In his second column on his recent expedition to the remote Scottish Islands, Vitali tries to break that stereotype. Modern technology is always one step ahead of me. Before sitting down to write this second column about my recent journey to the Scottish Islands on board MV Greg Mortimer, I thought it would be good to know which seas the hardworking small ship was surfing at that particular moment. I was about to phone Aurora Cruises, the vessel’s owner, when an IT-savvy friend referred me to the website www.vesselfinder.com. From there I gleaned that: “The current position of Greg Mortimer is at North East Atlantic Ocean (coordinates 65.5679 N / 24.6406 W) reported 11 days ago by AIS. The vessel is en route to the port of Sisimiut, Greenland, sailing at a speed of 10.6 knots… Current draught: 5.2m…” I could almost feel a cool Arctic whiff of the “5.2m draught” on my face, the draught that would ruffle my hair all the way to the mysterious Greenland port of Sisimiut. In my previous Greg Mortimer column, I focused primarily on the ship herself – brand-new and stuffed with state-of-the-art bang-up-to-date technologies – from the inverted Ulstein X-Bow and Rolls-Royce dynamic stabilisers to variable-pitch propellers, semi-balanced rudders and (my favourite gadgets) two upper-deck Jacuzzi baths, sticking out of the ship’s perimeter and giving the bathers an illusion of flying high above the sea, like guillemots or albatrosses. Today, I want to talk about my technology-related experiences on the islands themselves. “Wait a moment,” I can hear you saying. “What kind of technologies can you possibly find on those remote and barren rocks?” Well, you will be surprised. Let’s start with the island of Eigg, which became the first community in the world to achieve complete renewable energy self-sufficiency. During the expedition, I found out that several other Scottish islands are now following closely in Eigg’s environmentally friendly footsteps (Rum, Ulva, Gigha etc). Recently, they were joined by the whole of the Orkney archipelago, which became fully self-sufficient and now produces 120 per cent of the energy it requires, mostly due to 650 (!) wind turbines and “the world’s most powerful tidal turbine” – Orbital Marine Power’s 2MV O2 – in its waters since 2021. Strolling through the semi-deserted streets of the Orkney capital Kirkwall on a Sunday morning, I picked up a copy of the ‘Islander’ magazine, from which I learned that little Orkney has also pioneered the first hybrid-electric aircraft in Scotland and the world’s first floating wave energy device to generate electricity to the national grid. In the main street of Kirkwall, I accidentally stumbled upon the family home of one of my favourite travel writers, Samuel Laing, Esq. He crossed the Channel to France on one of the first paddle steamers and wrote euphorically about “the great democratic power of steam” in his book ‘Observations on the Social and Political State of the European People’, published in London 1850 – the pride of my ever-growing old book collection. Samuel Laing (1780–1868) travelled extensively in Europe, including Norway and northern Germany, and published beautiful descriptions of these countries. I had no idea he was a native Orcadian. So, it was there, in the Scottish Islands, that I discovered the seemingly flimsy, and yet historically logical, connection between an early steamer and the super-modern explorer ship MV Greg Mortimer. I was excited to visit the officially remotest British island of Foula (area 4.88 square miles, population 38) which recently made history by becoming the last properly mapped area of Britain’s territory. Foula lies on the same latitude as Saint Petersburg, but has just one road. Since the 1990s, growing numbers of tourists, mostly bird watchers, have been making their way to Foula from around the world to see its puffins, skuas, razorbills, gannets and more. That was probably why Ordnance Survey mapmakers finally put the island on a separate custom-made OS Explore 1:7500 scale map. The map was published in 2017 and immediately became a collector’s item, alongside the recently released OS maps of Mars and the Moon. As a map addict myself, I can boast of being a proud owner of all three. While on Foula, I was shown around by Sheila Gear, an islander and a writer, who authored the book ‘Island West of the Sun’. She first took me to a peat moorland past the island’s school, with just five students at the moment. Peat is still harvested for fuel in the traditional fashion here – cut with a long hand-held blade, known as a ‘tusker’. The ingenuity of the islanders has no limits. Sheila pointed out several old cars, parked near houses and serving as wardrobes, storage closets and even rubbish bins. She explained that since it is very hard to get rid of old cars in Foula due to its isolation from the mainland, the islanders find other uses for them. Sheila also introduced me to the island’s unique technology of water supply via an underground pipe network, which the islanders had themselves invented and built. The water is collected at a spring and processed at a water treatment facility in the centre of the isle. The treated water is then pumped daily to two holding tanks, one at each end of the