We asked experts how to make these choices when planning a trip to be as sustainable as possible.  This article is part of “Better Me,” a series about improving your lifestyle and helping society through sustainable efforts and eco-consciousness. Sustainable travel can feel like an oxymoron — as Justin Francis, the cofounder and CEO of Responsible Travel, a UK-based travel company that evaluates trips and vacation providers, told Insider. The travel industry can create jobs, or it can lead to over-tourism that lowers residents’ quality of life. Flights emit harmful emissions, but transport travelers to destinations where they can support local economies and participate in positive, nature-based tourism. Lodging accommodations can boost the local economy, or price residents out of their homes. But Francis believes people can travel “in a way that not only reduces harm but actively maximizes the benefits, for both planet and people.” Five other sustainable travel experts who spoke with Insider agree and say there are actions travelers can take to lower their negative impact, support the destinations they’re visiting, and have an overall better trip. They suggest considering every aspect of your trip — from where you go to how you get there — as you plan to travel more sustainably. Kelley Louise, the executive director and founder of Impact Travel Alliance, a nonprofit centered on informing travelers to help improve the world, told Insider that traveling sustainably takes practice and being an imperfect traveler is better than not trying. As Louise said, “It’s about asking, ‘How can you make little decisions that add up over time and have a positive impact on the world?'” If you’re looking for a place to start, here’s what the experts Insider spoke with recommend. Abbey Lossing for Insider Go off the beaten path Some of the experts Insider spoke with suggest skipping top tourist destinations and opting for under-the-radar spots. “By seeking out the less-visited destinations, you will be helping to spread the economic benefits of tourism more widely and helping to avoid the negative impacts that over-tourism has on local residents,” Georgina Davies — the communications manager for The Travel Foundation, a group that advocates for sustainable tourism — told Insider. Paloma Zapata agrees. The CEO of Sustainable Travel International — an organization that works with local governments, businesses, and nonprofits to provide sustainable travel opportunities — also recommends visiting a hidden gem. If you’re going to Greece, for instance, you could skip Mykonos and head to an island like Anafi or Ios with fewer tourists. Once you’ve picked your destination, Davies encourages travelers to visit the region’s national parks and protected areas. Often these places have entrance fees, which support conservation efforts. Choose a destination that embraces sustainability Jessica Blotter, CEO and cofounder of public benefit corporation Kind Travel, told Insider she looks for destinations with tourism boards that have a dedicated sustainable travel section on their website. She recommends avoiding areas where sustainable transportation and lodging are hard to find, and “where access to nature and the outdoors is limited.” Vacation during shoulder season Tossing a coin in the Trevi Fountain without hordes of people around or exploring Niagara Falls in the winter isn’t just beneficial to travelers; experts say it also supports sustainability. Visiting destinations during shoulder seasons “spreads the benefits of tourism locally across the year and lightens the burden of over-tourism in popular destinations,” Francis said. His company, Responsible Travel, has a guide that outlines the best time to visit certain destinations.  Zapata added that you’re also more likely to have a stress-free and special vacation if you’re visiting when there are fewer crowds. “It could be even more enriching,” she said. “When you’re on a beach or on a sailboat and it’s just surrounded by masses of people, maybe that’s not the best experience.” Visit fewer places for longer One way to travel more responsibly is to visit fewer places for longer periods of time. For example, instead of spending a week in four European countries, plan a 10-day trip to one or two. “Fewer but longer trips mean fewer air miles, more money in local hands, and you’ll have a more relaxing trip, too,” Francis said. “If you can, keep shorter trips close to home or travel by land or sea.” He added that these modes of travel can be an adventure in themselves, and allow you to “see so much more of a destination.” If you must travel a long distance, Blotter recommends stretching the trip as much as possible to maximize your experience. “Booking multiple, long-haul trips per year is not sustainable or carbon-friendly,” she said. Abbey Lossing for Insider Evaluate the distance for the most sustainable way to get there The first step in deciding how to responsibly get to your destination is considering the number of people traveling and the distance you’re going. Besides biking and walking, trains are typically one of the most sustainable ways to travel, Zapata said. If your destination is accessible by train, consider that. If you’re debating whether it’s more sustainable to fly or drive, Zapata said it comes down to the distance. “A lot of times trains are going to be more energy and carbon efficient,” she said. “But when it comes to a car, there comes a moment when flying is actually more carbon efficient than driving when you’re talking about very long distances.” Calculators like the ones offered by the International Civil Aviation Organization and Environmental Defense Fund can help travelers map out the least carbon-intensive way to get from A to B. If you need to fly, opt for nonstop routes and travel in economy Flying will likely be the most unsustainable aspect of your trip. Aviation makes up about 2% of global carbon emissions and 80% of a vacation’s carbon footprint comes from the flight, according to National Geographic. Experts suggest thinking about how much you should fly in a year. For example, maybe you take one international flight a year and prioritize having the rest of your trips close to home, Louise said.  But no matter where you jet off to, experts recommend flying nonstop in economy. “When booking long-distance plane travel, always choose a direct flight with no layovers,” Blotter said. “Direct flights use less carbon dioxide than connecting flights.” Additionally, by flying in economy, as some of the experts Insider spoke with pointed out, you maximize the number of people a flight can carry by taking up less space. Ultimately, though, the best thing you can do is reduce your carbon footprint during your trip. Experts like Louise and Gregory Miller, the executive director of the international nonprofit Center for Responsible Travel, agree that carbon offsets act more like a Band-Aid than a solution to sustainable travel. But if they do decide to purchase carbon offsets, which reduce or remove emissions to compensate for those made during a trip, Miller suggests purchasing through a reliable, vetted program. Groups like Zapata’s Sustainable Travel say they invest people’s money into carbon-reducing projects centered on clean energy and biodiversity.  Abbey Lossing for Insider Pack light The simplest advice when it comes to being a sustainable packer is to pack less, Zapata said. “Travel light,” she said. “You don’t need 20 shoes to travel.” Blotter agrees and says that by packing lighter, you’ll reduce carbon emissions. That’s because the lighter the aircraft, train, car, or boat, the less energy is needed.  Louise added that by packing fewer items and using a carry-on, you’ll get through security faster and avoid the hassle of checking a bag. Pack reusable items Francis suggests adding the items you use at home to your packing list. That might include a reusable water bottle, a bag for shopping, and utensils to avoid plastic cutlery.   Louise acknowledges that it might not be feasible for every traveler to carry a reusable water bottle, so she urges travelers to consider what other meaningful swaps they could make. For example, Louise said she swapped liquid shampoo and conditioner for shampoo and conditioner bars a few vacations back. The bars are lighter than liquid soaps, which means they save carbon emissions during transportation. Plus, many are packaged in recyclable paper instead of plastic.   The switch became permanent in Louise’s daily life, she said, adding that it made traveling easier since she didn’t have to worry about leaks or liquids at airport security. “It’s a cool example of how we can look for more sustainable experiences that are also better travel experiences,” she said. “Plus it opens our eyes to new habits that can help us become more conscious consumers as well.” Pack brands you support If you’re doing some pre-vacation shopping, Louise recommends buying from brands that place sustainability at the forefront of their business. “If you’re supporting corporations and brands that are working on sustainability as well, then that’s going to move the needle and create change a lot quicker than we could as individuals,” she said. For tropical getaways, pack reef-safe sunscreen If you’re heading to Aruba or planning a diving trip in Belize, experts say travelers should ensure reef-safe sunscreen is on their packing lists. “Sunscreen can be very damaging to the environment and not everybody knows,” Zapata said.  Ingredients in everyday sunscreen can harm both coral reefs and local wildl...

