Austin Woman Charged With Murder In Cyclist’s Death Appears In Court – KXAN.com https://collincountynewsonline.com/austin-woman-charged-with-murder-in-cyclists-death-appears-in-court-kxan-com/ AUSTIN (KXAN) — An Austin woman, accused of shooting and killing professional cyclist Moriah Wilson at an east Austin home in May, appeared in court Wednesday during a pre-trial hearing. Police said Kaitlin Armstrong, 34, shot Wilson in May and left the country shortly after the incident. The hearing Wednesday was procedural and focused on the arrest warrant originally filed by Richard Spitler, the lead homicide detective on Wilson’s murder case.  Armstrong’s defense team filed a Frank’s Motion – a legal proceeding when a court is asked to determine whether a police officer or detective lied in pursuing a search warrant. They alleged that Spilter had reckless disregard for the truth when filing the arrest warrant that allowed police to arrest Armstrong, and that he intentionally left out crucial information in the document.  “Just be crystal clear, everything in that affidavit is true?” Rick Cofer, one of Armstrong’s defense attorneys, asked while questioning Spilter. “Yes sir,” Spitler replied.  For example, in the warrant, Spitler wrote that Wilson and Colin Strickland, the cyclist Armstrong was living with at the time, were in a romantic relationship. Cofer spent several minutes questioning Spitler on whether “relationship” was an accurate term to describe what was going on between Strickland and Wilson.  Cofer also alleged Spitler filed dates and times incorrectly, relied too much on information from anonymous callers, and that he didn’t corroborate reports from other APD staff working on the case.  When State Attorneys cross-examined Spilter, they said that he was working off of the information he had available and wrote the affidavit with care. Any errors Spitler made were not severe enough to qualify as reckless disregard for the truth, the attorneys argued.  Also questioned was Katy Conner, an APD homicide detective, who was the first APD officer to interview Armstrong about Wilson.  APD arrested Armstrong because they already had a warrant from a previous incident. One where she allegedly did not pay for a Botox session and was charged with theft of service, a class B misdemeanor. Armstrong was arrested and brought into the APD station for that charge, but Conner questioned Armstrong on her connection to Wilson and not about the theft of service charge. Just as Conner began to talk with Armstrong, an APD officer informed her that the birth date on the warrant was incorrect and that Armstrong was no longer under arrest.   Conner told Armstrong that she was allowed to leave, but continued to ask questions about her relationship with Wilson and Strickland. This lasted for about ten minutes. A video was played at the hearing. Armstrong’s defense argued that Conner detained Armstrong and didn’t allow Armstrong to leave after the warrant didn’t hold. State attorneys conversely asserted that Conner was within her right as a detective to ask about Armstrong’s connection to Wilson. Also, that Conner informed Armstrong she was free to leave five times.  The State Attorney showed a video of the interview where Strickland was in the fetal position in the corner at one point when APD was questioning him about Wilson.  “Collin Strictland was a ball on a floor… He was told that he was the last man seen alive with (Wilson),” one of the State’s attorneys said. Conversely, he said, Armstrong had just been informed that a woman from their community had been murdered. “And she was as cool as the other side of the pillow,” he said. A botched economic plan unveiled by the government last month triggered financial turmoil and a political crisis that has seen the replacement of Truss’ Treasury chief, multiple policy U-turns and a breakdown of discipline in the governing Conservative Party. Many Conservatives say Truss must resign – but she has remained defiant, saying she is “a fighter and not a quitter.” Conservative lawmaker Simon Hoare said the government was in disarray. “Nobody has a route plan. It’s all sort of hand-to-hand fighting on a day-to-day basis,” he told the BBC on Thursday. He said Truss had “about 12 hours” to turn the situation around. Newspapers that usually