We usually attend to our eyes, when something is wrong, by which time, a fair amount of damage is already done. Eye care needs to be a little higher on our list of priorities than it is right now. Think about how much our eyes do for us all day long, from the moment we open them and begin our day, to when we close them at night. Taking care of them is no longer a nice thing to do, It is essential. So on the occasion of World Eyesight Day, here are 5 eye exercises prescribed in Yoga which will help keep your eyes on top of their game: They help relax the eyes, strengthen the muscles around the eyes and enhance the functioning of the optic nerves.  If you are prone to seizures, please consult your doctor before starting these exercises, and also it is helpful to splash your eyes with cold water before doing any of the below exercises Remember to keep the head and your spine straight, shoulders pulled back and the chin parallel to the floor throughout the exercises. Inhale and exhale through the nose Rub the palms of your hands until they become warm and gently use your palms to cup your eyelids. Feel the warmth of the palms being transferred onto the eyes and you will feel instantly relaxed Keeping your eyes closed, lower your hands and continue breathing Once again rub the palms and repeat the process at least three times. Inhale and exhale through the nose Now, make a fist out of your left fingers and stretch the arm forward and point your thumb upward. Ensure the fist and thumb are at your eye level Open your eyes and focus now on the left thumb for 5 seconds and then gently shift the focus to another point straight ahead beyond the thumb for 5 secs and repeat this pattern 5 times, shifting the focus from the left thumb to a point further, both at your eye level. Side Focus – Helping strengthen the muscles around the eyes Sit in any comfortable posture, eyes closed and take a few deep breaths to relax. Inhale and exhale through the nose Now, make a fist out of your left fingers and stretch the arm forward and point your thumb upward. Ensure the fist and thumb are at your eye level Open your eyes and focus now on the left thumb, now slowly move the left thumb to the left on the same eye level, and try to follow the movement of the thumb with your eyes without turning your head. ( do as much as it is comfortable) Bring the thumb very slowly back to the centre, pause for a few seconds and repeat again two times Keep breathing evenly throughout Repeat the same process with the right thumb. Although people recognize the potential disruption that cryptocurrency and blockchain technology may have on various industries and are optimistic about the future of the industry, many of them do not understand how to invest in it and allocate a portion of their overall portfolio to it. It’s no secret that crypto is a complex market, much different than traditional markets, which makes it challenging for individuals new to the space. For example, cryptocurrencies have their own jargon and lingo. There are many things found in crypto that do not exist in traditional securities, including tokenomics, 24/7 markets, hard and soft forks, airdrops, language barriers, technological security issues, etc. And some crypto assets are layer 1 blockchains, while others are layer 2 tokens. As a result, many investors are discouraged by the tremendous learning curve that must be mastered in order to properly build a portfolio of cryptocurrencies and tokens. The good news is that these investors can outsource the management of their crypto portfolio – just like they can traditional assets. By doing so, they are able to achieve an exposure to the asset class while avoiding the difficult task of managing the portfolio. Outsourcing portfolio management Outsourcing investment management is not a new concept. Individuals have been doing exactly this in traditional markets for a long time. Investors in traditional markets can outsource stock and bond management by using mutual funds or exchange traded funds (ETFs). The mutual fund and ETF market is quite large – and rapidly growing. These products have fund managers that select securities based on the goal of the fund. For example, if an individual wishes to invest in US large cap stocks, they can either purchase and manage the individual stocks or they can buy a US large cap stock fund, pay a small fee to the fund manager, and outsource the management. Many investors use funds in their portfolios and have used these products for a long time. Beyond this, some investors do not wish to even select funds in their portfolio, so they outsource fund selection to financial advisors and financial planners. Financial advisors build and manage portfolios for individuals based on their specific situations. Advisors may select funds and investment strategies for their clients, and in doing so the client is able to outsource nearly all parts of their investing to professionals. Outsourcing crypto portfolio management While fund strategies and advisors are a popular solution in traditional markets, these concepts are still new in the crypto world. However, some select financial advisors offer cryptocurrency management, similar to what they offer for traditional financial portfolios. When an investor wishes to outsource their crypto portfolio management to an advisor, the advisor will perform all the research, crypto selection and management on behalf of their client. In this situation, the client has their own account with a crypto exchange and custodian like Gemini or Coinbase, and the advisor has the ability to manage the account on their behalf. It is important to note that the client owns the account and the underlying assets in the account, and that the advisor simply has authority to manage the holdings within the account. This strategy is often called a “Separately Managed Account” or SMA. SMAs offer a unique solution for clients, which allows the client to hold their own cryptocurrencies in their own account. Advisors usually charge a 1-2% fee on the assets they manage on behalf of their clients. These SMA accounts are not yet offered by the traditional custodians like Fidelity or TD Ameritrade, although Fidelity has announced crypto custody and trading services. Investors may also allocate to a crypto-specific hedge fund. In a hedge fund, all investor capital is pooled together and managed in a general account by the hedge fund traders and portfolio managers. Hedge funds allow investors to gain exposure to the crypto asset class and hedge funds also have the ability to not only buy coins and tokens that are offered on crypto exchanges, but they can also take advantage of on-chain opportunities like DeFi and other opportunities that are discovered by the manager of the fund. On the downside, although hedge funds are flexible and can provide a great opportunity to investors, they are often more expensive than using a crypto-specific SMA strategy. The common fees in crypto hedge funds are a 2% annual fee and a 20% fee on the profits generated. Crypto ETFs and mutual funds still in limbo Mutual Funds and ETFs that hold crypto directly do not yet exist. The US Securities and Exchange commission has repeatedly denied applications from investment companies to offer a crypto ETF. While mutual funds and ETFs present a simple solution for many investors in traditional markets, the SEC has been vocal about their concerns with approving a crypto-based fund to exist in the US