Hi, have someone tried to use full keyboard access on iPadOS? You find this feature under Accessibility settings and , keyboards. You can lock your iPad by keyboard shortcut or activate Siri with another one. Just like in VoiceOver settings you have a list with commands which you can edit to how you like. You can navigate on home screen with arrows only and for activate just press space. To get this features work quick NAV need to be off.