support the Conservatives were vitriolic. An editorial in the Daily Mail was headlined: “The wheels have come off the Tory clown car.” International Trade Secretary Anne-Marie Trevelyan, sent onto the airwaves Thursday morning to defend the government, insisted the administration was providing “stability.” But she was unable to guarantee Truss would lead the party into the next election. “At the moment, I think that’s the case,” she said. With opinion polls giving the Labour Party a large and growing lead, many Conservatives now believe their only hope of avoiding electoral oblivion is to replace Truss. But they are divided about how to get rid of her and as yet there is no front-runner to succeed her. A national election does not have to be held until 2024, and under Conservative Party rules, Truss technically is safe from a leadership challenge for a year. The rules can be changed if enough lawmakers want it. There is fevered speculation about how many lawmakers have already submitted letters calling for a no-confidence vote. In a major blow, Home Secretary Suella Braverman resigned Wednesday after breaching rules by sending an official document from her personal email account. She used her resignation letter to lambaste Truss, saying she had “concerns about the direction of this government.” “The business of government relies upon people accepting responsibility for their mistakes,” she said in a thinly veiled dig at Truss. Braverman was replaced as home secretary, the minister responsible for immigration and law and order, by former Cabinet minister Grant Shapps. He’s a high-profile supporter of Rishi Sunak, the former Treasury chief defeated by Truss in the final round of the Conservative leadership race. Truss faced more turmoil in Parliament Wednesday evening on a vote over fracking for shale gas — a practice that Truss wants to resume despite opposition from many Conservatives. With a large Conservative majority in Parliament, an opposition call for a fracking ban was easily defeated, but some lawmakers were furious that Conservative Party whips said the vote would be treated as a confidence motion, meaning the government would fall if the motion passed. There were angry scenes in the House of Commons, with party whips accused of using heavy-handed tactics to gain votes. Labour lawmaker Chris Bryant said he “saw members being physically manhandled … and being bullied.” Conservative officials denied there had been manhandling. Rumors swirled that Conservative Chief Whip Wendy Morton, who is responsible for party discipline, and her deputy had resigned. Hours later, Truss’ office said both remained in their jobs. The dramatic developments came days after Truss fired her Treasury chief, Kwasi Kwarteng, on Friday after the economic package the pair unveiled Sept. 23 spooked financial markets and triggered an economic and political crisis. The plan’s 45 billion pounds ($50 billion) in unfunded tax cuts sparked turmoil on financial markets, hammering the value of the pound and increasing the cost of U.K. government borrowing. The Bank of England was forced to intervene to prevent the crisis from spreading to the wider economy and putting pension funds at risk. On Monday Kwarteng’s replacement, Treasury chief Jeremy Hunt, scrapped almost all of Truss’ tax cuts, along with her flagship energy policy and her promise of no public spending cuts. He said the government will need to save billions of pounds and there are “many difficult decisions” to be made before he sets out a medium-term fiscal plan on Oct. 31. Speaking to lawmakers for the first time since the U-turn, Truss apologized Wednesday and admitted she had made mistakes during her six weeks in office, but insisted that by changing course she had “taken responsibility and made the right decisions in the interest of the country’s economic stability.” Opposition lawmakers shouted “Resign!” as she spoke in the House of Commons. N26 European digital bank N26 announced Thursday it is launching a crypto trading service, starting with Austria as the first market for the product. The service, called N26 Crypto, is set to become available to N26’s Austrian clients in the coming weeks and will initially include 100 tokens including bitcoin and ether. N26 plans to roll out the feature to users in other markets over