The justices turned away an appeal by the states after a lower court declined to immediately consider their claims that the vaccine rule violates federal administrative law and tramples over powers reserved for the states under the U.S. Constitution. The Democratic president’s administration issued the rule in November 2021. The Supreme Court ruled in a 5-4 decision in January to let Biden enforce the healthcare worker mandate while litigation on its legal merits continued in lower courts. The United States leads the world in COVID-19 deaths, reporting more than a million since the pandemic took hold in the early months of 2020. The federal healthcare worker rule requires vaccination for about 10.3 million workers at 76,000 healthcare facilities including hospitals and nursing homes that accept money from the Medicare and Medicaid government health insurance programs for elderly, disabled and low-income Americans. The Supreme Court in January concluded that Biden’s regulation fit within the power Congress conferred on the federal government to impose conditions on Medicaid and Medicare funds. It decided that ensuring that medical providers take steps to avoid transmitting a dangerous virus to their patients is consistent with the “fundamental principle of the medical profession: first, do no harm.” Missouri sued alongside Nebraska, Alaska, Arkansas, Iowa, Kansas, New Hampshire, North Dakota, South Dakota and Wyoming – winning an injunction against the requirement in those states. The mandate had also been blocked in 15 other states, including Arizona and Texas, following litigation there. After the justices in January stayed preliminary injunctions issued by lower courts against the rule, including in Missouri’s lawsuit, the state asked the St. Louis-based 8th U.S. Circuit Court of Appeals to expedite hearing the merits of the case. In April, the 8th Circuit instead sent the case back to a federal judge to proceed to a trial. Missouri then appealed to the Supreme Court, contending that the mandate violates federal administrative law and tramples over powers reserved to the states under the Constitution. Pulled together by Frank Recruitment Group – a global IT staffing firm – the data showed that 87 per cent of 2021’s Fortune 500 companies with female CEOs reported above-average profits.  In comparison, for those without a female CEO this same statistic dropped down to 78 pr cent. If there was ever a sign for women to believe in themselves as leaders this is it, the researchers say. The corporate world has made considerable strides in the right direction in its journey towards equality and diversity. Undoubtedly, women’s rights campaigns are largely to thank for this progress. However, although their success is evident there is still a long road ahead.  Despite what the data suggests when adding the ‘female CEO’ filter to the Fortune 500 list the results drastically reduced. Only 39 out of all 500 featured fell into this category.  As a gender diverse C-suite is still a far cry from the norm; this suggests there is still much work to be done. Before this becomes a reality many companies require a culture shift. In spite of this being a significant changeit can be achieved more easily than you think.  Zoë Morris, president of Frank Recruitment Group, has explained some simple yet effective steps leaders can take  to help bring this about.  Increase the visibility of women  “It may seem like an obvious statement, but to build an inclusive team you have to actually build an inclusive team. When a woman is looking at your leadership team, is she seeing any other women?  “If not, this could be the thing that stops a female employee from moving up into a senior position, with your business missing out on the value she has to offer as a result.  “It may be that women do already have leadership roles within your company, and the issue is down to their visibility. Giving employees credit for their work is crucial, as any manager will know, however, making their achievements known within the company can sometimes get overlooked.  “Try letting their department know when they’ve excelled in their role – whether this is via a group email or a special mention in a meeting.”   Offer suitable career progression opportunities   “Think about what opportunities you are offering to your female employees. Are you giving them a chance for career progression? Is the opportunity one that they will be interested in or actually able to take?   “These are such simple questions, but actively putting more thought into the answers can make a massive difference. Try mapping out their career journey making sure to include what your employee’s short-term and long-term goals are, as well as any personal circumstances that could affect these.  “This way you are seamlessly incorporating a focus on these questions into your routine. Once you begin doing this, you will start to see natural – and almost effortless – change.”  Promote equality within the workplace  “Just as people will notice if you aren’t promoting equality within your company, they will notice if you are. If the language used within your workplace communicates sexist stereotypes, regardless of whether this is unintentional, it could discourage female employees from believing they have a fair shot at a C-suite level position. Likewise, if the language conveys the opposite, they will be encouraged that gender doesn’t play a factor in the hiring processes. This doesn’t just apply to speech used within general office conversations either.  Consider what messages both the textual and visual communications you send out are giving. Even ask other staff members their thoughts on the content. This way you are receiving direct feedback and will know if you are going wrong somewhere.”  • Methodology – The data was collected from the 2021 Fortune 500, with the primary data coming from the profit column. The data was then separated using the Female CEO filter. After splitting the data by female/male CEOs all the profits were collected and sorted from the lowest losses to the highest profit using a sort by smallest to largest. Both companies which reported losses and profits were counted. Once fully calculated, the number of companies reporting profit/loss was divided by the number of companies with male/female CEOs and then multiplied by 100 to work out the percentage.