Scientists have discovered that cancer cells ‘hijack’ a process used by healthy cells to spread around the body, completely changing current ways of thinking about cancer. Despite being one of the main causes of death in cancer patients, metastasis — when cancer spreads — has remained incredibly difficult to prevent. This is largely because researchers have found it hard to identify key drivers of this process, which could be targeted by drugs. Now, they have discovered a protein called NALCN may play a key role. In experiments in mice, they found that blocking the activity of the NALCN protein triggered metastasis. A breakthrough in understanding how cancer spreads could lead to better treatments, according to experts HOW CAN CANCER SPREAD THROUGH THE BLOOD? Cancerous tumours are made up of living cells which multiply uncontrollably.  While most of these new, dangerous, cells stick to the original tumour, some are released and can travel round the body through the bloodstream. Moving cancer cells can, if they survive the journey, become lodged in another part of the body and start one of their own tumours – called a satellite tumour. These metastatic tumours are typically the most dangerous and form secondary cancers which are harder and sometimes impossible to cure. However, only a few of the thousands of moving cancer cells in the blood will survive. They can be destroyed by the immune system or smashed up by other blood cells.  But some may be able to stick to platelets – clotting ingredients – to form clumps which, if stuck in the blood vessel, might buy time for the cancer cell to travel out of the blood and into the body. Scientists are looking into ways of measuring circulating cancer cells as a way of testing different types of cancer and working out which treatments might work best. Source: Cancer Research UK  They also discovered that when they removed the protein from mice without cancer, this caused their healthy cells to leave their original tissue and travel around the body where they joined other organs. This suggests that metastasis isn’t an abnormal process limited to cancer as previously thought, but is a normal process used by healthy cells that has been exploited by cancers to migrate to other parts of the body. Group leader for the study, and director of the Cancer Research UK Cambridge Institute, Professor Richard Gilbertson, said: ‘These findings are among the most important to have come out of my lab for three decades. ‘Not only have we identified one of the elusive drivers of metastasis, but we have also turned a commonly held understanding of this on its head, showing how cancer hijacks processes in healthy cells for its own gains. ‘If validated through further research, this could have far-reaching implications for how we prevent cancer from spreading and allow us to manipulate this process to repair damaged organs.’ NALCN stands for sodium (Na+) leak channel, non-selective. Sodium leak channels are expressed predominately in the central nervous system but are also found throughout the rest of the body. These channels sit across the membranes of cells and control the amount of salt that goes in and out of the cell. However, it is not yet clear why these channels seem to be implicated so directly in cancer metastasis. Lead researcher on the study and senior research associate at the Cancer Research UK Cambridge Institute, Dr Eric Rahrmann, said: ‘We are incredibly excited to have identified a single protein that regulates not only how cancer spreads through the body, independent of tumour growth, but also normal tissue cell shedding and repair. ‘We are developing a clearer picture on the processes that govern how cancer cells spread.  ‘We can now consider whether there are likely existing drugs which could be repurposed to prevent this mechanism from triggering cancer spreading in patients.’  The findings were published in the journal Nature Genetics. Scott is already getting started on his 2023 rankings pieces and he has kicked things off with his top-20 catcher rankings. It’s always a fun read to check out rankings this early, but I also always find it helpful to keep my mind sharp and get an idea of which players to follow throughout the offseason. Scott is bullish on Adley Rutschman and has him ranked No. 4: “It took him a couple months to get acclimated, but once the rookie began walking like he did in the minors (say, July 1 on), he was about an .850 OPS guy, which would be good enough to lead the position most years. Most impressive, though, was the Royals‘ commitment to playing him alongside Salvy Perez, having the rookie spend much of his time in the outfield.” Mets get potentially big boost The New York Mets made a massive decision on Thursday to call up their top prospect in baseball — catcher Francisco Alvarez — ahead of this pivotal series against Atlanta. The 20-year-old righty hit .260 with a whopping 27 homers and an .885 OPS across 112 minor league games (45 of those at Triple A). As of now, the Mets are expected to hit Alvarez against left-handed pitching. That means he’ll get his opportunity this weekend against Max Fried, currently the only left-handed starter slated to pitch against the Mets in this series. A much-improved Kelenic? Jarred Kelenic has been up and down in the minors and majors this season, but he may finally be catching a groove and we’re excited to see it play out through the remainder of the season. On Thursday, Kelenic hit two home runs and he now has three homers since returning from the minors. In just seven games, he has struck out just five times. The strikeouts were a major issue for Kelenic before his last demotion. He is also batting .320 and looks like a clearly more confident batter in the box. Matt Manning was placed on the 60-day IL with a right forearm strain. It’s unknown whether Manning will be available when spring training starts.  Guardians catcher prospect Bo Naylor was promoted to their taxi squad, which sounds like he could get a cup of coffee here in the majors. (One peek into my kitchen cabinets, and you can tell who’s a sucker for gadgetry.) But here’s the thing about gadgets: No Japanese Origami dripper, no sleek high-tech grinder, no pouring tool and no temperature-controlled goose-neck kettle can overcome a batch of inferior beans. As James Hoffmann, managing director of Square Mile Coffee Roasters in East London and a general authority on the subject, writes in his latest volume, “The Best Coffee at Home”: Depending on your method, you should use beans four to five days after they’ve been roasted (for filter coffee) or seven to eight days after the roast (for espresso). But either way, once you’ve opened the bag, you should plan to use it up within two weeks. It’s safe to say, you won’t consistently find these kind of freshly roasted beans at supermarkets, even at Whole Foods. Which is why you need to frequent, and befriend the team, at your local roastery. They’ll make sure you start with the freshest beans, often sourced from small farms or collectives that have developed close relationships with roasters. Over the years, I’ve written a lot about brewing coffee at home and my relationship with the drink. As we head into the cooler months, I thought it would a good time to collect these articles on a single page, for easy reference if nothing else. My knowledge, like the industry’s, has evolved, which is just another way of saying that I might approach some of these stories differently in 2022. In the Baltics, President Vladimir Putin announced that Russia would annex four regions of Ukraine, signaling the continued intensity of the war there. And in Florida, hurricane Ian has inflicted catastrophic damage, unprecedented even for that perennially hurricane-prone state. In different ways both events highlight the need to reshape the fundamental infrastructure of human society into something more robust, transnational, individualized and fluid. That includes the need for financial networks that can’t be cut off by autocratic leaders or destroyed by natural disasters. These points were perhaps less obvious when the Bitcoin project was launched in 2009. Russia was still plausibly on a path to Western-style liberalization, and more generally there was a sense that democratic politics and market economies would become the universal standard. And while events like 2005’s Hurricane Katrina had already provided plenty of warning about the impacts of climate change, many were still in denial. Americans in particular still thought they were living in the capitalist utopia of Francis Fukuyama’s “End of History,” or its far more simpleminded cousin, Thomas Friedman’s “Flat” world. Of course, Friedman wasn’t entirely wrong. The world has “flattened” in the sense that we can now communicate across long distances far more effectively than was possible even two decades ago. But in many cases that only offers a better view of unfolding tragedies. Globalized communication, for instance, has allowed us to see far more clearly the disconnect between Russia’s kleptocratic leadership and its people, who are as divided and diverse as any other population on Earth. Vast numbers