island, from where gravity feeds the flow into each property. Of course, that was a fairly simple achievement on the global scale, but for the tiny island it was as important as the first water channels built by the Romans over 1,000 years ago – on par with the discovery of electricity or the world’s first space flight. Following this line of thinking, I wasn’t particularly surprised to read in the ‘i’ newspaper on returning home about a new space port they are planning to build on the faraway Shetland Island of Unst. Munhwa Ilbo reported that the Seoul Southern District Prosecutors’ Office has asked the Ministry of Foreign Affairs to invalidate the passports of five South Korean nationals, including Kwon and a “financial officer” surnamed Han. The ministry has confirmed that it received the request. Under international law, individuals with voided passports must be immediately deported to their country of origin. The voiding process typically takes up to a month, but the media outlet reported that the prosecution was “expected to pressure Kwon and others” to return their passports voluntarily to the South Korean Embassy in Singapore and “return before” the ministry completes the process. Meanwhile, further details have emerged about the arrest warrant South Korean prosecutors yesterday issued to Kwon – with the CEO apparently initially refusing to meet with prosecutors who had traveled to Singapore. Kwon is now residing in Singapore, where he established Terraform in 2018. The Seoul Southern District Prosecutors’ Office has been investigating him and other Terraform-linked individuals for suspected fraud for several months. But the investigation appears to have heated up in recent weeks, with prosecutors heading to Singapore to speak with Kwon and other Terraform executives. KBS reported that when Kwon “did not comply with a request to attend” a meeting with prosecutors, they responded by issuing a warrant. Details about the other five warrants remain scant, but Chosun reported that the individual surnamed Han was Terraform’s “head of finance.” An individual named Han Chang-joon was previously listed as Terraform’s Chief Financial Officer. The only other individual thus far named by the South Korean press is Nicholas Platias, who was identified as a “founding executive” and served as the firm’s Head of Research until 2020. Further details have also emerged about the charges Kwon faces in his home country. Prosecutors now appear to believe they have enough evidence to prove that LUNC (formerly LUNA) and other Terra ecosystem coins are “securities.” Legal Challenges Following consultation with legal and crypto experts, Kwon and the other executives have been charged with violations of the Capital Markets Act. This would appear to show that prosecutors think Terraform sold unregistered securities. KBS quoted an unnamed official from the regulatory Financial Supervisory Service as stating: “There are atypical securities and we usually call these assets investment contract securities. In the United States, there is now a tendency to classify such assets as securities.” A sticking point for prosecutors is the fact that no South Korean court or official legal document has ever referred to LUNC – or any other cryptoasset – as a security. A legal expert named Kim Jeong-cheol was quoted as stating that if the prosecution succeeds in proving that LUNC was a form of “unregulated security,” Kwon could be charged with “market price manipulation.” Legal experts also explained that if he is found guilty of such offenses, Kwon could face fines worth “three to five times the amount” he is judged to have gained from token sales – with a jail sentence of “a year or more in prison” also likely.

The deal with unions representing more than 50,000 engineers and conductors was announced just after 5 a.m. ET in a statement from the White House, which called it “an important win for our economy and the American people.” It came after 20 hours of talks between the unions’ leadership and the railroads’ labor negotiators hosted by Labor Secretary Marty Walsh. They began their meeting Wednesday morning with the clock ticking down to a strike that had been set to start at 12:01 am ET on Friday. The agreement does not mean the threat of a strike has gone away entirely. The deal needs to be ratified by union members. But it’s good news for a wide range of businesses that depend upon the freight railroads to continue to operate, and for the wider US economy. About 30% of the nation’s freight moves by rail. Few details of the deal have so far been made public. But the statement from President Joe Biden indicated that the major issue that had brought the country within a day of its first national rail strike in 30 years had been addressed in the unions’ favor. “It is a win for tens of thousands of rail workers who worked tirelessly through the pandemic to ensure that America’s families and communities got deliveries of what have kept us going during these difficult years,” said Biden’s statement. “These rail workers will get better pay, improved working conditions, and peace of mind around their health care costs: all hard-earned.” The dispute was about staffing shortages and scheduling rules that union leaders said had brought their