In Monday’s YMCA Battle of the Businesses’ action, the Small Division teams competed in volleyball while the Large Division battled in the curling event.
In Small Division volleyball at the Jamestown YMCA, Trinity Biotech/Greater Chautauqua Federal Credit Union defeated Jamestown Bar Association/City Court while newcomer Jamestown Macadam Inc. went home in third place. Kelly Haaksma and Brad Johnson were the top players for Trinity Biotech/GCFCU.
SKF Aeroengine’s foursome of Dan Leake, Joe Miller, Joe Sienicki and Jason Vasquez claimed the first-place curling spot for the Large Division at the Northwest Arena. They beat second-place finisher Falconer Central Schools with a final 27-25 score. Jamestown BPU took third place.
Cummins and Frewsburg Central School with a tie score of 535 remain the Battle leaders in the Large Division while JBA remains the Small Division title holder with 375 points.
Today’s Battle events are the Small Division curling event at Northwest Arena at 6 p.m. and the Large Division roller skating relay at the Lakewood YMCA starting at 6 p.m.

Packing premium entertainment features into a budget price tag, the Motorola Moto G32 sets a high standard when it comes to affordable Android smartphones.
While some people always want the latest and greatest devices, there’s no need to spend top dollar to get a decent smartphone these days. Especially if you don’t need excessive amounts of grunt to run demanding apps or high-end games.
If your needs are simple, but you don’t want to sacrifice on usability, the Motorola Moto G32 is certainly worth adding to your shortlist when shopping for an affordable smartphone.

First impressions
While Motorola makes some great smartphones, the sheer number of handsets it keeps producing can make it quite frustrating when you’re trying to decide on the best one for your pocket. Along with the Razor range, there’s also Motorola’s Edge, One, G and E families to choose from.
With a $299 price tag, the Motorola Moto G32 is close to entry level, on par with the $299 Moto G22 yet still more expensive than the $229 Moto E32. In return, the new Moto G32 focuses its efforts on entertainment. The 6.5-inch display steps up the resolution to Full HD and is accompanied by stereo speakers which support Dolby Atmos sound – great for watching your favourite streaming services on the go.
All of this combines to make a decent first impression, offering a bright, crisp IPS LCD screen on a smartphone which sits comfortably in your hand. The 20:9 aspect ratio makes it quite tall, but not as unwieldy as the very tall Moto G51 5G.
The screen’s white balance is quite cool and the colours a tad saturated, because the Display is set to “Saturated” by default, but you can easily change this to “Natural” if you wish.
The handset features volume and power buttons along the right-hand edge, with the latter doubling as a fingerprint reader to unlock the device (or you can use Android’s Face Unlock). Along the bottom of the phone you’ll find a USB-C charge port and a speaker, so the phone can produce stereo sound when held sideways. There’s also a 3.5 mm headphone jack, with earbuds included in the box.
Around the back you’ll find a rear triple camera array consisting of a 50 MP primary lens, 8 MP ultrawide and 2 MP macro. On the front, there’s a 16 MP selfie camera.
As with many of Motorola’s current handsets, the Moto G32 comes with a basic transparent protective case. It offers some impact protection, but doesn’t seem as robust as something like a Tech 21 case. Still, it’s good to have a case right out of the box.
Remove the case and you reveal the plastic unibody chassis, which looks good but naturally doesn’t quite have the premium feel of higher end models.

Motorola Moto G32 Features
The Motorola Moto G32 ships with Android 12, with minimal bloatware. As you’d expect, the handset makes a few sacrifices to keep the price down, but this might not bother you depending on what you value in a phone.
For starters, the handset supports 4G LTE mobile phone networks but can’t take advantage of Australia’s fastest 5G networks – unlike the $399 Moto G 62 5G (the Moto G32 is practically a 4G version of that handset).
To be fair, 4G is still pretty fast and, if you’re shopping in this price range, you’re probably looking to pair the phone with a 4G mobile service rather than pay extra for 5G.
The Qualcomm Snapdragon 680 4G chip and 4 GB of RAM under the bonnet are enough to handle day-to-day tasks, but it’s certainly not for people who like to push their handsets to the limit.
Multimedia is where the Moto G32 really shines, thanks to that large, crisp display and Dolby Atmos for making the most of the high-end audio found in streaming services like Netflix.
Another sacrifice is that the handset offers 90 Hz refresh rate, whereas some of Motorola’s more expensive handsets take this up to 120 Hz. Again, to be fair, 90 Hz still offers very smooth scrolling and you’d need an eye for detail to really appreciate the improvement of 120 Hz.
The phone will certainly keep you entertained for a long time, with a generous 5000 mAh battery ensuring that, if you don’t push it too hard, you should be able to go 2 days before recharging. Support for TurboPower 30 charging ensures you can get a few hours worth of charge in just a few minutes and a full recharge in less than 90 minutes.
The three rear camers offer plenty of shooting options, although low-light performance is underwhelming.
Quality
As you’d expect, the GeekBench 5 benchmarks don’t set the world on fire. The handset scores 377 on the CPU single core test and 1601 on the multi-core. That’s about what you’d expect considering the price tag and what’s under the bonnet, putting it in similar territory to the Samsung Galaxy A22 5G.
When it comes to photography, 50 MP might sound like a lot of pixels, but keep in mind that it’s a relatively small sensor with small pixels. This means that photos taken in good light are reasonable but it can struggle in low-light conditions. The phone incorporates Quad Pixel technology to improve low light photos, but the results are still underwhelming.

The Motorola Moto G32 is a solid budget handset which offers the benefits of a big screen and long battery life. It understandably makes a few sacrifices to keep the price tag down, but you might not mind as long as you’re not looking for a powerhouse device or 5G mobile data speeds.
If you want a big screen but your needs are simple, the Moto G32 might be a good fit – but make sure you weigh it up against the rest of Motorola’s low to mid-range handsets.

BEIJING — Chinese people say they’re increasingly feeling the pinch of rising prices, although official data show inflation running at a far lower pace than in the U.S. and other countries.
That’s according to surveys conducted by consulting firm Oliver Wyman and released this month.

