WASHINGTON, Oct 18 (Reuters) – The United States will continue to take “practical, aggressive” steps to make it harder for Iran to sell drones and missiles to Russia, State Department deputy spokesperson Vedant Patel said on Tuesday, adding that Washington had a number of tools to hold both Moscow and Tehran accountable.
Patel, speaking at a daily press briefing, said such measures could include sanctions and export controls.
“We will continue to take practical, aggressive steps to make these weapons sales harder, including sanctions, export control actions against any entities involved,” Patel said.

Ukraine has accused Russia of using Iranian-made Shahed-136 drones in attacks in recent weeks. Iran denies supplying them and on Tuesday the Kremlin also denied using them.
Reuters reported on Tuesday that Iran has promised Russia it would supply them with surface to surface missiles, in addition to more drones. read more
The U.S. State Department assessed that Iranian drones were used on Monday in a morning rush hour attack on the Ukrainian capital Kyiv, a U.S. official said. White House spokesperson Karinne Jean-Pierre also accused Tehran of lying when it said Iranian drones were not being used by Russia in Ukraine.
The United States in September imposed sanctions on an Iranian company it accused of coordinating military flights to transport Iranian drones to Russia and three other companies it said were involved in the production of Iranian drones. read more

WASHINGTON (AP) — Joe Biden — a president who wants to move past fossil fuels — is rushing to increase oil supplies ahead of next month’s midterm elections.
Administration officials have teased that additional oil can be released from the U.S. strategic reserve as part of a response to recent production cuts announced by nations in OPEC+. The prospective loss of 2 million barrels a day — 2% of global supply — has had the White House saying that Saudi Arabia sided with Russian President Vladimir Putin and pledging that there will be consequences for supply cuts that could prop up energy prices.
Multiple White House officials say that the U.S. strategic reserve contains roughly 400 million barrels of oil, and Biden could order an additional release as early as Wednesday, when chief of staff Ron Klain said he is set to deliver remarks on his administration’s efforts to lower gas prices. Still, reserves are at their lowest levels since 1984 after Biden in March announced the release of 180 million barrels over six months. The officials spoke on the condition of anonymity because they were not authorized to discuss plans publicly ahead of a White House announcement.
Bloomberg News reported Monday that the administration is moving toward an additional release of 10 million to 15 million barrels. That range would not cover even one full day’s use of oil in the U.S., according to the Energy Information Administration.
Biden has pledged to speak about his plans to reduce gasoline prices this week. White House press secretary Karine Jean-Pierre declined to say what policies Biden will discuss, telling reporters at Tuesday’s briefing, “I will let the president speak for himself.”
Jared Bernstein, a member of the White House Council of Economic Advisers, said that a past release of oil from the U.S. strategic reserve contributed to a decline in prices at the pump this summer. That decline ended last month as prices began to rise again, though they’ve eased somewhat in the past week.
Bernstein suggested to Fox News Sunday that the reserve is large enough that the White House could tap it again.
“There are still 400 million barrels of oil in the strategic reserve — it is more than half full,” Bernstein said, adding that Biden had not yet made a final decision on releasing more barrels.
Biden still faces political headwinds because of gas prices. AAA reports that gas is averaging $3.87 a gallon, up from a month ago when falling prices at the pump suggested that the president and his fellow Democrats were faring better in surveys.
An analysis Monday by ClearView Energy Partners, an independent energy research firm based in Washington, D.C., suggested that two states that could decide control of the evenly split Senate — Nevada and Pennsylvania — are sensitive to energy prices. The analysis noted that gas prices over the past month rose above the national average in 18 states, which are home to 29 potentially “at risk” House seats.
Even if voters want cheaper gasoline, expected gains in supply are not materializing because of a weaker global economy. The U.S. government last week revised downward its forecasts, saying that domestic firms would produce 270,000 fewer barrels a day in 2023 than was forecast in September. Global production would be 600,000 barrels a day lower than forecast in September.
The hard math for Biden is that oil production has yet to return to its pre-pandemic level of roughly 13 million barrels a day. It’s about a million barrels a day shy of that level. The oil industry would like the administration to open up federal lands for drilling, approve pipeline construction and reverse its recent changes to corporate taxes.
But Biden has resisted the policies favored by U.S. oil producers. Instead, he’s sought to reduce prices by releasing oil from the U.S. reserve, shaming oil companies for their profits and calling on greater production from countries in OPEC-plus that have different geopolitical interests, said Frank Macchiarola, senior vice president of policy, economics and regulatory affairs at the American Petroleum Institute.
“If they continue to offer the same old so-called solutions, they’ll continue to get the same old results,” Macchiarola said.
Because fossil fuels lead to carbon emissions, Biden has sought to move away from them entirely with a commitment to zero emissions by 2050. When discussing that commitment nearly a year ago after the G-20 leading rich and developing nations met in Rome, the president said he still wanted to also lower gas prices because at “$3.35 a gallon, it has profound impact on working-class families just to get back and forth to work.”
Since Biden spoke of the pain of gas at $3.35 a gallon and his hopes to reduce costs, the price has risen another 15.5%.

