Crypto exchange Binance announced it will launch its first index product, the Top 10 Equal-Weighted Index, to kick off its Binance CoinMarketCap (CMC) Index Series.
The Top 10 Equal-Weighted Index will monitor the performance of the industry’s top 10 cryptocurrencies by market capitalization, such as Bitcoin (BTC) and Ethereum (ETH). Binance indices will utilize pricing information from crypto price tracker CMC, of which the crypto exchange is the owner.
According to the announcement, the Equal-Weighted Index will be rebalanced monthly and is designed to help investors evaluate price and performance. The index products, beginning with the Top 10 Equal-Weighted Index, will be available to investors starting in November 2022 through Binance’s Auto-Invest service.
In the future, Binance says the community can expect more from the index series, which will encompass “more digital assets in a diverse set of products.”

Despite a long and harsh crypto winter, Binance and other major crypto-industry giants have been developing their service offerings to the wider community.
A recent Q3 2022 report from the Web3 development platform Alchemy reported that this year could actually be the biggest year on record for development in the Web3 space.
Binance recently expanded its service offerings in multiple markets around the world. On Oct. 6, Kazakhstan granted the exchange a permanent license to offer digital asset services, while in the Middle East, it reported a 49% surge in regional user sign-ups in 2022.
This recent announcement of the price index tools comes as the network completed its 21st quarterly Binance Coin (BNB) burn, which eliminated roughly $547 million worth of BNB from its supply.

China’s central bank rolled over maturing medium-term policy loans while keeping the interest rate unchanged for a second month on Monday.

— WESTFIELD — Around 2:45 a.m. Saturday, deputies checked on a vehicle in the village of Westfield that was parked on the road. Through an investigation it was determined that the operator of the vehicle, Stephanie J. Feiss, 49, of Ripley, was operating the motor vehicle while intoxicated. Feiss was charged with aggravated DWI, DWI, and no/stopping/standing/parking on a highway. Feiss was released with tickets to be in village court later.
— ELLINGTON — At around 6:30 p.m. Saturday, the Chautauqua County Sheriff’s Office responded to an address on Waterboro Hill Road for a report of a disorderly person. An investigation found Sabrina R Anderson, 44, of Sheffield Pa., did damage property belonging to another subject and engaged in conduct likely to cause physical injury to another subject. Anderson fled the scene prior to deputies arrival and was located by the town of Ellicott Police Department a short time later. Anderson was taken into custody and charged with third-degree criminal mischief and second-degree reckless endangerment. Anderson was transported to the Chautauqua County Jail to be arraigned in the Centralized Arraignment Program.

— KENNEDY — Troopers out of Jamestown charged Timothy Boyd, 29, of Jamestown, with first-degree criminal contempt, second-degree reckless endangerment, second-degree harassment and driving while intoxicated. Troopers responded to the eastbound lane of I-86 in Kennedy Thursday for a report of a personal injury automobile accident.
An investigation revealed that Boyd and the victim, who was later determined to be the protected party in an order of protection against Boyd, were involved in a physical domestic dispute at their residence, after which subjects got into Boyd’s vehicle and drove east on Route 394 through Jamestown and Falconer, entered Interstate 86 and continued east.
During this time, Boyd drove at a high rate of speed, through red lights and almost caused several accidents before intentionally crashing into a bridge on I-86. Boyd was placed under arrest after failing several field sobriety tests and transported to Jamestown where he provided a breath sample of 0.09. Boyd was then processed and transported to the Chautauqua County Jail. The victim was evaluated at UPMC Chautauqua for injuries sustained during the domestic incident as well as the motor vehicle accident.
— SHERMAN — Troopers out of Jamestown charged Robert Ludwig, 35, of Kennedy, with aggravated DWI – Leandra’s Law.
Troopers responded to the I-86 eastbound on ramp Thursday for a report of a vehicle off the road. The driver, Ludwig, was placed under arrest after failing several field sobriety tests and transported to Jamestown where he provided a breath sample of 0.24. Ludwig was then processed and transported to the Chautauqua County Jail. The infant inside Ludwig’s vehicle at the time Ludwig drove off the roadway was evaluated at UPMC Chautauqua in Jamestown and turned over to a third party.