In July, 83% of more than 900 respondents said they felt the impact of inflation, up from 69% in November 2021, the report said.
China’s consumer price index hit a two-year high in July with a 2.7% increase year-on-year, due primarily to a rebound in pork prices. The index moderated in August to show a 2.5% year-on-year rise.
That’s well below the U.S., which overnight reported a 8.3% year-on-year increase in consumer prices in August. Rising food and shelter costs offset a decline in gas prices.
For comparison, Oliver Wyman’s survey of more than 1,200 Americans in July found 92% said they felt the impact of inflation on everyday life, up from 79% in November.
That still shows a greater impact of inflation in the U.S. than in China, although the share of affected respondents jumped by 1 percentage point more in China than in the U.S.
It’s important to remember the surveys measure sentiment and aren’t necessarily a proxy for the consumer price index, said Ben Simpfendorfer, Hong Kong-based partner at Oliver Wyman. He cautioned that responses in China were likely influenced not just by actual price increases but also the overall slower growth environment.
“It would take a smaller increase in prices to raise concerns among households if the growth backdrop is weaker,” he said.
More than half of respondents in China said that due to the possibility of a recession, they’ve gone out less for food and entertainment, as well as switched to cheaper brands and services when possible.
Worries about jobs, rent
Concerns about an economic slowdown have risen around the world. Although the International Monetary Fund in July said it still expects China to be one of the faster-growing large economies in the world this year, the country’s gross domestic product is on track to slow sharply from last year.
Nearly one-third of respondents in China said they were worried about their job security due to inflation, versus 13% in the U.S., the Oliver Wyman survey found. The study primarily covered people living in China’s largest cities, the firm said.
About 20% of survey respondents were concerned about inflation’s impact on their ability to pay rent or mortgage, while roughly 40% were worried about their ability to pay for groceries and essential goods.
Unemployment among China’s young people age 16 to 24 has surged to nearly 20%, while that of working adults in cities is about 5.4%, according to an official survey for July.
Delaying some purchases
Chinese consumers said they felt that gas prices had the most notable increase in the year through July, followed by appliances and home renovations, the Oliver Wyman survey found.
When asked what purchase they might delay as a result of inflationary pressures, respondents mentioned automobiles the most, followed by leisure travel, the report said.
Potential purchase delays add to China’s ongoing lackluster consumer demand.
China’s “zero-Covid policy is a major deflationary force, which supports production but saps demand,” Macquarie’s chief China economist Larry Hu said in a Sept. 9 report. Property troubles are “another major deflationary force,” he said.
Hu pointed out that excluding food and energy, China’s consumer price index only rose by 0.8% in August. “The message is pretty clear to China’s policymakers: deflation, not inflation, is the main risk faced by China at this stage.”

Chinese respondents to Oliver Wyman’s survey were relatively optimistic that the economy would improve.
More than half said they expected the Chinese government would be able to resolve inflation in coming months, while 23% said they didn’t think so.
That contrasted with nearly half of U.S. respondents saying they didn’t think the government could resolve inflation in the next six to eight months, the report said.

An elected official accused of killing a Las Vegas investigative journalist in what authorities allege was retaliation for articles critical of him and his office faced court sanctions two years ago for resisting arrest in a domestic violence case, records show.
Robert Telles, the Clark County public administrator who took office in January 2019, accepted a plea agreement in September 2020 to resolve misdemeanor battery and resisting a public officer charges after his wife called 911, according to Las Vegas Municipal Court and police dispatch records.
The records, first reported by the Las Vegas Review-Journal, show the case was dismissed and closed in March 2021 after Telles paid a $418 fine, attended counseling and stayed out of trouble.
His attorney in that case, Ross Goodman, did not immediately respond Tuesday to telephone and email messages. Efforts to contact Telles’ wife, Mae Ismael, by telephone and email were not successful.
Telles, now 45, remains jailed without bail on suspicion of murder in the Sept. 2 slaying of veteran Review-Journal staff writer Jeff German (GEHR-man).
Telles’ attorney, Travis Shetler, asked during a brief Tuesday court appearance for additional time to prepare for Telles’ arraignment, and prosecutors did not oppose the delay. A local judge reset the hearing for Sept. 20.
Shetler did not immediately respond later to messages about the 2020 incident, in which Telles was accused of “grabbing” and placing his wife in a “‘bear-hug’ position” and of resisting efforts by two police officers to handcuff him.

Telles stood in shackles Tuesday wearing bandages on his forearms and a wry smile as he faced a courtroom crowded with reporters, photographers and television cameras. He did not speak to the judge or his attorney.
Police and prosecutors say he had superficial self-inflicted wounds when he was arrested Sept. 7 after a brief standoff with police at his home.
A criminal complaint filed Monday accuses Telles of “lying in wait” for German, who was stabbed seven times. His body was found the next morning.
Telles was arrested days later, after police issued a plea for public help to identify a person seen on security video wearing an orange work shirt and a wide-brim straw hat toting a shoulder bag and walking toward German’s home.
Police also released images of a distinctive SUV seen on video near German’s home, driven by a person wearing an orange shirt.
A Review-Journal photographer snapped photos Sept. 6 of Telles washing the same type of vehicle in his driveway.
A prosecutor told a judge last Thursday that Telles left his own cellphone at home and waited in a vehicle outside German’s home until the attack. It was characterized as a planned response to articles that German wrote about “turmoil and internal dissension” in the county office that handles the property of people who die without a will or family contacts.
After articles appeared in May airing claims of administrative bullying, favoritism and Telles’ relationship with a subordinate staffer, Telles lost his bid for reelection in the June primary. County lawmakers also appointed a consultant to address complaints about leadership in the office.
Telles blamed “old-timers” for exaggerating his relationship with the female staffer and falsely claiming that he mistreated them.
German, a 40-year Las Vegas journalist who was widely respected for his tenacity, was working on follow-up reports about Telles and the public administrator’s office when he died, his colleagues said.
“The published articles … ruined (Telles’) political career, likely his marriage, and this was him lashing out at the cause,” Chief Deputy Clark County District Attorney Richard Scow told a judge last week.
That judge, Las Vegas Justice of the Peace Elana Lee Graham, called the police report detailing the attack “chilling.” She spoke of apparent defensive wounds on German’s arms and said DNA believed to be from Telles was found under German’s fingernails.
“He was fighting for his life,” Graham said.
Clark County District Attorney Steve Wolfson has called German’s death “brutal and meaningless” and said a decision whether to seek the death penalty will be made in coming months.
Police said a search warrant turned up items at Telles’ home including blood-stained shoes and a straw hat that had been cut up. Authorities said they did not immediately find the weapon used to kill German.
Clark County Sheriff Joe Lombardo, a Republican running for governor in November, said investigators were attempting to enhance security video that he described as “distorted” but that might show the attack.
German joined the Review-Journal in 2010 after more than two decades at the Las Vegas Sun, where he was a columnist and reporter covering courts, politics, labor, government and organized crime.
Telles was a lawyer who practiced probate and estate law before he was elected public administrator in 2018, replacing a three-term predecessor.
Telles’ term in office expires Dec. 31, but Clark County officials said he is suspended and has been banned from county offices or property pending a review of his position as an elected official.

BRISTOL – Chase Briscoe, the driver of the No. 14 Magical Vacation Planner (MVP) Ford Mustang for Stewart-Haas Racing (SHR), is on a mission to conquer The Last Great Colosseum Saturday night in the Bass Pro Shops Night Race at Bristol (Tenn.) Motor Speedway.
Briscoe heads into the final race of the first round of the playoffs 15th in the standings, nine points below the cutoff line to advance to the Round of 12.

