Airdate: October 12, 2022 What are the health needs of Central Pennsylvanians and other nearby residents? UPMC recently published its 2022 Community Health Needs Assessments and Implementation Plans. The assessment identified the four most pressing health needs in all the communities served by UPMC. It may not be a surprise – especially after the past two-and-half years of the COVID-19 pandemic – but behavioral health was identified as the number priority or health need. Also on the list of priorities or needs were chronic disease management, access to care and navigating resources and prevention and community wide healthy living. On Wednesday’s Smart Talk, Tina Nixon, vice president, Mission Effectiveness and Diversity, Equity & Inclusion, UPMC in Central Pennsylvania addressed behavioral health as a priority,”Behavioral health means access to mental health providers as well as opioid substance abuse. And so, as we all know, we are in the epidemic when it comes to that substance abuse. It’s something that we didn’t talk about during the pandemic, but it’s still there. And having access and resources for treatment is very important. And so that is something that we we continue to be working on. We continue to work on that through our Center for Addiction Recovery Mobile Unit, where when you talk about access, we have to think of all our neighborhoods that encompass our region. We take that mobile unit to our rural areas up north and south because we have some southern place spots that we go. Also, access to mental health providers is very important and not having to wait six, eight months to get in. So looking at how we can embed behavioral health specialists into our primary care offices, that was something that we were working on before the pandemic. So, we can provide a one stop shop for individuals that are coming in. You get your primary care visit in it. If there’s a need to to speak with a behavioral health specialist, they’re right there for you. So I’m doing some of those things, too, to help address the important need of behavioral health in our community. We also know that during the pandemic, the numbers have increased for individuals that need that and specially our young folks.” Nixon described how the assessment is being used,”The community health needs assessment we’re really trying to capture from our patients, our board members, our social and human service organizations, community partners, elected officials, information around access to health. Looking at primary and secondary data to help drive some of this work that we’re doing to kind of get all this information in and figure out what we can do as a health care system to really work on the priorities that come out of the community health needs assessment.”

He’s even more confident they won’t leave Missouri for Kansas.  Kansas launched retail and online sports betting through state-operated casinos on Sept. 1 under legislation passed last May. That law puts a 10 percent tax on operator revenue, with the majority of state revenue going into an “Attracting Professional Sports to Kansas Fund” – with the Chiefs considered a clear target.  In neighboring Missouri, sports betting has yet to be legalized. But Houx doesn’t see Kansas as much of a threat to become a real relocation destination for Patrick Mahomes and the Chiefs.  “I don’t see that happening,” Houx told Gaming Today on Tuesday. “What they did in their (legislation) is the revenue goes to entice a team to come to Kansas (but) their revenues are extremely low. Say their sportsbook’s bringing in $10 million a year – it’s going to take a long time to get to $1 billion for a new stadium.” According to Houx, Missouri is Chiefs’ territory. He estimates at least 75 percent of Missourians are Chiefs fans. When asked about whispers of a move to Kansas, Houx didn’t mince words. “If you want to see a real border war, if the Chiefs packed up and went to Kansas, it would be something else. I think you would see memorabilia burnt in the streets, so to speak,” he told Gaming Today. “We’re a great state and we love our football,” said the Warrensburg Republican. “It’s the whole Midwest you’ve got to think about – from Iowa to Nebraska, to Kansas, Oklahoma, Arkansas – the Chiefs are central to it all.”  KC Chiefs, Other Teams Want Legal Missouri Sports Betting A new, or even renovated stadium is definitely on the Chiefs’ wish list. But that’s only part of what the franchise wants.  The Chiefs also want legal sports betting in Missouri.  Last spring, the team and other pro sports franchises in the state – including the Royals – worked with Houx and other lawmakers to bring legal options to the state. If the bill had passed, legal sports betting (via licensed online apps tied to the stadiums and casinos) would have launched earlier this year. Casinos would also have been allowed in-person sportsbooks.  “If you want to see a real border war, if the Chiefs packed up and went to Kansas, it would be something else.” — Lawmaker Dan Houx  It didn’t happen. The bill was instead derailed in May after lawmakers disagreed on an amendment that would have legalized up to 5,000 video lottery terminals, or VLTs, in the state.  In another attempt, Houx tried again to pass the bill last month during a special tax session in Jefferson City. That proposal would have bumped the tax rate up to 10 percent from 8 percent in the bill last spring, but otherwise would have been the same. Unfortunately, the bill didn’t advance.  