It is unlikely that the Tesla CEO, who owns more than 9% of Twitter and agreed to buy the company in April, was among the 99% of voting shareholders who backed that $44bn (£38.5bn) deal, given he is now determined to abandon it. A Delaware judge will decide at a trial beginning on 17 October whether Musk gets to walk away, or be forced to acquire the business on the terms that he had agreed upon. Hedge funds, financial firms that like to take big bets on certain market outcomes, also appear to be on the side of (the majority of) Twitter shareholders. David Einhorn, founder of the Greenlight Capital fund, bought a new stake in Twitter last month reflecting his view that the Delaware chancery court will “follow the law” and “apply it here” by forcing Musk to complete the deal at $54.20 (£47.46) a share. Pentwater Capital Management, a hedge fund that became a significant shareholder in Twitter this year, has also said it expects Twitter to prevail. Zatko, nonetheless, has given Musk a chance in Delaware with a whistleblower complaint that alleges a wide range of security failings at the company. In his testimony, the former head of security at Twitter, who joined in November 2020 and was fired in January this year, said he had uncovered “extreme, egregious deficiencies by Twitter in every area of his mandate” including interference by foreign governments and poor control of employee access to user data. Previously, Musk’s case had largely been relying on a claim that Twitter was deliberately underplaying the number of spam accounts – which are not operated by humans and disrupt the platform – among its monetisable daily active users (mDAU), a key commercial metric for the company. Zatko’s appearance last week could be viewed as a proxy for the testimony that really matters to Musk: a deposition to his lawyers on 9 September that will be used in the court case. The broad lines of what Musk is expected to argue were reflected in Zatko’s opening statement. “I am here today because Twitter leadership is misleading the public, lawmakers, regulators and even its own board of directors. What I discovered when I joined Twitter was that this enormously influential company was over a decade behind industry security standards,” he said. Musk has been granted permission to expand his lawsuit to include Zatko’s revelations, which he argues constitute a “company material adverse effect” that substantially alters the business’s value and therefore renders the deal invalid. Zatko also argues in his complaint that Twitter has broken the merger agreement between the company and Musk by making false representations – a statement of fact designed to reassure the counterparty in a deal – about its security arrangements and other matters. Nonetheless, experts say that Musk will still struggle to scrap the deal even with Zatko’s support. Brian Quinn, a professor at Boston College law school, says that prior to the deal being struck the company had made broad disclosures in its results about a risk of “actual or perceived” security breaches and errors or vulnerabilities in its software. “To the extent there are already broad disclosures that there are risks to the company surrounding cybersecurity and data privacy issues, the recent testimony doesn’t really add to the overall mix and certainly doesn’t cause the representation to fail,” says Quinn. Howard Fischer, a partner at US law firm Moses Singer, says Delaware courts are very wary of endorsing claims of a material adverse effect. Zatko’s complaint claims that Twitter executives are not incentivised to hunt down bot accounts and that it does not do a good enough job tackling bot accounts that lurk on the platform, although it doesn’t count them in its mDAU total. This is slightly different to Musk’s argument, a key reason for quitting the deal, which is that Twitter deliberately undercounts the number of bots in its mDAU numbers. “Twitter might be an ill-governed and poorly managed mess, but the desire to give Twitter better management was one of the reasons Musk claimed he wanted to buy the platform,” says Fischer. “And the statements about bots do not really bolster Musk’s claims. Given the extremely sceptical eye Delaware courts cast upon those claiming a material adverse effect, I doubt these will qualify.” Anat Beck, a law professor at Case Western Reserve University in Ohio, adds: “The bar is very high to meet a fraud or material adverse effect standard, and I do not think that we are quite there unless we find anything else.” John Coffee, a professor of law at Columbia University in New York, says any errors pointed out by Zatko can be corrected by the new owner, adding that Delaware – the state where Twitter is incorporated – is inclined to supporting agreed deals such as Musk’s. “Even if Twitter erred, Musk could correct those alleged errors without their adversely affecting the value of Twitter,” he says. “Thus, he has not been irrevocably damaged. Zatko has raised an issue that Musk does not previously seem to have cared about and whose financial impact may be minimal. Given Delaware’s strong commitment to ‘deal certainty’, I do not see this as likely to give Musk a victory. It will, however, add confusion to an already complicated case.” A settlement between both parties has always lurked in the background and Zatko’s testimony gives a slight increase in the chances of that happening, says Carl Tobias, Williams chair in law at the University of Richmond. “I think that the Zatko whistleblower complaint and judiciary committee testimony marginally strengthen certain Musk criticisms of Twitter. However, the complaint and the hearing do not show the type of material adverse effect that Musk needs to win the case. Thus, there remains a possibility that the case will settle, although Musk has a lengthy record of not settling legal disputes.”