public markets. The crypto industry is pushing back on the SEC’s denial of crypto ETFs. Recently, Grayscale, a large crypto-focused investment firm, sued the SEC when their request to convert from a trust to an ETF was denied in the summer of 2022. The Grayscale Bitcoin Trust (GBTC) currently has over $12 billion in assets under management (AUM). GBTC trades “over the counter” on public exchanges and many investors are able to purchase the asset in their traditional brokerage accounts. Many people have pointed out that traditional investors are very interested in purchasing publicly traded crypto products, noting that to the size of GBTC’s AUM is evidence of investor appetite and interest in crypto. If a crypto-focused ETF or mutual fund were approved by the SEC, there are many investors that would prefer the simplicity of purchasing that type of fund directly in their already-existing investment accounts. More crypto investment options underway Options for professional crypto management are still limited, especially when compared to the options in the traditional markets. However, while the market for professionally managed crypto accounts is still maturing, desire from traditional investors to invest in crypto is evident. Fortunately, these investors have the ability to hire a financial advisor to manage a crypto portfolio for them via an SMA or may choose to allocate to a crypto-specific fund.

But equipment suppliers and investors are unlikely to find much to cheer from Taiwan Semiconductor Manufacturing Co.’s third-quarter earnings. Net income at TSMC beat estimates, but that’s because the company has become a master at managing expectations. A 3% drop in the Taiwan dollar was a major boost to the bottom line. The revenue outlook for the current quarter appears pretty solid, and the company reiterated its belief that growth for the year will be at a healthy mid-30% level. TSMC also repeated its long-term gross margin target of 53%.  But the rest of the world will find little solace. Its big bombshell came in announcing a 10% cut in spending plans for this year. As recently as July, TSMC was predicting it would shell out a record $40 billion, compared to an earlier forecast of as much as $44 billion. Now it’s looking at $36 billion, which means that it’s wiped out $8 billion of orders in just six months. There’s no way executives at major equipment suppliers ASML Holding NV, Lam Research Corp. or KLA Corp. can spin this positively. In fact, Applied Materials Inc. flagged these troubles just 12 hours earlier when it cut its own fourth-quarter revenue guidance. While much recent attention has been on the Biden administration’s tightened restrictions on US chip technology exports to China, TSMC described the impact as “limited and manageable.” The company confirmed that it received a one-year authorization from the US to continue ordering equipment for 28-nanometer and 16-nanometer manufacturing at its Nanjing factory, a small but significant reprieve.  In truth, the troubles faced by TSMC and the global chip sector go beyond American attempts to rein in China.  Chief Executive Officer C.C. Wei was blunt. The market is softening because of weaker demand in smartphones and personal computers, while some customers delayed the introduction of new products, he said without naming the clients. Even TSMC will suffer, with factory utilization to remain weak for the next six to nine months. The company also flagged the possibility of lower spending next year.  One bright spot might be the first dip in inventory since before the Covid pandemic, but that’s also a sign that customers like Nvidia Corp., Apple Inc. and Advanced Micro Devices Inc. lack the confidence to keep high stockpiles in anticipation of future orders.   With global chipmakers including Samsung Electronics Co., Intel Corp. and Micron Technology Inc. all signaling pain in the sector, TSMC had stood out as the last beacon of hope. Its position as the world’s most-advanced semiconductor company and a monopoly over the high-end components used in smartphones, data centers and high-performance computers seemed to make it immune to the troubles of lesser firms. But even TSMC is no match for the Federal Reserve’s monetary tightening, Moscow’s incessant war on Ukraine, and continued supply-chain friction that has stalled equipment delivery.  As executives went through the company’s numbers, explained its outlook and technology roadmap, and answered questions, the messaging was one of calm confidence that everything will be all right — sometime next year, perhaps. Everyone else will probably see it differently. It’s hard to find comfort when even the king of the technology jungle takes a tumble. A major project for them seems to be doing so by creating Investment Zones across England. These Investment Zones will cover areas where businesses could benefit from a whole of tax incentives – from stamp duty to business rates – for up to ten years. 7 In the original announcement – the rather controversial fiscal statement – it was said that up to forty areas across England had already been identified as prime locations for these Investment Zones. Now, the government is opening applications for other local councils to express their interest in hosting one of these zones. Of course, there are a whole host of requirements local councils need to meet. The eligibility criteria for these Investment Zones were not published until ten days after the mini budget; leaving many experts wondering, in the initial confusion, as to just what impact they could actually deliver. Most of it is standard criteria councils must evidentially meet; demonstrable value for money, support of regeneration in certain areas, and minimised displacement, to name a few. Perhaps what might make councils a little leery of applying however, is that the number of zones is also dependent on the overall fiscal cost. A cost, that has not been defined. Meaning, potentially, that the promised number of Investment Zones, may be much, much lower. What tax incentives are offered? While implementing Investment Zones across the UK certainly seems to be a way forward to advancing economic growth, the information on the tax incentives available seems to be wide and varied. Mostly, they appear to be good news for businesses. The fiscal statement touched on employment taxes being slashed, and even a 100% tax relief on plants and machinery. For those waiting on the announced business rates hike however, it was a bit disappointing. For new businesses in these designated Investment Zones, they would receive 100% relief on business rates, and existing businesses in these areas would also qualify if they expand within the zone. This seems like a very generous offer, and for those who are looking to open up a business, then yes, it could work out quite well. However, with the current economic climate as it is, a lot of businesses will not be able to expand. Focused as they are on simply making it through the winter. For the businesses that are able to expand or move their base of operations to be able to benefit, most of these will not be struggling with rising overheads as much as small and medium businesses (SME’s). “For a cost that is typically the third or fourth highest for any business,” Anthony Hughes of the business rates reduction specialists RVA Surveyors commented, “this help is relatively minor. “No business is going to go through the incredible cost of moving and setting up new premises, just to potentially get a moderately lower tax elsewhere. And more specifically, those that can afford it, are not the ones in immediate need of help. “Business owners and leaders of small and medium sized companies need to know what the government is going to do to help right now and going forward. We have said it before, and we will continue to say it, the government need to clear a pathway to a workable solution for these businesses.” Various reliefs, all with a wide-ranging set of eligibility criteria, are in place to support SME’s. However, in the current financial and trading climate, these reliefs don’t go far enough for many businesses. Several of which, are ending soon. So, while the inclusion of a business rates tax relief certainly may be helpful, it is not designed for those in need.

