A linear third-person action game? With hidden collectables? With no side quests? Checkpoints that don’t involve bonfires? Open areas that double as combat arenas to crunch through enemies before moving on to do it again? They don’t make them like this anymore, and a game like this really makes me wish they did. Set in an alternate 18th century, where the West is still wild, but also filled with vampires, you play as Jesse Rentier, star agent and heir apparent of the Rentier Institute, an organization of vampire hunters powered by sci-fi tech and government spending. As the tough-as-nails man on the ground, you’re the go-to for when a dirty job needs doing. In the demo level I played, that job was recovering missing technology in a snowy mine. Even with a sort-of sidekick to banter with, Jesse seems largely like your run-of-the-mill tough-guy protagonist who would rather shoot off a gun than his mouth. Meanwhile, much of the setting is cool on the surface. The Nikola Tesla-inspired electropunk tech is gaudy and over-designed in a way that attracts more than repulses. The unnatural tech juxtaposes starkly with the supernatural brutality of many of the vampire designs, as well. When the shooting starts, Jesse is more than prepared, both with more mundane and traditional firearms, and mechanical tricks that make up for the magical power gap between him and his enemies. The base of my offense came in the form of his gnarly gauntlet. You can mash for quick face-beating combos, or hold down the attack button to launch an enemy airborne. Follow it up with a diving punch, or quickly draw your pistol and fill them full of holes before they drop. Making these decisions on the fly is a cinch because every weapon is on its own dedicated button or happens in its own specific scenario. For example, if I want to fire the pistol, I press the shoot button. If I want to hit longer range targets with my rifle, shoot while aiming. The Rentier Institute provides you with some other gadgets as well. Your energy shield isn’t the kind you hide behind to absorb attacks for you, but if you time it correctly, any enemy that attempts to touch you gets sent into high-voltage seizures, leaving them open for big damage. The crippling rod can do the same, but to a whole slew of enemies at once. Outside of being flashy, all of your tools feel like they are tailor-made for specific situations, and none feel like they are made irrelevant or redundant when compared to the others. I really loved that the variety of actions didn’t step on its own toes. There looks to be a ton of ways to upgrade and personalize your tools around your preferred playstyle. You can add more functionality to your weapons, like being able to get bullets spent shooting weak spots on monsters refunded. Or you can add more character-focused perks that give you new abilities or alter and extend ones you already have. Standard skill tree stuff at first glance, but when you start seeing these knock-on effects add up, Jesse really starts becoming the kind to one man army they present him to be. Finally, the vampires here aren’t your Bela Lugosi Draculas. Some are skinless feral beasts whose bodies are flailing around on autopilot in search of your neck. Some are almost like hives for large glowing explosive insects that march to their deaths to ensure yours. These are inventive and sometimes pretty challenging creatures that definitely make me want to know more about what weird horrors lurk in the shadows of this alternate-history America. Each encounter feels handmade to create a specific sort of challenge, making it feel more like a deliberate puzzle than a happy accident. The linearity of the stage I played was counterbalanced fairly well by the amount of nooks and crannies that were scattered around to find consumable items, money, or other collectables. I wasn’t particularly moved to search every inch of the stage in this demo, but I can see the more OCD gamer having plenty of boxes to check in a full release. Such straightforward design may seem out of step with today’s forever games, but I really appreciated the focus on making the elements you can interact with feel vibrant and intentional. No, I can’t “see the mountain in the background and climb it,” but each encounter feels handmade to create a specific sort of challenge, making it feel more like a deliberate puzzle than a happy accident. Evil West Game Award Trailer Screenshots The small demo time I got with Evil West left me thirsty for more Old West vampire hunting. In a year that, somehow, finds three notable games set in a dark and haunted Wild West, Flying Wild Hog’s remains unique not just among its setting counterparts, but its genre contemporaries. Action is easy to get your head around quickly, but reveals new layers of depth and strategy with every new powerful upgrade, bizarre tool, and fanged foe.

