The country also will no longer require people to wear masks on planes to guard against COVID-19. Transport Canada said the existing rules for masks will come off Oct. 1. Canada, like the United States, requires foreign nationals to be vaccinated when entering the country. No change in the mandate is expected in the U.S. in the near term. “We are able to do this because tens of millions of Canadians rolled up their sleeves and got vaccinated,” Transport Minister Omar Alghabra said. Vermont Gov. Phil Scott welcomed the announcement. “This is another welcomed development along our northern border with Canada,” Scott said in a statement issued by his office. “Removing barriers to cross border travel allows our border communities to return to normal social and economic activity, which is an important part of the connection between our two countries.” He added, “There is a lot of interest in Vermont as a place to vacation and do business – and this step will also make tourism and businesses travel easier, benefitting Vermont’s economy. We hope the United States federal government will soon lift vaccine mandates on the U.S. side of the border, removing the final hurdle to finally returning to pre-pandemic border crossing levels. ” Difficult to enforce mask mandate Health Minister Jean-Yves Duclos said the negative attitudes of some passengers have made it hard for airlines and crews to enforce the mask mandate in recent months, and cited that as a factor in the decision. Unvaccinated foreign travelers who are allowed to enter Canada are currently subject to mandatory arrival tests and a 14-day quarantine. Prime Minister Justin Trudeau’s government has agreed to let a cabinet order enforcing mandatory COVID-19 vaccination requirements at the border expire Sept. 30. The government is also ending random COVID-19 testing at airports. Filling out information in what became an unpopular ArriveCan app will also no longer be required. Some blamed it for delays at airports. The government will also no longer be required passengers to have pre-board tests for cruise ships. “The removal of border measures has been facilitated by a number of factors, including modelling that indicates that Canada has largely passed the peak of the Omicron BA.4- and BA.5-fuelled wave, Canada’s high vaccination rates, lower hospitalization and death rates, as well as the availability and use of vaccine boosters (including new bivalent formulation), rapid tests, and treatments for COVID-19,” the government said in a release. Removal of the vaccine mandate for non-citizens entering Canada means unvaccinated professional athletes like Major League Baseball players would be allowed to play in Toronto in the playoffs should the Blue Jays make the postseason. It would also apply to the National Basketball Association and the National Hockey League. Unvaccinated players are currently not allowed to cross the border into Canada. The Public Health Agency of Canada still strongly recommends that people wear masks, particularly in crowded environments such as planes and trains.

The Tsuut’ina Nation Community Drop-In Centre for Healthy Living, also known as the Spirit Healing Lodge, has played an important role in the Tsuut’ina Nation community for over 30 years. The facility is a place where Nation members can go to access a wide range of services and resources, including support for mental health, addiction, trauma, and domestic and socioeconomic issues. “Our Government is committed to working together with First Nations, Inuit and Métis people to build a brighter and greener future in Alberta and across Canada. Investing in projects that improve community resources is an integral part of that mission. This project will see necessary upgrades brought to a cornerstone of Tsuut’ina Nation and allow the building to serve the community for years to come,” said the Honourable Randy Boissonnault, Minister of Tourism and Associate Minister of Finance, on behalf of the Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities.  “Tsuut’ina is making steady strides towards cultural preservation and the celebration of our history. Central to those efforts are facilities like museums, our schools and of course our drop in and healing centre. Intergeneration trauma is real, but can be overcome, with time, through our collective commitment to nurturing our community members.  The federal contribution to this centre is as important as it welcomed, and represents a step forward on the path to reconciliation,” said Roy Whitney, Xakiji (Chief), Tsuut’ina Nation. By investing in infrastructure, the Government of Canada is growing our country’s economy, increasing the resiliency of our communities, and improving the lives of Canadians. The funding announced today will improve the building’s efficiency by upgrading the heating system, boilers, lighting, commercial kitchen equipment, and windows and doors. Additional green upgrades will include the installation of solar panels and re-grading and landscaping to improve the Lodge’s drainage and climate resiliency. Federal funding will also support accessibility enhancements, like the construction of new concrete sidewalks with ramps for wheelchair access. The green and accessibility upgrades to the Tsuut’ina Nation Community Drop-In Centre for Healthy Living will provide essential services and resources to the community of the Tsuut’ina Nation, while extending the longevity of the existing building and ensuring that the environmentally conscious improvements help further Canada along its path towards a greener future. Quick facts The Government of Canada is investing nearly $1,930,000 in this project through the Green and Inclusive Buildings program. Federal funding for this project is conditional on the signing of the contribution agreement. The Green and Inclusive Community Buildings program is an integral part of Canada’s Strengthened Climate Plan, providing $1.5 billion over five years towards green and accessible retrofits, repairs or upgrades of existing public community buildings and the construction of new publicly accessible community buildings that serve high-needs, underserved communities across Canada. At least 10 percent of funding is allocated to projects serving First Nations, Inuit, and Métis communities, including Indigenous populations in urban centres. Provincial/territorial governments, municipal or regional governments, public sector bodies, not-for-profit, and Indigenous organizations interested in the Green and Inclusive Community Buildings program are invited to apply on the Infrastructure Canada website. Applicants with large retrofit projects to existing community buildings or new community building projects with total eligible costs ranging from $3 million to $25 million were accepted through a competitive intake process which closed on July 6, 2021. A second intake is anticipated later in 2022, however the date has not yet been determined. Details about the second intake will be published to the Infrastructure Canada- Green and Inclusive Community Buildings’ website as soon as they become available. Applicants with small and medium retrofit projects to existing community buildings ranging in total eligible cost from $100,000 to $2,999,999 will be accepted and funded on a rolling intake basis. Another NFL Sunday has come and gone with Week 3 now in the books just short of Monday night’s collision between the Dallas Cowboys and the New York Giants. As the teams who are true contenders start