugrana defense. — Francesco Porzio Most likely to score a goal: Robert Lewandowski. All eyes are on the Polish striker after a disappointing loss last week at San Siro that has now without a goal in two consecutive Champions League games. You have to go back to 2020 since the last time Lewandowski was blanked in back-to-back group stage games. He has not gone three UCL games in a row without a goal since 2018. Barcelona need to score because Xavi’s side desperately needs to win the match against Inter Milan. — Francesco Porzio Man of the Match pick: Pedri. Despite the final result, he was one of the best players of the match at San Siro. Inter Milan won’t count on Marcelo Brozovic, who is still injured. His absence creates more space for Pedri. — Francesco Porzio Match prediction: Barcelona 2, Inter Milan 0. It feels unlikely that Inter can replicate the same kind of performance away at the Camp Nou. The New York Times said in a Sunday article that executives have complained about the amount of money spent on the entire project. In addition, other concerns were raised about the “quality lockdown” placed on the company’s main virtual-reality venture, Horizon Worlds, after reports of bugs. It’s a big event for the company, whose Facebook and Instagram brands have suffered recent losses from rival TikTok. In addition, Apple’s mobile operating system privacy changes have cost Meta billions in advertising revenue, and the company recently announced layoff plans. Meta spokesperson Andy Stone said he believes the company is making progress here. “Being a cynic about new and innovative technology is easy,” Stone told the New York Times. “Actually building it is a lot harder — but that’s what we’re doing because we believe the metaverse is the future of computing.” The company is reaching out to brands with thoughts on how they can use the metaverse to  tell their stories . Why it matters: The race to the metaverse continues, but it appears to be a bumpy ride. With issues with quality, use cases and more, brands should remain cautious and not put too many eggs in any one metaverse basket until they see which products seem to be viable technologically — and for users. YouTube introduces account handles YouTube is making it easier for brands and other creators to identify their channels on the social network with the introduction of account handles in addition to existing channel names. Like Twitter, handles will be identified with @ before the channel name. “Handles will appear on channel pages and Shorts, so they’ll be instantly and consistently recognizable,” YouTube said in a blog post announcing the move. “It’ll soon be simpler and faster to mention each other in comments, community posts, video descriptions and more. For example, creators can be shouted out in a mention in comments or tagged in the title of a recent collab, helping them increase visibility and reach with new audiences.” YouTube said the handles will be gradually rolled out over the next month and accounts that have already been verified with Google will remain verified unless they change their channel name. Why it matters: This is a win-win for brands and YouTube by establishing an easier way to identify brands on the site. Right-wing social media sites small, but attract a loyal audience A new Pew Research study suggests that right-leaning social media sites have built steady news-seeking audiences who say Facebook, Twitter and YouTube restrict what they are able to see and read. The study audited BitChute, Gab, Gettr, Parler, Rumble, Telegram and Truth Social and analyzed prominent accounts and content across them. Pew found that although fewer than one of every 10 Americans say they use the sites for news, most of the users said they are satisfied with their news experience, find the information to be mostly accurate and the discussions to be mostly friendly. The study also found that most of the users on the sites (66%) identify as Republicans or lean toward the Republican Party. Why it matters: Even though brands don’t need to be on all social networks, smart public relations professionals need to have a good working knowledge of each network, its metrics and the audiences they reach. Some social networks reach certain brands, while others don’t. Understanding the full playing field is important to communicators and the brands they represent. It’s also important to understand some of the risks in these new arenas: The Pew survey found 15% of prominent accounts on these sites have been banned or demonetized elsewhere on social media— which could mean a minefield for brands seeking influencers. At the beginning of October, we got to see the latest trailer for Black Panther: Wakanda Forever, and we were introduced to a lot of new characters–including Riri Williams aka Ironheart. Outside of everything happening in the trailer, the questions still persists: Who is in