What will it take to advance to the next round?
“A clean race,” said Briscoe. “Bristol is chaotic and unpredictable. Nine points above the cutoff line would be a lot better than nine below, but either way, we’d have to go in and have a good race with some stage points and no mistakes. So, I don’t think it makes much difference. We know we can do it, we’ve just got to avoid the chaos and I feel like we can go there and get some stage points and be in good shape.”
He began the playoffs with a 27th-place result at Darlington (S.C.) Raceway after being caught up in an accident early in the race. Last Sunday at Kansas Speedway in Kansas City, Briscoe looked to be on pace for a top-five finish until he was held up during a pit stop and lost several positions. Though the No. 14 MVP Ford Mustang was fast, Briscoe was unable to work all the way back through the field and finished 13th.
Does that make you nervous with this being the cutoff race for the first round?
“I don’t think so. I’ve done well at Bristol, it’s one of my stronger tracks, and I enjoy racing there,” added Bristol. “I think we’ve done well on the short tracks, which is definitely not my strength. We certainly can’t afford to have a bad race and we’ll need to be aware of what is going on with other guys. You’ve got to be focused on running your race just as much as you’re trying to stay out of other people’s messes, and things happen quickly. We’ll have to do that without compromising our chances of moving on. I feel good about it, I know the guys on this team are going to give me what I need and I’m excited to get to Bristol.”
Briscoe started 20th and finished 13th in last year’s night race at Bristol, his first Cup Series start on the concrete surface. He was the third-highest-finishing non-playoff driver in one of his stronger performances of the season. It was a reminder of the success Briscoe had found at Bristol in the NASCAR Xfinity Series just the year before.
This will be the first time in the Next Gen car at Bristol on the concrete surface. Is there any information that can be carried over from last year, or from the dirt race in the spring, to help prepare for Saturday’s night race?
“No, I don’t think there’s anything that you can use,” said Briscoe. “We know what racing at Bristol is like. It’s a fast short track with a lot of banking and guys trying to figure out how to make passes without a lot of time to figure it out. You typically have to put yourself in a position you may not want to be in to get where you want to be. But as far as what we do with the car, I think we’ll have to rely a little on what we’ve seen at some other tracks this year and a lot on sim data. This car has shown it races a lot different than what we’ve had in the past and you definitely can’t compare to anything that happened in the dirt race.”
In September 2020, Briscoe claimed his first Bristol Xfinity Series victory after leading only 11 laps. It was his sixth Xfinity Series start at the Tennessee short track. The Mitchell, Indiana, native also has two NASCAR Camping World Truck Series starts there – one on the traditional concrete surface in which he earned a 12th-place finish in 2017, and one on the dirt surface in 2021 resulting in a top-five effort.
The last time the Cup Series visited Bristol when the track was covered with dirt for the April 17 race, the 27-year-old racer put on a show but ultimately ended up with a roughed-up No. 14 Ford Mustang parked last on pit road. Briscoe started fourth, won the second stage, and led a total of 59 laps. He was closing in on leader Tyler Reddick in the final laps before attempting a slide job exiting turn two. Briscoe was unable to clear Reddick and collected him when the No. 14 spun in the bottom groove, handing the win to Kyle Busch. Briscoe was credited with a 22nd-place finish.

The San Joaquin Valley Air Pollution Control District is seeking youth artists to help create their 2023 Healthy Air Living Kids calendar.
All San Joaquin Valley students from kindergarten through 12th grade are encouraged to enter this annual contest, allowing kids the opportunity to create their vision of Healthy Air Living.
Entries are due by Oct. 14. Winners and their artwork will be featured in this bilingual calendar, showing how individuals can help improve air quality and quality of life for all Valley residents. The District plans to print and distribute calendars to schools, community groups, healthcare facilities and other clean-air partners, as in years past.
The 2022 calendar included artwork from two local students. Ballico Cressey Elementary student Paul Voight shared a message of “Please help keep the air clean and our planet green!” Turlock Junior High student Beneil Danielo illustrated his message of “healthy air living walking and biking to school.”

Guidelines for creating a winning Healthy Air Living kids calendar entry are:
· Paper should be placed in landscape orientation, so it is 8-1/2 inches high and 11 inches wide

· Artwork should contain a message about how to live a Healthy Air Life. Examples of past messages include: “Switch to an electric lawn mower,” “Be cool and carpool when going to school,” “Don’t burn wood, switch to gas,” “Please don’t idle while waiting for the kids at school.”
· Bilingual and Spanish-language messages are encouraged.
Artists need to include their name, address, phone number, e-mail, age, grade and school, on the back of the entry. Trumbull County commissioners today are expected to consider renewing the economic development pact the county has held with the Youngstown / Warren Regional Chamber for more than two decades.
We encourage commissioners to approve the agreement.
The long-standing partnership began July 22, 1999, when Trumbull County and Chamber leadership first agreed on a provision of economic development services in accordance with the Ohio Revised Code. It allowed the Chamber to contract with the Trumbull County Planning Commission to provide economic community services to the county.
The Chamber today serves as the Local Economic Development Organization partner for JobsOhio and its Regional Economic Development organization partner TeamNEO, making the Regional Chamber the key contact with regional and statewide organizations working with developers with potential to relocate to Ohio.
Since 1993, the Chamber has been involved intimately in development of 627 completed projects valued at $9.7 billion and creating 28,849 Valley jobs. During that time frame, the Chamber also has been involved in the retention of 36,437 local jobs.
Still, our region consistently faces significant economic challenges that have included declining population, workforce training and development, along with continued high unemployment.
Of Ohio’s 88 counties, Trumbull and Mahoning consistently rank in the Top 5 for unemployment in the state.
That tells us now is not the time to consider moving on without a partnership that has served as an integral part of new development and job growth. Without the agreement,
the struggles that have impacted our region
will pose only greater challenges going
forward.
It is true that in the new Chamber proposal, commissioners will consider an increased price for the continued assistance from the Youngstown / Warren Regional Chamber in serving as a key economic development organization for our region.
In the new one-year agreement, the Chamber is proposing an increased rate to $45,000 — nearly twice the previous contract amount of $23,000. The previous contract estimated the value of the services provided by the Chamber at $80,000. The new contract estimates the value of the Chamber’s services at $125,000.
Services provided under the contract will include at least 175 one-on-one business retention and expansion visits with firms in unincorporated areas of the county and follow-up as needed to address problems and growth opportunities. Information gained from those visits will be shared with the Trumbull County Planning Commission staff.
Of course, the Chamber will continue to serve as a key development entity providing economic development information and assistance on behalf of the county, which includes promoting the area to nonlocal businesses and swiftly answering frequent requests for information from site selectors, JobsOhio, TeamNEO, corporate developers and others seeking to locate an economic development project in the county.
The Chamber also will continue to represent the county during weekly project reviews with TeamNEO and JobsOhio and on TeamNEO Board of Directors, Rite Sites Council and Business Development Council, as well as other economic development bodies; and, as it has done for many years, will provide expertise and personnel needed to manage economic development projects.
We urge commissioners to vote yes on continuing this partnership.
Without it, the Valley will face unnecessary challenges in maintaining and growing its economy.