Solana-based Magic Eden has become the latest NFT marketplace to shift to an optional royalties model, following in the footsteps of X2Y2 in August, albeit reluctantly.
Under the optional royalties model, buyers are given the power to set the royalties they want to contribute to an NFT project, meaning there is a chance that some creators may not receive royalties when their artworks are sold.
In an Oct. 14 post, the NFT marketplace noted that the decision came after “difficult reflection and discussions with many creators” and came as the “market has been shifting towards optional creator royalties for awhile.”
The NFT marketplace shared a graph showing that the number of cumulative wallets using optional royalty marketplaces to buy or sell NFTs skyrocketed in late September.

However, the move has been met with split opinions from Twitter’s NFT community, with some seeing the move as positive for the long-term health of the industry, while others have labeled skipping royalties as akin to “theft.”
Well-known NFT artist Mike “Beeple” Winkleman pointed out to his 700,000 followers on Oct. 15 that while he doesn’t love what Magic Eden and others are doing, the switch from a seller’s fee to a buyer’s premium could be better for the industry long term.

Another Twitter user named CaptainFuego, behind Fuego Labs told their nearly 10,000 followers that “Royalties are stupid and shouldn’t exist. Glad to see platforms taking this approach.”
Others were more critical of the change. Brocolli DAO argued that “royalties are needed in an immature ecosystem,” noting that as per their calculations, they’ve already lost as much as $27,000 in royalties due to 0% purchases on other marketplaces.

Cozy the Caller, a self-proclaimed analyst, made a grim prediction to their 108,000 followers, stating “I can see a scenario in which Magic Eden goes 0% and loses their market share to a marketplace enforcing royalties in an innovative way.”

Magic Eden said the change was not taken lightly, and they “have actively been trying to avoid this outcome and spent the last few weeks exploring different alternatives.”
Last month, the NFT marketplace attempted to bring forth a royalty enforcement tool called Meta Shield, aimed at deterring NFT buyers trying to skirt creator royalties by giving creators a tool that could flag and blur NFTs that sold bypassing royalties.
Magic Eden noted in its latest post that: “Unfortunately, royalties are not enforceable on a protocol level, so we have had to adapt to shifting market dynamics.”
In August, NFT marketplace X2Y2 announced they were introducing a similar option that allows buyers to set the royalty fee when buying an NFT.
The move doesn’t appear to have affected the platform’s usage; according to data on NFTGo, in the last three months, X2Y2’s trading volume is ranked first, surpassing OpenSea.

Belfer Center Fellow Grant H. Golub discussed the World War II-era expansion of the now-defunct U.S. Department of War during a virtual seminar on Thursday.
The seminar focused on chapter three of Golub’s dissertation, which argues Stimson drastically expanded the influence of the War Department in American politics. Golub, a Ph.D. candidate in International History at the London School of Economics, serves as an Ernest May Fellow at the Harvard Kennedy School’s Belfer Center for Science and International Affairs while he completes his dissertation on the War Department’s transformation into a key political player.
Golub highlighted U.S. Secratary of War Henry L. Stimson’s far-reaching organizational reform, which reduced the severe infighting that had crippled the military and left it “on the fringes of policy making.”
“These personal and policy differences really impacted the War Department’s ability to shape policy at all,” Golub said. “They basically spent more time fighting one another than they did trying to convince the president or other parts of the Roosevelt administration — let alone Congress — to follow any of their presidential or political advice.”
Stimson managed public relations and created the Cabinet Defense Council, which held weekly meetings to coordinate foreign policy among department leaders. Additionally, Stimson’s War Department lobbied Congress and President Franklin D. Roosevelt, Class of 1904, to institute conscription under the Selective Service Act of 1940 — though the department had not historically engaged in lobbying.
Ultimately, Stimson’s reforms increased the political power of the War Department from its previous state of “bureaucratic infighting” to its current position as a critical political actor, Golub explained.
He added, however, that few today are aware of the extent of the military’s political influence.
“One of the most pernicious myths about the American military is that it’s apolitical,” Golub said. “But they have their own political and policy objectives, and they work to try and enact them.”
During a Q&A session after the presentation, audience members asked Golub about critiques of Stimson’s tenure, including his rumored support for the atomic bomb.
When asked whether Stimson used his unique authority for good or evil, Golub said Stimson was “extremely racist” and “had a lot of discriminatory beliefs.”
“There are a lot of moral failures and also political failures that Stimon’s War Department is responsible for — like Japanese internment, the destruction that’s created by the fire bombings, and of course, the atomic bombings — that would have to be included in any realistic assessment of of the War Department in this period,” he said.
Despite these failures, Golub said he believes that “things would have gone very differently and very badly for the United States” during World War II without Stimson’s influence.
In an interview after the event, Golub highlighted the public’s tendency to underestimate the level of disagreement that exists within the executive branch.
“I think that we underestimate how much bureaucrats and cabinet officials and people throughout the executive branch of the government try to compete with one another through the various routes at their disposal to create eventual American policy across a range of issues,” he said.