The approval, posted on the regulator’s website late Tuesday, for Pedmark allows it to be used to reduce the risk of ototoxicity in children aged over one month who have undergone chemotherapy using the drug cisplatin. Cisplatin is used in treating a range of cancers in children such as liver, bone and brain cancer, but can cause permanent hearing loss. The company’s shares closed nearly 16% higher on Tuesday. This was Fennec’s third attempt to secure approval for the intravenous treatment. The FDA had twice declined to approve the therapy citing some deficiencies at the company’s manufacturing facility. According to Fennec, nearly 10,000 children in U.S. and Europe receive chemotherapy with cisplatin or similar drugs each year, and the incidence of hearing loss depends on the duration and dosage of the therapy. For Jungwon Kim ’23, the transition into software engineering for a tech startup was not difficult at all — despite it being his first foray into the commercial world.  Kim was a summer intern with Pranos AI, a company that makes a system capable of transforming car windows into screens. This technology aims to unlock a new arena of advertising and storytelling for businesses and individuals alike, with transparent HD displays that may soon populate building facades as well as motor vehicles.  A computer science major, Kim said his college courses acclimatized him to general programming concepts, knowledge that proved valuable when his internship required him to work with somewhat unfamiliar technology. “It was easy to get ahold of these recurring concepts after I had learned a bunch of new languages in class,” he recalled.  Kim discovered the internship via a search on LinkedIn, after which he passed through the application and interview process while studying abroad in Denmark. In the end, he landed in a remote position that was largely autonomous. “We had an individual check-in once a week, a group check-in every other week … but other than that, it was really up to me to decide how to spend my time,” said Kim. “It wasn’t super strict; it was quite nice.”  More specifically, his day-to-day work concerned Pranos’ mobile front-end technology. This entailed the outward-facing elements of their mobile application, he explained, “as opposed to working on the back end, where the databases are.” The mobile app features prominently in the Pranos system as the primary controller for users’ displays and content.  Looking forward, Kim anticipates finding a similar job upon graduation where he can work on commercial applications and software, continuing with the kinds of tasks he focused on at Pranos. The latest state intervention followed a rescue package agreed in July. The deal will see the German state take a majority stake from Fortum which, itself, is controlled by Finland’s government. Uniper’s losses have mounted as Russia has cut back natural gas supplies to European countries supporting Ukraine. Some factories in Germany are already operating below capacity in a bid to save money. The scramble for supplies saw Berlin take control of three Russian-owned oil refineries last week before an embargo on Russian oil takes effect next year.

We also feature comments from the project’s international partners on their work within the project.  Please can you introduce yourself, tell us about your scientific background, and what inspired your career in dementia research? As an Occupational Therapist with 30+ years of experience, I am passionate about assisting people in living well with dementia. Some people consider the “live well with dementia” idea corny at best and unrealistic at worst. However, there are large and growing amounts of research to indicate psycho-social and lifestyle interventions that will do just that – help you to live well and come to terms with a diagnosis, as well as live a full and meaningful life. The key, however, is getting a diagnosis in a timely fashion from a medical practitioner who will support you on the right path with information and resources to plan for the future and feel and be in control. That is what attracted me to COGNISANCE and what we are striving to do. But to achieve this, things must change! Can you tell us a bit about COGNISANCE? What are the aims and objectives of the project? Co-designing dementia diagnosis and post-diagnostic care (COGNISANCE) was a project brought about by pervasive and global issues with how a diagnosis of dementia is given without hope and the poor support received after diagnosis. In a global survey undertaken for the 2021 World Alzheimer Report (Alzheimer’s Disease International), 55% of people said they were given inadequate information at diagnosis, and 62% of healthcare practitioners believed that nothing could be done following the giving of a diagnosis. The Chief investigator is Professor Henry Brodaty AO, an old age psychiatrist researcher, policy advisor, and strong advocate for people with dementia and carers. At UNSW Sydney, he is Scientia Professor and Montefiore Chair of Ageing and Mental Health and Co-Director of the Centre for Healthy Brain Ageing. He has published extensively and serves on multiple committees for the state and Australian governments and WHO. COGNISANCE aimed to develop, test, implement and evaluate a global website tailored for each country involved and social marketing campaigns to change hearts, minds, and behaviors to improve how a diagnosis is communicated and the support available following diagnosis. To meet our aims, we used a five-step approach: Through surveys and interviews, we explored current experiences, barriers, and facilitators to dementia diagnosis and post-diagnosis support from the perspectives of persons with dementia, care partners, and health and social care professionals in each of our regions.  Based on this formative research, we co-designed an internationally adaptable set of web-based resources and key messages to support improvement in the communication of diagnosis and post-diagnostic support. Each country reviewed the context of dementia diagnosis and support, including policy, practice, and the nature of existing supports to devise a social marketing campaign named Forward with DementiaTM to communicate key messages, change help-seeking and help-giving behavior, challenge stigma, myths, and misconceptions about dementia. We are currently evaluating the project.   