Thousands of South Korea crypto traders say they have been left out of pocket due to a near-blackout of services operated by the chat app giant Kakao – which operates login functions for users of Upbit, the nation’s biggest crypto exchange.
Kakao was hit with massive outages on Saturday afternoon (KST), following the outbreak of a fire at Kakao’s server center – which is operated by SK C&C. The fire blazed for some hours in the center, in Seongnam, Gyeonggi Province. Partial functionality was restored some 10 hours after the blaze was first reported, but at the time of writing, a number of the app’s functions are still not operational.
The blaze appears to have hit at least half of the 32,000 servers stored in the building, with the firm’s Vice President Yang Hyun-seo quoted as stating that the company had experienced a “simultaneous shutdown” of its servers in an even that “rarely occurs in the IT industry.”

For crypto traders, the fallout was felt immediately. Upbit uses a Kakao-powered KakaoTalk login system and its customer service staff communicate with customers via Kakao.
On social media, news outlets shared images of firefighters tackling the blaze.
While iPhone and Apple PC owners can use their Apple IDs to login to Upbit, Android users can only use KakaoTalk to login to their wallets, Yonhap reported.
Upbit is unique in using Kakao logins – other South Korean exchanges use their own login solutions. And Upbit stated, per Yonhap, that it had been planning to roll out its own independent login solution to run parallel to its Apple and Kakao login system “from October 31.”
The media outlet quoted unnamed Upbit customers as claiming they had been unable to make key trades, and had suffered losses or missed out on gains as a result.
Some called for the exchange to compensate its customers, but Upbit explained that “nothing has yet been decided” on this front.
Hankook Ilbo quoted a 30-year-old trader surnamed Yoon as claiming that they could not execute 18 trading orders as a result of the outage – and lost some $557 as a result.
What Is Chat App Kakao’s Upbit Connection?
Some 44 million South Koreans use KakaoTalk, as well as a range of other Kakao services, and the firm operates banking, taxi, and e-payment arms.
The Upbit-Kakao link goes yet deeper than this, however: Kakao was one of the earliest investors in Upbit, and still retains a reported stake of almost 11% of the crypto company’s shares. A number of Upbit’s founding executives are former Kakao employees. In the past, South Korean outlets have claimed that Kakao’s ownership of Upbit could be as high as 23%.
Kakao’s banking arm has recently struck a banking deal with Coinone, one of Upbit’s biggest rivals.
A number of other firms – including SK Rental Car, the supermarket chain Home Plus, the e-commerce Market Kurly, the beauty retailer Olive Young, and Starbucks Korea – were forced to shut down some of their services that also make use of Kakao features for billing, Korea Joongang Daily reported.

The U.S. Supreme Court could soon grant state legislatures unconditional control over federal elections, clearing the way for lawmakers to gerrymander their states with impunity and pass voter restriction measures without interference from state courts.
The high-stakes election case, Moore v. Harper, comes out of North Carolina after its Republican-controlled legislature passed in November 2021 a gerrymandered redistricting map, which gave Republicans a big advantage in U.S. House seats.
If the nation’s highest court rules in favor of allowing the gerrymandered map, it may do so based on a novel argument — the so-called independent state legislature theory — that would also allow legislatures to enact laws to make it harder to vote in federal elections without review from state courts. Legislatures could shorten the early voting period, restrict mail-in balloting to certain counties and require voter ID, among other measures.
The ramifications could be far-reaching: A heavily partisan and already gerrymandered state legislature — as in Wisconsin — could put its thumb on the scale without having to worry about a state court interfering, thus ensuring big victories for their party in congressional elections and locking in rule.

“Our government will be run by and for the politicians, not the people,” said Suzanne Almeida,* Common Cause’s director of state operations, during a Wednesday conference call with reporters. “The danger is not just that partisan political leaders will handpick winners and losers … It’s that we the people will no longer have a fully representative government.”
After the North Carolina Legislature approved the gerrymandered map, nonprofit organizations brought the case to the North Carolina Supreme Court, which ruled in February that the map was unconstitutional and blocked the state from using the map in the 2022 election.
Republican lawmakers later that month asked the U.S. Supreme Court to block the North Carolina Supreme Court’s ruling and allow them to use the gerrymandered map for the primary election.
They based their argument on the independent state legislature theory.
The argument, which has been widely debunked by constitutional scholars, relies on the notion that state legislatures have exclusive power over federal elections. Its proponents cite the U.S. Constitution’s election clause: “The times, places and manner of holding elections for senators and representatives, shall be prescribed in each state by the legislature thereof; but the congress may at any time by law make or alter such regulations.”
The legal argument is over one word in the clause: legislature. The centuries-long precedent has been to interpret the “legislature” as a state’s overall lawmaking process, which includes state courts. Proponents of the independent state legislature theory say the nation’s founders strictly meant that a state legislature shall administer federal elections —not the state courts, the executive branch or any other state law-making entity.
Administration of the presidential election is under a different clause, so at stake is solely the administration of congressional elections.
The U.S. Supreme Court denied the North Carolina lawmakers’ request to use the gerrymandered map for the primary in early March 2022. The U.S. Supreme Court’s most conservative justices, Samuel Alito, Clarence Thomas and Neil Gorsuch, dissented.
“This case presents an exceptionally important and recurring question of constitutional law, namely, the extent of a state court’s authority to reject rules adopted by a state legislature for use in conducting federal elections,” said Alito, who authored the dissent. “There can be no doubt that this question is of great national importance.”
Lawmakers returned to the U.S. Supreme Court in late March 2022, and the U.S. Supreme Court granted review of the case.
Voting rights activists are pushing to make the case more well-known, hoping the public will reject a wholesale takeover of election administration by state legislatures, which are often more concerned with the accumulation of power than free and fair elections. Common Cause has members on the ground in North Carolina to inform people about the case and how their vote may be at stake if the U.S. Supreme Court rules in line with the independent state legislature theory.
There is no date scheduled for oral arguments in Moore v. Harper, but the court will likely hear oral arguments in either December or January, and a decision will come early next year.