VA disability on COLA 2023 adjustment: is there an increase for military retirement?
Disabled veterans and military retirees will see their monthly checks get a boost in 2023. The Social Security Administration (SSA) announced the biggest cost-of-living adjustment (COLA) since 1981 after the September 2022 inflation report was released.
This increase could not come at a more critical time. Many veterans are extremely dependent on these benefits, and with inflation cutting into purchasing power in such a significant way, the COLA will be of much assistance.
For years, there’s been no check on how fast Big Pharma — the big pharmaceutical companies — can raise drug prices.
This year alone, drug companies raised the price of more than 1,200 drugs higher than the rate of inflation. This year alone. And guess what? They didn’t do anything else with the drug. It’s not like they found a new way to make it better. The same exact drug — 1,200 of them.
The average price increase rose for those drugs over 30 percent. Thirty percent. It’s just wrong. It’s simply wrong.
“The higher-than-expected COLA costs could have long term implications for Social Security solvency, and could potentially move the insolvency date, currently around 2034, forward.”

At what age is Social Security no longer taxed in the US?
The Social Security Administration announced the 2023 COLA on 13 October and the boost was a doozy. Great news for those that are finding their monthly checks not going as far in the face of rising prices. Bad news for those that will break the income thresholds where a portion of their benefits are liable to taxation.
Before 1984, Social Security benefits were not taxed. However, to keep the Trust Fund that supports the program solvent, bipartisan legislation was passed totax a portion of payments to seniors citizens, surviving spouses, and the disabled if they had income above certain thresholds.
Social Security and Medicare on the ballot in November
Social Security and Medicare are both facing financial shortfalls that will push them to insolvency if nothing is done. This year’s report on the health of the Medicare fund gave it an additional two years before it runs out of money which is now predicted to be in 2028.
Prior to the 8.7% COLA increase to benefits the trustees of the Social Security funds determined the combined funds will run dry by 2035, just the retirement fund one year earlier. The outsized boost to benefits was more than double the increase used to calculate the prediction which could move the insolvency date up by a whole calendar year.
Both programs need reform but what that looks like will be shaped by the results of Midterm Elections in November. Legislation has been proposed in the House by Democrats to expand Social Security and boost funding. On the other side of the aisle Republicans are talking about making the programs discretionary spending with sunset clauses meaning that they would need to reapproved every five years.

With tens of millions of Americans getting a financial leg up in the coming months thanks to the Democratic party, some on the other side are trying to argue that it will not help them in the upcoming elections. What do you think?

Only three COLAs have been larger than in 2023
Thursday’s cost-of-living adjustment is the fourth largest since the Social Security Administration began implementing the annual mechanism nearly half a century ago.
Since 1975, the only increases that have been greater than the 8.7% hike for 2023 came in a three-year period at the end of the 70s and the beginning of the 80s.
In 1979, the COLA was 9.9%. In 1980, it then rose to a record 14.3%, before 12 months later it was 11.2%.

The Social Security Adminstration announced the 2023 Cost-of-living adjustment (COLA) for social security benefits, for programs like Supplemental Security Income and Social Security Disability Insurance. Other government pension and benefits programs will also be affected by the 8.7% increase.
The COLA offered for next year is historic in size after inflation has plagued markets for basic commodities consumed by most households, including food, shelter, utilities, and gasoline.