the next six months and eventually expand its token offering to include a total 194 coins. Gilles BianRosa, N26’s chief product officer, told CNBC the bank’s crypto brokerage feature allows users to “dip their toes into the water in a way that’s not frothy.” To make a trade, users select a coin and specify how much they want to buy or sell. Once they complete their order, cash is deducted from their main account balance and appears alongside the token of their choice. Customers can also “drag and drop” funds from their main account into their crypto portfolio, or vice versa, N26 said. Berlin-based N26 is a bit of a latecomer to the crypto rush. Fintech rivals PayPal and Revolut have long offered their users the ability to buy and sell digital assets, and payment leviathans Visa and Mastercard also sell their clients crypto and so-called “Web3” services. On Wednesday, Brazilian digital bank Nubank launched its own token, called Nucoin. “Our users are extremely interested in crypto,” BianRosa said in an interview. “That interest remains super high, even in a bear market.” N26’s crypto foray could have been better timed. Bitcoin and other tokens are deep in the red this year after investors fled the market due to fears over higher interest rates and liquidity constraints. While main street banks have steered clear of crypto due to concerns over its sharp volatility and involvement in fraud, N26 — which holds an EU banking license — is dipping its toes into the space out of the belief that it’s more than “just a fad.” “We want to take a pretty long-term view around this,” BianRosa said. “It’s not like we’re trying to time the launch on how the market is doing.” N26 is charging a 2.5% fee on buy and sell orders for all cryptocurrencies — other than bitcoin, which it offers at a reduced transaction fee of 1.5%. For subscribers to its paid Metal accounts, which cost 16.90 euros ($16.54) a month, the transaction fee is 1% on bitcoin and 2% for all other tokens. The feature is powered by Bitpanda, the Austrian crypto and stock trading app that shares N26 backer Peter Thiel as an investor — with Bitpanda pocketing a commission on each trade processed through N26. N26 said it plans to support trading in other asset types over time. The move may cause discomfort for regulators, who’ve gotten much stricter in their approach to crypto after the $2 trillion market wipeout this year. The European Union in particular has sought to crack down on the “Wild West” of crypto, with incoming rules expected to enhance investor protections around digital assets. N26 has previously had restrictions placed on its growth by BaFin, the German financial watchdog, due to alleged failings in its fraud prevention systems. “We have a very strong working relationship with all the regulators, so obviously we inform them of our plans, they’re aware and we’ve covered all the regulatory needs we have for this market,” BianRosa said. BaFin was not immediately available for comment on N26’s crypto ambitions, which the company has previously stated publicly. The Austrian Financial Market Authority, which supervises the market in which N26 is first launching its crypto service, didn’t immediately return a request for comment. Notably, N26’s crypto service doesn’t include support for custodial wallets, meaning customers are unable to move their assets off the platform. Platforms like Robinhood and Revolut have introduced features giving users more control over their crypto assets lately. BianRosa said this creates a “closed-circuit investment loop” where users’ assets are sealed in a controlled environment. It’s a feature some of crypto’s biggest proponents might say is at odds with the technology’s decentralized roots. But N26 argues this offers greater protection for its users. Clients have to fulfill identity verification checks before becoming eligible to make crypto trades. “It’s not like you can convert those bitcoins and buy something from the dark web with those assets from your wallet,” N26’s product chief said. N26 is one of Europe’s largest fintechs, scoring a $9 billion valuation in its most recent financing round last year. Like other fintechs, however, the firm is losing money. N26 racked up net losses of 172.4 million euros ($168.8 million) in 2021, a 14% increase from the year before.