What is the mystery behind the event which triggered the formation of our universe as we know it? Here’s what experts say.
Big Bang, the colossal explosion which triggered the formation of our universe, occurred nearly 13.7 billion years ago. After that, it actually took millions of years for the formation of the Earth. This theory, known as the Big Bang theory, was proposed by an astronomer named Georges Lemaitre in 1927, though there are questions still unanswered today. What were the conditions like during the early days of the Big Bang? How did Earth terraform into the planet as we know it today? What really happened during the Big Bang?
According to the Big Bang theory, the universe started as just a single point, known as a Singularity. The universe stretched and expanded to get as big as it is now, and it is still expanding a little bit every single day. However, this might not entirely be true as this singularity is based on Albert Einstein’s theory of general relativity, according to space.com.
The tech that caught it all
Understanding all of this is not at all possible without the technology and the gadgets that go along with it. NASA’s Cosmic Background Explorer satellite and Wilkinson Anisotropy Microwave Probe reported observations of microwave light just 400,000 years after the Big Bang, according to the space agency. NASA says that after the initial explosion, darkness prevailed in the universe for a long time until 100 million years later when the first glimpse of visible and UV light occurred. This light was captured in data form by another one of NASA’s awesome gadgets, the Spitzer Space Telescope.
What do experts say?
Published on space.com, Sean Carroll, a theoretical physicist at Caltech said, “The problem is, there’s no reason whatsoever to believe general relativity in that regime. It’s going to be wrong, because it doesn’t take into account quantum mechanics. And quantum mechanics is certainly going to be important once you get to that place in the history of the universe.”
The universe expanded nearly 100 times its size in a span of fraction of a second, known as Inflation. Alex Filippenko, astrophysicist at the University of California, Berkeley told space.com, “Inflation was the ‘bang’ of the Big Bang. Before inflation, there was just a little bit of stuff, quite possibly, expanding just a little bit. We needed something like inflation to make the universe big.”

TAIPEI, Sept 14 (Reuters) – The United States will hold talks with Taiwan next month to discuss new U.S. legislation designed to boost the American semiconductor industry, the top U.S. diplomat in Taipei said on Wednesday.
Last month, U.S. President Joe Biden signed into law the Chips and Science Act, which authorised about $52 billion in government subsidies for U.S. semiconductor production and research, as well as an investment tax credit for chip plants estimated to be worth $24 billion.
The United States has been encouraging foreign tech firms to manufacture in the country, and the government has welcomed investments by Taiwan’s TSMC (2330.TW) and GlobalWafers Co (6488.TWO). read more

Sandra Oudkirk, director of the American Institute in Taiwan, told an industry forum that the US-Taiwan Technology Trade and Investment Collaboration framework, or TTIC, has helped elevate and prioritise U.S.-Taiwan economic engagements.
“The TTIC is a powerful platform which we are already using to address challenges in the semiconductor space, such as critical chip shortages which adversely affect multiple industry sectors,” she said of the framework, which was launched last year.
The next “engagement” under the framework will happen in Washington from Oct. 12-14, she added.
“At this event, we plan to host a roundtable discussion to share more on how the Chips and Science Act will be implemented in the United States,” Oudkirk said, without elaborating.
“In addition to Taiwan investments in hardware and technology via the incentives provided by the Chips and Science Act, the United States seeks Taiwan’s industry’s continued support as we connect talent here and the innovative ecosystem here to the United States and other like-minded partners.”
Taiwan has been keen to show the United States, its most important international backer and arms supplier despite the lack of formal diplomatic ties, that it is a reliable friend as a global chip crunch continues to impact auto production and consumer electronics.
TSMC, a major Apple Inc (AAPL.O) supplier and the world’s largest contract chipmaker, is constructing a $12 billion plant in the U.S. state of Arizona.

JEFFERSON — Ashtabula County Recorder Barb Schaab attended a work session of the Ashtabula County Board of Commissioners on Tuesday morning to discuss the Recorder’s Technology Fund.
Schaab said the fee will remain the same, at $6, as it was for the last couple of years.
“I’m anticipating, perhaps putting document images online, which will eliminate a lot of our copy revenue,” Schaab said.
An enhancement to the existing software Schaab’s office uses would be used for that, she said.
The commissioners approved a resolution to set a public hearing for Oct. 4 at 10:30 a.m. on the proposed use of the Recorder’s Technology Fund. The fund will be used for contracts for indexing and imaging, micrographic printer, and copier contracts, and upgrades and maintenance of historical records, according to the resolution.
In other business:
• The commissioners discussed potential options for the complex’s mailroom.
Recently, security was upgraded at the old courthouse. Previously, they discussed the installation of a series of mailboxes outside the current mailroom, so that that would let the mailroom door be secured and departments could still get their mail.
“This is a fix, but not a permanent fix to security in that area,” Commissioner Kathryn Whittington said. This project could be done immediately to reduce COVID issues and security issues, but it does not permanently solve the problem, she said.
The commissioners signed off on moving forward with the project.
• The commissioners discussed plans for work sessions for the 2023 budget.
Every year, department heads present their budget proposals to the commissioners and the budget advisory commission, members of the public who sit in on the sessions and discuss the budgets with the commissioners.
The commissioners discussed potential new members of the budget advisory commission, and agreed to provide a few names to County Administrator Janet Discher soon.
• Discher gave the commissioners an update on a pair of potential projects with offices around Jefferson.
The Ohio State University Extension office has water leaking into the basement, and that issue needs to be fixed before tech upgrades can be done in an office in the building, she said.
“It’s been problematic for as long as I’ve worked here,” Discher said.
Converting the east and west doors of the main courthouse building to automatic doors, a project the commissioners had previously expressed interest in, could potentially require engineered drawings, Discher said.
“There’s a lot of advantages to doing that, and we’re at the point where we’re going to have to fix some of the problems over there anyway, even if we were to not do automatic doors,” she said.

Is Washington’s monkeypox problem getting any better? Yes. Monkeypox cases are currently on the decline in Washington. In fact, reports of infection are down 40% across the entire United States.

Short answer: all of us.
But the ages most affected by monkeypox are 35 to 49 year olds, with 45.3% of the infections so far. This is followed by 18 to 34 year olds, responsible for 44.1% of cases.
Leading the number of monkeypox cases in Washington State are white people, which should come as no shock because 73.53% of Washington residents are Caucasian.
Unfortunately there are a growing number of cases in other communities. Hispanics, in particular, have had a large number of infections in King County, with the black population the next hardest hit, and then the Asian community, multi-racial, American Indian and Alaska Natives, Native Hawaiians and Pacific Islanders.