Both large integrated players like Tata Steel, JSW Steel, JSPL and SAIL and a clutch of secondary players have evinced interests. The total number of applications would be around 75,” said a Steel Ministry source. Specialty steel is value-added variety wherein normal finished steel is worked upon by way of coating, plating, heat treatment, etc to convert it into high value-added steel for use in various strategic sectors such as defence, space, power, and automobiles, among others. India meets the domestic with imports with an annual forex outgo of around Rs 30,000 crore. The objective of the PLI scheme is to promote manufacturing of specialty steel grades within the country and help the Indian steel industry mature in terms of technology as well as move up the value chain. The Union Cabinet approved the scheme on July 22, 2021 and it was notified on July 29. Coated products, high-strength steel, specialty rails, alloy steel products and electrical steel are the five broad target categories under the scheme. Such inefficiencies have cost hospitals over US$300 billion in value every year, according to a McKinsey Global Report. This year, Philips’ 2022 Future Health Index polled 3,000 healthcare leaders across 15 countries, including Indonesia, and stated that the most pressing issue facing healthcare leaders is staff satisfaction and retention, which become a challenging task in a sector that is facing a widescale labor shortage. Another pressing priority for healthcare leaders is to continue to expand care delivery beyond hospital walls by investing in technologies such as digital health records, telehealth, and artificial intelligence tools that can enhance efficiency, improve care, and connect remote communities, which can be done by building on advances made during the pandemic. The report also said that in the next three years, Indonesian healthcare leaders say their top investment priorities will be in both AI (82 percent, up from 38 percent now) and telehealth (49 percent up from 37 percent today). Almost half (47 percent) of Indonesia’s healthcare leaders are investing in digital health records, with another 44 percent prioritizing clinical operations centers. Both figures are significantly greater than the global average of 39 percent and 22 percent, respectively. Digitalization is critical in driving the adoption of more sustainable healthcare models. A digital healthcare ecosystem will significantly expand access to care, especially for underserved communities in remote, hard-to-reach areas. Digital solutions are especially scalable, which supports the shift away from sick care to prevention and healthy living. Cost per treatment will also decrease, positively impacting the rising cost of healthcare that many countries around the world are grappling with. It is with these goals in mind that the government of Indonesia has embarked on a digital transformation of its healthcare system. It recently unveiled a comprehensive digital health blueprint that lays the groundwork for the country to leverage digital healthcare to provide universal, affordable, equitable quality care to all Indonesians. The growth of the digital health ecosystem is also expected to enhance Indonesia’s readiness in facing pandemic and epidemic situations in the future. Indonesia has 37 provinces from Sabang to Merauke where each province has its unique condition. So, to provide equal access of digital transformation to healthcare professionals and patients across different geographies, the government will have to prioritize development of standardized infrastructures and resources for all of Indonesia. Additionally, the other main challenge is in the management of national health data. Currently, fragmented data which are spread across varying health sector applications, and standardization and data exchange regulations are the need of the hour. PeduliLindungi app for example currently has more than 95 million users and has the potential to be transformed into a holistic citizen health app.  Currently, the Indonesian government has six pillars of the Indonesian Health system that want to be transformed digitally, which are primary care, secondary care, health system resilience, health financing, health talent and culture, and health digital and technology. To achieve the vision for a Healthy Indonesia, players across the healthcare ecosystem will need to support and partner with the Health Ministry. The ministry in its digital transformation blueprint has mentioned some of the anticipated challenges in this transformation journey – such as primary care capacity and capability, improving health security and financing system, improving referral care access and quality, enabling development or utilization of tech and human resources. Private sectors in the health technology industry that have experience in collaborating with and implementing digital transformation journeys for public players across the world, can support the governments by providing their expertise to improve access to care outside Java, improve access to comprehensive care across Indonesia, and a continuum of care for key disease areas, such as cardiology, neurology, and oncology.   For instance, based on previous similar instances across the world at our company, we envision setting up command centers such that four command centers across Indonesia can enable care continuum in cardiology, radiology, digital pathology, and intensive care and address the issue of access and interoperability. Such command centers can enable seamless access to data and efficient clinical workflows to facilitate collaboration across the cardiovascular teams, between 1 cardiac-focused main hospital and selected middle hospitals. Strategically located command centers can remotely support workflows for oncology, neurology, and others, provide advanced visualization (AV) capabilities and digital computational pathology (DCP) and provide virtual care center. To support the government in enabling health data interoperability, the health technology companies can help by implementing standardized solutions that would enable healthcare providers to access patient data generated from multi-modality, multi-vendor, multi-hospital, and multi-location visits across any patient’s disease journey. Going forward, we believe the digital transformation of healthcare and the increasing adoption of virtual care or “telehealth” will play a major role in helping people to live healthily and cope with the disease, and in enabling care providers to meet people’s health needs, deliver better outcomes and improve productivity. Using the command center hub and spoke model can also help to facilitate remote specialized consultation where one specialist can monitor up to 150 to 200 high acuity patients, while supported by three nurses. Centralized training for healthcare professionals across Indonesia through these hubs can ensure equitable standard of care for all patients. I can say that our long-term vision is to enable transformations that can extend care beyond the hospital walls. We fully understand the need of integrated informatics solutions that are capable of seamlessly connecting patients and caregivers in real-time, from the hospital to wherever they may be. But as I’ve told the King, she’s going to be with him every step of the way.” Biden said the Queen reminded him of his late mother because of her mannerisms, saying, “She had that look, like, ‘Are you okay? When reports emerged last week that world leaders would be required to ride on a bus to the funeral, US officials were skeptical and shot down the suggestion Biden that would travel to Westminster Abbey in a coach. In 2018, when other world leaders traveled together in a bus to a World War I memorial in Paris, then-US President Donald Trump traveled separately in his