But both Republican and Democratic Senate aides say the effort has a slim chance of working and predict that Dreamers will most likely begin to lose their work authorization and security from deportation sometime early next year. Republicans, who are expected to increase their numbers in Congress in November’s midterm elections, largely oppose protecting Dreamers unless Democrats make significant concessions to beef up border security and turn away asylum-seekers, which they are unlikely to do.  More than 600,000 Dreamers — children brought to the U.S. as children but who lack legal status — are protected under the 2012 executive order known as Deferred Action for Childhood Arrivals, or DACA, and advocates say hundreds of thousands more are eligible. The ad, running in The Wall Street Journal, The Dallas Morning News and The Charlotte Observer, warns congressional leaders that ending DACA would hurt the economy. “Collectively, we represent the backbone of an American economy facing tremendous workforce challenges as a result of the pandemic. We face another crisis if Congress fails to act on an issue that has strong bipartisan support from the American people,” said the letter, signed by Target, Starbucks, Microsoft, Amazon, Meta, Apple, Google, MGM Resorts and other companies, as well as the Business Roundtable. The 5th U.S. Circuit Court of Appeals recently ruled that DACA was illegal but allowed more than 600,000 current DACA recipients to keep their status while a lower court reviewed a new DACA rule the Biden administration put forward. Last Friday, the judge in the lower court, Andrew Hannen of U.S. District Court for Southern Texas, asked for more information from both sides. He is predicted to rule against the new DACA rule ultimately, because he found its previous iteration illegal. The case may ultimately go to the Supreme Court. Although the justices in 2020 blocked the Trump administration from ending DACA, legal experts believe the court, now more conservative, will ultimately rule that DACA itself is illegal, particularly because it allows for work authorization for undocumented migrants. The recent court rulings spell the end of DACA, advocates of the program say. “Tragically, the 5th Circuit and courts have made it clear that not only did they rule the current DACA rule is illegal, but the new DACA rule will be illegal, too,” said Todd Schulte, the president and executive director of FWD.US, a group that has advocated for DACA to continue. “DACA is an already dead zombie program — the question now is will Congress actually pass something in lame duck, which could be the last chance before the horror that comes from nearly 700,000 DACA recipients’ being forced from their jobs and subjected to deportation.” Apple CEO Tim Cook said: “Dreamers are an essential part of the fabric of our nation. They make our communities stronger, they make our companies more innovative, and they deserve a right to live in America with dignity. I stand with the bipartisan majority of Americans who agree that granting permanent protections for Dreamers is the right thing to do. It’s time for Congress to act.” DACA legislation would need at least 10 Republicans to sign on to pass the Senate, which is unlikely, say Senate aides from both Republican and Democratic offices. Sen. Alex Padilla, D-Calif., chair of the Judiciary Committee’s subcommittee on immigration, said the “brutal reality” is that the lame duck session of Congress after the midterms is “absolutely critical” because of the strong possibility Republicans will take the House. “I certainly welcome [the business community’s] increased engagement and advocacy,” he said. “Anything that can continue to add to the sense of urgency is also welcome.” A Republican aide said the “business community always underestimates how hard it is to get legislation through on this topic and tends to misread the political environment.” The business community’s long-standing influence within the Republican Party showed its limits on the issue of immigration in 2013, when the Chamber of Commerce and a host of business leaders endorsed a comprehensive overhaul that passed the Democratic-led Senate and died in the GOP-controlled House, amid implacable opposition from conservatives to a legalization program. Slimmer bills to normalize the status of Dreamers have also run into GOP opposition, including in the Trump administration, as conservatives insisted on pairing normalization with cuts to family-based immigration. Another Republican aide said there is “zero” chance to pass immigration legislation while Joe Biden is president. “Now, no one trusts Democrats of the Biden administration to actually enforce the law and crack down on illegal immigration. Until that changes, there is no deal to be had,” the Republican aide said. A Democratic aide agreed that the business community can accomplish only so much with an ad buy and encouraged companies to put their lobbying power behind reaching out to individual Republicans on DACA and immigration reform. “From what I’m seeing and hearing, Republicans are not budging on this,” the Democratic aide said. “I’m glad these companies are doing this now, but they’re only as effective as their outreach.” Sen. Robert Menendez, D-N.J., said the business community could play a major role in shaping the immigration debate. “At some point, the business community will wake up and say: ‘Hey, we need immigration in order to meet our labor challenges. We have 11 million jobs that are going unfilled,” Menendez told NBC News.