What’s Next for Missouri Sports Betting? Houx expects much better results when he files a similar bill during the Missouri 2023 regular session starting Jan. 4. The tax rate is likely to be much higher in the next bill, he said (between 15 and 17 percent), but would still give pro teams and casinos online sportsbooks and casinos a retail option. At 17 percent, Missouri state revenues would be nearly double the $13-$15 million annual tax revenue that would have been generated by the proposal last spring. “We had a hearing on the bill during the special session and (one legislator) said the number one thing she’s hearing from door-knocking is ‘why don’t we have sports betting?’” said Houx.  “People want it. The legislature wants it. It’s going to be a top priority – I’d say in the top 5 – in January.” Expansion Could Be in the Cards for Chiefs The Chiefs haven’t said for sure that they even want to leave Missouri. And Houx’s prediction of a long slog to get Kansas to $1 billion might be accurate. Revenue reported by KSNT-TV on Monday shows Kansas sports betting revenue totaled $1.3 million in its first month of operation.  The state’s share of that is about $130,000.  Additionally, the Chiefs have good options for growth in Missouri, said Houx. One includes a possible expansion at the Truman Sports Complex, should the KC Royals follow through with plans to eventually move to downtown Kansas City.  The Chiefs are tied to a lease at Arrowhead Field through 2031, giving the franchise and the state time to formulate an expansion plan. Chiefs CEO and Chairman Clark Hunt said a renovation of Arrowhead is a possibility in a press conference last November:  “We think that GEHA Field at Arrowhead is still one of the finest stadiums in the National Football League,” said Hunt. “Obviously, things change, and the way fans want to consume the game, and the kind of spaces that you need … those things change over time and we’re paying attention to that. “There will be things, when we get to the end of our lease here in nine or so years, I’m sure, that we’ll want to incorporate into the stadium. One possibility will be another renovation of Arrowhead.”

Dylan started his career with O’Reilly Media when he was in high school—not that long ago. With Figma, he’s made the big time. It’s worth thinking about why Figma has been so successful, and why Adobe was willing to pay so much for it. Since the beginning, Figma has been about collaboration. Yes, it was a great design tool. Yes, it ran completely in the browser, no downloads and installation required. But more than anything else, Figma was a tool for collaboration. That was a goal from the beginning. Collaboration wasn’t an afterthought; it was baked in. Learn faster. Dig deeper. See farther. My thesis about the Metaverse is that it is, above all, about enabling collaboration. VR goggles and AR glasses? Fine, but the Metaverse will fail if it only works for those who want to wear a headset. Crypto? I strongly object to the idea that everything needs to be owned—and that every transaction needs to pay a tax to anonymous middlemen (whether they’re called miners or stakers). Finally, I think that Facebook/Meta, Microsoft, and others who say that the Metaverse is about “better meetings” are just plain headed in the wrong direction. I can tell you—anyone in this industry can tell you—that we don’t need better meetings, we need fewer meetings. But we still need people working together, particularly as more and more of us are working remotely. So the real question facing us is: how do we minimize meetings, while enabling people to work together? Meetings are, after all, a tool for coordinating people, for transferring information in groups, for circulating ideas outside of one-to-one conversations. They’re a tool for collaboration. That’s precisely what tools like Figma are for: enabling designers to work together on a project conveniently, without conflicting with each other. They’re about demonstrating designs to managers and other stakeholders. They’re about brainstorming new ideas (with Figjam) with your team members. And they’re about doing all this without requiring people to get together in a conference room, in Zoom, or in any of the other conferencing services. The problem with those tools isn’t really the flat screen, the “Brady Bunch” design, or the absence of avatars; the problem is that you still have to interrupt some number of people and get them in the same (virtual) place at the same time, breaking whatever flow that they were in. We don’t need better meetings; we need better tools for collaboration so that we don’t need as many meetings. That’s what the Metaverse means for businesses. Tools like GitHub and Google’s Colab are really about collaboration, as are Google Docs and Microsoft Office 365. The Metaverse is strongly associated with gaming, and if you look at games like Overwatch and Fortnite, and you’ll see that those games are really about collaboration between online players. That’s what makes these games fun. I’ve got nothing against VR goggles, but what makes the experience special is the interaction with other players in real time. You don’t need goggles for that. Collaboration made Figma worth $20B. It’s one of the first “enterprise Metaverse” applications. It certainly won’t be the last. Congratulations again to the team at Figma, and to our alumnus Dylan. (AP) — As