membership to a breaking point. The unions say the railroads have been requiring their members to be “on call” and ready to report to work on short notice as often as seven days a week. Leadership of the two unions had said their members would not accept a contract without changes to those work rules. Biden described the deal as “also a victory for railway companies who will be able to retain and recruit more workers for an industry that will continue to be part of the backbone of the American economy for decades to come.” It is an important victory for Biden, who faced nothing but bad choices if a deal had not been reached. In 2009, I started the Camp Blue Skies Foundation to offer camps for adults with developmental disabilities, enhancing their lives through recreation, socialization and education in life skills. Since then, we have served 598 adult campers, and 1,177 volunteers have dedicated their time and energy to attending camp.​ ​The problem I’m trying to solve ​ Over 6 million people in the United States have a developmental disability. When you have that and are aging out of the school system or turning 21, almost all activities with others disappear. Unlike the countless programs that support children with disabilities, very few programs serve the adult population. Camp Blue Skies was established to help fill that gap, offering an opportunity for adults ages 21 to 60-plus to socialize with their peers and enjoy activities to which they would not otherwise have access. We offer five-day overnight camps with everything that a traditional camp has, like fishing, nature walks, arts and crafts, a zip line and a climbing wall. One night we do karaoke, another night we have a campfire with s’mores, and the last night we have a dance. However, we also put an emphasis on skills that allow these individuals to live more independently and lead fulfilling and productive lives.​​ This is particularly important because individuals with developmental disabilities are living longer. The life expectancy for Down syndrome, for example, has increased from age 25 in 1983 to 60 today. Campers also have sessions on healthy eating, nutrition and the importance of daily exercise. In addition to benefiting campers, a week at Camp Blue Skies provides caregivers a much-needed respite. When I began this endeavor, I knew camp would have an impact on campers. But I did not realize the life-changing effect it would have on volunteers and caregivers. What started out as an experience for disabled adults has turned into a much bigger service. ​​ The moment that sparked my passion​ My 40-year-old son has a rare genetic disorder called Williams syndrome. When he turned 21, I observed firsthand the fall-off of opportunities and services as we searched around for things for him to do. The day I turned 50, I told myself that when I retired, the next chapter in my life would be in service to other people. It took a few years to come up with the idea of camps but that’s when the seed was planted. I had enjoyed the camp experience of being outdoors and making friends in my youth, and I thought I could create the same rewarding environment for an adult population that is often mentally and physically isolated. ​ ​What I want people to know ​ The population of people with developmental disabilities is growing, living longer, and importantly, in some cases outliving their caregivers. Yet society is doing little to serve this population both from a housing and job standpoint. There will be a greater need for services like ours, and it’s one reason that Camp Blue Skies focuses not only on recreation but continuing life skills. ​ ​My advice to others who want to make a difference​ It’s never too late to act if you have a passion for something, whether you want to create something yourself or be a part of an organization that is already doing good things in the community. It doesn’t have to be perfect, and you don’t necessarily have to make a lifelong commitment. But at least try things and see what clicks. ​ ​Why my approach is unique ​ We are not aware of any entities like Camp Blue Skies in the private sector. Most groups serving adults are predominately government funded. There are some local day camps and a handful of church camps, but they are more recreational, while Camp Blue Skies also focuses on life skills and socialization. In addition, we also have an inventive business model. Instead of purchasing real estate, I had the epiphany to lease traditional camp facilities in North Carolina, South Carolina and Georgia during their offseason in the spring and fall. Many industries, ranging from gaming and social media to banking and retail, have been on their toes to implement the technologies and incorporate metaverse technology into their business. Expanding its presence, metaverse is now hitting the TV business, with networks running series that feature related technologies like virtual avatars and VR or AR. Local network MBN debuted a big-budget project, “Avatar Singer,” which began airing on Aug. 26. The new program, which prides itself as the first metaverse music show in Korea, invites recognized musicians to perform and compete with each other. But there is one twist: the musicians perform through a digital avatar