WHEN we think of a patient with a heart attack, we typically think of a middle-aged man, moderately overweight, with a sedentary lifestyle. Or an older woman, with elevated blood pressure, a former smoker perhaps.
These stereotypes of the usual heart attack candidate might explain why spontaneous coronary artery dissection (SCAD) is often misdiagnosed or underdiagnosed, and why patients with SCAD feel so confused, anxious, misunderstood, and abandoned by the health system.
Findings of our qualitative study of survivors of SCAD, published last month in the international journal PLOS ONE, outline these and other psychosocial impacts of this challenging condition.
What is SCAD?
SCAD is an increasingly recognised cause of acute coronary syndrome and sudden cardiac death in people without classic cardiac risk factors. Unlike acute myocardial infarction (AMI) due to atherosclerosis, SCAD-AMI is non-atherosclerotic and occurs when a coronary vessel develops a tear or haematoma causing coronary artery obstruction. This arterial obstruction results in heart attack, arrhythmias, or sudden death. SCAD is a relatively rare condition, accounting for 1-4% of cases of acute coronary syndrome overall.
SCAD predominantly affects younger women, accounting for up to 35% of AMIs in women aged 50 years and under. It is the most common cause of pregnancy-related AMI, most often occurring in the peripartum period. SCAD is also associated with underlying systemic vasculopathies such as fibromuscular dysplasia, connective tissue disorders, migraine, and inflammatory disorders. Emotional stress and physical exertion often precipitate acute SCAD events. Hospital readmission and recurrence are more common after SCAD than following typical AMI.
Due to its relative rarity and propensity to occur in younger healthy women, SCAD is commonly misdiagnosed or dismissed. Due to its sudden onset and high re-event rate, SCAD carries a large psychosocial burden, which is exacerbated by health professionals’ lack of awareness of the condition and its management.
Psychosocial impacts of SCAD
Our qualitative study involved 30 SCAD survivors, mostly women (n = 27), with an average age of 52 years, although some participants were in their early 30s. All had had their SCAD in the preceding 12 months. They participated in focus group discussions about how they coped during their SCAD diagnosis, hospitalisation and early treatment, and during the first year of recovery.
“Lack of information” emerged as the overriding theme, highlighting the way in which health professionals’ lack of knowledge about and understanding of SCAD results in insufficient provision of information and support to SCAD survivors. Among the most challenging emotional impacts for SCAD survivors was “confusion and uncertainty” about the condition, including its diagnosis, causes, treatment options, guidelines regarding return to daily living and physical activity, prognosis, and risk of re-events. Emotionally, SCAD survivors felt anxiety, fear and vulnerability; loss and grief; isolation and loneliness; invalidation and abandonment; and frustration and depression.
Lack of awareness and understanding of SCAD in the medical profession
Study participants talked extensively about how their treating health professionals lacked clear knowledge and understanding of SCAD. This included those working in hospitals, as well as the cardiologists and GPs who managed them after discharge.
As we noted in our article:
“Participants stated that many health professionals ‘had never heard of SCAD’ and often ‘knew nothing about it’, and … that health professionals were not aware of differences between SCAD-related heart attack and typical atherosclerotic heart attack.”
SCAD survivors were surprised and frustrated about this lack of clarity about SCAD:
“The people in the emergency department (ED), even the ED physicians and senior nurses, they had not heard of it before. I was surprised about the knowledge deficits.”
“There’s a lot of uncertainty, in what should happen, what shouldn’t happen, what is or isn’t the treatment. There seems to be no continuity … My GP didn’t even know what a SCAD was.”
“The advice they give you is geared towards normal heart attacks, about improving lifestyle. The information is not targeted well at all.”
Due to medical professionals’ knowledge deficits, SCAD survivors are often left feeling unsupported, invalidated and abandoned, and wondering whether they are receiving the best care possible:
“The medical profession knows so little about it. So, when you have a SCAD, you’re not treated right. You want to know what happened, what to do next, and there’s no-one there to give you the information. You have to go and look for it yourself.”
“My GP said: ‘what’s a SCAD?’ and I had to explain it to him. And he said: ‘Oh, it’s not a proper heart attack is it? You didn’t really have a heart attack, did you?’ You don’t feel like you’re getting the best care, or the best advice.”
“It’s the feeling that the medical people who you’re talking to aren’t across what SCAD is and what its effects are. I’m not blaming them for that because obviously it hasn’t been greatly researched until recently, but it does add to the anxiety for sure.”
Why is SCAD so difficult for patients?
There are several features of SCAD that make it a particularly challenging and stressful condition for SCAD survivors.
It occurs “out of the blue”. Most SCAD patients have few traditional cardiovascular disease (CVD) risk factors and few have any prior warning about the possibility of SCAD. They and their families are not prepared for what follows.
It is relatively rare. SCAD accounts for only 1–4% of acute coronary syndrome cases overall and can be regarded as an uncommon condition. This means that SCAD survivors are isolated and lack opportunities for contact with and support from others in the same position.
It is poorly understood. The lack of understanding of SCAD means survivors are left to navigate their recovery alone with relatively little professional support. They often receive contradictory advice from their treating health professionals.
Its optimal management differs from that of traditional AMI. In general, typical medical treatments such as statins and interventions such as percutaneous coronary intervention are either not required or are contraindicated. In the absence of atherosclerosis and traditional CVD risk factors, SCAD is not suited to traditional CVD lifestyle management approaches. Despite this, “SCAD continues to be … managed as atherosclerotic acute coronary syndrome, which may harm patients with SCAD”.
There is a lack of evidence for benefit or harm of physical activity. As physical exertion is a documented trigger for SCAD, there is a lack of clear guidelines for or limits to physical activity. This leaves many previously active SCAD survivors frustrated and confused about returning to previous levels of activity.
It has a high recurrence rate. Major adverse cardiac events occur in 10–30% of SCAD survivors within 2–3 years, mostly due to recurrent SCAD-AMI. The recurrence rate reaches up to 37% by 5–7 years, and approximately 50% by 10 years. This high recurrence is of great concern to both patients and their health care providers.