of Russians loathe Putin and everything he stands for, but nonetheless find themselves at risk of being disappeared from the international community by forces effectively beyond their control. Regardless of the outcome of Putin’s aggression, individuals running businesses in Russia are likely to have far less access, above all, to international logistics systems including payments, shipping and transportation. These systems have become vastly more open in the past half-century, but there are still choke points at the nation-state level. SWIFT, the network that connects banks across borders, has kicked out at least seven Russian banks, for instance. The rising rate of massive natural disasters, fueled by climate change, has similar disruptive effects. Things are bad in Florida, but they’re even worse in Pakistan, where flooding this month has caused 1,500 deaths. In any area vulnerable to these changes, even the most basic infrastructure could simply be wiped away in one fell swoop. Climate change is also expected to exacerbate political divisions as waves of refugees leave those vulnerable places. Political and ecological instability are two aspects of an increasingly recognized process of “deglobalization.” If the 20th century was marked by economic integration and a greater awareness of our common humanity, the 21stt seems poised to reinscribe differences and borders, even as we all stare across those gaps at each other’s TikTok posts. Basic economics tells us that this fragmentation will make us all poorer, even if we’re not directly impacted. It would be Thomas Friedman-caliber hubris to argue that blockchain and cryptocurrency networks are the answer to these rising systemic crises. They can certainly provide a way for individuals to transact despite things like the SWIFT cutoff, and a form of financial record keeping that can’t be upended by a tornado hitting the building where your bank balance is saved. But they also face an array of basic limits, such as the vulnerability of internet access itself in destabilized areas. But blockchain and crypto do at least provide an innovative and even inspiring model for how systems can transcend and resist the forces of deglobalization, a technical means to provide services across borders without reliance on fragile political trust. Truly censorship resistant and decentralized systems can’t be politically attacked through single choke points. Despite their serious limitations in the present day, we already see the appeal of those tools in places as diverse as Iran, Kenya and Argentina. The rise of a common global financial infrastructure will continue as the international landscape becomes even more fragmented, simply because it will become more necessary. The successive waves of speculative crypto hype over the past decade have provided plenty of cover for bad actors and incompetent rubes to misdirect that narrative towards mere self-enrichment. Pakistan’s economy faces a balance of payments crisis, a widening current account deficit, a slide in its currency to historic lows, and inflation crossing 27%. Severe floods engulfed large swathes of the country in late August, killing more than 1,500 people and causing damage estimated at $30 billion. The devastation fanned fears Pakistan would not meet its debt obligations. read more Register now for FREE unlimited access to Reuters.com The U.S. ambassador to Pakistan Donald Blome signed the agreement to extend the loan relief under the G20 debt service suspension initiative, the embassy said in a statement, adding: “Our priority is to redirect critical resources in Pakistan.” The rollover is related to the Paris club agreement in April 2020 to support 73 lower income countries during COVID, under which the United States provided relief on $128 million in debt to Pakistan. The agreement to suspend payments on that debt, plus an additional $4 million, has now been rolled over again. Islamabad also sought a roll-over of $2 billion in Chinese deposits to its reserves, said a statement from Pakistan Finance Minister Ishaq Dar’s office after his meeting with Chinese envoy Nong Rong. It said Dar sought the ambassador’s support in facilitating the roll-over of SAFE China deposits of $US2 billion due in March 2023. Beijing has already refinanced the syndicate facility of $US 2.24 billion to Pakistan earlier this year. Pakistan’s outgoing finance minister Miftah Ismail said last week that Islamabad was seeking debt relief from bilateral creditors in the wake of flooding, but emphasised the government was not seeking any relief from commercial banks or Eurobond creditors. The country’s bonds had slumped to just half their face value, after the Financial Times said a United Nations development agency was urging the cash-strapped country to restructure its debt. Ismail said the $1 billion bond would be paid on time and in full due later this year. Specifically, the integration is designed to drive faster closing times and reduce operating costs, with American BancShares among the first customers to use the integration. It relies in part on machine learning to automate and streamline the borrower’s closing document review and signature steps. The idea is that by taking manual administrative tasks away, the process will be more efficient and loan officers can support more homebuyers through the mortgage process. By: David Winzelberg September 30, 2022 EXCLUSIVE: After walking away from a planned $200 million mixed-use redevelopment of the former Sears property in Hicksville, Seritage Growth Properties is selling the site.  Bethpage-based Steel Equities has outbid several other Long Island development firms and is now in contract to buy the 26.4-acre property.  Real estate industry sources say the sale price for the development site at 195 North Broadway is north of $52 million.  Rendering of Heritage Village / Courtesy of Seritage Growth Properties Seritage, the real estate investment trust spun off by Sears Holdings in 2015, had planned to transform the former department store property into a mixed-use development with 425 rental apartments, retail and office space, restaurants, a grocery store, cinema, fitness center and food-service kiosks for the project dubbed Heritage Village.  The Seritage project had been slowly working its way through the approvals process, with the Town of Oyster Bay last holding a public hearing on the plan in Sept. 2020. But seven months later, the company put the project on pause and the executive who headed the plan exited.  At the time, Seritage issued a statement that it was pausing the Heritage Village project “to ensure it is consistent with market conditions, our own realigned goals and business objectives, and reflects our discussions with community and government leaders.” The statement added that “COVID has clearly altered the landscape for the entire real estate industry.”  Eventually, Seritage put the Hicksville site on the market and began fielding offers from other developers. The property was being marketed by Jose Cruz, J.B. Bruno and Ryan Robertson from JLL, but the brokers declined to comment on the sale.  Steel Equities has purchased two other former Sears properties on Long Island in recent years. The company paid $28 million for the 225,000-square-foot Sears department store at the Smith Haven Mall in Lake Grove, which it later leased to Stony Brook Medicine. For second home buyers from London, Portugal’s Algarve made it into second place on their list of top destinations. According to Savills’ research, “with the increased focus on personal health and wellness, second-home locations have to pull double-duty by providing both the traditional sun, sea, countryside or mountains and also the key amenities to promote personal wellness. “Locations which excel in this category offer ample gyms, high numbers of golf and tennis courts, and large numbers of spas which second-home residents will be able to take advantage of. Air quality is also a key element for a top wellness score, especially as many have recognised the effects of pollution on personal health.”  The Algarve is one region that wins big when it comes to wellness credentials. With a coastline of over 200km, there’s sea air in abundance, while just a few kilometres inland there’s also wonderfully fresh mountain air to enjoy. Tua Tagovailoa was forced from the game against the Bengals after hitting his head against the turf on a sack, but he was released from a Cincinnati-area hospital Thursday night. That’s the good news after such a scary sight.  The Dolphins ended up losing that game, and Tyreek Hill was the only player on the team who really performed all that well — Jaylen Waddle, Chase Edmonds and Raheem Mostert all scored 10 or fewer PPR points. On the other side of that game, Joe Mixon had another OK game, as did Ja’Marr Chase, while Tee Higgins was a star and Joe Burrow hit on three plays of 36 yards or more — a good sign given his struggles finding big plays so far this season. The Bengals ended up winning 27-15, and Fantasy players left come out of the game mostly dissatisfied. That’s been a theme through the first month of the season, and it might have left you in a hole. We knew this, of course, but the gap in the preseason ADPs of Chase and Higgins’ suggests we might not have understood it well enough. Chase is an incredible player, of course, but Higgins is pretty good in his own right. And, as SportsLine’s Jacob Gibbs has noted, Higgins has actually been targeted more than Chase when they’ve been on the field together in their careers. Both are great players — top-12 WRs in my eyes — and Higgins deserves more credit for what he’s done right alongside his brilliant running mate.  