to separate themselves from the pack, former Oklahoma quarterback Jalen Hurts and the Philadelphia Eagles hit the road to put their perfect record on the line against the divisional foe Washington Commanders. Once again, as he has in each week of this young season, Hurts continued to prove his naysayers wrong with another stat sheet-stuffing performance. The former Heisman Trophy runner-up completed 22-of-35 passes for 340 yards and three touchdowns, leading the way on a 24-8 Eagles rout of the Commanders. The NFL season is much longer than just three weeks, so there is obviously still a long way to go. But, if the season were to end today, Hurts might very well be named the league MVP. Per The Sporting News, Hurts is the only player in league history to throw for 900+ yards and run for another 150+ on the ground in his first three games of the season. That seems impressive. While there were certainly loads of questions on Hurts’ NFL future when he entered the league, and they were warranted, he has continued to answer them since being given the reigns as the Philadelphia starter. There is still a lot of meat on the bone left in the 2022 campaign, but the Eagles now sit 3-0 in large part thanks to Hurts’ play and look to have solidified themselves as the favorites in the NFC East and a legitimate contender in the postseason. Next up for Hurts and the Eagles will be another test at home against the surprise 2-1 Jacksonville Jaguars next Sunday at noon CT. This is an effort to engage the next generation of media consumers, as well as, hopefully, Walmart shoppers. Walmart Land and Walmart’s Universe of Play are open to the global Roblox community of over 52 million daily users, with a focus on consumers ages 17 to 24. Walmart’s virtual hubs on the site will invite users to explore, play virtual games, listen to music and see other entertainment, as well as collect virtual merchandise, known as “verch.” Why we care. Retailers like Macy’s and Old Navy have gotten their feet wet in the metaverse, reaching a subset of their broad audience who likes to delve in virtual promotions and NFTs. A recent study suggested that consumers are attracted to metaverse experiences addressing key interests like music and travel, and they’re less interested in products when they go virtual. Walmart has built these sites with this in mind. They align with many of the younger consumers’ key interests and will enhance their Walmart experience. Over the last year and a half, Walmart has accelerated its livestreaming strategy, which includes shoppable video livestreams on platforms like TikTok. Even though watching a livestream video doesn’t require a VR headset or a virtual avatar, it’s a virtual experience in that many people are engaged remotely at once. This got the company thinking about a metaverse-like platform like Roblox and its fast growing 17-24 age audience. “It’s about meeting customers where they are online,” said Justin Breton, brand experiences and strategic partnerships director for Walmart, in an interview with MarTech. “We wanted to show up in a virtual sense in a way that is authentic to the audience that’s there on Roblox. Our conversations with Roblox were insightful and we aligned a perfect storm of discovery.” Top-funnel for now. The Immersive games and other experiences are aimed at discovery of the Walmart brand and their products at the top of the marketing funnel. Over time, as users engage more, there will be more opportunities for consumers to make transactions, with both virtual and real-life merchandise, according to Breton, who also says Walmart is early in their strategic process regarding the metaverse. “This is an opportunity to show up where consumers 17 to 24 actively are and represent our brand and get them to think about Walmart differently,” said Breton. To drive users to the Walmart hubs, the retailer is using paid and earned media, both in-game and on platforms besides Roblox. Walmart Land. Because this platform is a massive virtual landscape, Walmart is using the metaphor of “isles” to mark off their specific regions of the game. Internally, Walmart is also referring to these “isles” as potential “aisles” in a virtual shopping experience. Roblox users can now visit Walmart Land and play 3D games via their avatars. There are currently three experiences built off of Walmart Land, each with their own spinoff activities. For instance, on Electric Island, avatars can traverse an interactive piano walkway, engage in a dance challenge and play a cross-promotional trivia game hosted by Netflix. In October, Walmart Land will host a motion-capture concert on Electric Island, dubbed “Electric Fest.” There, users will see performances by YUNGBLUD, Madison Beer and Kane Brown. House of Style includes an oversized cosmetics obstacle course and a roller-skating rink, as well as a virtual dressing room. It features brand tie-ins for fashion and beauty labels aligned with the audience demo, such as af94, UOMA by Sharon C, ITK by Brooklyn & Bailey, Lottie London, Bubble and others. Walmart’s Universe of Play. Linked to Roblox’s Universe of Play, Walmart’s version will feature interactive games and toys, just as the holiday season picks up. Here, users can earn virtual coins and other virtual goods, aka “verch.” Key brand tie-ins for Walmart’s Universe of Play include Jurassic World, Paw Patrol and Razor Scooters. “Verch is very much a part of our strategy,” said Breton. “At launch all verch will be available through meaningful discovery, for instance by going to the top of Electric Island and playing the dance-off challenge. The game mechanics unlock tokens for virtual goods. From there, we’re looking at ways to expand verch to benefit the business.” Users can interact in these virtual experiences using a laptop or desktop, their iPhone or Android phone, an Xbox console, or the Oculus Rift or HTC Vive VR headsets. Usually steak and shrimp or steak and lobster or steak and crablegs. All three are great but many Michiganders like to roll another way. My friend and I chose walleye that was caught in Michigan and venison that was harvested in the Mitten state. How to Make the Walley Tommy Carroll/TSM Tommy Carroll/TSM loading… Well first, you need to go and catch a decent walley or two depending on how many people you are planning to feed. In this case it was just my buddy and I so 26 inch walley will do. The walleye had been soaking in water and while still wet, i put some filets in the a platic bag that had the Drakes mix inside. Shook the bag until the filets were covered and did this until all the pieces of fish were ready for the deep fryer. It is always better to have the grease good and hot before frying to the fish so the fish doesn’t hold much oil. Once the filets are golden brown they are ready to be removed from the grease to cool and then eat. How to Make the Venison Tommy Carroll/TSM Tommy Carroll/TSM loading… First you will need some fresh venison. My buddy Adam bagged a beast and brought some nice pieces of backstraps for our surf and turf meal. Beef fat helps the flavor of steaks and roasts but the talor on the deer do not enhance the flavor of venison. Remember venison cooks faster than beef so you don’t need to cook it as long. Tommy Carroll/TSM Tommy Carroll/TSM loading… The grill was heated to 400 degress. The venison was seasoned with garlic powder, black pepper and minced onions. The venison actually cooked up faster than frying the walleye. Tommy Carroll/TSM Tommy Carroll/TSM loading… You can always season to taste but make sure and turn the venison a couple times while on the grill and cook it fast and it should turn out perfect. I like to dip my walleye in ketchup but the venison was just eaten right off the fork. That’s some good stuff right there and you cannot get more Michigan than a Michigander surf and turf. U.S. CFTC Shakes Crypto Industry After Action Against DAO – Who’s Next? – Cryptonews https://clarkcountynewsnow.com/u-s-cftc-shakes-crypto-industry-after-action-against-dao-whos-next-cryptonews/ Source: Adobe/JHVEPhoto The U.S. Commodity Futures Trading Commission (CFTC) has rattled the crypto community with an enforcement action it brought against Ooki DAO, leaving market participants fuming and unsure of which protocol could be targeted next by regulators.  