Policy Most diet trends end up in the dustbin of history within a few years, but Volumetrics seems to be standing the test of time. It’s also gained the respect of many healthcare professionals.  So, what exactly is the Volumetrics diet? The Volumetrics diet The basic principle of Volumetrics is that volume matters. The plan establishes a loose ratio: No food is off limits, but you want to eat much larger quantities of certain kinds of foods than others. By filling up on low-calorie, healthy foods, you don’t feel as hungry as you may on other diets. Dietitian Julia Zumpano, RD, LD, describes Volumetrics as “a very filling diet, mainly plant-based, that encourages you to eat very nutrient-dense, non-starchy vegetables that pack a lot of nutritional benefit.” The four categories The Volumetrics diet breaks food down into four categories. To determine which category a food belongs in, you divide the number of calories per serving by its weight in grams. The result is a number between zero and nine. If you’re attempting to lose weight on the Volumetrics diet, you’re encouraged to eat 1,400 calories a day. The majority of what you eat in a day should be coming from categories one and two, but occasional, small indulges from categories three and four are acceptable. Category one (calorie density under 0.6): This category of food forms the foundation of your diet. In other words, this is the stuff you fill up on. These foods — due to their high water content — should help you feel full. A few examples of category one foods are: Fruits like bananas, apples and grapefruit. Non-starchy vegetables like broccoli, carrots, beets and Brussels sprouts. Nonfat dairy products like nonfat yogurt or skim milk. (If you aren’t a dairy drinker, never fear: Most unsweetened milk substitutes also fall into this category.) Broth-based soups of all sorts. Category two (calorie density 0.7 to 1.5): This category contains foods that are healthy when consumed in moderation. A few examples of category two foods are: Skinless chicken and turkey and lean cuts of pork or beef. Legumes: lentils, chickpeas and dried beans. Starchy vegetables: corn, potatoes and squash. Whole grains: brown rice, quinoa and farro. Category three (calorie density 1.6 to 3.9): This category contains food that, while still fairly healthy, should only be consumed in small portions. A few examples of category three foods are: Fatty meat and fish, as well as skin-on poultry. Full-fat dairy products such as ice cream, cheese and whole milk. Refined carbohydrates like pasta, white bread and white rice. Category four (calorie density 4 to 9): This category includes processed, sugary and fatty foods, which should be eaten very sparingly. A few examples of category four foods are: Nuts and seeds. Oils, butter and shortening. Fast food, candy and chips.   In addition to the dietary measures, the Volumetrics diet recommends getting 30 to 60 minutes of exercise per day. Pros and cons of the Volumetrics diet When it comes to weight loss and nutrition, one size doesn’t fit all. Zumpano explains that choosing the diet that’s right for you is a personal process. “It’s affected by the foods you enjoy, and know that you can’t give up, food availability, and how motivated you are to make changes to your eating habits and food choices,” she says. Here are some commonly stated benefits and drawbacks of the Volumetrics diet: Pros Promotes long-term healthy eating. The Volumetrics diet is designed to be sustainable and healthy in the long term. It’s sort of a “come for the weight loss, stay for the health benefits” kind of situation. Weight loss is long-term. Short-term diets often cause your weight to yo-yo back and forth. Because the Volumetrics diet is intended to be a permanent lifestyle change, those who follow the plan may lose weight a bit slower, but have a good shot at keeping it off. No foods are “off-limits.” Go ahead and have a small slice of birthday cake. If you’re craving pretzels, have some. While you have to limit the quantity of category four foods you’re eating, nothing is prohibited. Accessible to everybody. Are you vegan? Do you keep kosher? Have you been diagnosed with celiac disease? That’s OK Because there aren’t any hard and fast restrictions in the Volumetrics diet, you can eat — or not eat — according to your needs. It’s safe! Volumetrics isn’t a fad diet. It doesn’t ask you to maintain a dangerously high-calorie deficit, eliminate entire categories of food from your diet or cultivate a negative relationship with food. You don’t have to cook separate meals for yourself and your children because you aren’t consuming “diet food.” You’re just living a healthy lifestyle. There are lots of resources at your disposal. Besides the four books the diet’s creator already penned, there’s a lot of scientific research supporting the plan, and plenty of websites devoted to recipes. Cons While most doctors and dieticians agree that it’s a solid approach, the Volumetrics diet isn’t perfect. Here are some of the downsides to the program: It limits the consumption of healthy fats. Millennials beware: Volumetrics is coming for your avocado toast! The Volumetrics diet doesn’t distinguish between healthy and unhealthy fats like some other eating plans do. As a result, nuts and seeds occupy the same category (four) as candy and fast food. It may be too calorie-focused. Energy-density calculation is the basis of the Volumetrics diet, which means calorie counting is foundational to the plan. Over time, we’ve learned that calorie counting isn’t foolproof. It can often treat foods that have the same amount of calories — such as 1 ounce of nuts and 1 ounce of chips — as nutritional equivalents. We now know all calories aren’t created equally. As Zumpano puts it, “Even if weight loss is your goal, caloric restriction is not the only way to get towards weight loss.” The good news is, there are ways to deemphasize caloric intake. More on that later. It’s a big time commitment. The Volumetrics diet isn’t microwave-meal friendly. The emphasis on fresh fruit and vegetables over processed foods makes the diet a healthy choice. But it also makes the plan hard to follow without regular trips to the grocery store and a lot of home cooking. If you decide to go full-bore on the food journaling and energy-density calculation, that will also take some time. It can get boring. All that soup is eventually going to get a little dull. If your meals are starting to feel a bit predictable you can spice things up — literally — by adding new recipes into your rotation. Eating out is difficult. While many chain restaurants can make nutrition information available to you on request, the chef isn’t likely to hand over the recipe. Without that information, categorizing and documenting what you eat outside of your home is going to be challenging.  