Thompson does have a Democratic challenger in next month’s election but the seat is safely red. Thompson’s closest election was his initial election in 2008 which he carried by 16 points. In 2020, he carried the district by nearly 50 points. As the current ranking Republican member on the House Agriculture Committee, he’s got his eyes set on a potential chairmanship should the Republicans take back the majority in the House. That makes his priorities pretty easy. “For me, obviously the Farm Bill,” he said. According to the Congressional Research Service, that bill spans multiple years and “governs an array of agricultural and food programs. It provides an opportunity for policymakers to comprehensively and periodically address agricultural and food issues.” The bill, per the CRS, typically focuses on “farm commodity program support for a handful of staple commodities– corn, soybeans, wheat, cotton, rice, peanuts, dairy, and sugar.” Thompson said the current iteration is set to expire in Sept. 2023 and called it the “single most important piece of legislation that impacts rural America.” He said there are three options – let it expire which he called “not an option” as it would take farm regulations back to the era of the Dust Bowl; extend the current bill which is just “kicking the can” or institute a new bill which is the “only option.” “We’re way behind,” he stressed. “Under Democratic leadership we have not been doing our due diligence. If given the opportunity to chair, we’ll change that come January. It’s going to be pretty intense.” The other major legislative priority might not sound like an agricultural issue at all – regulations regarding crypto-currency. He explained why that issue is before the Ag Committee – when a crypto-currency is first created, it is traded and overseen by the Securities and Exchange Commission; but once it is traded, it is considered a commodity, which brings it under the auspices of the Department of Agriculture. “There’s an urgency,” he said, “with putting some guidelines, legislative guardrails around crypto-currency.” He’s introduced legislation – the Digital Commodity Exchange Act that, he said, would “do no harm, protect people in the marketplace” while also fostering innovation with the underlying technology. “Blockchain… it will be transformational to our economy,” he said, explaining that countries ranging in size from China to Malta are developing these rules. “The US is way behind,” he said, “but the US is where people want to do business.” The legislation, he said, would still allow state regulation as many states have already done but would implement a national standard. Failing to tackle this issue, he said, could result in the nation losing its “competitive space in the world economy…. Tourists In Italy Are Behaving Badly This Year: Here’s Why – CNN https://dentoncountynewsonline.com/tourists-in-italy-are-behaving-badly-this-year-heres-why-cnn/ (CNN) — Swimming in UNESCO-protected canals. Breaking into historic sites. Driving down the world’s most famous staircase. And just when you thought that was as bad as it gets: smashing priceless sculptures in a fit of pique. As travel restrictions dropped this summer and tourists flooded back to Europe, the news of visitors behaving badly in Italy just kept coming. In June, two American tourists caused $25,000 worth of damage to the Spanish Steps in Rome, when they pushed — and then threw — their scooters down them. Meanwhile in Venice, tourists routinely swim in the UNESCO-protected canals, which double as the city’s sewer system. In August, two Australians surfed down the Grand Canal, while in May, Americans stripped off for a skinny dip beside the 14th-century Arsenale landmark. Surely that’s everything? Nope: Also in August, an Australian decided to ride his moped around the ancient Roman site of Pompeii, while in October, an American smashed two priceless sculptures in the Vatican Museum, apparently after being told that he could not see the pope. Two months earlier, an American couple were caught carving their initials into the Arch of Augustus, a 2,000-year-old monument beside the Colosseum. But is this worse than usual, or have we just forgotten how badly people behave when they’re on vacation? International visitor numbers from January to July 2022 were up 172% on 2021 and even 57% on pre-pandemic records, according to ENIT, Italy’s tourist board. Eike Schmidt, director of the Uffizi Gallery in Florence — Italy’s most visited museum in 2021 — says that tourists behaving badly is nothing new. “I don’t think it’s worse this year — I think what we’ve got now is where we stopped in 2019, and it’s come back because the visitors have come back,” he says. “There are certainly people who don’t respect the situation that they’re in.” Like the woman he witnessed pre-pandemic, sitting down amid the priceless works of art to give herself a pedicure. The Uffizi is so well policed that incidents rarely happen inside, says Schmidt — but outside is a different story. The gallery creates its own pedestrian cul de sac, with inbuilt benches carved from local pietra serena stone acting as a place for tired and hungry tourists to sit. In May, a tourist drove a Maserati down the Spanish Steps. Polizia Roma Capitale Only, they don’t just sit. Oblivious to the fact that the benches were carved by hand in the 16th century, they sit and eat, smearing sauces on the porous stone, which promptly stains. They also have been known to graffiti the gallery’s exterior. In 2018, Schmidt says, staff made a concerted effort every morning to clean off “all markings on the buildings that people were adding late at night after too many drinks.” He says the policy paid off. “People don’t tend to write on a clean surface — but if one person has made a little drawing or written a bad word, [adding your own] sits much easier because the psychological barrier is lower. Now, people very rarely write anything on the building. But what has returned post-pandemic is the problem of panini and wine and Coca-Cola and all sorts of greasy and sugary stuff. People buy it from places with no seating, they look around for where to sit and the first thing they find is the monuments.” Last year, Schmidt called for fast food businesses to be taxed higher than places that have seating and toilets for guests, but now he says, “Nothing has happened, none of the politicians want to enter the debate.” ‘People steal gondolas’ In May, an Italian visitor permanently damaged the Redentore church with graffiti. Luigi Brugnaro Things are less peaceful in Venice, where the municipal police have handled 43 incidents of tourists swimming in canals so far this year, according to chief commissioner Gianfranco Zarantonello. That’s almost double the total for the whole year of 2021, in which 24 swimmers were caught. And, worryingly, it’s worse than the 37 cases in 2019. There have also been 46 cases of tourists defacing Venice monuments so far this year. “They’re behaving as they’ve always behaved, it’s just that this year the numbers have returned to what they were pre-pandemic and that corresponds to an increase in boorish behavior,” he says. “Sometimes