Sept 28 (Reuters) – Canadian cinema chain Cineplex (CGX.TO) has approached bankrupt rival Cineworld’s (CINE.L) lenders for a potential merger with the British company’s U.S. unit Regal Entertainment, the Wall Street Journal reported on Wednesday.
Cineworld and Cineplex have been locked in a multimillion-dollar legal battle since the London-listed company rescinded its offer to buy Cineplex more than two years ago. Cineworld has since been struggling to rein in massive debt and this month filed for bankruptcy in the United States.
Cineplex is in early talks with Cineworld’s lenders about taking over Regal in exchange for debt and stock backed by the combined business, the WSJ reported, citing people familiar with the matter.

Shares in Cineworld rose as much as 11.1% to 3 pence on the report before changing course. By 1045 GMT the shares were down about 4%.
Cineworld declined to comment on the report. Cineplex and Cineworld’s restructuring adviser Alix Partners and financial adviser PJT Partners did not respond immediately to a Reuters request for comment.
The planned Cineplex takeover by was abandoned in 2020, with Cineworld citing breaches in the merger agreement, prompting a C$1.23 billion ($894.81 million) damages claim by the Canadian business.
Debt taken on by Cineworld to survive a pandemic-driven delcine in footfall, along with previous loans to fund part of its $3.6 billion purchase of Regal in 2017 to create the world’s second-largest movie theatre chain, left the British company struggling to stay afloat.
Its net debt, including lease liabilities of about $4 billion, stood at $8.9 billion at the end of 2021. The company’s market value at Tuesday’s market close was about 37 million pounds ($39.5 million).
Cineworld and Cineplex held talks this year about merging operations while settling the legal judgment but failed to reach an agreement, the WSJ added.

SINGAPORE/HANOI, Sept 28 (Reuters) – Vietnam is preparing new rules to limit which social media accounts can post news-related content, three people familiar with the matter said, as authorities tighten their control over news and information sources in the country.
The rules, expected to be announced by the year-end and with details yet to be hammered out, would establish a legal basis for controlling news dissemination on platforms like Facebook and YouTube while placing a significant moderation burden on platform providers, two of the sources added.
The sources asked not to be identified, as discussions about the new rules remain confidential.

Vietnam’s Ministry of Information and Communications and Ministry of Foreign Affairs did not immediately respond to requests for comment.
“The government wants to fix what it sees as the ‘news-lisation’ of social media,” said one source familiar with the talks. “News-lisation”, or báo hoá, is a term used by the authorities to describe the misleading of users into thinking that social media accounts are authorised news outlets.
Government officials have been holding confidential meetings with popular social media and internet firms to brief them on which types of accounts will be allowed to post news content under the new rules, according to the sources.
Authorities would be able to order social media companies to ban accounts that break those rules, they said.
Vietnam’s ruling Communist Party already maintains tight media censorship and tolerates little dissent, with one of the world’s most stringent internet regimes and national guidelines on social media behaviour.
Two sources with direct knowledge told Reuters that more rules on internet and social media platforms would be introduced around the fourth quarter of 2022 to early 2023.
As tech-savvy young Vietnamese increasingly turn to social media for information, those platforms have become a target for government efforts to restrict the flow of news from unauthorised sources.
Vietnam is a top-10 market globally for Facebook with 60 million to 70 million users, according to 2021 data, and sources familiar with the matter said it generates around $1 billion in annual revenue for the company – surpassing France.
YouTube has 60 million users in Vietnam and TikTok has 20 million, according to 2021 government estimates, although Twitter remains a relatively small player.
Meta Platforms Inc (META.O), owner of Facebook, and Twitter Inc (TWTR.N) declined to comment. Alphabet Inc’s Google and YouTube did not respond to requests for comment. TikTok said in a statement that it addresses content violations based on applicable laws and with adherence to its guidelines, but did not comment on pending Vietnam regulations.
The Vietnamese government had adopted in July a set of non-binding guidelines on what qualifies as news outlets, including criteria to distinguish “real” and “fake” news outlets, warning that some social networking sites include accounts that mislead users into thinking they are newspapers.
Those guidelines are expected to be incorporated into the new rules, which will be binding.
The authorities are also expected to implement new rules that would require social media platforms to immediately take down content deemed to harm national security, and to remove illegal content within 24 hours, sources familiar with the matter said.
Sources told Reuters in April that the new rules, which were originally planned for July, reflected the government’s dissatisfaction with social media platforms’ take-down rates. read more
This will be done through amendments to the country’s main internet law.
Vietnam in August also issued a new regulation, due to come into effect from October, that will require technology firms to store users’ data locally and to set up local offices.

Here I am less than 43 days from the midterm elections and I am cleaning out from the old political notebook with short take items.

A “told you so,” to all the critics of saying the Arkansas State Supreme Court would fall into lock-step with the political right in denying Arkansas voters the chance to cast ballots on recreational marijuana in November.
While some justices were clearly trying to straddle a fine line on their rulings — all of the justices certainly remember they, too, are elected at the ballot box.
Just saying it is no wonder that Justice Robin Wynne of Fordyce, who is standing on the ballot in November, took the lead to let the people’s votes be counted on this less than controversial issue.
Arkansas Talk & Business has recently said the “pot issue,” has enough support to pass. I think so as well, even if suddenly the outgoing duo of Governor Asa Hutchinson and Attorney General Leslie Rutledge are jockeying to see who can gain the most political one-up-manship on this issue.

Kudos to state Representative Charlene Fite of House District 80, which will no longer exist in northwest Arkansas on Jan. 1, 2023. The District that was one from the Benton County line south across the western edge of Washington County (taking in Lincoln, Prairie Grove, Cane Hill, Evansville and other spots south and west) has been redrawn.
The latest award received by Rep. Fite was from the Area Agency on Aging from Western Arkansas, for her dogged fight for $3 million to area senior centers to deliver hot, nutritious meals to seniors at home at the senior centers all over the area.
There has been no greater friend to senior centers in northwest Arkansas than Rep. Fite.
Just ask any senior center director, food hauler, kitchen helper or senior sitting around in the centers most days. She not only pushed and pushed for the additional funds, Fite often, when visiting the Senior Centers, entertained those there with vocal tunes and spent hours helping with local fundraisers, pie suppers and information about state government.
Her new district is mostly Crawford County these days, but she still has friends all over the western edge of Washington County.

The biggest loser on the state Supreme Court’s ruling on the “pot issue,” has to be Secretary of State John Thurston. Fearing a mid-term backlash and his re-election up for grabs, Secretary Thurston made a fleeting declaration to the public he didn’t think the ballot title would be sufficient.
The state supreme court proved him wrong. The high court sharply rebuked the state Board of Election Commissioners, a new-fangled group of five citizens, to act on ballot measures for stepping over the mark in their ruling.
Secretary Thurston was chided by the court of not really doing his all in this mess. It could have been worse than the egg on his face over this matter.

It looks like Republican gubernatorial candidate Sarah Huckabee Sanders has been very transparent over a recent personal health issue. She had surgery to remove a suspicious growth on her thyroid. The issue was discussed, closed and over, as it should be. No dodging the media here on this issue.