on stage. Hiding their real identity, the competitors perform through their virtual avatars, which imitate their dancing, singing and even facial expressions in detail. The avatars come to the stage to perform in front of an audience and a group of panel cast members, who must try to guess which artist is behind each avatar. The production team revealed that each episode of the 15-part show cost about 1 billion won ($717,000) to make. We’ve had the biggest budget among Korea’s reality shows.” Another local network, TV Chosun, is also gearing up to roll out a new music show that features virtual humans. “Ava Dream,” which is slated to premiere on Oct. 3, follows a similar format to the MBN show. It invites 24 singers, who are referred to as Dreamers, to create a virtual version of themselves to perform, while also presenting a collaborative act with his or her avatar. Without actually knowing what the other person looks like, the participants must interact only through their virtual selves, while trying to find a true connection. However, despite the uniqueness of incorporating metaverse in TV shows, the programs have had rather disappointing outcomes, failing to win the hearts of viewers. “Avatar Singer,” despite the excitement the production team expressed at the press conference, kicked off with a 1.4 percent rating, which even fell to 0.8 percent for the second episode. The JTBC’s dating show also failed to create a buzz, seeing a devastatingly low viewership rating of 0.4 percent for most of its episodes. Pop culture critic Ha Jae-keun said that there still are many limitations in making a show with metaverse-related technology. “Metaverse itself has several limitations to be incorporated into the entertainment industry. The Post said the Philippines demanded in 2020 that wages be raised to the U.S. federal minimum wage of $7.25 per hour, while workers said many were still being paid $5.25 per hour. The report said the contractor, Kellogg Brown & Root, had chartered flights between the Camp Thunder Cove base — “a highly strategic American outpost that supports U.S. Navy and Air Force operations” — and the Philippines about every three months, but that the flights were suspended this year. The Post said Kellogg Brown & Root told the newspaper in statements that the suspension was not related to a wage dispute, but that the flights were canceled in order to prevent the spread of COVID-19 and due to a lack of demand. The report cited several workers saying they were reluctant to fly back to the Philippines because of fears they would not be allowed to return if the wage dispute persisted.

But in an open letter to customers, the apparently reluctant businessman said he wanted to do more. He said he had initially considered selling Patagonia and donating the money to charity, or taking the company public. But he said both options would have meant giving up control of the business. “Even public companies with good intentions are under too much pressure to create short-term gain at the expense of long-term vitality and responsibility,” he said. People who have donated their wealth Microsoft founder Bill Gates this year vowed to “drop off” the world’s rich list as he made a $20bn donation to his philanthropic fund. The tech boss, who is thought to be worth $118bn, had pledged to give his wealth away to charity in 2010 but his net worth has more than doubled since then. In the ratings report, S&P wrote that the improved outlook is attributed to recent shifts in demographic trends, “retirement reforms designed to significantly reduce unfunded liabilities,” and historical credit strengths including “regular forecast updates, annual midyear budget adjustments, consistent reserve levels across economic cycles, and debt affordability oversight.” Vermont received the highest score possible in the financial management category. The state’s bond rating was downgraded by Moody’s and Fitch from triple A status in 2018 and 2019, respectively, and the assignment of a “negative outlook” by S&P in 2020. State tax revenues again greater than expectations The State’s General Fund, Transportation Fund (T-Fund), and Education Fund receipts in July were a combined $227.0 million, or 2.8%, above monthly consensus expectations. The General Fund, Education Fund and even the Transportation Fund all finished the month with revenues above target, marking a strong start for the new fiscal year. The sales tax, which feeds the Ed Fund, was particularly strong (plus 8.5%). General Fund revenues collected for the month totaled $136.6 million, $0.6 million above the monthly consensus cash flow revenue target. The jobless rate has returned to pre-pandemic levels, but the labor force is still far behind and some 20,000 available jobs in Vermont are still unfilled. Over the course of her career, she has skillfully tried more than 50 cases to verdict before Vermont juries.   