FORT WORTH, Texas (AP) — Kendre Miller scored on a 2-yard run in the second overtime and 13th-ranked TCU beat No. 8 Oklahoma State 43-40 in a matchup of the Big 12′s last remaining undefeated teams. Fans stormed the field after Miller got into the end zone for the 6-0 Horned Frogs, who had gone into the fourth quarter trailing by two touchdowns. The teams traded touchdowns in the first overtime. NEW YORK (AP) — The Big 12 Conference has come back from the brink. Last summer, it was sent reeling when Oklahoma and Texas said they will be leaving for the Southeastern Conference. New Commissioner Brett Yormark is trying to rebuild the Big 12’s brand. He wants to set a new narrative for a league known for years of instability. For now, things are going well: Half of the Big 12’s football teams are ranked the AP Top 25. It has also had a team in the men’s Final Four every year since 2018 — and won the national title two years in a row.
NEW YORK (AP) — Big 12 Commissioner Brett Yormark says he has had “meaningful” conversations with ESPN and Fox as the conference explores striking a media rights deal almost two years before the current contract expires. The Big 12 announced in late August it planned to engage ESPN and Fox, even though the exclusive negotiating window between the conference and the networks does not open until February 2024. The Big 12′s deals with the networks expire in June of that year. Yormark says there is no timetable for the discussions to produce a deal. He says ESPN and Fox would be the two best partners to boost the Big 12 brand.
FORT WORTH, Texas (AP) — Max Duggan has gone from losing his job as TCU’s starting quarterback to being one of the nation’s best passers. He is exceling in coach Sonny Dykes’ system after the new coaching staff initially went with a different starter than the guy who started most of the past three seasons. Duggan has thrown for 1,305 yards and a Big 12-best 14 touchdowns with one interception. Redshirt freshman Chandler Morris started the opener before getting hurt. Dykes says he has been impressed with how Duggan has handled the entire situation. Duggan says he was initially disappointed but never felt sorry for himself.

The blockchain-powered 3D virtual world platform Decentraland has announced plans to launch a new metaverse city on Polygon. The new metaverse city will allow artists, creators, and businesses to lease space at affordable rates.
In an October 17 press release, Decentraland confirmed plans to launch its new Polygon blockchain-powered virtual world city dubbed “Crystal City.” Its new metaverse project is estimated to measure 16 acres.

Decentraland Teams Felipe & Decent Amusements For Crystal City
Decentraland has partnered with Felipe Escudero, a young visionary architect from LEDY, and Decent Amusement, the manager of the Central Marketplace District, to launch the new metaverse project. While commenting about the metaverse project, Mark D’Andrea, the co-founder of LEDY, remarked:
“Crystal City design is meant to inspire wonder and spark creativity. It will be a major new landmark in the metaverse, and with constant new experiences and events will become a destination for social interaction, discovery, and exploration.”
In turn, Rob Dixon, a senior executive from Decent Amusements, remarked:
“We wanted to turn the Central Marketplace district into something spectacular, and Felipe and LEDY have delivered. With cutting-edge design and common services for tenants, this will be a great place for any company or creator to build their presence in the metaverse.”
According to the development team, the new crystal metaverse city will break through the limitations of the contemporary physical world. The new projects will defy gravity and material properties to offer a transcendent, immersive experience that can only exist in the digital world.
Crystal Metaverse City Overview
The 16-acre Crystal Metaverse City will allow artists, creators, and businesses to lease space at affordable rates. It will also enable developers and tenants to use their imaginations to create their own fantastical spaces.
Furthermore, Crystal City will let users host offices, shops, galleries, events, and the highest observation deck in Decentraland. It will also allow retailers and creators to lease spaces in the towers, marketplace, and event area.
Decentraland’s Crystal Metaverse City will let other brands lease open parcels and develop their unique HQ structures. According to the announcement, the new Crystal Metaverse City is set to go live on Polygon on October 17, 7 PM EST.

Disney raises ticket and Genie+ prices
When I wrote in last week’s Disneyland Resort Update that I expected the company would raise admission prices before the start of the holiday season, I didn’t expect it would happen the very next day. But Monday night we got word that tickets would in fact go up effective Tuesday morning, marking the second price hike in under a year.
I noted last week that I do not have any inside information or psychic abilities, and so it’s no surprise that some of the changes I expected did not happen exactly as I thought they might. Instead of raising the price of the Tier 1 ticket to $110 as I predicted, Disney raised it to $114. However, in order to maintain that $104 “value season” price point, Disney added a Tier 0 to the pricing schedule.
The new Tier 0 ticket is now the lowest-priced single-day admission, the same $104 as offered since 2019. The company would not estimate how many Tier 0 days there will be in a given year, but I’d expect them to fall mostly on the “Tuesdays in February” that represents the absolute slowest period for the park.
The Tier 6 ticket, valid on the busiest of days, is now $179, a $15 increase. A one-day Tier 6 park hopper ticket, the one which will allow you to bounce between Disneyland and Disney California Adventure on New Years Eve, is $244.