The drop in monkeypox cases is likely due to behavioral changes. Here’s what those changes look like:
Wash your hands frequently.
Don’t touch objects/fabrics that have been touched by someone with monkeypox. This is one reason why a clean table at a restaurant is important. And clean bedding at a hotel.
Avoid close face-to-face contact. Respiratory secretions are a risk.
Avoid skin-to-skin contact.
Do not kiss, hug, cuddle or have sex with someone with monkeypox. -CDC
If you do have a romantic and/or sexual encounter with a stranger, be sure to get that person’s contact information in case you need to inform them about an infection, and visa versa.

14 Sep 2022 — As COVID-19 accelerated consumer awareness of immunity, industry innovations to meet demands in a variety of formats and ingredients have led to a diverse range of immunity-orientated products and ingredients as the world adapts to living with COVID-19 and health remains in sharp focus.
Although the world is not currently in the grips of the pandemic, its aftermath is evident in the immunity space, with wellness and boosting overall health a top priority for consumers worldwide.
“Immunity has remained a top priority for consumers as they look for ways to stay healthy, a demand that has persisted throughout the pandemic. The stress and anxiety of the pandemic have also taken a toll on consumers, driving innovation in supplements for mental well-being,” Jolanda Vermulst, market intelligence manager at Sensus, tells FoodIngredientsFirst.
Vitamin water has become increasingly popular, explains Manfred Urban-Klik, director of R&D, NPD and food technology, Austria Juice. “It is flavored lemonade with a medium amount of sugar and a mix of vitamins and/or minerals, commonly sold in 500ml PET bottles.”, he tells FoodIngredientsFirst.
He adds that juice shots have also risen to prominence, including “spice-juices” like ginger or turmeric juice, commonly sold in 60ml glass bottles.
Consumer awareness is driving clean label demands. Health claims
Although the direct influence of the pandemic is beginning to fade, the longer-term effects can be seen in shoppers’ continued interest in immunity, which is also highlighted by the enduring popularity of the topic on social media, Maren Janecke, director of business development Europe and Africa, Kappa Biosciences explains to FoodIngredientsFirst.
“The pandemic and its ongoing impact have been a key driver for the ‘immune boosting’ trend. With no official treatment or vaccination for COVID-19 in the early months of the crisis, the only option for consumers looking to protect themselves was to strengthen their natural defenses against infection.”
According to Urban-Klik, although immunity and healthy ingredients are a more frequently discussed topic for food and new innovative product launches, food regulations and possible health claims have to be considered and are limiting the use of potential immunity-boosting ingredients.
“At the end of the day, healthy food is one brick in the whole concept of a healthy life besides the two most important aspects ‘healthy lifestyle’ and ‘exercise.’ On the one hand, there are well-explored ingredients like minerals and vitamins, which allow health claims, and which have reportedly maintaining aspects for the immunity system.”
“On the other hand, there are ingredients like ginger and turmeric. Those ingredients are known to have a positive effect on the immune system, not having an approved health claim, but well known from the consumer as a generic term for healthy ingredients.”
Straining supply
Rob Brewster, president at Ingredients by Nature, tells FoodIngredientsFirst that since 2019, the company’s sales have doubled each year for immune health ingredients, including pre and probiotics, as well as citrus flavonoid extracts.
“Typically, consumers know of and gravitate toward ingredients they know like vitamin C, zinc and elderberry. However, the increased demand has strained the supply chain.” Companies such as Nektium and PLT have marked their presence in the elderberry market, pointing out ingredient shortages.

In a bid to overcome some supply chain issues, Brewster says: “There needs to be more mainstream media attention on the numerous sophisticated and validated ingredients in the space, including citrus bioflavonoids.”
“Citrus bioflavonoids are drawn from multiple citrus sources such as orange, lemon, lime, tangerine and grapefruit. These extracts have been shown to contribute to and support aspects of immune health, antioxidant support, and healthy inflammatory response. In turn, this helps encourage a balanced, non-over-active immune response in the presence of seasonal challenges.”Today’s supplement market is brimming with innovative delivery forms and formats.
Immunity from the gut
Vitamin C, D and zinc supplements are the first micronutrients that consumers associate with immunity support, Vermulst explains. “What not everyone knows is there is a fascinating interaction between our gut, the bacteria that live in it, diet and our brain. One group of metabolites that seem to play an important role in the gut-brain crosstalk are the Short-Chain Fatty Acids (SCFAs).”
SCFAs are produced by gut bacterial fermentation of non-digestible carbohydrates such as dietary fibers and prebiotics like chicory inulin. Dietary changes that are able to influence gut microbiota composition and production of SCFAs might be a future approach to influence immunity and mental health, she adds.
“Chicory root fiber is a plant-based dietary fiber which can stimulate the growth of bifidobacteria, lactobacilli and subsequently SCFA production in the human gut. It can be applied to maintain a balanced diet that supports immunity and mental well-being.”
Biotics boom
Prebiotics are seeing a growing interest as immunity-boosting ingredients, but compared with well-known ingredients like ginger, the effect of those ingredients is more difficult to explain to the end consumer, says Urban-Klik.
Jenna Nelson, EpiCor channel lead, functional food and beverage at Cargill, tells FoodIngredietsFirst that while still nascent, the postbiotic segment is gaining traction in terms of media coverage, consumer awareness and product sales.
“It certainly helps that many consumers are already familiar with probiotics and prebiotics. While consumers may not know exactly what each ‘biotic’ does, they consider them beneficial to their health, and that makes it easier to understand that postbiotics have health benefits, too.”
For food scientists and product manufacturers, ingredients like Cargill’s EpiCor postbiotic offer “huge advantages” on the formulation side, Nelson notes. For example, probiotics must remain alive from processing and packaging until they reach the consumer’s gut to be effective. “As a result, it can be challenging to ensure the probiotics survive and ultimately start producing health-benefiting components.”
“In contrast, postbiotics are produced through fermentation outside the body, under highly controlled conditions. They are inanimate and highly heat and pH stable, creating formulation advantages and making it possible to deliver health benefits across a range of beverage applications.”
While the formulation flexibility may seem beneficial for manufacturers, it is also a significant advantage for consumers as they can be assured they are receiving the full health benefits afforded by postbiotics, she adds.

While COVID-19 has transformed the space, looking ahead, Vermulst highlights that chicory root fiber is increasingly used and works well in supplement gummies.
“A developer can create a supplement gummy with a plant-based prebiotic and better nutrition profile, but also one that has a good taste and texture. For consumers, gummies are an accessible and tasty way to take a fiber supplement.”
Urban-Klik believes “Go Natural” could be the future. Ingredients associated with immune boosting, such as vitamin C and acerola juice, could be natural clean label alternatives in the future, he underscores. “There are also natural and organic-certified vitamins on the market, which could be a cleanlabel alternative to the existing synthetically produced vitamins.”
For Nelson, synergies may play a pivotal role in the future. “We expect to see continued innovations in delivery formats and combining specialty nutraceuticals with familiar ingredients like vitamin C, Zinc, minerals, pre and probiotics, elderberry and more – to create a more synergistic effect.”
“This could offer a greater opportunity for consumer acceptance regarding the lesser understood, sophisticated and clinically backed ingredients in the space.”
One example is put forth by Janecke, who envisions combination products becoming more popular once further evidence emerges to support their efficacy.
“Take vitamin D supplements, for example. We’re already starting to see vitamin D3 used in combination with vitamin K2, but is set to become more significant as the benefits of ‘the perfect pair’ become more widely recognized.”