JACKSONVILLE, Fla. – After abruptly postponing the legally required presentation of the district’s supplemental health curriculum in September, the Duval County School Board reviewed the new proposed plan for how the district will teach students about reproductive health and disease prevention.
The original curriculum that Duval County Public Schools had planned to use — obtained through third-party companies HealthSmart, Draw the Line/Respect the Line, and Reducing the Risk — was rescinded because of concerns they may not meet the requirements of new state law.
Board members reviewed and discussed the new curriculum on Tuesday, and they will take a vote on whether to approve the plan during a future board meeting.
The supplementary health curriculum is required by state law, therefore, the district must approve lesson plans that meet those requirements and teach the curriculum to this year’s students before the end of the school year, or the district will have failed to uphold state law.
One of the main discussions among the board members dealt with the terms “may” or “will” with respect to a classroom teacher using tangible, medically-accurate equipment — or “props” — to teach the proper use of condoms. Also, there was some disagreement as to how early a condom demonstration should happen.
Board members Charlotte Joyce and Cindy Pearson said middle school was too early to teach students about proper condom use, while other members said information about safe sex should be introduced before.
Melissa Bernhardt’s children attend private school, but she was at Tuesday’s meeting representing County Citizens Defending Freedom, a Christian conservative political organization.
“I’m optimistic that the school is really focused on serving the community with age-appropriate content, and they’re still servicing all the students — so all-inclusive. I like that there are two different programs — one for the middle school, one for the high school. As a person of faith, maybe it’s not what I would want, but it does serve the community,” Bernhardt said.
Also at the meeting was Dr. Jennifer Cowart, an internal medicine specialist at Mayo Clinic. The physician said the pushback on this curriculum is not coming from the medical community.
“So the controversy is really, in my opinion, a very small number of folks, and the vast majority of parents just believe this is already happening in the school and do not believe this controversial, and in the medical community, it’s not controversial,” Cowart said.

Over the last two years, iconic shoe brand Adidas has been establishing a metaverse presence by collaborating with tech partners and creators and also rolling out their own NFT.
Leading the effort is Erika Wykes-Sneyd, who spoke about the brand’s journey at the recent DPAA Global Summit. She has experience in fintech and gaming technology at PlayStation, Venmo and Uber.
Here are the steps Adidas has taken so far.
Build a metaverse-ready team
Adidas began their metaverse journey in February of 2021. Tesla’s Elon Musk had just tweeted that his company would accept payment for cars in Bitcoin. This boosted the credibility of cryptocurrency, as well as the underpinning blockchain technology that governs transactions in web3. If more users were going to be collecting and showing off blockchain-based NFTs, then this was a space in which brands should also be involved.
Wykes-Sneyd started a metaverse task force allowing anyone within the organization to opt in and contribute ideas.
“I immediately found a lot of passionate individuals in the organization who were already thinking about the space,” she said, adding they were “front line workers,” who weren’t in the C-suite or IT department. They were people who, during pandemic lockdowns, were spending more time getting involved in web3 projects on the side, often on Discord.
From the 55 people who initially showed interest on a company chain email, Wykes-Sneyd created a 22-person taskforce that included employees across the organization.
Members of the taskforce were then invited to pitch ideas.
“We found opportunities and the talent pools that were sitting in the organization,” said Wykes-Sneyd.
Using these ideas, Wykes-Sneyd developed a go-to-market strategy with the same foundations in consumer and category research that she uses with other product launches. The difference, she said, was in this case it was a bottom-up process involving people at all levels of the organization.
“Bring in the people that live it on a day-to-day basis,” she said. “It’s not going to come from the top-down.”
Choose partners carefully
“There’s a lot of different ways to get into this space, but you could argue that ours came with more risk because we did put an NFT on blockchain and now we have to service that community in perpetuity, until we decide we’re not going to do this anymore,” Wykes-Sneyd said.
With younger consumers moving from social media platforms to Discord and 3D virtual gaming platforms like Roblox, Adidas wanted to make sure they had an authentic, credible presence in front of the web3 audience.
Adidas dropped an NFT allowing the users who purchased it to be part of a special club of like-minded Adidas fans.
They partnered with a well-known pioneer in the crypto space, GMoney. For better or worse, they also partnered with Bored Ape Yacht Club, an etherium-based NFT collective – who are well known in the community and have recently been investigated by the SEC. Adidas also participated in brand placements on NFT-based comics created by PUNKS Comics.
“It’s really difficult for marketers to find ways to be culturally credible, native and organic, and so it’s going to be the rise of these micro-communities where smart, savvy marketers are going to be showing up next,” said Wykes-Sneyd.