Loser: Chase Edmonds. You got bailed out if you started Edmonds this week, as he scored another touchdown from in close, but that’s about all he’s got going for him right now. Raheem Mostert is just a more effective runner in this system, and that was especially notable Thursday with Mostert rushing 15 times for 69 yards while Edmonds lumbered for 6 yards on five carries. Both players were targeted three times, with Edmonds’ seeing two targets from inside the 10. That’s the only saving grace for Edmonds, but you can’t rely on touchdowns every week, especially if Teddy Bridgewater is playing QB for the Dolphins. Edmonds’ Week 1 usage was pretty promising, but his snap share has fallen in each game since then — cratering to 27% Thursday — and he now has just 16 carries and seven targets over the past three weeks. He isn’t droppable, but I’m not starting him next week.  One more thing: Jaylen Waddle had a quiet game, going for two catches for 39 yards and five targets while Tyreek Hill went for 10 for 160. However, it’s worth noting that Waddle was dealing with a groin injury on a short week and had a few more plays on the sidelines than we’re used to seeing. I’m not worried about it, even if Bridgewater has to start a few games. Sorry! There was an error processing your subscription. Week 4 Game Previews There’s something to watch in every game on the NFL schedule every week, even if you have to squint to see it sometimes. Here’s a look ahead at every Week 4 game, with some notes on what Vegas is expecting to see, some lineup help and one thing to watch for from each game: All odds are via Caesars Sportsbook. Vikings “at” Saints Sunday, 9:30 a.m. Line: Vikings -2.5; 43.5 O/U  Implied totals: Vikings 23-Saints 20.5 Remember, we have a 9:30 am EST start this week with the Vikings and Saints playing in London, so you have to make sure you have your lineups set early. And, unfortunately, there are plenty of injury question marks here that we may not have any clarity on before Sunday morning. That makes it hard to know exactly what to expect from this game as of Thursday afternoon.  Toughest lineup decision: Dalvin Cook — Start. Obviously, this depends on Cook being active, but you might be worried about starting him even if he is. Don’t be. Cook has a lot of experience playing through shoulder injuries, and he’s been mostly just fine — he missed a game with a similar issue last December and returned with 27 carries for 205 yards and two touchdowns. He’s not going to do that, in all likelihood, but I am expecting Cook to more or less play his usual role if he’s out there. If not, start Alexander Mattison with confidence.  Injuries: There’s a lot to keep track of here, starting with Jameis Winston (back, ankle), who has yet to practice this week. Andy Dalton would start in his place if Winston is unable to play, and I think it would be a downgrade for the offense as a whole. Michael Thomas (foot) was also unable to practice, while Jarvis Landry (ankle) was upgraded to limited participation Thursday, so he figures to be in better shape. On the other side, Cook was a full participant Thursday, so it looks like he’s going to play.  Browns @ Falcons  Sunday, 1:00 p.m. Line: Browns -1.5; 47.5 O/U Implied totals: Browns 24.5-Browns 23 I’m surprised to see the Browns favored by just 1.5 against the Falcons. I guess Vegas isn’t buying into the Browns sixth-ranked offense — or they are buying into the Falcons ninth-ranked offense, which seems harder to believe. Both of these teams have found their greatest success on the ground, and that could lead to pretty low-volume game for both offenses if they can do so again.  Toughest lineup decision: Amari Cooper — Start. It probably isn’t fair to Cooper that he has two consecutive top-10 finishes and is the No. 13 WR on the season and I still don’t know if I trust him in my lineup. It’s not about Cooper, to be clear — I don’t trust Jacoby Brissett, who held seeming-superstar Jaylen Waddle to just 258 yards and 11.36 PPR points per game in five games as the primary quarterback for the Dolphins last season. But the Browns are funneling a huge target share to Cooper, and he’s still a really good player. He’s not a top-20 WR for me, but I’m probably starting him where I have him.   Injuries: Cordarelle Patterson (knee) — Patterson has yet to practice this week, which is obviously a concern, especially given how he seemingly wore down toward the end of last season. He’s been very active with 49 carries through three games, and it’s fair to wonder if he can keep up his current usage. He’s an RB2 if he plays, but he carries some risk here.  Commanders at Cowboys  Sunday, 1:00 p.m. Line: Cowboys -3; 41.5 O/U Implied totals: Cowboys 22.25-Commanders 19.25 With Dak Prescott sidelined, the Cowboys have won consecutive games allowing 17 and 16 points, and they’re doing it on the strength of what might be the NFL‘s best pass rush. The Commanders just got dominated by the Eagles, who sacked Carson Wentz nine times. The blueprint for the Cowboys is clear, and this could be another long day for Wentz and the Commanders offense. Toughest lineup decision: Carson Wentz – Sit. This is a really tough one because you may not have a good alternative — quarterback has been pretty bad so far this season. Wentz is my 13th-ranked QB for the week, so I’m not saying he’s an automatic sit, and the amount of drop backs for the Commanders offense so far — 153 pass plays, the third-most in the league — makes it especially tough to go away from Wentz. But we just saw him struggle against a very similar matchup, and the Cowboys might be even tougher. He’s a risky start, at best.  Injuries: Michael Gallup (knee) — Gallup has practiced without limitations so far this week and looks in line to make his debut after saying he wasn’t quite mentally ready in Week 3. I’m not starting him, but I’m definitely stashing him … Dalton Schultz (knee) — Schultz has been limited each day so far, which points to a decent chance at returning from a one-game absence. I wouldn’t expect him to play his usual role, and he’s more of a fringe starter if he does play.  Seahawks at Lions Sunday, 1:00 p.m. Line: Lions -4; 48 O/U Implied totals: Lions 26-Seahawks 22 The Seahawks actually looked like a competent modern NFL offense in Week 3, and it wasn’t just chasing points — they put up 20 in the first half while throwing 2...

For years, the Moto G series made our job pretty easy. Looking for a budget Android? Then buy the latest Moto G – advice that has stood for years. In 2022, though, there have been too many Motorola phones released for the average person to keep up, and there’s now much greater competition from brands such as Realme, Xiaomi and OnePlus.  However, the essence of the old Moto G spirit lives on in the Moto G82. It’s a sensible, reliable and uncluttered phone that comes with a fairly large OLED screen, 5G mobile internet, a decent amount of storage and stereo speakers, all at an appealing price.  This particular model is spiced up with OIS (optical image stabilization), but this doesn’t elevate the camera to anything like the level of the Pixel 6a. While OIS counters against taking blurry images indoors, the Moto G82 camera doesn’t perform brilliantly at night, plus has weaker hardware than some of its slightly pricier competitors.  The phone’s Snapdragon 695 SoC is also soundly beaten by the Qualcomm and MediaTek chipsets seen in phones that cost just slightly more.  If camera image quality in more challenging scenes is a priority, or performance in demanding games such as Fortnite, for that matter, you should check out alternatives such as the Google Pixel 6a, the OnePlus Nord 2T, Realme Neo 3T and Xiaomi Poco X4 GT before considering a Moto G82.  However, we can’t ignore that all of those devices typically cost more than the Moto G82, which should help turn down the volume on the numerous slightly weaker points detailed in this review.  Motorola Moto G82 price and availability (Image credit: Future / Andrew Williams) The Motorola Moto G82 5G was released in June 2022 alongside the Moto G62, a lower-end alternative housing a weaker processor, thicker body and an LCD screen in place of an OLED panel.  The G82 costs £289.99/$499AU, and while not widely available in the US at the time of review, it’s expected to cost around $365. Value score: 4/5 Motorola Moto G82 design (Image credit: Future / Andrew Williams) Plastic build Headphone jack IP52-certified water repellent The Motorola Moto G82 5G isn’t an outright beautiful phone; but it doesn’t need to be. Its build is pragmatic and simple, with plastic panels all-round, barring the glass protection of the screen.  