Venice isn’t seen as a city. Tourists behave as if it’s the beach.” And while from outside it looks like actions are getting more violent — a tourist stole a water taxi this summer and revved it down the Grand Canal — Zarantonello says that extreme behavior isn’t new. “A few years ago a Russian tourist stole a vaporetto (waterbus),” he says. “People have stolen gondolas. Once they fell off [a stolen gondola] at New Year and by the time we reached them, one of them was dying of hypothermia. We saved him.” Apart from the canal-swimming, so far this year Zarantonello and his colleagues have dealt with dealt with a Czech tourist sunbathing topless on a war memorial, a Belgian riding a Vespa down the [pedestrianized] waterfront, two Australians zipping down the Grand Canal on eFoils, and an Italian from another region permanently damaging one of the city’s main churches with graffiti. While Zarantonello doesn’t think it’s been made worse by the pandemic, Schmidt suggests: “It’s your first trip in two years, you’re young and not allowed alcohol in your home country, you’re here for the first time and you might engage in behavior you’d be ashamed of at home.” ‘A by product of the sheer volume of visitors’ In June, two Americans threw their scooters down the Spanish Steps, damaging the monument. British, Australian and American tourists have long been known for their ugly behavior in Southeast Asia, for example. But Tom Jenkins, CEO of the European Tourism Association (ETOA), says that there’s a very specific spate of incidents in Italy — and it’s down to its uniquely sensitive fabric. Italy’s cultivation of its most fragile environments and architecture as cities of art makes an explosive combination when you add visitors, he says. “Italy is peculiar in the wealth of tourism features the country has, and it’s unique in that people occupy these spaces in a way that doesn’t occur in many countries,” he says. Venice and Rome, he adds, are living cities in which people coexist with cultural treasures. “There’s nowhere in France [the most visited country in the world] that’s as sensitive. And they’re getting 65 million international visitors a year, so the sheer volume of people going into these spaces means a small fraction behaving irresponsibly isn’t that surprising.” Because the environment is so fragile, any damage is likely affecting a world heritage site, he says, where other countries have less heritage to rampage through. “I think what we’re watching is a byproduct of the sheer volume of visitors — and the appalling behavior of a fraction of the total number,” he says. “It’s also possible that Italy attracts people who have a broader interest than merely pursuing artistic, architectural and archaeological curiosity, and these people don’t necessarily fit in with the environment.” That idea of the dolce vita, that Italy is a place of freedom to let loose, isn’t doing its heritage any good. ‘A place with no rules’ Tourists want to emulate movies like ‘La Dolce Vita.’ FilmPublicityArchive/United Archives/Getty Images It’s not all down to Italy’s fragility, though, say Italian experts. We haven’t had similar stories pouring out of France, Spain or other popular European destinations this year. Rather, they say, the way foreigners think of Italy is driving their bad behavior. The draft Bill is being vetted by the law ministry. The department for the promotion of industry and internal trade, which is spearheading this initiative, is planning these comprehensive amendments in a bid to ensure greater ease of doing business for firms and ease of living for individuals. Prime Minister Narendra Modi, on Monday, said his government has so far scrapped about 2,000 archaic laws from the British era that required businessmen to be sent to jail over minor issues. Next up, Industry. The Union cabinet has approved a one-time grant of Rs 22,000 crore to three oil marketing companies – Indian Oil Corporation, Bharat Petroleum Corporation Ltd and Hindustan Petroleum Corporation – to reduce cost pressures and cover the last two years’ losses on selling LPG in domestic market. Information and Broadcasting Minister Anurag Thakur said that the LPG prices rose 300 per cent between June 2020 and June 2022. The grant will aid the fuel retailers to tackle the under-recoveries that surfaced during this two-year period, he said at the briefing after the Cabinet meeting. The grant comes as the LPG prices were not increased in tandem with the soaring costs, and the cost increase was not fully passed on to the domestic LPG consumers. The domestic LPG prices have risen by 72 per cent during the two-year period. This led to the three public sector undertaking (PSU) oil companies incurring significant losses vis-a-vis market prices. The one-time Rs 22,000 grant is being given to insulate the domestic LPG consumers from the cost increase, Thakur said at the briefing. Moving on. According to the “Master Direction” by the Reserve Bank of India, credit card issuers can report an account as “past due” to credit information agencies or levy any penalty only if the credit card account remains “past due” for over 3 days. “Card-issuers shall report a credit card account as ‘past due’ to credit information companies or levy penal charges, viz. late payment charges and other related charges, if any, only when a credit card account remains ‘past due’ for more than three days,” says RBI’s Master Direction – Credit Card and Debit Card – Issuance and Conduct Directions, 2022. “The number of ‘days past due’ and late payment charges shall, however, be computed from the payment due date mentioned in the credit card statement, as specified under the regulatory instructions on ‘Prudential norms on Income Recognition, Asset Classification and Provisioning pertaining to Advances’ amended from time to time,” it adds. According to the RBI’s master direction, penal interest, late payment charges and other related charges can be levied only on the outstanding amount after the due date and not on the total amount. In other news, Pan masala and gutkha companies will likely face increased scrutiny and audits as the governments step up efforts to plug tax evasion by them. However, a plan to levy Goods and Services Tax on them on the basis of installed manufacturing capacity may be dropped. In May 2021, the GST Council set up a group of ministers, led by Odisha finance minister Niranjan Pujari, to examine the feasibility of levying GST on products such as pan masala and gutkha, based on the installed capacity of the units, rather than their actual production. The move was in the backdrop of a decline in revenues from these industries reported by many states after the introduction of GST in July, 2017. Tax authorities have found large-scale tax evasion by the units via under-reporting of output. Lastly, some updates on 5G services. Almost a week after the launch of 5G services – in eight cities by Bharti Airtel and beta testing by Reliance Jio in the four metros – all is not well as far as the quality and user experience of the services are concerned, leading the government to intervene in the matter. In a first-of-its-kind exercise, the secretaries of