Of the changes, the Resort said, “Disneyland Resort is always planning the next new idea, attraction, and story. We are so excited to share all the fun in store as the heart of the Disney 100 Years of Wonder anniversary celebration during 2023. Our tiered ticketing structure offers guests different options to experience that magic throughout the year, including our lowest price point – which hasn’t changed since 2019.”
Prices for one-day tier 2 through 5 tickets increased $10-15, with one-day park hopper option increasing to $65 instead of $60.
The price for multi-day park-hopper tickets each increased by $30 to $35 for adults. However, the multi-day park hopper add-on remains the same at $60.
Finally, Disney raised the price of the Disney Genie+ service for advance purchases, and introduced demand-based pricing for same-day purchases. If you add Disney Genie+ to your ticket before your visit, it is now $25 per day, a $5 increase. Wait until you get to the park, and the price could be $25, or it could be a lot higher based on demand. Magic Key holders still receive a 20% discount on the purchase of Genie+

While the new pricing structure went into effect last week, the already-published tier calendar will not change. Disney confirmed that the brief pause in new theme park reservations was due to the addition of the Tier 0 days to the calendar, and has now reopened theme park reservations for January 9 and beyond. Disney generally publishes the tier calendar about 6 months in advance.
While main lot parking fees did not increase, the cost of preferred parking is now $50 per car, up from $45. There was also a substantial jump in hotel valet parking rates, from $50 per day to $65.

MagicBand+ debuts October 26, sneak previews begin October 19
Disney has finally announced the debut date for MagicBand+ at the Disneyland Resort, and will give some guests will get to play with the technology as soon as this week. The wearable device has been in use at Walt Disney World for nearly a decade, and can function as a hotel room key, theme park ticket, charge card, Lightning Lane admission, and PhotoPass. An upgraded MagicBand 2 was released in 2017, and the MagicBand+ debuted earlier this year in Florida.
MagicBand+ will launch in Anaheim on October 26, but Magic Key holders, cast members and Disney Vacation Club members can get their hands on them starting October 19, including a Magic Key-exclusive design and five Disneyland Resort-exclusive designs. The Magic Key design will be offered at a $10 discount, and normal merchandise discounts apply Magic Band purchases.

At the Disneyland Resort, MagicBand+ won’t be integrated quite as extensively as in Walt Disney World, at least at first. Users will be able to link their theme park admission or Magic Key to their device, and use the Magic Band at the theme park entrances. Like in Florida, you’ll be able to tap your MagicBand+ instead of showing your Disneyland mobile app to access Lightning Lane entrances, or link photos taken by Disney’s PhotoPass service. For now, you won’t be able to unlock your hotel room or pay for purchases using the MagicBand+, but those features will likely roll out in the future. Thanks to light-up and haptic features, the new device will interact with nighttime entertainment like World of Color and Fantasmic, where Disney says your wristband will “complement the magic” with “colorful, dancing lights and vibrations.” Disney recently added that the MagicBand+ will also interact with “World of Color – One” at Disney California Adventure and “Wondrous Journeys” at Disneyland. These two new entertainment offerings will debut in January as part of the Disney 100 Years of Wonder anniversary celebration.
At Disneyland, the MagicBand+ will also let you play the the Star Wars: Batuu Bounty Hunters interactive quest in Star Wars Galaxy’s Edge, although you’ll also need the Play Disney Parks app to fully participate. Over at Disney California Adventure, Disney says the device will create “surprising and magical touches to certain entertainment” at Avengers Campus. No details were given, but Dr. Strange’s Ancient Sanctum seems a likely candidate for a little MagicBand plussing.

While the original Magic Band was provided at no charge to Walt Disney World hotel guests, MagicBand+ comes with a price tag of $35 to $45 depending on design. They’re available via ShopDisney website, and will also be sold at the Disneyland Resort. Magic Key holders and Disney Vacation Club members can get theirs at three advance-purchase locations starting October 19 – the Starcade in Tomorrowland at Disneyland; the Super Store in Avengers Campus at Disney California Adventure; and the “building adjacent to Star Wars Trading Post” in Downtown Disney. (This is likely the former ESPN Zone building, which Disney has been using for various pop-up events but hasn’t seen fit to name).
Starting October 26, you’ll be able to find the MagicBand+ at most gift shops at the Disneyland Resort. Each MagicBand+ has a rechargeable battery, and comes with a charging cable. Based on the feedback from users in Walt Disney World, you’ll probably want to bring your own portable charger to top the device up mid-day, as the special effects seem to drain the device battery rather quickly.
More Holiday Time details
“World of Color – Season of Light” will return to Disney California Adventure during the Holidays at the Disneyland Resort celebration, November 11, 2022, through January 8, 2023. Disney announced the return of the seasonal show in a release detailing the entertainment offerings for the holidays.
Beyond that return, there is little new in the holiday lineup for either park or Downtown Disney, but it’s good to have confirmation of so many traditional favorites.
At Disneyland, the headline events are always A Christmas Fantasy Parade and the Believe… in Holiday Magic fireworks show. Sleeping Beauty’s Winter Castle and the nightly “snowfall” moments are enchanting, as are the lighting moments on the facade of “it’s a small world” Holiday.
Mickey and Minnie will debut new holiday outfits this year when they greet visitors on Main Street, U.S.A., and some of their friends will be on hand for the Disney Holiday Dance Party in Tomorrowland.
Disney California Adventure has a huge lineup of shows and atmosphere entertainment for the Festival of Holidays. Tina and The Sounds of Celebration! is new this year, and will trade off with Phat Cat Swinger on the Paradise Gardens Park main stage for the nightly holiday concert.

