REUTERS/File Photo Register now for FREE unlimited access to Reuters.com Sept 16 (Reuters) – A U.S. appeals court on Friday upheld a Texas law that bars large social media companies from banning or censoring users based on “viewpoint,” a setback for technology industry groups that say the measure would turn platforms into bastions of dangerous content. The 3-0 ruling by the 5th U.S. Circuit Court of Appeals, based in New Orleans, sets up the potential for the U.S. Supreme Court to rule on the law, which conservatives and right-wing commentators have said is necessary to prevent “Big Tech” from suppressing their views. “Today we reject the idea that corporations have a freewheeling First Amendment right to censor what people say,” Judge Andrew Oldham, an appointee of former President Donald Trump, wrote in the ruling. The tech groups that challenged the law and were on the losing end of Friday’s ruling include NetChoice and the Computer & Communications Industry Association, which count Meta Platforms’ (META.O) Facebook, Twitter (TWTR.N) and Alphabet Inc’s (GOOGL.O) YouTube as members. They have sought to preserve rights to regulate user content when they believe it may lead to violence, citing concerns that unregulated platforms will enable extremists such as Nazi supporters, terrorists and hostile foreign governments. The association on Friday said it disagreed with forcing private companies to give equal treatment to all viewpoints. “‘God Bless America’ and ‘Death to America’ are both viewpoints, and it is unwise and unconstitutional for the state of Texas to compel a private business to treat those the same,” it said in a statement. Some conservatives have labeled the social media companies’ practices abusive, pointing to Twitter’s permanent suspension of Trump from the platform shortly after the Jan. 6, 2021, attack on the U.S. Capitol by a mob of his supporters. Twitter had cited “the risk of further incitement of violence” as a reason. The Texas law forbids social media companies with at least 50 million monthly active users from acting to “censor” users based on “viewpoint,” and allows either users or the Texas attorney general to sue to enforce the law. Texas Attorney General Ken Paxton on Twitter hailed the ruling as “massive victory for the constitution and free speech.” Because the 5th Circuit ruling conflicts with part of a ruling by the 11th Circuit, the aggrieved parties have a stronger case for petitioning the Supreme Court to hear the matter. In May, the 11th Circuit, based in Atlanta, found that most of a similar Florida law violates the companies’ free speech rights and cannot be enforced. Steve Sisolak, on the issue of education. In recent weeks, Lombardo, who polls show is running neck and neck with Sisolak, has thrashed the incumbent on the issue, criticizing him on school safety, curriculum claims and pandemic-era school closures while pushing for “parents’ rights.” It’s a page taken from the playbook of Glenn Youngkin, Virginia’s Republican governor, who flipped a blue state red in a closely watched governor’s race by leaning in heavily to education and parents rights in the final weeks of the campaign. Lombardo’s focus has thrust the GOP’s attempts to make education policy a campaign strength further into the spotlight. Youngkin, who like Lombardo was a first-time candidate, won the governor’s race in a state President Joe Biden carried by 10 percentage points partly by stoking alarm over critical race theory, melding it with voters’ frustrations over pandemic school closings, and joining a push by conservatives to attack a wave of curriculum changes. The approach was part of a strategy to animate his base without alienating moderates. It won him enough support from women and suburban voters to steal victory from his Democratic opponent, former Gov. Terry McAuliffe, in the blue state.   A year later, Lombardo, the sheriff of the state’s most populous county, is trying to do the same — and he’s brought Youngkin in to help him. “I want to be considered the education governor,” Lombardo said Thursday at the first of two campaign events focused primarily on education.  “He’s got the title of the education governor,” Lombardo said, nodding to Youngkin, who attended both events and spoke about his own approach on the issue during his campaign. “But I’m going to take it away from him,” Lombardo said. While Lombardo, following his primary win, had largely previewed building his general election message around a trio of “kitchen table issues” — the economy, crime and education — he has increasingly emphasized the third issue in recent weeks, amping up attacks on Sisolak about the increase in public school violence in the state, a controversial decision to alter funding for a popular reading program, pandemic school closures, and what Lombardo claims is a pervasiveness of “social-reform curriculum” — a phrase he and his campaign said equates to “teaching kids what to think instead of how to think.” The language closely resembles criticism of critical race theory, which Republican candidates like Youngkin claim teachers across the U.S. include in lesson plans despite limited evidence of that being the case. Republicans across the U.S. have pushed critical race theory into the spotlight in recent years, at times misleadingly folding charged topics like racism and white privilege into a broader policy discussion about how much say parents should have over what’s taught in their kids’ classrooms. The strategy — which Youngkin showed can lead Republicans to victory by winning over independents — has given rise to a “parents rights” movement in many states, which Youngkin, and now Lombardo, have become aligned with. “In Virginia, Gov. Youngkin has elevated parents’ voices. We need a governor like that in Nevada,” said Erin Phillips, the president of Power2Parent, one such national group, on the stage at a Lombardo campaign event Thursday. Phillips’ children attend Clark County public schools.  