Tobias Merriweather’s first career catch at Notre Dame showed why so many big-time college football programs wanted the four-start recruit from Union High School.
Merriweather got behind the Stanford defense and hauled in a 41-yard touchdown on the first play of the fourth quarter. It gave the Irish a 14-13 lead in a game Stanford eventually won 16-14.
Merriweather was targeted twice by quarterback Drew Pyne, both deep shots for the speedy 6-foot-4 true freshman.
“Both of those two calls were specifically for Tobias,” said Notre Dame coach Marcus Freeman. “We missed first one a little bit, but we were looking for a specific coverage, saw it and called it. That’s what Tobias Merriweather can do.”
Merriweather has already made an impression on his quarterback.
“Tobias is a speed-demon,” Pyne said. “He runs really good routes, is a big target, has great hands. He’s been working his tail off to go make a play like that.”

A Palmerston North landlord whose rental property did not comply with the healthy homes standards, and made the tenants sick, has been ordered to pay more than $7000 in compensation and damages.
The tenant, whose name is suppressed, and her two young children moved into the central city house, in early April this year.
But there were problems from the start of the tenancy, which were never addressed, and the tenant ended up going to the Tenancy Tribunal.
She alleged the property was unclean when the family moved in, with cat faeces and dirt on the carpets, drawings on many walls, a broken kitchen drawer, and mould in the shower.

The healthy homes report provided by landlord Jason Whitty, from Rentcare Property Management, when the tenancy started showed the property was “noncompliant” around moisture ingress, drainage and draught-stopping.
Downpipes from the gutters were not connected to the stormwater system and discharged water directly on to the section, there was a large hole in the living room wall and holes around the roof, three windows did not open, and the back door could not be locked or used properly.
The tenant said she raised these issues with the landlord during an inspection two weeks into the tenancy, and at a second inspection in July. Each time the landlord promised to sort the problems out, but did not do so.
Under the healthy homes legislation, a landlord has 90 days to make a property compliant after the start of a new tenancy.

A landlord must pay their tenant $7000 for renting them a property that is not compliant with the healthy homes standards.
This had not happened by the time the tenant went to the tribunal. Attempts had been made to fix the draught problem and install a moisture barrier, but the tenant said they were unsuccessful.
The tenant also alleged the property’s gas water heating system was leaky, and that she and her children had experienced fatigue, nausea, dizziness and coughing when sitting in a room with the gas heater going.
She said the rental’s poor condition had caused the family’s health to deteriorate to such an extent that she felt the property was not suitable for them to live in. One child had been to hospital four times with respiratory illnesses.
In her application to the tribunal, the tenant asked for the fixed tenancy to be reduced to a periodic tenancy, which could be terminated with seven days’ notice, to give her the ability to move quickly when she secured a new rental.
She also asked for compensation, and damages, for the landlord’s breaches of its obligations under tenancy law.
A landlord is required to provide a property which is in a reasonable state of cleanliness and repair, and compliant with the healthy home standards.
Tribunal adjudicator Geoffrey Baker said it was clear from the tenant’s evidence that she and her children’s health had suffered during the tenancy, and her claims of feeling unsafe in the property were reasonable, given its condition.
“The tenant cannot be expected to continue in a property that has not throughout the tenancy and still does not compIy with the healthy homes standards.”
There were also significant concerns regarding the gas appliances in the property which the landlord needed to investigate and fix before the property could be safely inhabited, Baker said.
For those reasons, the tribunal changed the tenancy to a periodic one, and reduced the rent for the property to $512 a week, from a “notably high” $640, until the landlord fixed the issues.
The tenant was also awarded $3500 in compensation, and $3500 in damages, and Baker said it was a “matter of urgency” that the landlord sorted out the problems so the rental complied with the standards.

