But a primary concern when it comes to aging, is having the ability to live independently for as long as possible according to a new AARP survey of adults ages 45 and older. A collaborative effort between AARP and the State of North Carolina called, “Age My Way NC,” asked people how their communities, counties, and rural areas are meeting the needs of the state’s growing population of older adults. Age My Way NC is an effort to identify and prioritize the needed changes to support what has become the state’s largest population group, older adults. The findings the group released today are based on a statewide survey of 3,209 residents. It was conducted between May 2, through August 26, 2022, and has a margin of error of 1.8 percent. Governor Roy Cooper, who addressed the Age my Way NC Summit where the survey results are being examined said, “Our aging population strengthens our state and our communities. We’ll continue working to make North Carolina a place where seniors can live long lives of engagement and purpose.” NC Secretary of the Department of Health and Human Services (NCDHHS) Kody H. Kinsley said, “We are committed to improving the health and well-being of everyone living in North Carolina across their lifespan. At NCDHHS, efforts in each of our top priorities — supporting behavioral health and resilience, strengthening child and family well-being, and building a strong and inclusive workforce – work together to ensure older adults can thrive.” Age My Way NC collaborator Mary Penny Kelley, Executive Director of Hometown Strong, a Governor’s initiative helping react to the needs of rural communities said, “Supporting older adults is matter of common sense and dollars and cents. They account for 40 percent of the state’s Gross Domestic Product (GDP) and 40 percent of our jobs.” Director of the NC Division on Aging and Adult Services Joyce Massey-Smith said, “In just a few short years, there will be more people living in North Carolina over age 65 that under 17. Knowing how we can best support people at the community and state level is vital when it comes to healthy aging in the state.” Age My Way NC Survey Findings: While most said they want to stay in the current homes and communities as long as possible, there were several major factors for moving including: homes didn’t allow for independent living, social isolation’s negative impact on health, as well as expenses of needed services to maintain their homes. Living Independently – Key Findings 99% of survey respondents said that it is important to live independently in their own home as they age. 76% of survey respondents rated their current community as an “excellent, very good or good” place to live as they age. 53% of survey respondents said they are likely to stay in their current home and never move, while 17% said they would relocate within their community and 30% said they would relocate elsewhere. 22% of survey respondents said they feel isolated from others and 31 percent said they have a lack of companionship. Other significant factors for leaving their home were personal safety and security issues; desiring to live in an area with better health care facilities; relocating to be closer to family; requiring more access to public transportation; needing to live in an area with a lower cost of living; eager to live in a community with more opportunities for interaction. Healthcare – Key Findings: 38% of respondents said that access to well-trained certified home health care providers was “excellent, very good or good,” and only 28% said that care is affordable.  Also ranked low, was the availability of affordable home care services such as personal care and housekeeping. Living independently also requires services including transportation options, homes designed for senior living, access to public spaces, availability to health care and home health, and being able to be a participant in community activities and not be isolated. Mobility and access to public transportation – Key Findings: Only 22% of respondents ranked access to public transportation as “excellent or very good.” Only 26% ranked public transportation as affordable. Respondents gave high ranking to easy-to-read traffic signs and low rankings to the availability of separate paths for cyclists and pedestrians. The Age My Way NC Survey results were released during the Age My Way NC Summit sponsored by the Governor’s Initiative “Hometown Strong,” the NC Department of Health and Human Services’ Division of Aging and Adult Service, and AARP North Carolina. AARP North Carolina President Dr. Catherine Sevier concluded, “Like our partners here today, AARP supports the efforts of neighborhoods, towns, cities and rural areas to be great places for people of all ages. However, some companies are already attempting to create that future. One example is Atlas Earth — a mobile-first gaming experience provider that enables players to buy virtual real estate, cash out and even shop with partners in the metaverse. At MetaBeat 2022, metaverse thought leaders and enterprise decision-makers gathered to give guidance on the evolution of the technology and its implications for the enterprise. In a fireside chat titled “Activating in the metaverse at a time where every dollar counts,” Sami Khan, cofounder and CEO at Atlas Earth, Ethan Chuang, vice president loyalty solutions at Mastercard Advisors, and Mike Paley, senior vice president business development, Atlas Reality, discussed the possibilities of a metaverse that creates value for brands, their customers and end-users — even in a recession.  