Education could make the difference The recent emphasis on education by Lombardo, who has so far used ads and campaign events to focus largely on the economy and crime, could make a meaningful difference in what polls show is a very close race. “The key to this [approach] is that education is not monolithic,” said Kristin Davison, a Republican strategist who helped craft Youngkin’s education messaging and strategy during his campaign. “Each voter is different. There are CRT voters, school choice voters, school safety voters, and when you bring all those concerns and parents together, like Youngkin did with his ‘parents matter’ movement, you make clear to these voters that no matter what your issue was, we are going to bring you together and make sure you have a seat at the table. And that’s something we really want to make sure that voters in Nevada get.” Real Clear Politics’ latest polling average shows Lombardo leading Sisolak by 1.4 percentage points. Biden won Nevada two years ago by 2.4 percentage points — or a little less than 33,600 votes — and the nonpartisan Cook Political Report has rated the race a “toss-up.” Sisolak won his first term in 2018 against Adam Laxalt, now running for U.S. Senate, by about 4 percentage points. A Nevada Independent/OH Predictive Insights survey last month found that after the economy, education was the issue Nevada voters cared most about — a fact that Davison and others said means Lombardo’s shift in focus is the right move at the right time. “Everyone’s talking about the economy, it’s key to Nevadans, but the second-most important issue is education,” said Mike Noble of OH Predictive Insights. “And just like Youngkin did in Virginia, it looks like Lombardo here in Nevada is going to be pulling the same card in trying to address the issues that have the most impact on Nevada voters.” “And for a general election in a governor’s race, it makes a lot of sense for a Republican to do that, which will help capture independents,” Noble added. About one in three Nevada voters are registered as nonpartisan. The Sisolak campaign told NBC News that Lombardo’s recent emphasis on education was designed and timed to distract from what it said were a series of missteps and contradictory statements about his views on abortion policy — another key issue in midterm races across the U.S. — as well as from the fact that Lombardo’s previous criticism of Sisolak on rising crime in the state wasn’t resonating with voters because Lombardo himself is one of the state’s top law enforcement officers. “This is another failed attempt to shift the narrative away from Joe Lombardo’s extreme anti-abortion agenda and the rising crime on his watch,” Sisolak campaign spokesperson Reeves Oyster said in a statement to NBC News. Safety, quality concerns But school quality and safety are, in fact, big problems in Nevada. Las Vegas-area schools were ranked second-worst in the U.S. in 2021 by the Thomas B. Fordham Institute and U.S. Chamber of Commerce. Separately, reports to the police from within the Clark County School District of incidents of harassment, threats and sexual assault during the past school year rose 46% over levels from the 2018-2019 school year, according to a Washington Post analysis from May. Lombardo has proposed eliminating a “restorative justice” law Democratic lawmakers enacted in 2019 that some educators in the state have said makes it difficult to expel or discipline violent students.  He has also proposed breaking up the large Clark County district and restoring a statewide “Read by Three” program — which would institute a system of reading education to have every child reading by third grade —which he says Sisolak “scuttled.” Sisolak’s campaign says funding for the program was cut in 2020 because of the pandemic but was restored in the 2022 budget. However, a previously existing requirement to hold children back if their reading skills weren’t at grade level by third grade was cut. Sisolak’s campaign said the governor was responsible for awarding teachers their first raise in more than a decade and for investing $200 million to help repair learning loss that occurred during the pandemic. The Sisolak campaign defended the governor’s decision to close schools during the pandemic. A spokesperson said it” protected lives and livelihoods” and that he “got kids back into the classroom as soon as it was safe,” while pointing out that Lombardo hasn’t disclosed any specific examples of the “social-reform curriculum” he says public school teachers are using in the state. Youngkin raising national profile Youngkin also has a lot to gain in touting his own Virginia strategy in Nevada. The first-term governor, who launched a political action committee earlier this year, has been mentioned as a future presidential candidate, and if his decision to export his own strategy to gubernatorial races in other swing states succeeds, it could magnify his name recognition and reputation among Republican voters.  While the education-themed rallies on Thursday were Youngkin’s first alongside candidates this election cycle, he has already scheduled appearances with Republican gubernatorial candidates in Georgia, Kansas and New Mexico in the coming weeks. More events were likely to be added, Davison said, explaining that the landscape in Nevada was particularly fertile ground for testing Youngkin’s message. “Joe [Lombardo] is uniquely on the same page as Youngkin,” she said. “He’s making education a big part of his platform. “We know that Nevada voters really care about that, and that it’s going to make a difference,” she said.

Failing to check passports is among the common mistakes. As COVID continues to affect cruises in unexpected ways, expect a minefield of potential mistakes. When Katie Whittington canceled her 14-day transatlantic sailing from New York to London on the Norwegian Getaway, she made one of the most common post-pandemic cruise mistakes: She didn’t read the fine print on her ticket.  Instead, she took a Norwegian Cruise Line representative at his word. “A customer service representative told me they could cancel my cruise and that I’d receive a future cruise credit for the full amount I paid,” she says.  So Whittington expected a $4,725 future cruise credit. Instead, her cruise line applied a 75% cancellation fee and refunded the other 25%. As Americans take to the seas again, they’re making all kinds of cruise errors, from not remembering to check their testing requirements to ignoring their passport expirations to forgetting about COVID-19 restrictions. A lot has changed during the pandemic. ‘Hell of a Cruise’: Highlighting the panic, failures of the COVID early days Before you step onboard: 3 things first-time cruisers need to know before stepping foot on the ship Don’t lose your credit by making this cruise mistake Whittington, a program manager from Tampa, contacted Norwegian immediately when she saw her reduced cruise credit. Where was the rest of her money? “After a careful review of your case, our records indicate that your reservation was canceled 41 days prior to your sail date,” a Norwegian representative told her. According to the cruise line’s terms, any reservation canceled 60 to 31 days prior to the sail date was subject to 75% cancellation fees. But a representative had told her otherwise. And she had proof: a screenshot of the chats between her and Norwegian.  