Its finish, like several other recent Motorola devices, also appears to follow that thought process. A silicone case comes attached as standard. Take it off and the cold metallic finish looks a little too bold, the dotted pattern on the back as if it belongs further under the surface than it actually sits. Putting the case back on disguises all this. A simple layer of silicone softens its appearance, and pushes the dotted pattern into the background where it belongs. Note that the Moto G82 doesn’t feel too thick with the case on either; at 8mm thick, it’s slimmer than some older phones in this series and the step-down Moto G62, which is 8.6mm thick. (Image credit: Future / Andrew Williams) Case attached, the camera housing becomes the Motorola Moto G82 5G’s defining stylistic feature. An ultra-softened, rounded rectangle, the camera doesn’t come across as desperate to appear techy and advanced as some. That said, its “50MP” and “OIS” credentials are pasted alongside the lenses. Any more coverage than the above and we end up over-analysing what is a fairly unadventurous but pleasant enough phone.  The Motorola Moto G82 5G has a side-mounted fingerprint sensor that’s just half a beat slower than the best. It has a headphone jack and stereo speakers – one above the screen; another in the standard spot along the phone’s bottom edge. Their output lacks low-frequency clout, but they don’t sound thin. As a pair they’re loud enough to let you listen to a podcast while cooking or having a shower. A stereo-style dual speaker array is, of course, always a blessing for YouTube, other video streaming apps and landscape-orientation games.  In a similar vein, the Moto G82’s side-mounted fingerprint scanner doesn’t seem quite as high-tech as the in-screen style seen on a few rivals around this price. It’s fractionally slower than the very best, too; but, ultimately, it works perfectly well and has never failed to register a touch. It’s described as “water repellent”, a term Motorola has used for years now, but this time there’s an IP52 rating attached.  This is about as low as gadget water-resistance gets — the “2” figure tells us it can withstand water sprays up to 15 degrees from vertical. In the real world this equates to a bit of rain, so the device should really be treated as a non-water-resistant mobile.  Finishing up the design traits, the Moto G82 has a 3.5mm headphone jack, and the SIM tray has space for either a microSD card or second SIM. Design score: 3.5/5 Motorola Moto G82 display (Image credit: Future / Andrew Williams) 6.6-inch 120Hz Full HD OLED panel Customizable color profiles Peak brightness could be better The Motorola Moto G82 5G has a 6.6-inch 120Hz screen with an OLED panel. It’s the spec you ideally want to see at this price, for the best contrast and color available in an affordable phone.  However, it isn’t the best display around. We found it reaches 650 nits in direct sunlight, which is noticeably lower than the 770 of the Realme GT Neo 3T. Did we find it outright dim outdoors? No – it’s largely fine, just not a category leader.  We also found the color temperature a little cool at the default setting. This is common, since a cooler tone can make a screen seem brighter and punchier. However, the Moto G82 looks better once it’s been tweaked slightly. You can switch the Moto G82’s color from “Saturated” to “Normal” in the Settings menu, and a temperature slider allows for a warmer or cooler appearance.  Like some other OLED panels, the Motorola Moto G82 takes on a slightly blue-green tint at an angle. This lines up with reports we’ve seen that suggest the phone has an LG P-OLED panel rather than a Samsung one. The latest Samsung OLED panels tend to avoid this particular issue.  This is a 1080p screen, and it looks sharp and clean. Even if you spend a lot more on a phone, the most obvious improvement you’re likely to see is higher peak brightness in direct sunlight — and even that isn’t a given. Display score: 4/5 Motorola Moto G82 software and performance (Image credit: Future / Andrew Williams) Runs Android 12 Qualcomm Snapdragon 695 chipset Motorola-specific shortcuts/gestures The Motorola Moto G82 runs Android 12 and uses the classic Moto interface. This makes fairly light changes to the Google blueprint, meaning you get to see the changes made to Android’s Material Design style in version 12.  Drop-down menu items are now housed in colorful bricks. You can change this color in the Moto app, to give Android a more distinct flavor.  The Moto G82 also has Peek Display, an information screen that displays when the phone is, for example, picked up while “asleep”. It shows the time and battery life.  Like other Motorola phones the G82 also supports gestures, such as jumping to the camera app with two quick twists of the handset. Or you can toggle the torch with a double karate chop-style movement.  Android 12 feels largely slick and smooth in the Moto G82, although app loading and multi-tasking will seem marginally slower than a flagship Android. This phone uses the Qualcomm Snapdragon 695 CPU, a mid-range chipset also seen in phones such as the Sony Xperia 10 IV and Realme 9 Pro. While its CPU performance is good, the GPU – the graphics side – isn’t nearly at the same level as the Snapdragon 870, for example. This means some graphics settings won’t be available in certain high-end games, and those without rock-solid performance optimisation may suffer from a patchy frame rate at times.  In Fortnite, for example, the Moto G82 is limited to the Medium graphics preset, and the 60fps mode available to some phones simply isn’t present in the Settings menu. This is largely because it wouldn’t be able to reach anything like that frame rate anyway. After playing a couple of rounds with the allowed settings, the phone did handle the game OK; but there are obvious frame rate drops when you take to the skies in one of Fortnite’s aerial vehicles.  This somewhat limited gaming performance isn’t going to matter to everyone. However, some phones around this price, such as the Realme GT Neo 3T and Poco X4 GT, perform better. Like all 2-megapixel macros, the one here is very poor.  Our primary uses the Samsung JN1, a budget sensor designed to capture 12.5-megapixel pictures. It’s a lot less technically impressive than the great Sony IMX766 sensor seen in the OnePlus Nord 2T, or the Samsung GW1 of the Poco X4 GT.  However, the Motorola Moto G82 also has optical image stabilization. Bitcoin (BTC) was trading flat on the day after a choppy week of price movement. The world’s largest cryptocurrency by market value has traded in a range of $18,500-$20,380 over the week. After a painful week for both equities and government bonds, both markets posted modest gains. Historically, September has been a bad month for bitcoin, with the crypto showing negative returns in each of the last five years. The string continued in 2022, with bitcoin lower by 2.95% for the month at press time. October, however, has a better historical record, with bitcoin posting gains in seven of the last nine years. (Bitcoin monthly returns via Crypto Finance AG) Ethereum (ETH) was also trading flat on Friday at around $1,337 and has lost 13% over the month. Managing gains in September were the token of decentralized oracle network Chainlink (LINK), which advanced 17%, and Uniswap’s UNI which was up 6%. “For Chainlink, the narrative that’s driving price performance is the partnership with SWIFT on a cross-chain interoperability protocol,” said Nauman Sheikh, Head of Treasury Management and Derivatives at Wave Financial, in an interview with CoinDesk. “For UNI, it’s the continued growth in market share and volume along with being regarded as a long-term deep value play,” said Sheikh. Caution is warranted, though, suggested Sheikh. “Given the macro environment, we can expect these outperforming tokens to quickly succumb to profit-taking, especially if bitcoin and ethereum begin to sell off more aggressively,” he said. Bitcoin’s Bullish Seasonality Muddled by Continued Slide in ‘USD Liquidity Index’ October has been a good month for bitcoin (BTC) and traders may be looking forward to capitalizing on the bullish seasonality, having seen the cryptocurrency hold steady through recent traditional market turmoil. Bitcoin has put in a positive performance in October in eight out of the past 12 years, with an average return of around 30% according to historical data sourced from charting platform TradingView. In other words, October has generated positive returns 66% of the time. However, one indicator tracking the U.S. dollar liquidity calls for caution on the part of the bulls. The so-called USD Liquidity Condition Index has slipped to a 19-month low of $5.7 trillion, according to chart provided by TradingView. “The Fed net [dollar] liquidity is falling off a cliff, a clear headwind for crypto asset prices,” Lewis Harland, a researcher at Decentral Park Capital, said in a daily market update. The index assesses the degree of dollar liquidity based on the interaction of three factors – the size of the Federal Reserve’s balance sheet, the Treasury General Account (TGA) and the reverse repo balance held at the New York Fed. The liquidity declines when the Fed’s balance sheet contracts, the TGA and repo balances rise. The decisions are seemingly endless but are vital to producing the best analysis for key officials on topics that have the greatest impact on national security.  