PARKERSBURG — Just call it mission accomplished for Victor Toney.
On Saturday night, inside Parkersburg South’s Rod Oldham Athletic Center, the Buckeye State product finished off Sam Wildenhaus by TKO at 1:46 of the third round to claim the World Boxing Foundation International Silver super welterweight title.
The main event on the Dawghouse Promotions Southside Rumble 9 card was largely quiet in the first two rounds as Wildenhaus (5-3-1) tried to press the issue and use his body to keep Toney on the ropes.
“Everything he did we knew what he was going to do,” said Toney, who improved to 7-2-1 with six knockouts. “I was just relaxing. I wanted him to give me everything he had. I wanted to (irritate) him with the jab and he could come with everything he had. I knew he was going to roughhouse and he headbutted me a few times, but I wanted to see the shots.
“His overhands and his hooks were good. They were good, but I could see them. Once he wanted to get close, because I knew he wanted that pressure, I smothered it a little bit. Coach (Gary) Wolfe calls it sealing off. I sealed him off and worked the angle and landed some good shots.”
Once the bell sounded for round three it was all Toney, who used a combination that ended with a right to the jaw to send Wildenhaus to the canvas for the first time. Not long after that Toney worked the angle and delivered a left hook, which led to a standing eight count. Although Wildenhaus was allowed to continue he went back down for the final time following two more rights to the chin.
“The world is next. Whoever is out there that’s ballsy enough to come get some,” Toney said. “The headbutts (upset) me a little bit and I had to land something real good.
“The third round I just got back on the body. Once I slowed him down with the body a little bit he was thinking a lot, more than he normally does. Once he started thinking a lot I let the shots go.”
Toney, who normally trains out of the Youngstown/Salem Boxing Gym, spent the last month getting ready for the fight with Wolfe Boxing.
“We were in the locker room and all coach was saying was cool as a cucumber, cool as a cucumber,” Toney added. “I relaxed and worked on my breathing technique throughout the whole fight.
“I just stuck to the gameplan, stayed relaxed and executed. We are going to keep the lines open and whatever they want. We are going to give the people what they want.”

The basement of Carlson Library houses rollercoasters, a medieval alchemical laboratory, and a futuristic musical lightsaber performance space.
Somehow, that sentence is 100% true — and it is all thanks to Studio X, the University’s half-library, half-experimentation zone dedicated to augmented and virtual reality, known together as extended reality (XR). The studio released its first annual report earlier this month recapping the studio’s soft launch year, which was full of projects, workshops, and competitions centered on getting students exposed to these budding technologies and exploring their horizons.
According to the report, the space served 529 first-time users of XR technologies and facilitated 520 equipment bookings across 48 departments and six schools in the 2021-2022 academic year. Senior Waleed Nadeem, a Karp Library Fellow and brand ambassador for Studio X, said the exposure for first-timers was a huge achievement.
“It is always such an incredible experience when you put on a headset on a new user and see their face light up with wonder,” he wrote to the Campus Times. “Every user has a different emotion before they wear the headset ranging from hesitation to excitement and it’s always fun to hear them shout or laugh when they see the virtual world. Every time a new user wears the headset it allows me to relive the excitement and fall in love with it once again.”
Studio X also hosted nine student-led workshops covering a wide range of topics, many with titles descended from clickbait heaven. From a “Create Your Own VR Escape Room” session to “VR Music Composition in Unity” and “Create Your Own VR Flappy Bird” — there was a clear popular audience in mind.
Alongside student-led workshops, the report also highlights how Studio X has helped integrate XR technologies into classroom instruction and scholarship. Assistant Professor of Computer Science Zhen Bai, for instance, brought her XR class into Studio X to help them overcome difficulties they had developing programs for VR headsets due to their lack of availability.
However, the report also notes that the studio’s successes came amid setbacks.
“Supply chain issues delayed our technology,” Studio X Director Emily Sherwood said in the report. “And like many units across the University, we were short-staffed and had trouble filling positions and finding people with the skills we needed. Although we have assembled a team of dedicated and skilled students, we see our team as a work-in-progress. Case in point: we still don’t have the staff to fully meet faculty needs. Finally, as is true with all new spaces, we discovered physical and technical limitations, which sometimes forced us to rethink our strategies for programming and events.”
Nadeem added that he thinks Studio X could be improved if it were given a full dedicated computer lab. Currently the studio has a few desktop computers, but their setup is smaller than the Rettner and IT Center computer labs. Nadeem said he was optimistic about change because the studio is a “student led space.”
Overall, Nadeem said he felt the most meaningful work he has done with Studio X is to “represent possibility” for students who may feel that they do not have a role in the growing XR sector.
“I am not a computer science major,” he wrote. “I am a business information systems and Digital Media Studies student and if I can make these experiences and work on these novel immersive technologies, then so can anyone else. Studio X is for everyone regardless of your major or experience, all you need is a passion for learning.”