The capital murder trial of Billy Chemirmir, 49, in the death of 87-year-old Mary Brooks is scheduled to begin Monday in Dallas. He received a sentence of life in prison without parole after being found guilty in April in the smothering death of 81-year-old Lu Thi Harris. If convicted in Brooks’ death, he’ll receive a second sentence of life in prison without parole. He maintains his innocence. His first trial in Harris’ death ended in a mistrial last November when the jury deadlocked. In the years following his arrest in 2018, police across the Dallas area reexamined the deaths of other older people that had been considered natural — even though families raised alarm bells about missing jewelry. Four indictments were added this summer. Dallas County prosecutors decided to seek two life sentences rather than the death penalty when he tried Chemirmir on two of the 13 capital murder cases against him in the county. Prosecutors in neighboring Collin County haven’t said if they will try any of their nine capital murder cases against Chemirmir. Chemirmir’s arrest was set in motion in March 2018 when a woman who was 91 at the time told police that a man had forced his way into her apartment at an independent living community for seniors, tried to smother her with a pillow and took her jewelry. Police said when they found Chemirmir the next day in the parking lot of his apartment complex. He was holding jewelry and cash, and had just thrown away a large red jewelry box. Documents in the box led them to the home of Harris, who was found dead in her bedroom, lipstick smeared on her pillow. In a video interview with police, Chemirmir told a detective that he made money buying and selling jewelry and had also worked as a caregiver and a security guard. Most of the people Chemirmir is accused of killing lived in apartments at independent living communities for older people. For eight weeks, some of his friends are paying for him to travel rural Texas in a luxury bus. He gets private tours of museums and ballparks. He eats breakfast, lunch, and dinner at restaurants of his choice. A college baseball team helps the man, who hasn’t pitched in fifty years, have his “own field of dreams one more time.” He wears a pair of Roy Orbison’s sunglasses in Wink and sings with Waylon Jennings’s brother in Littlefield. Everywhere he goes, he bathes in the warm glow of nostalgia. The small towns take him back to a bygone era—the more innocent Texas of his youth, or of his imagination. The John Wayne memorabilia in a diner in Marlin reminds him of the “westerns of his childhood,” and he thrills to the Elvis collectibles at a restaurant in Gatesville. At every stop, he’s surrounded by like-minded people, many of them his age or older, many of them wearing American flag shirts, cowboy hats, or sheriff’s badges. It’s all very wholesome. The man has just one small favor to ask: Will you please vote for him in November to keep Texas from being destroyed by wacko, woke Democrats? Lieutenant Governor Dan Patrick’s 131-stop tour of rural Texas, set to continue through late October, has a lot of folks scratching their heads. His stated goal—“to recognize, galvanize, and mobilize rural Texans to keep the Lone Star State red!”—makes perfect sense. Without rural Texans voting for Republicans in droves, the GOP juggernaut would be in jeopardy. Patrick needs folks from Dumas to Dime Box to show up en masse in November to make sure his Democratic opponent, Mike Collier, has no chance. But the way Patrick is going about his campaigning is odd.  Unlike Beto O’Rourke, who regularly turns out impressively large crowds in small towns and generally seems to be running an energetic (though uphill) race against Governor Greg Abbott, Patrick seems to be making little to no effort to rally large numbers of voters. He’s not widely advertising events in advance and his press availability is severely limited. Instead, he is on what the late Texas comedian Bill Hicks once called a “UFO tour”—Patrick too is appearing in small Southern towns in front of handfuls of locals. We know this because his own social media keeps telling us so. In tweets and videos, the lieutenant governor is shown day after day visiting with small groups of conservatives—mostly older, overwhelmingly white. In a state of 30 million people, Patrick is evidently content to meet with “several” conservatives at a time.  And that’s when he’s not simply sightseeing, or sampling pie, or interviewing a San Angelo bootmaker about how many people are involved in the making of a single pair of his boots. (Answer: 25!) Consider Patrick’s itinerary for September 12, when he starts his day by visiting an enormous roadside cross. On Monday, I visited The Cross of Our Lord Jesus Christ. It is the largest free-standing cross in the western hemisphere. At 19 stories high & 2.5M lbs, it is truly a sight to behold. (Great name!) Then he points at something at Palo Duro Canyon and offers some insightful travel advice: “I would highly recommend visiting if you get the chance.” Then we did some sightseeing at Palo Duro. The sweeping views did not disappoint. The canyon also has an amphitheater, which features seasonal performances on the history of Texas. I would highly recommend visiting if you get the chance.#PatrickBusTour22 pic.twitter.com/wc2E1QRXyG — Dan Patrick (@DanPatrick) September 14, 2022 Then he ends the day at a steakhouse in Hereford, where he finally poses for photos with some Hispanic folks: the restaurant staff. Patrick is also rolling out slick videos of his travels, including an occasional series that is for some reason called Treasures. Patrick provides the narration. It is crisp and corny—not surprising for a former drive-time radio talk-show host. In his latest Treasure, Patrick is seen visiting the University of Mary Hardin-Baylor baseball team, the Crusaders. He gives the young men a pep talk, which makes Matthew McConaughey’s pregame speeches to the Longhorns sound practically Shakespearean. “Don’t ever get down when you’ve had a bad day,” Patrick says. “Because bad days are going to happen.” Patrick definitely isn’t having a bad day. In exchange for his wisdom, the boys help the lieutenant governor relive his glory days on the mound. See Dan pitch, see Dan throw. “It was a dream come true for me to go back on a ball field,” he narrates. “I was hoping the radar gun would clock my speed at my age. No chance.”  