He says that if the roles were reversed, he’d say: “I know it’s been hard for you losing your job, so let’s see what we can plan together after my week away.” But I didn’t say that. So, my only choice is to not go on the trip and be miserable. I feel he’s controlling me. And that I’m an awful girlfriend. Am I in the Wrong? Focus on the facts of the relationship, not on who’s right, wrong or awful. You’ve previously both disliked living “long-distance.” Now you’re free to travel for just one week, and he isn’t. He’s envious and hurt that you’ll likely accept the break. His immediate reaction of a threat to stay away in Boston for longer than your absence is an attempt to hurt you back. Control? Well, he’s purposefully made you feel badly. But it’s now a useless standoff that answers nothing. Whether you decide for this one-week’s break anyway, depends on whether you share a committed relationship with a future, or just a holding pattern with periodic emotional upheavals. Many economies are still reeling from the Covid-19 crisis. And with just eight more years left to achieve the Sustainable Development Goals (SDGs), the burden of ending poverty, responding to climate change and achieving equality for all signals the urgency of clearly-focused solutions in addressing these crises. These global problems will take coordination, time and diligence from all over the world. In Africa — home to some of the world’s fastest-growing economies — startups and creators are leading a digital revolution that can positively impact the globe. By working to develop technology that can one day shape the metaverse, leaders in Africa have an opportunity to help the world move toward satisfying those SDGs.  This year’s UNGA theme — ‘’A watershed moment: transformative solutions to interlocking challenges’’ — is a stark reminder of the journey ahead in ensuring that no one is left behind as we strive towards a sustainable future. The technological efforts throughout Africa may help develop those transformative solutions needed. The next chapter of the internet is changing fast and transforming development at quite an enormous scale, impacting the world’s economy.  Image source: and_machines on Unsplash Although the metaverse will take years to gain measurable momentum, we already see its potential to advance the SDGs.  Virtual and augmented realities can support various global goals, from remotely training medics to advancing health and well-being (SDG 3) to help local leaders champion climate action to mitigate the effects of climate change (SDG 13). The metaverse’s potential across the African continent could contribute to these goals by promoting strategies that will improve health, reduce inequality and spur economic growth needed to enhance the quality of life. Africa will play an integral role in the metaverse by creating new ways for African brands to tell their stories, export culture and create immersive consumer experiences. This reality is no longer a fantasy, as Africa’s population will become the largest workforce in the world by 2035.  Digitalization is taking center stage across the continent and shifting how we conduct business, create jobs, catch up with friends and family and access public services. The flourishing startup ecosystem in Africa has been a prime example of this budding growth, inspiring a wave of innovation across the continent. This startup ecosystem continues to bolster a digital community and signals Africa’s potential for the next chapter of the internet, the metaverse. A recent study for Meta by Analysis Group estimates that metaverse adoption could contribute to regional GDP or $40bn in 2023. So how can Africa join the race and develop sustainable development solutions for Africa and the world? In many ways, the metaverse will be a natural evolution of the internet. We have moved from primarily text-based web services to speech and video-based ones. The metaverse is the next generation – a more immersive, 3D experience defined by a feeling of presence like you are right there with another person or in another place. It will be more human than how we experience the internet today – more physical, interactive, and speech-based than flat screens filled with text and images. And it can open up worlds of opportunity for people across Africa.  While our vision of the metaverse feels far away, we’re seeing African companies and innovators starting to build for this future with an endless appetite and desire to continue bringing this to life here in Africa.  Just a quick glimpse into the current reality — the continent is already buzzing with creative talent and occupying its seat at the metaverse table. Nigeria’s Mosope Olaosebikan, the founder of Nigeria’s first digital museum, is shaping the narrative of culture and people through AR and VR. Pixel Chefs, a South African creative agency, uses emerging digital tech to create impactful experiences for its local and global clients. And Kenya’s Black Rhino VR — a virtual reality production — in Nairobi is creating bespoke VR and AR solutions and content adaptable and relevant to the African and global market.  