MONTGOMERY, Ala. (WSFA) – The Alabama Securities Commission wants to warn Alabamians to be wary of scams in a growing online world called the metaverse. It is investigating two potential fraudulent companies so far.
“If you grew up in the 90s, the metaverse is ‘Super Mario Brothers,’” said Amanda Senn, chief deputy director for the Alabama Securities Commission. “It’s like a virtual world that you can access through a gaming console or through Oculus glasses.”
The digital space mirrors reality with concerts, homebuying and interactions with people across the world. To participate, users convert real money into cryptocurrency or non-fungible tokens.
“Most developers and investment bankers, they see an opportunity here to make money,” said Senn.
Unfortunately, that leaves room for real world scammers to take their scams to the metaverse.
“I tell folks be very wary,” said Senn.
Investment fraudsters in the metaverse have some of the same warning signs as the real world.
“If somebody’s offering you a 25% return on an investment, that’s a red flag. If the person soliciting the investment doesn’t disclose details about the investment. If they are not registered or licensed to do business, that’s a big one,” said Senn.
Senn added that virtual actions can have real-world consequences.
“Use the same caution that you would in the physical world. In a virtual reality can leave you virtually broke,” she said.
Senn says millennials and Generation Z are falling victim as they are the ones investing in the technology. But as it becomes more accessible, anyone can fall victim.

WASHINGTON/LOS ANGELES, Sept 13 (Reuters) – President Joe Biden’s administration on Tuesday made contingency plans aiming to ensure deliveries of critical goods in the event of a shutdown of the U.S. rail system while pressing railroads and unions to reach a deal to avoid a work stoppage affecting freight and passenger service.
The potential shutdown, which could come as early as Friday, could freeze almost 30% of U.S. cargo shipments, stoke inflation, impede supplies of food and fuel, cost the U.S. economy about $2 billion per day and cause transportation woes.
Railroads including Union Pacific (UNP.N), Berkshire Hathaway’s (BRKa.N) BNSF, CSX (CSX.O) and Norfolk Southern (NSC.N) have until a minute after midnight on Friday to reach tentative deals with three hold-out unions representing about 60,000 workers.

Late Tuesay, a Labor Department spokesperson said Secretary Marty Walsh “will host the rail companies and the unions in Washington” at the department Wednesday morning as the Biden administration continues “sustained engagement and hands-on efforts to encourage the parties to come to a mutually beneficial agreement.”
If agreements are not reached, there could be union strikes or employer lockouts. But the railroads and unions also could agree to stay at the bargaining table or the Democratic-led U.S. Congress could intervene by extending talks or establishing settlement terms. read more
The Biden administration’s push comes as food, energy, automotive and retail groups implore Congress to intervene, saying a rail shutdown could threaten everything from global grain supplies to shipments of goods related to Christmas holiday shopping.
White House Press Secretary Karine Jean-Pierre said the administration is asking truckers and air shippers to assist should rail service cease and also is considering invoking emergency authorities. Jean-Pierre added that the administration is hosting daily interagency meetings to assess which supply chains and commodities are at highest risk.
The White House has told railroads and unions that “a shutdown is unacceptable and will hurt American workers, families and businesses, and they must take action to avert it,” a White House official told Reuters, speaking on condition of anonymity.
One key issue is ensuring “continued distribution of vital hazardous materials that depend on rail transport, such as chlorine for water treatment plants,” this official added. Railroads on Monday stopped accepting shipments for hazardous materials such as chlorine and chemicals used in fertilizer so they are not stranded in unsafe locations if rail traffic stops.
The U.S. energy sector relies on railroads to move coal, crude oil, ethanol and other products.
Some railroads plan to impose additional restrictions that could impact food suppliers and online retailers that use intermodal services that connect ships, trains and trucks. BNSF, which serves the western United States, said it will stop accepting refrigerated intermodal cargo. Norfolk Southern, which serves the eastern United States, said it will stop accepting all intermodal shipments.
U.S. passenger railroad Amtrak, which uses tracks maintained by freight railways, is facing growing disruptions. Amtrak said it will cancel trains on seven more long-distance routes on Wednesday after it began canceling trains on four long-distance routes on Tuesday.
HIGH STAKES
The stakes are high for Biden, who has vowed to rein in soaring consumer costs ahead of November elections that will determine whether his fellow Democrats maintain control of Congress.
Biden appointed an emergency board in July to create a framework for settlement terms.
That has not happened since the early 1990s, when Congress sent the parties into final and binding arbitration.
Unions in the current talks have been offered significant pay increases. Three of 12 unions, representing about half of the 115,000 workers affected by the negotiations, have yet to sign deals. They are grappling with railroads over working conditions that they have said worsened after the industry slashed its workforce by almost 30% during the past six years.
Rail customers have said a shutdown will send them scrambling for alternative transportation and storage for everything from ammonia and fuel to cars and chicken feed.
It takes about four trucks to handle cargo in a single rail car. The United States does not have the estimated 467,000 trucks or the necessary labor to support such a shift. Beyond that, some cargo is too heavy or large to travel over the road.
A rail work stoppage could strike as U.S. farmers harvest corn, wheat and soybeans for export around the world, according to the National Grain and Feed Association.
“The economic damages across the food and agricultural supply chain would be swift and severe,” the group said.
Justin Louchheim, senior director of government affairs at the Fertilizer Institute, which represents companies that rely on ammonia supplies, added: “When you contemplate global food security, I’d say it’s a crisis right now.”
Automakers worry that a disruption could empty dealer showrooms by stranding cars in the wrong places. Toyota (7203.T) said it would have to store vehicles and “many locations would run out of storage within two to four days of production.”

SPRINGFIELD – The 2022 Illinois fall trout fishing season will open Saturday, Oct. 15, at 59 ponds, lakes and streams throughout the state.
An early opportunity at select trout sites, the fall catch-and-release fishing season, will open Oct. 1. No trout may be kept during the catch-and-release period, but anglers can keep trout after the opening of the regular season beginning Oct. 15.
The Illinois Catchable Trout Program is funded by those who use the program through the sale of Inland Trout Stamps. The Illinois Department of Natural Resources (IDNR) stocks more than 80,000 rainbow trout each year in bodies of water where trout fishing is permitted during the fall season. An additional 80,000 trout are stocked for the spring season which begins each April.
For the 2022 fall trout season, no trout may be taken from any of the stocked sites until the season opens at 5 a.m. Oct. 15. During the season, the daily catch limit is five trout. For more information, visit www.ifishillinois.org.
The fall trout season offers opportunities for families to get outdoors and enjoy fishing. Resources are available for taking kids fishing at https://www.ifishillinois.org/Kids_Fishing/kidsfishing.html.

