Ferguson is the deputy assistant secretary of defense for Arctic and global resilience, a new position that signifies the importance U.S. leaders place on the region.   “[The Arctic] is a critical region for power projection and also for homeland defense,” Ferguson said during a Zoom interview.    The importance of the region will only grow as the impacts of climate change accelerate. Ferguson noted that temperatures in the Arctic are rising at least three times faster than anywhere else in the world. “We’re seeing a lot of geophysical changes that have dramatic impact on our operations and our infrastructure,” she said.    A lot of military infrastructure in the region is built on permafrost foundations, which are melting. “We’re working to mitigate that,” she said. “There’s also coastal erosion that has the potential to impact our radar sites.”   The changes are also opening up the area to civilian endeavors — and to strategic competitors, Ferguson said. “We’re seeing increased geopolitical activity by Russia, as well as China, in the region,” she said.    Russia has the largest land mass in the Arctic, and Russian leaders think of the country as the region’s preeminent power, the deputy assistant secretary said. “They have been refurbishing a lot of their airfields and renewing much of their defense architecture across the Arctic region.”   There might not be conflict now — and there hopefully will never be conflict in the Arctic — but we need to be prepared to operate there.” Iris A. Ferguson, Deputy Assistant Secretary of Defense for Arctic and Global Resilience Russia is only 55 miles away from the United States at the Bering Strait. Russian officials maintain their bases and assets in the Arctic are defensive, yet they arm their icebreakers with Kalibr-K missiles, defense officials have said. “We’re increasingly watching the amount of activity that’s happening in the Arctic region from them,” she said.    China, the United States’ other strategic competitor, is thousands of miles from the Arctic. Yet, Chinese leaders have “been trying to insert themselves into the Arctic,” she said. “They have called themselves a near-Arctic nation, even though they aren’t even remotely near the Arctic.”   Chinese leaders are trying to adjust international norms and governance structures in their favor, and they are cognizant of their economic coercion globally and in the Arctic region, she said. “So, we’re being very mindful about their activity and in wanting to ensure that our interests are protected in the region,” she said.    The Arctic is often overlooked, “but it’s a place where we have immense territorial equity, actually, for our homeland defense needs, our ability to monitor and respond to threats, and our capacity to project power,” Ferguson said.    The Air Force has based its top-of-the-line aircraft in Alaska because they can be easily deployed to respond to crises throughout the Indo-Pacific. It’s also a key refueling stop for aircraft. The Army has established the 11th Airborne Division in the region to develop expertise in Arctic mobility and extreme cold weather operations.   From a military standpoint, the region is a key defense node for the homeland, with missile defense facilities, radars, early warning sites and more throughout Alaska and Canada as part of the North American Aerospace Defense Command.    The latest DOD strategy on the Arctic refers to the region as an avenue of approach to the homeland. “The priorities for that defense strategy are in protecting the homeland, ensuring that our national interests are safeguarded and protected, and working with nations on shared challenges,” Ferguson said. “The overarching goal is to ensure we maintain peace and stability in the region.”  The Arctic is a huge area with segments in three geographic combatant commands’ areas of responsibility: U.S. Northern Command; U.S. European Command; and U.S. Indo-Pacific Command. Ferguson’s office is a focal point for Arctic policy. Its initiatives include helping the services prioritize capabilities for the region, developing deeper partnerships with allies and partners, and enhancing Arctic education across the department through its oversight of the newly created Ted Stevens Center for Arctic Security Studies on Joint Base Elmendorf Richardson near Anchorage, Alaska.  “It’s important to have an office like this now to try to start laying the groundwork for how we can best prepare ourselves and to know what the challenges of the future may be,” she said. “There might not be conflict now — and there hopefully will never be conflict in the Arctic — but we need to be prepared to operate there.”   Editor’s note: This is the first of a two-part series on the creation of a new DOD position: deputy assistant secretary of defense for Arctic and global resilience. Sometimes severe weather strikes at home, too. If your primary residence is uninhabitable after a named hurricane hits, you can be eligible to file a trip cancellation claim, as long as you bought the policy before the storm was named. There is typically a daily maximum and overall maximum limit per person for trip delay benefits. Trip Interruption Travel Insurance and Inclement Weather Travel insurance usually doesn’t cover minor weather frustrations such as rain that puts a damper on your beach vacation. But if unexpected severe weather causes you to end your trip early, trip interruption insurance can help. For example, if a tornado strikes at your destination preventing access to the