How cruises work for plus-size passengers: ‘The worst part … is getting on the flight’ Free cruise for ‘frontline heroes’: This ship will offer free sailings to the Grand Bahamas Initially, the cruise line would not honor the promise of a full cruise voucher. But after I contacted the company on Whittington’s behalf – which is not a recourse all travelers have – it provided her a cruise credit equal to the 75% cancelation fee, making her whole as promised. “People are not paying attention to final payment dates or are assuming there is more flexibility with penalties than there really is,” said Marni Becker, senior director for cruise partnerships for Global Travel Collection. Other post-pandemic cruise mistakes you should avoid Here are a few more common cruise errors, according to experts: ► Failing to check your passport. During the pandemic, no one bothered to check their passports because no one was traveling. “By far, one of the most common errors travelers may encounter is an expiring passport,” said John Mast, senior director of global cruise marketing at Expedia. As a general rule, U.S. passports should have at least six months of validity from the end of the trip for international travel. ► Ignoring international travel requirements. Entry requirements vary by country, and they’ve changed a lot since the pandemic. “Familiarize yourself early with the regulations so that you can prepare properly before departure,” advised Annie Scrivanich, senior vice president at Cruise Specialists. Scrivanich also recommends bringing a physical copy of your vaccine card with you. ► Not continually checking your cruise line’s requirements. They look simple and almost identical to the ones you remember from before the pandemic. For most major lines, COVID-19 vaccination is no longer required, but testing might be. “But it’s the finer details around those protocols that may trip some people up, causing potential delays or denial of boarding,” said Tanner Callais, founder of the site Cruzely.com. Does the cruise line require a booster shot? What is a valid proof of vaccination? Will a picture of your vaccine card work, or does it have to be the paper copy? ► Not taking COVID-19 seriously. Many cruise lines say wearing a mask is optional. “There’s been an attitude that you can go maskless and party like normal,” said James Hills, editor of CruiseWestCoast.com. “But that’s just not true.” You can still get sick on a cruise. And if you do, your cruise line may quarantine if you test positive or show preliminary signs such as elevated temperature during a routine check.” If you’re using a future cruise credit, here’s a big mistake to avoid: “Not paying attention to a voucher’s expiration date,” said Jeff Rolander, director of claims at travel insurance startup Faye. Most cruise vouchers are valid for two years from the date of issue. Call your cruise line or travel agent and ask for an extension if you’re getting close to that date. Although we occasionally like to use the term “post-pandemic,” the truth is that COVID-19 is still with us. Cruise experts say it’s important to understand the cruise line’s COVID-19 rules and protocols. “What would happen if you were to come down with COVID or test positive while aboard?” asked Narendra Khatri, principal for the travel insurance company Insubuy. “Would you be forced to quarantine in a port city? Does your travel insurance cover quarantine and trip delay costs? And if so, how much?” Some cruise lines still require a COVID-19 test. Even if they drop their requirements, they could reinstate them at any point, given the unpredictable nature of the pandemic. Stephanie Charboneau, a travel adviser with Travel Creates Memories, recently dealt with a completely avoidable testing emergency. Her clients had arrived early for a cruise but had forgotten to get tested. Story continues below.  “Of course, I had told them multiple times about this test,” she said. Charboneau helped them find an inexpensive test at their hotel, and they were able to board the ship. COVID-19 continues to affect cruises in unexpected ways. Jeremy Clubb, founder of Rainforest Cruises, said his customers often assume that itineraries won’t change.  “But now more so than ever, itineraries are subject to change,” he said. For example, his Amazon cruises can’t visit indigenous villages because they don’t have access to COVID-19 vaccines.  “So be aware – and open-minded – to the fact that some itineraries may be different,” he said. That’s good advice for anyone taking a cruise in 2022. Expect a minefield of potential cruise mistakes. Mind your paperwork and set realistic expectations to avoid sinking your next cruise. Avoid these pre-departure cruise errors ► Waiting too long to buy insurance. Cruise passengers should buy travel insurance within 10 days of their first payment toward their trip, said Damian Tysdal, founder of the travel insurance site CoverTrip.com. “Some coverages are time-sensitive, meaning you can’t get them if you wait beyond that 10-day window,” he added. Also, consider a cruise-specific travel insurance policy like Berkshire Hathaway Travel Protection’s WaveCare, which offers up to $750,000 in emergency medical evacuation benefits. ► Assuming the ship won’t be crowded. E.J. Kritz, a customer service consultant from Charleston, South Carolina, made that mistake on a recent Royal Caribbean cruise. “I assumed the ship wouldn’t be busy,” he said. But it was. “Cruisers expecting that dinner and show reservations will be no problem are in for a rude surprise,” he said. But aren’t some ships only sailing at partial capacity? Yes, but they’re also sailing with lower staffing levels, Kritz found. His advice: Get your reservations as early as possible. ► Not reconfirming your travel requirements before your cruise. Why double- or triple-check? Because requirements change. “People check requirements when they book the cruise, but they don’t reconfirm requirements when it is time to travel,” said travel adviser Kristin Jaffe of Winkaffe Global Travel. “Things are changing on a daily basis, so you need to make sure to update your understanding of the requirements the day before you go to make sure you’re covered.”