the Black Panther costume? Well, we still don’t know that answer–it’s probably Shuri–but a slew of new posters for the movie have been released, giving us a closer look at each character in the movie. From the previously mentioned Shuri to M’Baku, most of the cast is getting their own poster. In total, 12 were released, with some featuring both Wakandans and Atlanteans. You can find all of them below. As for the Black Panther sequel, we may not have confirmation of who the titular hero is, but we do know a few other things. Black Panther is the official end to Phase 4 of the MCU, which started with the Disney+ series WandaVision. Daniel Kaluuya, who played W’Kabi in the first movie, will not be appearing in Wakanda Forever because of scheduling conflicts, as he was already involved in Jordan Peele’s Nope. Black Panther: Wakanda Forever releases on November 11, 2022. Aneka This is a new character for the movie, played by Michaela Cole, known for her role on the HBO Max series I May Destroy You. She’ll be playing a Dora Milaje. Attuma In the comics, Attuma is actually Namor’s enemy. He’s a warlord and wants to conquer Atlantis. Attuma is played by Alex Livinalli, who played Santos Delgado on Ozark. Ayo Ayo is returning for Wakanda Forever, and once again, Florence Kasumba will reprise her role as the member of the Dora Milaje. M’Baku Leader of the Jabari, who were once shut off from the other tribes of Wakanda, M’Baku will once again be played by Winston Duke. Nakia One of the people closest to T’Challa, Lupita Nyong’o will reprise her role as Nakia. Namor The leader of Atlantis, and half-Atlantean/half-human, Namor is played by Tenoch Huerta. If Namor is similar to his comic book counterpart, this could be the first mutant in the MCU. Namora The cousin of Namor, the full-Atlantean (which is a departure from the comics) will be played by Mabel Cadena. She’s known for her role of Itzel on the TV series Monarca. Okoye The leader of the Dora Milaje, Okoye will be played again by Danai Gurira. Ramonda The mother of T’Challa will once again be played by Angela Bassett. Riri New to the MCU, Riri Williams will be played by Dominique Thorne (Judas and the Black Messiah). She’ll also go by the name Ironheart. She’s a genius teenager who builds her own Iron Man armor. Ross Martin Freeman returns, playing the role of Everett Ross. Shuri The little sister to T’Challa–and inventor of all of Black Panther’s cool gadgets–Letitia Wright reprises her role as Shuri. She’s speculated to be the new Black Panther.

More below on the apparent Russian hack that knocked more than a dozen airport websites offline yesterday. Below: Officials say flight operations weren’t affected by pro-Russian hackers’ denial-of-service attacks and in a speech today, the U.K. intelligence chief will warn about China’s use of technology.  Watch for new global rules for cryptocurrency, used by criminals to profit off cyber attacks Washington is the center of the world for the cryptocurrency industry this week, as top crypto executives and global financial regulators converge on the city for a pair of meetings that could indicate how the sector will fit into the broader financial system.   The meetings come as U.S. law enforcement and national security officials warn that cybercriminals are using cryptocurrencies and tools to profit off cyberattacks and launder their ill-gotten gains.  U.S. policymakers take the stage first, starting today, as the two-day DC Fintech Week kicks off with speeches from acting comptroller of the currency Michael Hsu and Rostin Behnam, the Commodity Futures Trading Commission chair who has been angling to oversee more of the industry.  But a potentially bigger reveal will come as soon as Wednesday: The Financial Stability Board, which coordinates international financial regulation, is set to unveil its proposed global rules for crypto amid a conference of Group of 20 finance ministers. The board’s plan is expected to advocate a strict approach to ensuring digital assets don’t pose a systemic risk or allow terrorists and other criminals to fund their exploits.  The group has no formal power to set policy. But it has a track record of pushing its views into force. For one, its recommended capital and liquidity requirements for banks in the aftermath of the global financial crisis helped establish the new standard, Cowen Washington Research analyst Jaret Seiberg wrote in a note to clients. “That gives it clout.”  And U.S. regulators who have called for getting tough on the crypto industry play a key role in the group. “It’s fair to say the U.S. wants to lead on this globally and largely has been leading on it,” said Patrick Dougherty, a former Securities and Exchange Commission lawyer who is now on the board of the Global Digital Asset and Cryptocurrency Association.  