Lastly, we are just completing a ‘Playbook’ as a guide to describe the process and help other countries to produce public resources and campaigns to transform how a diagnosis of dementia is communicated, and the support offered after diagnosis. Alzheimer’s Disease International has estimated that three-quarters of people with dementia have not received a diagnosis. What is the current process of dementia diagnosis, and why is a diagnosis difficult to obtain? There are many reasons, including health resourcing in different nations. Our project addresses, in part, the fear of dementia. Some research has indicated that dementia has outstripped cancer as the most feared disease. Individuals with dementia, families, communities and even health professionals often feel nothing can be done. While there is no cure for most dementias, much can be done to treat and manage the symptoms and live a full and meaningful life after diagnosis. But, as I mentioned,  things have to change. Health professionals need to communicate a diagnosis of dementia with compassion and hope and provide patients with information and resources that will enable them to live well. People with dementia, families and friends need clear information and practical actions to live well today, plan for tomorrow, and challenge the stigma and misinformation that often accompanies a diagnosis. This year’s World Alzheimer’s Day theme is ‘Know Dementia, Know Alzheimer’s’ and focuses on post-diagnosis support. What is the current state of post-diagnosis support, and how can it be improved, both for the patient and their family? Our formative research for COGNISANCE indicated variability across our five participating countries regarding post-diagnostic support. Even with four out of five of our participating countries being developed nations (Australia, UK, Netherlands, Canada; Poland is our LMIC), up to one-third of people with dementia (91 people) and carers (300) we surveyed were dissatisfied with the information they received and less than a quarter of people with dementia and about a third of carers received a plan of care. Yet there is a plethora of information! COGNISANCE has codesigned a website (the international landing page) that gives a comprehensive guide to post-diagnostic support. The website has three sections for people with dementia, carers, and health care professionals tailored to meet their specific needs. Cognisance has given us the opportunity to collaborate internationally to meet the common goal of improving the experiences for people after a diagnosis of dementia. Being given a diagnosis of dementia can be overwhelming. People may not know the questions to ask or be able to get the information they need at the right time. We have worked closely with people living with dementia, carers, health care professionals, and organizations such as the Alzheimer’s Society to co-produce an online guide Forward with Dementia. Three Arrows had just taken a hit from the collapse of cryptocurrency Terra, raising doubts about its ability to repay. That was a worry for Blockchain.com since it had not taken collateral to secure the loan, court filings show. “This is time sensitive so let’s sort if you’re available,” Odell said of the repayment. The loan was part of an opaque web of unsecured lending between crypto companies that left the industry exposed when cryptocurrency prices crashed 50% earlier this year, according to a Reuters review of bankruptcy court and regulatory filings, and interviews with about 20 executives and experts. Institutional crypto lending involves lending cryptocurrencies as well as cash in return for a yield. By waiving the requirement for the borrower to put up collateral – such as stocks, bonds or more commonly other crypto tokens – lenders can charge higher rates and ramp up profits, while borrowers can generate cash quickly. Blockchain.com has since largely ceased its unsecured lending, which had represented 10% of its revenue, chief business officer Lane Kasselman told Reuters. “We’re not willing to engage in the same level of risk,” he said, although he added the company would still offer “extremely limited” unsecured loans to top clients under certain conditions. Unsecured lending has become common across the crypto industry, according to the review of filings and the interviews. Despite the recent shakeout, many of the industry insiders said the practice was likely to continue and could even grow. Alex Birry, chief analytical officer for financial institutions at S&P Global Ratings, said the crypto industry was in fact broadly seeing a trend towards unsecured lending. The fact that crypto was a “concentrated ecosystem” raised the risk of contagion across the sector, he added. “So if you are only lending to people operating in this ecosystem, and especially if the number of these counterparties are relatively limited, yes, you will see events such as the one we’ve just seen,” he said about the summer collapse of lenders. CRYPTO BOOM AND BUST Crypto lenders, the de facto banks of the crypto world, boomed during the pandemic, attracting retail customers with double-digit rates in return for their cryptocurrency deposits. The New Jersey-based lender’s crypto loan book grew from $380 million in March 2021 to around $2 billion in March 2022, and it took collateral for just 11% of that $2 billion, the company’s regulatory filings show. The lender collapsed after Three Arrows defaulted on a crypto loan worth more than $650 million at the time. Although neither party have said if this loan was unsecured, Voyager did not report liquidating any collateral over the default, while Three Arrows listed its collateral status with Voyager as “unknown”, the companies’ bankruptcy filings show. read more Voyager declined to comment for this article. Rival lender Celsius Network, which also filed for bankruptcy in July, offered unsecured loans too, court filings show, although Reuters could not ascertain the scale. Since most loans are private, the amount of unsecured lending across the industry is unknown, with even those involved in the business giving wildly different estimates. Crypto research firm Arkham Intelligence put the figure in the region of $10 billion, for instance, while crypto lender TrueFi said at