Each step in the journey gets the brand closer to selling real merchandise and virtual wearables and tokens through web3 channels. The plan is for Adidas to build secondary revenue on merchandise by including an NFT with each individual item sold. When pairs of Adidas shoes are resold, the NFT’s blockchain will record that transaction. And built into that blockchain will be an agreement that awards Adidas a cut of those secondary sales.
But whether it’s actual merchandise, or virtual wearables for avatars, the point is for consumers to be able to flex their brand affinity wherever they are.
“Identity is the next big thing to explore,” said Wykes-Sneyd. “How do you want to identify in your virtual world? How is that identification going to show up? What do you want to be? What’s your pseudonym going to be, what kind of traits do you want?”
She added, “There’s a real hopefulness in the space. Please don’t get stuck in the negativity. Start to look past that, because once you do, you will be more unlocked to the opportunities this younger generation is searching for. And they’re going to make it happen with or without us. So, I would say we want to be with them.”

Haiti’s descent into anarchy accelerated, predictably, after its president’s assassination 15 months ago. Only now, finally, is the Biden administration throwing its weight behind international intervention — sending in a force that would presumably include U.S. personnel in some capacity. That stance, too long in coming, is justified on humanitarian grounds and dovetails with the United States’ own interests. It also sets the stage for a risky and possibly violent insertion of police or soldiers in a country where armed criminal gangs have made the capital city a lawless dystopia.
In backing an intervention, Washington and its allies must calibrate the deployment to meet the undeniable dangers. President Biden and other key leaders should make the case that the perils of acting are outweighed by the urgency of containing a security and public health emergency that threatens hundreds of thousands of lives.
The United States and Mexico introduced a resolution at a special session of the U.N. Security Council on Monday, urging what the U.S. envoy to the United Nations, Linda Thomas-Greenfield, called “a limited carefully-scoped non-UN mission led by a partner country with the deep, necessary experience.” The draft echoes a similar recent proposal aimed at reinforcing the Haitian police from U.N. Secretary General António Guterres, who on Monday called Haiti’s crisis “nightmarish.”
The immediate trigger for action is that gangs in Port-au-Prince, the capital, have blockaded the country’s biggest fuel terminals and severed roads, meaning hospitals, schools, food outlets and banks can no longer provide basic services. Water supplies are also breaking down, and a cholera outbreak that began several weeks ago is spreading, with no effective public health system to contain it.
Haiti, long the Western Hemisphere’s poorest country, is now in free fall. According to the U.N., nearly half of Haiti’s 11 million people face “acute hunger,” including 1.8 million at risk of a food “emergency.” In Cité Soleil, a sprawling slum in the capital, 19,000 people face a food “catastrophe.”
Virtually anyone who can leave the country has done so, often making their way to the U.S. southern border. Others will surely make desperate attempts to follow, despite the deployment of a large U.S. Coast Guard vessel just offshore. This cannot continue.
The U.S. Agency for International Development has sent what it calls an “elite” disaster response team to Haiti — of seven individuals. That is inadequate. What’s needed is a highly prepared force — police experienced in urban environments are preferable to troops trained to kill. The first priority should be to reestablish access to fuel facilities and reopen transportation links. That will mean suppressing gangs now in charge, which are allied with powerful Haitian commercial clans. It would be useful if international public health workers quickly followed, with expertise and supplies to alleviate hunger and stop cholera from spreading.
Beyond that, Haiti needs a longer-term multinational peacekeeping force, without which there will be no possibility of future elections or a legitimate Haitian government — the preconditions of durable stability.
Since President Jovenel Moïse was assassinated in July 2021, we and other observers have warned of a humanitarian meltdown absent swift international action. Dire consequences materialized rapidly; they are no longer ignorable.