Court approves plan to sell Jay Peak for $58 million A Park City, Utah, resort company has offered to acquire Jay Peak Resort for $58 million. Jay Peak Receiver Michael Goldberg will accept this bid for Vermont’s northern-most ski resort unless a higher bid comes in over the next month. Goldberg announced the bid by Pacific Group Resorts Inc in a filing to the US District Court in Miami. The court granted Goldberg’s motion on August 4. The Pacific Group bid is binding, according to Goldberg, regardless of any other bid. However, if there is another bid, at the receiver’s discretion, an auction could be triggered to generate a higher offer for the resort. The receiver would then make the final determination on the winning bid, with the minimum offer being $58 million. According to the resort, since the initial offer other bidders have emerged, though no stated bidder or offer has been made public. A final bid is expected to be announced by the end of this year. AOT receives $12.5 million in E-Bus funding and public transit improvements The Vermont Agency of Transportation (AOT) has received two new grants through the Federal Transportation Agency (FTA) totaling $12.5 million. These awards will bring nine new e-buses to Vermont and allow for a new building and facility improvements to the Marble Valley Regional Transit District. The first grant award of $9.2 million is through the FTA’s Low and No Emissions Bus and Bus Facility Grant program and will bring nine new e-buses to Marble Valley Regional Transit District (MVRTD) and Green Mountain Transit (GMT). Five of these buses will be medium-sized transit vehicles from a new manufacturer, Letenda, located in Longueuil, Quebec. Five towns commit ARPA funds to build high-speed internet Select boards in Groton, Hardwick, Peacham, Ryegate, and Walden have voted to allocate a total of $328,050 in American Rescue Plan Act funding towards constructing additional high-speed broadband infrastructure within their communities. About 600 companies and organizations from 37 countries and regions, including Japanese giants Capcom Co. and Square Enix Co., are participating in the event. Despite opening to the public again, some of the exhibitions can still be accessed online, according to the organizer, the Computer Entertainment Supplier’s Association. “People have come to re-evaluate the intrinsic value of games during the pandemic as they serve as a communication tool,” Hideki Hayakawa, the head of the organizer, said during the opening ceremony. “We want people to enjoy the thrill of games both in the real world and online.” The metaverse has become a buzzword in the game industry and beyond as more companies from game developers to banks have begun to see the business potential of a virtual world that allows users to experience shopping, attend events and communicate with each other from anywhere. During the keynote lecture, Bandai Namco Holdings Inc. said it is developing a metaverse themed after Gundam, a robot featured in its popular animations. “We want to create a space where fans from all over the world can gather and connect,” the company’s “Chief Gundam Officer” Koji Fujiwara said. Facebook Inc., the operator of its namesake social media service, changed its name to Meta Platforms Inc. last year to concentrate on its metaverse business, focusing public attention on the nascent technology. With Japan increasingly easing anti-virus restrictions, the number of participating organizations recovered to about 90 percent of that seen in 2019, which stood at 655. The number of titles exhibited is 1,864, surpassing the 1,522 in 2019. The Tokyo Game Show is one of the world’s three biggest gaming events, along with E3 in the United States and Gamescom in Germany. Justifiably so; once upon a time it might have just been dust, pollen and pollution we were worried about, now of course there are a fair few new airborne threats we’re pretty leery of. And that’s before you get to most people’s preference to live in an environment free of cooking and pet smells. Well… that’s certainly my preference, anyway. I don’t mind the cooking smells when I’m actually cooking – but waking up to them the next day? Not so much. So my initial thought is; surely I can “gadget” my way out of this?… Samsung agrees. It has an entire range of AX5000 domestic air purifiers available and I’ve been cranking up the AX60T5080 at my place in an effort to clean up my act – or at least my air. Getting it out of the box was a bit of a mission; it weighs over 10 kilos and is pretty tightly packed in there. The good news is, once out of the box it’s effortless to move around as it rests on four almost frictionless casters. Actually, compared to most of my other gadgets this one requires very little setup at all; a few bits of sticky plastic to be removed, a filter to be unpacked and reinstalled, plug it in and you’re pretty much good to go. Yes, although this is technically a smart device, it doesn’t have to be. I switched it on and was immediately presented with a set of illuminated controls on a clear (but not intrusive) display showing me the relevant data about the air in my home I was about to clear. There’s also a status LED strip that sums everything up in a glance; cool, calm blue means all systems normal, red is a warning you’re breathing all kinds of bad stuff. If you decide you’d like to be able to access the AX60T5080 remotely, or you’d like to take advantage of some of its automated scheduling capabilities, that’s where Samsung’s SmartThings app comes into play. Pairing with my phone was straight-forward enough, although slightly tedious – not quite the one-touch NFC bump Samsung offers on its smart TVs. Once you’ve added the air purifier to your list of SmartThings devices you can monitor the air quality, turn it on and off from you phone and set up schedules for it to run – different times on different days if you like. The SmartThings app now even has a dedicated Pet Care setting, co-ordinating appliances like TVs and air purifiers to keep your fur babies company and free of weird smells while you’re out of the house. But technically, what does the AX60T5080 actually do? Well, there are three layers of filter, easily accessed by removing the relatively stylish magnetic front cover. Firstly, there’s a washable (and vacuumable) pre-filter for all the big bits, like pollen and pet dander. Then there’s an activated carbon filter to soak up any harmful gases. This is attached to a genuine HEPA layer which takes care of ultrafine dust and even bacteria. Unfortunately, filters are the downside of air purifier ownership – they don’t last forever and need replacing regularly. The carbon/HEPA filter for the AX60T5080 retails for about $130 – something to keep in mind if you’re planning on adding air purification to your budget. However, at least being a “smart” device, you’ll be notified exactly when the filter is due to be switched out – you don’t have to do it based on a purely arbitrary “recommended” period. The other main feature of the AX60T5080 is its three-way airflow system; it blows clean, filtered air from a big vent at the top and two smaller vents on either side. This means your up-to 60 square-metre room is freshened up pretty damn quick, although I’ve found it also means you’re subjected to quite a draft if you’re sitting anywhere near it while it’s operating. Fine in summer. Not so fun on a cold night in winter. I’d prefer some way to vary the airflow – obviously you can increase or decrease it but you can’t divert it away from one vent to another. You can set the AX60T5080 to sleep mode though. This turns off the LED display and reduces fan noise to an almost imperceptible 21dBA – essential for bedroom use. Which might be right where you want it if you suffer from asthma, severe allergies or just super-annoying hay fever like I do, especially at this time of year. Dust, pollen and other nasties make many people’s lives a misery but consistent use of an appliance like this can dramatically improve things – which might also mean a dramatic reduction in the amount of medication required to treat symptoms. (Suddenly that filter doesn’t sound so expensive after all) There are two sensors built into the side of the AX60T5080 – one for particles and one for gases. You’d be surprised how often dangerous gases can build up to high levels in your air-tight, sealed-up, cosy little home – especially if you have an internal garage. It’s not just engine pollutants that can sneak their way in, as I already mentioned, stale cooking smells and pet odours are no fun for anyone and too much CO2 can lead to drowsiness and even headaches. We use gas for cooking and I often get alerts from my indoor weather station to warn me about CO2 levels around dinner time. The carbon filter in the AX60T5080 is all over it. I see stark differences in these readings every time I use it. Has it miraculously cured my hay fever yet? I don’t think Samsung would be bold enough to make any such medical claims but there’s definitely something about coming home to a room full of fresh air. Dr. Raynaldo Ortiz, an anesthesiologist, was arrested by Dallas police on Wednesday and faces federal charges which remained sealed Wednesday. The tainted IV bags were discovered at Baylor Scott & White Surgicare on Coit Road, according to the Texas Medical Board, and contributed to cardiac arrests involving patients and the death of a colleague. According to Texas Medical Board, Ortiz has been under investigation after he was seen on surveillance video putting IV bags in a warmer outside operating rooms right before patients suffered unexpected medical issues during routine surgeries. Tests showed tiny holes in the IV bags and detected the presence of bupivacaine, a drug usually used to treat localized pain, according to the medical board. Dallas police referred questions to federal prosecutors who declined comment. NBC 5 has been unable to reach Ortiz and it is unclear if he has an attorney representing him. Dallas County Sheriff’s Department MEDICAL BOARD HISTORY On Aug. 19, Dr. Ortiz agreed to have his practice monitored by another physician after an incident with a patient in November 2020, according to Texas Medical Board records. “The board found Dr. Ortiz failed to meet the standard of care for a patient during a procedure and was the subject of disciplinary action as a result of the incident,” the board said. In addition to being monitored by another physician, Ortiz was fined $3,000 and ordered to take eight hours of education in medical record keeping and eight hours in resuscitation and intubation techniques. According to the board’s complaint, in November 2020, Ortiz’s patient required CPR and “emergent transport” during a procedure at the North Garland Surgery Center. The incident resulted in an “adverse recommendation” after an internal review and Ortiz was forced