Making Volumetrics work for you As with any diet, the key to success on the Volumetrics diet is following the plan in good faith and adjusting it where necessary to fit your lifestyle. What do we mean by good faith? Zumpano puts it best, explaining, “We are in a hacking world, and it’s OK to hack your diet once in a while. But if you do it on a regular basis, you’re not going to reap the benefits as intended.” Think about it as embracing the spirit of the diet, not the letter of it. Yes, nuts and fast food are in the same category, but we all know that a handful of almonds is a better choice than a handful of pretzels. Unlike plans that integrate a peer-support system of some kind, you’re only accountable to yourself on the Volumetrics diet. While the freedom that comes with the Volumetrics diet may tempt some people to try and game the system, it also makes it adaptable to your needs. That, in turn, makes it sustainable. How do you adjust the Volumetrics diet to fit your goals and lifestyle? Here are a few examples: Let’s say you’re trying to get healthy, but don’t actually need to lose weight. You could adjust the number of calories you’re taking in each day, while maintaining the ratios prescribed in the diet. You could also ignore calories altogether and focus exclusively on nutrition. Let’s say you do want to lose weight, but calorie counting puts you in a less-than-healthy head space. Don’t do it! Try recording the number of foods you eat from each of the four categories instead, or make a healthy-eating checklist for yourself. Let’s say you can’t exercise for 30 minutes a day. Then do what you can! Five minutes of stretching or taking the stairs instead of the elevator is 100% better than doing nothing. Set realistic and attainable goals that fit your current health and fitness level. Once you crush it, you can set your sights higher. Is the Volumetrics diet right for you? Like all diet plans, your mileage may vary when it comes to Volumetrics. If you’re trying to decide whether or not to adopt this approach to eating, the following questions may prove helpful: Are you looking for a quick fix or a lifestyle change? The Volumetrics plan is about long-term healthy eating, not short-term weight loss. If you just need to drop a couple of extra pounds, this probably isn’t the best choice. Are you a decent cook? October has become the worst-ever month for crypto-related crimes with over $718 million in overall losses, and that’s with two more weeks to go before the month ends. Data pointed out by Chainalysis on Thursday noted that the amount was stolen from several decentralized finance (DeFi) protocols across eleven different attacks. “2022 will likely surpass 2021 as the biggest year for hacking on record,” Chainalysis researchers wrote. “So far, hackers have grossed over $3 billion across 125 hacks.” “Despite the current bear market, we’re seeing a lot of activity among hackers, who are targeting various protocols,” said Jasper Lee, audit tech lead at crypto auditing firm Sooho.io. “For those protocols or Dapps [decentralized apps] which have not been thoroughly audited, they make for easy and reliable short-term profit. Poorly protected protocols are low-hanging fruit for hackers, who make easy pickings of their too-easily accessed locked,” Lee added. Attackers gained over $3.2 billion in 2021. But this year was off to an even-rocky start with a $325 million exploit of popular cross-chain service Wormhole, which was followed by a $625 million attack on Axie Infinity’s Ronin bridge, and then a $200 million exploit of the Nomad bridge. Attack vectors in the crypto sector range from exploiting bridges, a blockchain-based tool that allows users to transact between different networks, to market manipulation, where rogue traders utilize millions of dollars to move thinly-traded markets in their favor to net several multiples of the initial capital deployed. Over three bridges were breached this month alone, Chainalysis said, with an attack on a BNB Chain-based bridge over the weekend saw exploiters illicitly gaining over $100 million after the bridge was exploited for $566 million. Then on Monday, the layer 1 blockchain QANplatform was the target of a bridge hack that resulted in the theft of nearly $1 million in QANX tokens. Elsewhere, Tuesday night saw $100 million in liquidity drained from Solana’s popular Mango Markets trading protocol after a rogue trader manipulated spot token prices to borrow the entirety of the protocol’s assets against their position. What an honor to be here this morning as you begin this day of critically important dialogue. A very special welcome to the Kosciuszko Foundation Board members joining us from the United States. “Za naszą i waszą wolność” or “For Your Freedom and Ours.” Those words are forever tied to Tadeusz Kosciuszko, the Polish-American hero for whom this organization is named. Two centuries later, you are living up to the words of this patriot who stood up for liberty and freedom. He would be so proud. Poland, the United States, our allies and partners, the Kosciuszko Foundation, private companies, freedom fighters around the globe – we all have combined forces to stop Putin in his tracks by providing support to the Ukrainian people. Now midway through the 8th month of Russia’s brutal further invasion of Ukraine, we must not give up our lifeline of assistance. What we are doing is working. That support is saving lives and lifting spirits. The leadership the Kosciuszko Foundation has demonstrated since the very start of the war has been nothing short of remarkable. It is truly an inspiration. You took action that was both strategic and timely, decisive and collective. You immediately shifted resources to Stand with Ukraine. Over $1.5 million has been raised for the Help Ukraine Fund, money that goes directly to the millions of refugees, mainly women and children, who fled the war for safety in Poland. Some of that money was also used to host a camp for sixty children from Yavoriv, Ukraine, this summer. Those kids have been through so much and have witnessed horrors no child ever should – they’ve seen schools and neighborhoods destroyed; families have been separated, they’re scared and anxious. They came to Cieszanow, Poland, to find an escape through education, through fun, and for the simple joy of being a kid, free from fear. They took part in an English language immersion program alongside Polish children. Ukrainian teachers and American educators led the instruction. It was a meshing of cultures. After two weeks everyone returned home and brought those experiences with them. It is something they will never forget. These educational and cultural exchanges evoke such a powerful level of understanding for both young and old. It can provide an openness and tolerance that changes perspectives. The Kosciuszko Foundation understands this so well. You have been empowering young people for decades giving academics a chance to study and learn in a foreign country. The academic exchanges between Poland and the United States are the cornerstone of what you are all about. I can speak from experience of the value of this eye-opening approach. In the early 1990s, I was a Kosciuszko grantee. As a 20-year-old living in the United States, I watched from thousands