own vehicle. The White House explained at the time that the separate trip was “due to security protocols.” The Queen’s death came at a moment of economic and political turmoil for the United Kingdom. A new prime minister, Liz Truss, entered office after months of uncertainty following the decision of her predecessor, Boris Johnson, to step down. Truss invited several visiting world leaders to meet individually at 10 Downing Street this weekend. In the role for only a little more than a week, it will be Truss’ first time meeting face to face with many of her foreign counterparts. While her office initially said Biden would be among the leaders visiting Downing Street, it was later announced that Truss and the President would meet for formal bilateral talks on Wednesday on the sidelines of the United Nations General Assembly in New York. A host of issues are currently testing the US-UK “special relationship,” which has been heralded repeatedly in the days since the Queen’s death. It was only two days after Truss traveled to Balmoral Castle in Scotland to formally accept the Queen’s appointment as prime minister that the long-reigning monarch passed away. Since then, the country has been in a formal period of mourning. Truss inherited a deep economic crisis, fueled by high inflation and soaring energy costs, that has led to fears the UK could soon enter a prolonged recession. The challenges have been aggravated by Russia’s invasion of Ukraine, which has caused volatility in oil and gas markets. While few in the Biden administration shed tears at Johnson’s resignation– Biden once described him as the “physical and emotional clone” of Trump – the US and the UK were deeply aligned in their approach to Russia under his leadership. White House officials expect that cooperation will continue under Truss, even as she comes under pressure to ease economic pressures at home. Less certain, however, is whether Truss’s hard-line approach to Brexit will sour relations with Biden. The President has taken a personal interest in the particular issue of the Northern Ireland Protocol, a post-Brexit arrangement that requires extra checks on goods moving between Northern Ireland and the rest of the UK. The rules were designed to keep the border between Northern Ireland and the Republic of Ireland open and avoid a return to sectarian violence. But Truss has moved to rewrite those rules, causing deep anxiety in both Brussels and Washington. Biden, who makes frequent references to his Irish ancestry, has made his views clear on the issue, even though it does not directly involve the United States. Congressional Democrats have similarly expressed concern over any steps that could reignite the Northern Ireland conflict. In their first phone call as counterparts earlier this month, Biden raised the matter with Truss, according to the White House. A US readout of their conversation said they discussed a “shared commitment to protecting the gains of the Belfast/Good Friday Agreement and the importance of reaching a negotiated agreement with the European Union on the Northern Ireland Protocol.” This story and headline have been updated.

Abe manages to remain a compelling Everyman, and the social satire still holds up. The first titles also deserve kudos for sticking to a more timeless 2D graphical style than following the trend of blocky polygonal graphics. Of the two PlayStation titles, Abe’s Exoddus fares the best with its numerous gameplay tweaks and additional features. This deceptively simple-looking puzzler was unfairly dismissed by gamers during its initial 1997 release, but its strengths have become more apparent over time. Once players think they’ve gotten a hang of the block capturing mechanics, the game tosses some curveballs that force them to think ahead. Gamers also have to work quickly, for every green block that’s not captured means less ground to stand on. In contrast to the bouncy tunes which permeate every other puzzle title, Takayuki Hattori’s score consists of several majestic and haunting compositions performed by a live orchestra. Years before Super Mario Maker, British developer Media Molecule fused platforming with creation in their whimsical Little Big Planet titles. While several titles during the HD era of gaming were dedicated to being loud and destructive, Sackboy’s adventures showcased the virtues of creativity, socializing, and having fun. Games like this seemed tailor-made for gamers who have children. Parents will have endless fun utilizing the game’s robust and seemingly boundless level editor with their kids. In addition, the main campaign of Little Big Planet 2 sports a large variety of fun levels bolstered by charming characters, a great selection of licensed tracks, and lively vocal performances. 7 Final Fantasy IX Was The End Of An Era Square caught many gamers off guard when they decided to cap off the PlayStation era with a more whimsical-looking adventure after a series of darker and grittier entries. However, beneath its more lighthearted appearance lay a tale that touched on very mature themes, including mortality. Zidane also proved a breath of fresh air after a series of conflicted and brooding heroes. He displays more emotion than Squall without succumbing to the annoyance of Tidus. Like VI, it felt like the end of an era. It was the last title Hironobu Sakaguchi wrote and the last to feature entirely text-based dialogue. 6 Journey Is A Unforgettable Pilgrimage Following Thatgamecompany’s prior titles such as Flow and Flower, Journey may be Jenova Chen’s ultimate triumph. Its striking art direction, minimalist storytelling, and immersive multiplayer component made for one of the PlayStation 3’s greatest titles – and one of the best games of that console’s generation. Mixing elements of platforming and graphic adventure, the game tasked players with making their way to a looming mountain in a vast desert. The game eschews exposition and voice-over for abstraction and pathos. Of course, one cannot talk about this game without mentioning Austin Wintory’s ambient orchestral score, which changed based on the player’s actions. 5 Silent Hill 2 Is Still One Of The Scariest Games Of All Time The first title took a considerably more psychological approach to survival horror than its contemporaries, but it was held back by an overemphasis on combat and a clichéd ‘evil cult’ narrative. Its sequel made the nature of the town more ambiguous, featured a more compelling cast of characters with their own personal struggles, and boasted a more mature and unnerving tale that touched on subjects few games would dare to attempt. With the added horsepower of the PlayStation 2, Masahiro Ito’s team were able to fully realize their initial vision without any caveats. Years later, Silent Hill 2 is still one of the scariest titles ever made. 4 Prince Of Persia: The Sands Of Time Revitalized The Series Jordan Mechner paved the way for the cinematic platformer genre with the Apple II title Prince of Persia. After Tomb Raider brought the format into the world of polygons, the Arabian monarch didn’t fare nearly as well with his underwhelming 3D debut. Fortunately, Mechner and Ubisoft Montreal would revitalize the series years later with The Sands of Time. Sporting tight and responsive parkour platforming mechanics and mixing it with an ingenious time-rewind feature, the gameset a new standard for realistic platformers. Its compelling lead character and his organically written relationship with Farah ensure this title will prove more appealing to older players. 