The White House has called for oversight and enforcement in the cryptocurrency space, with officials citing massive North Korean hacks and the use of cryptocurrency in the ransomware ecosystem. President Biden is considering amendments to finance and other laws so that prosecutors can investigate and crack down on criminals using cryptocurrencies, the White House said.  Law enforcement officials have clawed back some ransoms paid to cybercriminals, and the Treasury Department has sanctioned cryptocurrency mixers that have been used by cybercriminals to launder their profits.  But the cryptocurrency industry has been critical of the sanctions on Tornado Cash, a mixer, with cryptocurrency exchange Coinbase bankrolling a lawsuit to challenge the sanctions.  The crypto industry has won powerful friends in Congress, but federal financial watchdogs remain skeptical.  Just last week, the U.S. supercommittee of financial regulators known as the Financial Stability Oversight Council issued a warning that left unchecked, crypto could grow into a systemic financial threat.  SEC Chairman Gary Gensler, who sits on both that panel and the global board, has drawn criticism from the crypto industry for arguing that existing securities laws give him the authority he needs to police the industry.  The Financial Stability Board appears primed to make a similar case. Steven Maijoor, who is crafting the group’s policy, told Politico last month that a “lot of the activities in crypto assets and crypto assets markets resemble activities in the traditional financial system and therefore we take the approach: Same activity, same risk, same regulation.” The board is also set to take a closer look at stablecoins, the digital tokens that peg their value to an external asset such as the dollar. The failure of the Terra stablecoin in May wiped out $40 billion in value and accelerated a downturn in crypto markets, underlining the urgency of establishing rules for issuers of those cryptocurrencies. Yet a congressional push to regulate stablecoins has foundered ahead of the midterm elections. Congress, rather than global regulators, still needs to resolve the matter with clearer rules for the assets, said Dario de Martino, co-head of the fintech and blockchain practice at law firm Allen & Overy. In the meantime, the Crypto Council for Innovation, an industry group that takes an international approach, warned “a heavy-handed approach could cut this technology off at its knees.” Linda Jeng, the group’s chief global regulatory officer, said in a statement that global coordination “is a good thing. It means companies don’t have dozens of different rules to follow. But we are headed into a web3 economy and we hope they considered the benefits of what a web3 economy can do.” Flight operations weren’t affected by pro-Russian hackers’ denial-of-service attacks, officials say Websites for a half dozen U.S. airports went offline after a group of pro-Russian hackers known as Killnet called for coordinated denial-of-service attacks on a list that included U.S. airports, Lori Aratani reports. In denial-of-service attacks, targets are flooded with traffic until they can’t respond or crash. “Managers at multiple airports said they notified the FBI and the Transportation Security Administration about the cyberattacks,” Lori writes. “In a statement, the FBI said it was aware of the incident but had no additional information. The TSA declined to comment, referring inquiries to individual airports.” Though the attacks were highly visible, Mandiant Vice President for Intelligence John Hultquist characterized denial-of-service attacks more as a “public nuisance” than a serious cybersecurity threat because they don’t target key internal systems that would affect the operations of an airport. But when such attacks do take place, they’re effective in drawing attention, he said. The Killnet group has been behind other such attacks, including ones targeting European governments. Last week, the websites of some U.S. states went down after the group took aim at states, NBC News reported.  Ukraine’s government-affiliated volunteer force known as the IT Army has rallied its supporters to launch waves of traffic directed at Russian sites, NBC News reported.  