of miles away as the Berlin Wall fell and the divide between East and West crumbled. This symbolized a new beginning in Central Europe. I knew I had to be here, and I was drawn to my father’s homeland in Poland. I did some research and found the Kosciuszko Foundation. I applied for a grant, and you gave me an incredible opportunity. I spent the summer in Krakow learning about Polish history. I discovered a deeper understanding of what it meant to be a Polish-American, to have the name Brzezinski. That summer charted the course for the rest of my life. A year later I became a Fulbright scholar, and I would go on to write a book about Polish constitutionalism. Though I did not know it at the time, those couple of years three decades ago were incredibly informative in preparing me to become the U.S. Ambassador to Poland. Kosciuszko Foundation, from the bottom of my heart, I thank you. And just as I was inspired here 30 years ago, this year the Polish people have risen to the moment, setting an example for the rest of the world with unparalleled generosity and overwhelming response to the crisis next door. This next generation of leaders are finding their purpose. They are learning what the words “For Your Freedom and Ours” truly means. A young woman from Rzeszów who in 2022 organized a clothing drive for Ukrainians and could apply for a Kosciuszko Foundation fellowship in 2023, could go on to become the President of Poland in 20 or 30 years. Marzena, an engineer from Poland whom I hosted at my residence in May, is now at Penn State University on a Kosciuszko Foundation Fellowship. Her research on water and wastewater systems may propel her into leadership roles as we work to protect and ensure safe access to one of the world’s most critical resources. Today we will hear about the consequences of the war but there are many unintended consequences that Putin didn’t count on. Ukraine’s resolve, the united effort of the free world, and the power that young people have to change it. This is a moment of political awakening, and the Kosciuszko Foundation is investing in the next generation. Thank you again for everything you’ve done for me and the next generation of leaders. Local residents looking to the skies may catch glimpses of drones being used by Enid Police Department. Early Wednesday morning, Capt. Gary Fuxa, Sgts. James McFadden and Tyler Evans and Officer David Sneed spent several hours training with their personal drones and the departmental drone. Drones are increasingly being used by law enforcement agencies across the nation, and Fuxa said the devices are tools that allow police to do a better job at serving the community. “The drones are really a truly valuable asset to our community,” Fuxa said. “Overall, I think they’re going to make us all a lot safer.” Enid Police Department’s Sgt. Fuxa said officers’ personal drones have been used to assist EPD for a couple of years now, but the departmental drone was received in late July. Those features can all help EPD with a variety of things, he said, such as locating missing people and suspects, mapping crime scenes and traffic accidents and giving officers a bird’s eye look at scenes before they go in from the ground. “Looking at the officer-safety factor — if we can get an aerial view and get eyes on the situation to tell us what’s going on before … our officers can take precautions instead of rushing right in,” Fuxa said. After a wild-card round featuring two highly improbable comebacks by a road team (Philadelphia’s six-run ninth inning; Seattle’s erasure of an 8-1 deficit), a game with 39 strikeouts before a run was finally scored in the 15th inning and Max Scherzer getting lit up for four home runs, goodness only knows what to expect the rest of the way. But we’ve broken down the chances of each of the eight remaining teams, evaluating them in five categories: hitting, baserunning, fielding, starting pitching and relief pitching. A score was assigned to each of the five categories, with 10 being the highest. Those five numbers were then combined for an overall score capped at 50. The higher the overall score, the more well-rounded the team is and the more likely it is to win it all. DraftKings World Series odds are listed at the top of each team’s section, but teams are presented in ascending order of overall score. San Diego Padres 1 of 8 San Diego’s Manny Machado (Sarah Stier/Getty Images) World Series Odds: +1000 Hitting: 7.8/10 You wouldn’t know it from the 17 runs they scored against the Mets, including Trent Grisham clubbing home runs off both Max Scherzer and Jacob deGrom, but the Padres had, by far, the least-productive regular-season offense among the six NL teams to make the postseason. I mean, we all thought for a few days there in early August—after they traded for Juan Soto, Josh Bell and Brandon Drury, but before Fernando Tatis Jr. was suspended for the rest of the season—that they were about to finally go on a tear. However, this team is liable to get shut out on any night Manny Machado has an O-fer at the dish. Baserunning: 7.9/10 The Padres only officially registered 71 stolen-base attempts during the regular season, and they got thrown out on 22 of them. And, unfortunately, they traded Esteury Ruiz and his 85 minor-league stolen bases in 2022 to the Brewers, so they no longer even have one of those ultra-valuable-in-October speedsters to put on the roster solely for pinch-running. Machado and Ha-Seong Kim can run on occasion, but there’s just not much for opponents to worry about here. Fielding: 8.5/10 The Padres are at least better than average on defense. The Kim and Machado half of the infield is quite strong, and Jake Cronenworth is no slouch at second base. They also have plus range from Trent Grisham in center field. What they don’t have, though, is a strong catcher. San Diego ranked last in the majors with a 13 percent caught-stealing rate and would have also ranked last in passed balls (13) if the White Sox hadn’t had 15 of them. Good thing Austin Nola at least bats .251 to make up for it a bit. Starting Pitching: 8.9/10 Here’s where San Diego at least has a fighting chance against anyone, as demonstrated in the wild-card round. Blake Snell got a little walk-happy in Game 2, but he, Yu Darvish and Joe Musgrove have been solid all season, especially in the second half for both Snell and Darvish. And if there were any concerns about Musgrove, he silenced those with seven one-hit innings in the win-or-go-home Game 3. As far as a fourth starter is concerned, though, that might not be pretty. Both Mike Clevinger and Sean Manaea have really struggled over the past few months. Relief Pitching: 9.1/10 The score here really depends on your trust level with Josh Hader. He was a disaster from July 4 through August 28, but he had an 0.79 ERA down the stretch and ensured there was no late drama at the end of Game 3 in New York. If he’s back to his usual level of dominance, the Padres have a great bullpen situation with Hader as the anchor to Robert Suarez, Luis García and converted-starter Nick Martinez. Overall Score: 42.2/50 Philadelphia Phillies 2 of 8 Philadelphia’s Aaron Nola (Logan Riely/Getty Images) World Series Odds: +1100 Hitting: 9.3/10 The Phillies have this season’s best hitting catcher (J.T. Realmuto), this season’s best home run hitter not named Aaron Judge (Kyle Schwarber), an even better slugger who missed nearly half the season (Bryce Harper) and a first baseman who quietly hit 30 