This year, my husband, our two young kids, and I will be celebrating Thanksgiving a little differently—on an airplane. When we initially looked into booking four economy round-trip flights over Thanksgiving week, to say we experienced sticker shock is an understatement. So, we played with the dates and opted for a less conventional flying time (i.e., the exact moment when countless Americans will be sitting at the dinner table) to score a better deal.
This tactic is among several hacks that can help you beat this year’s soaring holiday travel airfares.
“After two years of depressed holiday season travel due to waves of the COVID-19 pandemic, Americans are gearing up for a season of Thanksgiving and Christmas travel once again,” reports travel booking site Hopper in its 2022 Holiday Travel Outlook. “Significant factors including jet fuel prices, fewer flights scheduled, and two years of pent-up holiday travel demand will combine this year to drive Thanksgiving and Christmas airfares to their highest in the last five years.”
The good news is that while holiday airfares are reaching a five-year peak, travel costs are at least coming down from summer 2022 highs. Flight prices have dipped 8.8 percent since last month, and hotel room rates are down about 2.3 percent since last month, according to Sally French, travel expert at financial advice site NerdWallet.
“Hotels and airfares hit record highs during the summer of 2022, but those prices have reached a top,” states French. But, she adds, “If you’re building your next vacation budget based on a 2019 trip, understand that you’ll likely pay far more now for pretty much every expense.”
Fortunately, there are ways you can save. Here are some expert tips on how to cut costs and when the ideal time is to book those holiday flights and travel.
The best time to book holiday 2022 travel
For both Thanksgiving and Christmas, Hopper recommends booking between now and October 20. “Prices will continue to fall until early September then remain relatively flat until mid-October,” Hopper reports. But the sooner the better. With each passing day, tickets tick upwards. Ideally, you should have your holiday travel booked by October 10.
How to get a good deal on holiday travel
Start planning now
Get ahead of the last-minute rush—and price spikes—by locking in holiday travel plans ASAP. Booking patterns indicate that during the pandemic travelers became more prone to making last-minute decisions due to an uncertain travel climate. But now is the time to break that habit for those who want to save some money on flights, car rentals, and hotels.
Look into off-peak dates and times
You may not need to go as far as my family did and fly on Thanksgiving proper, but it helps if you can avoid the most popular travel times. “For Thanksgiving, flying the Monday of Thanksgiving week and returning any weekday of the following week will save you the most,” notes Hopper. (We also did the following week for our return and will be flying back the Wednesday after Thanksgiving to nab more affordable fares.) Flying out the Monday or Tuesday before Christmas weekend and returning midweek the following week could also help you save on flights.
Create price trackers and alerts
A helpful way to monitor airfares is to use the price tracking tools on sites like Google Flights, Hopper, or Kayak. Use these alerts to compare flights and then lock them in when they appear to be at their lowest or most reasonable. Airfares will continue to move up and down daily into early October, before steadily rising in the last two months before Christmas. “The next few weeks of volatile prices means travelers who are proactively monitoring prices could get notified of great, time sensitive deals,” Hopper notes.
Know a good deal when you see one
How do you know when to book? According to Hopper, as of mid-September, what would be considered good-deal domestic round-trip airfares for Thanksgiving are averaging $350 and for the Christmas period they are averaging $463. So, if you’re finding fares around those prices or lower, you likely aren’t going to find anything much better. For international round-trip airfares, Thanksgiving averages are $795 and Christmas averages are $1,300. (So maybe if you were thinking to go somewhere abroad, Thanksgiving is the better time to do so this year.)
Be open to alternate destinations (and airports)
If you’re flying to see friends or family, obviously there isn’t much wiggle room on the destination. But you can always look into nearby hubs that might offer more attractive airfares. Maybe see what’s on offer at Burbank or Long Beach versus LAX, LaGuardia versus JFK, or Oakland airport versus SFO.
And if you are planning to go on a vacation somewhere other than home for the holidays—maybe an escape to Mexico or the Caribbean or are dreaming of the holiday markets in Europe—but aren’t decided, perhaps let the airfares help dictate your final decision. A great deal could be just the motivation you need to finalize your plan and the place, including to somewhere you maybe hadn’t thought of before.
The most popular domestic destinations for Thanksgiving and Christmas this year include Chicago, Denver, Los Angeles, New York City, Orlando, Phoenix, San Juan (Puerto Rico), and Seattle. As for international destinations, the most popular destinations for the holidays this year include Cancun, Dublin, Madrid, Manila, and Mexico City. If you’re looking to avoid the crowds and higher fares, you may want to look for alternatives to these popular places.

Securing startup financing is among the biggest obstacles for people wanting to start a new small business in Nevada. That’s according to the results of the 2022 Small Business Challenges Survey conducted by the Nevada Small Business Development Center.
In July and August, SBDC surveyed more than 200 people looking to start a small or scalable business in the state. Nearly 60% of survey respondents said securing debt and capital to finance their business was a challenge.
“Unfortunately, capital funding continues to be elusive for businesses in Nevada,” said Winnie Dowling, Nevada SBDC state director. “While this is nothing new, it puts startups in the uncomfortable position of paying a lot more to get up and running, especially in our underserved communities. Knowing what businesses need is important to everyone.”
Accessing startup capital isn’t a new challenge, and it’s not unique to Nevada.
In 2019, the U.S. Chamber conducted a similar survey nationally and got similar results. An “overwhelming majority” of those surveyed said access to capital was their largest obstacle.
The Chamber survey also revealed that getting startup funding was especially challenging for women and minorities.

Last year, Fundera reported that women make up only a quarter of all business funding applicants and on average ask for $35,000 less than men. A smaller percentage of female applicants are approved for funding as well – 32% vs. 35% for men – and often their loans are smaller, have higher interest rates and shorter terms.
Research from the Federal Reserve also found that Black-owned businesses are 20% less likely to get a loan from a major bank than white-owned businesses.
Experts at the U.S. Chamber cited uncollateralized service-based businesses, a focus on funding “high growth potential” businesses and a lack of community banks as some of the obstacles to obtaining small business funding.
Some Black entrepreneurs also cite a lack of lenders who are minorities as part of the problem.
In addition to funding challenges, 54% of people who responded to the SBDC survey said developing business strategy and marketing plans also hampered efforts.
Existing business owners, who also responded to the survey, reported challenges with attracting and retaining employees, inflation, creating an expansion plan and attracting new customers as their top challenges.
These are the same challenges business owners faced in SBDC’s client survey conducted during the pandemic, from March 2020 through December 2021.