The only real challenge to the May Primary elections, a close race needing a recount by three counties in northwest Arkansas (Franklin, Washington and Crawford Counties) was again raised by the state Supreme Court this past week.
It seems the court disagreed with the judge in Franklin County that the case should have been heard and the matter settled.
So now it seems, a terrible, narrow seven vote total, may still be flawed and still stand.
Elections are precious procedures in the fabric of freedom and need our utmost attention and care.

‘Cast Away’
Not to be confused with Castaway Island in the Pacific Ocean, the beach from the Tom Hanks 2000 classic “Cast Away” is on the nearby Monuriki Island, according to The Active Times.
While the island is uninhabited, tours to the famous film location are available. A visitor from Los Angeles dropped a review of their time on the island through Tripadvisor.
“The island itself is uninhabited so you cant ‘stay’ here …” the reviewer wrote. “However most hotels (and even the mainland) allow you to take day trips and excursions to this island, it is reached via boat or jet ski. The island itself has a gorgeous beach with some nice snorkeling. The real beauty is if you do the ‘hike’ up the mountain to the lookout spot. You get spectacular views of the beach as well as other islands in the area that can be pretty breathtaking. The hike itself can be a bit strenuous if you aren’t in shape (like me lol) but overall its worth the hike (about 20-30 minutes if you don’t stop with a bit of climbing involved). I would recommend wearing water shoes if you are visiting the island.”
“Pirates of the Caribbean”
The Johnny Depp pirate empire began back in 2003 with the iconic “Pirate of the Caribbean: Curse of the Black Pear.” According to NBC News, the flick’s go-to beach location when Depp and Keira Knightley character were left stranded on an island was part of the Tobago Cays Marine Park in St. Vincent and the Grenadines. The classic scene left movie watchers giddily mimicking “Why is the rum gone?” for years to come.
The park is uninhabited and protected, but accessible. NBC News said the best way to visit the island is to take a day trip to Petit Tabac from St. Vincent’s Union Island. From there, you can “hop a boat ride on the Scaramouche, a schooner that played the part of merchant ship in the Curse of the Black Pearl.”

Daniel Craig brought James Bond back into the spotlight with his spectacular “Casino Royale” performance back in 2006. The larger than life beach scene from the classic movie is Cove Beach on Paradise Island in the Bahamas, Travel Channel reported.

Global growth investor Warburg Pincus with headquarters in New York, the US, has decided to invest in a cross-border e-commerce project in the southern province of Binh Duong.
Covering 75 hectares, the project will include high-tech factories, warehouse, customs bonded warehouse, showrooms and offices.
The southern industrial hub of Binh Duong is a popular destination for foreign investors. As of September 15, the province was home to 4,069 foreign-invested projects with total registered capital of nearly 39.6 billion USD. Binh Duong is currently ranked 2nd in the country in attracting foreign direct investment, after Ho Chi Minh City.
It has attracted 2.6 billion USD in the first nine months of 2022. The US currently ranks 13th out of 65 countries and territories that have invested in the province with 131 projects, worth 1.3 billion USD.
Commercial banks raise deposit rates after SBV’s adjustment
Many commercial banks have increased interest rates for Vietnamese dong deposits over the past few days after the State Bank of Viet Nam raised its policy rate by 100 basis points last Thursday.
Vietnam Prosperity Commercial Joint Stock Bank (VPBank) has sharply increased deposit interest rates for short terms. Specifically, customers who deposit at VPBank for a term of 2-5 months will enjoy a ceiling interest rate of 5 per cent per year for savings of VND10 billion or more, up 1 percentage point. As for deposits from VND3 billion to less than VND10 billion, the interest rate is 4.9 per cent per year. The rate of 4.8 per cent per year is for deposits from VND300 million to less than VND3 billion.
At Saigon-Hanoi Commercial Joint Stock Bank (SHB), the deposit interest rate for terms of less than one month has also increased to a maximum of 0.5 percentage point per year. The rate for deposits from one month to less than six months has also increased by 0.8-0.9 percentage point per year to range from 4.38-4.9 per cent per year.
Many other banks, such as Asia Commercial Joint Stock Bank (ACB), Vietnam Import-Export Commercial Joint Stock Bank (Eximbank), Bac A Commercial Joint Stock Bank (Bac A Bank), Viet Capital Commercial Joint Stock Bank (Viet Capital Bank) and Kien Long Commercial Joint Stock Bank (Kienlongbank), have also adjusted up the deposit interest rate for many terms, especially terms of less than six months.
Meanwhile, large-sized State-owned banks in the Big 4 group, including Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV), Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank), Joint Stock Commercial Bank for Industry and Trade of Vietnam (VietinBank) and Bank of Agriculture and Rural Development of Vietnam (Agribank), have not yet made a new adjustment. Currently, the highest interest rates listed by these banks range from 5.6-5.8 per cent per year for online deposits and 5.6 per cent per year for over-the-counter deposits. Their interest rates for short terms under six months are at 3.1-3.4 per cent per year.
Maybank Investment Banking Group (Maybank IBG) forecast after last week’s adjustment, the SBV would keep the deposit interest rate unchanged from now until the end of 2022.
According to Maybank IBG, the SBV’s policy rate hike last week would not significantly affect the economic recovery. Maybank IBG maintains its GDP growth forecast of 8 per cent for Viet Nam for 2022 and 6 per cent for 2023, respectively.
VCCI proposes abolishing excise tax on gasoline
The Vietnam Chamber of Commerce and Industry (VCCI) has proposed the Ministry of Finance consider abolishing the special consumption tax on gasoline to cushion the impact of the steep global fuel price rises.
Tax reduction is a good solution, but eliminating the special consumption tax on gasoline should be considered a necessary measure to reduce the negative impact of global fuel price surges in the long term, said VCCI.
Experts believed that it was not reasonal to impose a special consumption tax on gasoline. Gasoline is an essential consumer product and widely used in production and daily life, while this tax should only be levied on non-essential goods to discourage consumption, such as cigarettes, alcoholic beverages and luxury cars.
Currently, fuel is subject to four taxes, namely import, environmental protection, special consumption and value added taxes. The special consumption tax on fuel is 10%.
Previously, the Ministry of Finance asked for feedback on a draft resolution of the National Assembly on halving both the special consumption tax and the value added tax on fuel, receiving firm support from the VCCI.
According to the draft resolution, the excise tax and value added tax would be reduced by 50% and 20-50%, respectively, based on the decision of the National Assembly and the actual conditions. The tax reduction period is expected to last six months from the effective date of the resolution.
The Ministry of Finance estimated that state budget revenue would drop by VND7.5 trillion to VND12 trillion due to the reduction of the two fuel taxes in six months.
Japanese firm to buy 2.1 million FTS shares
Japan’s SBI Financial Services Co., a company related to Ueno Taro, who is a board member at FPT Securities JSC, has registered to buy 2.1 million FTS shares.
The transaction will be conducted from September 29 to October 27, the local media reported.
After the purchase, the Japanese firm will raise its ownership in FPT Securities, which trades its FTS shares on the Hochiminh Stock Exchange, to 22.51%, or 43.9 million shares.
Each FTS share is priced at VND31,000, so SBI will spend some VND65.1 billion on the purchase.
SBI, the largest shareholder of FTS, had bought some 1.2 million FTS shares between June 28 and July 12.
In the first half of the year, FPT Securities JSC reported over VND578 billion in revenue, inching down 2% year-on-year, and VND365.5 billion in pre-tax profit, a year-on-year decrease of 15%.
Hanoi holds trade fair to promote OCOP products
A week-long event to introduce and sell goods under the ‘One Commune, One Product’ (OCOP) programme is taking place at the centre of culture, information and sports of Hanoi’s Thanh Tri district.
OCOP goods are highly localised products, often food, that come from one small specific area.
So far, Hanoi has recognised 1,649 OCOP goods, including four products rated five stars, 1,098 others rated four stars, and 534 rated three stars. They include 1,071 food, 35 beverage, 17 herbal, 492 handicraft, and 34 fabric and apparel products. The capital city is taking the lead nationwide in terms of the numbers of OCOP products and five-star OCOP products.
The city houses 1,350 craft villages, accounting for the largest number of such villages in the country. These places are home to 47 out of 52 traditional crafts of Vietnam. Among them, there are 313 accredited by Hanoi People’s Committee as craft villages and traditional craft villages.
The capital city, meanwhile, has over 9,900 agricultural and food products with QR code serving their traceability.