According to Khan, creating value across the board is a virtuous cycle that build a positive ecosystem as it moves from making a good product to marketing it effectively, attracting more investors and eventually building an even better product.  This is why companies like Mastercard are excited about jumping on new experiences like the ones Atlas Earth — a product made by Atlas Reality — offers in the metaverse. “What marketers and retailers are looking for is basically access to consumers in the channels of their choosing,” according to Chuang. The metaverse does a good job at “extending reach to a segment of the audience that many marketers and retailers prize,” Chuang said. However, how are marketers investing in this new terrain? Experimental budgets versus performance marketing In understanding the principles and considerations that drive marketers’ spending, Khan and Paley offered two perspectives: experimental budgets and performance marketing, respectively. Khan described the experimental budget as similar to the 70-20-10 rule. “Seventy percent of your budget, you put in things you are sure will work and you barely need to check every day. You put 20% in things you think should work but you have to closely monitor and improve. 10% of the budget, you put in things you’re sure won’t work but you feel you have to do because of FOMO (fear of missing out) — and if it does work, it could be part of the 80%,” he said. Where investing in a metaverse-powered marketing strategy falls on that spectrum, Khan didn’t say. However, Paley presented a contrasting view that avoids experimental budgeting (and marketing) altogether. “What I want to do is put my money into channels that are going to deliver positive returns on ad-spend.”  For platforms like Atlas Earth, where brands can set up shop and have players purchase items using the in-app currency, Paley noted that the “experiment” is not to test whether the channel will work or not — the real question is whether it will be“good” or “great.” In today’s marketplace “where customers want things now,” according to Paley, the metaverse might just get more valuable. Speaking on how that works, he said “the metaverse is about bringing disparate parties together for real-time experiences, and anytime there is the opportunity to increase the value of the experience of the person having it in the real world, you’re delivering on something special.” For enterprise decision-makers like Khan, Chuang and Paley, a healthy metaverse ecosystem seems possible. However, they say it will only happen when stakeholders achieve a balance between generating value for users and getting good (or even great) ROI on their marketing investments. Despite its extreme volatility, LUNC remains 7% up in the past seven days at the time of writing and more than 30,000% up from its May low following the de-pegging and collapse of the original Terra Luna coin and UST stablecoin. Price Prediction – Can LUNC Reach $1 by 2023? Terra Classic is now a community-led coin with very little real-world utility. While the voracious community has driven incredible gains over the last six months, the possibility of LUNC reaching $1 appears slim without drastic action and change. Trillions of new coins were created when the protocol spiraled out of control and the current supply of LUNC stands at more than 6 trillion (6,000,000,000,000) – a mind-boggling number that currently makes it near-impossible for LUNC to ever reach $1 in its current state. For context, the market cap of the entire crypto space is currently less than $1 trillion and, effectively, to reach $1 every single cent in every single crypto coin would have to be redirected to LUNC – and then multiplied by more than six. However, there are some reasons for cautious optimism.  Staking has been live for a number of weeks with millions of coins taken off exchanges by the community. Thanks to community efforts and feedback the world’s largest exchange, Binance, is now burning all trading fees collected from LUNC trading. The burn started on September 21 and, according to the exchange, nearly 5.6 billion LUNC tokens – equating to approximately $1.8 million – were sent to a burn address. The burn will be ongoing with a weekly report released every Tuesday and there is hope other exchanges will follow Binance’s lead. The LUNC community is currently pushing another exchange, KuCoin, to adopt a burn mechanism and asking Coinbase to list the token, given its huge volume. It was also reported that Lithosphere developers Kaj Labs will burn 2.5 trillion LUNC in their new Finesse series of games and have facilitated $50 to $100 million to facilitate the burn.  