More businesses will be able to recover and grow through expanded access to the small business tax rate in British Columbia.
“The past two years have been challenging for small and medium-sized businesses as they deal with the continuing effects of the pandemic, climate change and inflation that is being fuelled by global uncertainty,” said Selina Robinson, Minister of Finance. “We are standing behind B.C. businesses by helping ensure access to the small business tax rate as they work through recovery, and innovate and grow.”
Previously, access to the small business tax rate was gradually reduced when the taxable capital of businesses was more than $10 million. Access to the small business tax rate ended when businesses had $15 million or more of taxable capital. With the change, access to the small business tax rate will be gradually reduced when businesses have between $10 million and $50 million in taxable capital.
Growing B.C. businesses will be able to scale up by remaining eligible for the B.C. small business tax rate for longer, as the tax rate will not phase out until the $50-million taxable capital threshold ceiling. The change will benefit a wide range of businesses but will largely support those that are capital intensive.
This includes businesses that have taxable capital between $10 million and $15 million, where business owners may decide not to invest in their business to acquire new equipment in order to keep access to the small business tax rate. This may look like a company, such as a craft brewery, considering adding a production line to its operations, or a company needing to buy specialized equipment, such as a computer numerical control (CNC) machine.
“Small and medium-sized businesses play an important role in our province. They provide good jobs, develop innovative products for the market and are strong supporters of their communities,” said Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation. “We are moving forward with the StrongerBC Economic Plan and important tax improvements like this as we continue to bring further improvements businesses need to succeed.”
The new, higher taxable capital ceiling will apply to taxation years that begin on or after April 7, 2022, which aligns with the federal approach, once passed. Aligning with the federal government’s approach is one of many steps the Province is taking to support B.C. businesses through B.C.’s StrongerBC Economic Plan. The $1.5-billion plan provides targeted and broad supports for businesses to adapt and grow, including include tax measures, such as the PST rebates for incorporated businesses and the increased employment incentive program.

Enjoying a cup of coffee in the morning—and perhaps another during the mid-afternoon crash—may help to wake you up. However, you might not be aware of what else your favorite brew can do for your body. For instance, a new study has found that drinking just two to three cups of coffee each day can help to reduce the risk of cardiovascular disease (CVD) and help you live longer.
The study, which was published in the European Journal of Preventive Cardiology, involved 449,563 participants from the UK Biobank who were a median age of 58 years old. When the study began, none of the participants had arrhythmias or CVD.
As for the participants’ coffee habits, 15.2% said they regularly consumed decaffeinated coffee while 18.4% opted for ground coffee. There were 44.1% of participants who drank instant coffee daily and 22.4% who claimed that they didn’t drink coffee.

The study then involved follow-ups that occurred a median of 12.5 years later. At that time, it was noted that 6.7% of the participants had been diagnosed with an arrhythmia (or irregular heartbeat). Although decaffeinated coffee didn’t seem to have an effect, it was found that ground coffee lowered the risk of arrhythmia by 17% when participants consumed four or five cups of coffee a day while two to three cups of instant coffee lowered the risk by 12% compared to those who didn’t drink coffee.

Beyond that, 9.6% of the participants had been diagnosed with CVD. In this case, decaffeinated coffee lowered the risk by 6%, instant coffee by 9%, and ground coffee by 20% compared to those who didn’t drink coffee.
After the follow up, it was also found that 6.2% of the participants had died. Again, two to three cups of coffee a day was connected to a reduced risk of death. Instant coffee showed an 11% reduction while decaffeinated coffee was associated with a 14% lower risk, and ground coffee offered a 27% reduced risk.

“I love these study findings! The benefits of regular coffee consumption, in particular caffeinated coffee consumption, has gotten a lot of scrutiny over the years, and according to this study, 80% of health practitioners recommend avoiding coffee in patients with CVD,” Kiran Campbell, RD, tells Eat This, Not That! “With that said, decaf drinkers should also be delighted in the confirmation of reduced risk of CVD and all-cause mortality.”
At the same time, Campbell notes that “other factors play a role in cardiovascular health and outcomes.” Indeed, “if a person thinks that merely drinking two to three cups of caffeinated coffee each day is going to protect against CVD and new-onset arrhythmia, then they will likely be sadly mistaken.” Instead, Campbell says, “Coffee intake is only a small part of living a heart-healthy lifestyle. Dietary and lifestyle habits are also major contributors and need to be considered.”