The article outlines that since 2000, Vietnamese GDP has grown at a faster rate than that of any other Asian country bar China, averaging 6.2% annually.

The Economist points out that the trade war between the US and China, which initially started in 2018 has been a factor behind this. In 2019 the country produced nearly half of the US$31 billion-worth of American imports that had moved from China to other low-cost Asian countries.
Apple’s largest suppliers, Foxconn and Pegatron, which make Apple Watches, MacBooks, and other gadgets, are building big factories in Vietnam and look set to join the ranks of the country’s largest employers. Other major names include Dell and HP, with a focus on laptops, Google, with a focus on phones, and Microsoft, with a focus on gaming consoles.
All of which could lead to stronger growth and make millions of Vietnamese people better off. Vietnam aims to become rich, with GDP per capita exceeding US$18,000 by 2045, up from the current US$2,800. It hopes to do this partly by moving away from cheap garments to complex electronics which require greater investment and more skilled labour, the article notes.
Furthermore, the country is an enthusiastic member of over a dozen free-trade agreements, giving it easier access to scores of international markets. With the recent COVID-19 outbreak bought under control, the government has eased domestic travel restrictions and reopened all borders to tourism and trade exchanges.
According to the article, Vietnam offers advantages in terms of geographical blessings, such as more than 3,000km of coastline, massive infrastructure spending on things such as new roads, and its electronics cluster operating profitably.
However, there is much to be done if Vietnamese factories are to move farther up the value chain, says the article. Whilst foreign firms would love to buy more parts locally, which could be faster and more convenient than sourcing them from just over the border, they usually fail to find what they seek.

ORMOND BEACH — Mitchell Booth, founder of the Love Whole Foods Cafe & Market stores in Ormond Beach and Port Orange, died unexpectedly of a sudden illness Sept. 23, his family confirmed.
“Mitch lived the life he preached,” said his widow, Paula Schandel. “We lost a tremendous heart and a tremendous light in our community.”
Booth, 73, opened his first Love Whole Foods store in The Trails Shopping Center in Ormond Beach in 1991 with his then-wife, the late Anita Booth who died in 2006.
The couple were former photojournalists who worked for the Hartford Courant newspaper in Hartford, Connecticut, prior to moving to the Daytona Beach area.
Booth who went by the nickname “Mitch” also worked as a photojournalist for the Detroit Free Press. He grew up in Detroit and graduated from the University of Michigan with a degree in fine arts.
He left the journalism field when he got hired by Traveler’s Insurance to become the company’s corporate photographer. That job had him flying all over the country to take photos of catastrophes, including fires, floods and areas damaged by hurricanes, as well as various corporate events.
Booth and his first wife became fans of a natural food store chain in the New England area called Bread & Circus. That inspired them to open Love Whole Foods when they moved to Florida.
The growing business for the health food store prompted the couple to relocate their Ormond Beach store to its present location on the corner of Williamson Boulevard and Hand Avenue on Sept. 1, 2001.
A second location for Love Whole Foods opened in Port Orange, near the intersection of Williamson and Taylor Road in 2011.

‘Invest in your health one bite at a time’
Booth was proud of the fact that his stores lived up to their name of offering truly whole foods and wellness products. “We’re the largest organic, contaminate-free, local family-owned full-service grocery store in Volusia-Flagler if you combine our two stores,” he said in a 2019 interview.
Booth’s passion for health foods and healthy living was also evident in another interview he gave to The News-Journal four years earlier. “The best health insurance is making sure your food is the healthiest you can get. You invest in your health one bite at a time,” he said.
One way Love Whole Foods differentiated itself from the big grocery chains, Booth said, was by standing by the principles he and his first wife established when they began their business.
Those standards, he said, included a commitment to only sell natural and organic food that is free of “artificial additives and mystery ingredients” and a willingness to verify to customers “the integrity of our suppliers and (that) the food we sell will not be irradiated or bio-engineered.
“They (the big grocery chains) are primarily about marketing and driven by corporate standards, whereas we are a local family-run business, which has been investing not only money into our communities’ schools and local farms but also time and energy in educational seminars free to the public.”
‘Lived his life wanting to help people’
Paula Schandel said of her husband, “He had the biggest heart of anybody I’d ever met. He lived his life wanting to help people.”
Paula Schandel said the family-run business will carry on, led by Booth’s son, Mark Van Cleef, and daughter-in-law, Peggy Van Cleef.
“Last week, we lost a great man and a great friend,” said longtime friend and customer Jenni Craig, who was a childhood friend of Booth’s daughter Capt. Laura Warner of Volusia County Beach Safety Ocean Rescue.
Craig is one of the owners of Copper Bottom Craft Distillery in Holly Hill along with her husband and in-laws.
“Mitch was generous and kind, and his knowledge healed so many lives in our community. I treasure the memories and everything he taught me.”
In addition to Schandel, the Van Cleefs, and Warner, Mitchell Booth is also survived by his two sisters, Joannie and Julie Booth, as well as his and his wife’s son Paul Schandel, who works for Foundation Risk Partners. He is also survived by six grandchildren.
In lieu of flowers, Paula Schandel said she and her family requests donations in Booth’s memory to the Vietnam Veterans of Volusia County and the Tunnels to Towers Foundation. The latter is a nonprofit that provides mortgage-free homes to Gold Star and fallen first-responder families with young children.