3 Shadow Of The Colossus Broke Bounds In Video Game Narrative Sporting an emotionally-charged journey that juxtaposed its exhilarating boss fights with quiet treks through a desolate landscape, Fumito Ueda’s team proved that Ico was no fluke. Shadow of the Colossus tasks players with discovering and slaying several majestic-looking creatures to resurrect the main character’s betrothed. What follows is a somber and thought-provoking tale that questions whether the hero’s cause is as just and noble as it initially appeared, and it also tests how far players will go to save someone they love. While the controls and physics can be annoying, players who look past all that are rewarded with an unforgettable gaming experience. 2 Okami Proved To Be Clover’s Masterpiece Amaterasu’s adventure represented a significant deviation from Hideki Kamiya’s high-octane and ostentatious action titles. Sporting a regal sumi-e art-direction and a tale defined by well-rounded characters, Okami was a majestic swan song for Clover Studio. Unfortunately, at the time of release, the title was largely overshadowed by the then-upcoming consoles such as the Xbox 360, and it failed to reach the audience it so richly deserved. However, Capcom has corrected this by giving the title a new life through its numerous re-releases. Here’s hoping Kamyia will get the opportunity to make the follow-up he’s expressed interest in. 1 Casltevania Symphony Of The Night Is As Immortal As Its Vampiric Protagonist At the time of its initial release, Symphony of the Night’s use of sprite-based pixel art on the Sony PlayStation was lambasted by certain publications as being outdated. However, time has been more kind to Alucard’s adventure compared to the console’s more cutting-edge releases. Its non-linear structure, distinct locales, and sense of character progression helped define the direction for further entries in the series. Compared to its predecessors, Symphony boasted more replay value with multiple endings and numerous secrets just begging to be discovered. Like its cursed hero, this title will never age. Collins’ “appreciation” in The Times-Dispatch should be read by every young person whose mothers and fathers work at difficult, challenging and critical jobs. His first-person take-you-there account of exactly what his father does from heavy labor loading and unloading trucks, sleeping in his truck, missing time with his family and living on fast food should be a wake-up for all of us who rely on M.J.’s father and his fellow truck drivers for the goods that sustain us. The smartest thing M.J.’s dad did was take his son, at 15, to work with him on the road in a truck. I wish I had done that with my father. I would have learned what was involved in a one-man operation of a bulk ESSO plant. I had a vague idea but M.J.’s trip made his father a hero to him.  Thanks to his story, I suspect many of us are newly appreciative of our own heroes that we may not have recognized as we should have.   Nancy Finch. He stayed at the Hotel John Marshall, which was certainly more peaceful than City Stadium — not having lost a punch over the decades, the 55-year-old got involved in the match there and knocked out the tag team partners Dick Lever and Wally Dusek. Staff Richmond in the 50s South Richmonders had this view of a Dec. 24, 1951, fire on North Side at the F.L. Parsley storage plant on Rady Street. Three fuel oil and kerosene tanks caught fire, sending black smoke across much of the city. More than 100 firefighters were needed to stop the blaze, which threatened a nearby stream, coal yard and other properties. When the owner of neighboring fuel tanks was told that his were saved, he called it “the nicest Christmas present ever.” Staff Richmond in the 50s In January 1957, the University of Richmond’s Boatwright Memorial Library created a vivid reflection in Westhampton Lake. Students were in the middle of exam week at the time. He had visited Virginia weeks earlier to scout for movie locations, and he was returning to the state to interview promising actors with the Barter Theatre in Abingdon. While Buhari left Nigeria on Sunday for the 77th United Nations general assembly (UNGA) in New York, USA, Osinbajo has since arrived in the United Kingdom ahead of the burial ceremony of Queen Elizabeth II. The queen died on September 8. Following the news on Buhari and Osinbajo, there have been questions on who will be in charge of the country’s affairs. In 2016, the president handed over power to Osinbajo for five days when he embarked on a “short vacation”. In line with section 145 of the Nigerian constitution, Buhari informed the two chambers of the national assembly of his vacation through a letter. The development made Osinbajo acting president. This was the first time in close to 30 years that a leader of the Nigerian government would hand over power to his deputy. The last time that happened was in 1987, when Ibrahim Babangida, a former military ruler, went for a medical procedure in France. Buhari’s trip to the US for the UN general assembly will see Nigeria and other countries hold bilateral or multilateral meetings on the sidelines. These types of agreements — ranging from discussions on agriculture, climate change, oil and gas, to mention a few — are aimed at mutually benefiting the countries involved. DOES THE PRESIDENT OR VICE-PRESIDENT NEED TO BE PHYSICALLY PRESENT TO GOVERN? The constitution does not expressly state that a president or vice-president has to be in the country at all times to carry out their duties. Section 145(1) of the 1999 constitution states: “Whenever the president transmits to the president of the senate and the speaker of the house of representatives a written declaration that he is proceeding on vacation or that he is otherwise unable to discharge the functions of his office, until he transmits to them a written declaration to the contrary such functions shall be discharged by the vice-president as acting president.” The aforementioned provision suggests that there is only a vacuum if the president is proceeding on vacation or is unable to discharge the duties of the office owing to