Crypto is totally dead lately—if you’re only looking at the price action.
Yes, Bitcoin is down 72% from its all-time-high price in November 2021, almost one full year ago. Ethereum is down the same, 72% from its own high of $4,878. Woof.
Crypto advocates point out that it’s not just crypto, stocks have been hammered too. And they’re right: everything is down right now. But that’s cold comfort for crypto believers, who—I’ll let you in on a little crypto media trade secret—do not care to read any crypto news when crypto prices are down. ConsenSys CEO Joe Lubin put on a brave face last week when talking to me about the technological success of the Ethereum merge, but ETH is down a disheartening 21% since the event.
For a better temperature check on how crypto is doing, look at the major recent signs of mainstream adoption. In the past two months, we got a string of indications that major financial institutions and tech companies believe crypto is here to stay. You’d be excused for having missed these news stories while the global economy was collapsing all around us.
In August, BlackRock, the largest asset manager in the world, launched a spot Bitcoin private trust to give its customers exposure to the current price of Bitcoin. (As a reminder, the SEC has staunchly refused to greenlight a publicly-traded spot Bitcoin ETF, allowing only Bitcoin futures ETFs; but BlackRock can offer its own clients whatever service it wants.) BlackRock also said it’s seeing “substantial interest” in crypto from its institutional clients, and that it’s exploring stablecoins and tokenization. Wow. Bitcoin didn’t budge on that news, a sign of just how much the economy is weighing on every type of asset.
This past week brought two more big shows of faith.
Google announced it will start accepting crypto as payment for its cloud services early next year by plugging into Coinbase. As part of the deal, Coinbase Commerce will move its “data-related applications” from Amazon Web Services over to Google. So not only is this Google Cloud welcoming crypto, but also a form of tie-up between Google and Coinbase.
On the same day, 239-year-old Bank of New York Mellon launched its own Bitcoin and Ethereum custody service. The bank will hold clients’ private keys and provide accounting on their crypto portfolios. This follows BNY Mellon becoming the custodian for the cash reserves that back Circle’s USDC stablecoin in March. And last year, BNY Mellon launched a Bitcoin custody service in Ireland.

All of this might look to sneering crypto-skeptics like a sad attempt at rationalization. The favored mantra of Web3 builders, “bear markets are for building,” gets so oft-repeated at times like these that it has become cliché. That doesn’t mean it’s untrue.
I first wrote about Bitcoin in 2011. I’ve witnessed the freezing crypto cycles of 2014, 2018, and now. Some of the best-known crypto companies and platforms were built during those “winters.”
Lubin says crypto is “the tail being wagged by a very sick dog” right now and that it won’t get better until the economy improves. Solana founder Anatoly Yakovenko thinks it could take 12-18 months.
Meanwhile, they’re all still building, as signs of future adoption quietly multiply.

Representatives from the Republic of Korea (ROK) alongside United Nations Command (UNC) Sending States and other security partners met to exchange expertise and discuss methods to enhance coordination and training in critical mine countermeasure capabilities.
“We are honored to be able to host such productive exchange of tactics and best practices with a group of experienced navies,” said Rear Adm. Mark Schafer, Commander, Naval Forces Korea and Navy Component Commander to the UNC, “UNC Sending States and security partners are committed to safe passage through waters around the Korean peninsula. We routinely promote cooperation on a broad range of naval capabilities, including mine countermeasures. Events such as this are instrumental in keeping that commitment and ensuring proficiency in all areas of naval warfare.”
Countries represented include Australia, Belgium, Canada, Colombia, Italy, Japan, New Zealand, The Republic of Korea, Singapore, Turkey, the UK, and USA.
In addition to the symposium, Sailors from representative countries had the opportunity to promote esprit de corps by competing in various sporting events such as soccer, dodge ball and basketball.
“In a way it really shows how close our countries are that we can get together and do activities like this, that we can come together and put work aside for a moment and build camaraderie through fun activities,” said Interior Communications Electrician 1st Class Brian Mares who participated in the events. Mares is from Port Hueneme, Ca. and is currently stationed aboard the Avenger-class mine countermeasures ship USS Patriot (MCM 7).
UNC is recognized as the lead for Armistice Agreement enforcement and an enabler for security and stability on the Korean Peninsula. UNC demonstrates the international community’s long-standing commitment to conflict prevention during Armistice; facilitates dialogue and actions that lead to a lasting peace; and if necessary, provides an efficient, exercised, and enduring platform to coordinate Sending State contributions in response to crisis or conflict.
The Symposium concluded October 14, when Sailors went to the Busan UN Memorial Cemetery to pay their respects, followed by a volunteer opportunity at the Korean War Veterans Hall/Community Center.