Former NSA employee who tried sending documents to Russia should be detained pending trial, prosecutors say The crimes that former National Security Agency information systems security designer Jareh Dalke is being accused of — six counts of trying to send defense documents to Russia — are so serious that Dalke should be detained before his trial, prosecutors said in a filing. Dalke was an NSA employee for a month-long period this year; around a month after he left, he tried to contact Russian agents, prosecutors say. Dalke sent documents on plans to update cryptographic programs, information on U.S. defenses and details about a foreign government’s military capabilities to an undercover FBI agent, prosecutors said. In a sealed filing, Dalke “appears to concede that he is accused of a serious offense and therefore that he should only be released on the strictest of conditions,” the government said in its filing, noting that Dalke “claims that his background in the military and law enforcement weigh in his favor.” But prosecutors say he betrayed the United States — apparently out of a mix of “profit and ideology” — and needs to be held in custody. A federal court is set to hold a hearing on Dalke’s detention today. Dalke’s attorneys didn’t respond to a request for comment. U.K. intelligence chief to warn about China’s use of technology GCHQ Director Jeremy Fleming will warn in a speech today that China’s pursuit of digital currencies and satellite systems could allow the country’s government to easily track its citizens, NBC News‘s Dan De Luce reports. Fleming is set to deliver the China-focused remarks at the Royal United Services Institute think tank. U.S. and U.K. officials have been warning that China’s government poses a significant threat to the United States. In July, FBI Director Christopher A. Wray and MI5 Director General Ken McCallum warned that Western firms and governments are under relentless pressure from the Chinese government. Fleming also plans to discuss Russia’s invasion of Ukraine, De Luce reports. “Far from the inevitable Russian military victory that their propaganda machine spouted, it’s clear that Ukraine’s courageous action on the battlefield and in cyberspace is turning the tide,” Fleming plans to say. Biden administration previews upcoming cybersecurity agenda In a fact sheet, the Biden administration previewed upcoming cybersecurity developments: This month, the White House will discuss the creation of cybersecurity labels for smart devices with companies, organizations and partners in the government, according to the fact sheet. The initiative will start with routers and home cameras, On Oct. 31 and Nov. 1, the White House will host international partners to “accelerate and broaden” the work of the International Counter-Ransomware Initiative, the fact sheet says. The justices turned away McKinsey’s request that they overturn a lower court’s decision that the lawsuit by Alix, who has accused the firm of running a “criminal enterprise” by hiding its ties to lenders and its clients’ competitors. Alix’s lawsuit accused McKinsey and several current or former employees of violating the Racketeer Influenced and Corrupt Organizations Act (RICO), a U.S. law used to target illegal conspiracies that originally was designed to target organized crime. U.S. District Judge Jesse Furman in Manhattan in 2019 dismissed the lawsuit, saying Alix did not assert a “proximate” link between McKinsey’s alleged wrongdoing and harm to AlixPartners. Alix reported owning a 35% equity stake in AlixPartners. The New York-based 2nd U.S. Circuit Court of Appeals in January revived the case, saying Furman gave “insufficient consideration” to whether McKinsey undermined the integrity of federal judicial proceedings. “If McKinsey’s conduct has corrupted the process of engaging bankruptcy advisors, as Alix plausibly alleges, then the unsuccessful participants in that process are directly harmed,” 2nd Circuit Judge Barrington Parker wrote. McKinsey in its petition to the Supreme Court argued that the 2nd Circuit’s decision ran contrary to past rulings by the high court holding that RICO lawsuits may be brought only by plaintiffs injured “directly” by wrongdoing. The restructure primarily involved roles that had become redundant or were incompatible with other parts of the reorganization plan. “Earlier this week we proactively made some organizational changes that strengthen our company and establish clear supply and demand functions to position us for our next phase of expansion,” a spokesperson for Impossible Foods said. “As a result, some roles were eliminated, but we’re continuing to actively recruit for key positions that will enable our continued growth.” The move is just the most recent shakeup within the plant-based alternatives market amid declining growth in the segment, including the permanent closure of Planterra Foods on Oct. 3. Likely the result of economic pressures and higher shelf prices, a report from the Brightfield Group found that shopper penetration for burger and chicken alternatives fell 7% and 6%, respectively, within the second quarter of 2022.  The spokesperson denied any connection between such studies and its reorganization, however. “Contrary to reports about the performance of the plant-based meat category and a number of companies within it, we’re seeing hyper growth, with over 60% year-over-year sales growth in retail alone,” the spokesperson said.

