(Interesting review. Stepping back, the Deep Learning wave seemed to follow what had the most R&D funding including linguistics, neuroscience, graphics, Big Data, and so on. If there is investment, it is quick to adapt and dominate. China had its economic miracle in the manufacturing. They did not take the GPU over themselves right off. Nor assume that intelligence would find whoever had the most engineers. Still seemed to be looking for efficient, faster, cheaper, and all those good manufacturing things as the global source. Now experiencing the East-West trade standoff. But analysts do not seem to accept a complete split longer-term. AGI is great and sobering to consider it it arrived today in terms of impact, but there are yet plenty of narrower markets to develop and exploit. Domestic strategists are likely on top of this, but cannot play a decade or longer out the way the mainland claims to) Although, despite propaganda, it is also subject to a change of leadership in the Party.