least $25 billion. Antoni Trenchev, co-founder of crypto lender Nexo, said that his company had turned down requests from funds and traders asking for unsecured loans. He estimated uncollateralized lending across the industry was “probably in the hundreds of billions of dollars”. BULLISH ON BORROWING While Blockchain.com has largely pulled back from unsecured lending, many crypto lenders remain confident about the practice. Most of the 11 lenders interviewed by Reuters said they would still provide uncollateralized loans, though they did not specify how much of their loan book this would be. Joe Hickey, global head of trading at BlockFi, a major crypto lender, said it would continue its practice of offering unsecured loans only to top clients for which it had seen audited financials. A third of BlockFi’s $1.8 billion loans were unsecured as of June 30, according to the company, which was bailed out by crypto exchange FTX in July, when it cited losses on a loan and increased customer withdrawals. read more “I think our risk-management process was one of the things that saved us from having any bigger credit events,” Hickey said. Furthermore, a growing number of smaller, peer-to-peer lending platforms are seeking to fill the gap left by the exit of centralized players such as Voyager and Celsius. Sid Powell, co-founder and CEO of unsecured crypto lending platform Maple, said institutional crypto lenders were more cautious after Three Arrows’ insolvency, but conditions have since normalized and lenders are now again comfortable lending unsecured. Executives at two other peer-to-peer lenders, TrueFi and Atlendis, said they had seen an increase in demand as market makers continue to seek unsecured loans. Brent Xu, CEO of Umee, another peer-to-peer platform, said the crypto industry would learn from its mistakes, and that lenders would fare better by extending loans to a more diversified range of crypto companies. For example, that would include firms seeking to make acquisitions or to fund expansion, he added, rather than focusing on those making leveraged trades on crypto prices. “I’m very bullish on the future of unsecured borrowing and lending,” Xu said. MILLION DOLLARS OF BITCOIN To be sure, many crypto loans are secured. Even then, though, the collateral is frequently in the form of volatile tokens that can quickly lose value. BlockFi over-collateralized a loan to Three Arrows but still lost $80 million on it, the lender’s CEO Zac Prince said in a tweet in July. Abraham is expected to take up the post immediately. “I had the privilege of swearing in Yohannes Abraham as our next Ambassador to the Association of Southeast Asian Nations,” Harris wrote on Twitter yesterday. “Thank you, Ambassador Abraham, for serving the White House with honor and taking on this new role. We wish you well.” Abraham was nominated to the post in May, an announcement that President Joe Biden made during the two-day U.S.-ASEAN Special Summit that was convened in Washington. As former chief of staff and executive secretary of the NSC, Abraham has worked closely with those in who have set the Biden administration’s policy toward Southeast Asia. Abraham’s appointment follows a more than five year vacancy in the Jakarta-based posting, which has lain empty since President Donald Trump took office in January 2017. As Aaron Connelly of the London-based Institute for Strategic Studies (IISS) pointed out on Twitter today, “Since the U.S. established a resident mission to ASEAN in Jakarta in 2011, the post of ambassador has been vacant (6 years, 6 months) more often than it has been filled (4 years, 11 months).” The position has since been filled by a string of charges d’affaires. Until recently, Washington’s frequent statements of commitment to Asia in general, and Southeast Asia in particular, have been undermined by the inability to confirm ambassadors to fill vacant posts. This has been less a question of political will than the petty partisan sniping of Senator Ted Cruz (R-TX), who vowed to block Biden’s State Department nominees until the government imposed congressionally mandated sanctions on the Nord Stream 2 pipeline running from Russia to Germany. These vacancies were especially marked in Southeast Asia, a region that lies at the crossroads of the “Indo-Pacific.” At one stage last year, the U.S. had no ambassador posted to Thailand or the Philippines, both of them long-standing treaty allies, nor in Singapore, perhaps the other most important U.S. partner in the region. It was also unrepresented in Brunei and Timor-Leste. All but one of the vacant Southeast Asian posts – the ambassadorship to Timor-Leste – has now been filled. According to the American Foreign Service Association (AFSA), the Senate confirmed Robert Godec as ambassador to Thailand in August, on the same day that it approved Abraham for the ASEAN posting. In May, it approved MaryKay Loss Carlson’s nomination as ambassador to the Philippines, along with nominees to posts in South Korea and Australia. These followed the confirmations of Caryn R. McClelland as ambassador to Brunei (December 2021), Marc Knapper as ambassador to Vietnam (December 2021), and Jonathan Kaplan as U.S. ambassador to Singapore (November 2021). Meanwhile, Donna Ann Welton has been nominated to serve in Timor-Leste, but has yet to be approved, according to AFSA. The Russian invasion of Ukraine, which prompted Germany to freeze Nord Stream 2 and the U.S. to impose sanctions on the company building it, has effectively removed the last remaining partisan bottleneck and allowed the remaining vacancies to be approved with relative ease. With the U.S. now well represented in Southeast Asian capitals, attention turns to the message that these envoys will be expected to deliver to the governments of the region: about U.S.-China competition, war in Europe, and other issues of regional and global import. As I noted in May, after the Senate’s confirmation of ambassadors to Manila, Seoul, and Canberra, a lot of questions remain about the shape of U.S. policy toward Southeast Asia – not least the question of U.S. economic engagement, another area in which domestic politics imposes limits on the Biden administration’s room for maneuver. But whatever message that Washington wishes to convey, it at least now has the personnel who can deliver it.