Crypto’s Evolution As An Asset Class Needs Better Accounting – Bloomberg Tax https://bentoncountynewsnow.com/cryptos-evolution-as-an-asset-class-needs-better-accounting-bloomberg-tax/ Last year, bitcoin passed a key milestone toward institutional acceptance as an array of publicly traded companies added it to their corporate treasuries. Alongside traditional financial instruments, and despite a significant price drawdown, companies such as Tesla, Block (formerly Square), and Coinbase still hold over $100 million worth of bitcoin today. But after last year’s initial hype, the corporate balance sheet clamor for bitcoin has slowed to a crawl, likely due in part to complex accounting rules. For observers and investors in public companies holding bitcoin, disclosure rules are also vague and deter transparency. Tesla recently left a mystery in its wake as it sold 75% of its initial $1.5 billion bitcoin stake, leaving questions about its initial cost basis and disposition unanswered. To be fair, such transparency is by no means required under current accounting rules. According to today’s accounting standards, bitcoin, which is considered an “intangible asset,” is disclosed in a markedly different way than typical investments such as cash, stocks, or bonds. Publicly traded firms are required to incur impairment charges against their bitcoin purchases whenever prices dip below the initial cost basis. In other words, and especially for volatile assets like bitcoin and other cryptocurrencies, impairment ends up harming the bottom line of public earnings reports and requires companies to hold these assets on their balance sheets at their lowest valuation since the point of purchase. It also can be a significant logistical challenge for accounting teams to accurately track intraday price movements to properly record impairments. As crypto winter has set in, the bitcoin-heavy balance sheet for the publicly traded Microstrategy has weighed especially heavily, as it has had to report hundreds of millions of dollars’ worth of losses via impairment charges over recent quarters. While corporates have slowed or reversed their bitcoin balance sheet acquisitions, institutional adoption is continuing in other meaningful ways. Blackrock recently teamed up with Coinbase to enable crypto investment for institutional investors, and Fidelity plans to enable 401(k) investment in bitcoin later this year. If the digital asset class is truly ready for maturity, however, it’s past time for better accounting rules and regulatory transparency. Transparency enforced by official institutional guidance can help prevent meltdowns and undue harm to investors. In the wake of high-profile crypto bankruptcies such as Celsius and Voyager, these tenets are as critical as ever. Key institutions such as the Financial Accounting Standards Board and the Securities and Exchange Commission are poised to fill the digital asset accounting gap for public and private firms. Last March, the SEC issued Staff Accounting Bulletin 121, which offered SEC staff interpretations on crypto accounting safeguards. In this guidance, the SEC staff expressed views related to “entities that have obligations to safeguard crypto-assets held for their platform users.” The guidance requires that these entities recognize a safeguarding asset and liability and notes “that crypto-assets should be recorded as a liability and corresponding asset on their balance sheet at fair value.” The staff interpretation recommends that companies gross up their balance sheet when they are responsible for safeguarding customer assets. But soon after SAB 121 was issued, SEC Commissioner Hester Peirce raised several dissenting concerns. First, she wondered “why now?” as bankruptcies and thefts from cryptocurrency custodians have been occurring for years. Second, she noted, “the SAB does not acknowledge the Commission’s own role in creating the legal and regulatory risks that justify this accounting treatment. The Commission has refused, despite many pleas over many years, to provide regulatory guidance about how our rules apply to crypto-assets, so some of the responsibility for the lack of legal and regulatory clarity lies at our doorstep.” Further, Peirce seeks coordination between the SEC and the FASB in setting official accounting standards. In that regard, and after requests by companies and investors frustrated by impairment charges and lack of transparency, the FASB may soon share its own official guidance. Ideally, the new FASB rules will lead to clearer accounting outcomes that are more aligned with economic realities—for example, holding digital assets on the balance sheet at fair value rather than impaired cost—along with better disclosure and transparency rules for crypto-asset holdings by corporations. Given official accounting standards and guidance by institutions such as the FASB, crypto should evolve to meet the same standards as traditional asset classes. Similar to what traditional asset classes experienced in 2008, cryptocurrency recently experienced its own high-profile Lehman-like