In the September 22 press release, the CFTC revealed that it had issued an order to both file and settle charges against tokenized margin trading platform bZerox LLC (bZx) and its founders Tom Bean (Bean) and Kyle Kistner (Kistner).  The charges include illegally offering leveraged and margined retail commodity transactions in digital assets; engaging in activities only registered futures commission merchants (FCMs) can perform; and failing to adopt a customer identification program as part of a Bank Secrecy Act compliance program since 2019.  The CFTC also opened a federal civil enforcement action in the U.S. District Court for the Northern District of California charging the Ooki DAO – the DAO that took over management of bZx from the founders in August 2021 – with the same crimes. According to the CFTC, bZx will pay a $250,000 penalty.  “Margined, leveraged, or financed digital asset trading offered to retail U.S. customers must occur on properly registered and regulated exchanges in accordance with all applicable laws and regulations. These requirements apply equally to entities with more traditional business structures as well as to DAOs,” Gretchen Lowe, the CFTC’s acting director of enforcement, said in a statement.  Crypto community kicks back against the action However, the action has been met with pushback from the crypto community and even a Commissioner of the CFTC. CFTC Commissioner Summer K. Mersinger published a dissenting statement remarking that the commission does not have the legal authority to enforce liability on DAO token holders based on their participation in governance voting.  Crypto advocates have also weighed in on the development. The executive vice president and head of policy at the Blockchain Association, Jake Chervinsky called the action “the most egregious example of regulation by enforcement in the history of crypto.”  Collins Belton, a managing partner at Brookstone P.C., opined that the action feels like the CFTC is looking to force regulatory overreach. Gabe Shapiro, the general counsel at Delphi Capital, added that the CFTC’s positions are wrong and the action is much worse than SEC token issues.  The action, meanwhile, is only the latest enforcement action taken by a U.S. regulator targeting the crypto industry. The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) addition of crypto mixer protocol Tornado Cash to its list of specially designated entities also left the crypto community shaken as to which protocol could be next in line for regulation.

That year a U.S. appeals court found the program Snowden had exposed was unlawful and that the U.S. intelligence leaders who publicly defended it were not telling the truth. Markets are expecting to see another hike of similar proportions at the next meeting in early November. On Friday, none of the sub-industries were above their 10-week average and only 7% were higher than their 40-week average, or “exactly the same levels” as on June 17, according to the note. “With the 10- and 40-week breadth indicators now again at levels that traditionally indicated a very oversold condition, CFRA thinks the S&P 500 and its constituent sectors and subindustries are ripe for a relief rally. The only question is whether the rally will have legs or get sold into,” Stovall wrote. — Sarah Min Sell-off for the pound, British debt hitting key historical levels The big moves in the UK currency and bond markets may be reaching technical oversold levels, according to Peter Boockvar of Bleakley Advisory Group. “The dramatic plunge in the pound and Gilts is unbelievable and to the point where at least the pound is likely a buy. The 14 day [Relative Strength Index] is down to just 15 and the 7 day is at just 8. The 14 day is matching the lowest since March 2020 and January 2016 before that which was a few months before the Brexit vote,” Boockvar wrote in a note on Monday. Daniel Park Obituary (2022) – Elkin, NC – The Tribune – Legacy.com https://clarkcountynewsnow.com/daniel-park-obituary-2022-elkin-nc-the-tribune-legacy-com/ Daniel (Dan) Joseph Park, of Elkin, passed away at his home on Wednesday, Sept. 21, 2022. He was 88 years old. Dan was born in Elkin on Feb. 23, 1934, to the late Ruth Edwards Park and John Addison Park. Dan graduated from Elkin High School in 1952, Duke University with a BA in 1956 and Duke Law School with a L.L.D. in 1959. Dan served as the manager of the ACC-undefeated Duke football team in 1955. Dan began his law practice in 1959 as an associate with Charles M. Neaves Sr. until 1961 when he went solo, except for a partnership of Finger and Park from 1966 to 1981. Dan claimed that God smiled upon him and his practice as he enjoyed a successful litigation and general practice career for over 60 years. He loved doing what he could for those who “came in the door”. Dan was very involved in the NC State Bar having been instrumental in starting the General Practice Committee, General Practice Hall of Fame, and NC General Practice Deskbook. He was president of the Surry County Bar Association, the 17th Judicial District Bar, and served as councilor of the 17th Judicial District Bar. Dan was proud to have been a founding director of Yadkin Valley Bank and Trust Company in 1968 (the 2nd independent bank since 1932). He served as its attorney, director, and chair of the Executive Committee until the bank became involved in multiple mergers commencing in 2002 when it was in the top ten of all categories for banks in North Carolina. Dan’s proudest endeavor was the creation of a town park. He led the effort to raise funds for the purchase of the park land, and the first phase including pool, tennis courts, playground, and walking track. He later initiated, chaired, and led the effort to raise funds to build the park indoor facility. For this and his other civic activities, June 29, 2009, was proclaimed Daniel J. Park Day in Elkin by the mayor. Dan was an active member of First United Methodist Church where he served as Chair of the Board of Trustees and Administrative Board. He served on all other church committees possible at some point and as a Lay Leader, Sunday School Teacher, and coach of the Church basketball team. In Surry County, Dan was a member of the Board of Elections, Chair of the Young Republicans, and the Republican Party. He was a member of the Jaycees, Lions and Rotary Clubs. He also chaired the Elkin ABC Store from its establishment in 1982 for many years. One of Dan’s final contributions to the Elkin community was his generous sale of land and donation of an easement to the State of NC for establishment of the park at Carter Falls. Carter Falls was his sanctuary and happy place, but ultimately, he knew the