Brittney Griner turns 32 today, and the American basketball star is spending her birthday in a Russian prison.
Griner was sentenced to 9 1/2 years in jail during the summer after pleading guilty to illegal possession of cannabis. She was arrested back in February at a Moscow airport.
On Tuesday, Griner released a statement through her lawyer thanking those who have backed her.
“Thank you everyone for fighting so hard to get me home. All the support and love are definitely helping me,” it read.
Griner’s supporters have responded to her message on Twitter with calls to #FreeBrittneyGriner and #BringBrittneyHome, with others offering their support and prayers.
Griner was arrested eight months ago yesterday. Since then, her case has gotten international attention.
The Biden Administration has been working with Russia on a possible prisoner exchange involving Griner and former Marine Paul Whelan, but there has been “no significant progress” as of now, according to ESPN’s T.J. Quinn.

It’s been a trying year for bitcoin, other digital currencies, and crypto-correlated stocks, and while the near-term outlook is split between some fledgling optimism and expectations of an extension of the “crypto winter.”
Obviously, weary investors and crypto devotees would prefer to see optimism morph into tangible results because if that happens, benefits could be widespread, including accrual to exchange traded funds such as the Invesco Alerian Galaxy Crypto Economy ETF (SATO) and the Invesco Alerian Galaxy Blockchain Users and Decentralized Commerce ETF (BLKC).
Both ETFs feature exposure to the Grayscale Bitcoin Trust BTC (GBTC). From there, the lineups, in differing forms, are chock full of crypto-correlated equities. In other words, BLKC and SATO make for predictable though potent beneficiaries should bitcoin and other digital assets rebound.
Count Morgan Stanley Chief Investment Officer (CIO) Mike Wilson among the market observers that are near-term bullish on bitcoin.
“Following the correlation between the two markets, some market experts give forecasts for future price trends. According to Morgan Stanley’s CIO, Michael J. Wilson, the US will soon have a short-term rally of 16%. The bear market expert noted that the price surge would only be possible without an official recession or earning capitulation,” reports NewsBTC.com.
If a key broader market technical indicator is reached or exceeded, risk assets could come back into fashion, potentially igniting a rally in crypto-correlated stocks, lifting BLKC and SATO in the process.
“According to Wilson, the US stock market will witness a short-term recovery. This offers the possibility of the S&P 500 hitting the 200-weekly moving average (WMA), as per Bloomberg,” according to NewsBTC.com. “Due to the unfavorable macroeconomic conditions and the impacts of the increased interest rates, the index dropped this year. However, the present price movement for Bitcoin has not been too impressive.”
In terms of the S&P 500 notching a significant near-term rally, that would be relevant to BLKC in particular because that ETF’s 60 equity components include plenty of S&P 500 names. Those include Walmart (NYSE:WMT), JPMorgan Chase (NYSE:JPM), International Business Machines (NYSE:IBM), Microsoft (NASDAQ:MSFT), Intel (NASDAQ:INTC), and Nvidia (NASDAQ:NVDA), among others.
As for bitcoin’s price itself, which can have a profound impact on both BLKC and SATO, it continues hovering around the $20,000 area. Bulls believe that a move to $23,000 could stoke more upside, but some traders are in wait-and-see mode until that happens.

NEW YORK, Oct 18 (Reuters) – French cement maker Lafarge pleaded guilty on Tuesday to a U.S. charge that it made payments to groups designated as terrorists by the United States, including Islamic State.
The admission in Brooklyn federal court marked the first time a company has pleaded guilty in the United States to charges of providing material support to a terrorist organization. Lafarge, which became part of Swiss-listed Holcim (HOLN.S) in 2015, agreed to pay $778 million in forfeiture and fines as part of the plea agreement.
U.S. prosecutors said that Lafarge paid Islamic State and al Nusra Front, through intermediaries, the equivalent of approximately $5.92 million.