(KCTV) – A local school resource officer is looking at a host of honors for his response to an active shooter this spring. School Resource Officer Erik Clark accepted an award for valor Tuesday night from a group close to his heart. On March 4, parents rushed to Olathe East High School in a panic to pick up their kids. No one knows if the teen student accused of firing the first shots would have continued beyond the office had School Resource Officer Erik Clark not intervened. Tuesday night’s Award for Valor came from the Kansas Juvenile Officers Association, which includes SROs and DARE officers. It’s not an annual award like some organizations have. “This is actually the first time that we’ve given this award,” said Officer Anthony Garcia, a Blue Valley School District SRO who is the organization’s vice president. “But, these acts of bravery by Officer Clark just couldn’t go unrecognized. So, we felt that we needed to put something together for him.” Clark had already been honored at the United States Capitol and received the National Award of Valor from the National Association of School Resource Officers. Yet, Olathe Police Department Public Information Officer Sgt. Joel Yeldell said Tuesday’s award may be even more meaningful. “This one is especially special because these are his peers. These are fellow SROs from Kansas who are recognizing that work. So, I think that really hits home for him,” Yeldell said. Yeldell spoke on Clark’s behalf because the shooting is part of an ongoing criminal case and he’s been asked not to speak about it publicly. Johnson County District Attorney Steve Howe charged the student, Jaylon Elmore, with attempted capital murder. He was 18 at the time. That case is still working its way through court. In a document, in which Howe ruled Clark’s use of force justified, Howe wrote that Assistant Principal Dr. Kaleb Stoppel had received information that Elmore had a gun in his backpack. So, he went to the teen’s classroom and asked him to come to the office. Once in the office, Howe wrote, Elmore was asked to empty his backpack. He refused, then pulled out the gun and fired it, hitting Clark. Howe wrote that Stoppel then tackled Elmore and Clark returned fire. Clark, Stoppel and Elmore were all hit by gunfire and have all since been released from the hospital. Clark returned to Olathe East this fall to continue with what he’s been doing for the past seven years at the school. Yeldell said Clark was eager to return and the entire department was happy to see him back in uniform. “That’s a tight knit group over there,” said Yeldell. “I think any time people go through something traumatic that they get even closer, so that’s a very special family there at Olathe East.” Both Stoppel and Clark were honored in Washington, D.C. earlier this year when a Kansas congressional delegation from the U.S. Senate and House of Representatives introduced resolutions recognizing them for their actions. The delegation included U.S. Senators Jerry Moran and Roger Marshall, along with Representatives Sharice Davids, Tracey Mann and Jake LaTurner. Yeldell called fall and winter “awards season” for many local, state and national police organizations. He said he would not be surprised if Clark receives more awards. The peer-reviewed paper, published in BMJ Global Health, provides the first country-by-country estimate of the economic impacts of obesity, a major driver of other non-communicable diseases such as cancer, diabetes and heart conditions. It also included projections for the numbers of people in each country who are overweight or obese — defined as a body mass index in adults greater or equal to 25 and 30, respectively. “Globally, nearly two in three adults are now living with overweight and obesity. And we project that will be three in four adults by 2060,” lead author Rachel Nugent told reporters at a briefing on the margins of the UN General Assembly. The conditions currently cost 2.2 percent of global GDP, and the biggest increases are expected to be seen in lower-resourced countries. China, the United States and India are projected to experience the highest impact in absolute terms — costing the countries $10 trillion, $2.5 trillion and $850 billion, respectively. As a proportion of the economy, the worst impacted countries are set to include the United Arab Emirates, where obesity would account for 11 percent of GDP, and Trinidad and Tobago at 10.2 percent. The report analyzed both direct costs, made up primarily of medical fees, and indirect costs from premature mortality and lost productivity. Previous papers had only focused on the former. “Less visible costs constitute a drag on development,” said Nugent, vice president of non-communicable diseases at non-profit research firm RTI International. “We could be developing and growing faster, and improving people’s livelihoods faster, if we were not sort of experiencing this lower productivity, early mortality.” No to stigma Population and economic growth are the primary drivers of obesity prevalence — as countries increase their incomes, they experience changes in diet to highly processed foods, she explained. In rich nations, aging populations are also a major factor as older people find it harder to lose weight. Francesco Branca of the World Health Organization said there were a number of ways to respond to the obesity epidemic and avoid the worst outcomes. “Having policies that, for example, shape the pricing of food — so the foods which are contributing most to obesity, such as drinks or foods high in fat and sugars need to be priced higher,” he said. Other steps include better labeling — and in addition to prevention measures, better access to counseling and drug therapies as treatments. The report stressed the economic costs of high weight and obesity “are not attributable to individual behavior” but rather a consequence of social and commercial priorities shaping environments. As such, responsibility for tackling the issues lies with those in power. “We need to recognize that obesity is a complex disease with complex interactions and solutions and stop blaming these conditions on individuals, stop the stigma,” said Simon Barquera, director of Mexico’s Nutrition and Health Research Center. © 2022 AFP