Vietnam exported 112,531 tonnes of coffee worth 266 million USD in August, down 4% in volume but up 13% in value, reported the General Department of Vietnam Customs. On an eight-month calculation, Vietnam brought home 2.8 billion USD from exporting 1.2 million tonnes of coffee, up 40% in value and 11% in volume year-on-year, respectively. Coffee is one of the six key currency earners with an annual revenue of over 3 billion USD. Its major markets are Europe, the US, Russia, Japan and the UK. In Europe, Vietnam is the second biggest coffee supplier with a market share of 16.1%, behind Brazil with 22.2%. At present, Vietnam is home to 97 coffee bean processing plants with an annual capacity of 1.5 million tonnes, 160 coffee roasting, 8 instant coffee and 11 coffee blending facilities. VIETRADE, Chinese city ink MoU to foster economic partnership The Vietnam Trade Promotion Agency (VIETRADE) and the Commerce Commission of China’s Chongqing city signed a memorandum of understanding on enhancing economic, trade and investment cooperation at a teleconference on September 16. Vietnamese Deputy Minister of Industry and Trade Do Thang Hai noted that with many advantages for economic, trade, and investment ties, China has continually been the largest and most important trading partner of Vietnam. Despite impacts of the COVID-19 pandemic, bilateral trade still topped 100 billion USD in 2020 and 2021. It surpassed 117 billion USD in the first eight months of 2022, up 10.8% year on year, according to the General Department of Vietnam Customs. Realising the potential and important role of the market in China’s western region, including Chongqing – one of the four provincial-level municipalities in the country, with the Chinese Government’s support, the Ministry of Industry and Trade decided to choose this city to set up Vietnam’s first trade promotion office in China in 2014. Hai cited data from China Customs as showing that trade between Vietnam and Chongqing exceeded 4.5 billion USD in 2019, more than doubling the 2 billion USD in 2018. In his remarks, Minister Dien, who is also head of the Vietnamese delegation to AEM-54, applauded the addition of digital economy as a cooperation field to the action plan, saying that this is a new development trend of the region and the world that attracts the interest of many countries. Vietnam hopes to foster computer, electronic, component exports to the UK Vietnam hopes to boost its exports of computers, electronic products and components to the UK in the near future after it has gained success in shipping this group of goods to many other overseas markets. In 2021, exports of computers, electronic products and components earned Vietnam 50.8  billion USD, making it the second biggest export group, according to the General Department of Customs. Export turnover of this group of goods last year grew 14.1% year-on-year, equivalent to an increase of 6.3 billion USD, accounting for over 15% of the nation’s total export turnover. The US market was the biggest for this group of goods from Vietnam, accounting for 25% of exports. Exports to mainland China reached nearly 11.1 billion USD, although only increased by less than 1% and accounted for 21.83% of the total export turnover of the whole industry. The third largest market was Hong Kong, which grew by 50%, bringing turnover to 6.3 billion USD. The EU came fourth with 5.9 billion USD, up 2.6%, and the Republic of Korea ranked fifth, reaching 3.5 billion USD, up nearly 22%. The Healthy Living Centre at Brandon University will be home to everything to do with healthy living on Sept. 21 with the return of Health Checks: There’s a Whole Lot of Living Left to Do, from 10 a.m. to 4 p.m. The free event will feature booths, activities and guest speakers all focused on the many aspects of physical and mental health, and a chance to learn about recreation options for adults, said Rona Orth, one of the organizers. Organizations will have information booths, and experts will be present to talk about the services they offer. “We will have everyone there that is geared towards health: Prairie Mountain Health, the City of Brandon, private businesses, and non-profits. It’s going to be a big day,” Orth said. “We are really trying to include everybody. We want everyone in Brandon and southwestern Manitoba to feel welcome.” The day will start at 9:45 a.m. with an Indigenous blessing and smudging ceremony. Activities include a fall assessment station, where health experts will get people to stand and sit and have their movement assessed based on their age. People can also have their hearing assessed at a testing booth. In addition, anyone who is hearing impaired can attend a session about the benefits of a hearing loop, which provides a magnetic, wireless signal that is picked up by the hearing aid when it is set to a specific setting. Because the signal is going directly to the hearing aid or cochlear implant, the sound is customized to a person’s hearing loss, according to the Canadian Hard of Hearing Association. To make it convenient, Orth said there will be self-assessment questionnaires people can take home for other health screenings as well. Massage therapy students from the university will give demonstrations on the health benefits of the low-impact physical therapy. The Art Gallery of Southwestern Manitoba will also have painting demonstrations, and the Brandon Public Library will bring its portable library. Orth said this is to demonstrate the self-care aspects of these activities and the mental health and stimulation benefits of expression through art and reading. However, the event won’t all be about health. There will be some information on recreation for fun. The pickleball court will be open for people to try the game, which is run out of the centre several times a week. The city will also survey people about their thoughts on the city plan. The city’s emergency services, public transit will also be there while Age Friendly Brandon will talk about its services and ask the public how it can improve. This event is put on by a steering committee that includes Prairie Mountain Health, 14 local and provincial non-profit organizations and private citizens. It’s a large grassroots movement to help people learn about what’s available to keep them healthy, Orth said. The information and activities at the event are the result of surveys committee members put out to the public, she added. Most of the answers they received centred around what activities are available in the city right now that help people. There’s plenty of information available about children and youth activities, Orth explained, but not as much information about