Patrick has always been adept at optics. (He has managed, for example, to turn his antique Chevy pickup into a long-running prop that instantly symbolizes a certain brand of nostalgia.) But high production values aside, his Tour de Rural seems uncharacteristically anodyne. If you ask the Collier campaign—and I did—Patrick is desperately trying to shore up support among Republican local elected officials, particularly after Tarrant County Judge Glen Whitley and state senator Kel Seliger, both prominent Republicans, endorsed Collier in early September. The Patrick bus tour is lackluster, according to Team Collier, because Patrick hasn’t faced a truly competitive statewide race till now. “It’s an eventless, crowd-less tour in search of support across the state,” said Ali Zaidi, Collier’s campaign manager. He then added, “Bless his heart.” That’s all quite plausible, but here’s another theory: Patrick is a statewide Republican in good standing with the base. Collier may be a seasoned campaigner, but he’s lost his two previous statewide races and every public poll shows him trailing Patrick by five to eleven percentage points. Besides, campaigning is hard work. If you’re gonna win anyway, why not make it a vacation? Or, as Patrick put it in one of his video montages, “We want to get votes, but we also want to get dessert.”

Many seniors have been struggling under the weight of this year’s high inflation, even as some costs, such as gas prices, have come down in recent months. Experts are now expecting an 8.7% raise for seniors in 2023. The final figure will be determined by the July, August, and upcoming September Consumer Price Index for Urban Wage Earners and Clerical Workers. The CPI-W is related to the traditional CPI-U, but with slightly different weightings. Fortunately, the CPI-W looks to be slightly more generous than the CPI-U this year. But is the CPI-W really capturing the costs most seniors bear? Some politicians say no and are proposing using an even more generous metric. Image source: Getty Images. COLAs haven’t kept up with real costs to seniors According to an ongoing study by The Senior Citizens League, a nonpartisan Senior advocacy group, true costs of living for seniors have risen much more than COLAs as calculated by the CPI-W. Between 2000 and March 2022, the study found that while costs to seniors rose a cumulative 130%, Social Security payments rose only 64%. That amounts to a 40% decline in buying power over that time. The big difference comes down to higher Medicare premiums and out-of-pocket medical expenses seniors pay, which are not captured to the same extent by the CPI-W. Seniors 65 and older typically pay more than twice as much on medical care as the general population. Medical costs have been especially problematic of late. In the most recent August CPI report, medical services inflation rose 0.8% month over month, accelerating over July, and was one of the main factors behind the higher-than-expected CPI last month. The main culprit is rampant nursing shortages and resulting wage inflation, probably a consequence of the stressful pandemic. Meet the CPI-E There are currently several proposals bouncing around Congress to address this issue, all from Democratic lawmakers in the House and Senate. While details differ, one thing they have in common is that each bill proposes replacing the CPI-W with the Experimental CPI for Americans 62 Years of Age and Older, or CPI-E. The CPI-E came out of a 1987 amendment to the Older Americans Act of 1965, whereby Congress directed the Bureau of Labor Statistics to calculate average annual cost increases for Americans 62 and up. The BLS then began studying data going back to 1982 and has made CPI-E calculations ever since. Between 1983 and 2021, the CPI-E rose at a 2.8% annualized rate, compared with a 2.6% rate for the CPI-W. While the CPI-E isn’t higher every single year, that annualized average gain adds up to a very significant difference when compounded over nearly 40 years. Why isn’t the CPI-E used already, and why is it called “experimental?” For one, the CPI-E uses a smaller sample than the CPI-W, since the 62-and-older population is smaller than the general population. Seniors’ idiosyncratic spending habits also vary widely and are somewhat difficult to track. So the CPI-E could have a larger room for error. Second, since the CPI-E study was only commissioned in 1987, there needed to be some passage of time before the long-term trajectory of the CPI-E versus the CPI-W became apparent. Finally, since Congress was already using the CPI-W, it would take politicians changing the law in order to increase benefits. That’s difficult to do, especially since Social Security is already running into funding problems. Currently, the Social Security Administration projects the program will run out of money in 2035. Several Democratic lawmakers are proposing fixes today Three recently proposed Democratic bills, including the Social Security Expansion Act, the Protecting and Preserving Social Security Act, and the Social Security 2100 Act, are now making their way through Congress. Each differs in certain ways, but all have two things in common. First, each proposes larger benefits, including replacing the CPI-W with the CPI-E. Second, each proposes raising payroll taxes on wealthier Americans to fund the increased benefits and extend the life of the program. Currently, Americans pay payroll taxes on only the first $147,000 of income. All three bills would raise that cap to varying degrees. Social Security recipients as well those in their late 40s and 50s who will soon have to deal with the funding gap should closely monitor the progress of these bills in Congress. Given that this is a midterm election year, those concerned should research where your representative and senator stands on this important issue as well. There may be no more crucial of a field than that of health in which that is even more necessary. From rapidly losing my mother to colon cancer at a young age, to my own lifelong illnesses requiring daily medication, to the medical needs of my teen children, I know first-hand how important the dissemination of this information is. As a single mother, I also carry the burden of making medical choices for two unique individuals, as I have since their premature entrances into this world, both being directly whisked to NICU for care at birth. I have long been a purist when it comes to journalism. Show me facts. Show me science. Tell me the truth. Cite your sources. Yet, this honest, truthful form of media is hard to come by these days. Pharma companies’ customer communication methods require reimagining as technology progresses. Kapoor says, now, pharma can learn from the on-demand nature of content distribution that Hollywood utilises and simultaneously prepare for future needs in content delivery. “One of our senior clients in big pharma told us, ‘We don’t make pills. Nobody buys pills. Patients buy stories. Patients buy promises. So, patients buy content.’ So, that was where we strengthened ourselves and knew Indegene should be the go-to partner for content,” Kapoor states. Indegene focuses on helping pharma launch its products using technology and compliance frameworks to become 100% compliant, Kapoor explains. It does so by offering a modern way of building content. Currently, pharma is primarily using digital means to connect with its customers, and Kapoor says it’s discovering from Hollywood how to create engaging content that is more customer focused. Hollywood Over the past decade, the entertainment industry has changed dramatically. Traditionally, content was delivered at movie theatres and on primetime TV. It’s now become an on-demand experience focused on customer-centricity. “TV used to be very brand-centric. The industry has moved customer-centric, with content distributed based on age groups and personas. Pharma is moving into that space with social media and digital, but it needs to learn from Hollywood and TV and use more on-demand content,” Kapoor notes. The entertainment industry has also moved from brand-centric content to experiential content, designed to immerse its audience in its message by attempting to create deep emotional connections between the customer and the brand. Pharma hasn’t fully moved into the experiential content space and is stuck on brand-centric content, which is not as engaging as experiential content that can make one question how a product impacts their life and how it helps doctors treat their patients better, Kapoor reasons. “If you look at the content we get on TV and TV ads, if you remove the brand, pretty much all the ads look to me the same. We must move towards customer-centric related problems and solving those problems,” Kapoor states. There’s been a significant focus on digital affinity – what channels people like, where they click on mobile, laptop, iPad, etc. “Content affinity is more critical than digital affinity. Let’s say someone receives an email but will not open it because of the subject line. If the subject line shows the content one likes, they will open the email. People used to say email is effective. Email is not effective. The email doesn’t matter. It’s about the content in the email. So, the content is actually the channel,” Kapoor says. Indegene has profiled 1.8 million physicians in the US, based on digital affinity, content affinity, behaviour affinity, and network affinity (meaning which individuals the physicians follow on their social networks). “Network, behaviour, content, and the digital combined is where we think the world is going in content and to drive success,” Kapoor maintains. Kapoor says pharma also needs to understand that measurement of success through content distribution methods matters as well, and that the entire content success measurement process is changing. Indegene bought the company DT Consulting, which is about the “experience score.” It measures brand success by using its Customer Experience Quotient (CEQ). “The whole needle of measuring clicks and open rates on an email and how many viewers is going away. It’s all moving towards what the score is on the customer experience,” Kapoor explains. The content experience is changing and as technology progresses, so does the necessity for rethinking how companies will distribute content in the future. The Metaverse The rise of new technologies will change content delivery, and Kapoor anticipates the Metaverse will dramatically impact content output and dispersal: “The Metaverse is coming. Meta is going to be a place where patients, consumers, and doctors all converge. They can all talk together, and it will become a globalised world.” For example, someone with a rare disease in Brazil or Germany will be able to connect with an HCP in the US or UK. Language barriers will be non-existent because online translators can dynamically translate without issue. The Metaverse will bring a new dimension to healthcare and impact how patients will be treated by converging technology, content, and imagery. Experiential, immersive education will allow for greater retention of information than reading a pamphlet or brochure. With virtual and augmented reality, one can go into the human body. Pharma could harness this technology to explain a drug’s effects. “We imagine a world where a doctor can go into a body, go into the different parts, use the different drugs and see how the drug will move over three months, six months, and create that simulation in a patient case, to train them that how a drug will move,” Kapoor states. A patient may step inside a 3D world where they can examine what a medication does to the body, how it will help their disease, and how their body will react to the drug. “That can only be done in a Meta world. It’s going to be immersive and engaging, very different kinds of content from the content we’re dealing with today,” Kapoor says. The content can then be precise because its analytics could be sophisticated. Companies are exploring how to collect data through eye tracking with virtual reality technology. Eye tracking will also allow companies to understand better what type of content connects with the consumer. “You could see what each doctor did, how much they consumed, what content they looked at, what they liked and didn’t like. The same with the patients – what they liked and didn’t like – and now you can do precision marketing,” Kapoor explains. Advertisements can be more tailored, and data collection within the Metaverse can allow for more personalised content that will greatly affect physicians and patients. Many benefits come with an increased understanding of drug effects on the body through on-demand and immersive content. Still, Kapoor says multiple barriers present in pharma will make it complicated for these ideas to come to fruition. The way pharma is regulated based on compliance is a considerable barrier to allowing such a change, though.  