unions see new hope from organizing U.S. businesses ranging from Starbucks storefronts to an Amazon warehouse, Republican-led Tennessee will officially take its voters’ temperature on an organized labor issue in November. Lawmakers there have offered up a ballot amendment that asks voters whether to change the state constitution to add Tennessee’s existing law that bans a company and a union from contracts that require workers to pay dues to the union representing them. Proponents, including business interests and Republican politicians, call the prohibitions “right-to-work” law. Unions oppose the change and the right-to-work label. Tennessee has had such a law on the books since 1947, and the ballot amendment’s outcome wouldn’t change how the existing law works. It would simply become harder to eliminate it going forward. The amendment’s wording won’t be as straightforward as some other ballot initiatives, including an anti-abortion proposal that failed in Kansas earlier this year. That gives proponents and opponents more power over characterizing Tennessee’s proposed change. The long road to insert it into the Tennessee Constitution began in 2020, largely predating the recent national groundswell of interest in unions. Backers of the amendment have cited concerns about attempts by congressional Democrats to pass a labor bill that would bar such laws nationwide. It has passed the House but not the Senate. They also have raised concerns that Democratic-run states could try to unwind so-called right-to-work laws. The amendment will offer a rare snapshot this November of voter sentiment on a flashpoint in the debate between union and business interests, even if the election’s outcome won’t change much. Democratic-led Illinois has proposed a labor-favored amendment, asking voters to etch collective bargaining rights into the state constitution. Business groups have described Tennessee’s current requirements as a crucial economic development tool to entice business to move or expand, and the state’s Republican political leadership supports the amendment. Unions believe these laws are aimed at crippling their efforts to organize and fight for better compensation and conditions by siphoning off funding from workers. Under federal law, unions must represent all eligible workers in a union-represented workplace unit even if they aren’t dues-paying members. “I think if it were not successful, or even if it was a close vote, it would be actually pretty stunning,” said John Logan, director of labor and employment studies at San Francisco State University. “It would suggest that, yeah, there is this sort of national, more pro-union, pro-labor sentiment than is reflected in terms of political establishment in a lot of states in the South.” Currently, 27 states have laws like Tennessee’s; nine have them in their constitutions. But recent results have been mixed when voters weigh in. Virginia voters rejected a similar constitutional change in 2016, while Missouri voters effectively vetoed a right-to-work law in 2018. Alabama voters approved its constitutional change in 2016. Interest in organized labor has been galvanized for several reasons, Logan said: high favorability among younger workers; workers who faced difficult conditions during the COVID-19 pandemic; and workforce shortfalls that have empowered workers. Even so, Tennessee poses a formidable challenge. Some Tennessee GOP politicians, including Lee, have even previously waded in against individual union campaigns at employers, including the failed 2019 vote at the Volkswagen plant in Chattanooga. “What we’re doing right now in Tennessee is working. Right-to-work is common sense. And with federal efforts to repeal it nationwide, it’s time for Tennesseans to speak up,” Lee said in a TV ad. Predictably, unions see things differently. “Corporate CEOs see workers at places like Amazon and Starbucks rising up around the country and so they want to put these anti-worker laws in the constitution to make them almost impossible to change in the future,” Wes Trotterchaud, a Teamster from East Tennessee, said in a news release from the No on 1 Committee. They also see reasons for hope in Tennessee. For one, a massive Ford plant and corresponding electric vehicle battery plant by SK Innovation are heading to West Tennessee. Politicians, Ford officials and union leaders say it’ll be up to the workers whether to organize, but Michigan-based Ford has deep roots with organized labor. Even though some Republicans pushed to bar a simpler route to a successful union vote at the new complex — or at least at companies similarly receiving state incentives — those efforts failed. Ford has avoided taking sides on Tennessee’s proposed amendment. The smaller-scale union pushes seen nationally also have drawn attention in Tennessee. Among them — about a half-dozen Starbucks coffee shops have organized, including in Memphis and Knoxville. Union membership has lagged behind in Tennessee, at only about half the national average of 10.3% of the workforce in 2021. To underscore the importance of education about breast cancer risks, and why mammograms are crucial for early detection of breast cancer, representatives from the Office of Community Outreach & Engagement from Roswell Park Comprehensive Cancer Center are out in the community all year. “We have one of the highest mortality rates in New York State when it comes to breast cancer in African