adult and senior activities and services. “No one ever really stops to think about that,” she said. “We need the same information. Everyone’s getting older, but a lot of people don’t know what services, services and everything else is available as they age. Founder Michael Krentzman told SportTechie Thursday night that the platform has already obtained permanent disability insurance for offensive tackle Caedan Wallace, who was able to qualify due to his status as an NFL prospect. “This insurance is not easy to get,” said Krentzman, a lawyer and businessman. “You really have to be considered insurable. You have to be a sure-fire NFL talent in a lot of underwriters’ eyes to do it. And you can’t have anything physically wrong with you, a rebuilt knee or anything like that. They want to know that you don’t have anything wrong with you. Things that you may not even know are wrong with you, like a heart arrhythmia. Once they buy that policy, they own the risk.” Considering the NCAA has previously limited the amount of insurance a school can offer a student-athlete, We Are NIL could potentially break new ground in college sports. Permanent total disability insurance is a form of workers’ compensation that would give a player a weekly wage for losing the ability to work. Normally, Penn State and other universities can offer some level of disability insurance to qualifying athletes, albeit with a cap due to budget purposes. But We Are NIL can go beyond that cap with its Permanent Disability Insurance. “It’s for a player who can’t play football any more,” Krentzman said. “If he gets hurt on the field, off the field, at practice or if he’s walking across the street and a Jeep runs his feet over, he’s covered. From now until the end of the bowl game. Popular graphics card maker EVGA has revealed that it will no longer work with Nvidia to produce new graphics cards. One of Nvidia’s biggest partners that gamers and PC builders will be familiar with, EVGA has now cited “disrespectful treatment” on Nvidia’s part and announced that the company will be completely exiting the GPU business. The story came out when Steve Burke, Editor-in-Chief at Gamers Nexus released a new video, where Burke reports discussions held with EVGA CEO Andrew Han. The video suggests that EVGA will not be joining forces with Nvidia rivals AMD or Intel either, and will simply not be making GPUs after the stock of the existing RTX 30-series is sold out. EVGA has still confirmed that it will continue to support existing graphics cards in the market and users will still be able to claim warranties for relevant products. However, as things stand, the current batch of EVGA GPUs are set to be the brand’s last. This also means we will not see EVGA produce Nvidia’s upcoming RTX 40-series GPUs. Any leaks of EVGA graphics cards that you may have seen online in the last few weeks will hence remain engineering samples and will not be mass-produced. As per the video, EVGA will also not consider working with Nvidia again for any future products like the expected RTX 50-series. The company has also said that their workforce “will be taken care of”, but things remain unclear as to how after the split. Following successful new esports and gaming events in Saudi Arabia, the UAE has launched and announced several of its own. Here’s a round-up of the region’s best so far, and what’s still in store. The Mena Gaming and eSports Summit The Mena Gaming and Esports Summit concluded in Dubai on Thursday, the second major event of its kind to be held in the GCC this month alone. Organised by Verve Management, in association with the UAE’s Emirates Esports Federation, the two-day event saw speakers from across the world descend on Dubai’s Conrad Hotel to discuss the latest trends in global esports. Among the event’s guest speakers was Matthew Pickering, who joined as chief executive of Power League Gaming in 2020 — overseeing a period of rapid growth for the company. Pickering said: “Esports and gaming are the fastest growing media verticals in the world; within this, the Mena region is the most rapidly growing geography globally.” The summit brought together developers, publishers, distributors, sports organisations, influencers, media outlets, leagues and competitions, to discuss the region’s esports ecosystem. Asides from trends in programming and the impact of cloud-based and AI-powered technologies, participants explored the future of esports in the region. The region is home to more than 100 million gamers, and the world’s fastest gaming market, thanks to a young, tech-savvy population. Next World Forum Mena Gaming and eSports Summit followed on from the Next World Forum, an event by the Saudi Esports Federation, which took place in Riyadh last week. The event brought together leaders from the gaming world to discuss future opportunities provided by the industry in Saudi Arabia. Like the Mena Gaming and eSports Summit, the event highlighted the young population in Saudi Arabia as a major driving force for the sector. “We have a population of 34-odd million in Saudi Arabia and 63 per cent, or approximately 21 million, consider themselves gamers,” Federation president Prince Faisal bin Bandar said. “So this is a community of gamers and what we are doing is something that they’ve been looking for and striving towards. This is not just a passion, but it’s also a work path and it is what they want to do on a daily basis. Photo: Verve Management “They want the opportunity to work hand in hand with government organisations and the private sector to really build something that will showcase their skills on a global stage.” That approach is already bearing fruit, he said, noting Gamers8, a two-month gaming festival in Riyadh, and the annual esports charity tournament Gamers Without Borders. Saudi mega projects, including Neom and Qiddiya, have also recognised the potential of gaming not just in entertainment but as a social tool — with Qiddiya‘s managing director Abdullah Aldawood saying the entertainment destination would have a neighbourhood “designed by gamers for gamers”. Games for Change Building on the momentum, another major gaming conference is slated to take place next month, this time in Abu Dhabi. The first Games for Change summit in the Middle East and North Africa will be held on October 11. The two-day event is organised by Games for Change and Abu Dhabi Gaming. It aims to connect 300 figures from Abu Dhabi’s gaming industry with international experts, to discuss best practices and innovations in gaming. Held in partnership with the US