the department of telecommunications and ministry of electronics and IT, jointly called a meeting of all handset makers like Apple, Samsung, Oppo, Vivo and others as well as telecom operators Bharti Airtel, Reliance Jio, and Vodafone Idea this week. The pandemic has impacted all the sectors of economy, but post pandemic things changed to a great extent and interestingly, the demand for senior living housing has increased. Joe Gugino, a certified financial planner for Gugino & Ryel Financial in Fredonia and Larry Fiorella, a financial advisor with HBKS Wealth Advisors in Fredonia both are urging investors not to panic. Still, given the current financial state of our nation and across the world, Fiorella admits the situation investors are in is far from ideal. “This has been a rough year – one of the worst years, if not the worst year, since the financial crisis (2007-2008),” said Fiorella. According to the S&P 500, markets are down 22% from the peak at the end of last year. More recently, markets are down just shy of 14 percent from the end of August. However, based off past examples, the hard times are not going to last forever. “Eventually inflation will come down – will it be as fast as it went up, probably not. But it will come down, it has in the past. … It always does,” said Gugino. Currently, we are in what is called a “Bear Market”, meaning the decline has surpassed 20 percent. Going back over the last 40 years, Bear Markets occur typically once every five years or so. That figure is closer to every two to three years if you include declines of 15%. Significant drops are a regular and recurring feature of the stock market, but this is no ordinary situation. A lot of different factors have contributed to the current financial landscape. One factor Fiorella and Gugino both agree is a major driving force is the rate hikes passed by the Federal Reserve to combat inflation. “What I see going on is the (Federal Reserve rate hike) was passed to fight inflation. That’s going to do some real damage to growth. … It’s unavoidable when you raise rates like that,” said Gugino. The Federal Reserve has committed to raising rates until inflation is under control. That has sparked a current downturn in the market. The caution is warranted, according to Gugino, because continued market turbulence is anticipated as inflation is still not under control. Fiorella pointed out how the pandemic assistance funds and demand outweighing supply in many instances also played a major role in the current state of the market. “The pandemic assistance flooded the market with cash, so that didn’t help. Plus there was the demand for products during the pandemic and no supply to meet the demand,” said Fiorella. “I understand what the (Federal Reserve) is doing, but inflation will go down.” Gugino said once the impact of inflation eventually does pull back, the door will open to sustained growth and market gains. “If you’re fully invested, this would be the worst time to exit the market,” said Fiorella. “You don’t want to make any rash decisions on a short-term basis. … You’ve got to stick to your plan.” In the short-term, there are still positives to come from the current state. Higher rates offer an opportunity for savers to net a decent, low-risk return. For anyone putting money aside, a bear market offers a chance to buy stocks on sale, which could lead to better future returns when the market recovers. “If your long-term plan is set, you can ride this out. If you have cash on the sideline … it’s not a bad time to trickle some in,” said Fiorella. Younger investors putting money aside for the future are in a good position at the moment, especially with prices dropping in the market. “If you’re younger and you are putting money into a 401K or your retirement, continue to do so,” said Gugino. “Things are a lot cheaper than at this point last year. … If you’re younger and in that position, this is an opportunity.” For those who are drawing off retirement, the rate hikes are not doing as much damage as it could be perceived. “If your portfolio is positioned properly, it shouldn’t be impacting you that much,” said Gugino. Gugino noted that the most negatively impacted group are the people “that are barely hanging on,” financially, especially now during inflation. Gugino stresses that he knows how hard times are for people in that position, but that this will not last forever. “I think we will be better next year. I think we will be choppy for the next three-to-six months,” Fiorella added. An important thing to consider in a time like this is to find out if you’re really comfortable with the risks you’re taking with your investment portfolio. Fiorella and Gugino both stressed that at a time like this, meeting with your financial advisor is very important because the worst thing you can do is make a rash decision in a panic. “It’s not a bad time to look at your portfolio, to not make any rash decisions with it, but to be smart and look at your allocation in the markets,” said Gugino. “What you don’t want to do is sell in a panic and miss out on any rebounds in the future.” Gugino and Fiorella both believe the bottom line is simple: Federal Reserve rate adjustments and other factors have led to scary numbers at the moment, but it will get better over time. He flew to Poland on a one-way ticket in April, his rucksack packed with body armor, a helmet and other tactical gear. “Made it to the embassy, getting on a bus for the border,” Partridge wrote on his Facebook page on April 27. “From this point on I will not likely be giving locations or actions for opsec reasons. I will let you all know I’m alive.” Partridge joined a military unit that included several volunteers from other countries, Corry said, the men mostly relying on interpreters to communicate. Partridge and his fellow soldiers were in Severodonetsk, a city in the Luhansk region, when he was hit in the head with shrapnel during an attack by Russian fighting vehicles, Corry said. All but one of the tires were destroyed in the rush to safety. “As a family, we really like that picture of the vehicle — it speaks to the bravery of how they tried to save their men, and the way they pushed that vehicle to its last leg just to get to the hospital,” she said. “It speaks volumes.” Partridge leaves behind five young children. Corry deflected questions about the children and some other parts of Partridge’s life, saying the family had jointly agreed to focus on his military service out of respect to those “who are still living and still affected by his personal life.” Military service had been a large part of Partridge’s life. He was the youngest of five kids, and his father was a member of the U.S. Air Force. As a child, Partridge liked to dress up in his dad’s oversized camouflage uniform and play “army guy” in the dirt, Corry said. By the time he had graduated from high school, Partridge had grown into a gregarious man with a booming voice and a joking personality, she said. “When he showed up, you knew he was there. He had a bigger personality,” she said. “If somebody was sad, he was going to make sure he cheered them up. He liked to spend quality time with people.” He