The State Bank of Vietnam (SBV) has decided to widen the trade band of USD/VND spot exchange rate from +/-3% to +/-5%, effective from October 17.
According to the SBV, between the beginning of 2022 and now, the US Federal Reserve (Fed) and many major central banks have tightened monetary policy, and raised interest rates.
Meanwhile, the Russia-Ukraine conflict has disrupted the global supply chain, pushed up gasoline and commodity prices, causing great fluctuations in the international and domestic markets.
In response, the State Bank has proactively and flexibly implemented tools, solutions and interventions to maintain stable and smooth operation of the currency and foreign exchange markets.
The bank said after the latest trading band adjustment, it will continue to closely monitor market developments, coordinate monetary policy tools, and stay ready to sell foreign currencies to stabilise the market when necessary.
Business matching event seeks to boost pepper trading with France
The Vietnam Pepper Association (VPA) recently coordinated with the French Chamber of Commerce and Industry and the Vietnamese Embassy in France to hold a business matching event in Paris to boost pepper trading.
The event on October 14, part of the national trade promotion programme of the Ministry of Industry and Trade, attracted nearly 20 major producers and exporters from Vietnam and 30 spice importers, wholesalers, and retailers from France.
France is also considered a “filter” because if major pepper exporters of Vietnam can connect with large importers and distributors of France, aside from consolidating their brands, their products can further made inroads into the potential EU market, she noted.
On this occasion, the VPA is taking part in SIAL Paris 2022 from October 15 to 19, with eight pepper and spice enterprises of Vietnam displaying their products at this international food trade show.
Customs authority urges use of rail transport for farm produce export
The General Department of Vietnam Customs has asked relevant parties to boost the exportation of agricultural products by rail, especially across the northern border, in response to overloaded land transport and soaring costs.
The Ministry of Finance said the international imposition of strict anti-COVID-19 measures since the beginning of 2020 has affected global supply chains, leading to sea and land transportation congestion and rising expenses.
In particular, China’s “zero-COVID” policy with stringent anti-pandemic measures has hampered the flows of goods, vehicles, and people across the northern border. Thousands of vehicles carrying export commodities encountered jams in border areas of both countries, which has caused considerable losses to enterprises.
Facing that fact, the Government, ministries, and sectors have been taking various measures to facilitate trade and customs clearance, particularly for farm produce, but difficulties have yet to be thoroughly addressed.
Meanwhile, railway transportation is relatively smooth, cost effective, and the pandemic has not impacted rail as much. Therefore, many businesses are switching to this type of transport for trading activities, according to Vietnam Customs.
Given enterprises’ demand and proposal, the general department has called for increasing exportation of farm produce by rail, which it said is also a policy and direction of the Government.
Earlier, the Government had instructed the Ministry of Transport to coordinate with other ministries, agencies, and localities to make plans to improve the capacity of international rail freight transport to serve export and import.
Deputy Prime Minister Le Van Thanh ordered ministries, agencies, and localities to work to optimise other means of transport such as sea and rail transport to deal with congestion at northern border gates.
Implementing those directions, the Finance Ministry requested increasing investment in railway infrastructure to meet freight transportation demand.
Removal of fishing “yellow card” an urgent task: Deputy PM
Vietnam has been doing its utmost to fight Illegal, Unreported and Unregulated (IUU) fishing in an attempt to lift the European Commission (EC)’s “yellow card” warning against its seafood exports and avoid a “red card” which could lead to a trade ban.
Removing the “yellow card” is a very urgent task, Deputy Prime Minister Le Van Thanh told a meeting of the National Steering Committee on IUU Fishing last month, given that officials from the EC are scheduled to visit Vietnam at the end of October to check measures against IUU fishing, along with fishery infrastructure.
Thanh requested the establishment of inter-disciplinary task forces at national and provincial levels to stop violations of IUU fishing rules.
Local coast guards, border guards, fishery surveillance forces and police must increase patrols and inspections at sea and fishing ports while awareness campaigns must be intensified for fishermen to better understand the risks and negative impacts of IUU fishing, he added.
According to Deputy Director General of the Directorate of Fisheries Tran Dinh Luan, vessel monitoring systems have been installed on 95.27% of Vietnamese fishing ships. Drones are now used as surveillance tools to combat illegal fishing and authorities keep records of high-risk fishing vessels that are likely to encroach foreign waters.
Vietnam adopted the Law on Fishery in 2017, setting solutions to sustainably develop the sector and act on the EC’s recommendations against IUU fishing. In mid-September, the country approved a national plan against IUU fishing, which aims to put an end to IUU fishing by 2025.
Data from the Vietnam Association of Seafood Exporters and Producers (VASEP) shows that Vietnam’s aquatic exports hit 8.5 billion USD in the first nine months of 2022, a surge of 38% from the same period last year. Businesses should look more into using market research tools to identify foreign trade opportunities amid rising challenges, experts have said.
Speaking at a conference last week on helping businesses expand export markets, Huynh Minh Vu, deputy director of the HCM City Centre of International Integration Support (CIIS), said Viet Nam’s integration and free trade agreements were providing enormous export opportunities.
But many countries were increasingly using non-tax barriers to protect their domestic markets.
Global inflation was also changing the behaviour of consumers in Viet Nam’s key markets such as the US and the EU, making them prudent with their spending and buying fewer non-essential products, he said.
This was hindering Viet Nam’s key exports such as textile and garment, footwear and wood furniture, he said.
Le Viet Dung Linh, a market research expert at the International Trade Centre (ITC) Viet Nam, said that Vietnamese businesses could use ITC’s market research tool for free.
Businesses could use the tool to analyse import and export opportunities, market sizes for various products and overseas market trends, he said.
They could also keep up to date with sanitary standards and technical barriers in various markets, and can even be notified of the latest developments, he added.
Rural tourism development to be improved to meet potential
Experts consider rural areas a ‘gold mine’ for the tourism industry to diversify products, and there is a lot of work to be done.
Statistics from the World Tourism Organisation (UNWTO) show that the number of tourists participating in rural and ecological forms of tourism accounts for about 10 per cent, with revenue of approximately US$30 billion per year. On average, each year, the proportion of rural tourists increases by 10-30 per cent.
In Viet Nam, rural destinations had received considerable attention, especially after the tourism industry opened its doors to international visitors after the pandemic, said the chairman of the Vietnam Tourism Association Vu The Binh.
With nearly 65.6 per cent of the population living in rural areas with beautiful landscapes and preserving many cultural and historical values, Viet Nam has potential and strengths in rural tourism development in three forms: community tourism, agro-tourism and ecotourism, according to the chairman.
Chairman of the Tourism Advisory Council Tran Trong Kien said that the rural tourism model had not only brought livelihoods to farmers but also contributed to preserving and promoting traditional cultural values and ecological landscape, all while supporting the diverse and sustainable development of tourism destinations.
According to information from the Vietnam National Administration of Tourism, the country currently has 365 rural tourist destinations in 37 provinces and cities and more than 2,000 traditional craft villages with potential for further development. In many localities, rural tourism is spearheading economic development.
Chairman of the Vietnam Community Tourism Association, Pham Hai Quynh, said that the drawback of rural tourism was the lack of synchronous infrastructure and quality accommodation facilities to keep guests staying longer.
Chairman of Ha Noi Travel Association, Phung Quang Thang, said that rural tourism products were still poor while the labour force, who were mostly local people, had weak knowledge and skills to perform tourism services.
Deputy Director of Ha Noi Department of Tourism Tran Trung Hieu added that the number and scale of agricultural tourism enterprises were limited, and the system of supporting infrastructure for agricultural tourism was not synchronous, making it difficult for tourists to access this type of tourism.