The United States has a massive intelligence ecosystem that gathers more information on more issues than any other country in the world. The true value of this vast amount of information lies in how it is curated, analyzed, and presented to policymakers. To aid in this vital process, the US government has a guide—the National Intelligence Priorities Framework (NIPF)—to identify intelligence priorities and assist agencies and departments with where to focus their efforts.  During the Cold War, the NIPF focused on political, economic, and proliferation issues related to the Soviet Union and its allies, from the performance of the Soviet economy to details about new fighter jets being developed by Moscow and deployed to other countries. In a post-September 11 world, the fight against terrorism took center stage, with an emphasis on determining where the next attack against the United States or its allies could come from as well as gleaning the goals of various organizations and locations of their leaders.  The world is now in another new era, one in which information—and what is viewed as truth—is a central national-security concern. As such, the NIPF needs to include requirements that push analysts to discover how adversaries manipulate the information environment to meet their goals. It should task the Intelligence Community with assessing where, how, and to what extent states and organizations weaponize propaganda, mis- and disinformation, as well as political and social manipulation. While conversations on this issue date back to the mid-1990s, the day-to-day impact of such influence campaigns—combined with the technological capability to spread them quickly—means the United States must finally act. Tweets, Facebook posts, and YouTube videos are not disparate pieces of content, but rather puzzle pieces that, when combined, reveal to intelligence analysts what their adversaries are working toward. From the actors actually carrying out these influence campaigns across the digital media space to the entities that oversee their strategic implementation, the entire system is akin to a completed piece—one which analysts and policymakers alike need to see in order to fully understand an adversary’s goals and objectives. Understanding what adversaries plan to do in the short (one-year) and medium (three-year) term is vital to building domestic defenses. That’s why the following questions should serve as a starting point for developing new NIPF requirements:  What are the strategic goals of an adversary’s use of influence campaigns?  Who are the targets of influence campaigns, and why were they chosen?  What are the objectives of influence campaigns against the United States and its allies, and are there any specific timelines? Who is responsible for crafting each adversary’s influence strategy?  What fiscal allocation is provided to those programs?  What government and non-government ministries, offices, or groups are responsible for conducting influence operations? How and why are they selected? How are influence activities validated, measured, and evaluated?  What training is provided to tactical- and operational-level influence staff?  What tactics are used in influence campaigns? How are they selected based on target audiences?  Though by no means comprehensive, these basic influence-related requirements in the NIPF can compel the Intelligence Community to allocate resources toward building out a more robust understanding of how adversaries approach influence campaigns and exactly who is calling the shots. Understanding how influence is being used against the United States and its allies could also help the government better position all its agencies—from the State and Commerce departments to members of the Intelligence Community—to build offensive influence campaigns that persuade key audiences of Washington’s own goals and objectives.  Servicing NIPF priorities is no longer exclusively the domain of human-intelligence collectors at the Central Intelligence Agency (CIA) and Department of Defense, the signals-intelligence collectors at the National Security Administration, and counterintelligence agents at the Federal Bureau of Investigation. Open Source Enterprise and similar US government organizations can use their open-source intelligence (OSINT) resources—both human and technology-based—to support the effort. Because foreign-influence operations often play out in the public domain, they can usually be identified, traced, and evaluated to determine their effectiveness against the targeted audience. Experts can piece together the goals and objectives of a specific campaign through OSINT, saving scarce resources such as a CIA operations officer’s time for higher-level collection on those who are actually conceiving, managing, and implementing influence campaigns. Currently, the US government does not have a lead organization to manage offensive or defensive influence activities. As the Department of Homeland Security recently found, how a government entity frames intelligence-gathering on adversarial actions against US and allied audiences is politically fraught. Americans are culturally sensitive to any suggestion that the government could manipulate their views on issues or their access to information—from traditional news to social media content. A recent effort to establish a government office that works to limit Americans’ exposure to mis- and disinformation was viewed across the political spectrum as untenable and inappropriate.  But that does not mean the task is unnecessary or in violation of American civil liberties. Establishing a multi-agency task force of experts could be a viable first step: It would act as a manager tasking intelligence collection to better understand foreign influence operations; as a consumer of the newly gathered intelligence; and as an analyst producing formal reports for policymakers, as well as educational pieces for the US public to understand what it is seeing and hearing in the media, within social movements, and across politics. The goal would be to understand the “how” and “why” of foreign-influence campaigns and identify offensive campaigns in response that could advance US foreign-policy goals. Difficult decisions need to be made around what is and is not included in the NIPF. Although there are only so many resources available to collect and analyze intelligence, prioritizing foreign-influence activities is vital. The information space is now at least as important—if not more so—than what happens on the physical battlefield. Red and black reflect Northeast’s branded colors. “So now, we have a total of 30 helmets on hand for the students to use at no cost to them,” Simpson said. “After hearing their story, we just wanted to do something to give back to the program and donate the helmets to give the students that added level of protection,” said Dominic Mangerson, north central sales specialist for Kask America. “We just want to make sure these guys are in good equipment that will protect them all around.” Kask manufactures multiple helmets and other safety equipment that are used around the world. Its safety division produces helmets for the construction, rescue and utility industries while its sports division makes helmets for cycling, skiing, snowboarding, climbing and equestrian events, many of which have been worn by Olympic and Tour De France athletes among others in their competitions. Students in the Northeast program previously wore hard hats, which typically offer protection when an object strikes it. Helmets usually have a graded type of foam on the inside to offer better all-around protection from top, front, side, and rear impacts. “The majority of head injuries in industrial environments occur from slips, trips and falls, not from falling objects hitting the tops of heads,” Mangerson said. “Hard hats are not designed to protect the situations where most head injuries occur.” Safety is of the utmost priority for students as they are trained in the wind energy program. Simpson said proper-fitting helmets are crucial in this training. “For example, we wear a fall harness when we do our climbing. There is a buckle in the middle of your back that we attach our fall protection to. Now in the event of a fall, that buckle would come up and slap you in the back of the head. These helmets from Kask are made to better protect against an event like that over a regular hard hat. The helmets also have additional side protection than some of the other helmets that have been used in the past.” Simpson is appreciative of the donation from Kask. “It is an awesome gesture by Kask. It’s for the students. They’re going to get ‘leading edge technology’ with a mentality of being safer. Having more comfortable head protection will assist them in their work on the wind farms where they’ll be employed.”