bankruptcies. In the wake of the 2008 financial crisis, a speech by SEC Commissioner Kathleen Casey homed in on the need for accounting standards to promote transparency. After the traditional mark-to-market accounting standard came under duress as asset prices dropped and liquidity receded, the FASB and other institutions swiftly coordinated to offer definitive guidance for fair value accounting in illiquid markets, in addition to improved disclosure transparency. Crypto needs similar standards—and fast. The FASB is coordinating with other relevant agencies to offer formal guidance in the foreseeable future, and that will be critical for cryptocurrency’s maturation as a new asset class. After a chaotic crypto winter, regulatory clarity, transparency, and better accounting will let spring finally emerge again. Israel, Lebanon Agree To Maritime Border Deal Brokered By The U.S. – Axios https://bentoncountynewsnow.com/israel-lebanon-agree-to-maritime-border-deal-brokered-by-the-u-s-axios/ Officials in Israel and Lebanon announced Tuesday they have accepted a U.S.-mediated agreement on a maritime border between the countries.  Why it matters: Once signed, the historic deal between the two traditional enemies will allow the beginning of natural gas exploration in the disputed area in the eastern Mediterranean Sea and reduce the threat of regional war.  The dispute is over a potentially gas-rich, 330-square-mile disputed area of the Mediterranean Sea with an estimated value reaching billions of dollars. The need for a deal has become especially urgent as the Karish rig, a major Israeli gas project that Israel’s government says is south of the disputed area, prepares to come online. Hezbollah has called the beginning of production in the Karish rig a red line. What they’re saying: “This is an historic achievement that will strengthen Israel’s security, inject billions into Israel’s economy, and ensure the stability of our northern border,” Israeli Prime Minister Yair Lapid said Tuesday in announcing that Israel had agreed to the final draft proposal. “The draft agreement meets all the security and economic principles laid out by Israel,” he added. Lebanese President Michel Aoun officially announced that Lebanon accepted the final U.S. proposal and said he hopes an agreement can be announced as soon as possible. The big picture: U.S. envoy Amos Hochstein in the past year resumed efforts to reach a deal after efforts by previous officials over the last decade failed. Israeli national security adviser Eyal Hulata said Tuesday that all of the Israeli government’s demands in the maritime border negotiations with Lebanese officials were met.  “The changes we asked for in the text were made. All of Isrsel’s security interests were safeguarded. We are on a path towards a historic agreement,” he added.  Lebanese chief negotiator Elias Bou Saab told Reuters the proposed agreement “takes into consideration all of Lebanon’s requirements” and “could imminently lead to a historic deal.” Between the lines: The agreement still faces several challenges on the Israeli side. The security cabinet, which is expected to meet on Wednesday, will likely approve the agreement, but it also needs to be approved by the full government plenary. Alternate Prime Minister Naftali Bennett has veto power in the plenary, though at this time it appears he won’t use it. The agreement will be reviewed by the Knesset for 14 days and then go back to the government plenary for final approval. Flashback: A week ago, it appeared the two sides were headed toward a deal. But negotiations broke down after Israeli officials rejected comments by their Lebanese counterparts on the draft agreement, claiming they were a “material breach” of the text. Israeli officials were concerned about their Lebanese counterparts’ refusal to recognize the three-mile security line of buoys Israel placed in the sea between the countries, and the Lebanese reservations about the compensation Israel would get for its economic rights in the disputed area.  But U.S. officials continued to mediate between the parties. And Israeli and U.S. officials said on Monday night that a solution was found to the remaining issues and a final text was sent to the parties. What to watch: Several right-wing Israeli NGOs appealed to the supreme court against the agreement. The supreme court process could halt the final approval of the agreement and potentially stop it completely until after the Nov. 1 Israeli election. Travelling during public holidays is not considered for LTA reimbursement Are you aware of the component of Leave Travel Allowance (LTA) for employees, that covers your travel expenses? Do you know that the component is already part of your salary and you are eligible to use it for your travels? Read on to find out all about LTA and tweak your upcoming travel plans accordingly. What is the allowance for? Leave