ill-health or death. Buhari and Osinbajo currently do not fit the aforementioned categories, implying that they can discharge the duties of their offices from any part of the world. ‘THERE IS ONLY A VACUUM IF THE PRESIDENT TRANSMITS LETTER TO THAT EFFECT‘ Timi Olagunju, a lawyer and policy analyst, said the constitution is not specific on the president transmitting power every time he is out of the country. “The constitution does not specifically state that any travel means that the president must transmit power. That is why there is a clamour for the parliament to review the law according to global standards, because section 144 talks of incapacity, while section 145 talks of vacation or ill-health, and sticks it to the parliament. That implies transmitting the power to the vice-president as acting until he sends another letter to say he is back,” he said. “The constitution does not provide for a vacuum, except the president says there is a vacuum. The president has to transmit an official letter. There are two instances in which this section has been raised — Goodluck Jonathan and Buhari’s excessive stay in London. In the case of Goodluck, there was no transmission from Yar’Adua to him, but the parliament had to use the doctrine of necessity. “If the president does not transmit officially, there cannot be said to be a vacuum. It means by implication that the president is still acting even though he has travelled. On a lighter note, he can preside virtually. “If you say ‘every time the president travels abroad’, it becomes a geographical thing rather than a legal matter — that means if he goes to Niger Republic, he has to transmit power. “For presidential decisions, that is why we have the federal executive council (FEC).” Meanwhile, according to section 146(2) of the constitution, if Nigeria suddenly finds itself without a president and vice-president, the senate president automatically takes charge of the country for three months during which an election will be held to fill the vacuum. Since Buhari did not initiate any communication to the national assembly in line with section 145 — and is not unable to discharge his duties — he is fully in charge of the country despite his absence and that of the vice-president.

The idea for this garden came from a meeting for Lewis County First, where the community was invited to share what they wanted to see come to the area, and someone brought up the possibility of a garden. The group received donations from GoFundMe and a healthy living grant to bring this to life. “The group Create Buckhannon had a community garden. They said they really liked it and thought that we should have one in our community. That is how it started. We had the idea from an individual, and the group chipped in and over the course of four years,” longtime member Lewis County First member Ray Smith explained. The group had been having a difficult time keeping up with the garden this summer as they were working on several other projects. “It is one thing that is falling behind this year. We see that we cannot keep it up and so what we are hoping for is to have another group step in. Look at it and take it over,” he said. Smith added that the garden was important to several members of the community as there was opportunity for everyone to be involved in planting. “We also have four handicap. So, they are raised bed gardens. So, they are up high enough to where people can actually get a wheelchair or if they can’t bend over. It is important for those people to be able to garden,” he said. Following yet another dominant performance in Week 3, this time on the road at South Carolina, Georgia received 40 of 65 first-place votes to overtake Alabama by 14 poll points. Alabama retains 24 first-place votes but relinquishes, at least for the time being, the top spot it has held since the preseason. Ohio State remains at No. 3, claiming a single first-place vote. Michigan passes Clemson for the No. 4 position. The rest of the top 10 also experienced minor shuffling. Oklahoma stays put at No. 6 after a win at struggling Nebraska. And that’s because of how they’ve been trained for decades, not just in design, but in ethos, in philosophy, in feel. There’s lots of things we do because we have to, because we can’t help ourselves.  But we don’t play games we don’t enjoy. So many believe that gaming companies moving to the forefront of our economy as opposed to enterprise, SaaS, or tech and productivity companies is positive because it means that we have people who are designing so that we feel good, not designing so that we do something.  Almost all technologies are defined by constraints, either those which affect them or those which they relieve. And so, what’s fascinating about the Metaverse is the ways in which it seems to be originating from a relatively small segment of the economy: consumer leisure. And at that, a niche one, video gaming. How is it that consumer products were typically last to enter the internet era, yet could be first to the Metaverse?  And the answer is that the constraints that affected all prior waves, meant that you couldn’t do much entertainment with them. If you couldn’t send an image, but you could send a document, then of course it’s going to be for business, it’s not going to be for consumers. That happened with the early internet, with early computers, and then with smartphones. But in gaming, the historical constraint was ‘Simulation fidelity.’ And what that meant is that the utility of a real-time-rendered simulation, 3D or 2D, wasn’t good enough.  A healthcare professional couldn’t use it. The military couldn’t use it. The government rarely used it. But it did work for “Pong.” It worked for “Space Invaders.” It worked for “Legend of Zelda.” And so the accumulated consequence is that for close to 70 years, all of the expertise that is now relevant for the Metaverse has been built and incubated in the gaming sphere. That’s not just design principles, obviously they’re best at building a virtual world, but it’s also more nuanced.  They have constructed complex marketplace economies, and most importantly, all of the hardest technological problems for the Metaverse- the challenges of networking globally- the constraints of having affordable but super powerful hardware to actually produce a real-time-rendered simulation- the world’s best expertise comes from the gaming sector.  Today, when we think about the closest experiences to the Metaverse, we typically identify platforms such as “Minecraft,” “Roblox,” or “Fortnite.” The scale of these services is really astonishing. Roblox has, on the average day, about 55 million users. By the way, about 65% of them are over the age of 13. We also have Minecraft, which is about 80% that size. And Fortnite has about 70 to 80 million estimated monthly users, and even more engagement time.  