Steigerwald refuge reopens Saturday Steigerwald Lake National Wildlife Refuge will reopen to the public Saturday now that the final phase of Lower Columbia Estuary Partnership’s habitat restoration project is complete. While much of the work was complete by the grand reopening event held May 1, the refuge was closed again over the summer to allow crews to finish construction of a final section of the trail system, install salmon monitoring equipment and complete habitat improvements in the floodplain. Columbia Refuge Stewards will host a booth at the refuge from 8 a.m. to noon Saturday to answer questions about the wildlife refuge and habitat project. The first beginner bird walk of the season will also be held from 8 to 11 a.m. Saturday. Walks are sponsored by the stewards and will take place every other Saturday through Nov. 19. The habitat restoration project, the largest project of its kind on the Columbia River, included the removal of more than 2 miles of existing levees, along with existing water control and stream diversion infrastructure. Futures for the Dow Jones Industrial Average were 0.1% higher and futures for the S&P 500 rose 0.3% after the benchmark fell to its lowest level in almost two years on Thursday. Wall Street will turn its attention Friday to a consumer spending report from the Commerce Department that could give some insight on the most recent inflation levels. Last month’s report showed that consumer prices rose 6.3% in July from a year earlier after posting an annual increase of 6.8% in June, the biggest jump since 1982. Falling energy prices helped ease bring prices down in July, raising hopes that the surging costs of everything from gasoline to food may have peaked. There is some lingering hope that the Fed might signal a moderation in rate increases if inflation were to show further signs of easing. In the United States, the Commerce Department’s personal consumption expenditures (PCE) index is less well known than the Labor Department’s consumer price index (CPI). But the Fed prefers the PCE index as a gauge of inflationary pressures, partly because the Commerce index attempts to measure how consumers adjust to rising prices by, for example, substituting cheaper store brands for pricier name brands. Shares of Dow component Nike Inc. slid 11% in premarket trading after the footwear and apparel company reported late Thursday that inventories swelled 44% from a year ago. Global stocks were mixed Friday after a report showed that inflation in the 19 countries that use Europe’s euro currency spiked to a record and data from China said that factory activity weakened there. Inflation in Germany, France and other euro zone countries accelerated to 10% in September from the previous month’s 9.1%, the statistics agency Eurostat reported. That was the highest since record keeping for the euro began in 1997. Investors increasingly worry the global economy might tip into recession following aggressive interest rate hikes this year by the U.S. Fed and central banks in Europe and Asia to cool inflation that is at multi-decade highs. Markets slid this week after British Prime Minister Liz Truss announced plans for tax cuts that investors worry will push inflation higher. Meanwhile, global export demand is weakening and Russia’s attack on Ukraine has disrupted oil and gas markets. “We’d be inclined to argue that we haven’t yet seen the bottom,” ING economists said in a report. On Thursday, German Chancellor Olaf Scholz said the world’s fourth-biggest economy faces a “double whammy” from inflation and surging energy prices. In midday trading, the FTSE 100 in London rose 0.2% and Frankfurt’s DAX advanced 0.3%. The CAC 40 in Paris added 0.6%. On Thursday, the S&P 500 fell 2.1% to its lowest level in almost two years after strong U.S. jobs data reinforced expectations the Federal Reserve will stick to plans for more interest rate hikes. The Dow slid 1.5% and the Nasdaq composite lost 2.8%. In Asia, the Shanghai Composite Index fell 0.6% to 3,024.39 after surveys of manufacturers showed factory production, new export orders and manufacturing employment declined in September. The Nikkei 225 in Tokyo fell 1.8% to 25,937.21 and the Hang Seng in Hong Kong gained 0.5% to 17,257.08. The Kospi in Seoul lost 0.7% to 2,155.49. Sydney’s S&P ASX 200 sank 1.2% to 6,474.20 while India’s Sensex advanced 1.8% to 57,421.45. New Zealand and Southeast Asian markets declined. Stock markets and the value of the British pound rebounded Wednesday after the Bank of England said it would buy government bonds to support their price. But markets resumed their slide Thursday after Truss shrugged off criticism and defended her tax-cut plan despite a plea from the International Monetary Fund to reverse course. The S&P 500 is on track to end September with an 8% loss for the month. It is down more than 20% for the year as investors wait for a break in inflation that has prompted the Fed to raise interest rates five times. The yield on a two-year U.S. Treasury, or the difference between its market price and the payout at maturity, widened briefly to 4.2% before coming back down to 4.16% Thursday morning from Wednesday’s 4.14%. Stronger-than-expected U.S. employment data Thursday reinforced expectations the Fed will feel comfortable sticking to plans to raise interest rates further and keep them elevated through next year. In China, surveys of manufacturers by business news magazine Caixin and an official industry group found production and new export orders declined. That was in line with expectations that a Chinese manufacturing boom would fade due to weak global demand. “The downturn in external demand looks set to deepen,” Zichun Huang of Capital Economics said in a report. In energy markets, benchmark U.S. crude gained 27 cents to $81.50 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 92 cents Thursday to $81.23. Brent crude, used to price international oils, picked up 21 cents to $87.39 per barrel in London. It lost 83 cents the previous session to $88.49. The county also noted the importance of the Parkway Boulevard Overcrossing project in a letter the Board of Supervisors is sending to the California Public Utilities Commission seeking funding for design and construction of the two rail overcrossings. “The (Vanden Road/Jepson Parkway rail overcrossing project) represents a final phase in a long series of projects that will complete the Jepson Parkway corridor between the cities of Fairfield and Vacaville,” the staff report to the board states. “Since annexation into . . . Fairfield in 2012, the Jepson Parkway corridor has seen major investment into transit-oriented development along Vanden Road, including the recent completion of the Fairfield-Vacaville Hannigan Train Station. A new overcrossing at Vanden Road from Canon Road would remove the existing at-grade rail crossing on Canon Road, which has been experiencing significant accident rates.” Fairfield and the Solano Transportation Authority have been working on the overcrossing utilizing impact fees, “but additional grant funds would be necessary to fully offset the significant cost involved in this project,” the report states. Similar language was used to support the need for funding for the Dixon project. “Due to changes in requirements for the overcrossing design over time, the total cost of the project has escalated to an estimated $34.5 million. Currently, there is a $24.7 million shortfall for the project after consideration of the funding provided by the city and local and regional impact fees, to date,” the staff report states. The project would include the closure of the existing crossing at Pitt School Road near Porter Road as required. In other action, the board: • Approved adding the Health Services Clinic manager and Health Services Clinic senior manager positions with a monthly salary range of $8,582 to $11,310; added the Health Services Program manager and Health Services Program senior manager positions with a monthly salary range of $8,582 to $11,310; reclassified four Health Services manager to Health Services clinic managers, and three Health Services managers to Health Services Program managers; and reclassified one Health Services senior manager to Health Services Clinic senior manager and three Health Services senior managers to Health Services Program senior managers. • Added Organization Development and Training specialist with a monthly salary range of $6,990 to $8,496; and added Emergency Medical Services administrator with a monthly salary range of $8,631 to $10,491. • Approved a $210,068 contract with Innovative Health Solutions to provide nutrition education services through Sept. 30, 2023, and approved a $40,044 appropriations transfer to recognize unanticipated revenue from the California Department of Public Health CalFresh Healthy Living Program. • Approved the Notice of Completion for the Asphalt Rubber Cape Seal 2021 Project for Bridgeport Avenue, Creed Road, Fry Road, Lopes Road, Peabody Road, Pitt School Road, Richie Road, Walters Road, Weber Road and on the public roads within the Home Acres and Starr subdivisions. The contractor was VSS International of West Sacramento. The cost was $2.56 million. The project was paid for with a $250,000 CalRecycle grant, with the remainder coming from the Road Fund.