Lafarge is also facing charges of complicity in crimes against humanity in Paris for keeping a factory running in Syria after a conflict broke out in 2011.
Lafarge eventually evacuated the cement plant in September 2014, U.S. prosecutors said. At that point, Islamic State took possession of the remaining cement and sold it for the equivalent of $3.21 million, prosecutors said.
U.S. Deputy Attorney General Lisa Monaco said on Tuesday during a news conference that the company’s actions “reflect corporate crime that has reached a new low and a very dark place.”
“Business with terrorists cannot be business as usual,” Monaco added.

The cement maker previously admitted after an internal investigation that its Syrian subsidiary paid armed groups to help protect staff at the plant. But it had denied charges that it was complicit in crimes against humanity.
Lafarge Chair Magali Anderson said in court on Tuesday that from August 2013 until November 2014 former executives of the company “knowingly and willfully agreed to participate in a conspiracy to make and authorize payments intended for the benefit of various armed groups in Syria.”
“The individuals responsible for this conduct have been separated from the company since at least 2017,” she said.
Monaco said that French authorities have arrested some of the executives involved but did not provide names. Court records refer to six unnamed Lafarge executives.
In a statement, Holcim noted that none of the conduct involved Holcim, “which has never operated in Syria, or any Lafarge operations or employees in the United States, and it is in stark contrast with everything that Holcim stands for.”
Holcim said that former Lafarge executives involved in the conduct concealed it from Holcim, as well as from external auditors.
The SIX Swiss Exchange suspended trading in Holcim shares before the news.