If true, that burn would drastically slash the supply of LUNC and drive up its price. However, the news was met with a mixed reaction by the LUNC community, with one prominent member, LUNCDAO, claiming the press release was “dishonest marketing to get viral engagement”. Terra Luna Classic reaching $1 still seems a very long way off and from its current price would mean growth of more than 300,000%.  That is not to say that it will not continue to make investors good gains in the short, medium and long terms, but without a significant slashing of the supply soon, it appears unlikely to see that kind of growth in the next 12 months. Further, LUNC’s lack of utility makes it more open to volatility and attractive to speculative traders – pumps are open to being followed by dumps as investors take profits rather than hold as there is little long-term value in the project. One alternative project that offers a lot of real-world utility is IMPT, a new green project that wants to help solve the climate crisis by offsetting users’ carbon footprints – $500,000 has been raised in the first 48 hours of the presale.

One initiative is the use of cross-compression technology, a process by which natural gas is transferred from one pipeline to another during large construction and repair projects. When a pipeline is being decommissioned, repaired or inspected, natural gas must first be removed from the pressurized pipe. Before advances in cross-compression technology, small amounts of natural gas would be vented or flared into the atmosphere before the repair could be completed. By using innovative cross-compression technology like Zero Emissions Vacuum and Compressor, or ZEVAC, natural gas is captured during maintenance or inspection and recycled back into the pipeline system for continued use. Thank to huge increases in outdoor pursuits, exercise and physical activity during the pandemic, cycling participation (along with hiking, running, golf, fishing, etc.) spiked during the first lock down stages of COVID-19, and the majority of Americans who took up new athletic pursuits say they plan to continue doing them. As a result, there are more people cycling then ever before, and with the recent surge in travel as vacation floodgates reopen, that has meant a huge bump in the active travel industry, with many outfitters reporting record bookings. Personally, I have been preaching the merits of cycling vacations for as long as I can remember, and it is one of the best ways to explore a place and culture at the perfect pace. You cover a lot more ground than you could walking, but still go slowly enough to take in all the scenery, local color and stop whenever it suits your fancy to check something out. Being active on vacation makes you feel better about indulging in local delicacies (I think of bike trips as a fun way to get to the next gelato break) and wine and food is more enjoyable with a well-earned appetite. Sander Crombach The recent widespread availability of e-bikes on these trips has also made cycling vacations far more accessible, welcoming even novices. The last couple of trips I’ve done have been in locales with big mountains and lots of climbing, but anyone who wasn’t experienced or physically prepared enough simply opted for an e-bike, still had a great time and conquered all the hills. To be clear, e-bike have electric motors that assist pedaling. The are not motorcycles, and you still pedal, and still are active, but if you turn the throttle up you get a lot of help and climbing a hill with an e-bike can be like riding a flat road on a traditional bicycle. They also are great for multigenerational trips, where maybe grandad could not keep up with the younger generations – or vice versa – and all the major tour operators now offer e-bikes. All the major tour operators also offer the same “standard” trips, and if you want to pedal through Tuscany, Burgundy, Provence or the Napa Valley, you have many solid quality options to choose for booking a tour, because pretty much every company that does cycling trips does these classics. Truss said “I am ready to make the hard choices.” Many in her party are not so sure. Truss closed a tumultuous Conservative conference in the central English city of Birmingham with a speech intended to revive the spirits of delegates. Many are in a glum mood after a four-day gathering that saw policy U-turns from the government, dire opinion polls and open rebellion from lawmakers who fear the party is doomed to lose the next national election under Truss, who took office just a month ago after winning a party leadership vote. Truss vowed to will stick with her plan to reshape Britain’s economy through tax cuts and deregulation in a bid to end years of sluggish growth. She said cutting taxes was “the right thing to do, morally and economically,” and accused her opponents of being “anti-growth.” After taking the stage to the strains of the 1990s hit “Moving on Up,” Truss acknowledged that “these are