A wildfire fed by gusty winds and low humidity east of Vancouver, Washington, doubled in size Sunday, prompting authorities to order evacuations as the blaze sent up a plume of white smoke visible throughout the metropolitan area that Vancouver shares with Portland, Oregon.
Dubbed the Nakia Creek Fire, the blaze in east Clark County was burning in rugged terrain of brush and timber and had charred about 400 acres by Sunday afternoon, the Washington State Department of Natural Resources said. Residents of an estimated 1,000 homes were under evacuation orders, the department said.

The Clark Emergency Services Agency expanded evacuation zones into rural outskirts of Camas and Washougal, The Columbian reported.
“Please understand that this is a very dynamic situation and if you are anywhere near this area, you should take precautions to evacuate,” the emergency services agency said in a statement.
Crews had secured a perimeter containing 20% of the fire burning in the Larch Block of the Yacolt Burn State Forest. The National Weather Service had posted a red flag warning for wind and low humidity in the region, including the south Washington Cascades, with wind gusts up to 30 mph for Sunday.
A shelter for evacuees was opened at a church in Camas.
About 100 personnel were battling the fire, which began Oct. 9.

Tourist-heavy cities have seen more revenue from taxes on overnight hotel stays compared to other cities relying on business travel.
Cities like Orlando, Oahu and others have reaped the benefits of the current environment, the report says, while those focused on commercial travel, such as Boston, saw more of a decline in their revenue per available room since 2020, a report from Bloomberg says.
According to a paper by University of Chicago Harris School of Public Policy professor Justin Marlowe and HVS Consultant Tom Hazinski, Boston saw a 70% drop in revenue per available room, as opposed to Phoenix, which is focused on leisure and only saw a 39% decline.
Lodging taxes are levied on short-term stays at hotels or Airbnbs, and they make up a small share of general-fund revenues for most municipalities – though around $4 billion of bonds are backed by lodging taxes or local hotel revenues. Because of this reliance, a decline in the revenue streams can hamper the credit quality of the debt.
According to the report, the pandemic caused the split – the cities that were doing well were those that focused on vacations, while those focused on business meetings or conventions fell behind.
“People will pay a lot for leisure travel, especially in traditional leisure destinations,” Marlowe said in an interview. “Meanwhile, on the commercial travel side, now that meetings can be done via Zoom and people are less excited to travel to certain kinds of destinations, you actually have the opposite.”
Airbnb has seen more trips and longer stays in the past few months, even as inflation wreaked havoc, PYMNTS wrote.

Customers have cut back on nonessential travel, but apparently the past few years of the pandemic have left them with a penchant for travel.
Brian Chesky, Airbnb CEO, said a “working vacation” was a popular concept for the pandemic era, and the report notes that he may have been right. He said on an earnings call that customers are “now living on Airbnb.”
“We saw long-term stays of 28 days or more remain our fastest-growing category by trip nights compared to 2019. The long-term stays have increased nearly 25% from a year ago. And actually, long-term stays have increased almost 90% since Q2 2019.”

The pace of sales at U.S. retailers was unchanged in September from August as rising prices for rent and food chipped away at money available for other things. Retail sales were flat last month, down from a revised. 0.4% growth in August.
What keeps driving inflation so high? The answer, it seems, is nearly everything. Supply chain snarls and parts shortages inflated the cost of factory goods when the economy rocketed out of the pandemic recession two years ago. A new study finds when urban and rural data is combined the average price for North Dakota home sales climbed 51% from $163,144 in 2010 to $246,786 in 2020. In 2021, sales prices increased another 8% to $267,404. Rising mortgage interest rates further impact affordability. During that same period, 2010 to 2021, renters weathered gross rental rates that grew by 49%, more than twice the rate of inflation. The assessment was conducted by North Dakota State University’s (NDSU) Center for Social Research.