American women,” says Beverly Johnson, a health referral specialist at Roswell Park. We find Black and Brown women are being diagnosed at earlier ages.” They’re also more likely to be diagnosed with a more aggressive type of breast cancer and for their cancer to be found at a more advanced state.” Breast cancer rates for all women are higher in Western New York than anywhere else in New York State and higher than the national average; the mortality rate from breast cancer is also higher in Western New York than the state or national average. White women have a slightly higher rate of being diagnosed with breast cancer compared to Black and Hispanic/Latinx women, but Black women have a higher mortality rate (29.5 out of 100,000 women) than white women (19.9 per 100,000) or Hispanic/Latinx (10.2 per 100,000). The importance of education Johnson has been working in patient education on Roswell Park’s behalf for more than 10 years now, starting out as a volunteer with the Witness Project, a community outreach effort specifically designed to provide cancer information to minority communities. She joined the staff at Roswell Park almost 10 years ago and now serves as an educator on breast, cervical, prostate and colorectal cancer in addition to tobacco treatment and smoking cessation efforts. “I go out and try to educate and navigate women to come to Roswell Park for mammograms. Breast cancer is the main topic. I give presentations at churches and community centers; I go door-to-door, I go to events. I like talking to people and helping them.” She’s also happy to take questions from people privately, both during these outings and in her off-hours. “Sometimes people come up and ask me questions that they don’t want to say to the crowd. They’ll say they’ve found a lump and don’t know what to do. I also show them how to do breast self-exams and we talk about the importance of knowing their family history.” A person with a family history of cancer is generally at a higher risk for developing it themselves, but not everyone knows their family history and, in the past, it was taboo to talk about someone’s cancer diagnosis, she says. Unfortunately, men might not realize they, too, can develop breast cancer, but Johnson says she has one male breast cancer survivor who will sometimes accompany her to talk with groups. Through her efforts, Johnson is helping to make sure people understand the importance of their family history when it comes to knowing their risk of developing cancer, including breast and prostate cancers. We like to assess their knowledge base about what they know about a certain cancer and then give them more information, and if they’re eligible for screening, we’ll help them navigate that process.” Last year, Roswell Park performed close to 8,500 mammograms, a total that the hospital seeks to expand every year. In total 11% of the mammograms conducted at Roswell Park were for Black or Hispanic/Latinx women. More than 100 community outreach and screening events for breast cancer were hosted by Roswell Park last year, with 40% of participants identifying as Black or Hispanic/Latinx. On Wednesday, a photo of Johnson working as a photographer at an NFL game is going viral.  “Learned today that Randy Johnson is now a professional photographer (??) and shoots NFL games (???),” tweeted Business Insider’s Sophie Kleeman, who shared the picture. The 6-foot-11 Johnson shooting games on an NFL sideline is a surprising sight, but also something that a lot of people seem to be very happy about. “I love this. Life doesn’t end when your time as an athlete ends. Meta’s decision to go all-in on the Metaverse has caused its stock price to tank and led to ridicule from many quarters—but that hasn’t dampened the enthusiasm of chief business officer Marne Levine, who predicts the technology will especially benefit one segment of the population. “It’s particularly going to be a game changer for women,” Levine said at Fortune’s Most Powerful Women conference in an interview with Fortune editor-in-chief Alyson Shontell. “Because it levels up the technology, it also levels the playing field.” Levine’s observation on gender parity concluded a big day for the company. At Tuesday’s flagship Meta Connect event, the company described its plans for getting its metaverse into the mainstream. For now, those plans include a $1,499.99 Meta Quest Pro VR headset (available for purchase October 25) and a partnership with Microsoft that will let users attend Teams meetings as a cowboy hat-donning avatar. And the event’s big reveal: a fall sweater-clad Mark Zuckerberg avatar showed off his new knees (“Seriously, legs are hard!” he exclaimed).  