stormy days” for a country still mourning the death of Queen Elizabeth II and rocked by Russia’s invasion of Ukraine. Truss shrugged off a brief protest by two Greenpeace activists who unfurled a banner in the hall reading “Who voted for this?” — and were escorted out of the hall to boos from the audience. “Whenever there is change, there is disruption,” Truss said. “Not everyone will be in favor. But everyone will benefit from the result — a growing economy and a better future. That is what we have a clear plan to deliver.” That plan already has many critics inside the Conservative Party. Truss’ first big policy, a stimulus package that includes 45 billion pounds ($50 billion) in tax cuts to be paid for by government borrowing, alarmed financial markets when it was announced Sept. 23. The pound plunged to a record low against the dollar, and the Bank of England was forced to intervene to prop up the bond market and stop a wider economic crisis. Under political and financial pressure, the government on Monday scrapped the most unpopular part of its budget package: a tax cut on earnings above 150,000 pounds ($167,000) a year. That will save about 2 billion pounds, a small share of the government’s 45 billion-pound tax-cutting plan. Most economists say deep public spending cuts will be needed to pay for the rest. The government says it will publish a fully costed fiscal plan, alongside an economic forecast from the independent Office for Budget Responsibility, on Nov. 23. Truss defended the chaotic rollout of her economic measures, saying that in extraordinary times, “it would have been wrong not to have proceeded rapidly with our energy and tax plan.” Truss argues that her policies will bring economic growth, higher wages and eventually more tax revenue for the government to spend. Critics say the plans do little to help millions of people who are struggling right now with a cost-of-living crisis fueled by soaring energy prices. Truss insists she is committed to supporting the most vulnerable, pointing to a cap on energy prices that took effect Oct. 1. But she has refused to promise that benefits and state pensions will increase in line with inflation, which has been the practice for years. That has alarmed some Conservative lawmakers, who say it amounts to penalizing the poor while giving tax cuts to the better-off. Several said during the conference that they would not vote for the measure. Former Prime Minister Gordon Brown, from the Labour Party, said cutting benefits would provoke a huge public backlash. “There will be a national uprising if this goes ahead, because it is nothing to do with making the growth policies of the government work, it is simply making the poor pay the price,” he told the BBC. In her speech, Truss depicted Britain’s economic challenges as part of the global crisis unleashed by Russia’s invasion of Ukraine, as she vowed to “stand by our Ukrainian friends, however long it takes.” “The scale of the challenge is immense,” she said. “War in Europe for the first time in a generation. A more uncertain world in the aftermath of COVID. And a global economic crisis. It was part of Binational Health Week, which for the past 22 years has bridged the gap between local health providers and the immigrant community. “Basically, what we do here is take their blood pressure, offer different tests so if they have any problems, they can be referred to low-cost clinics or hospitals or we can help them navigate the insurance system,” said Consul General Mauricio Ibarra Ponce de Leon. Twenty-one El Paso hospitals, nonprofits and insurance companies are partnering with the consulate to promote healthy living. The El Paso Food Bank donated 200 boxes with food staples that were distributed to participants in a Tuesday health fair in the consulate’s parking lot. Ibarra said talks about cancer, high blood pressure, mental health and others would take place throughout the month in Spanish online and in-person at the consulate. The U.S. Census July 2021 population estimate shows that nearly one in four El Paso County residents were foreign-born, and that 69.8 percent speak a language other than English at home. Those numbers make the consulate a key player in community health education. “We need to raise awareness of the importance of having good physical and mental health and that everybody knows they can reach out to a health provider regardless if they have insurance or not,” Ibarra said. With a market cap of roughly $5.7 billion, Asus is the world’s sixth largest producer of personal computers. As of October 5th, 2022, Asus becomes the latest major company to join the Web3 space after launching an NFT platform. However, Asus’ new NFT marketplace allows only a group of invited artists to list their NFTs at the moment, with plans to launch a secondary market soon. Asus Unveils ‘Art Black hole’ as it Enters the Metaverse Asus, a Taiwan-based electronics and hardware maker, announced the launch of its non-fungible token (NFT) platform Tuesday. The move marks the company’s first push into the growing Web3 