Lori Greiner Lori Greiner is also known as the ‘Queen of QVC.’ She is the president and founder of For Your Ease Only, Inc. Back in the day, she was a playwright for some time and she sold jewelry. (WIS) – A statewide assessment revealed that 43.55% of high school students are failing the subject of U.S. History and the Constitution in 2022. This, per the End of Course Examination Program (EOCEP) scores released on Monday. The EOCEP, provided through the South Carolina Department of Education, is a mandatory test administered to high school or high school-level students across the state. According to Monday’s publishing, 23,131 of the 53,113 students tested on U.S. History and the Constitution failed their assessment. This is a 10.41% increase in failures from 2019. David Mathis, Deputy Superintendent for the S.C. Department of Education, says the uptick in failures on U.S. History was anticipated in this year’s test scores. “U.S. History has a new set of standards… and these were introduced during the pandemic, to our teachers,” said Mathis over Zoom. “These are not the same standards as they’re previously used to. So there’s some growing pains that we have to go through.” This year EOCEP also reported a 42.52% failure in Biology, 34.01% failure in Algebra, and 15.68% failure in English Two. Mathis confirmed these percentages are trending towards the pre-pandemic standard. However, Sherry East, President of the South Carolina Education Association (SCEA), says the Palmetto state has always scored remarkably low and that educators were picketing for improvement well before the pandemic. “Now, all of a sudden, we see the test scores and say, ‘oh my gosh, we have to do something.’ Well yeah, we should have done something a long time ago to fix these problems. I mean, what do you think would happen when you switch to a whole different mode of schooling during COVID?” East puts little faith in post-pandemic test scores and feels that assessments like EOCEP point blame at overwhelmed educators. “Teachers feel very pressured about these tests scores. And you know what? I’ve had kids who don’t care about these test scores. And when you add that to whatever’s going on in their personal lives during a pandemic… we need to stop putting faith in these tests. It’s time to talk strategy.” Off camera, East said that South Carolina is not federally obligated to administer the U.S. History assessment test. She also noted that private schools are removed from state assessment numbers. In November 2021, the S.C. Department of Education introduced a free, 24/7 tutoring service in partnership with the state library. The $1.5 million partnership is available for any grade level and is assessable here. “We underestimate the load [teachers] have coming out of the pandemic. Those were unprecedented years and it will take some time to recover… we may not be back to full health, but we are on the road to recovery and we’re in a good place,” concluded Mathis. Is It Time For Nevada To Limit School Fees? – The Sierra Nevada Ally https://clarkcountynewsnow.com/is-it-time-for-nevada-to-limit-school-fees-the-sierra-nevada-ally/  So far this year, Christine Smith, a parent of three children in Washoe County School District (WCSD), has spent $745 for required school supplies, class fees, school uniforms, and athletics fees. “Basically, I feel like every time I turn around someone needs something for school.  This year I definitely noticed the price increases with school supplies. I honestly do not know how many families afford it. I try to be generous — especially because I know teachers end up heavily supplementing classroom supplies.”   During the first week of her son’s elementary school, parents were alerted of an upcoming fundraiser and a request for additional class donations. Classes often start with a supply list sent home to parents. These total costs add up, especially with requests of additional charges, and donations of items like hand sanitizer and Kleenex for class use. As students progress to middle and high school, costs increase, often in the form of student fees, course fees, and mandatory expenses for extracurriculars.  In Nevada, total costs leading to a Standard high school diploma average around $300, while coursework leading to a Career and College Ready or Honors diploma can be over a thousand dollars more.   As of 2022, several states have restricted what public schools can charge students. In 2012 California outlawed all mandatory student fees. Recently, Utah passed a law mandating all districts waive course fees for qualified students. In Illinois, Louisiana, and Virginia, schools must notify parents of waivers. Though it may be unheard of among Nevada parents, districts such as Auburn School District in Washington have even gone so far as to provide all necessary school supplies to students.    Civil rights organizations have noted the inequities associated with mandatory school fees. In a 2010 lawsuit against the state of California, the ACLU stated the use of fees, “underscores the failure of leadership in state government to ensure that schools are provided the resources necessary to provide a free and equal education.” The California lawsuit touched upon the uncomfortable fact that students in public schools can legally be discriminated against based on their economic circumstances. Federal law requires that all public schools post notices of non-discrimination, but such statements do not include discrimination based on a student’s financial condition. The limits of the law to protect poor students have led some states to regulate school fees.  In Nevada, most school districts mention “equity” in board policies, but in most cases, this is the only official reference to the equitable treatment of poor students. Federal programs for students who are homeless, migrants, or in foster care cover a small portion of these low-income children and offer assistance with student fees. Broader programs, such as the federally regulated Title I,  can help those not included in the above categories, yet schools that receive Title I funding can still charge students. The lack of consistent and clearly stated waiver policies leave families unsure if assistance is available. For example, at Bonanza High School in Clark County, a Title I school, no waiver option is given for CTE (Career and Technical) course fees, while AP class descriptions include a directive to “see their counselor” for financial assistance.   