Or, being asked to assess his surgical proficiency by playing the classic game “Operation” (for the record, he was able to do it without getting buzzed). These are just a couple of instances that underscore the fact that extended reality (XR), virtual reality (VR) and augmented reality (AR) are “unbelievably critical and more important than ever” in healthcare, he said.  Still, we’re not quite there yet. How can the technology be implemented in healthcare with the least disruption? How can regulators foster adoption? How can healthcare experts identify the most valuable platforms? These are the main barriers and hurdles, as identified by Barad and colleagues in a panel discussion at this week’s virtual MetaBeat event.  With XR, VR and AR “the potential is limitless. The imagination runs wild,” said Barad.  “That creates a challenge because it really feels like anything is possible, but to make that possible can be a lot of work and you really need to be focused to execute and scale a technology — especially in healthcare.” The pandemic changed everything (for bad and good) COVID-19 has thrust us into a virtual world, and people have come to realize that virtual healthcare is not only possible, but beneficial, said Amy Raimundo, managing director with Kaiser Permanente Ventures.  Now it’s a matter of pragmatism, she said: How technology can drive better quality outcomes and efficiencies. “We don’t think of it in terms of the metaverse, we think of it in terms of how technology can help us enable virtual education, virtual collaboration,” said Raimundo. XR, VR and AR can bring efficiencies to repeatable processes in healthcare and enable training at scale, she said. And, healthcare professionals are beginning to use VR in clinical trials and some treatments, so it’s moved beyond the concept of “a bright, shiny object” to a tool that can be put to real use.  “We’re really seeing practical applications, as opposed to what can happen,” said Raimundo.  Bradley Tusk, cofounder and managing partner of Tusk Venture Partners, agreed, pointing to the fact that doctors have adopted virtual visits as a regular practice. The next step: Actually performing procedures such as CAT scans and X-rays with VR.  “In the last few years, we’ve seen major, major advances in digital health, in many ways thanks to COVID — it’s weird to ever say ‘Thanks to COVID’ — but it really did make the value proposition much clearer to medical professionals, consumers, regulators, and led to more widespread acceptance,” said Tusk.  Barad, who launched virtual surgical training platform Osso in October 2016, underscored the criticality of medical training. There are 1.1 million surgeons in the world, and 300 million surgeries are performed annually, he said.  But, training can be lacking. He identified three core factors contributing to this: modern surgery is complicated (robotics and minimally invasive techniques take much longer to learn), the industry lacks methods to assess surgical proficiency and, most notably, there’s simply too much to learn.  “Accelerating science and technology is spreading us too thin,” he said. “We’ve gone from the French laundry to the Cheesecake Factory; you just can’t do everything well.” Particularly in the medical field, training is not just reading books or watching videos; it requires coordination, collaboration and collective rehearsing, he said. With VR, medical professionals can remotely train as a team.  “It’s not just connecting us digitally, it’s allowing us to be present together,” said Barad. Not a ‘move fast and break things’ mentality Still, one of the main obstacles is the expense — and that’s not necessarily the technology itself, but the implementation, said Raimundo.  She described healthcare as a complex system of highly skilled people “working together in a symphony.” When a new technology disrupts that — putting it out of tune, if you will — it must be justified.  “Disruption in healthcare is not a good thing,” she said.  New technologies must be introduced thoughtfully and consider distribution and workflows, she said. Getting buy-in and building confidence around these technologies is also critical. Once you can get past that curve, it only feels natural and rational.  Medicine itself changes all the time, so experts must narrow the field where technologies can make the most difference. “The mantra of ‘move fast and break things’ does not work in healthcare,” said Raimundo.  Tusk also emphasized the importance of regulator support. However, the Green Goliath doesn’t actually need any of these abilities to triumph, as one forgotten power could shut down Iron Man’s entire arsenal in moments. Hulk’s powers have been explored in depth over his comic career. While initially believed to be due to a mutation caused by gamma radiation, Bruce Banner later discovered supernatural aspects to his abilities that defied scientific explanation – such as Hulk’s ability to see ghosts. Al Ewing and Joe Bennet’s landmark Immortal Hulk explained this with the Green Door – a mystic process which connects Hulk to the Below-Place, a hellish dimension from which he draws gamma energy as part of the apocalyptic plans of the One-Below-All. Within Hulk’s body, science and magic work hand in hand, creating the most physically powerful being to ever exist. It’s the mixing of these power sources that makes Hulk so dangerous to Iron Man, as his ability to generate and manipulate different types of energy allows him to release an electromagnetic pulse that disables nearby electronics. There, the Black Panther attempts to take down Amadeus Cho – at that point in possession of Bruce Banner’s gamma energy – but finds the new Hulk is able to shut down his hi-tech mech with what’s described as a mini-EMP. Hulk’s Forgotten Electromagnetic Pulse Power It’s likely that this EMP blast is partly reliant on the mystical elements of Hulk’s gamma powers, as both Iron Man Black Panther have been shown to shield their gadgets from regular EMP attacks before. Hulk would need to draw on some unusual energy to make this as effective as it’s shown to be, though it’s possible that simply the amount of energy and the proximity of Hulk is what makes it work. But while Black Panther only uses his mech to match Hulk’s strength, Iron Man relies on his armor for flight, life support, and on many occasions to keep his heart from failing. Hulk’s EMP blast would instantly put Tony Stark’s life at risk, and it’s an attack fans already know would work. In Dark Ages #1, by Tom Taylor and Iban Coello, Iron Man is caught in a magic EMP that disables all modern technology, plunging to Earth as his suit fails and losing his leg in the process. Hulk Would Destroy Iron Man with an EMP The one protection Iron Man has from Hulk’s ability to generates EMPs is that it seems to be a deliberate and considered attack. Amadeus Cho was able to suppress his gamma rage far better than Bruce Banner, meaning he was more able to think tactically about how to use his powers. This is likely why Amadeus was able to use the EMP when Bruce Banner doesn’t, given their powers and even the energy behind them were the same (Amadeus stole Bruce’s gamma to try and give him a normal life.) The EMP power would likely therefore be restricted to one of the smarter Hulk personas such as Doc Green or Devil Hulk, with the classic Savage Hulk not understanding his own powers or energy manipulation enough to unleash an electromagnetic blast on purpose. While mainstream fans think of the Hulk as pure muscle, his sci-fi and mystic connections mean there are always more surprises lurking in his powers. As Amadeus Cho showed, one such surprise is an EMP blast capable of swatting Iron Man from the sky – hopefully a power that Tony Stark can figure out how to protect against in case Bruce Banner’s Hulk figures out how to do it on purpose. On September 28, National Security Advisor Jake Sullivan and Israeli National Security Advisor Dr. Eyal Hulata led the first meeting of the Dialogue in Washington, DC. The U.S.-Israel technological partnership has never been stronger, and senior representatives from the White House National Security Council, the White House Office of Science and Technology Policy, the Department of State, the Department of Commerce, the Department of the Treasury, the Department of Defense, the Department of Energy, the Department of Agriculture, the Department of Health and Human Services, including the Centers for Disease Control and Prevention, and the National Science Foundation held discussions with senior representatives from the Israel National Security Council, the Ministry of Innovation, Science and Technology, the Ministry of Health, the Ministry of Energy, the Ministry of Environmental Protection, the Ministry of Agriculture, the Ministry of Foreign Affairs, the Ministry of Economy and Industry, the Ministry of Defense, the Ministry of Finance and the Embassy of Israel in the United States to expand our technological partnership to address global challenges and protect and promote our innovation ecosystems in line with our national interests, democratic principles, and human rights. Prediction of extreme local weather events: Explore opportunities for development of improved extreme weather prediction and disaster risk reduction initiatives. Israel and the United States intend to explore opportunities to support the deployment of clean energy technologies in low and middle income countries, in line with the priorities of the Partnership for Global Infrastructure and Investment. The two countries welcomed next month’s Water Reuse Mission to Israel, which will bring nearly 50 Federal, State, and local officials working on water issues from around the country to increase U.S.-Israel practical collaboration on water reuse policies, scientific research, and methods and technologies. The United States and Israel intend to cooperate on battery supply chains at home for battery materials and technologies, and identify opportunities under the Inflation Reduction Act to cooperate on deployment and investment opportunities throughout the electric vehicle battery supply chain. Pandemic Preparedness: The two countries look forward to signing next month a Memorandum of Understanding between the United States Department of Health and Human Services and the Israeli Ministry of Health to advance broad health cooperation, including on: Health-related monitoring and analysis, technologies for health intelligence development, and models for forecasting events that can threaten public health. Biomedical research in areas of diagnostics and treatment including genomic and molecular medicine. Regulatory frameworks and import safety. Israel and the United States will work to enhance our public health ecosystem to share knowledge and work in public engagement during pandemics. The two countries look forward to working together on global health security and pandemic preparedness in the Negev Forum Health Working Group and in other fora. Artificial Intelligence (AI): The United States and Israel intend to support research and translational implementation to enable trustworthy AI in healthcare and share results, including for the treatment of veterans. The Israeli Ministry of Innovation Science and Technology, the White House Office of Science and Technology Policy, and the National Institute of Standards and Technology intend to share risk management approaches for trustworthy and responsible Al, in addition to advancing mutually supported international standards. These will support an approach that strives to create an environment for businesses to innovate and operate responsibly in the two countries and other likeminded countries. The United States and Israel will share results and lessons learned from trustworthy AI pilots and explore pathways for secure data sharing. The two countries intend to support research to utilize AI to develop new crop varieties and new traits for seed breeding that have stronger tolerance to climate change. Trusted Technology Ecosystems: U.S. and Israeli counterparts decided on a workplan to manage risks to our respective technology ecosystems, including in research security, export controls, and investment screening. The United States and Israel welcome the meeting between the National Quantum Coordination Office and the Israel National Quantum Initiative.