space, following the footsteps of other Taiwanese manufacturers Foxconn and Ennoconn Corp. The platform, named ‘Art Black hole‘, was launched under Asus’ new Web3 business Asus Metaverse. The Ethereum-powered NFT platform is currently open only to a select group of artists, the company’s spokesperson said in a statement. Also, Art Black hole does not support secondary trading at the moment, but the laptop maker plans to launch it soon, according to the official website. Metaverse Welcomes More Major Players The launch of the Art Black hole comes with Asus’ new Web3 arm, Asus Metaverse. Asus’ new subsidiary seeks to integrate the company’s cloud computing, artificial intelligence (AI), and blockchain capabilities to dive deeper into the metaverse. Earlier this year, Taiwanese manufacturer Foxconn, which produces Apple’s iPhones, also forayed into the metaverse by partnering with and investing $100 million in XRSPACE, the maker of virtual reality (VR) devices. More recently, Facebook owner Meta Platforms has also been focused on bringing NFTs to its two biggest platforms – Facebook and Instagram. As of Sept. 29, Facebook and Instagram users are able to link their wallets and cross-post NFTs to both platforms. “In order to post a digital collectible, all you need to do is connect your digital wallet to Instagram. Must-see: “Moonraker” (1979) Sean Connery and Lois Chiles in “Moonraker.” United Artists Trying to compete with the popularity of “Star Wars,” 007 goes to space in this mission. It’s cheesy but lots of fun. Moore once again faces off with Jaws, which we can’t get enough of. Sadly, it’s their final showdown. Not because Bond kills him, but because Jaws finds love by the end of the movie. Must-see: “A View to a Kill” (1985) Christopher Walken and Grace Jones in “A View to a Kill.” Eon Productions The Moore era closed with perhaps Bond’s most 1980s story. Christopher Walken plays the villain, who chases Bond in a giant blimp. Grace Jones is the fantastic henchwoman, dressed throughout in amazing outfits. And the movie features the best Bond song of them all, performed by ’80s icons Duran Duran. Must-see: “The Living Daylights” (1987) Timothy Dalton in “The Living Daylights.” United Artists This movie marks the start of the Timothy Dalton era, and it began with a bang as he fits nicely in the 007 role here. Like one of Moore’s movies, this one is set around the KGB, but unlike Moore, Dalton gave the character a ferocious edge — which was fitting as the character was headed into the 1990s. Must-see: “Tomorrow Never Dies” (1997) Pierce Brosnan and Michelle Yeoh in “Tomorrow Never Dies.” YouTube Moving to the Pierce Brosnan era (Dalton only stuck around for two movies), Bond is more dashing, the Bond girls are ravishing (hi, Michelle Yeoh!), and the action is hitting Hollywood-blockbuster level with lots of explosions of gun fire. Must-see: “Casino Royale” (2006) Daniel Craig in “Casino Royale.” Sony Pictures Releasing Four years after “Die Another Day,” the franchise gets a reboot and a new Bond. The finding that miners are selling less bitcoin was shared in Glassnode’s latest The Week Onchain report, where the crypto analytics firm said that the 30-day change in miner wallets shows that 50% fewer coins are now being sold by miners compared to in early September. Source: Glassnode Digging further into the data, however, Glassnode found that a “great majority” of the selling by miners was linked to miners associated with the major mining pool Poolin. Poolin was until recently one of the largest Bitcoin mining pools, accounting for 12% of the hashrate at the start of September. However, its hashrate started plummeting shortly after, when the mining pool admitted that it was experiencing “liquidity problems due to recent increasing demands on withdrawals.” Today, Poolin accounts for only 3.7% of the Bitcoin network’s hashpower, Glassnode’s data showed. The net position change by miners is seen as a key on-chain metric to watch for Bitcoin investors, given that it gives a clue about the conviction of some of the most heavily invested market participants. However, selling by miners has also been seen as necessary before a new bull run can begin, and many traders have patiently waited for a so-called ‘miner capitulation’ to happen. “Notably stable” bitcoin price Commenting on the state of the bitcoin market more broadly, Glassnode said in its report that the price has remained “notably stable” in the face of a challenging macroeconomic environment. “Such quiet periods are very uncommon for Bitcoin, with semblance to both pre-crash November 2018, but equally to pre-rally March 2019,” the report said.