homers (Rhys Hoskins). The production drops off in a hurry after that top four. However, there’s not a single black hole in the lineup, and Brandon Marsh, Alec Bohm and Jean Segura each hit better than .275 with the occasional round-tripper. Baserunning: 9.1/10 Realmuto led the way with 21 stolen bases, but a total of seven Phillies swiped at least seven bags this season. They also have a solid pinch runner in Edmundo Sosa, who stole three bases in just 25 games after coming over from St. Louis. They didn’t do any running against Yadier Molina and the Cardinals in the wild-card round, but maybe that changes in the NLDS against Atlanta. Fielding: 7.6/10 Let’s just say the Phillies aren’t paying Schwarber and Nick Castellanos all that money because of their nifty glovework. Those corner outfielders have been dreadful, not in terms of errors (Schwarber had one, Castellanos had none) but in terms of range when it comes to tracking down fly balls or cutting off grounders before they get to the wall for extra bases. Hoskins has also had a brutal season at first base, “leading” the majors with 12 errors. Starting Pitching: 8.8/10 Even with the aforementioned woeful defense, Zack Wheeler had a 2.82 ERA in 26 regular-season starts before going 6.1 scoreless innings in Game 1 against the Cardinals. Aaron Nola’s ERA was 3.25, and he took it one step further with 6.2 scoreless innings in Game 2. That duo plus Ranger Suárez (2.95 ERA since mid-July) can at least hold its own against the top three in just about any other rotation. The No. 4 starter, though—be it Bailey Falter, Noah Syndergaard or Kyle Gibson—could be a real adventure, though. Relief Pitching: 7.7/10 A dozen pitchers logged at least a dozen innings of relief for the Phillies this season, and the best ERA of the bunch was David Robertson at 2.70. They did at least get some great work out of José Alvarado down the stretch with a 0.43 ERA and a 15.2 K/9 in his final 21 innings of the regular season. But he then allowed the two-run home run to Juan Yepez in Game 1 in St. Louis, so we’ll see if he can rally. Zach Eflin’s starter-to-closer transition remains a fascinating move that the Phillies have made out of necessity. Overall Score: 42.5/50 Seattle Mariners 3 of 8 Seattle’s Julio Rodríguez (Mark Blinch/Getty Images) World Series Odds: +1300 Hitting: 8.5/10 Batting average is not Seattle’s forte. Ty France was a .355 hitter 50 games into the season, but he hit .232 the rest of the way and still finished 20 points ahead of everyone not named Julio Rodríguez. But France, Rodríguez, Cal Raleigh and Eugenio Suárez did each reach 20 home runs for a Mariners squad that finished middle of the MLB pack in slugging percentage. Baserunning: 8.1/10 The M’s have a pair of potent base-stealers in Rodríguez (25) and Dylan Moore (21). Sam Haggerty and Adam Frazier will also get the occasional swipe. And if Jarred Kelenic remains on the roster into the ALDS, he had five stolen bases during the regular season and could be a good option as a pinch runner. As a whole, though, Seattle hasn’t been great about taking extra bases and was pretty much the definition of league average in stolen bases/attempts. Fielding: 8.6/10 Much like baserunning, Seattle is modestly above average in the field. Save for maybe France at first base, no Mariner is likely to be named a finalist for a Gold Glove, and Jesse Winker in left field is the only particularly problematic fielder of the bunch. On the plus side, they committed a total of 69 errors during the regular season, good for fewest in the AL. Starting Pitching: 8.4/10 Since trading for Luis Castillo, Seattle’s starting pitching has been better. Not outstanding, but better. Castillo has given them a 3.17 ERA, and since the beginning of August, Robbie Ray and George Kirby have contributed a 2.98 and 3.18 ERA, respectively. However, Logan Gilbert has had a handful of duds over the past two-plus months, and Marco Gonzales didn’t make a single scoreless appearances in 32 starts this season. It’s a good rotation compared to those squads that didn’t make the playoffs, but it’s arguably the worst among the eight remaining teams. Relief Pitching: 9.2/10 Trading for Castillo also made Seattle’s bullpen better, as it bumped Chris Flexen to a relief role, where he has a 1.62 ERA. The M’s also traded for Matthew Boyd, who has a 1.35 ERA in Seattle. Meanwhile, Andrés Muñoz has been lights-out lately, and both Erik Swanson and Matt Brash have made at least 25 appearances since the beginning of August with a sub-2.50 ERA. This bullpen loaded with the furthest thing from household names has become Seattle’s second-biggest strength behind Rodríguez, Suárez and the Big Dumper clubbing home runs. Overall Score: 42.8/50 Cleveland Guardians 4 of 8 Cleveland’s José Ramírez (Matthew Stockman/Getty Images) World Series Odds: +1800 Hitting: 7.9/10 There’s not much power in this lineup. José Ramírez led the way with 29 home runs. Josh Naylor (20) and Andrés Giménez (17) were the only other Guardians to at least reach a dozen. But they did hit .254 as a team and strike out less often than any other team in the majors. They can manufacture runs better than they showed Friday and Saturday. Barbara Costello, 72, spent a month this summer on vacation in the South of France. The trip was incredible, especially because she got to go with her husband and several of her adult children and young grandchildren. “It was something I never thought we would be able to afford to do all together,” says Costello. The Costello family kept the trip’s cost down by participating in a house swap. “My daughter Liz owns a home in the Hamptons [beach towns in New York],” explains Costello, the TikTok sensation behind Brunch with Babs. “She decided to rent it out over the summer and listed the home on a rental site. She was contacted directly by a family that lived in the South of France. They asked if she would be interested in doing a home swap instead of renting.” House swapping had never occurred to them before. “We had rented homes in Florida through sites such as VRBO,” Costello says. “But after the host sent us photos of their big, beautiful home in France, we decided to take this once-in-a-lifetime opportunity.” While the idea of home swapping is not new, it has gained in popularity in recent years. The home swapping company Home Exchange reports that requests for exchanges in 2021 were up by 31% compared with 2020 and 39% compared with 2019. Older adults are a big part of this trend, Jessica Poillucci, public relations representative for Home Exchange, says. “Between 2019 and 2022, the number of users of our service that are at least 50 years old has increased by 47%,” she says. “These users are also more active, doing 13% more exchanges as guests and 4% more exchanges as hosts in 2022 compared with 2019.” Don’t miss: MarketWatch asks public-health experts, ‘Would you take a cruise?’ And, ‘Is the COVID-19 pandemic over?’ House swapping in retirement The primary benefit of a home swap over traditional vacation lodgings like staying at a hotel or a home rental is the cost. House swapping allows people to enjoy homes worldwide without having to pay for accommodation, making the overall cost of travel much more affordable. “If we had gotten hotel rooms for everyone or rented a house big enough for the 15 of us, it would have been much more expensive than doing the house swap,” Costello explains. Beverly Berryman, 66, lives in Minnesota and traveled all over the world through home swapping. “My husband and I have always liked to travel, and through his job, we were able to travel quite a bit,” Berryman says. “But when he left his job, travel became so expensive. I read an article about home exchange as a way to lower your expenses and we decided to try it.” Berryman and her husband began home swapping in 2008 and have not stopped. They did four swaps in 2012 alone, including Iceland, Hawaii, Santa Fe and Washington, D.C. New costs to consider Not having to pay for lodging means more money for vacation extras. “Since the home was in a residential area, we had to rent cars,” explains Costello. “But we still saved enough money to splurge on excursions like renting a boat for a day. I got to swim in the Mediterranean with my grandkids, which was incredible.” Another benefit of house swapping is that you get to experience a place less like a tourist and more like a local. “We spent much time in the home, cooking meals and swimming in the pool,” Costello says. “We shopped at the local market and interacted with people who lived and worked in the area. Finding a home swap Most swaps are done through companies such as Home Exchange, LoveHomeSwap, or HomeLink, which usually charge annual subscriptions ranging from $105 to $180. Home Exchange also requires swappers to put up $500 deposits that the company can use to settle small claims of damage or theft. Home Exchange also promises, for no added fee, to reimburse swappers for as much as $1 million in property damage if it meets the firm’s terms of use. None of these three businesses require cleaning deposits or charge cleaning fees. Despite the terminology, travelers do not always have to vacation at the same time in the same home as people on the other side of the home swap. “We offer two options to members,” says Emmanuel Arnaud, CEO of Home Exchange. “One is a classic traditional home exchange that is reciprocal, and the two families exchange homes simultaneously. Our second option is a guest points system. The points system allows members to earn points if they allow someone to stay in their home, but they don’t want a reciprocal exchange. Home swaps are available within the U.S. as well as all over the world. “COVID changed travel a lot,” Arnaud says. “People were less inclined to travel internationally. But they also had more opportunity to participate in home swaps since many began working remotely.” This is especially true for people 50 and older, a group he says has been “surprisingly active.” “Home swapping has become a lifestyle,” Arnaud says. “Our annual membership allows people to make as many swaps as they want in a year. Older adults have been taking advantage of their flexibility whether they are retired or now work from home.” Berryman and her husband were able to stay in a home in Northern Ireland for five weeks this year. “A longer stay meant we didn’t have to be on the go all the time,” she says. “We got to live our lives in another place and discover more of the area.” Is house swapping right for you? Defense ministers led the session, which usually happens once or twice a year, at NATO headquarters in Brussels. It comes against a backdrop of high tension as some NATO allies, led by the U.S., supply Ukraine with advanced weapons and munitions to defend itself against Russian aerial attacks. NATO is keeping a wary eye on Russia’s movements, but has so far seen no change in its nuclear posture. But additional uncertainty comes from the fact that Russia is also due to hold its own nuclear exercises soon, possibly at the same time as NATO or just after, according to NATO diplomats. That could complicate the 30-country military organization’s reading of the war and of Moscow’s intentions. “Russia will also be conducting its annual exercise, I think, the week after or just after the annual exercise,” U.K. Defence Secretary Ben Wallace told reporters. But “what we don’t want is to do things out of routine.” “This is a routine exercise and it’s all about readiness,” Wallace said, just as “NATO’s meeting is all about making sure we are ready for anything. I mean, that is the job of this alliance — to make sure that the 30 partners together are ready for what is thrown at us. And we have to continue to work at that.” NATO’s exercise, dubbed “Steadfast Noon,” is held around the same time every year and runs for about one week. It involves fighter jets capable of carrying nuclear warheads, but doesn’t involve any live bombs. Conventional jets, and surveillance and refueling aircraft also routinely take part. Fourteen NATO member countries will be involved in the exercise, which was planned before Russia invaded Ukraine on Feb. 24. The main part of the maneuvers will be held more than 1,000 kilometers (625 miles) from Russia. NATO as an organization doesn’t possess any weapons. The nuclear weapons nominally linked to the alliance remain under the firm control of three member countries — the U.S., the U.K. and France. But France insists on maintaining its nuclear independence and doesn’t take part in Nuclear Planning Group meetings. Earlier this week, NATO Secretary-General Jens Stoltenberg warned that it “would be absolutely the wrong signal to send” if the world’s biggest security organization were to cancel the maneuvers. “NATO’s firm, predictable behavior, our military strength, is the best way to prevent escalation,” Stoltenberg said. “If we now created the grounds for any misunderstandings, miscalculations in Moscow about our willingness to protect and defend all allies, we would increase the risk of escalation.” With the Russian army retreating under the blows of Ukrainian forces armed with Western weapons, Putin raised the stakes by annexing four Ukrainian regions and declaring a partial mobilization of up to 300,000 reservists to buttress the crumbling front line. As his war plans have gone awry, Putin has repeatedly signaled that he could resort to nuclear weapons to protect the Russian gains. The threat is also aimed at deterring NATO nations from sending more sophisticated weapons to Ukraine. But the impact of type 1 diabetes (T1D), which tends to emerge earlier in life and can quickly kill an individual if it goes unrecognized or untreated, is huge. Its global burden, however, hasn’t been well understood — until now. With the proper care and treatment, including access to insulin, which people with type 1 diabetes must use every day, individuals can live long and healthy lives with this disease. But many in the United States and countries around the world do not have access to even the most basic treatments. To assess the impact of type 1 diabetes, JDRF, the organization I lead, and its global partners created the Type 1 Diabetes Index (T1D Index), a first-of-its-kind tool, to identify and address the wide gaps in knowledge about the incidence and impact of type 1 diabetes country by country. With this knowledge, interventions can be developed that will save lives and improve the health of those living with the disease. advertisement The index quantifies that, without modern care, type 1 diabetes shortens lives, kills people, and is incredibly costly for the individuals living with the disease, their families, and health care systems. An individual diagnosed with the disease at age 10 loses an average of 32 healthy years of life. Based on birth cohorts from 1950 to 2040, 6.85 million lives will be lost by 2040 if people universally do not have access to