All together, there’s roughly 800 million people on the average day, who are spending hours in these virtual social worlds. One of the most fascinating things about the development of the Metaverse in contrast to the “gaming industry,” is that we can distinguish them by their focus.  They focus not on game-like objectives- win, kill, shoot, defeat, score- but non-game-like objectives. Instead, the goal is: identify, express, socialize, build, explore. And that’s one of the ways in which many of us have belief that this is a scalable experience, because it meets a human want, and it demonstrably brings many people together.  And we saw this, especially during the pandemic. That COVID positively affected the gaming industry, it’s growth rate and adoption, is self-evident. It destigmatized what many previously considered to be antisocial, and certainly not aspirational behavior. There were many schools in the United States which celebrated a graduation, a birthday, inside of “Animal Crossing.”  There were talk shows hosted in these environments. Others just saw the ways in which this was actually a viable educational forum, or at minimum, one for socializing. Not everyone was convinced, but many parents saw this and they now understood its benefits- not just that it wasn’t pernicious. That’s more profound than any short-term acceleration. There’s a famous line from the former Department of Commerce chair in the United States, where he said, “Today’s supercomputer is tomorrow’s PlayStation.”  Supercomputers were not designed for everyone, but in video gaming, the constraints have been relaxed so that those technologies and that expertise is applicable everywhere. John Hopkins University is now performing live-patient spinal surgery using game engine-rendering technology.  The U.S. and British militaries are using unreal engine for simulation training for active combat. We have reached the point in which the constraints to simulation fidelity and functionality have relaxed enough that the expertise in gaming can be applied elsewhere, such as the Metaverse. And this is one of the reasons why we see not just the world’s largest technology companies rushing into category, but we see plausible arguments that the leaders of tomorrow are today’s gaming companies. The Merge has finally happened, and while bitcoin remains the preferred cryptocurrency of institutions (and one nation-state, El Salvador), Ethereum’s new consensus mechanism – and the scalability that is supposed to go with it – may attract some interest away from its bigger, older brother as the biting cold of the crypto winter continues. Still, institutions may be hesitant to jump all in on ether just yet. One reason is regulatory uncertainty. U.S. Securities and Exchange Commission Chair Gary Gensler said proof-of-stake cryptocurrencies may be viewed as securities, though the regulator said he wasn’t talking about any specific coins. Nevertheless, his comments helped cause ether’s price to take a hit Thursday. Meanwhile, it seems that if there were any flows from bitcoin to ether, much of that was stanched with the onset of the Merge. At the start of the day – Sept. 15 – that the Merge happened, ether was trading for roughly 0.0817 BTC on Binance, according to data from TradingView. Fifteen hours later, it was changing hands at 0.0746 BTC and continued falling. Ethereum/Bitcoin price chart past five days (TradingView) That’s a depressing chart, one may think. Except that’s only five days of data. Let’s step back and look at how ether has been trading against bitcoin since the early days of the former’s life. The Beacon Chain bottom and other ratios The Beacon Chain, with which Ethereum ultimately merged, was launched Dec. 1, 2020. At the time, ether cost 0.0313 BTC. Thus, it has more than doubled in value since then. Ethereum/Bitcoin monthly chart (TradingView) Still, that doesn’t say anything about institutional interest. After all, prices can move based entirely on retail interest. Trying to gauge institutional interest may be a bit tricky. For instance, using futures volumes isn’t as clear as one may expect. We see that, on a ratio of dollar volume basis, ether futures have been regularly outpacing bitcoin futures since July, according to data from Skew.com, though it recently took a hit. ETH/BTC futures volume (TradingView) That doesn’t tell us much about institutions because some of the exchanges Skew uses for data cater to retail investors with high risk tolerance. There is at least one futures exchange, of course, that might be a good proxy for Wall Street’s interest and that’s the CME. The ratio of volumes between the two cryptocurrencies is way different: CME’s ETH/BTC futures volumes (TradingView) The CME’s ratio of ether to bitcoin futures is decidedly all over the place, but it’s evident that dollar volumes for ether contracts on the CME have yet to surpass that of bitcoin futures contracts. In the spot market, though, exchanges themselves can get a sense of the players interested in a currency. “In terms of the volume increase in ETH this week, it was actually led by institutions, and that’s a significant part of our exchange business,” said Bitstamp USA CEO Bobby Zagotta on CoinDesk TV’s “First Mover” program Friday. There was “about 56% increase in volume from institutions versus, I think, [a] 35% increase in volume from retail users.” A lot of that, Zagotta said, could be attributed to investors “selling the news” with the success of the Merge. Meanwhile, ether’s drop in price didn’t just happen against bitcoin; it happened versus the U.S. dollar as well. Though the drop disappointed HODLers this past week, there are those who aren’t ruling out enormous upside down the road. Matthew Sigel, VanEck’s head of digital assets research, likens ether’s performance versus USD after the Merge to what happened to bitcoin after significant changes. “There are plenty of examples of big crypto developments, including bitcoin halvings, where the price traded in a range for weeks or months,” Sigel said on CoinDesk TV’s “First Mover” program Thursday. “It just takes one major stakeholder to make a decision to buy after some stability in the network. That can take days, weeks, months – who knows?” Sigel, who has a five-year price target on ether of $8,000, noted four times as much ETH was staked on the Ethereum network in the six hours after the Merge than in the entire history of the Beacon Chain prior. “It seems pretty clear that those who are in the markets are now making the decision to commit and lock up that liquidity,” he said. “That’s probably a trend that will continue over time, so the early results are, I think, pretty encouraging notwithstanding the price action.” Sign up for The Node, our daily newsletter bringing you the biggest crypto news and ideas. Federal meteorologists say the