area or making the region uninhabitable, you can file a trip interruption claim. If a tornado blows through your neighborhood back home while you’re away and makes your house uninhabitable, you’re also eligible for trip interruption benefits. This premium upgrade reimburses you for up to 75% of your trip cost, provided you insure the entire value of your trip. It kicks in after a certain waiting period, generally 48 hours or 72 hours into your trip. Like CFAR, you usually need to buy “interruption for any reason” coverage within 14 days of booking your trip. When Is Severe Weather Not Covered by Travel Insurance? Travel insurance generally excludes coverage of “known events.” Once a natural disaster is a known threat (and no longer “unforeseen”), it likely won’t be covered if you buy new a travel insurance plan. For example, if you’re scheduled to leave for a cruise in a week and a new hurricane is named, you can’t quickly buy travel insurance to cover hurricane-related delays or trip interruptions. Mark Zuckerburg is one of those people. The man that steers the ship of Metaverse has clear technical aptitude, a far cry away from the resume full of consulting experience and MBAs possessed by a lot of modern C-suite executives. This assertion is corroborated when one starts to dig deeper into his youth. Using Atari Basic, Mark programmed a full-fledged messaging application for his father’s dental office, software that allowed for communications to occur between secretary and boss without the need for screams to echo across the workspace. In high school, Mark created a music program called “Synapse”, software that ended up receiving purchase offers from AOL and Microsoft. Flashing forward a few years, Mark’s code made waves on Harvard’s campus, with his notorious FaceMash program almost resulting in his expulsion from the school, and his involvement with an early social media prototype, Harvard Connection, laying the foundation for ideas that blossomed into what Meta is today. When one thinks about some of the greatest technological innovations, a few things come to mind. The printing press sprang into existence in the fifteenth century, altering the very manner in which information could be disseminated, arguably spurring a knowledge revolution that the world had never seen. In 1876 Alexander Graham Bell was granted a US patent for transmitting speech by the telegraph, an invention that would alter communication, commerce, and global society as a whole permanently. The Internet, spurred by the workings of ARPA in the late 60s, arguably led to a further transformation in our species. This technology, when combined with smartphones, arguably intertwines man with bits in a manner that is almost science-fiction-like. Social Media, in my mind, though contingent on these early innovations to even exist in the first place, is similar in stature. This technology altered human behaviour patterns, changed the way in which presidential elections were conducted, allowed for contact to occur in a manner that all but nullifies the concept of geographic constraints, altered advertising, and general business processes, and gave voices to anyone that dares to engage in a few coordinated thumb movements. Mark Zuckerberg’s technology played a big role in changing the world. From the company’s IPO in May of 2012 to its peak in September of 2021, Meta barely felt the effects of gravity, with its share price appreciating 800%+, more than a 20% CAGR. Today, we sit at a fork in the road, a spot in the company’s journey that may be looked back upon as a critical juncture for the long-term trajectory of the firm. Amidst a market environment that has been all but deleterious to the general wellbeing of most of the Technology sector, Meta is down more than 55% on the year, a price-action that would have surprised even the most inquisitive investor if they were to have gained a glimpse into the future only a year prior to today. In short, Meta is fighting for its life. In my deep dive today I will attempt to determine just how bad off Meta is and whether or not I am comfortable allocating capital to a potential fallen angel. Opportunity When completing my research for this piece, I tried to complete a top-down view of what the company’s main focus points seem to, and arguably should be for the coming years. I arrived at the three main points. Firstly, the overall success of the company’s lofty metaverse ambitions is obviously contingent on a series of technological trends going in their favor. The concept of the metaverse in general is nothing new, having been depicted in various forms of science fiction and real-world applications over the last few decades. In Ready Player One, the author weaves the tale of a teenager that escapes from the harsh realities of the world he inhabits into a haptic-sensor-driven video game world, embodying the role of a “Gunter”, attempting to solve a series of 80s-themed challenges in order to obtain the fortune left behind by a billionaire tech genius. Second Life, an enormously popular video game that was first released in 2003, exists as a “Second Plane” where players can create an avatar for themselves and interact with a virtual world. Arguably the entire modern video game industry exists as a metaverse of sorts for its users. The commonality between all of these things is clear; they either depict or provide an outlet of sorts to escape from our physical world into a digital one. The creation of a metaverse, one where users actually