Robinhood Rolls Out Beta Version of Web3 Wallet
Trading platform Robinhood rolled out a beta version of its Web3 wallet Tuesday, allowing users to swap assets on its non-custodial wallet. Officially called Robinhood Wallet, the standalone app will support Polygon as its first blockchain network.
During the beta, participating customers will be able to download the app and fund the wallet with USDC as the primary fiat-representative token, trade and swap crypto with no network fees, earn crypto rewards, store and track their blockchain portfolio, and connect to decentralized apps (dapps) to earn yield. Viewing NFTs and connecting to NFT marketplaces will be supported when Robinhood Wallet is available to the general public, but it is not part of the beta program.
Walmart Enters Metaverse
Walmart has officially entered the metaverse. The retail giant took its first steps into the virtual world with the launch of Walmart Land and Walmart’s Universe of Play on Roblox.
According to the company’s Monday announcement, Walmart Land focuses on “immersive experiences,” with key features including a physics-defying Ferris wheel, unlockable tokens and badges, an interactive piano walkway and a D.J. booth for users. Walmart’s marketing chief, William White, said the company will use Roblox as a testing ground, as it considers other moves in the metaverse and beyond.
Fed Chair Urges Caution on DeFi Regulation
After the collapse of TerraUSD stablecoin, which was supposed to maintain its value against fiat currency, and the advent of the recent “crypto winter,” some policymakers were keen to enact regulations of the decentralized finance (DeFi) sector. However, Federal Reserve chair Jerome Powell said Tuesday that regulation of DeFi needs to be done “carefully and thoughtfully” given its limited impact on the real economy.
Powell also suggested he was in no rush to introduce a central bank digital currency, a digital form of public money which is under consideration in numerous jurisdictions across the world. The measured approach Powell is suggesting could bolster the crypto market in the short term as investors get a temporary reprieve from a major market shake-up. AC Milan Partners with Web3 Soccer Game, Mints NFTs
Historic Italian soccer club AC Milan has partnered with Solana-based MonkeyLeague, a web3 soccer game.
MonkeyLeague is a strategy-based soccer game, in which users build and manage their own dream team of at least six MonkeyPlayer NFTs (striker, midfielder, defender and goalkeeper), compete against real players, and climb the league ranks. The game economy is centered around an in-game currency, MonkeyBucks ($MBS), and in-game assets that hold value in and out of the game.
The new partnership between MonkeyLeague and AC Milan includes creating exclusive, Rossoneri-branded NFT game assets, wearables, special game tournaments, co-marketing events, and a host of other exciting initiatives, such as club players playtesting the game.

U.S. stock futures on Wednesday showed Wall Street in danger of recording a seven-day losing streak as worries about rising bond yields continued to suppress investors’ risk appetite.

What’s driving markets
Equity futures dipped after 10-year U.S. Treasury yields TMUBMUSD10Y, early on Wednesday breached 4% for the first time since the 2008 crisis.
Bond markets have been leading stocks of late as investors fret that the Federal Reserve’s determination to combat inflation will continue to push borrowing costs higher, damaging the economy and corporate earnings.
“Our central market view has been that pressure towards tighter U.S. financial conditions is unlikely to end until the economy either enters a clear recession or shows sustained inflation progress,” wrote Dominic Wilson, economic analyst at Goldman Sachs.
“Equity market troughs in past monetary policy-driven corrections have always been quite closely preceded by a peak in 10-year yields, a threshold not yet reached,” he added.
The market must contend with yet another flurry of Fed speakers on Wednesday. Between 8:35 a.m. and 2 p.m. Eastern, various topics will be addressed by Atlanta Fed president Raphael Bostic; Chair Jay Powell; Gov. Michelle Bowman; Richmond Fed president Tom Barkin; and Chicago Fed president Charles Evans.
Also pressuring futures was a 3% fall in Apple shares AAPL, , amid reports the tech giant was halting plans to increase production of its new iPhones. However, Jim Cramer dismissed the significance of the news.
The S&P 500 on Tuesday fell for its sixth session in a row, shedding 6.5% over that period, and recording its longest losing streak since the beginning of the COVID-19 pandemic in February 2020.
Indeed the benchmark stock index has lost ground in eight of the last nine sessions, leaving its 14-day relative strength index momentum gauge at 27, where a figure below 30 is considered oversold territory.
Around 45% of S&P 500 stocks were oversold, noted Tier 1 Alpha, the most since the COVID-19 induced market meltdown in early 2020.

MILTON, Mass. — Standing in the doorway of his new home, Bouba Diemé, sturdy and 6 feet 8 inches tall, doesn’t look medically fragile.
But the program manager and father of three has been waiting six years to reach the top of the local heart transplant list.
And when he finally gets there — which could happen at any time — his body has to be ready for the surgery.
That’s why once a week for the last four years, the driver of a refrigerated van has dropped off five days’ worth of “medically tailored meals” at his house.
Diemé is one of about 2,000 people across Massachusetts and parts of Rhode Island who receives a weekly meal delivery catered to his taste and medical requirements. Many recipients are elderly, coping with multiple illnesses, and unable to shop or cook on their own. Others are children fighting cancer whose parents don’t have time or resources to make sure every calorie will support their fragile health.
The idea of delivering regular meals to people with health problems began at scale during the early days of the HIV/AIDS epidemic when young men were dying alone of malnutrition because of their disease.
Community Servings, which feeds Diemé, was born 32 years ago to fill that need and has provided meal deliveries since from its commercial kitchen in the Jamaica Plain neighborhood of Boston.
It’s a model that nutrition experts hope will become a staple of the American system of social benefits.
The White House Conference on Hunger, Nutrition and Health, scheduled for Wednesday, will recommend a pilot program to cover medically tailored meals as part of Medicare Advantage plans. It is one of a laundry list of new plans proposed Tuesday by the Biden administration to “end hunger and reduce diet-related diseases and disparities.”
The last such conference, held more than a half-century ago during the Nixon administration, led to the expansion of food stamps and other food supports that dramatically reduced starvation in one of the richest countries on earth.
Congressional approval will be required for some of the Biden administration’s priorities, including the medically tailored meals pilot, investing in parks, and expanding food stamps with a focus on access to fruits and vegetables. Other programs, such as voluntarily reducing salt and sugar and placing nutrition labels on the front of packages, may call for private sector support.
Revised food programs are urgently needed, experts said, at a time of rampant inflation and growing chronic health issues. At least 10% of the American public is “food insecure,” meaning they’re not sure where their next meal is coming from. And more than 40% of Americans have obesity, in part because the most inexpensive, readily available foods contribute to weight gain and poor metabolic health.
Medically tailored meals like those offered by Community Servings, can help address both problems in the short run, with other programs needed to address hunger for the longer term, said Dr. Dariush Mozaffarian, dean for policy at the Tufts Friedman School of Nutrition
Mozaffarian, one of the co-chairs of the task force which made recommendations to the White House conference, said he expects medically tailored meals and similar programs will be a centerpiece of any new national strategy to come out of the conference.
“I would be shocked and disappointed if ‘food as medicine’ weren’t a prominent part of it. It’s so promising,” he said.
Today, a small percentage of Americans with the most serious health problems use up almost half of the country’s health care resources. They are admitted to a hospital, discharged to a nursing home, sent home, and then end up back in the hospital or nursing home several times a year.
“Medically tailored meals have been shown to break that negative, vicious cycle,” Mozaffarian said. “They use the emergency room less, they get admitted to the hospital less, they go to nursing homes less, they feel better.”
Plus, he said, although Medicaid and Medicare haven’t been allowed to fund medically tailored meals programs, such approaches could save the government money. “Even accounting for the cost of the food, the cost of a hospitalization or nursing home or emergency room visit is so much – is so wildly expensive that just paying for the food is much more effective.”