enlisted in the U.S. Army in 2006 and served in Baghdad as part of Operation Iraqi Freedom from 2007-09 before leaving the military in 2012. He didn’t talk a lot about his experiences in Iraq, but she knew some of it weighed heavily on him throughout his life. Still, it was the battlefield where Partridge thrived. Corry believed the adrenaline, the sense of purpose and the heightened feeling of service were what drew him in. “It was almost as if he could tell he had a greater purpose to fulfill,” she said. “Sometimes it was harder for him to mesh in the civilian world.” When Russia invaded Ukraine, Partridge felt a need to help the Ukrainians. Partridge was in a coma and on life support for eight days before he died. Family members had a chance to say goodbye, long distance, before he passed, she said. The family is raising money to bring Partridge’s remains home to be buried in Blackfoot, Idaho. They also hope to raise money to replace the truck his unit used to bring Partridge to the hospital, and to purchase other vital supplies for his unit, she said. At least four other U.S. citizens have been killed while fighting in Ukraine, based on reports from their families and the U.S. State Department. The Ukrainian government has recruited people with military experience to join the International Legion for the Territorial Defense of Ukraine.

This even works when your phone is in Airplane Mode. Users can also choose what picture quality they want to save videos in, allowing them finer control over how much storage space is occupied and how much data is used. How to save videos offline To begin, you will need an Android or iOS-based smartphone with an active YouTube Premium subscription. The saving videos offline feature is a part of the subscription, and will not work without it. Go to the YouTube app and open a video that you want to save offline. Look for the Menu button below the video where you will find a number of options. Look for the ‘Download video’ option here. Alternatively, you can also find this option straight from YouTube’s search results by clicking on the three-dot menu next to the video title. Once you click on the ‘Download video’ option, you may run into a few settings asking you to choose a quality – usually from Low (144p) to Full HD (1080p). There will also be an option to remember your settings so you don’t have to choose this every time. Resolution for downloads can however, later be changed in the settings. When you’ve chosen your settings, click on the blue coloured ‘Download’ button on the bottom to proceed and begin downloading your video. This video is now saved offline in your phone’s storage. How to access offline videos When you next open the YouTube app with no WiFi or Mobile Data connectivity, you will automatically be in the app’s offline mode, where you won’t be able to search for new videos but will be able to access all the offline ones you have saved. You can then simply click on any of the offline videos to watch them. Note that not all videos support offline saving. If you come across a video that doesn’t show a download button despite you having a YouTube Premium subscription, the video simply may not support offline viewing. Also note that videos saved offline via the YouTube app are not encoded in popular media formats like MP4, and as a result, can only be accessed by and played on the YouTube app.

It was nice, though it seems I missed a few good leaf-peeping days. But during the trip, our group of traveling friends stopped at a pool party hosted by someone we knew from our days at West Virginia University. We weren’t the only guests there, of course, but we might have been the most enthusiastic about jumping into water that was already deemed too cold by the locals. (It’s a funny thing to look around and realize ‘Whoops, only West Virginians still in the pool.’ Everyone else is out, wrapped up and huddled around the fire pit.) Once we dried off, one of our hosts was talking to a co-worker about the set of patio furniture that was pushed off to the side, and they came to an agreement. Then the receiver of the furniture said “OK, how am I going to get this all into my RAV4?” Without discussion or hesitation, each of the Mountain State residents walked over, picked up a piece of furniture and then walked out to the driveway, where we used our expertise to fit an entire patio set — cushions and all — into her vehicle. She watched us open-mouthed and then said, with genuine curiosity “Why are you helping me?” It struck me as such an odd question. Why wouldn’t we help? Then I looked around and realized, no one else had volunteered. No one else had even come out to the driveway to offer moral support. In fact, when we walked back around the corner, one of the guests was guiltily folding towels and placing them neatly on a ledge, declaring “I’m helping!” But the receiver of the furniture again turned to us and said “seriously, why did you help me? Thank you.” One of our crew sheepishly scuffed his feet and said “it’s what we do.” Yes, I thought. There it is. It’s just part of who we are; and I was raised believing that was part of what people knew about West Virginians. We help. We figure it out. In fact, it seems, our helpful nature and ingenuity were quite a surprise. What people think they know of us these days is dramatically different from what we here in the state tend to think of ourselves. Particularly farther away from West Virginia (again, this particular interaction was happening in the Pacific time zone) many people form their opinions of us based on our more attention-getting elected officials, what they read of us in the news, and the impression they get from those who claim to represent the Mountain State on social media. Blech. We can’t all travel to meet people in person and change minds, but we can start to work toward changing those who are creating a false impression of West Virginia on our behalf. We were brought up to be the kinds of people who can figure out how to get an entire patio set crammed into the back of a RAV4, for goodness sake. Surely we can figure this one out, too. *** And because I know the people who live in this valley are the kinds of people who help, I’m looking forward to seeing some of you this weekend at the Chick Crites Annual Veterans Food Drive, here at the News and Sentinel parking lot, starting at 8 a.m. Saturday. The establishment has a little bit of everything to offer the public, including a marketplace, which will specialize in antiques and collectibles, a comedy club that already has an act booked, to perform in January, and will even be offering bus tours that highlight the town’s history and charm. Brenda and Tim Henry have purchased the historic Barron mansion, which will be their permanent residence, and the couple say that they are “nearly finished with the renovations for the home.” Rivers Edge Antiques and Collectibles is located at 338 Second St. in St. Marys, comprised of three stories, with a total of 16,000 square feet that will be utilized to feature a marketplace on the first two floors dedicated to antiques and space which various vendors can lease on a month to month