beauty of the waterfalls needed to be shared with the community. Dan enjoyed playing tennis for most of his life, traveling with his wife, Sallie, the occasional guy’s golf trip (invited not for golfing abilities but for his contribution to the fun), playing Monopoly with his grandchildren and outdoor recreation. Dan will be missed for his quick wit and fun nature, devotion to his community, strong work ethic, love of a challenge and fierce competitive nature. He was preceded in death by his wife, Sallie Ann Carroll Park, siblings Bob Park, Jack Park, Marilyn Casstevens and Brenda Farthing. Surviving are his children, Lark Park Elliott (Tom) of Charlotte, Mark Curtis Park of Salisbury, and Daniel Clark Park (Linda) of Woodinville, Washington. Also surviving are his grandchildren Lucy and Mac Elliott, Erica and Addison Park, and John and Catherine Park. A memorial service will be held on Monday, Oct. 3, at 2 p.m., conducted by Rev. Howard Fleming at Elkin First United Methodist Church. The family will receive friends at the church following the service. In lieu of flowers, the family suggests that any memorial contributions may be made to Elkin Recreation & Parks Department, P.O. Box 345, Elkin, NC 28621 or Elkin First United Methodist Church, P.O. It said TikTok may have processed the data of children under 13 without appropriate parental consent, and processed “special category data” without legal grounds to do so. The commissioner said “special category data” included ethnic and racial origin, political opinions, religious beliefs and sexual orientation. It also said TikTok may have failed to provide transparent, easily understood information to its users. The legal document covered the period from May 2018 to July 2020. Information Commissioner John Edwards said the body’s provisional view was that TikTok “fell short” of providing proper data privacy protections. The body said its findings are not final and that it will consider any representations from TikTok before making a final decision. “While we respect the ICO’s role in safeguarding privacy in the U.K., we disagree with the preliminary views expressed and intend to formally respond to the ICO,” said a statement released by TikTok, which is owned by the Chinese company ByteDance. Britain’s government is pushing through its online safety bill, which requires technology companies to protect children from harmful content. The Information Commissioner’s Office said it has six other ongoing investigations into companies that do not appear to have taken their responsibilities around child safety seriously enough.

The funding programme is a key deliverable under the national drugs strategy to strengthen the prevention of drug and alcohol use, and associated harms among children and young people. The programme fulfils a Programme for Government commitment and aligns with actions in the EU Drugs Action Plan. “I am delighted to announce the allocation of €1.5m for a drug prevention and education programme over three years. This is the first time that national funding has been provided for drug prevention. Drug prevention is a key pillar in our health-led approach to drug and alcohol use, that seeks to reduce the harmful use of drugs and alcohol from an early age. This initiative will build on local and sectoral initiatives, such as Know the Score, and will draw on evidence from Europe to professionalise and elevate the practice of drug prevention in Ireland. In particular, the programme will promote the European Prevention Curriculum and international prevention standards.” The programme will support prevention across five sectoral themes: schools general youth/community families environmental third level institutions. Funding of up to €100,000 a year for three years will be available for drug prevention projects under each theme. “I am inviting stakeholders with an interest in drug prevention to submit joint proposals that are evidence-based and informed by population needs. Inter-agency partnership and collaborative working is at the heart of the national drugs strategy. Local and regional drug and alcohol task forces have a good track record in drug prevention. They have an opportunity now to advance their work in collaboration with sectoral bodies such as youth organisations, family services, third level institutions, community action against alcohol initiatives, the HSE and the Dept of Education.” The Department of Health hosted a webinar to mark the launch of the drug prevention and education programme. The guest speaker was Gregor Burkhart, Principal Scientific Analyst for Prevention at the EMCDDA, and Co-founder of the European Society for Prevention Research . The call will be open for 6 weeks, with a closing date of 11 November, after which the successful projects will be announced, according to the criteria set out in the programme. It is envisioned that successful projects will commence activities in Q1 2023. Drug Prevention is defined broadly as policies, programmes and practices designed to reduce the incidence and prevalence of drug use (including alcohol, tobacco, illegal drugs) and associated health, behavioural and social problems. Prevention can be measured in terms of behavioural changes. It includes: Universal interventions and policies address all members of a target group, regardless of their underlying risk of substance use or substance use history. However, most are likely to be non-users. This category of interventions would encompass most of the school-based curricula and school and environmental policies that we will learn about later. Selective interventions address vulnerable groups, where substance use is often concentrated, and focus on improving their opportunities in difficult living and social conditions. (Kitco News) – California Governor Gavin Newsom has vetoed a bill crafted to create a licensing and regulatory framework for cryptocurrency firms in the state, citing the need for a more flexible approach to “keep up with rapidly evolving technology and use cases” for digital assets.  The bill in question, AB 2269 – also known as the “Digital financial asset businesses: regulation” – was introduced by a California Assembly member earlier this year and passed in the Assembly and California State Senate at the end of August.  Under the bill, crypto companies wishing to serve California residents would be required to first receive a license to do so, and it would have also formally adopted new rules governing stablecoins. This includes a requirement that licensed companies only engage with bank-issued stablecoins, which must remain 100% backed by reserves. The bill actually arose out of an executive order issued by Newsom in May but is considered “premature” by the governor due to its attempt to lock in a licensing regime under Assembly Bill 2269 without first considering prior research and forthcoming federal actions. “Digital assets are becoming increasingly popular in our financial ecosystem, with more consumers buying and selling cryptocurrencies each year,” said Newsom in a letter addressed to members of the California State Assembly. “It is premature to lock a licensing structure in statute without considering … forthcoming federal actions.”  “A more flexible approach is needed to ensure regulatory oversight can keep up with rapidly evolving technology and use cases and is tailored with the proper tools to address trends and mitigate consumer harm,” the governor said. Newsom also cited the cost of establishing a new regulatory program, which will require a loan from the state’s general fund that will exceed tens of millions of dollars during the implementation of the bill.  “Such a significant commitment of general fund resources should be considered and accounted for in the annual budget process,” the governor said. While he refused to sign the bill, Newsom indicated his intention to work “collaboratively” with California’s legislature to achieve regulatory clarity once federal regulators get more settled on their approach to digital financial assets.  The veto comes as Federal regulators have begun to increase their actions in regard to cryptocurrencies. First:  U.N. tech standards race sets up a proxy battle between U.S., Russia U.S. officials have voiced mounting concerns about ceding leadership to China and other rivals in setting global technical standards for emerging technologies like 5G and artificial intelligence, which could have sweeping implications on economic development and internet access.  This week, scores of U.S. diplomats, regulators and Biden administration officials are pushing to gain new ground, converging on the United Nations to rally behind their preferred candidate to lead a key digital standards unit.  Up for grabs is the top role of secretary general at the U.N.’s International Telecommunication Union (ITU), a 157-year old specialist agency that helps to oversee how radio waves are divvied up globally and how different technologies interconnect across borders.  The election formally pits Doreen Bogdan-Martin, an American ITU veteran backed by the White House, against Rashid Ismailov, a former Russian government official and Huawei executive. Current and former U.S. officials say what’s on the line is much bigger — it’s a battle between competing visions for the future of emerging technologies and the internet.  Tom Wheeler, former Democratic chairman of the Federal Communications Commission, last month called it “the most important election you never heard of,” featuring a choice between an “open internet, or a kind of state-controlled internet that resembles Russia’s and China’s.” The Biden administration seemingly shares that urgency, deploying a massive delegation to the ITU conference kicking off Monday that will decide the fate of the top role.  Deputy Assistant Secretary of Commerce for Communications and Information April McClain-Delaney, one of the officials heading to the summit in Bucharest, Romania, told me that the contest between Bogdan-Martin and Ismailov “is a stark choice in terms of vision and openness.” China has increasingly sought to exert influence over global standards-setting bodies over the past decade, including the ITU, prompting U.S. concerns that the tactic will shape what technologies are adopted and further fracture the internet between the West and its rivals.  Sean Kelly, a spokesperson for Rep. Cathy McMorris Rodgers (R-Wash.), called it “critical that someone like Doreen Bogdan-Martin represent the U.S” and that “we encourage trusted companies to participate and lead in these international standards bodies.” Kelly added that it would “thwart any efforts by adversaries like Russia and China to control our technological future.” Current and former U.S. officials have expressed concern that China and Russia are pushing to broaden the scope of the ITU’s work to include more sweeping internet governance and to shift away from its decentralized decision-making process. “Some of these more autocratic nations want to go in and have more of a top-down approach and have more control over the type of internet and the standards,” McClain-Delaney said. She added, “I think the other big issue is mission creep. … We don’t want it to go into internet regulation, or a broader regulatory regime, because digital taxation — those issues are really handled in other forums.” Top U.S. officials are arguing that Bogdan-Smith would be a win both for greater inclusivity in decision-making at the agency, which has nearly 200 member states, and for more emphasis on digital equality as a result.  McClain-Delaney argued that under Ismailov, “the vision, the priorities of the ITU would definitely be much less inclusive.” Geoffrey Starks, a Democrat who sits on the Federal Communications Commission, said in an interview that Bodgan-Smith aims to deliver “an inclusive digital future where everyone’s connected, everyone has access to the opportunities that the internet brings.” Democratic FCC Chairwoman Jessica Rosenworcel in a statement highlighted Bogdan-Smith’s “proven track record of driving greater broadband and modern communications in all countries.”  During a news conference last week, Ismailov pushed back on the notion that under him the ITU would take on a greater role in issues like content regulation.  “I don’t think the ITU will be able to control or regulate that,” he said, according to an official translation. And he suggested efforts to expand internet regulation reflect member interest. “Those organizations who don’t want to have any regulation, they’re saying that the ITU tries to take over the regulation and the management of the internet,” he said. “That is not so. The representatives of the countries want to have an international legal framework on the regulation of the internet and to agree on it.” Ismailov also disputed suggestions that what he’s pushing for will fragment the internet. “We would like the internet to remain a unified platform, a single space,” he said.  Natalia Abbakumova from Moscow contributed to this report. Iranians are grappling with widespread internet blackouts Amid intensifying national protests and widespread internet outrages, Iranians are turning to virtual private networks and other tactics to get online, Bloomberg News’s Patrick Sykes, Thomas Seal, and Arsalan Shahla report.  “On Friday, mobile networks suffered a ‘full shutdown,’ according to Cloudflare, a content delivery network business,” the report said. “That follows nationwide blackouts from 3:30 p.m. until about 10 p.m. on Wednesday, according to a blog post from the company. Iran’s internet use is heavily mobile-based, with some 85% of site requests coming from mobile devices, the blog added.” Blocks in Iran against many virtual private networks and major platforms like Google, however, are hampering efforts to connect to the internet. In response, the U.S. Treasury Department on Friday issued guidance expanding internet services in Iran despite sanctions against the country, as Reuters reported. House Republicans set sights on Silicon Valley in midterm agenda House Republicans unveiled a midterm agenda Friday that took direct aim at the tech giants over allegations they are biased against conservatives and pose risks to children. The “Commitment to America” includes as a central plank a pledge to “confront big tech and demand fairness,” and criticized tech companies for “crystalizing an ideological echo chamber” and creating addictive apps that pose “potentially devastating consequences” for children. While sparse on specific policy proposals, the agenda calls for boosting data privacy and security protections and giving parents “more tools to keep their kids safe online,” offering a potential preview of the legislation GOP leaders will pursue if they retake Congress. Amazon, AT&T could foot some of the biggest bills under new minimum tax A handful of large companies, including e-commerce behemoth Amazon and telecom giant AT&T, could bear most of the financial