‘You are not forgotten’
Community Servings runs a busy operation. Every morning, dozens of volunteers get a quick course on how to properly keep bacteria away from food. Then they don customized caps and wash up along a wall of stainless steel sinks.
In one area of the kitchen, volunteers, under the watchful eye of a trained chef, chop onions and celery for soups and salads. Another weighs out precisely 4 ounces of barbeque chicken. Someone else nestles broccoli and a generous slice of cornbread into a container with the chicken.
“Two things we learned early on,” said David Waters, Community Servings’ CEO: People who are ill have no appetite. And “if you bring them mediocre food, they’re not going to eat it.” So Community Servings makes sure its offerings are well above what he was served in his high school cafeteria.
Every day, multi-gallon soup pots are filled with produce unsold at local farmer’s markets or gleaned from fields within a few hours’ drive. Stacks of yeasted dough rise while waiting to be hand-made into rolls.
Since its earliest days, Community Servings has been about helping people who feel sick, scared and isolated. “It’s sending the message: ‘We see you and you’re not forgotten,'” Waters said.
Volunteers pack shopping bags with a week’s worth of meals. People who can only eat soft foods might get one set of options, while those with a heart condition like Diemé will get another, and a person who is malnourished, perhaps fighting cancer, might get a third, with extra protein and calories.
“Health care says to the patient: ‘This is what you need to do,'” and maybe hands the patient a piece of paper explaining the diet they need to follow, Waters said. But even those with a lot of privilege would struggle to meet such requirements. For a high-needs patient that’s simply impossible. “The system sets them up to fail.”
Research shows that bringing nutritionally tailored healthy meals to people with critical and chronic illnesses can save money.
In one 2018 study, people on medically tailored meals cost the healthcare system 16% less than those who didn’t receive the meals. The cost for six months of meals roughly equals one night’s stay in a hospital, Waters said.
“Medically tailored meals are a very effective food insecurity intervention,” said Dr. Seth Berkowitz, who helped lead that study and is now at the University of North Carolina School of medicine.
But there are still unanswered questions about how best to use medically tailored meals to improve health outcomes, he said via email. “I think there is still more we can learn about what combination of medical and social conditions medically tailored meals work best for, along with questions about the ‘dose,’ ‘duration’ .”
Originally funded through federal HIV spending via the Ryan White Act, philanthropy has helped Community Servings thrive and expand, and now the nonprofit also holds contracts with the state and 18 insurance companies.
The typical Community Servings recipient lives below 200% of the poverty level and needs anywhere from 2 weeks’ worth of meals at the end of life or a decade of food for someone living with HIV or severe diabetes, Water said.
The aim is to get them over a crisis, model what healthy eating and portion control looks like, and stabilize them, “so they can go back to being independent,” Waters said. “We don’t want to create a dependent culture, but we want to make sure whatever their crisis is that we can support them through it.”
Fighting disease with food
A handful of nutrition and hunger experts said they’re not really sure what to expect from the White House Conference, but they hope the outcome will include more support for food as medicine.
“The role of nutrition in disease is poorly understood and not widely recognized,” said Dr. William Dietz, who directs the Sumner M. Redstone Global Center for Prevention and Wellness at the Milken Institute School of Public Health at George Washington University.
“If that is an important emphasis that emerges from the conference, that could really open the door for a broader application of food as health and disease in the U.S.,” he said, including, he hopes, an expansion of food stamps and free school meals for every child.
“Medically tailored meals and its use in patients is really a microcosm of the broader need for a more balanced diet with an emphasis on fruits and vegetables for the general population,” Dietz said.
Nicole Heckman, vice president of benefits access for the AARP Foundation, said she sees medically tailored meals as an essential stop-gap for people in crisis.
But they generally last just six months. Follow-on programs like food stamps are also needed, she said, to enable people to “continue purchasing the food they were introduced to” when on medically tailored meals, she said. The food stamp program, now known as the Supplemental Nutrition Assistance Program “is absolutely critical for folks with low income to be able to consistently afford the food they need to live a healthy and active life.”
More than 16 million older adults don’t know that they’re eligible for food stamps, she said and 3 million of them missed out on more than $200 a month in benefits in 2018.

The European Union’s Markets in Crypto Assets Regulation (MiCA) could prove transformative, CoinDesk has been told, even if some in the industry query whether it will meet its goals of offering a single, clear rulebook for the 27-nation bloc.
MiCA would require crypto companies to register with the authorities, to hold sufficient capital to steady stablecoins and to offer clear and fair information to budding investors – and its text is, after many years, now almost finalized.
The world of crypto moves faster than legislators do, and this law has had quite the journey.
Originally designed to regulate crypto actors like issuers and wallet providers in an era where initial coin offerings, including scams, were rife, the draft bill evolved alongside innovations in the sector.
Between conception and completion, new provisions were inserted or contemplated to deal with the defunct Facebook-backed currency project Libra, later renamed Diem; the energy use of bitcoin mining; the rise of non-fungible tokens (NFTs); decentralized finance (DeFi); and algorithmic stablecoins like the now-doomed terraUSD.
It’s still not settled. A draft that leaked last week was viewed by some negotiators as the final version – but, at the last minute, it was opposed for not sticking to the political deal struck at the end of June. (While negotiations are being held in secret, three sources briefed on the talks told CoinDesk that objections came from France; one of them said countries other than France were also involved, but declined to say which.)
The law’s architects are still keen to trumpet its benefits – notably, allowing a single framework under which companies can operate across the bloc of 500 million consumers.
“Legal certainty was one of the main reasons why we need MiCA,” said Stefan Berger, the lawmaker who negotiated the law for the European Parliament, in a written interview. “We now have a legal framework that can be relied on as an investor but also as an issuer and offeror … order is created in the Wild West of the crypto world.”
By and large, the industry seems to agree with his rosy assessment. The law is overall positive, Marina Markezic, executive director of the European Crypto Initiative, told CoinDesk in an online interview.
Having the new law “is a drastic change” from the status quo, she said, referring to “the new world after MiCA” in which the crypto community will need to “grow up” and consider legal compliance as they develop projects.
“Overall, I would say, MiCA is positive,” she added. “It’s unifying Europe, and we’re going to have mostly the same rules for all service providers.”
But that high-level view masks plenty of detailed gripes. While a boon for crypto services such as wallet providers, lawmakers haven’t quite achieved their vision of legal clarity for everyone – particularly in newer areas of Web3 technology, CoinDesk was told.
“The NFTs bit [of the law] is unnecessarily complicated,” Blockchain for Europe’s Robert Kopitsch said in an online interview. “Depending on who you ask, you get a different answer, which is never a good thing.”
EU governments wanted NFTs to be exempted from the regulation entirely – but lawmakers at the European Parliament argued that, in reality, many so-called NFTs on the market were in fact traded like financial products, and capable of similar kinds of mis-selling and market abuse.
The current legal compromise means any assets issued as part of a series will likely be deemed fungible, meaning that in practice the bulk of self-proclaimed NFTs will be caught by the regulation. Worse still, it could mean individual national enforcers could take inconsistent views about whether a particular asset needs to issue a white paper.
In other areas, like caps on the use of non-euro stablecoins – introduced by governments panicking that a Libra-style payment system could usurp their own currency – the final compromise text seems to have found better favor.
A compromise deal that would see the use of many stablecoins limited to 1 million transactions per day is “quite a good end result,” because it will only capture real-world payments rather than trading activity, Patrick Hansen, Crypto Venture Advisor at Presight Capital, told CoinDesk in an online interview. That view may still change, since the scope of the cap is what France objected to.
But Kopitsch argues that, for stablecoins not tied to a fiat currency, the conditions attached are so arduous as to not make them worth pursuing.
“Let’s assume you have a gold-pegged stablecoin, and it has to be redeemable at all times at the purchase price – that’s impossible, nobody will issue such a token,” Kopitsch said. Those passing the law “just should have been straight and said we’ll just ban anything that looks like it, instead of making it pretty much impossible to launch.”
Compared to Markezic, Hansen is less fulsome about the impact MiCA will have – but even he reckons there will be wider global repercussions.
“I don’t think it ushers in a new era of crypto markets overall,” Hansen said, but he added that he “wouldn’t be surprised to see that piece of regulation like Mica having a lot of influence around the world,” given the desire to avoid creating loopholes via regulatory divergence.
That view appears shared by Binance boss Changpeng “CZ” Zhao, who recently characterized the law as a global standard for others to copy – and by Berger himself.
“There is a lot of international interest in MiCA coming from my U.S. colleagues,” said Berger, who recently visited New York City. “It would be desirable if in the future we had not only a European MiCA, but a global MiCA.”