basis and the third floor will showcase a variety of entertainment, such as murder mystery themed dinners, as well as a comedy club. “We have already booked a comedian by the name of Bill Biden, who will be performing in January of 2023, and ticket sales for the event will be available for purchase beginning in November,” Henry said. “It’s pretty exciting!” Brenda and Tim Henry are the owners of Rivers Edge Antiques and Collectibles and are excited to bring their business to St. Marys. We previously lived in Columbus, where I eventually retired as a nurse and Tim is a retired business owner.” Brenda also shared how welcoming the community of St. Marys has been to her and her husband, “The entire community, including St. Marys City Council, St. Marys Chamber of Commerce, as well as many of the other local businesses and shops, have all been extremely supportive of our shop and our ideas.” One such idea was to implement bus tours for the city of St. Marys. “We went to a trade show in Cleveland, where Tim gave a presentation about the bus tours in St. Marys, explaining that the town is such a neat, historic place, with a train track running through the center, located right on the Ohio River, where one can view the sternwheelers and barges and he really blew the socks off of the audience,” Brenda said. But I didn’t really exercise restraint in the butter department, and while I didn’t go for seconds, it’s not like I had a small bowl either. Ah well, so it goes. In any case, the time is flying and I’m only getting older. But one of these days I’m going to get serious about this whole healthy living thing because I would like to extend my life on this planet a few more decades if possible. My breath catches in my throat as I look out on the tapestry of hills before me: the season of change is upon us. Next month, voters across our region will have an opportunity to make a change that will affect all of us in the North Country for the next four years: do we keep our elected leader Elise Stefanik, a national divisive partisan leader, or take a chance on a moderate who promises to affect the change our region so desperately needs? For me, the answer is clear: Elise Stefanik is an extremist who’s more interested in advancing her political career in Washington than serving the hardworking folks of the North Country. As the third most powerful Republican in the House, Stefanik has risen in the ranks of Washington’s conservative elite by being a lackey to extreme figures like Donald Trump, who dangled the carrot of making her his VP. Whether she was supporting legislation to overturn the 2020 election results, making false claims about the security of our democratic elections, or voting to undermine Biden’s electoral wins hours after the Capitol insurrection killed a police officer and wounded many more, it’s clear that extremist Elise is more focused on advancing her own political agenda than helping residents of District 21. When Stefanik is engaging in embarrassing displays of identity politics by calling democrats “pedos,” on Twitter, how is that helping working families pay for the insulin they can’t afford (because she voted against a bill that would keep prices low)? When she runs ads that promote the idea of the “great replacement” conspiracy theory– the same bile that the evil Buffalo shooter espoused in his manifesto before he shot down innocent Black grandmothers grocery shopping — how is that bringing unity to our district? When she is voting against a bill that would help veterans exposed to toxic chemicals get treatment, how is it fair to gamble with vets’ health? My great-grandfather, who was born and raised in Schroon Lake and operated a motel business there for decades, was a lifelong Republican. I am confident that if he were alive today, he would find Stefanik’s brand of conservatism nauseating and unrecognizable to the values he held dear. I believe that most people who live in the North Country are inherently good and common-sense people. People that would sooner stop their trucks on the side of the road to see if you’re okay — even if you have a different political bumper sticker on your car than them — than to hurl insults at you. We are people who help their neighbors, love their communities, and want to do the right thing. So why are we letting an extremist Elise use our hardworking district to advance her lofty career ambitions, at our own expense? Yet from sales figures it seems that most people wanted or were just really used to larger phones. Now is the iPhone 14 Plus the phone some people didn’t realise they wanted all this time? Larger phone, lighter feel It would be easy to just say the iPhone 14 Plus is a super-sized iPhone 14. There’s the same processor, an A15 that you saw on the iPhone 13 Pro models as well. Yet everything about it is bigger ― the 6.7-inch OLED display with its sharp 2778×1284 pixel resolution at 458 ppi is a big reason behind its price. It’s one of the biggest (yes) reasons to get the model as the only other large-display iPhone is the very powerful and very expensive iPhone 14 Pro Max. Sure, it doesn’t have the fancy Dynamic Island, variable refresh rate and ProMotion but unless you’ve actually used the iPhone 14 Pro before, it doesn’t feel like a big downgrade. What might also be appealing is the mere 203g of weight. Considering there’s nothing cheap-feeling about the phone’s construction, it makes for a pleasant hand feel and speaking from experience, heavy phones can feel like lead weights when using them for longer periods of time. Speaking of longer times, the iPhone 14 Plus manages to eke slightly longer times that the 14 Pro Max for ordinary usage. While I could stretch the 14 Pro Max to about 30 per cent by the end of the day, the iPhone 14 Plus would only reach the 30 per cent mark somewhere around 4pm the next day. It meant for other phones, I would dutifully charge them overnight but forgetting to charge the iPhone 14 Plus won’t hamper your day much. Performance is that old iPhone-consistent butter fluidity and unlike the iPhone 14 Pro’s quirks, the phone has proven to be stable without getting too hot during more demanding apps such as games like Genshin Impact. It’s a solid set of cameras. Not as fancy as the iPhone 14 Pro 48MP main camera but the 12MP wide and 12MP ultra wide duo with 2x optical zoom are still a solid pair. I’d say the Photonic engine has improved the quality of iPhone 14 cameras across the board. Perhaps not enough to upgrade from an iPhone 13 model to an iPhone 14, but obvious enough. Though the iPhone 14 and 14 Plus don’t have the extra optical zoom that’s exclusively on the iPhone 14 Pro, they’re just as capable if you want to shoot video. Though you could argue that Sony’s new Pro models are giving Apple a good fight in the video stakes, what can’t be denied is that the better video camera and editing apps are more easily available on the App Store than Google Play. With other features such as Action mode that lets you take photos outdoors during more vigorous activity without needing an extra stabiliser such as a tripod or gimbal, there’s a lot of utility to squeeze out of the iPhone 14 Plus. As much as