Without statewide waivers, schools must resort to a haphazard compilation of charitable donations, fundraising events, and organizational assistance via Family School Partnerships or nonprofits. Staff rally together to provide a patchwork of aid, often while attending to many other responsibilities. One WCSD teacher stated, “One thing I know has always happened is nobody would be excluded from a school field trip or event due to finances – there is always a principal’s fund or families who gave extra money to help pay for those who couldn’t.” Regardless of these altruistic measures, school expenses continue to rise. Numbers from the Bureau of Labor Statistics illustrate the dramatic increase of K12 expenses. Like childcare and college, the cost of education for children between the ages of 5 to 18 is outpaces inflation. Simultaneously, state funding for public education lags, leaving school districts to make up the difference in parent-provided supplies and course fees. And this has a dramatic impact on the most vulnerable students. Research shows that low-income students often choose not to participate in courses and activities that have fees. Yet these are the very things that not only keep them in school, but also propel them towards college. Nationwide, students who receive Free and Reduced Lunch have higher rates of chronic absenteeism, less participation in extracurricular activities, and lower rates of enrollment in Honors and AP courses. As a result, fewer poor students attend college. Such statistics put Nevada students especially at risk. High living costs in the metro areas of Las Vegas and Reno cause even middle-class families to struggle. For a family of four to attain a modest yet adequate standard of living in Northern Nevada, they would have to make $88,393 a year. Yet more than half of all families in WCSD make less than that. Of these families,16% receive welfare benefits. All the while, Nevada’s educational spending remains woefully behind the national average. Under the new Pupil Centered Funding plan, the state asserts that the legislature must provide enough financial support for schools to ensure that school services and resources are equitable, The purpose of such legislation is that all students can “take full advantage of Nevada’s education system, regardless of their zip code, district, or setting.” But try telling that to a student dissuaded from taking AP classes or Band because they cannot afford the fees. In the meantime, districts and school staff will do what they can to equalize student opportunities and wait for the state to catch up. The plane’s scheduled flight plan bore the hallmarks of Gov. Ron DeSantis’ operation last week to fly 48 Venezuelan migrants from San Antonio to Martha’s Vineyard. It was chartered by the same company, Ultimate JetCharters, that arranged the two flights to Martha’s Vineyard last Wednesday on behalf of the state of Florida, and was one of the two planes used in that effort. After hours of delays, the plane finally took off Tuesday — only to head for Nashville and with no indication that any migrants were on board. Before the change, the flight’s ultimate destination had appeared to be a Delaware airport near Biden’s Rehoboth Beach vacation home, according to data posted on the website FlightAware. That followed a pattern: Former president Barack Obama owns a vacation home in Martha’s Vineyard, an island in Massachusetts. It’s not clear what happened and DeSantis’ office didn’t respond to questions. The flight would have been the second instance of DeSantis using Florida taxpayer money to send migrants from a state other than his own — Texas — to the Northeast. The governor has said his efforts are intended as a message about the record-breaking numbers of migrants crossing the southern border — which he and other Republicans blame on Biden. At a news conference Tuesday, DeSantis did not address rumors of the Delaware flight. He did, however, double down on his use of the charter flights, despite criticism from Florida Democrats that spending taxpayer money to transport migrants from Texas, rather than Florida, disregarded language approved in the state budget. Paying for flights out of Texas was necessary, DeSantis suggested, because authorities are not seeing “mass movements” of migrants into Florida but rather a trickle — making it harder to recruit people for trips north in large numbers. “If we just ignore the source, then you’re gonna have people trickling in[to Florida] 5, 10 a day, 20 a day,” DeSantis said. “I think that at the end of the day, what we’re doing is not the ultimate solution. I think it’s opening people’s eyes to the solution, which is, let’s have a secure border. Let’s have them remain in Mexico. Let’s take the cartels seriously.” In a statement, a spokeswoman for Delaware Gov. John Carney, a Democrat, said the state had been preparing “for the possibility of migrants arriving in Delaware unannounced.” The spokeswoman, Emily David Hershman, said state officials were working with community organizations “to make sure that migrants who arrive here have the support that they need” and were also coordinating with the federal government. The Delaware flight had been scheduled to travel Tuesday morning from a regional airport near Longview to Kelly Field in San Antonio, where the Martha’s Vineyard migrants boarded last week. Its flight plan then had it stopping in Crestview in the Florida Panhandle before touching down at Delaware Coastal Airport in the afternoon. The airport is about 40 minutes from Biden’s vacation home. There was little sign of activity at Kelly Field on Tuesday morning when Herald reporters visited. Some migrants said they had been lured onto the Martha’s Vineyard flights with promises of jobs and aid that turned out to be false. The Bexar County Sheriff’s Office announced Monday it was opening an investigation into whether any of the migrants were victims of a crime. San Antonio is in Bexar County. During an appearance on CNN Tuesday, Sheriff Javier Salazar didn’t name DeSantis but said that “people that may have been associated with him or employed by him or contracted by him … may have broken the law.” White House press secretary Karine Jean-Pierre called the possible flight to Delaware “a political