In the quest to electrify the transportation sector, some state and city leaders see the future arriving not on four wheels, but on two.
As electric bicycles, or e-bikes, grow in popularity, enthusiasts increasingly see them as a tool to reduce auto traffic and air pollution, not just as a fun new toy. States, cities and utilities have begun offering vouchers or rebates to help residents buy e-bikes. Some places are pairing such programs with a renewed effort to expand bike lanes and connect cycling corridors. That switch, leaders say, is cheaper, faster to implement and requires fewer resources for manufacturing and charging than electric cars need.
E-bikes have pedals but use an electric motor to help riders accelerate, maintain speed and climb hills. That makes them easier to use than traditional bicycles, especially in hilly areas and for riders who might not want the intense workout of biking to work or other errands.
Anissa Teslow, a resident of Benton County, Oregon, bought an e-bike with the help of a local rebate program earlier this year. Teslow has a disability that makes riding a conventional bike impossible at times. She said she now uses the e-bike for many short errands, allowing her to maintain a more active lifestyle and join in social outings with friends, improving her mental health.
“An e-bike allows me to ride and have fun and use a different pedal assist based on how much help I need,” she said. “I’d like to help people with physical challenges think they could be more active by getting an e-bike too. I was outside more this summer than any other summer.”
Many leaders believe stories like Teslow’s show how transformative e-bikes can be.
“An e-bike can take you much farther, much faster and much more comfortably than ever before,” said Hawaii state Sen. Chris Lee, a Democrat who chairs the Transportation Committee and sponsored a bill to create a rebate program for e-bike purchases. “It’s a new means of commuting that’s never existed before in terms of range and price.”
Nearly 60% of trips in privately owned vehicles are less than 6 miles, according to 2017 data from the Federal Highway Administration. Advocates see a huge opportunity for e-bikes to become the workhorse for those short outings. Cargo bicycles can haul groceries or carry kids to school. Motorized support can help commuters bike to work without getting drenched in sweat.
E-bikes also can make cycling an option for people with health issues or disabilities, older residents or people with “exercise anxiety” who may not otherwise be confident relying on a bike for transportation.
Supporters of public incentives point out that widespread adoption of e-bikes for short trips would reduce air pollution in urban areas, cut down on greenhouse gas emissions and ease traffic and parking woes. E-bikes also could help families with low incomes get places without the cost of owning a car. Many incentive programs offer extra funding for residents with low incomes, often defined as those making a certain percentage of an area’s median income. The cheapest e-bikes cost upwards of $1,000, while more expensive models can reach many thousands of dollars.
“You look at how much we’re spending on incentives for electric vehicles, and e-bikes are much cheaper and more accessible,” said Washington state Rep. Sharon Shewmake, a Democrat who co-sponsored a bill this session that would have offered a sales tax exemption for e-bike purchases. The measure passed the House in 2021 but did not advance this year.
Still, some lawmakers — while supportive of e-bikes generally — are wary of spending public funds to support a specific product, especially when existing roads and bridges need repairs.
“We can’t spend money to repair a bridge that’s been failing for 10 years, but we’re going to spend money on e-bikes?” asked Washington state Rep. Andrew Barkis, ranking Republican on the House Transportation Committee, who opposed the proposal to exempt e-bikes from sales taxes.
Advocates for public incentives acknowledge that e-bikes won’t reach their potential without a simultaneous investment in safe bike lanes and infrastructure. Adoption also could be a challenge in areas with harsh climates, where snow and rain could deter ridership. But backers believe nearly every region of the United States has a significant role for e-bikes to play in its transportation future.
“The possibilities seem rather endless in terms of all the ways they could be harnessed to solve social and environmental problems,” said Ash Lovell, electric bicycle policy and campaign director with PeopleForBikes, a cycling advocacy nonprofit based in Colorado.
Earlier this year, Denver launched one of the nation’s most ambitious programs to encourage e-bike adoption. It offers $400 rebates for e-bike purchases, $1,200 for residents with low incomes, plus an additional $500 for cargo bike models. The program has proved immensely popular, with all vouchers claimed almost as soon as they become available. The latest rebates in September were gone in less than 10 minutes.
More than 4,000 e-bike purchases have been supported by the rebates, according to Grace Rink, chief climate officer for the city and county and executive director of the Office of Climate Action, Sustainability, and Resiliency. Roughly half of the purchases were from income-qualified residents.
Transportation is the No. 1 source of air pollution in Denver, Rink said. The federal Environmental Protection Agency recently labeled that region of the state a “severe” violator of air quality standards.
“For our air quality and quality of life, we need to transition ourselves away from solo car trips when we can,” Rink said. “We’ve had plenty of people tell us that [e-bikes] are absolutely replacing car trips. Some households choose to get an e-bike rather than a second car.”
The success of the Denver program was followed with a statewide model, passed as part of a larger air quality package, that will put $12 million toward e-bike adoption over two years.
“Anything that takes gas-powered vehicles off the road is generally a good thing,” said state Rep. Alex Valdez, a Democrat who co-sponsored the bill.
Valdez pointed to the role government incentives have played in boosting electric vehicle adoption and production, saying similar policies for e-bikes would help make them affordable on a faster timeline.
The state is planning to put $10 million toward consumer rebates, with the remaining $2 million supporting a grant program to give e-bikes to low-income essential workers. The investment could put as many as 9,000 e-bikes on the road, said Sarah Thorne, who is overseeing the program with the Colorado Energy Office.
“We’re trying to encourage people to think about e-bikes as really like a vehicle,” said Thorne. “You can go farther; you can carry more cargo. It’s easier to take your kids to school, to get to work.”
Meanwhile, some lawmakers don’t support government efforts to back the bicycles with public funding, arguing that e-bike investments benefit urban areas at the expense of rural communities.
“If this is what people want, then the private sector should be able to handle this,” said Colorado state Rep. Janice Rich, a Republican who represents rural Mesa County and voted against the rebate bill. “The bigger concern for western Colorado is to have better roads.”
Many other states and cities have backed e-bike incentive programs. Some legislatures have passed measures with broad bipartisan support, while others have been part of larger packages that faced opposition, mostly from Republicans. But local programs have taken off regardless of state politics, including utility-led efforts in Iowa and Texas.
The Hawaii measure backed by Lee will provide $500 rebates for residents with low incomes, students and people who don’t own a car. Lawmakers also instructed the state Department of Transportation to prioritize projects like bikeways rather than defaulting to more highway construction.
“We are among the most car-centric places in the U.S.,” Lee said. “Being able to provide an alternative for families to go from, say, three cars to two is a huge cost savings.”
Legislators in Massachusetts passed a $1 million program earlier this year to provide e-bike rebates, set at $500 and reaching $750 for residents with low incomes. State Rep. Natalie Blais, a Democrat who sponsored the bill, said her rural district stands to benefit, counter to arguments that e-bikes only serve urban areas.
“We have a real first- and last-mile gap when it comes to public transportation,” she said. “This is one way that we can help residents who are not near public transportation routes get access to these options.”
California lawmakers allocated $10 million for an e-bike incentive program in 2021, which is expected to launch early next year overseen by the California Air Resources Board. Kevin Claxton, interim executive director of the California Bicycle Coalition, a nonprofit advocacy group, said the program is expected to provide about 7,000 vouchers at around $1,000 apiece.
“More and more leaders in California are beginning to understand that e-bikes are a way to address a number of issues — greenhouse gas emissions, air pollution, congestion,” he said.
Amid the newfound support, e-bike advocates acknowledge they have much work ahead. Efforts to include a federal e-bike rebate in the climate bill that passed through Congress earlier this year fell short at the last minute. Many regions lack safe biking routes, limiting the prospect of adoption.