The organisation’s chairman, Martin Hewitt, said: “The number of burglaries is at an all-time low – down 51% over the past decade due to increased investment by police and partners in preventing them happening in the first place. “Wherever you live in England and Wales you can be confident the police will attend if you experience the invasion of a home burglary. See new versionin progress: 8181277001  PFO 1006 Ashley PROVIDENCE — When Republican candidate for governor Ashley Kalus describes herself as a “fighter,” she is not over-stating her response to the $15,000 fine that county officials in Florida slapped on one of her companies for violating local vacation rental rules.  The legal fight that Kalus and her husband, Jeffrey Weinzweig, launched in the spring of 2018 went on for more than three-and-a-half years, with Kalus alleging “retaliation” by county officials because she questioned their rules. The fight began with a February 2018 investigation of an online ad for what, county officials deemed, was an attempt to illegally rent one of her Key West homes.  It ended on Nov. 1, 2021 with a settlement requiring Kalus’ company to pay the county a reduced $5,000 fine, little more than two months before Kalus registered as a Rhode Island voter for the first time, on the way to announcing her GOP bid for R.I. governor. Why should a Rhode Island voter care about this legal tug of war over a house on Summerland Key, Fla.? Here’s one possible reason: The tangled tale shines a light on Kalus’ life before she arrived on the Rhode Island political stage this past spring with a voter registration in Florida, and a tax break reserved for residents on her Illinois home. Here’s another: The court file contains allegations that Kalus and her husband Jeffrey Weinzweig knew the county’s vacation rental restrictions when they purchased 885 E. Shore Drive, Summerland Key in 2015 – and flouted them.  Instead of following the rules, the lawyers for Monroe County alleged in a court filing that Kalus “decided to engage in illegal vacation rentals of the subject property with the intention of not getting caught.” According to the filing, her company – Sirena Key LLC – “filed the action only after choosing to engage in illegal vacation rentals of the subject property and getting caught.” A Kalus spokesman told The Journal:  ‘The allegation is absurd.’ “Ashley and Jeff have always followed the law, and the claim was made by the county in retaliation for Ashley highlighting injustices being perpetrated by the government against working people in the aftermath of Hurricane Irma,” said spokesman Matt Hanrahan. But the Democratic Governors Association suggests: “Ashley Kalus’ repeated, blatant disregard for the law shows Rhode Islanders exactly who she is: someone who puts her own self interests ahead of standards and ethics,” said DGA spokeswoman Christina Amestoy.  What was at stake? “Monroe County faces a critical affordable and workforce housing shortage, and the further conversion of available local housing into vacation rentals will substantially and adversely impact this shortage,” the county argued in a court filing. Beyond that, “there are a number of problems attendant with vacation rental use including increased noise and traffic impacts, and Monroe County’s zoning and vacation rental use regulations … [mitigate] these impacts,” county officials argued. Sound familiar? The concerns raised by Monroe County, Fla. officials echo those raised by locals in Rhode Island. Providence, in 2019, limited many short-term rentals to owner-occupied units. Newport this year banned short-term rentals in areas zoned residential. Warwick.is the latest city to contemplate banning all but owner-occupied short-term rentals County fines for violation of rental rules This Florida story begins in 2015 when county officials came across rental postings for the Weinzweigs’ recently purchased house on Summerland Key on Vrbo and HomeAway. The property was owned by Sirena Key LLC, which at that time was listed by both Kalus and her husband as principals.  They were not fined that first time, after deleting the advertisements, according to the Code Compliance case file. In February 2018, county officials conducted another vacation rental inspection. The upshot: the county fined Sirena Key LLC for violating local vacation rental rules by advertising their house at 855 E. Shore Drive, Summerland Key for rent for fewer than 28 days. The fine: $15,000. Kalus accused the county officials of “retaliation.” It went like this, according to comments in the “Code Compliance” file compiled by inspector Francie Boellard, who retired last year. March 20, 2018: “Ashley called me. Wanted to know more about the case as she is the one [who] placed the advertisement & thought she had removed all her advertisements.” She “wanted to know when the the case was created. I gave her the date…[and] she said there is a law about retaliation. “I told her I had no idea what she was referring to. [She] said she called county administrator’s office on 3/15 to find out about vacation rental law in legislature to see if the law changed & property owners can do what they want with their homes. “Feels since she called the administrators office, I opened a case against her.” “She asked if there was a way to resolve this without going to a hearing. I discussed a stipulated agreement. She said she would get back to me,” That same day, “Dr. Weinzweig called to say they can’t come to a hearing. Felt they complied & the case should be closed…” “I explained the process…He said I am squeezing him to come to a meeting & the case should be closed. Then stated the advertisement was not theirs….