stunt” at a daily press briefing. The migrants, who are seeking asylum and have legal status in the United States, “are fleeing persecution only to be used as a political pawn by the Florida governor,” Jean-Pierre said. Asked to comment on DeSantis’ actions by reporters, Biden responded with an invitation to his home state: “He should come visit. We have a beautiful shoreline.” Florida Democratic legislators have called on DeSantis to stop using state money for the relocations. Earlier this year, the Legislature passed a bi-partisan budget that authorized a $12 million program for removing “unauthorized aliens from this state.” But none of the migrants have set foot in Florida, except when their planes landed to refuel in the Panhandle on their way north. At a Monday news conference, Florida House Democratic Leader Evan Jenne of Dania Beach said the flights were “about politics, plain and simple,” according to the Tallahassee Democrat. State records show the Department of Transportation recently paid $1.565 million to a contractor with ties to the Panhandle for the relocation program. It’s not yet clear what role Oregon-based Vertol Systems Company Inc., which has operations in Destin, played in flying the migrants to Martha’s Vineyard. Vertol Systems has also received roughly $25 million in federal contracts since 2004, mostly from the Department of Defense, according to a review of a U.S. spending database. The pilot project makes John Hancock the first life insurer to pay for Grail’s Galleri test, which was launched on a limited basis in mid-2021 and costs roughly $950. Using advance genomic sequencing technology from Illumina, Galleri can detect dozens of cancers from a single blood draw, including many with no recommended early detection screening available today. Galleri also can narrow down where cancer may be located in the body, enabling faster and presumably more successful treatment. John Hancock’s goal is to gauge customer adoption and the user experience of the test before deciding how to move forward. It emphasized that Galleri does not replace recommended routine cancer screenings. “Almost everyone has experienced the devastating effects of cancer in some way and by making this early screening technology available, we can help change the cancer narrative for some of our customers,” said Brooks Tingle, president and chief executive of John Hancock in a statement. According to the American Cancer Society, more than 600,000 people die from cancer each year in the U.S. In many cases, symptoms don’t emerge until later stages, when treatment options are limited. So early detection is seen as having potential to save lives. Galleri doesn’t have U.S. Food and Drug Administration approval. That requires significant clinical trial data and is still likely a few years away. FDA authorization is crucial to widespread health insurance reimbursement, including from Medicare. But Galleri has been launched commercially as a laboratory developed test. While not as expansive as full FDA approval, laboratory developed tests do face federal validation criteria, including requirements for test accuracy and lab best-practices standards. Many diagnostic tests launch commercially as laboratory developed tests without FDA approval. Up until now, Grail has been targeting self-insured employers such as U-Haul and Point32Health, concierge medicine practices, health systems and institutions that focus on preventative health care as its initial customers. It has performed 38,200 Galleri tests to date, said Joshua Ofman, Grail’s president. “This is a self-paid test,” said Ofman. “Our initial target was large self-insured employers. They are payers. They pay for the health insurance benefits of their employees, and we have many employers who are providing Galleri to their employees free of charge.” Ofman added that health systems such as Providence, the Knight Cancer Institute at Oregon Health & Science University, Mercy, Community Health Network, Ochsner Health, and Intermountain also are providing Galleri either subsidized or at no cost to their health system members. Illumina is the top maker of genomic sequencing hardware, software and chemistry — particularly advanced next-generation sequencing technology. It founded Grail internally in 2015 but spun out the company into a standalone business a year later so it could solely focus on developing its multi-cancer test. Illumina maintained a 12 percent ownership stake in Grail. In August 2021, Illumina re-acquired Grail for $7.1 billion. That homecoming has been in the crosshairs of antitrust regulators in the U.S. and Europe. Illumina won a legal round against the U.S. Federal Trade Commission last month when an administrative law judge ruled that the takeover didn’t violate U.S. competition laws — a decision that FTC is expected to appeal. Meanwhile, the European Commission recently ruled that Illumina’s acquisition of Grail was illegal under its competition laws. It likely will seek to unwind the acquisition. European regulators are requiring Illumina to operate Grail as a separate entity overseen by an independent monitoring trustee. Illumina said it intends to appeal the European Commission’s jurisdiction to block a merger between two American companies where one, Grail, doesn’t do business there. Illumina also will challenge the commission’s antitrust findings in a European court. John Hancock will offer the Grail’s Galleri test as a new feature to certain customers in its Vitality Program, in collaboration with re-insurer Munich Re Life US. Vitality offers incentives to encourage healthy living. Galleri tests will be reimbursed at 50 percent to 100 percent of cost, according to a John Hancock spokesperson. Its Vitality program has two tiers — one offered to all life insurance customers at no additional cost and a more premium version with expanded rewards for healthy eating, exercise and medical checkups. “What has really impressed us is John Hancock’s desire to address cancer, which is soon to be the leading cause of death among men and women worldwide,” said Ofman of Grail. “They have been investing in these benefits programs for their policyholders around health and wellness. They have the Vitality program. So tests like Galleri fit nicely into their effort to improve health and wellness in their population.”