broken, siloed approach within pharma must be rectified to improve content turnaround time, especially within the MLR process. Kapoor states this is the biggest bottleneck to change. “Along with that, companies need to do advanced content analytics. Content analytics is critical. So, doing content analytics, smoothing out the MLR approval process, and having senior leadership push change: I would say these additions are critical for this dream to happen,” Kapoor posits. “Otherwise, this industry is not going to Meta or experiential selling for many years. This industry will be boring, then we’re not doing the right service to our patients because we’re not telling them what drugs can do for them, and we’re just defeating the purpose of that patient centricity.” About the interviewee Gaurav Kapoor is co-founder of Indegene and heads the company’s co-commercialisation business while also driving new business development. Keys, purses, phones, you name it!” says TikTok user Crystal Fisher, a traveller, an artist and an entrepreneur, who shared the video. Though residents appreciate the safety, caution is always advised by the authorities. The reality TV superstar and influencer has settled Securities and Exchange Commission charges that she failed to disclose a payment she received for touting a crypto asset on her Instagram feed, the agency announced Monday morning. “This case is a reminder that, when celebrities or influencers endorse investment opportunities, including crypto asset securities, it doesn’t mean that those investment products are right for all investors,” Gary Gensler, chairman of the SEC, said in a news release. Representatives for Kardashian didn’t immediately respond to a request for comment. Kardashian, who is reportedly worth $1.8 billion, agreed to pay $1.26 million to settle the charges over a promotion on Meta‘s Instagram for EthereumMax’s crypto asset, the SEC said. She will also cooperate with an ongoing investigation, and has agreed to not promote crypto securities for three years, the regulator added. However, Kardashian, who has built a media and lifestyle empire, neither admitted to nor denied the regulator’s findings, the SEC said. Kardashian has already felt regulatory heat over her EthereumMax promo, which she posted on Instagram in June of last year. She started the post by asking her millions of followers, “ARE YOU INTO CRYPTO??? THIS IS NOT FINANCIAL ADVICE BUT SHARING WHAT MY FRIENDS JUST TOLD ME ABOUT THE ETHEREUM MAX TOKEN.” Investors sued her, former NBA star Paul Pierce and superstar boxer Floyd Mayweather Jr. earlier this year over their promos for EthereumMax, accusing them of artificially inflating the value of the asset. The SEC on Monday said Kardashian failed to report that she was paid $250,000 to publish a post about EMAX tokens, a crypto asset offered by EthereumMax. The post, which featured the hashtag “#ad,” included a link to the EthereumMax website, which gives users instructions about how to buy the tokens, the regulator added. Her failure to disclose the payment was a violation of federal securities laws, the SEC said. While no company has been officially named, Lebanese officials have publicly suggested a role for TotalEnergies SE and a top Israeli official was meeting company representatives in Paris on Monday, according to a source briefed on the matter. Israel’s energy ministry confirmed that its director-general Lior Schillat, who also heads Israel’s negotiating team, was in Paris for discussions on Monday. TotalEnergies declined to comment. Israel has said its own legal experts are also reviewing the draft before it can be approved. Israeli media reported that the cabinet will meet on Thursday to approve the deal, but no session is formally scheduled. He’s set to go on trial in the death of an 87-year-old woman. DALLAS — After Mary Brooks was found dead on the floor of her Dallas-area condo, grocery bags from a shopping trip still on her countertop, authorities decided the 87-year-old had died of natural causes. Even after her family discovered jewelry was missing — including a coral necklace she loved and diamond rings — it took an attack on another woman weeks later for police to reconsider. The next capital murder trial for Billy Chemirmir, 49, begins Monday in Dallas in the death of Brooks, one of 22 older women he is charged with killing. The charges against Chemirmir grew in the years following his 2018 arrest, as police across the Dallas area reexamined the deaths of older people that had been considered natural, even though families raised alarm bells about missing jewelry. Four indictments were added this summer. Chemirmir, who maintains his innocence, was convicted in April of capital murder in the smothering death of 81-year-old Lu Thi Harris and sentenced to life in prison without parole. He will receive the same punishment if convicted in Brooks’ death. His first trial in Harris’ death ended in a mistrial last November when the jury deadlocked. Loren Adair Smith, whose 91-year-old mother is among those Chemirmir is charged with killing, will be among the many relatives of victims attending the trial, which, she said, brings a “huge bag of mixed feelings.” “At the same time of having that dread feeling, we are really glad to go back and bring this chapter to a close,” Smith said. It was Mary Annis Bartel’s survival of a March 2018 attack that set Chemirmir’s arrest in motion. Bartel, 91 at the time, told police that a man had forced his way into her apartment at an independent living community for seniors, tried to smother her with a pillow and took her jewelry. Before Bartel died in 2020, she described the attack in a taped interview that was played at Chemirmir’s previous trials. She said the minute she opened her door and saw a man wearing green rubber gloves, she knew