spend time, conduct social interactions and engage in various forms of commerce within is lofty, but is it actually unrealistic? As Ben Thompson argues in this piece from a few years ago, we are arguably at the end of a journey from batch to continuous computing. Initially, individuals had to put card readers into a mainframe and wait for the results to be computed, a result of the I/O layer being directly linked to the application and data layers. Later, computers resulted in the I/O, application, and data layers being pulled apart. Lastly, where we are today, cloud computing and mobile have resulted in applications and data can being able to be connected from anywhere, allowing continuous computing to arise. Rather than there being some world-changing innovation that is set to change this phenomenon, technology such as AR/VR hardware is likely just an extension of continuous computing. As the years have progressed and we find ourselves more and more ingrained with the technology we use in everyday life, it is rather likely that our ability to interact with said technology in new and more engaging ways increases with time. Zuck’s whole spiel seems to be centered around the concept of “presence”. Facebook’s technology in the past has been contained around creating social experiences using apps, something he hopes to interchange by putting people at the center of these experiences instead. I hold my fair share of skepticism for this playing out exactly as Zuck intends. However, with the emergence of a digital-first world spreading far and wide, and the very manner in which people conduct their livelihoods, engage in social interactions, and interact with entertainment sources being moved to the land of bits, whose to say that we won’t see a rise in interactivity in the coming years. Only time will tell if these ambitions turn out to be sheer lunacy or early signs of prophetic genius. Going forward, I would argue that success in this area is reminiscent of how Apple transitioned a large part of its focus into becoming a “services company.” Through the creation of products that play a large part in the daily lives of customers, Apple was able to intertwine both hardware and software in a truly special way. Looking at Meta’s metaverse ventures thus far, they are arguably following a similar path, with Meta using hardware sales as a user entrance of sorts into the ecosystem, which they can then leverage to collect fees from creators on the Meta Quest and Horizon Stores. Though in their infantile stages, the company has already had success on the hardware front, surpassing Xbox in unit sales in 2021 and closing the remaining gap between themselves, Nintendo, and PlayStation as outlined below: Author Going forwards, the % of VR users is expected to grow modestly from 61.5M to 75.4M in the US, increasing from 18.4% of the population to 21.9% during that same time period. With e-marketer estimating that Meta has around 90% market share in this area, it will be critical that this lead is maintained as new entrants exert competitive efforts against the company, as well as for Meta to expand VR/AR use cases away from a market that is relatively niche at the moment. New investments under the Supporting Effective Educator Development (SEED) program, include 22 new three-year grants totaling more than $60 million, bringing the Biden-Harris Administration’s additional support for teachers through Fiscal Year 2022 grant competitions to more than $285 million. “We are treating our efforts to recruit, prepare, and retain a talented and diverse educator workforce with the same level of urgency we brought to reopening our schools during the height of the pandemic,” said U.S. Secretary of Education Miguel Cardona. “Now more than ever, we are supporting teacher preparation and development programs that provide educators with meaningful, relevant, and evidence-based strategies for promoting student success and social and emotional well-being. Today’s investment of over $60 million will support high-quality programs across the country that are truly raising the bar for professional development and embracing evidence-based and innovative and promising approaches, like Grow-Your-Own programs, to strengthen the teacher pipeline today, and in the years ahead.” The SEED program supports evidence-based practices that prioritizes educators’ growth across the continuum of their careers. In this year’s SEED competition, the Department directed funding to projects designed to support educator workforce through high-quality, comprehensive teacher preparation programs, including those with a strong track record of recruiting and placing underrepresented teacher candidates, and that include one year of high-quality clinical experiences. The Department also prioritized projects designed to help teachers create inclusive and equitable learning designed to meet students’ social, emotional, and academic needs. The National Center for Education Statistics’ (NCES) latest survey results on public school experiences with COVID-19 show that, as of August 2022, 53 percent of all public schools reported feeling understaffed entering the 2022-23 school year, and 69 percent reported too few candidates as the biggest challenge to hiring teachers. By investing in programs like SEED and focusing on the most pressing needs, the Biden-Harris Administration is helping to strengthen the teacher pipeline and provide long-term investments in the teaching profession. Supporting Effective Educator