Mission to the UAE and twofour54, the summit will include a series of talks, panels, workshops, networking events and an interactive arcade — exploring the business trends driving the gaming industry. Participants will also hear independent game developers and entrepreneurs from around the globe share their experiences of the industry, as well as how games have been used to address social issues surrounding education, healthcare and climate change. This year, G4C teamed up with Aldar Education and Abu Dhabi Gaming to launch a virtual exchange programme connecting young people in the US and Mena, called Game Exchange. Students around the world are designing games together that will address the UN’s Sustainable Development Goals under the themes of human rights, sustainable societies and a healthy planet. Some of these titles will be exhibited as part of the G4C Summit in Abu Dhabi. Abu Dhabi Blast World Premiere Final Abu Dhabi Gaming has also partnered with international esports brand Blast to bring the Premier World Final to Abu Dhabi — where the world’s elite Counter-Strike: Global Offensive teams will battle one another for their slice of a $1 million prize pool. Running from December 14 to 18, the tournament will see eight of the best teams go head-to-head at Yas Island’s Etihad Arena. It is the seventh and final event on the annual Blast Premier tournament calendar. Abu Dhabi’s first Blast World Final will involve the FaZe Clan, who rose to the top of the ESL Pro League Season 15 and PGL Antwerp Major, face down NAVI, who won the Spring Final in Lisbon — with six more teams set to be confirmed later in the year. Charlotte Kenny, managing director of Blast Premier, said the Counter-Strike World Final was the “ultimate” fan experience in esports and will bring its “electrifying, adrenaline-pumped” atmosphere to the city. Anime & Gaming Festival, Al Ain The Anime and Gaming Festival will be held in Al Ain Mall from October 7 to 9. The three-day event will celebrate several aspects of pop culture. It will include activities, exhibitions, cosplay parades as well gaming and esports tournaments. Organised in partnership with Uprizing, the event is the first anime convention in Al Ain. It is free and will include performances by local musicians as well as panel discussions on anime and gaming. Esports tournaments will challenge players in Fifa 23, Super Smash Bros Ultimate, Valorant and Counter-Strike: Global Offensive. Dubai Esports Festival The inaugural Dubai Esports Festival will take place from November 9 to 20 — and will be the first international leisure event to be held at the Dubai Exhibition Centre following the end of Expo 2020 Dubai. By Makenzie Holland, News Writer Published: 16 Sep 2022 Building a metaverse experience that’s safe for businesses and consumers means getting ahead of data privacy risks — which experts say companies can do by creating privacy protocols ahead of time. Metaverses are virtual worlds where consumers can work, shop and play, with many companies already buying into it. Nike, for example, opened a virtual shoe store in metaverse platform Roblox, while financial services firm J.P. Morgan opened a virtual lounge in popular metaverse Decentraland. The metaverse is built through a confluence of artificial intelligence and machine learning, virtual reality, Internet of Things and blockchain technologies, among others. It shows significant promise for businesses and consumers alike, according to Dylan Gilbert, privacy policy advisor at the National Institute of Standards and Technology (NIST). “There’s an incredible amount of good things in store when it comes to the metaverse,” Gilbert said during a panel session at the Information Technology and Innovation Foundation’s AR/VR Policy Conference. “Accessibility for disability, a great opportunity to leverage this technology for public good.” But there are also risks associated with such technology, including discrimination and threats to bodily autonomy and safety, as well as data collection and consent. Gilbert said to get ahead of data privacy issues in the metaverse, companies need to consider those risks and develop appropriate data privacy plans. Getting ahead of data privacy risks When considering data privacy in the metaverse, it’s important for companies building and buying into the metaverse to put data privacy first instead of trying to work privacy policies in retroactively. Dylan Gilbert Privacy policy advisor, National Institute of Standards and Technology Gilbert said it will be key for companies to focus on disassociability policies that keep an individual’s real-world identity separate from their virtual world identity. This level of data privacy can entail anonymity and deidentification techniques, according to NIST. “We need to be building the policy and technical controls in now that can help for disassociating between identities,” Gilbert said. Indeed, “privacy by design,” is likely a buzzword that industries will lean on going forward, said Karim Mohammadali, senior analyst in government affairs and public policy at Google. Mohammadali spoke on the panel with Gilbert. Mohammadali said when image data is collected by a device, such as a pair of smart glasses, businesses will need to be answer several questions about the data collection process to ensure privacy. He said some of those questions include where is that image data going, where is it being processed and do consumers understand what’s happening to the data that’s being collected. Mohammadali said those questions have to be answered in the development process. “It will take teams of folks — not just privacy folks, but engineers, cross-functional advisors, to be a part of that process,” he said during the panel. Gilbert said it’s critical that organizations tackling data privacy issues in the metaverse take a risk-based approach and make it an interdisciplinary effort. That means data privacy teams need to work with all departments including cybersecurity, marketing, and IT, to make sure the right policies, processes and procedures are in place, he said. He said risks within the metaverse need to be proactively identified, prioritized and managed, which businesses can do with the NIST privacy framework. One such risk is whether AI models are being trained on inclusive data sets, and whether addressing AI bias is one risk management approach to take in that situation. “You need to implement appropriate controls that are going to help you get to your risk responses,” Gilbert said. Regulating data privacy in the metaverse Federal regulation will likely play a part in providing some rules of the road for data privacy in the metaverse, Gilbert said. They never looked back, although Williamsport challenged them before the half.  