she was in “grave danger.” Police said they found Chemirmir the next day in the parking lot of his apartment complex. He was holding jewelry and cash, and had just thrown away a large red jewelry box. Documents in the box led them to the home of Harris, who was found dead in her bedroom, lipstick smeared on her pillow. At trial, prosecutors presented evidence that Harris and Chemirmir were checking out at the same time at a Walmart just hours before she was found dead. In a video interview with police, Chemirmir told a detective that he made money by buying and selling jewelry, and that he had also worked as a caregiver and a security guard. Most of Chemirmir’s alleged victims lived in apartments at independent living communities for older people. The women he’s accused of killing in private homes include the widow of a man he had cared for while working as an at-home caregiver. Brooks’ grandson, David Cuddihee, testified that he found her body on Jan. 31, 2018. He said she had sometimes used a cane but was still healthy and active. “She would walk to church, she would walk to the dentist down the street,” Cuddihee said. Police testified that grocery receipts showed Brooks was at Walmart the day before her body was found. Surveillance video from the store showed a vehicle matching the description of Chemirmir’s leaving just after Brooks, going in the same direction. Dallas County District Attorney John Creuzot, a Democrat, decided to seek life sentences rather than the death penalty when he tried Chemirmir on two of his 13 capital murder cases in the county. His Republican opponent has criticized that decision as he seeks reelection in the nation’s busiest death penalty state. In an interview with The Dallas Morning News, Creuzot said he’s not against the death penalty, but among things he considers when deciding whether to pursue it are the time it takes before someone is executed, the costs of appeals and whether the person would still be a danger to society behind bars. Chemirmir, he added, is “going to die in the penitentiary.” Prosecutors in neighboring Collin County haven’t said if they will try any of their nine capital murder cases against Chemirmir. As a SNAP-Ed community worker in Illinois, she likes getting to know the regulars at local food pantries and teaching them about healthy eating on a budget. She likes working with children, especially since she doesn’t have any kids of her own. What she doesn’t like about her job is the pay, which, after six years in the same position, was only $13.79 per hour. That wage only went up by $1 per hour over six years. “It’s not enough,” she said. Dana Cronin / Del Jacobs has been a SNAP-Ed community worker in Illinois for six years. Her wage is so low that she’s had to take on another job to make ends meet. Jacobs is one of thousands of SNAP-Ed workers across the Midwest earning low wages. An investigation by Harvest Public Media and the Midwest Newsroom found the SNAP-Ed program, which aims to educate food insecure individuals about healthy eating on a budget, pays its employees poorly — so poorly that they often experience food insecurity themselves or work second jobs. SNAP-Ed is the education arm of the Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps). It operates in all 50 states and has been around for 30 years, though the foundation for the program was laid out in the Food Stamp Act of 1977 and it’s undergone many changes since then. The goal of the program has always been to educate low-income communities on how to eat healthy on a budget. SNAP-Ed is funded by the U.S. Department of Agriculture’s Food and Nutrition Service (FNS) and, in most states, run by land grant university extension offices. Our investigation revealed a tension between state-level SNAP-Ed program coordinators and the USDA, where finger-pointing between the two entities is resulting in a lack of accountability for the low wages. Dana Cronin / To reach their target audience, SNAP-Ed employees set up a posters at farmers markets, visit food pantries and teach community cooking classes to low-income residents. Jacobs, for example, has qualified for SNAP benefits. And to make ends meet, she took on a second job as a housecleaner, which pays $25 an hour – close to double what the University of Illinois pays her. “Isn’t that sad, that I get more for cleaning a house than I do for doing an actual job?” she said. Low pay equals high turnover There’s no such thing as a typical work day for Jacobs. As a SNAP-Ed community worker, one day she might be teaching a class on how to cook with food pantry staples and the next she’ll be at the local farmers market teaching SNAP recipients how to use their benefits to buy healthy, local food. The position is technically entry-level, but Jacobs has a lot of responsibilities, including teaching ten different types of nutrition classes for all different age groups and managing relationships with local food pantries and non-profits. She even has a university-issued credit card. Most SNAP-Ed positions require about five months of on-the-job training. And yet, according to our investigation, until recently, the average pay for SNAP-Ed workers in the Midwest was just $13.11 per hour. Jacobs said those low wages led to high turnover rates within Illinois’ SNAP-Ed program. “What I’ve noticed in the six years that I’ve been working is that we hire everybody at the beginning of the year, they go through five months training, they get out into the community, they realize how much work they have to do for so little pay, and they quit,” she said. That’s damaging the program’s effectiveness, Jacobs said. Because when a SNAP-Ed employee leaves, it can be difficult to replace them. “(With) a fair wage, we would have a better impact on the community,” she said. The higher-than-average turnover rate isn’t lost on Jennifer McCaffrey, who manages Illinois’ SNAP-Ed program. But she chalks it up to employees moving on to better opportunities. “It is kind of the nature of the role,” she said. “Because we provide so much training and opportunity for education that people do take advantage of that and then move on to a higher paying position.” But high turnover is a problem in other states, too, including Missouri, which has seen many SNAP-Ed employees leave over the past couple of years. “We