China’s yuan has hit fresh record lows against the surging US dollar.
The internationally-traded yuan fell to its lowest level since data first became available in 2011.
China’s domestic currency also reached its weakest point since the 2008 global financial crisis.
It comes as the dollar continues to rise in value against other major currencies, after the US central bank increased interest rates again earlier this month.
Meanwhile on Wednesday, major stock market indexes across Asia fell sharply.
Japan’s benchmark Nikkei index closed 1.5% lower, while the Kospi in South Korea ended the day down by 2.4%. Hong Kong’s Hang Seng was 2.8% lower.
China’s central bank has been trying to slow the yuan’s slide by making it more expensive to bet against the currency. The People’s Bank of China (PBOC) also cut how much foreign currency banks have to hold.
Many investors see the dollar as a safe place to put their money in times of trouble.
That has helped to drive up its value against other currencies, including the British pound – which hit an all-time low against the dollar on Monday.
Also on Wednesday, the dollar reached a fresh 20-year high against a closely-watched group of leading global currencies.
The yuan’s slide is yet another example of a currency weakening as a result of the strong dollar.
It is also about the very different paths China and the United States are taking in response to economic issues at home.
The PBOC has been easing interest rates to revive growth in an economy ravaged by Covid lockdowns, while the US Federal Reserve is moving aggressively in the opposite direction as it tries to control inflation.
Such a divergence is not wholly problematic, Joseph Capurso, head of international and sustainable economics at the Commonwealth Bank of Australia told the BBC.
The fall in the currency’s value can actually be helpful for exporters within China, he said, because it would make their goods cheaper and so could increase demand.
That said, exports only make up 20% of the Chinese economy these days, so a weak yuan will not turn around fundamental weakness domestically largely caused by Beijing’s zero-Covid strategy and a property crisis, said Mr Capurso.
A weaker currency can also lead to investors pulling their money out of the country and uncertainty in financial markets – something Chinese officials will want to avoid with the Communist Party Congress coming up next month, when its president Xi Jinping is expected to secure an unprecedented third term in office.
The yuan’s fall has caused weakness in other currencies of developed economies in the region, including the Australian and Singapore dollar as well as the South Korean won.
Last week, the Bank of Japan intervened to support the yen for the first time since 1998, after the currency weakened against the dollar.
Asia’s emerging markets are vulnerable too – as they sell raw materials and components to China’s factories and so have increasingly become dependent on the yuan.
Washington has in the past accused China of intentionally devaluing its currency to keep exports cheap and imports from the US expensive.
While the strong dollar has rattled world markets, it is unlikely to deter the Fed from continuing to raise rates.
“The strong dollar is working for the US market,” Dimitri Zabelin at the London School of Economics’ foreign policy think-tank said.
“It will be a consideration but it will not weigh as heavy as domestic concern about inflation.”

Five projects in Yakima County and several more throughout the Yakima Basin are set to benefit from nearly $76 million in grants to fund projects across the state, the Washington Recreation and Conservation Office announced Monday.
The Legislature doubled the funds for the Salmon Recovery Board and the Yakima Basin Fish and Wildlife Recovery Board said more than $4 million will go to Yakima Basin organizations in Yakima and Kittitas counties.
A $39 million Yakima County project to restore Yakima River flows between Selah and Union Gap received nearly $4.8 million in grant funds, including $3.6 million in Salmon Recovery Board funding through a targeted investments program aimed at helping endangered orca whales by improving habitat for their preferred food source, Chinook salmon.

Yakima Basin Fish and Wildlife Recovery Board program coordinator Michael Horner said that additional funding will allow some of the money to go toward other projects in the area. Those efforts should complement recent improvements in ocean conditions, which have helped bring encouraging numbers of salmon and steelhead to the Columbia River so far this year.
“There’s what’s being done in the terrestrial environment and then there’s what’s happening in the ocean,” Horner said. “All of these things are being done here an then there’s the black box of the ocean.”
Despite gains elsewhere, some species, especially sockeye, continue to struggle to gain a foothold in the Yakima Basin. Increasing quality habitat and stream flows, opening up access to cool water and removing barriers should help fish as they migrate in and out of the basin, which includes Yakima, Kittitas and Benton counties.
Horner said Mid-Columbia Fisheries Enhancement Group applies for more salmon recovery funding projects than anyone else in the basin, and this year’s funding includes extra money it earned for restoration along Cowiche Creek. Mid-Columbia’s executive director, Margaret Neuman, said they received partial funding in 2021 and also earned another grant from the Department of Ecology for work set to begin in 2023 along with the city’s efforts to install a trail near the creek.
“There’ll be some efficiencies in doing those projects together and the city’s excited to participate with us,” Neuman said. “When the flows come up, instead of the water spread out on the landscape it’s really constricted by this huge railroad berm.”
The project also includes cooperation from three private landowners and will remove 900 feet of railroad berm while also establishing a native forest along Cowiche Creek. Neuman said that work should improve habitat for steelhead and coho, two species listed as endangered in the region.

Mid-Columbia Fisheries staff plans to serve as a partner for a Yakama Nation project designed to restore natural floodplain processes on nearly 950 acres by reconnecting about 10 miles of Yakima River side channels. Work will include enhancing a beaver dam, removing blockages in the channels and more to improve habitat for the Chinook, coho and sockeye salmon, as well as steelhead and Pacific lamprey that utilize the river.
An SRF grant of $960,000 will help fund that work, and smaller grants of $245,000 and $285,000 are designated for Yakama Nation projects on White and Wahtum creeks, respectively. Helicopters will place logs in about three miles of White Creek and the tribe plans to remove two failing and undersized culverts to improve fish passage on Wahtum Creek.

Horner said a small grant that drew significant interest from the state’s RCO will give Mid-Columbia Fisheries $31,000 to explore potential restoration opportunities in Kittitas County’s Cabin Creek watershed near Easton. Staff members plan to contribute $15,000 in labor to develop a full understanding of historic human impacts and how to improve conditions for fish in the area.
“I think people have assumed the habitat wasn’t very good there,” Neuman said. “It didn’t look great. But the fish monitoring picked up a bull trout in that stream in the last few years, so suddenly people are thinking that Cabin Creek has more potential than was previously understood.”
She noted successful projects such as Reecer Creek restoration near Ellensburg show the benefits of the Salmon Recovery Funding Board, which was created in 1999. Along with helping salmon and steelhead, it also reduced flood risks for the city.