Crypto exchange Binance announced it will launch its first index product, the Top 10 Equal-Weighted Index, to kick off its Binance CoinMarketCap (CMC) Index Series.
The Top 10 Equal-Weighted Index will monitor the performance of the industry’s top 10 cryptocurrencies by market capitalization, such as Bitcoin (BTC) and Ethereum (ETH). Binance indices will utilize pricing information from crypto price tracker CMC, of which the crypto exchange is the owner.
According to the announcement, the Equal-Weighted Index will be rebalanced monthly and is designed to help investors evaluate price and performance. The index products, beginning with the Top 10 Equal-Weighted Index, will be available to investors starting in November 2022 through Binance’s Auto-Invest service.
In the future, Binance says the community can expect more from the index series, which will encompass “more digital assets in a diverse set of products.”

COLLIN COUNTY, Texas — A North Texas officer has been placed under arrest after bringing a cell phone into an inmate’s cell, according to the Collin County Sheriff’s Office.
On Monday, Oct. 10, 2022, a detention officer discovered a cell phone and charger in an inmate’s cell in the Collin County jail. Detention Officer Tyler Moody, an employee since October 2019, confessed to sheriff’s investigators that he brought the contraband into the jail and provided it to the inmate.
The sheriff’s office released a video of Collin County Sheriff Jim Skinner firing Moody. Initially, Skinner asked Moody if he was offering his resignation. Then, he clarified that wouldn’t be necessary.
“Let me just make it easy,” Skinner said. “You’re fired. You’re no longer an employee here.”

Skinner then told Moody he was being arrested for violating Texas Penal Code 38.11 Prohibited Substances and Items in Correctional or Civil Commitment Facility, which is a 3rd Degree Felony.
Before arresting him, Skinner made Moody stand up and take off his police uniform, telling him he didn’t deserve to wear it.
“You betrayed the trust of every citizen that we have the privilege to serve, and you’ve betrayed the trust of the brave and selfless men and women that you’ve worked alongside for nearly three years,” Skinner said.
Investigators then booked Moody into the Collin County jail. This investigation is ongoing.
Collin County Sheriff Jim Skinner is a 32-year law-enforcement veteran, trial attorney and former prosecutor. He took office on January 1, 2017, and oversees 550 personnel.

The film was adapted into a Broadway musical of the same name, which will close in January after almost 700 performances.

DOCUMENTARY NOW! 10 p.m. on IFC. Each episode of this faux documentary series takes inspiration from an actual documentary, with the writers and actors making it outrageous and goofy. Created by “Saturday Night Live” alums Seth Meyers, Fred Armisen and Bill Hader, the show begins its fourth season with two episodes inspired by the 1982 documentary “Burden of Dreams” about the director Werner Herzog. In this version, written by John Mulaney, Cate Blanchett stars as an eccentric filmmaker and Nicholas Braun plays a moviegoer who mistakes an art-house cinema for a porno theater.