tried to do exit interviews, and some did mention the salaries,” said Jo Britt-Rankin, University of Missouri’s SNAP-Ed coordinator. A movement to raise wages According to multiple interviews conducted with program directors, high turnover has been a primary driver to raise SNAP-Ed employee wages. Of the five states surveyed (Illinois, Iowa, Kansas, Missouri and Oklahoma), every single one has raised their employees’ wages in the last three months. (Nebraska did not return several emails and phone call requests for interviews, and did not produce records in time for publication of this article.) In July, Missouri raised its base rate of pay from $13.57 per hour to $17. Program director Britt-Rankin says she worked with the university’s human resources department to reclassify the employees in order to bump them up to the new pay grade. “We asked them to help us provide a title as well as a pay structure that more accurately reflected what they were doing,” she said. She says the increased cost of living – including rising inflation levels – also contributed to the wage hike. Some workers pushed for wage increases through labor union negotiations. SNAP-Ed workers in Illinois, for example, are represented by the American Federation of State, County and Municipal Employees (AFSCME) union. Over a months-long process, union stewards – including Del Jacobs – negotiated the new contract. One of the main sticking points with the University of Illinois, according to Jacobs, was over wage increases. Speaking on behalf of the negotiating team, a U of I spokesperson said in an email statement that there weren’t any specific sticking points, but that “some contracts take longer to complete than others, and the pandemic caused a significant delay in negotiations.” In Oklahoma, SNAP-Ed employees got a raise from a base pay of $10 per hour to $12. Despite the increase, they’re still the lowest SNAP-Ed earners across the region. Oklahoma’s SNAP-Ed coordinator Candace Gabel knows this. She’s been in her current role for four years and has been fighting to raise her employees’ wages the whole time. While she’s happy about the recent wage hike, she said it’s still not enough to attract and retain workers. “You can’t hire anybody because they’re so low,” she said. “Because you can go to work at McDonald’s in Tulsa and make $15 an hour if you want to flip hamburgers, right?” ‘How are we going to meet our goals?’ Oklahoma’s residents are among the most food insecure in the country. That makes the state’s SNAP-Ed program especially critical, said Gabel. One of her top goals is for the program to help reduce the obesity rate in Oklahoma – which is among the highest in the country. But that might not be achievable if she can’t pay her employees enough to keep them on the job. “If we don’t have enough people to reach the population, then how are we going to meet our goals?” she said. But in order to raise her employees’ wages, Gabel would have to eliminate some of her vacant positions – further diminishing her program. “It’s a Catch-22,” she said. To escape the Catch-22, Gabel said she needs a larger operating budget. In other words, she needs more money from the USDA’s Food and Nutrition Service, which funds the program. The USDA declined an on-the-record interview on this issue. A spokesperson for the agency sent a statement emphasizing that it’s up to each individual state to determine employee salaries. “States determine reasonable wages based on the work being performed, location, number of hours worked, and other criteria,” the spokesperson wrote. The only salary guidelines the agency provides are laid out in the SNAP-Ed Plan Guidance, which is the blueprint for states implementing SNAP-Ed: “All staff wages, salaries, and benefits must be computed on a reasonable hourly basis commensurate with duties being performed, or the Federal minimum hourly wages established by the United States Department of Labor.” The current federal minimum wage is $7.25 per hour. It hasn’t gone up since 2009. But the USDA does control how much money goes to each state based on a formula. The formula was originally laid out in the Healthy, Hunger-Free Kids Act of 2010 and is affirmed in the Farm Bill. It allocates a certain amount of money for SNAP-Ed based on past allocations plus the percentage of SNAP recipients in each state. Missouri program director Jo Britt-Rankin said once that formula went into effect, some states lost a lot of funding. Luckily, she said, Missouri wasn’t one of them. “We stayed fairly consistent,” she said. “We were thankful for that.” The Farm Bill, which is typically renewed every five years, is set to be updated next year. The contents of that 2023 bill are being debated right now, and Britt-Rankin is pretty sure the SNAP-Ed allocation formula will be a part of the conversation. “I’ve been around for several Farm Bills now,” she said. “(SNAP-Ed is) always a discussion point.” A rewritten SNAP-Ed allocation formula could mean more money for workers like Del Jacobs. Along with other SNAP-Ed workers across the region, Jacobs finally received a raise earlier this year. It was her first significant raise after more than six years on the job. She now earns $16.51 per hour. But Jacobs said she won’t stop fighting for even higher wages. “Now that we aren’t getting poverty wages anymore, I want to work on getting us a living wage,” she said. Explore its ancient palaces and forts, see traditional houses, eat samgyup, and enjoy all that an eclectic city has to offer. It can also serve as a hub for day trips to nearby interesting destinations. Check South Korea’s Embassy in the Philippines for updates about COVID entry rules here. Getting a visa You’ll need a visa to enter Korea and travel on your own; however, there are exceptions which allow you to visit South Korea without a visa. Filipinos need to fly in and out of Yangyang International Airport with a tour package booked through a designated travel agency. Flights are cheaper when you buy tickets several months in advance. You won’t exactly arrive in Seoul once in South Korea; you’ll arrive in Incheon. It’s convenient to get to Seoul from the airport because of the options you have by taxi, train, or bus. By train You have the option to take the AREX (airport railroad express) or the all-stop train from Incheon to Seoul. The former goes directly to Seoul Station for around KRW9,500 (adult ticket) and KRW7,500 (child ticket) while the latter costs KRW4,150 to KRW4,750 depending on whether you depart from Terminal 1 or 2.  