the iPhone 14 Pro models are great phones, they’re not for everyone and they were never meant to be. The iPhones offer good performance, premium build and the key to Apple’s inviting walled garden that it calls an ecosystem. Yes, the argument is that Android phones are cutting-edge feature-wise and each year, the Samsung Flip phones keep getting almost cool enough for me to get one. If you want the latest in phone tech, Huawei and Samsung still lead while Apple is content to wait, see and refine further, while charging a lot more for it. Still, at least Apple has finally got onboard with repairability so if you do damage your new iPhone it will be easier to fix, especially now they’ve made parts like the glass back easier to remove and replace. Get the iPhone 14 Plus for the larger screen. Get it for the portability and much better battery. Everything else, like the new Crash Detection sensor is a bonus. Digitalisation has taken on added importance as the world exits the COVID-19 pandemic, Anner-Marie Gulde-Wolfe, deputy director at the IMF’s Asia Pacific Department, told reporters at a news conference here on Friday. “As is well known by now, India has been a leader in digitalisation over the last couple of years, particularly with the provision of digital infrastructure… this has increased innovation and it has overcome some of the administrative bottlenecks that there were before,” she said. “Under Covid, there has been significant scarring in Asia and elsewhere and digitalisation promises to be one of the avenues to increase productivity of firms,” she said in response to a question. “We do have some empirical evidence for that. Our forthcoming Regional Economic Outlook will have a chapter that looks at productivity of firms and it shows that from the Covid recession that firms that were at the forefront of digitalisation did in fact perform better. Of course, there is still a way to go. Further progress should be made by narrowing the digital divide and by increasing digital literacy,” she added. The IMF has a programme that looks at digitalisation and how it helps governments in implementing reforms. The IMF is also increasingly providing technical assistance in that area, Gulde-Wolfe said. She said the IMF also works very closely with India on this and the country is at the forefront of digitalisation of government services, which was also used during the pandemic for distributing benefits. Responding to a question, Gulde-Wolfe said in the global context, India, with a growth rate of 6.1 per cent, is still a bright spot. “But it’s absolutely true that one needs to look at what else can be done and we were talking about scarring before. So, a lot of the issues that need to be addressed are more on the structural side,” she said. “We don’t see a lot of room for fiscal support given where we stand on the debt level,” she said. Similarly, on the monetary policy, given the inflation situation, there has to be a tightening bias there, the IMF official said. “But it is important to, you know, whatever can be done on the structural front to not create impediments for growth and to try and also create an expectation of continued forward movement,” she said. “I think that is really important. Greg Abbott leading his Democratic challenger Beto O’Rourke by four percentage points among registered voters. CBSDFW.com New fundraising numbers also came out this week.  O’Rourke announced his campaign raised $25.18 million dollars between July 1 and Sept. 29 from nearly 500,000 contributors. That’s slightly more than Abbott, whose campaign says it raised nearly $25 million from nearly 45,000 contributors during that same time frame. Gov. Republican Sharen Wilson is retiring after entering office in January 2015. Jack Fink sat down with both candidates, Republican Phil Sorrells and Democrat Tiffany Burks, to talk to them about what their priorities would be if elected. Burks wants to do more to address mental health and drug addiction through the DA’s office. She also wants to set up a diversion program in the DA’s office and address the backlog of about 40,000 criminal cases pending in Tarrant County. “It’s going to encompass a lot of work,” she said. “It’s also going to encompass facilitating relationships between judges, defense attorneys, law enforcement and I think that I’m the right person to get that done.” Addressing the backlog is also priority for Sorrells if he is elected. He told Jack part of what he’d do to address the backlog is make sure more experienced attorneys are working in the office. He believes addressing the backlog is also a key part of addressing rising violent crime in Tarrant County. “You’ve got a lot of people that are out on bond,” he said of the pending criminal cases. “If they’re not seeing consequences for their actions, then they’re thinking that there are no consequences for their actions, they’re still committing crime.” During their interview, Jack asked both candidates about whether they’d prioritize prosecuting doctors who disobey the recent state law banning most abortions. Burks said deciding whether to prosecute these cases will require nuance. “You have to balance following the law with seeing that justice is done,” she said. She said that she doesn’t know how much justice there is in prosecuting doctors who perform abortions for women who in some cases have been through traumatic events.  “I think it’s unfortunate that medical providers have to choose between their medical license and their Hippocratic oath, and their ability to provide good reproductive rights, reproductive decisions to their patients,” she said.  Some Democratic DAs in Texas have made headlines for saying explicitly they would not prioritize these cases.  “They’re not just doing that with abortion, they’re doing that with lots of cases and that’s what you’re seeing all over the country,” Sorrells said. “Democrat-led District Attorneys offices aren’t enforcing the law and you see lawlessness.” He also said as it relates to the abortions, he’s not a legislator and he’ll enforce the law. “Whatever they want to make illegal, then my job is to follow that law,” he said. CLAIR Bay City News Foundation Several Bay Area cities have bed taxes on the Nov. 8 ballot in an attempt to collect more revenue from hotels, motels, inns and share-rental sites such as Airbnb and Vrbo. Proponents argue that their municipalities need to generate more revenue in the wake of economic impacts from COVID-19, but opponents question whether now is the time to raise rates on an industry also hit hard by the pandemic — hospitality. According to the nonprofit Visit California, in 2021, travel-related spending in the state increased 43% over 2020, with tax revenues increasing by 23%. Total travel-related spending in 2021 in the state was a little over $100 billion. Measures to increase transient occupancy taxes are on the ballot in unincorporated areas of Santa Cruz County, the city of Alameda, and some cities of San Mateo County, including Belmont and Millbrae. Brisbane is asking voters to approve a tax on hospitality business owners, not on guests like the other Bay Area cities. In Healdsburg, Measure L wouldn’t