Atlantic should expect another extra busy hurricane season in 2022, driven in part by persisting La Nina conditions. If La Niña conditions develop in the Pacific for the third year in a row, as the National Oceanic and Atmospheric Administration (NOAA) predicts, cool ocean temperatures along the equator will once again crank up Earth’s air conditioner. And once again, climate change will overpower it and deliver yet another hot year. Years ago, that forecast might have been more of a toss-up. It’s still possible — but less likely — that global temperatures dip a little before La Niña conditions switch back to normal. The cycle between La Niña, neutral (or normal), and El Niño conditions — where warm water dominates the equatorial Pacific — has historically alternated warming and cooling influences on global weather. But as greenhouse gas emissions trap more heat in our atmosphere, La Niña’s cooling effects are increasingly muted. Global warming is winning. While the equatorial Pacific may seem far away, the change in ocean temperatures associated with La Niña affects weather conditions across the globe. In the U. S., higher temperatures from the Southwest to the Mid-Atlantic are expected when La Niña is at play, along with lower temperatures in the Upper Midwest and Northern Plains. As the entire planet trends warmer, though, that could translate to extreme departures from the norm in hot spots, and not much difference in cold ones. Of course, even as warming climate trends continue, weather is erratic. Cold winter days and snow aren’t going away. In fact, snowfall could increase, partly because of winter weather patterns that La Niña influences, partly because a warming atmosphere holds more moisture, which in winter falls back down as snow — especially in the Midwest and Great Lakes. So, La Niña and climate change can team up to boost the odds of snow days across the Northern United States. That alignment can do the same for rain. In moist climates — the Pacific Northwest, along with the Missouri, Mississippi and Tennessee Valleys, and the Great Lakes — our warmer, wetter atmosphere already generates higher hourly rainfall rates, amplifying the risk of flash flooding. The influence of La Niña can mean more rain in all of those regions, so the danger is even greater. In other places, the effects of climate change and La Niña align in the opposite way: Both tend to produce drier conditions in the Southwest. The severe drought currently depleting water supplies and escalating wildfire risks will likely continue; and even when La Niña gives way to a warming Pacific, the growing influence of climate change will probably keep trending toward a hotter, drier American West. There are no guarantees, though. Conditions in the Pacific can boost the chances of regional weather patterns developing, but they don’t always materialize. This year’s unusually quiet Atlantic hurricane season is a great example. La Niña generally causes weaker winds over the Atlantic Basin, making it easier for hurricanes to form, but 2022 hasn’t produced many, so far. At this point, it is hard to say whether a warming climate makes tropical cyclones more common, but the ones that form are more likely to grow stronger and faster, fueled by warm ocean temperatures in the Western Atlantic and Caribbean. Their capacity to push higher storm surges on top of rising seas makes hurricanes increasingly dangerous and costly, so even in a quiet year the threat of a disaster still looms. The current cycle will eventually flip. La Niña will fade back to a neutral state, warmer El Niño conditions will emerge, and some of the impacts of climate change exaggerated by recent patterns might instead be tempered — but overall, it’s not making the difference it used to. Last year, La Niña pushed global average temperatures down by about 0.02 degrees Celsius (0.04 degrees Fahrenheit) and will likely prevent 2022 from setting a heat record. Even so, these have been the warmest La Niña years ever, with global temperature comparable to what we saw from the warming influence of the 2009-2010 El Niño. This is not a surprise. As long as the blanket of greenhouse gasses wrapped around our planet keeps getting thicker and the temperature beneath it keeps rising, climate change will only exert a more and more dominant influence over our weather. SBA acted under its own authority to declare a disaster in response to a request SBA received from Governor Greg Abbott on Sept. 13, 2022. The disaster declaration makes SBA assistance available in Collin, Dallas, Denton, Ellis, Kaufman, Rockwall and Tarrant counties in Texas. “SBA’s mission-driven team stands ready to help Texas’s small businesses and residents impacted by the severe storms and flooding,” said Administrator Guzman. “We’re committed to providing federal disaster loans swiftly and efficiently, with a customer-centric approach to help businesses and communities recover and rebuild.” “Low-interest federal disaster loans are available to businesses of all sizes, most private nonprofit organizations, homeowners and renters whose property was damaged or destroyed by this disaster,” said SBA’s Director Tanya N. Garfield of the U.S. Small Business Administration’s Disaster Field Operations Center-West. “Beginning Monday, Sept. 19, SBA customer service representatives will be on hand at the following Disaster Loan Outreach Centers to answer questions about SBA’s disaster loan program, explain the application process and help each individual complete their application,” Garfield continued. The centers will be open on the days and times indicated below until further notice. No appointment is necessary. Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. SBA can also lend additional funds to businesses and homeowners to help with the cost of improvements to protect, prevent or minimize the same type of disaster damage from occurring in the future. For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage. Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property. Interest rates can be as low as 3.04 percent for businesses, 1.875 percent for private nonprofit organizations and 2.188 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition. If October is exciting to you because of its natural fear factor, a trip to Transylvania might have your name written all over it. 7 Germany Oktoberfest is an annual Bavarian festival held in Munich. It is primarily based around beer and giant pretzels, but there are always plenty of fun activities to partake in while there. Though it technically begins in September, it often goes into at least the first week of October, making October a great time to head to Germany to join the festivities. The festival originated on October 12, 1810, when Bavaria’s Crown Prince Ludwig married Princess Therese of Saxony-Hildburghausen. Cyprus also unique has a United Nations “buffer zone,” separating the politically divided “Greek Cyprus” and “Turkish Cyprus.” For clarification, Cyprus is indeed its own sovereign nation. If you’re short on time and want to head somewhere European, Cyprus is a great option for an October getaway. 