Seaforth-Farquharson scored three touchdowns — one rushing, one receiving and one on a kick return — to lead Saint James (2-1). Lance Ford completed a perfectly-thrown 39-yard pass up the left sideline, then ran 10 yards to the right front corner of the end zone for a touchdown that brought South within 20-18 with 7:26 left in the game, though the conversion was stopped by Smithsburg. Johnathan Tano then recovered a Leopards fumble at midfield. Ford completed a 25-yard pass over the middle to Lewis Berry down to the Smithsburg 11, and Andre Cooper took it to the house from there with a run up the gut for a touchdown. Ford just barely got in on the conversion run, giving South a 26-20 lead with 4:29 left. The Leopards drove near midfield, but Ashton Redman — who scored on TD runs of 4 and 49 yards earlier in the half — was stuffed on a fourth-and-1 pitch right at the Smithsburg 49. We also have a scientific part of our business. We’re developing new technologies for the military to reduce corrosion, improve component wear, life and performance,” he said. About 35 percent of the company’s business deals with the defense industry, Efrid said. UPT “looked at other cities,” he said, but chose Youngstown because of support it received from the Youngstown Business Incubator, Youngstown State University and Team NEO. “There’s a lot of support for companies that don’t have presence in the area to come in and have conversations and have a structure you can walk into,” Efrid said. UPT is finalizing a contract to buy a building on Federal Street and expects to open in December or January, Efrid said. The office of U.S. Rep. Tim Ryan, who met Friday with Efrid and other business officials who do defense industry work, said UPT’s Youngstown building will be downtown on East Federal Street, across from the Penguin City Brewing Co. UPT plans to hire 30 workers in its first three years of operating in Youngstown and grow to 60 by its fifth year, Efrid said. The company has about 60 employees at its corporate headquarters in Locust, N.C. The corporate headquarters will remain there. OPPORTUNITY UPT does research and development for several government agencies, including NASA, the Navy, Army and Air Force. It also applies coatings on industrial, commercial and consumer goods including injection molds, firearms, knives, valves and gears with an advanced thin film coating that extends the life of the items. The Youngstown / Warren Regional Chamber helped UPT with site selection and connected the company to workforce development partners and contractors. “This is a fantastic opportunity for the (Mahoning) Valley. It comprises actual production on top of some research and development,” said Shea MacMillan, the chamber’s vice president of economic development. “There will be some Ph.D. level employees operating out of this facility on top of skilled workers.” “It’s a testament to the collaboration across the organizations with Youngstown Business Incubator, ourselves, Tim Ryan’s office and the resources we have put together in partnership with the building trades to show we are a collaborative, cohesive community that can be a good long-term partner.” MacMillan said the connection to Youngstown was made through the Advanced Manufacturing and Applied Research Innovation Institute (AMARII) in Youngstown, which connected the company to the Youngstown Business Incubator. HIGH QUALITY “This is a really high quality advanced materials, advanced manufacturing company that is very active in doing applied research and finding ways to make manufacturing processes better,” said YBI CEO Barb Ewing, who also is a member of the AMARII advisory board. “They are very interested in developing a skilled workforce … these will be really quality jobs, and I think it speaks volumes about the quality of the ecosystem that we have built here.” AMARII is a wholly-owned subsidiary of the National Center for Defense Manufacturing and Machining to advance manufacturing technologies and strengthen the manufacturing industry in northeast Ohio and elsewhere. (KFSN) — Sticker shock caused by soaring prices of just about everything from goods to services are hitting Valley non-profits hard. That includes Fresno County’s pet food pantry, Halo Cafe. The nonprofit helps families that have fallen on hard times feed their pets. President and founder Jennifer Quinn-Yovino says the dollar just isn’t going as far as it once did. She added, “It’s really hard right now, for everyone in the rescue world. Whether that is shelters, rescues, pet retention programs like us, fundraising is down and the need is up. In addition to monetary and food donations, drop boxes for clean pet beds, blankets and other items can be found at various locations, including Central California’s largest no-kill shelter, Valley Animal Center. They are also in dire need of donations. Animal Care Adoption Supervisor, Ruben Cantu, says they’ve seen a dramatic drop in donations and adoptions but have seen a steep increase of animal surrenders. He says, “We have a lot of space but not a lot of ability to help like we’d like to. Some vaccines and different items that we need for PPE or to make sure we’re in a safe environment is now doubling in cost. Keeping the lights on, maintaining our water bill, things as simple as that. It’s been extremely hard for us.” Valley Animal Center services go beyond shelter and adoptions. On average, they rescue around 1,000 animals per year. They offer a dog park if your furry friend needs an outlet and a low-cost veterinary clinic. Cantu said, “We’re a resource for the commuity to make sure their pets are living long, healthy lives and maybe finding a new pet somewhere along those lines and knowing youll be fully supported.” Valley Animal Center is postponing its largest concert-fundraiser of the year because of low ticket sales. “Bark in the Park” was scheduled for September 24. MAYVILLE — Although some names may be withheld from the New Jersey resident accused of stabbing famed author Salman Rushdie a month ago, it’s unlikely all the names will be. On Friday, Hadi Matar was back in Chautauqua County Court. District Attorney Jason Schmidt had previously requested a protection order be in place for witnesses in the trial for Matar. That order would prevent Matar knowing the names of the individuals who will be testifying until just