Big tech companies like Meta are building the metaverse on the continent by investing in programs such as 2Africa; there is still much work to be done in forming long-lasting, fruitful collaborations. The move from paper to action will take formidable allyship across companies, developers, creators and policymakers. So, this is just a chance for them to come out here and see it up close.” The Killer Troop Thunder Squadron 3rd Cav. Regt. made the event possible, by bringing a Stryker fighting vehicle and a Joint Light Tactical Vehicle. The Static display of vehicles allowed children and adults to ask questions about first responders and military vehicles. Everyone could explore military equipment up close, sit behind the wheel and play with the numerous levers and gadgets around the vehicle. “It’s definitely a huge honor,” said Staff Sgt. Alexander McCampbell, Killer Troop, 3rd Sqdn., 3rd Cav. Regt. “It’s really fun to be able to show all these kids this and get them a little bit excited about what we do every day and what we used to do.” McCampbell, an infantryman, explained him and his Soldiers do this every day, but these kids don’t, so I think they are very happy to be able to see these vehicles. For many of the children, it was the first time they had ever seen such equipment up close. The event was a great success, providing children and adults with valuable information about first responders and military vehicles. Eight-year-old Michael Giganti, his older sister Angelina, 11, and their young sister Sofia, 4, had the chance to pretend to drive the Stryker fighting vehicle and a Joint Light Tactical Vehicle. They said they enjoyed the event. “I liked it a lot it was cool,” Michael said. “We got to push all the buttons and sit in the front.” Events like this serve as one of the many ways for Soldiers to demonstrate their commitment to Fort Hood’s partner communities. It helps build positive relationships with the people they serve and is essential in helping to maintain a strong sense of community between Fort Hood and its surrounding communities. “I didn’t expect them to bring such cool, awesome-looking vehicles,” Gatliff said. “The Soldiers have been great, they helped us with crowd control in the parking lot, and the kids are just so pumped to see them.”

Examination of the wreckage may help overcome those challenges. The drones’ points of origin pose another challenge, the Ukrainian official said: They are too far for U.S.-supplied rocket artillery to strike, blunting options for destroying the aircraft before they are airborne. Ukraine, which says it has destroyed more than 220 Shahed-136 drones since Sept. 13, appears to be studying the platform, Estonian Defense Minister Hanno Pevkur told reporters this week. Pevkur said it was of regional urgency to learn about the aircraft. “We all have to understand that we all have to put our efforts to that. To understand how it works, and to understand how to take it down,” he said. “Because it’s not only the question of Ukraine at war at the moment, but it’s a question of all of us who are in the situation where we are.” Iran produces a variety of drones and has reportedly supplied them to Hezbollah in Lebanon and Houthi rebels in Yemen, among other groups. The Pentagon believes Iran-allied forces have used them against U.S. military personnel in Syria, including in an August attack at the U.S.-run base at Tanf. The Houthis claimed to have used Samad-3 drones to attack a refinery in Riyadh, Saudi Arabia, last spring, and launched Samad-1 drones at Saudi Aramco facilities in other parts of the country. Those drones are distinct from the weapons used by Russia in Ukraine. In February, the United Arab Emirates was hit by several drone and missile attacks claimed by the Houthis. In a military parade last month in Sanaa, the Yemeni capital, the Houthis reportedly displayed a local version of the Shahed-136. Ukraine has asked the United Nations to examine the wreckage, to determine the aircraft’s country of origin. In a letter dated Friday, Ukraine’s U.N. ambassador invited “U.N. experts to visit Ukraine at the earliest possible opportunity to inspect recovered Iran-origin drones.” The letter maintained that Iranian transfers of the drones would violate both U.N. sanctions against Iran and terms of the 2015 U.N. Security Council resolution on the Iran nuclear deal that year. The Council held a closed-door meeting Wednesday to hear “an expert briefing … on recent evidence that Russia illegally procured Iranian UAVs that it is using in its war on