increase the 14% tax already collected, but earmarks for the money generated by the TOT would specifically go to capital improvements. Proponents of the TOT increases say that the money is needed for essential services such as police, fire and infrastructure, though COVID-19 American Rescue Plan funds were specifically designated for such things and injected millions into local coffers. In most cities, if passed, money from the measures increasing room taxes would go into each municipality’s general fund. Alameda is asking voters to approve Measure F, a jump of its current 10% rate up to 14%, to keep it in line with Oakland and San Leandro’s TOT rates. Alameda City Councilmember Trish Herrera Spencer opposes the measure, questioning its timing after the pandemic. But the city’s TOT hasn’t been raised since 1990 and Alameda predicts that the additional money will amount to between $700,000 and $900,000 per year that could go toward essential services like 911, fire and police, fixing potholes and maintaining parks. In unincorporated areas of Santa Cruz County, supervisors put Measure B on the ballot. Though the money would go into the general fund, the board said it would apply the funding toward affordable housing, mental health services and wildfire prevention. Supervisors want to increase the current rate of 10% to 12% for hotels, motels and inns, and 14 percent for in-home vacation rentals, generating as much as $2.3 million annually. The argument in favor of the measure in the county voting guide says that the measure would increase needed county revenues without taxing residents. San Mateo County cities Belmont and Millbrae are proposing measures K and N respectively, which would raise their TOTs from 12% to 14%, raising an estimated $660,000 annually for Belmont and $1.5 million for Millbrae. Brisbane is taking a different approach — raising taxes on hospitality business owners instead of increasing its 14% bed tax. Measure O would impose a tax on hospitality business owners of $2.50 per day per stay, generating an estimated $250,000 per year. According to the city, the current tax structure on the businesses is paid from gross receipts and only generates less than $2,000 per year. The submitted ballot arguments for and against the measure in Brisbane are colorful. The Silicon Valley Taxpayers Association wrote the opposition and calls the move “theft.” “Basically, our public servants want a free ride, to stick out-of-towners with the bill and to compel esteemed local businesses to serve as tax collector,” reads the argument. “Would you do that to your friends or coworkers? No! That would be immoral, as a form of theft.” In the ballot argument in support of the tax measure, penned by the City Council, the body describes the tax as “reasonable” and a way for businesses to “pay their share” in supporting essential services. The council also refers to the tax as “a modest proposal,” perhaps unaware of the allusion to Jonathan Swift’s 1729 satirical essay that suggested impoverished Irish sell their children to wealthy noblemen for food. In the Sonoma County city of Healdsburg, voters will be asked to decide on Measure L, which keeps the TOT rate the same — 14% — but specifies that the money goes toward affordable housing and the issuing of bonds. Voters across Napa County faced a similar decision in 2018, when ballot measures in the unincorporated county and all five cities proposed an increase in room taxes from 12% to 13%, which each local government able to use fresh revenues as it saw fit. All of the measures passed except for American Canyon’s, which fell just short of the required two-thirds of yes votes needed for approval. IRDAI Proposes Conditions For Private Equity Funds In Insurance Companies – The Indian Express https://dentoncountynewsonline.com/irdai-proposes-conditions-for-private-equity-funds-in-insurance-companies-the-indian-express/ The Insurance Regulatory and Development Authority of India (IRDAI) has proposed terms and conditions for investment by private equity funds as promoters in insurance companies. A private equity fund will be allowed to invest in any insurer in the capacity of “promoter” if it has completed 10 years of operation and the funds raised by the PE fund, including its group entities, is US $ 500 million or more (or its equivalent in rupee, IRDAI said. “The investible funds available with the PE fund should not be less than $ 100 million,” the regulator said in its exposure draft on Registration of Indian Insurance companies (Regulations) 2022. Investment by PE funds is expected to bring in more foreign investment to the country. In 2020, the government had increased the foreign direct investment limit in insurance firms from 49 per cent to 74 per cent under the automatic route. IRDAI had given in principle approval to PE funds to invest in insurers in 2017. While private investment in insurance is big business in the US and Europe, it’s yet to take off in India. In 2021, private investors announced deals to acquire or reinsure more than $200 billion of liabilities in the US. IRDAI said the equity contribution of promoters and other investors will have a lock-in period of five years at the time of granting the final approval or even before that. The lock-in for investment after five years but before 10 years will be three years or 12 years from the date of grant of registration, whichever is earlier, and after 10 years, the lock-in will be two years or 11 years from the grant final registration, the regulator said. According to the IRDAI draft, investment in the capacity of an investor, directly or indirectly, in an Indian insurer should be less than 25 per cent of the paid-up equity capital of the insurer. Investment in the capacity of investors should be restricted to not more than two life, two general, two health and two reinsurers, it said. The regulator has proposed that the minimum shareholding of promoters should be maintained at above 50 per cent of the paid-up equity capital of the insurer. Promoters may dilute their stake in the insurer below 50 per cent but not below 26 per cent of the paid-up equity capital if the insurer has a track record of solvency ratio above control level during 5 years immediately preceding the dilution of stake by promoter and the shares of the insurer are listed on the stock exchanges. In an Indian insurer having foreign investment, a majority of its directors, key management persons, and at least one among the chairperson of its board, its managing director and its Chief Executive Officer should be resident Indian citizens, it said. Further, in an Indian Insurer having foreign investment exceeding 49 per cent, not less than 50 per cent of its directors should be independent directors. If the chairperson of its board is an independent director, at least one-third of its board should comprise independent directors, the regulator said. Moreover, for a financial year for which dividend is paid on equity shares and for which at any time the solvency margin is less than 1.2 times the control level of solvency, not less than 50 percent of the net profit for the financial year should be retained in general reserve, IRDAI said. Earlier, in 2016, IRDAI had proposed that the board of directors was required to have a minimum of three “independent directors”. However, this requirement is relaxed to ‘two’ independent directors, for the initial five years from grant of certificate of registration to insurers. “This rule is going to be tightened in the new scheme of things,” said an official.