Karsten Heise is a senior director of strategy and innovation at the Governor’s Office of Economic Development (GOED), which worked with SBDC on the business challenges survey. He said results from the survey will help GOED create the technical assistance application for the State Small Business Credit Initiative Program (SSBCI).
The SSBCI program was funded with $10 billion through the American Rescue Plan Act to improve access to small business capital and increase job opportunities.
“It will help with the design of a data driven approach for a program structure and service provision offering technical assistance to socially and economically disadvantaged individuals and very small businesses,” Heise said.
In August of this year GOED said it would provide SSBCI matching funds to 40 companies in the state that participate in StartUpNV, a statewide business incubator and accelerator that provides mentorship and access to capital investors.
Both GOED and SBDC have a number of programs to support small business owners, including funding opportunities, workshops, training and technical assistance.

Governor Steve Sisolak appoints State Infrastructure Bank’s first executive director. Asheesh S. Bhalla, who currently serves as the Deputy Attorney General for the State of Nevada, will begin in his role leading the Infrastructure Bank on Sept. 19. “With the former Deputy at the helm, we’ll be set up for success as we work to invest in critical projects that will help our state flourish,” Gov. Sisolak said. Bhalla is a state prosecutor and former corporate defense attorney and has served as the Deputy Attorney General for the Office of the Nevada Attorney General since December 2016. Bhalla also serves as counsel to Nevada state agencies including the Cannabis Compliance Board, State Environmental Commission, Nevada Athletic Commission and the Real Estate Commission.
UNR hires alumnus as assistant dean of administration for the College of Agriculture. As the new assistant dean of administration, Katie Jameson will be responsible for providing administrative, analytical and strategic support to the dean, associate deans and directors. Jameson will oversee finance, budget, staffing and strategic planning for the college’s four academic departments and its Extension, Experiment Station and Extended Studies units. While her role encompasses many key functions of administration, she hopes to also spend time on strategic planning, streamlining processes, exploring funding opportunities such as grants, and increasing other revenue sources for the College. UNR announces development agreement for gateway project. The University of Nevada, Reno announced it has entered into a pre-development agreement with Edgemoor Infrastructure & Real Estate to develop the UNR gateway project through a public-private partnership. Many low-income households can endure temperatures in their homes close to 40°C during summer and as little as 5°C during winter.
Many residents in social housing in New South Wales can experience alarming levels of winter underheating and summer overheating in their homes that do not meet standards for comfort and health, according to UNSW Sydney-led research funded by the Department of Planning and Environment and CRC for Low Carbon Living.
A research team from the School of Built Environment and the Department of Planning and Environment monitored 106 low-income dwellings in New South Wales during the winter and summer of 2018–2019. The team studied the impacts of outdoor temperature and housing characteristics, including indoor temperature and air quality, and surveyed the residents’ health and quality of life.
During summer, indoor temperatures reached 39.8°C and were above 30°C up to 62 per cent of the time in some residences. The minimum indoor temperatures during winter also dropped as low as 5°C in some homes and were below 18°C 93 per cent of the time.
Households also reported high levels of dissatisfaction with their indoor thermal conditions year-round. During summer, the majority of low-income households in western Sydney experienced higher indoor and outdoor temperatures than those who reside in the proximity of the coast, according to the study.
The recommended thermal discomfort threshold is 28°C for living rooms and 26°C for the bedroom, according to the Chartered Institution of Building Services Engineers (CIBSE). Meanwhile, The World Health Organization (WHO) recommends a temperature band of 18–24°C for thermal comfort and safety.
“Many social housing dwellings recorded indoor temperatures outside the recommended limits for safety and comfort for substantial periods,” says the study’s first author Dr Shamila Haddad.
Prolonged exposure to poor housing quality can have adverse health effects. Indoor overheating can lead to thermal discomfort and increase the risk of heat-related morbidity and mortality. Meanwhile, temperatures below 16°C may raise the risk of respiratory disease and vulnerability to infection from airborne pathogens.
“We know many people from low-income backgrounds are living in low-quality housing, and this impacts their health and quality of life,” says Scientia Professor Mat Santamouris, Anita Lawrence Chair in High Performance Architecture and senior author of the study.

Temperature extremes during summer and winter
Social housing tenants may be particularly vulnerable to health risks associated with poor air quality and building thermal performance. Risk factors for heat-related health issues, such as cardiovascular disease, tend to be more prevalent in low-income households. Social housing dwellings are also more likely to be located in areas with high exposure to the elements.
Most of the dwellings investigated in the study were built before 2000 and predate the introduction of building codes and minimum energy-efficiency standards at the national level. Mould and condensation, which are common issues in poor-quality dwellings, were also reported in 42 per cent of the residences.
“The housing quality is typically lower than general housing stock and can lack adequate ventilation and insulation, increasing the amount of heating and cooling needed to achieve comfortable and safe indoor temperatures,” Dr Haddad says.
The research also found many households experience energy poverty – where they struggle to afford the required energy services in their homes. Some used compensatory measures to minimise energy bills and escape overheated environments, including visiting shopping malls, seeking medical assistance, or skipping food and other essentials.
“Lower-income households may suffer from warmer homes during summer,” Dr Haddad says. “While thermal discomfort was reported, these low-income families limited their energy use by avoiding heating and cooling.
“As local and global temperatures continue to become more extreme, the findings suggest financially disadvantaged people living in poor-quality housing may be disproportionately affected.”

Improving thermal conditions in social housing
Indoor air temperature in naturally ventilated buildings highly depends on the quality of the building envelope and follows the pattern of the outdoor climate. With climate change expected to increase indoor overheating and discomfort further, there’s an urgent need to improve social housing dwellings to ensure healthy living conditions for residents and protect them from extreme temperatures, Dr Haddad says.
Improvements in building quality can reduce heating and cooling needs. Passive heating and cooling strategies, easy-to-apply insulation, materials and glazing are all cost-effective technologies that could be implemented to improve the thermal quality of housing while reducing energy demand.
“Enhancing housing energy efficiency can alleviate energy poverty and improve households’ health and wellbeing,” Dr Haddad says. “This should be the main goal of retrofit upgrades in the social housing sector.”
Dr Haddad says it would be more sustainable and cost-effective to prioritise refurbishing existing building stock over rebuilding. However, design standards must also be improved, and appropriate thermal performance mandated in the build quality of any new social housing construction.
More significant investment in urban heat mitigation could also minimise the impacts of poor-performing housing during warm periods. Results of previous studies in Sydney reveal that urban heat mitigation strategies, such as increasing green spaces and employing reflective materials for pavements and roofs, can reduce the peak ambient temperature by up to 3°C.
“In addition to housing quality, urban heat mitigation strategies also help decrease the health impact of very high temperatures, which would better protect the health of low-income people living in social housing,” Dr Haddad says.
Prof. Santamouris says other innovations could also help people from low-income backgrounds at risk of energy poverty, such as using smart meters to monitor indoor temperatures and supplying free electricity to occupants.
“Many European countries supply people from low-income backgrounds a certain level of fuel for free, or they give them a grant to buy electricity or fuel,” Prof. Santamouris says. “There used to be 50,000 deaths per year in the UK due to energy poverty. But now, because of these changes, this number has decreased dramatically.”