In her talk with Shontell, Levine explained that Meta’s metaverse will benefit women inadvertently; studies show women prefer remote jobs, and Meta’s metaverse technology would make remote labor feel less remote. She said simulative technology like eye contact, sidebar conversations and whiteboarding during avatar-led meetings would make remote workers feel like they’re in “actual meetings.” As the metaverse and virtual reality are relatively new technologies, there are no large-scale studies that show whether these emerging technologies will be positive or detrimental to women. That said, anecdotal evidence is not all positive—when Meta first opened its metaverse, one user reported being groped by a stranger. Now Meta has “community guides” meandering around the metaverse to answer questions and enforce the code of conduct that bans things like sexual assault. Many speculate Meta is pushing metaverse as a result of Apple’s privacy changes that have driven up the costs of acquiring customers by Instagram and Facebook ads. Levine acknowledged this: “Apple made a bunch of changes on their platform, and it changed the way businesses big and small are able to find new customers.” She said her main goal is helping these businesses generate profitability, though did not tie this objective to marketing in the metaverse. Levine worked in government and tech before jumping to Meta in 2010. After graduating from Harvard Business School in 2005, Levine worked in the U.S. Department of the Treasury followed by years as chief of staff for  Harvard President Larry Summers’ and at the National Economic Council before starting as Facebook’s first-ever vice president for global public policy in 2010. She moved up the company to serve as Instagram’s COO. In June 2021, she landed in her current role as Meta Chief Business Officer, overseeing all revenue generating initiatives (read: everything). For nearly four decades Ed was our community’s Mr. Halloween –  the guy who put the haunt into the season by turning his garage into “Harding’s House Of Horrors,”  a haunted house that attracted children and adults from across the community who were looking for a good scare. Ed didn’t charge an admission to go through his haunt, but he did accept free-will offerings that were donated to a local cause or organization, usually the Glenwood Booster Club. During an interview I conducted with Ed about this time last year, he talked about the history of his haunted house and how much it had grown over a nearly 40-year period. “It started with a talking pumpkin,” he said. “We had a lot of fun with that. The trick-or-treaters were talking to it. So, the next year, I thought, ‘Well, I’ll do a little display instead of just a talking pumpkin.’” That “ little display” evolved and grew over the years and eventually became an all-out haunted house featuring not only the ghouls, ghosts, goblins and creepy characters you’d expect to encounter at a haunt, but also some high-tech gadgets and creatures Ed created and installed himself. Last year, he added an awesome smoke-blowing dinosaur dragon. Harding’s House of Horror’s was a traditional Halloween stop for many Glenwood children and families through the years. In addition to staging his haunted house, Ed also established a Halloween photo booth for youngsters who were trick or treating around Glenwood’s Town Square during Square Crow Days. Although there will be no haunted house in Ed’s garage this year, the photo booth tradition will live on at Square Crow Days and the entire event on Saturday, Oct. 22 (9 – 11 a.m.) is being dedicated in his honor. The photo booth will be outside City Hall. “This year, with the blessing of the family, we would like to dedicate the Square Crow Days in honor of Ed. It seems perfectly fitting,” Square Crow Days organizer Emily Prickett said in a recent post on the Friends of Ed Harding Facebook page. The promotional flyer for Square Crow Days says, “We are honored to dedicate this year’s Square Crow Days celebration to Mr. Ed Harding. He loved our community, photography and all things spooky. I don’t anticipate it.” Biden’s take came as the International Monetary Fund, a global lender, downgraded its outlook for the world economy and warned of “storm clouds” gathering — among them “persistent” inflation, the fallout from the Ukraine war and a slowdown in China’s property market impacting the global economy. That’s partly because the “reliance of the running of a large portion of the blockchain on a single or small group of cloud service providers becomes a non-negligible risk to consider,” Shah wrote in a note to clients. For instance, 65% of ethereum’s (ETH-USD) nodes are hosted by a cloud provider, with Amazon Web Services accounting for half of them, the note said. And problems could emerge if service providers decide to censor certain participants or crypto products, or if there are lengthy server outages. “The crypto ecosystem has evolved over recent years with many applications, code, services and companies feeding into the underlying decentralized blockchains, which we would argue is causing parts of the broader crypto ecosystem to become less decentralised and more dependent on individual services,” Shah explained. As part of ether’s (ETH-USD) centralization issue, 60% of the blockchain’s validators are managed by just four companies, Shah pointed out. Note that since ether’s transition to Proof-of-Stake from Proof-of-Work in mid-September, transactions have been approved by validators, canceling out the need for miners as part of the software update. Another reason why the crypto world is becoming less decentralized is because the ecosystem has developed crypto-focused, regulation-friendly products that attract users, hence it’s “starting to look more like the centralised banking world,” the note said. TradFi is simultaneously rolling out crypto products to offer services such as custody for their clients. The Bank of New York Mellon (BK), for example, recently allowed some of its U.S.