[The house still] has $1 million in damages [from Hurricane Irma]. “He called back wanting a copy of the file… Stated that he is a highly skilled plastic surgeon & just can’t fly in for a meeting. Wants the case to be closed as there is no way he can be renting if he sustained a million dollars worth of damage.” In another call that same March day, “Dr. Weinzweig left message on my [voice] mail stating it was ludicrous I would ask for photos from them with damages from IRMA.” A special magistrate conducted a hearing on April 26, 2018, rejected the Weinzweigs’ arguments and fined them $15,000. On Sept. 21, 2018, Sirena Key LLC – the company created by Ashley and Jeffrey Weinzweig, that by this time named Kalus alone as an officer – filed suit in the Circuit Court of the 16th Judicial Circuit for Monroe County. Among their arguments: State law “pre-empts municipalities and counties from regulating vacation rentals,” with limited exceptions.  And to the extent regulation is allowed, they argued: the county exceeded its authority by imposing “prohibitions against advertising vacation rentals…as opposed to solely and exclusively prohibiting vacation rentals or regulating the frequency or duration of vacation rentals.” Circuit Court Judge Luis Garcia rejected two of their three arguments for a summary judgment. A third was in limbo when the two sides reached an agreement on Nov. 1, 2021.  The county agreed to reduce the $15,000 fine to $5,000 and Kalus’ company – Sirena Key LLC – agreed not to rent or advertise the property for rent for less than 28 days, without  a special vacation rental permit. How does Kalus explain what happened? “She listed the property on a travel website as a draft. Unbeknownst to her, the posting went live, but by that point, Hurricane Irma had hit, and the property was not in a livable condition,” Hanrahan said. Another problem: “The text of the listing stated that the property could not be rented for less than 28 days, in accordance with county regulations, but due to a glitch on the site, people were able to try to book for less time.” But “no request for less than 28 days has ever been accepted at the property.”  Retaliation? For what? “Following Hurricane Irma, Ashley was a very vocal, public critic of the county commissioners because the county was charging permit fees on insurance settlements for hurricane victims,” Hanrahan said. “Ashley’s concern was that individuals could not afford the county fees for rebuilding as the insurance money could only be used for repairs,” Hanrahan said. She believed “what the county was doing was immoral, and it hurt working people in trailers the most.” “Only after she brought concerns to the county did they cite her with a technical violation for the rental – hence it was very clearly retaliation for her making light of the county’s immoral acts,” he said.

Not having to pay the current price of gas is a relief to Mr Sanders. “I wouldn’t like to be paying the kinds of prices there are for gas now for the amount we use,” he said. “I mean, we still use the diesel [for the back-up generator] and that’s gone up, but not as much as the gas. “Even the price of the wood pellets that we use for the boiler have gone up – I suspect because people are using that if they can as an alternative to gas.” The centre is hoping to add a second wind turbine capable of 25kw in the near future, meaning they can do away with the back-up generator altogether. And while the centre is connected to the water mains, it also has its own sewage system dating back to the 1980s in which fluid waste is filtered through reed beds and into a pond, which doubles as the centre’s fire hydrant [solid waste is taken away by tanker]. The couple did not set out to self-build an eco home. The couple live in an area overseen by UK Power Networks, which covers London, the East and South East. The energy operator said about 150,000 of its household customers (less than 2% of the total) fed electricity back into the grid, primarily from solar panels. Dr Packman said new builds made it much easier to be more self-sufficient. The floor of the couple’s timber-framed home has been insulated with specially treated recycled paper and the water is heated using an air source heat pump. The toilets of their home are flushed using rainwater harvested from the roof. “Doing stuff with the existing housing stock is difficult,” said Dr Packman. “It is expensive and difficult and needs government initiatives and support.” Image caption, Peter Chisnall, a trustee of environmental charity En-form, said people were wasteful when it came to energy Demand for photovoltaic (PV) panels is rampant, according to Peter Chisnall, a trustee at the Colchester environmental charity En-form. Suffolk County Council is just one of the local authorities that runs a Solar Together scheme, which buys solar panels in bulk for interested residents. “They