OK, perhaps not Little Rock Mayor Frank Scott and his team.
The Blue Hog Report is Little Rock lawyer Matt Campbell’s blog, for more than a decade a virtual one-man wrecking crew against misbehaving politicians, particularly those who try to hide the truth.
His recent digging on plans for a downtown festival, LITfest, uncovered hidden details of a cozy arrangement with a consultancy that had hired the mayor’s former chief of staff. The discrepancies Campbell revealed between the Little Rock Board of Directors’ understanding of the plans and what was actually going on eventually scuttled the event. The reporting also turned up the heat on Mayor Scott in his re-election battle, and he was already in hot water over his administration’s aura of secrecy.
What began as an unremarkable news aggregation blog evolved into a political force and a champion of transparency laws that Scott and many others have flouted.
The mayor is the most recent glaring example, and there’s been plenty of opaqueness to wallow in. Campbell’s insistent freedom-of-information requests and follow-up lawsuits revealed, among other irregularities, that the city apparently deleted files related to his FOIA requests.
John Brummett gave Campbell, who is politically unaffiliated, an up arrow in a recent column in the Arkansas Democrat-Gazette, praising his snark as well as his investigative skills. Max Brantley of the Arkansas Times wrote that Campbell’s frustration with mayoral recalcitrance mirrored his own experiences with Scott’s team, including Chief of Staff Kendra Pruitt.
Arkansas Business Managing Editor Jan Cottingham was one of the first mainstream Arkansas journalists to spotlight Campbell’s work, and her 2015 piece for this paper won a silver prize for best personality profile in the Alliance of Area Business Publishers national journalism awards.
Over the summer, Campbell was suspended from Twitter for posting information that was clearly public.
“I like to say if you’re going to be a bear, be a grizzly,” he said in an interview back in July. Keeping the reporting factual and bringing the receipts — “documenting everything” — are essential, he said.
Within five years of starting the blog in 2010, Campbell had spurred the resignation of a lieutenant governor, led a circuit judge to pull out of a state Court of Appeals campaign and forced the secretary of state to stop using taxpayer money on outside lawyers.
But for a lawyer in self-practice who is also fathering a teenager, Campbell’s blog has always been a sidelight. “I shut it down for a couple of years, but it had to come back,” he said. “The goal has been less sort of daily content and more long-form content when there is something to write about. But it seems like every time you get another round of elections, stuff manages to show up one way or another.”
To pay the bills, he’s mainly handling divorce and post-divorce cases, includ-ing custody and support disputes. A solo practitioner since 2013, Campbell said his early oil and gas clientele in Van Buren County and El Dorado dwindled seven or eight years ago, and “in the last three years I’d say about 85% to 90% of the matters I handle are domestic. I have no idea how that happened, other than word of mouth.”
As for Mayor Scott’s mistakes, several local crisis management specialists said a lack of transparency inevitably compounds problems. One consultant, speaking generally and not strictly about the mayor, said transparency, accountability and tolerance are the keys to minimizing controversy in both government and private enterprise.
“Transparency is perhaps the most important yet most difficult of the principles to implement,” but it is “the hallmark of good faith,” said David Martin, founder and CEO of Allegiance Consulting Group in Little Rock. “Being transparent requires trust, but will … lead to reasonable resolutions to a multitude of issues.”

Japan’s national police have pinned North Korean hacking group, Lazarus, as the organization behind several years of crypto-related cyber attacks.
In the public advisory statement sent out on Oct. 14, Japan’s National Police Agency (NPA) and Financial Services Agency (FSA) sent a warning to the country’s crypto-asset businesses, asking them to stay vigilant of “phishing” attacks by the hacking groupaimed at stealing crypto assets.
The advisory statement is known as “public attribution,” and according to local reports, is the fifth time in history that the government has issued such a warning.
The statement warns that the hacking group uses social engineering to orchestrate phishing attacks — impersonating executives of a target company to try and bait employees into clicking malicious links or attachments:
“This cyber attack group sends phishing emails to employees impersonating executives of the target company […] through social networking sites with false accounts, pretending to conduct business transactions […] The cyber-attack group [then] uses the malware as a foothold to gain access to the victim’s network.”
According to the statement, phishing has been a common mode of attack used by North Korean hackers, with the NPA and FSA urging targeted companies to keep their “private keys in an offline environment” and to “not open email attachments or hyperlinks carelessly.”
The statement added that individuals and businesses should “not download files from sources other than those whose authenticity can be verified, especially for applications related to cryptographic assets.”
The NPA also suggested that digital asset holders “install security software,” strengthen identity authentication mechanisms by “implementing multi-factor authentication” and not use the same password for multiple devices or services.
The NPA confirmed that several of these attacks have been successfully carried out against Japanese-based digital asset firms, but didn’t disclose any specific details.

Lazarus Group is allegedly affiliated with North Korea’s Reconnaissance General Bureau, a government-run foreign intelligence group.
Katsuyuki Okamoto of multinational IT firm Trend Micro told The Yomiuri Shimbun that “Lazarus initially targeted banks in various countries, but recently it has been aiming at crypto assets that are managed more loosely.”
They have been accused of being the hackers behind the $650 million Ronin Bridge exploit in March, and were identified as suspects in the $100 million attack from layer-1 blockchain Harmony.

Oct 17 (Reuters) – Oil prices rose on Monday after China rolled over liquidity measures to help its pandemic-hit economy, igniting hopes for a better fuel demand outlook from the world’s top crude importer.
Brent crude futures rose 66 cents, or 0.7%, to $92.29 a barrel by 0430 GMT, recovering from a 6.4% fall last week. U.S. West Texas Intermediate crude was at $86.17 a barrel, up 56 cents, or 0.6%, after a 7.6% decline last week.
China’s central bank rolled over maturing medium-term policy loans while keeping the interest rate unchanged for a second month on Monday.

In a recent study published in the International Journal of Infectious Diseases, researchers assessed the efficacy of coronavirus disease 2019 (COVID-19) vaccines in people living with human immunodeficiency virus (HIV).