-based clients to hold and transfer bitcoin (BTC-USD) and ether (ETH-USD). The report from the Labor Department on Wednesday also suggested that producers could be struggling to pass on higher prices, with a measure of changes in margins received by wholesalers and retailers barely rising last month. Prices for intermediate goods and services also increased moderately. “Inflation is all about pass-through costs at the lower level of production, so this report counts as some relief for beleaguered consumers who face runaway inflation on the goods sitting on store shelves,” said Christopher Rupkey, chief economist at FWDBONDS in New York. Data for August was revised lower to show the PPI falling 0.2% instead of dipping 0.1% as previously reported. Economists polled by Reuters had forecast the PPI rising 0.2%. A 0.4% rise in the price of services accounted for two-thirds of the increase in the PPI in September. Services climbed 0.3% in August. More than a quarter of the rise in September was driven by a 6.4% surge in hotel and motel accommodation prices. There were also increases in the costs of food and alcohol retailing, portfolio management, machinery and vehicle wholesaling, oil and gas well drilling services as well as hospital inpatient care. But prices for long-distance freight fell, as did fuels and lubricants retailing and consumer loans. Prices for transportation and warehousing services slipped 0.2%, falling for a third straight month and also benefiting from the loosening of bottlenecks in supply chains. Margins for final demand trade services edged up 0.1%. Goods prices increased 0.4% after declining 1.1% in August. A 1.2% jump in the price of food accounted for 60% of the increase in goods. Food prices were boosted by a 15.7% surge in the cost of fresh and dry vegetables. There were also increases in the prices for pork and chicken eggs. Energy prices rose 0.7%, driven by diesel fuel, residential natural gas and home heating oil. But wholesale gasoline prices fell 2.0%. Excluding food and energy, goods prices were unchanged. This was the weakest reading for the so-called core goods since May 2020, and followed a 0.2% gain in August. Core goods rose 7.5% in the 12 months through September, slowing from an 8.1% increase in August. Annual core goods prices have been decelerating since peaking at 10.2% in April. Prices for processed intermediate goods ticked up 0.1%, while services rose 0.3%. “The prospect for disinflation in the goods sector in coming months remains intact,” said Sarah House, a senior economist at Wells Fargo in Charlotte, North Carolina. “And further back in the pipeline, price growth for intermediate goods and services continues to trend lower and corroborate our view that the worst of inflation is likely over, even if price growth is likely to remain elevated for a while yet.” Stocks on Wall Street edged up. SUPPLY CHAINS EASING In the 12 months through September, the PPI increased 8.5% after advancing 8.7% in August, reflecting the improvement in supply chains as well as a retreat in commodity prices from the highs seen in the spring. But oil prices have likely bottomed following last week’s decision by the Organization of the Petroleum Exporting Countries and allies to cut crude production. Russia’s war against Ukraine poses an upside risk to commodity prices. Data on Thursday is likely to show consumer prices picking up in September, according to a Reuters survey of economists, paving the way for the Federal Reserve to raise interest rates by 75 basis points next month for the fourth time this year. Financial markets have almost priced in a rate hike of three-quarters of a percentage point at the U.S. central bank’s Nov. 1-2 policy meeting, according to CME’s FedWatch Tool. The Fed has since March raised its policy rate from near zero to the current range of 3.00% to 3.25%. Excluding the volatile food, energy and trade services components, producer prices also rose 0.4% in September. The core PPI increased 0.2% in August. In the 12 months through September, the core PPI rose 5.6% after a similar gain in August. First: ‘Responsible social media’ council looks to bridge divides on tech Public officials in Washington for years have sparred along partisan lines over whether social media platforms take down too much or too little hate speech and misinformation.  A council launching this week aims to sidestep those disputes by proposing reforms that tackle issues of bipartisan concern, including children’s safety and national security. The newly minted Council for Responsible Social Media, set up by the nonpartisan nonprofit Issue One, features a wide-ranging and influential lineup of former U.S. lawmakers and federal officials, advocates, scholars, industry leaders and whistleblowers.  They include former Democratic House majority leader Dick Gephardt, former defense secretary and White House chief of staff Leon Panetta, former Jan. 6 House select committee adviser and Republican congressman Denver Riggleman, former Google ethicist and Center for Humane Technology co-founder Tristan Harris and Facebook whistleblower Frances Haugen.  “This is not a think tank. This is an action tank,” Gephardt told The Technology 202. “We want to see results.”  The group is staking out three initial areas of focus: how social media platforms may adversely affect children’s mental health, how they can be weaponized by foreign adversaries to the detriment of U.S. national security and how they may exacerbate societal divisions.  “The core goal of the commission is to really show that there are bipartisan paths forward … that involve having companies have to actually talk about what is their role in society,” Haugen said in an interview. Haugen said the council can move the debate around social media accountability forward by focusing on areas of “common ground,” like concerns around algorithmic amplification, transparency and platform design choices.  Haugen said proposals the council might explore include giving users, particularly children, the option to “reset algorithms” so they do not keep wandering down the same risky “rabbit holes.” By focusing on systemic issues, she said, the group might be able to help build support for ideas that sidestep thorny speech debates. The council has received roughly $250,000 in funding collectively from the Omidyar Network, the Newton and Rochelle Becker Charitable Trust and the Wend Collective, according to Issue One spokesperson Cory Combs. Combs said the council has not received direct funding from any tech companies. Some of the members, including Gephardt and Panetta, have ties to firms that have represented industry giants.  The Omidyar Network, a philanthropic venture launched by eBay founder Pierre Omidyar, has pushed for greater regulation of the tech giants. The Newton and Rochelle Becker Charitable Trust is a foundation that describes itself as a “support organization” for Jewish communities. The Wend Collective is a philanthropic group launched by Walmart magnate James Walton. The council may also rally around legislation that already has bipartisan support, such as recent Senate bills on kids’ online safety and platform transparency, Haugen said. One of those proposals, the Kids Online Safety Act, would give parents greater control over their children’s online activity and require that platforms give kids the option to opt out of algorithmic recommendations and other potentially harmful features. The other, the Platform Accountability and Transparency Act, would force companies to turn over data about their services to researchers, or face fresh liability threats if they don’t. Both proposals have bipartisan support, and the children’s safety bill advanced out of committee in the Senate with broad backing. But neither has a counterpart in the House, and the latter hasn’t been formally introduced, signaling they may both still face a long path to passage.  The council is also poised to shine a brighter spotlight on how U.S. companies may be playing into the hands of foreign adversaries — scrutiny that has largely focused on TikTok, owned by Beijing-based tech giant ByteDance. The council includes a slew of national security heavyweights, including former defense secretary Chuck Hagel, former CIA director Porter Goss and former Cybersecurity and Infrastructure Security Agency director Chris Krebs. Haugen said one concept the group may explore is requiring “consistent reporting” by companies about how much they are investing to counter foreign influence operations.  The group is launching ahead of a summit in Washington on Thursday, where it plans to lay out a “plan of action for the months and years ahead,” according to a release. Uber, Lyft, DoorDash shares drop after Biden administration announces gig worker rule The new proposal would require gig firms to consider workers as employees when they’re “economically dependent” on the company, Rachel Lerman reports. The share prices of Uber, Lyft and DoorDash slid on the news. Uber said the Labor Department listened to drivers, and argued that drivers prefer the “flexibility” of being independent contractors. Lyft said it would return gig firms to similar rules from the Obama administration, which “did not result in reclassification of drivers.” The AFL-CIO and Gig Workers Rising praised the proposed rule, but some critics said it didn’t go far enough. Officials at federal regulators invested in tech stocks More than 1 in 5 top federal officials disclosed investments in firms that were lobbying their agencies, the Wall Street Journal’s Rebecca Ballhaus, Brody Mullins, Chad Day, John West, Joe Palazzolo and James V. Grimaldi report. “While the government was ramping up scrutiny of big technology companies, more than 1,800 federal officials reported owning or trading” stock in Amazon, Apple, Facebook or Google, they write. “More than five dozen officials at five agencies, including the Federal Trade Commission and the Justice Department, reported trading stock in companies shortly before their departments announced enforcement actions, such as charges and settlements, against those companies.” Some agencies waived rules when the investments caused a conflict. In most cases that the Wall Street Journal identified, ethics officials said employees complied with ethics rules, which have some exceptions allowing officials to hold stock in firms that conflict with their agencies’ work. Meta pitches the metaverse to corporate America with its new VR headset The company’s new $1,500 virtual-reality headset will be integrated with ubiquitous Microsoft products, but it’s not clear if that’ll be enough to sway firms to Meta over Apple and TikTok parent ByteDance, which offer or are expected to release their own technology, Naomi Nix reports. Meta has significantly invested in chief executive Mark Zuckerberg’s vision of the metaverse as a place where virtual-reality experiences transform people’s lives. “The biggest impediment to Meta’s plans doesn’t have an easy fix: The technology required to accomplish some of Meta’s biggest