announced the latest round recently and they had about 7,000 people register, which is phenomenal,” Mr Chisnall said. “People are thinking about this now.” And yet, he said, perhaps the first step towards greater self-sufficiency is not putting up solar panels or harnessing the power of the wind, but simply using less energy in the first place. For a typical three bedroom semi-detached home, he said, the cost of adding various energy saving measures could cost £25,000 – £30,000. He installed two sets of solar panels seven years ago and, in 2019, connected the panels to a Tesla Powerwall – a rechargeable lithium-ion battery. “It was about not spending as much money as well as not using as much power from the grid,” he said. “This last year they have paid for themselves, so from now until 2035 it is all profit and that profit increases depending on energy prices.” He has had low-emission windows installed, super-insulated wherever possible, replaced the gas oven with an electric one and bought an electric car. He had wanted an air source heat pump but was told his radiators were too small to work in his home. “It is the practicalities of it because the house is just not designed for it,” he said. “I would love to get off gas. The former owner of The White Inn believes more should be done by local leaders to make business easier locally. During the recent Chautauqua County Legislature meeting, a public hearing was held about the county applying for a RESTORE NY grant for The White Inn. The White Inn has been closed for the last four years and needs about $3.9 million worth of repairs. Local developers Steve St. George and Devin Jones have purchased the facility and are moving ahead with plans to restore it. Chautauqua County is offering assistance through tax incentives through the county Industrial Development Agency and also by applying for a grant on behalf of The White Inn. One of the requirements of the grant application is a public hearing must take place. During the public hearing, Robert Contiguglia of Fredonia spoke out. He owned The White Inn for 15 years, selling it in 2008. Robert Contiguglia owned The White Inn from 1993-2008. He believes county leaders need to help out existing businesses, not just closed ones. While not outright opposing the application, he questioned the concept of the county applying for a grant on behalf of a private business. “The White Inn is considered the jewel of Fredonia, but it’s really just a private business — a business that competes with other businesses,” he said. Contiguglia agreed that a renovated White Inn will attract businesses, but he believes it will also take business away from other establishments. “Every re-entrant takes a little piece from the existing businesses,” he said. Contiguglia said understands the need for competition, but added, “the competition should be on an equal playing field, not a playing field where one business gets a lot of help and other businesses get no help,” he said. He reviewed the requirements for the grant and noted that 15 years ago when he sold it, he would not have been eligible, even though he needed financial assistance. “The White Inn was not on the verge of falling apart because I spent a lot of money maintaining it. I was not creating jobs; I was merely retaining jobs — jobs that went away after I sold the property, because I was facing financial challenges myself,” he said. He noted that had he received financial assistance back in 2008, it would have been a lot less than what is needed today. Therein lies the rub. “It’s fine to pay attention to projects that need specific grant criteria, but the county needs to continue to protect and promote all existing businesses, not just those deemed worthy of assistance by the powers that be. If so, then maybe there can be a lot of winners and the playing field can be a little bit more level,” he said. Legislator Bob Scudder, R-Fredonia, said as someone who has owned multiple businesses he understands Contiguglia’s point, but noted that there’s not grant money for what he’s talking about. Scudder continued to voice support for grant funds for The White Inn. “The White Inn is known far and wide. … Restoring The White Inn is good for Fredonia, good for SUNY Fredonia, good for Chautauqua County and good for all of Western New York,” he said. He believes restoring The White Inn may be a catalyst to revitalize the village of Fredonia. “The entire region will be better with a restored and open for business White Inn,” he said. Legislator Susan Parker, D-Fredonia, agreed. “The White Inn operated continuously for close to 100 years as a hotel and restaurant. … Everyone has a story of the White Inn,” she said. She noted RESTORE NY is designed for private businesses that help a community. “The program encourages community development and neighborhood growth through the elimination and redevelopment of blighted structures,” she said. After the meeting, Legislature Chairman Pierre Chagnon said now that the public hearing has taken place, the county IDA will move ahead and apply for the grant.