The morbidity, mortality, complications, and significant economic disruption caused by COVID-19 have sped up the discovery of highly effective vaccines to previously unheard-of levels. There is, however, a shortage of information on the effectiveness and safety of vaccines in the people living with HIV (PLWH) groups since vaccine trials did not publish data concerning persons living with HIV. These individuals are of particular interest since the original illness or any concomitant treatments may have suppressed or overactivated their immune systems. In addition, since viral shedding and infection have been noted to be more severe and persistent in PLWH, data on this population are urgently needed.
About the study
In the present study, researchers compared the immunogenicity and effectiveness of COVID-19 vaccinations in PLWH with healthy individuals.
The team electronically searched the Cochrane Library, PubMed/Medline, and EMBASE for published articles. First, the research papers were screened by title and abstract, followed by screening the article’s full text. Then, two researchers examined each title, abstract, and entire text separately.
The team conducted a meta-analysis of prospective studies that fulfilled the following requirements: patients who received a COVID-19 vaccine of any brand and type; individuals living with HIV/acquired immunodeficiency syndrome (AIDS); articles that included and documented data related to a control group comprising individuals who are not HIV-infected; and studies reporting a minimum of one case of either seroconversion or serological titer values after COVID-19 vaccination.
The team performed a post hoc amendment to include articles that reported data related to prospective observational; qualitative analysis, or experimental studies involving human subjects, all of whom were COVID-19-vaccinated with any vaccine brand and type; studies involving individuals living with HIV/AIDS, and studies that published seroconversion rates of PLWH either with or without a control group.
The setting of the study, primary and secondary outcomes, sample size, inclusion and exclusion criteria, dropout and non-response rates, and study design were all included in the data on study characteristics. Age, sex, and medical history, including immunosuppressive medication history, were all included in the participant information. Eight vaccine types and brands, a dosage schedule, the number of participants who received each kind and brand of vaccination, and the median or mean interval between doses were among the information related to the intervention. Assay type, antibody tested, measurement method, sample collection intervals, and the number of measurements were among the outcome-related variables. Seroconversion following the first and second doses of the COVID-19 vaccine was the primary outcome of interest.
Results
The total number of studies included in the meta-analysis of seroconversion rates was 22. Ten of the 22 studies employed messenger ribonucleic acid (mRNA) vaccines, including BNT162b2 and mRNA-1273; six used inactivated vaccines, including CoronaVac and BBIBP-CorV; five used viral vector vaccines, including AZD1222 and Ad26.CoV2.S; and one used recombinant spike protein nanoparticle vaccines co-formulated with a saponin-based adjuvant, Matrix-M. Among the viral vector vaccines, four studies used AZD1222, including three where it served as the only vaccine, while Ad26.COV2.S was only used in one.
Compared to healthy controls, seroconversion was documented in PLWH in seven investigations following the first dose of the vaccination. The seroconversion rate between healthy controls and PLWH was similar. After receiving a second dose of the vaccine, seroconversion rates among the PLWH were lower than those of healthy controls in 20 studies, including 2,068 PLWH and 4,454 healthy controls. After receiving a second dose of the vaccine, individuals’ antibody titers did not appear to be significantly altered or decreased.
After the first and second doses, subgroup analyses were carried out for trials including only mRNA and non-mRNA vaccines. The effects of mRNA vaccinations and non-mRNA vaccines on seroconversion were not noticeably different after the initial dosage. After the second dose, there were no discernible differences in the effects of the mRNA and non-mRNA vaccines on seroconversion.
Overall, the study findings showed that in PLWH, COVID-19 vaccinations exhibited positive immunogenicity and effectiveness. Even though the seroconversion post-second vaccination was marginally lower in PLWH compared to healthy individuals, a second dosage is consistently associated with improved seroconversion. Additional measures, such as a follow-up dose of the mRNA COVID-19 vaccine, could enhance these individuals’ seroprotection.

For the second consecutive fall, the Iowa Central volleyball team celebrated a win over the No. 1 team in the nation on their home-court.
The seventh-ranked Tritons knocked off top-rated Cowley County in five sets inside Hodges Fieldhouse this past Friday night, part of a 4-0 weekend of action.
Iowa Central (29-5 overall) pushed its current win streak to 11 in a row with wins over No. 20 North Dakota State College of Science, Carl Sandburg, Sauk Valley and Cowley County, while also improving to 10-1 at home this season.
It was a back-and-forth affair vs. Cowley, who recently supplanted Johnson County as the No. 1 team after they lost two games despite a five-set win over Cowley just prior.
The Tritons dropped the first set, 25-23, before winning the second, 25-22. Cowley claimed the third, Iowa Central the fourth and the Tritons set off the celebration with a 15-12 win in the fifth and deciding set.
“It’s not very common that teams get a chance to play the No. 1 ranked team on their home floor, and it’s even less common to beat them,” ICCC head coach Sara Horn said. “We have such a fun home-court environment, so to see our girls play a great match against a tough team, have fun feeding off of the crowd and come out on top is very regarding after putting in so much hard work this season.”
Katilyn Steffes, the MVP of the tournament, had 31 kills in the match with 22 digs, three solo blocks and a block assist. Jori Hajek, a Humboldt grad, had 13 kills, 16 digs and two aces, while Brooke Dobson recorded 11 kills.
Hajek also made the all-tournament team for the Tritons.
Mercedes Madlock had 47 assists, 20 digs, four block assists and two kills, with Kira Matthias recording 20 digs and four assists. Leah Jolly also had four block assists and St. Edmond grad Mya McClain chipped in two aces and two digs.
Steffes, a returning starter off back-to-back teams who reached the national final four, recently went over 1,000 career kills.
Hajek had 16 kills and 20 digs in a four-set win over Carl Sandburg, her fellow former Humboldt standout, Marissa Kaufman, had three kills and seven total blocks in a five-setter with Sauk Valley, while Matthias had 10 digs and an ace in a sweep of NDSCS.
“It was a really great team effort,” Horn said. “Everyone focused hard on their specific roles and the game plan.
“Both the offense and defense did such an amazing job and it really took a whole team effort to get it done.”
Iowa Central will return to pursue another ICCAC regular season title when they host North Iowa Area on Wednesday night.