burden from the 15 percent corporate minimum tax signed into law last month, the Wall Street Journal’s Richard Rubin and Theo Francis report. According to a new estimate out of the University of North Carolina, the report said, “Berkshire Hathaway would have paid the most in 2021, at $8.3 billion — or about a quarter of the estimated total — followed by Amazon at $2.8 billion and Ford Motor Co. at $1.9 billion. Add the next three companies, and that reflects more than half the $31.8 billion total: AT&T Inc. at $1.5 billion, eBay Inc. at $1.3 billion, and Moderna Inc. at $1.2 billion. “Amazon declined to comment on the figure but said it awaits federal guidance. Five Covid Questions Scientists Still Can’t Answer – The Washington Post https://clarkcountynewsnow.com/five-covid-questions-scientists-still-cant-answer-the-washington-post/ Since a new coronavirus launched the global pandemic that has now killed more than 6.5 million people — 16 percent of them in the United States alone ― scientists in record numbers have devoted themselves full time to unraveling its mysteries. In less than three years, researchers have published more than 200,000 studies about the virus and covid-19. That is four times the number of scientific papers written on influenza in the past century and more than 10 times the number written on measles. Still, the virus has kept many of its secrets, from how it mutates so rapidly to why it kills some while leaving others largely unscathed — mysteries that if solved might arm the world’s scientists with new strategies to curb its spread and guard against the next pandemic. Here are some of the most pressing questions they are trying to answer: Where did the virus come from, and why has it been so successful? Scientists have found very similar viruses in horseshoe bats living in remote caves in Laos, southern China, and other parts of southeast Asia. So far, though, no one has succeeded in drawing a line between the viruses in bats and the Huanan Seafood Market, which sold and butchered live animals in Wuhan, China, and where many scientists believe the virus first spilled over into people. That theory is backed by multiple lines of evidence, including the clustering of early covid cases around the market — documentation laid out in two peer-reviewed papers published this summer. But key details remain elusive. We do not know where in the market the leap from animals to humans took place, or which animals were involved. Nor do we know the precise steps in the process. “What particularly drove that spillover?” asked Vincent Munster, chief of the virus ecology section at Rocky Mountain Laboratories, a research facility in Hamilton, Mont., that is part of the National Institute of Allergy and Infectious Diseases. “We’ve now identified 20 or 30 of these viruses that all look very similar, but they are not the same. What is the true hideout place of the progenitor of SARS-CoV-2?” Several investigations have not been able to categorically rule out the possibility the virus escaped from a laboratory in China, although many scientists believe that is far less likely than that it jumped from animals as part of a natural process. Escape from a lab could involve at least two scenarios: one, in which the virus evolved in nature and was being studied by scientists; another in which the virus was created in the lab by researchers examining factors that might cause a coronavirus to become more deadly or more transmissible. Scientists working at the Wuhan Institute of Virology, a major research center that studies coronaviruses, have denied ever having the virus in their laboratories, but that has never been corroborated by outside investigators since Chinese authorities limited access. Whatever its origins, SARS-CoV-2 has proved far more successful at infecting large numbers of people than other coronaviruses, including the one that surfaced in Asia 20 years ago causing severe acute respiratory syndrome, a less contagious though also sometimes fatal illness. Both coronaviruses invade human cells through a spike protein that attaches to the ACE2 receptor on the surface of human cells. Yet the trajectories of the two pathogens could hardly be more different. The original SARS, which emerged in China in late 2002, sickened 8,098 people, killing 774. But that outbreak was over within a year due in large part to 19th century public health measures such as social distancing and isolation of the infected ― many of the same steps public health officials have urged during the current pandemic. However, SARS patients, unlike those in this pandemic, “are most likely to be contagious only when they have symptoms, such as fever or cough,” according to the Centers for Disease Control and Prevention. That made it easier to identify and isolate them. Resolving the uncertainties surrounding how SARS-CoV-2 was first transmitted to people and why it has thrived are “extraordinary questions,” Munster said, “because they would actually tie back to preparation for the next pandemic which everybody is worried about.” How is the virus evolving, and will there be new variants? Early on, scientists delivered a seemingly comforting message about coronaviruses, the family to which SARS-CoV-2 belongs: Other viruses acquire mutations more frequently, making them more difficult to keep up with and raising the possibility they will develop more contagious or deadly versions. Coronaviruses have their own proofreading system that helps limit mutations as the virus makes copies of itself. But the reassuring message was soon followed by a parade of Greek letters ― alpha, beta, delta, now omicron ― signifying new, more contagious and occasionally more lethal variants of the virus. These variants are able to dodge the disease-fighting antibodies that protect people after being infected or vaccinated. “We know that unfortunately immunocompromised people are a major breeding ground for these noxious variants because of the accelerated evolution of the virus inside them,” said Eric Topol, a professor of molecular medicine at Scripps Research Institute in La Jolla, Calif. “With all of the tens of millions of immunocompromised people around the world, the one that gave birth to omicron — what was it about that person?” Because vaccination can pose a risk to some people with weakened immune systems, some did not take the vaccine, leaving them vulnerable to the virus and especially to long illnesses. The longer the virus remains inside a person, the more copies of itself it makes, each one offering a fresh chance to develop a mutation. “But the language of the virus, the way it really comes up with ways to hurt us and infect us, and hijack our cells,” said Topol, “It’s always ahead of us and then we say, ‘Oh, that’s how it did it.’ “But we haven’t cracked its code.” It is unlikely the virus has finished mutating or churning out new variants. Scientists believe it will continue evolving to become better at escaping the human immune system. But researchers are uncertain what future variants might look like. “The virus is becoming more infectious, but less dangerous for the majority of people,” said Bill Powderly, co-director of the Division of Infectious Diseases at the Washington University School of Medicine in St. Louis. “But we’ve no guarantee that the virus wouldn’t develop additional mutations that would eventually make it more virulent in the future.” An additional concern is whether animals infected with the coronavirus might become reservoirs for the evolution of new variants that might jump back into humans. According to a report last January, the virus had already been found in 29 other mammals. To date, incidents of animals infecting humans are rare. But some scientists fear that if the virus continues to spread to new species, it might pick up mutations as it adjusts to the environment inside those animals and then, transmit potentially more dangerous variants back to humans. Can we develop a coronavirus vaccine that will protect against future variants? The swift development of vaccines to protect against severe illness and death from covid-19 has been hailed as one of the great scientific achievements of this century. But the vaccines did not, as some had hoped, bring the pandemic to an end. They provided protection against severe illness and death, but not infection and transmission, especially after the arrival of the more transmissible delta and omicron variants. “They’ve been extremely effective, but they also have their shortcomings,” said Mark Siedner, an infectious-disease doctor at Massachusetts General Hospital. “Immunity wanes, and their ability to protect us against newer variants has been variable — in some cases quite strong, in other cases, not as good as we’d like.” Even people who were fully vaccinated have become infected with the latest iterations of the virus. The United States still records more than 50,000 new daily infections and 400 deaths daily, according to seven-day averages compiled by The Washington Post. While a new booster shot targeting both the original strain of the virus, as well as the now-dominant omicron subvariants, was authorized in late August by the U.S. Food and Drug Administration, some argue that reconfiguring vaccines to match the last variant will always put us one step behind the virus. Jeffrey Shaman, director of the climate and health program at the Columbia Mailman School of Public Health, said the goal should be to develop a comprehensive vaccine that could protect against every version of SARS-CoV-2 — those we know about and those still to come. “Can we develop a universal vaccine, effective across all existing and forthcoming variants, that confers sterilizing immunity, in other words that prevents infection altogether?” he said. Developing such a vaccine poses challenges, acknowledged Stuart Cohen, chief of infectious diseases at UC Davis Health. In the meantime, “the beauty of [existing] RNA vaccines is that they can modify them very quickly,” he said. Scientists developed the mRNA vaccines by examining the part of the virus that has the most contact with the cells in our immune system — commonly referred to as the spike protein. “But the problem with these variants is that this is the exact part of the virus that is changing the most,” Siedner said. The newly configured booster shots focus on the spike protein, too, but use two versions of it: one from the original strain identified in Wuhan; and another from the omicron variant. The CEO change comes after Rackspace failed to find a suitable buyer for its business in August 2022, and reorganized into public and private cloud business units. Additional moves in 2022 include expanding the company’s managed security business practices and data analytics capabilities. Rackspace Explored Company Sale Rackspace CEO Amar Maletira The background: Rackspace since May 2022 had been “evaluating strategic alternatives and options” — which essentially means the multi-cloud MSP wanted to hear potential buyout bids for some or all of its businesses. Moreover, Rackspace had received “inbound interest” for one of its businesses, though the potential suitor and technology focus were not disclosed, the IT service provider indicated in May 2022. Fast forward to August 2022, and Rackspace decided that “continuing to execute our strategy is our best path forward for value creation,” a spokesperson told Barron’s. Although Rackspace is respected as multi-cloud MSP for Amazon Web Services (AWS), Microsoft Azure and Google Cloud Platform (GCP), the company’s overall business growth rate has largely lagged the MSP and MSSP markets. Indeed, Rackspace Q2 2022 financial results (which surfaced in August 2022) included Overall revenue of $772 million, up 4 percent from Q2 of 2021. A net loss of $41 million, compared to net loss of $37 million in the second quarter of 2021. In stark contrast, the MSP market is growing about 9.45% annually, according to Technavio, and the MSSP market is generating double-digit annual percentage growth rates, Markets and Markets reports. Rackspace CEO Change: CFO to Lead Multi-Cloud MSP Fast forward to September 2022. In a prepared statement about the CEO change, Apollo Global Management Co-Head of Private Equity David Sambur said: “Amar brings broad management and leadership experience, and over the course of his career, he has helped transform several multi-billion-dollar technology businesses. He has also been instrumental in crafting Rackspace Technology’s new strategic direction and operating model. We believe his appointment as CEO will allow us to improve and accelerate the execution of our new go-forward strategy.” Added Maletira: “I thank the Board for the opportunity to lead Rackspace Technology. I am very excited about the journey ahead and look forward to leading the company as we transition to our new strategy and operating model. Michelle Randolph  |  Special to the Telegraph-Forum/USA TODAY NETWORK The Stearns family name was passed down through the centuries to the new land known as the Massachusetts Bay Colony. The colony was created by charter from King Charles and gave the colonists the right of self rule on Feb. 27, 1629. A year later Isaac Stearns and his beloved wife Mary, with other emigrants, embarked on the good ship Arabella from Yarmouth, England, on April 8, 1630. The Arabella was a sailing ship of 350 tons, 28 cannons and 52 seamen and was captained by Nathaniel Melbourne, who was also part owner. The couple arrived in this land at what was to become Salem, Massachusetts, on June 12, 1630, with their three children. Also aboard ship was Gov. John Winthrop.  Richard Stearns is a descendent of Isaac Stearns. He was born to Albert and Ruth (Yates) Stearns on April 23, 1936, and is the eldest of seven siblings consisting of four brothers and three sisters. While growing up on a farm Richard learned all of the aspects of farm life, from taking care of livestock to planting and harvesting crops. In school he found that the classes in science, mathematics and history were of special interest to him. He played baseball and ran track on the school teams. He graduated from Jackson-Liberty High School in Seneca County in 1954. Upon graduation from high school, Richard looked into attending college but funds were not available. With six younger siblings he couldn’t ask his parents for help as money was scarce. In order to get money to start college, he worked at a lumber company, a construction company and at a factory. With little progress financially, he joined the Air Force as the GI bill was offered as a path to a college education. Scored high in military tests During basic training, tests were given to recruits which helped determine their career fields. Richard scored high in the tests, and he was counseled about his career field. He was told that he had choices of photography, air police and also an area that they would not reveal to him until a security clearance was completed. Not wanting to jump into the unknown, Richard chose photography as his interest.  