Development (SEED) grant awardees include NATIONAL The National Center for Teacher Residencies’ (NCTR) Centering Equity, Building & Scaling Teacher Residencies project aims to increase the number of effective teacher residents from diverse backgrounds in underserved schools, districts, and subjects by boosting teacher residency programs across Connecticut, Delaware, North Carolina, Tennessee, and Virginia. NCTR will provide scaffolded technical assistance and support to develop and scale 14 teacher residency programs, 10 of which are located at Historically Black Colleges and Universities (HBCUs). LOUISIANA: The New Orleans SEED program aims to address New Orleans’ persistent teacher shortage problem by focusing on boosting pathways into the profession through the expansion of innovative and promising Grow-Your-Own pathways. Funding will help project partners build a robust, sustainable pipeline of local aspiring teachers to pursue the profession and become the next generation of effective educators in New Orleans’ underserved schools. By 2025, the project hopes to recruit, prepare, and place 550 teachers in underserved schools and have more than 200 high school students in the city’s teacher pipeline. MISSOURI: The Community Training and Assistance Center, Inc., a national non-profit organization, is using SEED support for Project Extended Impact (IMPACT) in partnership with the Missouri Department of Elementary and Secondary Education. IMPACT aims to increase Missouri’s supply of highly effective principals to improve teaching and learning, engaging 2,100 principals from across the state. The move comes as SolarWinds strives to jumpstart growth after spinning off its N-able MSP software business in 2021. The backdrop: SolarWinds revenue was $176 million in Q2 of 2022, down slightly from Q2 of 2021. For the full year, SolarWinds expects total revenue of $715 million to $725 million — which is roughly flat compared to 2021, according to an August 2022 financial forecast for the business. In stark contrast, fast-growth rivals such as DataDog have successfully expanded across the infrastructure, application, data and cloud monitoring sectors. To wit, Datadog revenue was $406.1 million in Q2 of 2022 — up 74% compared to Q2 of 2021, the company said in August 2022. SolarWinds: Rebuilding Customer and Partner Trust Still, there are signs that SolarWinds is rebuilding customer trust after disclosing the infamous Orion supply chain software hack in December 2020. The travel industry news site Skift reported that the emirate alone received more than 7.12 million international overnight visitors during the first six months of 2022, an exponential 183% year-on-year growth. Australian Releases CBDC Whitepaper The Reserve Bank of Australia (RBA) in a release on September 26, has stated that they are collaborating with the Digital Finance Cooperative Research Centre (DFCRC) on a research project about exploring the potential use cases for a central bank digital currency (CBDC) in Australia. The RBA has also released a whitepaper regarding the same and explained the objective behind such a project in detail.  The RBA is also seeking inputs from interested industry participants for potential use cases of CBDC, and how it can benefit the Australian economy and financial systems, too. CFTC Files, Settles Case Against Blockchain, DAO The CFTC had filed and settled charges against Blockchain protocol bZeroX (BZx) founders Tom Bean and Kyle Kistner.  The charges against them were that they were offering illegal, off-exchange tokenised margin trading and lending services, and they operated as an unregistered futures commission merchant (FCM), which was illegal since they also failed to meet the Bank Secrecy Act requirements regarding gathering of customer information. The CFTC also filed a federal civil enforcement action against Ooki DAO, which was also operating on the same lines as bZeroX, and had also violated the same laws as bZeroX, reported Coindesk. Ethereum Circulation Increases According to a Cryptopotato.com report, the current staking rewards rate is about 1,700 ETH every day. Axel C. Cox, 23, is charged with one count of criminal interference with the right to fair housing and one count of using fire to commit a federal felony in connection with the alleged cross burning. According to court documents obtained by NPR, Cox burned a cross in his front yard on Dec. 3, 2020, and used “threatening and racially derogatory remarks” toward his Black neighbors. Cox chose to burn the cross in front of his Black neighbors because of their race, according to the Justice Department. Cox’s action of burning the cross, federal prosecutors say, falls under the Civil Rights Act of 1968 (sections of which are called the Fair Housing Act), which prohibits discrimination against a person’s housing rights based on the individual’s race, religion, national origin, sex or family status. Cross burning’s origins are rooted in racism Cross burning, also referred to as cross lighting, is considered a hate symbol often associated with the Ku Klux Klan since the early 1900s, according to the Anti-Defamation League. In a 2014 interview, David Cunningham, author of Klansville, U.S.A., told Fresh Air‘s Terry Gross that the Klan’s act of burning crosses was a symbol of “intimidation and terror.” “The crosses they burned there were often 60 or 70 feet high, so these are enormous crosses they were burning. In itself [they] were just a symbol of how ambitious the Klan’s organization was,” said