interventions to diagnose and treat type 1 diabetes, and it stands to become one of the world’s largest deadly chronic health conditions, of similar scale and impact to HIV. advertisement This crisis can be forestalled, and the lives of millions of people can be improved, with relatively modest investments. It is my hope that the T1D Index offers governments and health organizations an essential starting point for prioritizing research on type 1 diabetes and interventions for it. The index can also help empower people living with T1D and their caregivers advocate for the care and support they deserve. My colleagues and I at JDRF have heard stories from around the world about dramatically disparate standards of care. This is not just an issue in the developing world, but also in wealthy countries. My brother, Stephen, and I have lived with T1D for 45 and 38 years respectively. He was diagnosed with it at age 3; I was diagnosed at age 13. Advances in treating type 1 diabetes like improved insulins, continuous glucose monitors, and automated insulin-delivery systems have transformed our lives for the better. Yet others with T1D in the U.S., as well those in wealthy and low-income countries, lack access to these improvements. According to the T1D Index, since the inception of modern medical reporting on T1D, more than 300,000 Americans would still be alive today if they had not died due to complications and challenges associated with the disease, including many who rationed insulin due to cost. This is unacceptable. Clinicians in Malawi shared with us that if children with type 1 diabetes were able to get a prompt diagnosis and basic care, their lives could be extended by decades. In Mexico and Brazil, the standard of care is years behind, leading to devastating complications such as blindness or kidney disease, and premature death. These stories are compelling, but not enough to drive policy change and new investments on their own. As is the case with many challenges, data can help drive change. The T1D Index has helped identify four key interventions that can change the current trajectory for people with T1D: enable better education and training to accurately diagnose T1D create easy access to insulin and tools to measure blood sugar ensure that everyone living with T1D has access to technology that automates blood sugar monitoring and insulin delivery invest in more research into emerging ways to prevent, treat, and cure T1D. With the global snapshot of type 1 diabetes provided by the T1D Index, advocacy organizations like JDRF, working with policymakers, nongovernmental organizations, and other decision makers around the world, can develop targeted strategies to help implement these interventions and deliver quality care to people with T1D so they can thrive no matter where they live. If something as simple as a correct diagnosis and basic care can extend lives by decades, the world is morally obliged to act. Aaron J. After ministers called for crypto-related tax reform back in February, the national tax Authority, known locally as the AFIP, last month began identifying and shutting down groups of illegal crypto miners. Now, they have struck again and say they have teamed up with customs and social security officials, per an official government notice. The partnership has already borne fruit – with what the AFIP called a “series” of raids on properties in the town of Río Cuarto, Córdoba. The tax body claimed that its renewed crackdown would help it ensure “the correct declaration of assets.” It also wants miners to clarify details about “the income derived from” their activities and provide details about their crypto wallets – so tax officers can ensure no income is going undeclared. The body also expressed concern about the mining rigs domestic miners make use of – hinting that many devices may have been smuggled into the nation illegally. What Sparked the Tax Body’s Crypto Mining Crackdown? After effectively turning a blind eye to crypto mining for years, the AFIP underwent a change in leadership in August this year. Since then, the body claims it has also “dismantled” mining operations in the provinces of La Plata, Santa Fe, and Mar del Plata. Taiwan Semiconductor Manufacturing Co Ltd (TSMC) , the world’s largest contract chipmaker, makes most of its chips in Taiwan. After posting an 80% surge in third-quarter profit, the strongest growth in two years, TSMC said it was being more conservative in planning investments for 2023. “We expect probably in 2023 the semiconductor industry will likely decline, but TSMC also is not immune,” Wei told a media call. TSMC’s dominance in making some of the world’s most advanced chips for high-end customers such as Apple Inc (AAPL.O) and Qualcomm Inc (QCOM.O) had shielded it from the downturn flagged by chipmakers including AMD (AMD.O) and Micron Technology Inc (MU.O). The Taiwanese company’s commentary on Thursday, though, was more in line with industry concerns about decades-high inflation, rising interest rates and COVID-19 lockdowns in China that have squeezed the consumer electronics market. TOOL DELAYS TSMC, Asia’s most valuable listed firm, cut its capital expenditure (capex) for 2022 to around $36 billion. In July, the company said it would skim the lower end of its previous capex guidance of $40 billion to $44 billion this year, with some expenses pushed to next year because of a delay in the delivery of some chip-making equipment. “About half of the change is due to capacity optimisation based on the current medium-term outlook and the other half is due to continued tool delivery challenges,” Chief Financial Officer Wendell Huang told a media call. For the fourth-quarter, TSMC forecast a 29% rise in revenue to between $19.9 billion and $20.7 billion, compared with $15.74 billion a year earlier. The company said its data centre and auto businesses remained steady for now, and that its business overall will be more resilient than others. “We say 2023 is still a growth year for TSMC, and the overall industry probably will decline,” said Wei. Only in July, TSMC said it had seen little impact from the current down cycle in the sector and long-term demand for its chips was “firmly in place” thanks to businesses shopping for high-performance computing chips used in 5G networks and data centres, as well as an increased use of chips in gadgets and vehicles. Net profit for the third quarter ended September rose to T$280.9 billion ($8.81 billion), compared with the T$265.64 billion average of 21 analyst estimates compiled by Refinitiv. Through further investigation, it was discovered that Rebecca L. Schaff, 24 of Silver Creek, allegedly engaged in unwanted physical contact of another individual. Schaff is also alleged to have trespassed on the individual’s property. Schaff was later charged with second-degree harassment and trespass. Schaff was later released with tickets to appear at the Town of Hanover Court at a later date and time. ¯ CHAUTAUQUA — At about 10 p.m. Oct. 5, deputies responded to Beech Hill Road in the town for a reported motor vehicle accident. Upon arrival patrols and EMS crews located the vehicle rolled over in the roadway. EMS assisted the driver out of the vehicle. The driver was identified as 30-year-old Jessica Cooper of Mayville. Upon an investigation it is alleged that Cooper was found to be driving while intoxicated. Cooper was charged with DWI and was issued traffic citations to be in town court at a later date.