ambitions for its VR devices is, by its own admission, still years away,” Naomi writes. “Even if Meta manages to continue elbowing out its headset competitors, there is no guarantee that most people will want to don the headsets and spend their lives in a virtual world.” Avatars in the Meta metaverse will soon have legs. Now, most visitors will have to pay even more for the privilege. Cue a new round of complaints about “money grubbing” and “nickel and diming.” “Every time this happens, fans go online to vow that they won’t return to Disney again,” Robert Niles, editor of Theme Park Insider, said in an email. “And maybe they don’t, but plenty of other visitors do keep coming to the parks, allowing Disney to keep bringing in more and more revenue. I expect this price increase to result in the same.” Disney’s parks in Florida and California rolled out new prices on Tuesday for the Genie Plus service, which allows guests toavoid lengthy waits. How much will the cost go up? That depends where you’re going, which day you’re visiting and — in California — when you buy the add-on. At Walt Disney World in Florida, the world’s busiest theme park complex, the price used to be $15 regardless of the day. For October, the cost will vary between $15 and $22, depending on how busy the four parks are on a particular day. After this month? No one is saying. Admission has been based on demand for several years, with the slowest days priced at $109 for a one-day, one-park ticket and busier dates climbing to $159; those prices did not change in Florida. That means a family buying tickets for a visit in the slow season in late August can expect to pay far less than someone visiting during the popular winter holidays. The company encourages guests to check the My Disney Experience app on the day of their visit, which is the only time Florida guests can purchase Genie Plus. That means park goers there won’t know how much they’ll need to spend until they’re on vacation — though steeper admission on busy days could be a hint that the service will also be on the pricier end. Disney charges for faster access to a handful of its most popular rides separately from Genie Plus; those “individual Lightning Lanes” were already priced variably. Deadline reported that the price range to skip the lines of some of those attractions would expand to include higher fees on busier days. That’s up from $20. The Los Angeles Times reported that the price will be $25 when purchased with a ticket or package in advance but variable when visitors buy it after entering the park. Disneyland also increased the price of admission on its busiest days to $179. The L.A. Times said the highest-priced ticket was previously $164; the paper reported that a two-day ticket that used to cost $255 is now $285. “I’m not surprised by these price increases,” Len Testa, president of the theme-park trip-planning site Touring Plans and co-author of the Unofficial Guides to Walt Disney World and Disneyland, said in an email. “Disney CEO Bob Chapek’s comments on the last earnings call and subsequent investor meetings were pretty clear: they’re going to increase prices until demand falls off.” Disney parks, experiences and products reported $7.4 billion in revenue for the quarter that ended July 2, a 70 percent improvement from the previous year. It was $7.2 billion in the first fiscal quarter, when Chapek said the company’s domestic parks and resorts “achieved all-time revenue and operating income records despite the omicron surge.” During an earnings call in August, Chapek said about half of the people who visit the parks “buy up” to the product. And last month, Josh D’Amaro, chairman of Disney parks, experiences and products, said at a conference that Genie Plus was “doing phenomenally well” and selling more than executives expected. He said that in surveys of guests who have bought the product, as well as those who have shelled out for a separate line-skipping option for the highest-demand rides, 70 percent say they will make the purchase again. “So we know we’re on to something with this,” he said. “It was a change to the system. So there’s going to be some reaction to it, which we would expect. But we know when a guest does buy it, they’re getting what they paid for, and they’re feeling really good about it.” But Leslie Harvey, founder of the site Trips With Tykes and co-founder of the Disneyland with Kids Facebook group, said some fans are frustrated because they are having to spend more for an experience that they feel is not worth the higher price. On a recent trip, she said she had “never seen so many animatronics broken on rides.” 75% of the people complaining about Genie+ today, will pay for Genie+ at peak pricing… and because of that, Disney will continue to increase the price. She added: “Some people really do feel priced out.” Testa said Disney observers noted years ago that the company “had essentially abandoned the middle class,” targeting instead the top-earning 1 percent to 20 percent of American households. “I think the big concern Disney’s going to face next is that at those premium prices, consumers are going to expect a premium experience,” he said in his email. “And we’ve started to see families say things like, ‘For the kind of prices Disney’s charging to see their replica of St. Mark’s Square in EPCOT, I can bring my whole family to the real Italy for a week.’ So I think that’s the new big concern for them.”