3 Trinidad And Tobago October is still technically in hurricane season for the Caribbean, but the tiny nation of Trinidad and Tobago is the rare exception. Though not entirely exempt from hurricanes, it is technically outside the hurricane belt and rarely sees them. This underrated Caribbean destination often gets overlooked for its more popular neighbors like the Dominican Republic, The Bahamas, Jamaica, and nearby Barbados, but Trinidad and Tobago has some of the best cuisine in the region (especially if you’re into heat), and some untouched pristine waterfalls and beaches ready to be explored. A visit here won’t break the bank either; an average vacation to Trinidad and Tobago can cost as low as $30/day (not including a flight). 2 Sicily Though the entire island won’t have ideal beach weather, for a crowd-free Italian experience with moderate weather, Sicily in October is your best bet. There is some trouble ahead, but it’s likely to be not as bad as you think. Image source: Getty Images. There’s already one big problem While much of the media attention on Social Security focuses on its fiscal health, little is paid to how well it’s serving seniors. For example, its cost-of-living (COLA) increases haven’t sufficiently kept up with inflation. As my colleague Trevor Jennewine has noted, “Social Security benefits have increased 64% due to COLAs since 2000, but the expenses of a typical senior have grown more than twice as fast. As a result, Social Security has lost 40% of its buying power over that time period, according to The Senior Citizens League.” How does 80% sound? But let’s get back to the solvency issue. Understand that Social Security works by taking in taxes from working people and using them to pay beneficiaries their due. The system worked fine for a long time, as there have been far more workers than beneficiaries. But over the past few decades, people have been living longer and retiring earlier. Per the Social Security Administration (SSA), this is how the ratio of covered workers to beneficiaries has changed over time: Year Ratio of Covered Workers to Beneficiaries 1945 41.9 1955 8.6 1975 3.2 1985 3.3 1995 3.3 2005 3.3 2015 2.8 2020 2.7 Source: Social Security Administration. You can see that things are not moving in an auspicious direction. We’re nearing the point at which not enough will be coming in to cover benefits needing to be sent out. According to the 2022 Social Security Trustees Report, the current Social Security surplus will be depleted by 2035. That doesn’t mean that the program will suddenly be “broke,” unable to pay any benefits. Rather, there will be enough to only pay beneficiaries most of what they’re due — 80%, in fact, according to the latest estimate. That’s certainly not good news, but it’s not 0%, either. The good news Despite this worrisome scenario, there is good news: The Social Security program can be strengthened if Congress chooses to do so. (Let your representatives in Washington know that you’d like them to!) One fairly easy fix is to simply increase the tax rate that we pay for Social Security, which is 6.2% of our income up to $147,000 (for 2022), plus another 6.2% contributed by our employers. Everyone might pay a slightly higher rate, or that cap might be raised or eliminated so that higher earners get taxed more. Another possibility is raising the full retirement age, at which we’re entitled to start collecting the full benefits we’re due, based on our earnings record. That’s currently 67, at most. Raising it would mean fewer benefits would end up being paid in total. There are other possible fixes, as well. So don’t worry too much about Social Security shrinking or disappearing. Your future benefits may indeed be smaller, but there’s a very good chance that that won’t happen because it would upset many voters. The average monthly Social Security retirement benefit check was recently about $1,671 — about $20,000 over the course of a year. If that doesn’t seem anywhere near what you were hoping for, learn about ways to increase your Social Security benefits. And in the meantime, be conservative, factoring Social Security into your retirement plans. Expect less money and hope for more. The illness was considered a “gay disease” during a time when homophobia ran rampant, making HIV/AIDS prevention and treatment a low priority. These days, people with HIV are able to live long and healthy lives. September 18 is National HIV/AIDS and Aging Awareness Day, and this year AIDS Resource in Williamsport and State College have expanded their services to help meet the needs of clients age 50 and older. The agency’s Advanced Care Coordinator, Clinical Case Manager, and Sexual Health Nurse, Staci Saunders, works with clients to help manage their health as they age. Saunders developed the Advanced Care Program this year to help clients with problems that can arise as they age and balance multiple health conditions. She works one-on-one with clients and provides them with helpful information about relevant topics. “Living with HIV can make somebody more susceptible to other diseases and illnesses,” she said. “When I’m speaking with a client, we will focus on one condition they have, such as diabetes or heart disease. We discuss their medication adherence, if they have side effects from the medicine, their diet, and anything else they want to discuss.” During her client interactions, she discusses common things that happen as most people age, no matter their HIV status. She touches on a few topics such as fall prevention, hearing loss, and muscle atrophy. As Saunders makes deeper connections with clients, some have reached out to her for health information unrelated to HIV. “A client was worried about contracting monkeypox,” she said. “They were looking to get vaccinated but were struggling to find a location that offered the vaccine. I was able to make them an appointment, and now they’re vaccinated!” “According to the Centers for Disease Control and Prevention, over half of the people living with HIV in the United States are 50 and older. This statistic was the catalyst to begin the Advanced Care Program,” said Kirsten Burkhart, Executive Director. “With the creation of this program, we are able to focus not only on HIV, but on the whole person and help them manage the changes that come with aging,” Burkhart continued. “Previously, people diagnosed with AIDS faced a significantly shortened lifespan. Today, people living with HIV who are on the correct medications and take them as prescribed can expect to live a nearly normal lifespan.