Travel Allowance is a component that has to be included by employers in their employees’ annual CTC, as a best practice, to enable people of the working class to enjoy vacations with their families. This allowance does not come under the total taxable income, which means that the employee need not pay tax for receiving LTA. As evident from the name itself, LTA covers only the travel expenditure involved, and not expenses related to staying, food, shopping, short travels within the vacation destination or international travel. LTA can only be claimed for travels made within India. Who is eligible? If you are a salaried employee and your offer letter contains the LTA component, you are eligible for the allowance. There is no waiting period for the LTA, the eligibility begins on the first day of employment. It can cover the actual travel expenses of you, your spouse and your immediate family (parents, in-laws and two children if they are born after 1 October 1998.) After the trip, you can submit bills of travel collectively, for all persons who travelled, to your admin/finance department, for reimbursement, subject to your salary slab. No amount will be credited to you in advance. What routes and transport can I take? You are eligible for reimbursement only for the travel fare between your starting point (origin) and your farthest destination in the trip. Stops or reroutes in between will not be considered. The first preference is for you to travel by first-class AC train or by air. If a railway connection is available for a portion of the route or is unavailable, the employer would consider the fare equivalent to that of an established transport medium (first class AC, or deluxe bus, whichever is appropriate to the route.) for reimbursement. When can I avail of LTA? An employee can avail of LTA twice in 4 years (a block year). The latest block year was 2018-2021, and the current block year is 2022-2025. If you fail to avail of LTA in the last two years of the block year, you can avail of the allowance in the succeeding block, subject to terms and conditions. LTA cannot be availed for a yearly vacation. Can I travel during public holidays and claim LTA? The LTA is only applicable if an employee takes planned leave from work and travels during the period of leave. Travelling during public holidays is not considered for LTA reimbursement, however, some companies make the exemption. How to claim LTA? After the travel, the employee is required to submit all bills relating to travel to the HR/Admin department of the company, after considering your eligibility, the HR approves and sends it to finance, after which they proceed with your reimbursement. The fall in the number looking for work has helped to push the unemployment rate to its lowest for nearly 50 years. The jobless rate fell to 3.5% in the three months to August, the Office for National Statistics (ONS) said. The number of job vacancies fell again, although the level still remains high with many firms struggling to recruit. However, the squeeze on pay remains, with rises in regular wages failing to keep up with the rising cost of living. ONS head of labour market and household statistics David Freeman said the number of people neither working nor looking for work had continued to rise over the past few months. The economic inactivity rate increased to 21.7% in the June to August period, the ONS said, with those inactive because they are long-term sick hitting a record high of nearly 2.5 million. Mr Freeman added: “While the number of job vacancies remains high after its long period of rapid growth, it has now dropped back a little, with a number of employers telling us they’ve reduced recruitment due to a variety of economic pressures.” The estimated number of vacancies in the three months to September fell by 46,000 to 1,246,000, the largest fall since mid-2020 during the Covid pandemic. Ruth Gregory at Capital Economics said that while there were “tentative signs that the labour market is cooling from the red-hot conditions seen in recent months, the shortfall in labour supply is keeping it exceptionally tight”. “That will maintain intense pressure on the Bank of England to raise rates aggressively over the coming months,” she added. ‘Recruitment problems are limiting our growth’ One company still struggling to recruit enough staff is PMG Services, a waste management business based in Bristol. It employs 50 people, but has a vacancies for a wide range of roles. “We get a lot of interested candidates, we offer interviews, and then we get a lot of no-shows which is really disheartening and wastes so much time,” says PMG’s Clare McGuinness. “Some people are offered jobs and don’t even show up for work. It’s a real challenge,” she adds. The company has also raised salaries to try to help recruitment, as well hold on to its current workers. She says the ongoing vacancies are making