By bus The airport bus is an affordable option. The fare from Incheon Airport costs up to KRW15,000 depending on the location of your accommodation in Seoul. By taxi A taxi is a convenient but expensive option, especially if you arrive late at night or don’t want the hassle of carrying all your luggage through public transportation. However, it’s easy to get from one place to another because of the extensive public transportation network of buses and trains. I used a Tmoney card (equivalent to our own stored value card) whenever I used the subway and a few buses. It costs around KRW2,500 and you can top it up with load whenever you need it. Alternatively, you can purchase a Discover Seoul Pass which has 24-, 48- and 72-hour options. The passes cost KRW39,900, KRW55,000, and KRW70,000 respectively. The pass also functions as a Tmoney card you can use for public transportation, and comes with additional perks such as free or discounted entrance fees to some attractions, modes of transportation, and services in the city. You could stay in the city center or venture further out to nearby places. The city’s public transportation network makes it easy to do day trips if you want a break from the metropolis. *This itinerary assumes you start with one full day. Day 1 Gyeongbokgung Palace. Photo by Joshua Berida/Rappler Immerse yourself in Korean culture and history on your first day by visiting some of the city’s famous palaces and shrines. Visit the famous Gyeongbokgung Palace, which was the Joseon Dynasty’s main palace. Gyeongbokgung dates to 1395 and has survived wars and man-made and natural disasters. This is a popular attraction for both locals and visitors. The complex has different halls and pavilions you can explore. Another noteworthy palace to add to your itinerary is Changdeokgung. The latter served as the “second palace” after Gyeongbokgung. It is a UNESCO Heritage Site that has influenced the country’s garden design and architecture. Intricate details. The royal family of the Joseon Dynasty used this shrine as their primary place of worship. Don’t be surprised to see many tourists wearing traditional clothes walking around and taking photos with the houses as their background. There are cafes, shops, and museums if you’re interested enough to see them. Be respectful because people actually live in the houses; they’re not just for tourists.  Jogyesa Temple. The area is home to shops that sell traditional goods, teahouses, restaurants, cafes, and art galleries. After window shopping (or actual shopping), drinking tea, and/or eating, head on over to Jogyesa Temple. The latter dates to the Goryeo period in the 14th century. One of the best places to eat is at Gwangjang Market. Here you’ll find numerous stalls that mostly sell food. The observatory is a popular stop for both locals and tourists. A ticket costs KRW16,000 for adults (13 -65 years old) and KRW12,000 (12 years old and below and over 65 years old).  Day 3 Seoul is a bustling and vibrant metropolis that has plenty to offer. Spend this day exploring the different neighborhoods of the city. It’s impossible to see the major or smaller neighborhoods in just one day, but Seoul’s public transportation network makes it easy to at least get a glimpse of them. Popular places include Hongdae, Myeongdong, Gangnam, Sinchon, and Dongdaemun. Hongdae and Sinchon are near universities which make them hotspots for nightlife and shopping for both tourists and locals alike. Myeongdong and Dongdaemun have plenty of shopping options for visitors. The pandemic has had a negative effect on these hotspots, but they’re slowly but surely recovering because of fewer and looser COVID restrictions. If you’re interested, you could visit a few museums such as the National Museum of Korea, Seoul Museum of History, and/or Seoul Museum of Art. Day 4 Bukhansan National Park. For this guide you can go up to Baegundae Peak (the one I went to). The peak is around 836m high with stunning views of the city and surrounding rock formations. The trail starts out easy, then once you get closer to the peak, the inclines are steeper and require more effort to climb. There are rails and platforms in some parts of the trail, which can help beginners reach the peak. I would recommend visiting during autumn because of the cold breeze and autumn colors.  Trying Seoul’s street food. Meanwhile, wealth held by “mature coins” is at an all-time high, the researcher said, as long-time investors have refused to spend them amid the market turmoil. The group of investors who “hodl” through thick and thin — meaning those who remain loyal even during tough times — has remained “steadfast”, according to Glassnode, which said that they might be hunkering down “for the storms ahead”. Such is the problem for bitcoin and other cryptocurrencies now — the cohort of retail-type investors who had fuelled much of last year’s huge surge in prices have been missing in action. Some market watchers say that with hodl-investors waiting things out, the overhanging question remains whether — or when — individual investors will make a return. “The overall price has got to do better, and once it does the retail investor will become excited again. We definitely don’t have that right now because we’re just stuck in a range,” said Matt Maley, chief market strategist at Miller Tabak & Co. “There’s nothing that turns off an individual investor more than something getting stuck in a sideways range.” At issue is bitcoin needing to find a bottom amid a selloff that’s brought it down 60% this year. Many analysts say that should US stocks form a floor, then the digital token could too, though there’s little consensus on when that might happen. Others argue that once the dollar starts to weaken, then bitcoin might be able to break upwards also. Waned Whatever the case, interest in crypto has waned in recent months. Google trends show the general populace has been much less interested in the tokens. With investors sitting things out until bitcoin and other cryptocurrencies can start to rebound, ETF flows have remained muted, too.