2:48 p.m.: California teachers more pessimistic since the start of the pandemic, survey finds
Many teachers in California have considered leaving the profession and more have a negative outlook on the job following the onset of the pandemic, according to a new survey.
The study, published by the California Teachers Association and UCLA Center for the Transformation of Schools, found that around 40% of current TK-12 teachers have thought about leaving their job either to continue schooling or leave teaching entirely.
The outlook of teachers has also become more negative since the start of the pandemic. Around 77% of teachers say that things are changing for the worse now, up from 45% pre-pandemic.
Still, many teachers remain committed to the profession with 57% saying they are unlikely to leave teaching in the next three years, and 39% saying they are highly satisfied with their job.
12:48 p.m.: Over 4 million Americans have received new omicron-targeted booster
More than 4 million Americans have rolled up their sleeves for the new omicron-specific booster shots.
According to the Associated Press, the Centers for Disease Control and Prevention posted the count on Thursday. The new shots target the most common omicron strains of the coronavirus.
The U.S. has ordered 171 million doses of the new boosters for the fall. The first hint of public demand for the new boosters comes as health experts lamented President Joe Biden’s recent remark on 60 Minutes that “the pandemic is over.”
The president later clarified his comment after facing heat from health experts, who worry the message might slow prevention efforts.

11:58 a.m.: Pfizer plans to roll out updated COVID-19 booster shots for children ages 5 to 11
Pfizer is asking the Food and Drug Administration to expand the use of its updated COVID-19 booster shot to children ages 5 to 11.
As reported by the Associated Press, some 4.4 million Americans have already received one of the updated boosters since they rolled out earlier this month for anyone 12 and older.
Just like with Pfizer’s original vaccine, elementary school-aged children would get a third of the dose of the updated booster.
The FDA is expected to decide soon. Pfizer and its partner BioNTech also announced that they have begun a study of the updated booster in children younger than 5.
11:02 a.m.: Canada to soon drop vaccine mandate at US-Canada border
An official familiar with the matter says Prime Minister Justin Trudeau has signed off on Canada dropping the vaccine requirement for people who enter Canada at the end of September.
Canada, like the United States, requires foreign nationals to be vaccinated when entering the country. According to the Associated Press, no change in the mandate is expected in the U.S. in the near term.
Unvaccinated foreign travelers who are allowed to enter Canada are currently subjected to mandatory arrival tests and a 14-day quarantine.
The officials say Trudeau has agreed to let a cabinet order enforcing mandatory COVID-19 vaccination requirements at the border expire Sept. 30.

12:30 p.m.: Flu season could be headed to the U.S. early
After virtually disappearing for two years as the COVID-19 pandemic raged, influenza seems to be poised to stage a comeback this year in the U.S., NPR reports. And while COVID-19 is notoriously unpredictable and many restrictions have been lifted, there’s a good chance COVID cases will rise again this winter.
During this year’s Southern Hemisphere winter, the flu returned to some countries like Australia, where it started ramping up months earlier than usual and caused one of the worst flu seasons in recent years.
The combination of flu and coronavirus cases could seriously strain the health system, according to Dr. William Schaffner, an infectious disease professor at Vanderbilt University. The flu causes between an estimated 140,00 and 710,000 hospitalizations annually, according to the Centers for Disease Control and Prevention.
The CDC is reporting that the flu is already starting to spread in parts of the south like Texas, and experts caution that very young kids who have not been exposed to flu for two years may be especially vulnerable.
But experts doubt COVID and flu will hit the country at the same time because of something known as “viral interference,” a phenomenon that occurs when infection with one virus reduces the risk of catching another.
“These two viruses may still both occur during the same season, but my gut feeling is they’re going to happen sequentially rather than both at the same time,” said Dr. Richard Webby, an infectious disease specialist at St. Jude Children’s Research Hospital. “So I’m less concerned about the twindemic.”
But Webby and others are still urging people to make sure everyone in their family gets a flu shot as soon as possible, especially if flu season arrives early.

11:12 a.m.: California is easing mask-wearing recommendations
California’s Department of Public Health released updated guidance for the use of face masks, dropping the recommendation for universal mask wearing in indoor public spaces.
Moving forward, the CDPH will follow the CDC’s Community Level Tracker in making mask-wearing recommendations. The state plans to only strongly recommend mask wearing in crowded indoor settings for all residents when the community level is high.
It’ll also allow certain congregate settings — including correctional facilities, homeless and emergency shelters and cooling centers — to be mask optional.
This new guidance only applies when COVID-19 levels are low. As of Friday, Sacramento county is in a low community spread level. You can check your county with the CDC Community Level Tracker.
Masking changes will take effect this Friday, Sept. 23, and don’t apply to health care and long-term care settings.
“This shift in masking is consistent with California’s SMARTER Plan and gives Californians the information they should consider when deciding when to wear a mask, including the rate of spread in the community and personal risk,” said CDPH Director and State Public Health Officer Tomás Aragón in a statement.
Here’s the CDPH’s masking recommendations, according to a deparment press release:
When community COVID-19 levels are low, those at a lower risk for severe illness can choose to skip masking. Those at higher risk should consider wearing masks in crowded indoor public places.
When community levels are media, those at a lower risk for severe illness to consider wearing masks in crowded indoor places. It’s recommended to wear a mask in crowded indoor spaces for those at higher risk.
When community levels are high, it is recommended that everyone wears a mask indoors.
Californians at higher risk for severe illness, including people who are unvaccinated, immunocompromised, have certain disabilities or underlying health conditions should take extra COVID-19 precautions.

11:16 a.m.: DOJ charges 48 people in COVID-19 pandemic funds scheme
The Department of Justice has charged 48 people in what prosecutors have called a scheme to take advantage of the COVID-19 pandemic to fraud the U.S. government of $250 million.
According to the Associated Press, prosecutors say the defendants obtained government funds under the guise of providing food to underprivileged children.
But just a tiny fraction of the money went toward feeding kids, and the rest was instead laundered through shell companies and spent on property, luxury cars and travel.
Prosecutors say it is the largest fraud case to date that deals with the misuse of government funds during the pandemic.
10:49 a.m.: Florida man pleads guilty to $7.2 million COVID-19 relief fraud
A Florida man who fled the U.S. and was eventually arrested in Croatia has pleaded guilty to stealing more than $7.2 million in COVID-19 relief funds.
As reported by the Associated Press, court records show that 46-year-old Don Cisternino pleaded guilty Tuesday in Orlando federal court to wire fraud, aggravated identity theft and illegal money transaction.
He faces up to 32 years in federal prison at a scheduled hearing for Jan 5. According to the plea agreement, Cisternino submitted a fraudulent loan application for a Paycheck Protection Program loan in May 2020.
He claimed his company had 441 employees and monthly payroll expenses in 2019 of more than $2.8 million. The company actually had no employees other than Cisternino.

12:28 p.m.: FDA concedes delays in response to baby formula shortages
U.S. health regulators say their response to the ongoing infant formula shortage was slowed by delays in processing a whistleblower complaint and test samples from the nation’s largest formula factory.
According to the Associated Press, the Food and Drug Administration on Tuesday published its first formal report detailing the factors that led to the shortage, which forced the U.S. government to import formula from overseas.