Cunningham. “So the act of this enormous cross burning became an act of compelling theater and also the sort of signal of what the Klan was able to accomplish organizationally,” he added. Vangela M. Wade, president of the Mississippi Center for Justice, told The Associated Press that modern-day cross burnings bring back the blatant racism associated with the Jim Crow South. “This is another stark reminder of how bigotry, racism and hate-fueled violence are alive and well in our country. Mississippi is no exception,” Wade told the AP. Steps are being made against the rise in hate crimes With the rise in hate crimes and hate incidents, federal and state officials are taking new steps when it comes to reporting bias incidents. In May, the Justice Department announced a series of new guidelines and $10 million in new federal grants to help states develop hotlines for reporting incidents. Additionally, the Justice Department issued new guidance with the Department of Health and Human Services aimed at raising awareness of hate crimes during the COVID-19 pandemic, as the U.S. experienced a surge of hate crimes and hate incidents against Asian American, Native Hawaiian and Pacific Islander communities. “Throughout our history, and to this day, hate crimes have a singular impact because of the terror and fear they inflict on entire communities,” said Attorney General Merrick Garland in a news release. In August, Maryland officials launched an alert system to flag racist incidents and acts of hate. The Emmett Till Alerts system, named in honor of the 14-year-old who was abducted, tortured and killed in 1955 after being accused of whistling at a white woman, will act as a warning system if credible threats are made. The warning system will notify Black leaders across Maryland of any credible racist incidents or hate crimes that take place anywhere in the state. Once a hate crime or racist incident is reported, a team of people will determine whether an alert should be sent. The Emmett Till Alerts will be sent to 167 Black elected statewide officials in Maryland along with national civil rights organizations, clergy members and other leaders. The application of these quantum technologies in the security and defence sectors could help to future-proof the transmission of information, protecting it from increasingly advanced hacking systems and contributing to NATO’s efforts to maintain its technological edge. NATO Science for Peace and Security (SPS) Programme research and development projects have been examining the security-related applications of quantum technologies, addressing their three main fields: computing, sensing and communications. Quantum computing and sensing are improving the abilities of computer and remote measurement technologies to levels that they are not traditionally able to achieve. In the field of quantum communications, SPS activities are showing the most promising results. These projects develop systems for the encryption and secure transmission of information using quantum key distribution (QKD) and post-quantum cryptography (PQC). Through these techniques, they respond to rising security concerns related to new technologies – such as quantum computers, which can decipher secret communications – by preventing unauthorised access. Testing quantum key distribution (QKD) QKD is a quantum communication method to share decryption keys. In this system, an encrypted message is sent over traditional networks, while the keys to decrypt the information are transmitted through quantum means. This way, only the intended recipient can decode the message, making any eavesdropping impossible. By applying this method, an SPS project succeeded in connecting Italy and Malta with a prototypical QKD link using submarine optical fibre cables for the first time. Another SPS-supported research initiative investigated QKD techniques to send cryptographic keys from one endpoint to another, which was located hundreds of kilometres away. Meanwhile, researchers at a university in the Czech Republic are studying the application of QKD technology on a 5G network to explore its potential to enhance cyber security in future communication systems. Demonstrating post-quantum cryptography (PQC) Unlike QKD, which uses physical quantum properties to protect information, PQC uses cryptography and mathematical functions as an alternative approach to secure communications. An international group of scientists supported by SPS recently demonstrated that, using PQC, it is possible to securely transmit information without the possibility of decryption by a hacker, even one who has a quantum computer. Through a secure protocol, five research groups based in Malta, Slovakia, Spain, the United States and NATO Headquarters in Brussels, Belgium, succeeded in communicating in a completely secure space, free from the risk of intrusion. NATO’s new Strategic Concept, agreed by Allies at the 2022 Madrid Summit, recognises the critical role of technology, and in particular, emerging and disruptive technologies (EDTs), in shaping the future of the Alliance. To explore the potential and risks associated with EDTs, the SPS Programme is supporting research activities that address technological trends in EDTs, like artificial intelligence, autonomy, bioengineering, and especially quantum technologies. Future SPS activities investigating quantum will look at how to integrate both QKD and PQC to secure information infrastructure in the best and most holistic way for the Alliance.