it difficult for the company to take on extra work. “We’ve become very lean. We’ve increased our efficiencies but there’s only so much we can do, and it really limits our ability to grow.” The ONS data showed that while wages were seeing strong rises, they were still failing to keep with rising prices. Regular pay – which excludes bonuses – grew at an annual rate of 5.4% in the June to August period, the ONS said, which is the strongest growth seen outside of the coronavirus pandemic period. However, inflation – the rate at which prices rise – currently stands at a near 40-year high of 9.9%. When taking the rise in prices into account, the value of regular pay fell by 2.9% in the three months to August, the ONS said. Reacting to the figures, the Chancellor, Kwasi Kwarteng, said “the fundamentals of the UK economy remain resilient”. “Our ambitious Growth Plan will drive sustainable long term growth, meaning higher wages and better living standards for everyone, and we are cutting taxes so people can keep more of what they earn,” he added. Lee’s statement Tuesday came days after a luxury yacht connected to Russian tycoon Alexey Mordashov docked in the city. Mordashov, who is believed to have close ties to Russian President Vladimir Putin, was sanctioned by the U.S., U.K. and the European Union in February after Russia’s invasion of Ukraine. Hong Kong authorities have said that they do not implement unilateral sanctions imposed by other governments. “We cannot do anything that has no legal basis,” Lee told reporters. “We will comply with United Nations sanctions, that is our system, that is our rule of law,” he said. A U.S. State Department spokesperson said in a statement Monday that “the possible use of Hong Kong as a safe haven by individuals evading sanctions from multiple jurisdictions further calls into question the transparency of the business environment.” The State Department spokesperson also said the city’s reputation as a financial center “depends on its adherence to international laws and standards” and that U.S. companies “increasingly view Hong Kong’s business environment with wariness” due to an erosion of Hong Kong’s once high degree of autonomy and its freedoms. The $500-million superyacht Nord, allegedly owned by Mordashov, moored in Hong Kong’s harbor on Wednesday following a weeklong journey from the Russian city of Vladivostok. Mordashov is one of Russia’s richest men, with an estimated wealth of about $18 billion. He also is the main shareholder and chairman of Severstal, Russia’s largest steel and mining company. Mordashov has tried to challenge the sanctions against him in European courts. U.S. and European authorities have seized over a dozen yachts belonging to sanctioned Russian tycoons to prevent them from sailing to other ports that are not affected by the sanctions. So Russian oligarchs have begun docking their yachts at ports in places like Turkey, which has maintained diplomatic ties with Russia since the war began. The Nord measures 141.6 meters (464.6 feet), has two helipads, a swimming pool and 20 cabins. It is operating under a Russian flag. Beijing sets foreign policy for Hong Kong and has demurred from participating in sanctions against Russia for its attack on Ukraine. Britain handed control over its colony Hong Kong to China in 1997, promising to respect its semi-autonomous status as a separate economic and customs territory. The semi-autonomous city’s status as an international business hub and financial center has suffered in recent years after Beijing imposed a tough national security law on the city, aimed primarily at stamping out dissent following months of antigovernment protests in 2019. Critics say the security law, which in certain cases allows for suspects to be transferred to mainland China for trial in its opaque legal system, could threaten Hong Kong’s rule of law. Following passage of the law in 2020, the United States sanctioned Lee, then Hong Kong Chief Executive Carrie Lam and other Hong Kong and mainland Chinese government officials, for “undermining Hong Kong’s autonomy and restricting the freedom of expression or assembly.” Lee blasted the ban on personal and official travel to the U.S. and access to the American financial system. He was responding to a question of whether he is paid in cash, as was the case for Lam, who was also placed under U.S. sanctions that limit the ability of those designated for such penalties to transfer funds across national boundaries or convert them into different currencies. “The second thing about the so-called sanction imposed on people in Hong Kong without justification, it is a very barbaric act, and I’m not going to comment on the effect of such barbaric act, because officials in Hong Kong do what is right to protect the interests of the country, and the interests of Hong Kong, so we will just laugh off the so-called sanctions,” Lee said.