before the trial commences. Schmidt said Friday that he is still going through the more than 30,000 pieces of evidence and hasn’t identified everyone who would be needed for the prosecution. “We need that protective order first and then we can know in what matter we can disclose what we have,” he said. But even so, Foley said he isn’t going to issue a protection order for everyone. “I’m not going to enter a global protective order, saying every witness in the world that’s potentially going to be called in this case isn’t going to be disclosed to Mr. Matar. I don’t think that’s appropriate,” he said. Before making that statement, Foley did meet privately in chambers with Schmidt and Matar’s attorney, Public Defender Nathaniel Barone. Earlier in the week, Schmidt said that he is concerned about the fatwa that was issued in 1989 and the $3 million bounty on Rushdie’s life, saying that bounty has not been lifted and could still be used by criminals who want to protect Matar. Barone argued that the prosecution has shown no evidence for this possibility. “This is based on speculation, nothing more. It’s pure conjecture,” he said. In court, Foley had said that he wanted specifics as to why the prosecution should be permitted to withhold the names and details as to why exposing their names could lead to them being threatened or harmed. For now, he ordered the prosecution to give names of potential witnesses to Matar’s attorneys, but the attorneys are not permitted to share that information with their client. Foley had Matar stand and explained to him his temporary decision. Matar said he understood and sat back down once told to do so by the judge. Foley has called for a hearing on Wednesday afternoon. At that time, he said he will hear arguments from Schmidt as to why specific witnesses’ names should be withheld from Matar. Schmidt further discussed the need for the extension in court Friday. He noted that he provided to the judge a recent court case dealing with the same issues. “What I argued, and what this particular case indicated, was that in order for a defense counsel to meaningfully participate in any type of hearing regarding protection order, we need to know what they’re talking about. We need that information ahead of time to take a look at it,” he said. Cryptocurrencies run on constructs called blockchains. 17 September,2022 08:31 am SAN FRANCISCO (AP) — A complex software change to the cryptocurrency ethereum holds the potential to dramatically reduce its energy consumption — and resulting climate-related pollution. But the transition known as “the merge” is not going to do the trick by itself. With the change enacted late Wednesday, ethereum — the world’s second most valuable cryptocurrency after bitcoin — has effectively eliminated the energy-intensive task of “mining” new coins on its blockchain. Mining requires enormous computing power, which translates to huge energy consumption and, in many areas, greater greenhouse gas emissions at older power plants. By itself, however, the ethereum change won’t eliminate crypto’s expected environmental impact, although it’s expected to help a great deal. The backers of bitcoin have so far shown little interest in doing away with mining. BACK UP A SECOND. WHAT IS CRYPTOCURRENCY? Cryptocurrency is a type of digital money secured via encryption in a publicly viewable and purportedly unalterable way. Using these currencies, people can make direct financial transactions without any need for a bank or other financial intermediaries. They run on constructs called blockchains, which consist of digitally signed transaction records that document every time a crypto coin is transferred or spent. Blockchains are also known as distributed ledgers because synchronized copies are stored on computers around the world; these copies also make it extremely difficult to alter, insert or destroy blockchain records. IS CRYPTO BAD FOR THE ENVIRONMENT? Researchers who have studied cryptocurrency are alarmed by its enormous energy usage. A recent report by the White House Office of Science and Technology Policy cited research findings that as of August 2022, annual electricity consumption for cryptocurrency exceeded that of individual nations such as Argentina or Australia. This problem, however, isn’t inherent to cryptocurrency. Most of that energy is used for mining, a computationally intensive process for verifying blockchain transactions that also distributes new coins as rewards for competing miners. Crypto mining favors well-resourced groups that can put together a lot of specialized computers and supply them with electricity as cheaply as possible. That can have unexpected external effects. Prior to the plunge in cryptocurrency values earlier this year, demand for computer graphics cards soared, pushing up prices and emptying store shelves — much to the chagrin of gamers. Such cards turned out to be ideal for crypto mining rigs. Cities and states in the U.S. have also pushed back against crypto firms’ plans to build mining sites in their jurisdictions, citing not only power usage but noise. SO WHAT DOES THE ETHEREUM CHANGE DO? Primarily, the software update eliminates the need for miners. Where ethereum previously set miners against each other to solve complex cryptographic puzzles and win new coin as rewards, it now requires parties who want to help validate transactions to put some skin in the game by “staking” a certain amount of ether, the ethereum coin. Parties from this pool are randomly chosen to validate a block of transactions; a wider group of ether holders will then check their work. Successful validators get paid a reward in ether that is generally proportional to the size of their stake and the length of time they’ve held it. WILL THAT HELP THE ENVIRONMENT? The ethereum merge many not sound like much, but it could have dramatic effects. Alex de Vries, an economist and founder of the Digiconomist consultancy that focuses on the environmental impact of cryptocurrencies, calculates the shift will result in energy savings of between 99% and 99.99% for ethereum. (De Vries emphasizes that his work has not yet been peer reviewed.) “It’s a really small change to the code that’s going to have a very big impact on environmental sustainability,” he said. Prior to the merge, ethereum was doing up to 900 billion calculations per second that are now not needed anymore. According to his calculations, ethereum was responsible for about 44 million metric tons of carbon dioxide emissions per year. If he’s correct, these will now be drastically reduced.