About a month later he was told that photography was closed and that he was being checked by the FBI for his security clearance. The FBI report had him passing his security clearance. He would begin tech school that would take nearly a year to complete. After training in tech school, he graduated as a military intelligence analyst, which included a top secret crypto security clearance. The next 18 months were on overseas assignment. While at Clark Air Base in the Philippines he was named “Airman of the Month.” When traveling, he carried a radiation detector at all times to be able to check for radiation exposure. Before returning to the states, Richard had been to 15 different countries on three different continents. Upon returning to the U.S. for the last 18 months of his enlistment, his assignment was to be spent at National Security Agency (NSA) headquarters at Ft. Meade in Maryland. At the end of his enlistment the Air Force wanted Richard to reenlist, but he declined. And NSA wanted him to come aboard as a civilian analyst. But Richard saw the path to that college education he wanted by using the GI bill.  Richard received an honorable discharge. He felt it was an honor to be able to serve the United States of America. While many service members had their “war stories” to tell, Richard had an obligation to keep sensitive information under lock and key.  There was an “incident” that he can speak to. Two analysts from NSA took a vacation to Florida. They didn’t return as scheduled, so their whereabouts was investigated. It was found that they had gone to Cuba and then to the USSR (Russia). Cuba was and still is under a strong communist influence from Russia. The two analysts had defected to Russia for an unknown sum of money and a promise that they would be heroes there. The Soviets obtained information they wanted but then had no use for them. The U.S. didn’t either. In the U.S. they would be prosecuted for security violations of top priority, breaking the oath to which they had sworn and face severe penalties as traitors. After Richard’s enlistment was up, he enrolled in Bowling Green State University to pursue a degree in business law. He moved to Crawford County in 1966 and became the president of Gerlo Corp., holding that office from 1967-89. During this time the county superintendent of schools approached him to do substitute teaching. Richard let him know that he hadn’t enrolled in any education classes, but that didn’t deter the superintendent as he was desperate for subs. During the next few months Richard did substitute teaching between the college courses and school classes. At a certain point Richard came to a conclusion that teaching would be great career and he could contribute to the education of the students. He dropped the idea of getting a business law degree and switched to education as a career choice. Richard started his teaching career at Wynford Schools in 1969. After two years at Wynford, he applied for a similar position with Colonel Crawford Schools. He had obtained his bachelor’s degree and later also his master’s degree .  Member of several educational organizations Richard joined the Colonel Crawford Education Association (CCEA), the Ohio Education Association (OEA) and the National Education Association (NEA) so he could be informed on educational issues that were in legislative discussions. He was elected president of CCEA and also served as lead negotiator for teacher contracts. That followed with being elected chairman of North Central Ohio Education Association (NCOEA), consisting of six counties with 33 school districts. He was then appointed to the OEA President’s Advisory Council. Richard gave testimony to the Senate Education Committee on shortcomings of obligations by charter schools. He testified about the charter school, Electronic Classroom of Tomorrow (ECOT), which was later charged with owing the State of Ohio more than $60 million dollars in false billings and fake enrollment records. Richard was appointed as legislative contact person for the OEA. He was also recognized by the National Reference Institute as “Who’s Who in American Education” for a significant contribution to American Education and was listed in their publications.  In 1994 Richard retired from classroom teaching. “In looking back over my classroom time, I appreciated and enjoyed the time I had with the students,” he said. “It was a pleasure to see them take on new challenges and to grow academically and socially.” He was also happy upon learning of successes his former students were experiencing in their adult lives.          In retirement, Richard joined the Crawford County Retired Teachers Association (CCRTA), the Ohio Retired Teachers Association (ORTA) and the National Retired Teachers Association (NRTA). He was appointed legislative chair of CCRTA to speak on issues before the state legislature which had content that concerned retired teachers. Richard was elected president of CCRTA and became District V director of ORTA. He gave testimony to the State Teachers Retirement System (STRS) on inequities in the retirement system. He also gave testimony before the Ohio Retirement Study Council (ORSC) on those same inequities. He was elected Western Area vice-president of ORTA and was appointed state membership chairman. That was followed with being president-elect and then a year later as state president of  ORTA. Each county throughout the state had their own chapter of retired teachers. Richard traveled statewide to attend their meetings and update the members on concerns that the state and federal legislatures were discussing which would affect retired teachers. He listened to their concerns, addressed their questions and informed them when it was in their interest to contact their representatives in the state and federal legislatures.      Awarded $10,000 grant from NRTA The NRTA  advertised that they were offering $10,000 in grant money for a grant to improve retired teacher groups for all the states. At ORTA they decided to submit a proposal for membership growth and were awarded the grant money. Richard and his team worked for nearly a year in compiling, sorting and testing the information before submitting the finished product in a handbook. The NRTA liked what they saw and invited Richard and the team to their national conventions. They flew them to San Francisco and also to Washington, D. C. to make presentations to the states attending the conventions. After five years as a state officer, Richard wanted to take some time for himself to travel, play some golf, maybe do some fishing and relax. Then a new venture presented itself. He was asked to serve on the Harvey One Room School Board. After a year Richard started to produce the newsletter, the “Harvey Slate.” He was then elected vice-president of the board followed by being elected as president of the board. That put him into contact with the Community Foundation for Crawford County where Harvey School finances were secured. Richard was asked to help evaluate applicants for scholarships held at the Community Foundation. He remembered the struggles he had in getting his college degrees, so he established a college scholarship. It was to help any Crawford County college student in their third or fourth year of study to assist them in completing their degrees in either education or medicine, two fields that he regarded as most beneficial to everyone.