Ukraine,” Nate Evans, spokesperson for the American U.N. mission, said in a statement after the session. “These UAVs were transferred from Iran to Russia in open violation of provisions” of the resolution approving the nuclear deal Iran signed with world powers. Earlier this week, France and Britain — signers of the deal along with Iran, the United States, Germany, Russia and China — echoed Ukrainian charges that sending the drones to Russia violated a provision prohibiting Iran from transferring unmanned aerial vehicles with a range of more than 300 kilometers (186.4 miles) unless it had specific permission from the council. “As was outlined during today’s meeting,” the statement from Evans said, “there is ample evidence that Russia is using Iranian-made UAVS” in its attacks on Ukraine. “By procuring these weapons in violation of U.N. Security Council Resolutions, Russia continues to flout international law in its pursuit of a senseless and brutal war.” The statement did not indicate any immediate action would be taken, although Evans said “we anticipate this will be the first of many conversations at the U.N. on how to hold Iran and Russia accountable for failing to comply with U.N. Security Council-imposed obligations.” The Shahed loiters in the air until it identifies a target, often a fixed position, and then dives into it, detonating onboard explosives. Unlike bigger reusable drones that fire missiles and return to a base, it flies low and slow. Ukrainians call it “the lawn mower” because of the loud buzzing sound it makes. The distinct noise has served as a warning of its approach, allowing people to scramble for cover and brace for the explosion, which is smaller than the impact caused by conventional ballistic missiles. The drones pose a significant problem, analysts say. Many defensive systems capable of defeating them are costly, are designed mostly for bigger threats like jets and helicopters, and take months or years to produce, limiting how many can be distributed and forcing military planners to prioritize sites deemed most vulnerable. Lakdawala, in her plea filed through advocate Mathews Nedumpara, sought a declaration that closing courts for more than 70 days for any kind of vacation is a violation of the fundamental rights of litigants and the same should come to an end. The plea sought that the high court is kept fully functional during the upcoming Diwali vacation, an adequate number of judges be made available to hear all the cases, and not just urgent cases heard by vacation benches, and that directions be issued to the high court registry to receive all petitions without insisting on permission from the vacation bench. Lakdawala claimed that the court had failed to hear her private plea despite several requests for an urgent hearing and the same was because of the paucity of time due to high pendency and long court holidays contributed to the same. “The long vacations that are a relic of the colonial era have to a greater extent contributed to the further collapse of the justice delivery system that is already on ventilation. The long vacation suits the convenience of elite lawyers, a microscopic minority,” the petition said. The plea is likely to be mentioned on Thursday. “Court vacation, a relic of our colonial past, was justified at a time when the majority of the judges were Englishmen, who were not adjusted to the extreme summers of India, and they needed long vacations to travel by sea to England. It was a necessity then, today, it is a luxury that the country can ill afford,” the petition argued. Lakdawala said while the judges and lawyers need breaks, keeping the same limited to weekends and gazetted holidays will serve the purpose.

YOUNGSTOWN — Even as Youngstown State readies for a winless Western Illinois team that’s been outscored by an average of 39.5-13.17, there’s no shortage of motivation. But given the recent series history with the Leathernecks, that should come as no surprise. In Doug Phillips’ debut season as YSU head coach, the Penguins led WIU 24-13 in the third quarter before falling 27-24 in Macomb. Last year, the Penguins topped that by building a 35-7 lead on the Leathernecks before falling 38-35 at home. “Trust me, it doesn’t sit well,” Phillips said. “Those are games I can never give back to Youngstown State and the history of Youngstown State. So do I dwell on it? No, but trust me, there’s not a day that goes by that I don’t think of those times where we were winning a football game and didn’t finish.” Then, too, Youngstown State (3-3, 1-2 Missouri Valley) still hasn’t turned in a complete performance itself, leaving the Penguins with plenty of things to focus on as they seek consecutive MVFC victories for the first time since Phillips took over. “They’re trying to figure things out, and we are (too),” Phillips said. “We have enough