Since 2017 Daybreak has introduced public art pieces into the community, including ten utility box wraps, murals, sculptures, and interactive Art. The funds come from a small percentage of Daybreak’s commercial real estate sales, not from HOA dollars.
“The amount of the funding is not a lot, but we are optimistic we can be excellent stewards of these funds, so we will be in a position to apply for much more in the future,” says Dan Rodgerson, LiveDAYBREAK Director.

Twelve years ago, companies didn’t hire social media talent — they didn’t think they needed it. But now? Businesses need social media directors and entire social media teams. The same is true for playing in the metaverse.
It is my belief that within the next three to five years, a minimum of 30% of business is going to come from a blend of metaverse experiences and implementations of Web3 technologies (e.g. artificial intelligence, virtual reality and nonfungible tokens, or NFTs). It is essential for creative agencies (e.g. advertising agencies, marketing agencies, etc.) to prepare how they will play a role in the metaverse now so their customers will be able to find them.

The big three
The first step in preparing for the metaverse is for creative agencies to decide which of the three roles they will play — either the expert experimenter, the contributor or the activator. Making this decision now will help companies get ready for when their customers arrive in the metaverse, and it’s only a matter of time before they do.
Expert experimenters. These are businesses that have an understanding of the metaverse already. To find out whether they are in this group, business leaders can ask themselves if their business strives to be the deep subject matter expert on all things in the digital universe, or whether it’s an early adopter at the vanguard of new technologies. In that case, they need to understand the technologies involved within the metaverse and how Web3 is speeding up evolutions and revolutions.
Contributors. These are businesses that are still in their infancy in terms of embracing this new wave of technology and deep subject matter expertise is not required. Creative agencies in this group can introduce their client partner brands to the metaverse and converge their physical and digital presence in a way that is profitable and meets customer needs.
Activators. This last group is made of businesses that focus on seeking ways to offer holistic experiences for businesses and audiences to have within the metaverse. Businesses in this group are like a hybrid between the expert experimenters and the contributors.
Nevertheless, whether you know a little or a lot about Web3, you can’t afford to be left out completely; defining your role is an essential first step in preparing for the integration of the metaverse. People are investing in the metaverse heavily. It’s expected to reach $5 trillion in value by 2030, and this number is exponentially growing each and every month.

Next steps
After leadership at creative agencies decide which role they want to play, they need to develop a strategy and strengthen their online presence. To do this, they will want to hire people whose job it is to prepare the company to implement itself into the metaverse, in whichever role the company has chosen to take. Doing this will help them strengthen their brand identity — and thus, brand loyalty — before the metaverse fully arrives (and it’s coming sooner than we think).
Additionally, leaders and creatives should focus on user experience. What kind of experience do they want their customers to have with their business in the metaverse? This is essential for brands getting established in the metaverse because if they can think one or two steps ahead of what their customers will want when they emerge into the metaverse, brands will be there waiting, ready to give customers what they’re looking for.
Finally, it’s critical for creative agency leaders to remain adaptable as they learn more about the metaverse while it’s still unfolding. Staying adaptable and remaining at-the-ready for change will help agencies stay ahead and prepared to meet customers when they find them in the metaverse.

The importance of Web3
Even if your agency isn’t embracing extended reality and other metaverse projects, experiences and communities quite yet, many of your client partners’ customers are. And arguably, meeting customers where they are is the single most important piece to building brands and businesses that grow and transform.
The metaverse isn’t just a probability — it’s inevitable. Throughout the evolution of the internet, waves of advancement emerged because of technological advancement. The internet went from simply being a new technology to sharing the world of information through web browsers to developing social media. Underneath all that were advancements in the programming language, faster internet speeds and, of course, the smartphone.

The metaverse is becoming so much more than a buzzword, and the reality is that advertisers and marketers will be doing business in a virtual world at an exponential rate as seamlessly as they advertise on social media — and very soon. Blending our real and virtual lives has already begun, and the sooner you get on board, develop a point of view and experiment, the better.