Genesee, Orleans Counties Marking 10 Years Of Shared Services For Health Departments – The Batavian https://dentoncountynewsonline.com/genesee-orleans-counties-marking-10-years-of-shared-services-for-health-departments-the-batavian/ The Genesee and Orleans County Health Departments (GO Health) are celebrating 10 years of working collaboratively through their cross-jurisdictional shared services arrangement.  This initiative was the first of its kind in New York State and is at the forefront of providing best practices for local governments looking to become more efficient through sharing services.  The shared services began as a PILOT project for two years and was part of a national initiative funded by the Robert Wood Johnson Foundation that helped establish the Center of Sharing Public Health Services (www.phsharing.org).  Following the first two years, the benefits, both fiscally and operationally have resulted in an ongoing agreement by Genesee and Orleans Counties to continue forward with sharing public health services. “The Genesee County Legislature saw this collaboration as an opportunity for our residents to be served by high quality staff, which is key to improving the quality of healthy living in Genesee and Orleans Counties,” stated Shelley Stein, Genesee County Legislative Chair.  “Since the beginning of this venture, both counties have made significant progress and now have shared services with the Youth Bureau and Weights and Measures.  These shared services reduce local taxes and lower cost of governments.  Additionally, across New York State our best practices and case studies have been studied by other counties seeking to cut costs for their residents.” “The cross-jurisdictional collaboration to create the shared Genesee and Orleans County Health Departments, now known as GO Health, was a transforming idea of two legislative bodies,” stated Lynne Johnson, Orleans County Legislative Chair.  “This would not have been achieved if it weren’t for the faith we had in Public Health Director, Paul Pettit to lead the initiative.” The support and technical assistance of the Center for Sharing Public Health Services for our integrated health departments helped identify the value for our leaders and provide the financial support to jump-start the collaboration.  The New York State Department of Health (NYSDOH) also added its support to the pilot project of joining resources, which leads to the benefit of residents in both of our counties, and is key to our ongoing success. Working together has helped fill workforce gaps, provide natural redundancy and attract additional candidates for vacant positions.  The public health staff in both counties have become more creative and have worked together on several joint projects, including, but not limited to, a joint strategic plan, workforce development plan, quality improvement, branding and communication plan, and working on a joint application to become nationally accredited through the Public Health Accreditation Board (PHAB) as GO Health. This collaboration has also seen an increase in the services we are able to offer our residents due to the ability to be more competitive with grant applications with a combined population of almost 100,000 residents.  GO Health has been very successful in applying for and receiving approximately $7,500,000 dollars in grant funds since we began joint applications 10 years ago.  These funds have helped to reduce county costs while enhancing services to county residents.  GO Health has regionalized service delivery further and is also the recipient of a Housing and Urban Development (HUD) grant and the Centers for Disease Control and Prevention (CDC) Lead Poisoning Prevention and Remediation grant in collaboration with Wyoming and Livingston Counties (GLOW region).  These lead grants are going to assist residents in reducing lead poisoning and remediating hazards in their homes.  GO Health has also benefited from three CDC Public Health Associate Program fellows that spend a two-year assignment working in both counties at little cost to the counties. “Seeing all that we have accomplished over the past 10 years shows that our initial goals were on target,” stated Paul Pettit, Public Health Director of GO Health.  “We continue to look at innovative ways to advance our collaboration, drive efficiencies, and be fiscally responsible.  Where we are today with our integrated operations is a testament to the buy-in and hard work of our county administration, the GO Health leadership team, and all the public health staff.  The staff has been instrumental in the success of our work as they operate as a team, share ideas, deliver services, and promote health as a cohesive unit.” The COVID-19 pandemic response put our integrated departments to the test.  Having the ability to work together through sharing employees helped balance the surges over the past couple of years and was essential to meet the needs of contact tracing, administering COVID-19 testing and eventually vaccinations in both counties.  One of the most effective benefits of our shared response was with public communications and messaging which allowed us to reduce redundancies and leverage staffing to push information across our shared media. “We recognize our public health staff for their hard work and dedication throughout the pandemic and over the past 10 years,” stated Mrs. Johnson. “We look forward to seeing what they can accomplish in the years to come.” “Throughout the pandemic, I was able to volunteer my time at clinics and experience firsthand how caring and committed our health department staff are,” stated Mrs. Stein.  “Watching folks mature into highly functioning teams with only one goal – serve and care for the health and recovery of our residents.  I am in awe of the dedication to public service that was very evident in each member of GO Health each day.  They are a true gift to our communities.  The GO Health partnership gives us the opportunity for health specialists here at home to be comparable with urban counties.  I am grateful to know them.  Our shining stars!” “Looking forward, we expect to see GO Health continue to mature and provide further savings and enhanced service delivery to our residents,” stated Mr. Pettit, “GO Health is in the final stages of becoming a nationally accredited health department, which is planned for mid-2023.  GO Health will continue to integrate and serve as chief health strategists in our communities.  We look forward to serving both counties as GO Health- onward.” Photo: File photo by Howard Owens from 2019 at a Genesee County Human Services meeting.  Pettit was public health director in Orleans County before the shared services agreement was signed and has served as director of GO Health since the agreement.