ourselves to figure out. We’re going to get ready for the schemes that we’re going to see defensively and offensively, but there’s certain things we have to make sure we make another jump this week in ourselves and make sure we’re ready to execute come Saturday.” That begins on the defensive side of the ball, where YSU struggled last week against Indiana State, which hung a season-high 42 points on the Penguins. Phillips says YSU gave up too many explosive plays and struggled to stop the Sycamores’ run game, which are priorities this week. “Was it fundamentals? Was it lack of focus? Those are the things we went out in (Tuesday’s) practice … and that was the focus. That’s always going to be the focus: stop the run, limit the explosives,” Phillips said. And, as he pointed out, Western does feature some talent, particularly at receiver. Graduate transfer Naseim Brantley has a league-high 29 receptions for 566 yards and six touchdowns so far. That’s been the highlight of a Leatherneck offense that hasn’t generated any run game and is still trying to situate itself at quarterback. Through last weekend, WIU’s 68.2 yards per game rank it fourth-to-last in the FCS in terms of rushing offense. That should play well to YSU’s strength, last week notwithstanding, as the Penguins have defended the run mostly well this year. Meanwhile, under center, Western has trotted out three quarterbacks at various points this season, though last week only Clay Bruno and Henry Ogala took snaps. Bruno is more of a dual-threat style, while Phillips noted Ogala has great throwing power. “I saw a ball in the air for 65 yards (from Ogala),” he said. “And (Bruno) is probably a little more agile, kind of like North Dakota (quarterback Quincy Vaughn) and can make you miss and throw the ball well.” Bruno went 6-of-16 for 81 yards last week against Southern Illinois, while Ogala was 7-of-19 for 63 yards, a touchdown and an interception. Nick Davenport also has gotten playing time here and there, though hasn’t seen the field since Week 3 against Southern Utah. “Regardless of who they’re playing at quarterback, we have to make sure that we’re able to line up, play fast, play fundamentally sound and play the Youngstown type of football we’re starting to grow accustomed to,” Phillips added. On the other side, Phillips likely wouldn’t mind getting accustomed to the way the YSU offense is performing. Since Mitch Davidson assumed full-time quarterbacking duties, the Penguins have scored at least 30 points in each of their games. That’s come in large part because of the offense’s ability to spread the ball to various playmakers. Davidson has thrown for at least 220 yards in both starts, and has completed passes to at least five different players in each. Tailback Dra Rushton says Davidson is growing more comfortable with each snap. “It just comes with more experience, more playing time and getting to know the guys more,” Rushton said. “Everyone’s doing their job. We just try to do everything for each other, make everyone comfortable, make everyone feel like they have their place and they can do what they’re going at doing.” That’s allowed the Penguins to become much more balanced offensively, rather than relying on tailback Jaleel McLaughlin to generate the lion’s share of yardage and scoring. To his credit, McLaughlin is second in the FCS in rushing yardage with 856 yards, and has seven touchdowns. “I hope that makes it a little more difficult to just zero in on us,” Phillips said of the balance. “Last year, teams could just go zero on us and blitz to stop (McLaughlin). Right now there’s players on that field that I don’t think you could just focus on stopping (McLaughlin). They still have to stop (him), but we have the ability to at least get the ball out to other players.” The Penguin offense should be licking its chops, as Western enters at 109th in the FCS in rush defense (215.7 yards per game) and 103rd in pass defense (273.8 yards per game). Defensive back JJ Ross does have two interceptions for WIU, though the Leathernecks have struggled to generate turnovers as a whole. PREDICTION The Penguins will turn in a complete performance. The rupee is expected to open at 82.98-83.02 per U.S. dollar, compared with a record low of 83.02 in the previous session. Large corporate dollar and custodial outflows had prompted a selloff in the currency toward the last one-and-a-half hour of trade on Wednesday, traders said. The “saving grace” for the rupee after “yesterday’s meltdown” is that post regular trading hours, it was broadly flat at around the 83 level, a currency dealer at a Mumbai-based bank said. “In initial trades, traders will be looking to assess how sticky this new big figure proves.” The selloff in U.S. Treasuries resumed on Wednesday, pushing near-maturity and longer-maturity Treasury yields to fresh multi-year highs.