WATERFORD –The Ohio State University Extension Office is visiting local schools throughout Washington County to provide a Farmers Market experience for students.
The OSU Washington County Junior Farmers Market Program is a mock educational farmers market set up for fourth grade students that teaches them about farmers markets, spending money and how to live healthier.
The program made its first stop at Waterford Elementary on Tuesday.
Marcus McCartney, with the OSU Extension Office, led the program. He said it began in 2018 and was expanded on from a similar program that gave kids money to buy fresh produce.
“I looked at that and thought ‘man, that’d be really good if we could actually make a simulated farmers market and take that and bring it to the schools,’” he said. “And try to replicate that excitement at the farmers market and have kids associate that excitement with fresh fruits and vegetables –and create these long term healthy consumers.”

McCartney said the program took a two-year hiatus due to the COVID-19 pandemic.
“In 2020, I had all kinds of grant money to do every fourth grader in the whole county and of course COVID hit so I had to return that money,” he said. “And in 2021 we started planning this program in January and no one knew what was happening. We didn’t know if kids would be in schools.”
McCartney said the program was able to return this year due to Hunger Solutions MOV and the Master Gardener volunteers from OSU. Hunger Solutions MOV sponsored the entire program this year.
“Anything we wanted, they provided for us because they believe in the impact (of the program) and their mission is to address food insecurity and food hunger,” he said.
McCartney said there are seven different areas that the program is focusing on this year: The farmers market; the Pollination Station; Taste Testing; Rethink your Drink; Healthy Living; GoPacks; and Healthy Soils Equals Healthy People.

The Farmers Market featured potatoes, apples, peppers, watermelon and other produce that students could purchase. Waterford Elementary fourth graders were given five wooden coins and a reusable shopping bag to purchase their produce.
Greta Lynch, with the OSU Extension Office, stood at the Taste Testing booth. She taught students the ingredients used to make salsa, what preservatives are and let students sample homemade salsa.
Nat Sistrunk, with Wayward Hill Farms, stood at the Pollination Station booth. Sistrunk sells honey at the River City Farmers Market in Marietta. He spoke about the importance of bees and the difference between summer and spring honey.
Heather Warner, founder and director of GoPacks in Marietta, and Pauline Lee, also with GoPacks, taught students how to improve the flavor of canned vegetables and how to sneak vegetables into meals. Warner shared a story of how she tricked her family into eating healthy pizza she made with carrots. She then handed out chocolate chip cookies that included yams. Warner handed out healthy pizza and cookie recipes to students after the lesson.
McCartney said he is thinking about including even more stations next year. In the future, he would like to add an herb or tea station and a milk station featuring a local dairy provider.

Waterford Elementary Principal Brad Lanier said it’s really exciting that students are getting the chance to learn about farmers markets and aquire new skills they didn’t posess before the program.
“It’s really neat. Ohio State University has given a chance for our fourth graders to practice shopping, using some real adult skills to think about how they might be able to do this themselves one day,” he said. “I’m so happy that we’re bringing this stuff back, I hope it continues well into the future.”
McCartney said buying from Farmers Markets helps the local economy and strengthens the community as a whole. He said customers of such markets are supporting neighbors and local farmers by buying their produce.
“It’s important we take care of our farmers, they are one of the most valuable people we have in our society and probably one of the most undervalued that we have.”

WARREN — Dennis Paul Salerno, 71, of Prun di Valpolicella, Italy and Naples, Fla., passed on Saturday, Sept. 24, 2022, at Trumbull Regional Medical Center in Warren, after a devastating sudden onset and vicious battle with sinus cancer.
Dennis was born Nov. 18, 1950, in Youngstown, the son of Frank and Loretta DeMathews Salerno, who were lifelong Niles residents. He was a 1968 graduate of Niles McKinley High School, where he lettered in football.
He went on to Ohio State University, where after a bachelor’s degree in Spanish in 1972 , he earned a master’s degree in Italian literature in 1974, teaching Italian at the university as he pursued that degree.
In 1975, he joined the United States Army and finished a 25-year career, retiring in 2000. During this time, he was stationed in numerous places in the United States, as well as three assignments in Italy and one in Turkey, participating in three wars, as well as multiple peacekeeping / peace enforcement operations. Most notably were Desert Storm in 1991, Bosnia in 1995 and Kosovo in 1998.
In Desert Storm, he was the communications operations officer for the 101st Airborne Division, where he planned, executed and participated in the communications system that propelled the division on the air and ground assault into Iraq, earning him the Bronze Star Medal for exceptionally meritorious service while engaged in combat operations against an enemy of the United States. In Bosnia, he was chief of NATO Communications Operations and Plans, where he designed, resourced and implemented all communications for NATO in the Balkans, repeating the task for Kosovo.
Retiring from the military in 2000, Dennis opted to accept a NATO civilian job as chief satellite communications engineer in Verona, Italy, instead of promotions to colonel. There, he oversaw a $74 million project to expand the site and enhance NATO communications throughout the Alliance.
He and his wife purchased homes in the Valpolicella wine region in the hills north of Verona. He again retired in 2016, and together with his wife and many friends, continued to pursue all their hobbies: travel, exploring foreign cultures, wineries, food, museums and local customs. No one knew the history, food and drink or culture of Italy like Dennis. He often led groups to visit wineries, restaurants and museums. If you named the town, he would tell you where to eat, what to eat, what to see and where to stay. He was a true gourmand, or “buongustaio” in Italian, and taught many Italians and Americans about the finer things of Italian food and wine.
Additionally Dennis was a big game hunter. He had numerous trophies from Europe, as well as South Africa, where he even scored a cape buffalo. He always followed ethical hunting principals, never taking endangered or stressed animals.
He will be truly missed by his wife of 47 years, Patricia “Patty” Holmes Salerno, a true Army wife, who loyally followed him to every assignment, and while there, contributed significantly to the morale and welfare of the military community through community involvement and dedicated teaching in the U.S. Department of Defense School System, where she was selected Teacher of The Year in 2006. They were a great pair and shared their passion for life and a deep love for each other.
He will also be missed by his sister, Celeste Falter and her husband, Randy; their children, Kristi Vitelli and her husband, Eric, and Matthew Falter and his wife, Kim; brother-in-law, Robert Holmes and his wife, Miriam; and their children, Melissa Christiansen and her husband, Ryan, Sarah Wunderlich and her husband, Wes, and David Holmes; great-nieces and great-nephews, Cameron and Cailynn Vitelli, Keira and Soren Christensen, Oscar Wunderlich, and Becca and Rachelle Calvin; cousins, David and Michael DeMathews, and Bobby Salerno and his wife, Kathleen; all of the Venettis, Frank Cannell and his wife, Patty; Rich Corea and his wife, Linda; and many other cousins.
Furthermore, he will be missed by literally thousands of people throughout the world, many in Italy, Eastern Europe and every state in the USA. He believed in American core values of freedom, rugged individualism and liberty, but also expounded the importance of multinational engagement and fostering relationships worldwide.
A Mass of Christian Burial will be held at 10 a.m. Saturday at Our Lady of Mount Carmel Catholic Church in Niles, where Dennis will be honored for his military service by the Trumbull County American Legion Honor Guard.
Burial will be in Arlington National Cemetery.