to relinquish “all clinical privileges,” the board said. According to the board, Ortiz did not recognize the patient’s “inadequate oxygenation and ventilation,” did not respond “in an appropriate manner” when the patient required CPR and did not document the “critical events” in medical records. Ortiz neither admitted nor denied the accusations against him but agreed to comply with the order. The hospital’s investigation “was never completed and no final findings were made because (Ortiz) relinquished his privileges prior to any hearing,” the board said in its order. In a previous issue, the board publicly reprimanded Ortiz in October 2018, fined him $2,000 and suspended his clinical privileges for 14 days for failing to report that he was convicted of animal cruelty. In July 2016, the medical executive committee at Baylor Scott & White Medical Center-Garland suspended Ortiz for 14 days for not reporting the same conviction, the board noted. Ortiz has been a licensed physician in Texas since February 1991, the board said. He graduated from the University of Texas Medical Branch in Galveston in 1989 and performed his residency there, according to medical records. NBC DFW CONVICTED OF ANIMAL CRUELTY In a bizarre case, Ortiz was arrested in Murphy in 2015 and accused of shooting his neighbor’s dog with a pellet gun after the neighbor helped Ortiz’s girlfriend move out and later testified against him in a court hearing. Ortiz was charged with animal cruelty. The dog survived. He pleaded not guilty but was convicted by a jury and sentenced to 25 days in jail. The judge also ordered him to take anger management classes and pay $505 for restitution for the injured dog’s veterinarian bill. Ortiz appealed his misdemeanor conviction, claiming that there was insufficient evidence, that he didn’t have the opportunity to object to proposed jury instructions, that the judge erred in responding to a jury message, and that the prosecutor who omitted several words in a jury charge during the arraignment. The doctor lost on every argument. The appeals court reviewed trial transcripts and in its decision affirming Ortiz’s conviction offered the following detailed account of the case. The neighbor testified that at about 2:30 p.m. on April 29, 2015, she heard a gunshot while she was in her bedroom and heard her dog scream. She ran into her backyard and saw “her dog’s chest covered in blood,” she told the jury. Right before she heard the shot, she said she heard Ortiz drive into his driveway. She knew it was him, she testified, because he had a “very loud sports car” and “it’s a very loud distinctive roar when he comes home.” She immediately thought Ortiz had shot the animal. He shot rabbits “a lot” and they would run into her yard injured, she said. Collin County jail records show Ortiz was arrested on Dec. 30, 2014, on a charge of family violence – assault by contact and released a day later. Court records show no charges were filed. When police questioned him about shooting the dog, Ortiz denied committing the crime and said he didn’t have any weapons because his girlfriend took them all when they split. Ortiz stopped cooperating with police about a week later after he showed up for a scheduled meeting with a detective at the police station. But when the detective arrived in the lobby to greet him three or four minutes later, he was gone, according to the appeal court ruling. PREVIOUS CRIMINAL RECORD Ortiz’s criminal record dates to 1995, just two years after he finished his residency at the University of Texas Medical Branch in Galveston. The Texas Medical Board was fully aware of Ortiz’s record and documented it in a 2018 case against him. In June 1995 Ortiz was arrested for assault that caused bodily injury to a spouse, who later divorced him. In September 2005, another woman filed for an emergency protective order alleging that he assaulted her. In December 2014, Ortiz was arrested for assault domestic violence involving a third woman. In January 2015, the third woman filed for an emergency protective order and settled with Ortiz for an “undisclosed amount of money,” according to the medical board’s review of his criminal cases. In an affidavit, the mother of Ortiz’s son said Ortiz had been “abusive” for years. “He has threatened to kill me before, even told me how he would do it, including cutting my finger off to get the ring,” the woman said. “He said the only thing stopping him from killing me was he would go to jail.” Ortiz denied the allegations and denied he and the woman were ever married. Ortiz claimed the woman “ransacked” his house before she left and took cash, gold, jewelry and 40 bottles of wine. A judge granted a temporary protective order to keep the doctor away from her and their son but both parents were later given visitation rights. IRS LIENS ON ORTIZ’S HOME The IRS has placed numerous liens on Ortiz’s Murphy home. The first, in 2015, claimed he owed $1.65 million in unpaid taxes from 2011-2013. By 2020, the tax agency said his total debt was $4.1 million since 2015. Scott Gordon – NBC 5 Other tax liens in 2021 and 2022 showed he owed another $265,774 and $304,517 respectively. His 7,718 square-foot house was appraised at $1.3 million, according to the Collin County Appraisal District.
