By testing every citizen several times a week, the authorities hoped to isolate cases more quickly and avoid future crippling lockdowns. But in recent months that approach has failed to slow some of China’s biggest outbreaks. Now, with the politically important Communist Party congress just days away, the mass testing program that has become the cornerstone of China’s “zero-Covid” strategy appears to be foundering, even as it remains a fixture of the country’s urban landscape and balloons into a multibillion-dollar business. Desperate to isolate recent outbreaks, health workers have resorted to barricading buildings and even cordoning off single individuals in public spaces. Nearly two hundred million people are in some form of lockdown in China. In every village, town and city, testing requirements have become more burdensome and the punishments for failing to comply more severe. Yet with the testing apparatus growing bigger and bigger, the resources to support it have come under more financial strain, and the government, which funds most of the testing, has shown signs that it is struggling to pay up. Image Getting tested in Beijing last month.Credit…Gilles Sabrié for The New York Times The mass testing strategy in China — which has yet to approve an mRNA vaccine — began in May with an order for cities with more than 10 million people to do regular testing and provide testing facilities within a 15-minute walk of anywhere in the city. Overnight, tens of thousands of testing booths popped up in cities like Shanghai and Beijing. Blythe Dai said she gets tested for the coronavirus as frequently as possible. Her grandmother was recently dying in the hospital, but Ms. Dai wasn’t allowed to see her because her ‌48-hour negative P.C.R. test had expired. “Covid is not so scary,” said Ms. Dai, a 30-year-old resident in Shanghai. Instead, she said, it is the emotional cost that she and others have to pay. “We have sacrificed too much to control the epidemic,” she said. For smaller local governments already under pressure to stimulate a slowing economy, building a testing network as large of those found in Shanghai and Beijing has created a huge financial strain. Local authorities in provinces such as Shanxi and Jiangxi have already diverted money from public projects in order to fund pandemic monitoring and control. In some cities, civil servants have faced pay cuts. In others, bonuses for officials have been frozen to help prop up testing. And yet there are signs from some of China’s biggest testing companies that there is a cash shortfall. Dian Diagnostics said this summer that the amount of money it was still owed in payments had nearly doubled over the past year and warned of the “risk of bad debts.” Shanghai Runda Medical Technology recently said unpaid bills had increased by a quarter over the same period. Guangzhou Kingmed Diagnostics warned that delays in payments could raise its risk profile. “There is a serious imbalance between local government revenue and expenditure,” analysts at the Bank of China Research Institute wrote in a note to clients in late September. They estimated that regular mass testing would cost nearly $100 billion a year if 900 million people were tested every three days. Cases continue to rise as these financial pressures mount. Last week, a top official in the Xinjiang region, Liu Sushe, made a rare admission of defeat when he said, “We have not been able to achieve dynamic zero Covid for more than two months,” citing the “ineffectiveness of our control measures.” While the testing measures are proving to be less effective, the industry continues to make huge profits. Bigger companies like Dian Diagnostics have reported revenues that more than doubled over the first six months of this year, said Jialin Zhang, head of China health care research at the Japanese bank Nomura. Ms. Chen, a Shanghai resident, said she was quietly protesting the city’s testing requirements by refusing to get swabbed more than once a week, as required. She organizes her schedule so that she does her grocery shopping and sees friends within the first 72 hours after her weekly test. By limiting the number of tests she gets, she’s hoping to avoid lining the pockets of testing companies and her chances of being swept into a lockdown. “Reducing the profits of testing companies is only a superficial reason” to avoid testing, Ms. Chen said. She is mostly concerned that she will be caught in a lockdown or sent to a government isolation facility if she tests positive. “That’s why I try to do as little as possible.” To force people to submit to the swab, the authorities have reached for more punitive measures. In the south, north and east of China, the police have detained people for days for skipping P.C.R. tests, sometimes locking them up for more than a week. There was a time when China’s ability to find and isolate cases was considered the crown jewel of its pandemic strategy. While countries around the world saw infections soar and hospitals reach capacity, China’s Covid numbers remained low, allowing officials in Beijing to relish in their success handling the virus while Chinese consumers kept the economy humming. But the new, near-daily testing regime meant to combat stubborn variants is being met with growing frustration as the true costs of sustaining such a program become more clear. Image A temporary Covid-19 testing facility in China’s southern Hainan Province in August.Credit…Agence France-Presse — Getty Images For people like Haily Zhao, who gets swabbed every 72 hours as required by the authorities in Beijing, testing cuts into the time she needs to decompress after work. “It’s not, ‘I can do whatever I want as long as I’m doing P.C.R. testing,’” said Ms. Zhao, 26. “It’s, ‘Whatever I’m doing or want to do, I have to do a P.C.R. test first.’” When one conference recently used the tagline “The age of P.C.R. prosperity” in its marketing material, the backlash was so swift that the organizers had to cancel the event and later clarified it was not meant to promote P.C.R. testing. “Some people are rubbing salt in the wounds of those who are suffering,” one commenter wrote of the conference online. Even some of the workers who swab throats and noses and process test results have lost enthusiasm for the country’s testing protocols. Before China’s mass testing mandate, there were 153,000 people employed as testers and hundreds of thousands of Communist Party member volunteers ready to help fight the coronavirus. But the job is tiring and pays little. While a lab technician can make as much as $4,250 a month, advertisements for swabbing jobs offer something closer to $1,000. “It’s a boring, tedious, repetitive, mechanical job,” said Hu Shixin, a college student in the eastern city of Nanjing. Mr. Hu volunteered for two weeks in August to help with testing in the industrial city of Taiyuan as part of a youth Communist Party program. Dressed in a sweaty protective suit, he scanned ID cards and handed out the P.C.R. testing tubes. This Optionally Manned Lynx Could Replace Army's Bradley Fighting Vehicles https://digitalarizonanews.com/this-optionally-manned-lynx-could-replace-armys-bradley-fighting-vehicles/ American Rheinmetall, the U.S. subsidiary of the German weapons and automotive manufacturer, has unveiled a version of its Lynx infantry fighting vehicle that it is offering for the U.S. Army’s Optionally Manned Fighting Vehicle, or OMFV, program aimed at replacing the Bradley fighting vehicle. American Rheinmetall’s pitch will implement a variety of modifications to its existing Lynx vehicle, ranging from an unmanned turret to a small loitering drone launcher, in hopes of meeting the Army’s requirements for its next-generation armor fleet. American Rheinmetall unveiled the Lynx OMFV during this year’s Association of the U.S. Army Annual Meeting and Exposition conference in Washington D.C., which is on its second day. The offering was developed under a multi-company consortium dubbed ‘Team Lynx’ led by American Rheinmetall, along with Raytheon Technologies, Textron Systems, L3Harris Technologies, Allison Transmission, and Anduril Industries.  Rheinmetall has been developing the Lynx series of tracked armored fighting vehicles since 2015. Originally designated as the KF31 infantry fighting vehicle (IFV), the inaugural variant in the family was first displayed at the Eurosatory defense exhibition in 2016 as a way to introduce a new generation of armor. Hungary is currently the only NATO and European Union member state to have purchased the Lynx, and deliveries are slated to arrive next year. Australia, Greece, Iraq, and the United States are all potential buyers, with offers in various stages having been made by the company. Credit: Dan Parsons The Army has selected four companies in addition to American Rheinmetall to participate in the early phases of the OMFV program, which includes BAE Systems, General Dynamics Land Systems, Oshkosh Defense, and Point Blank Enterprises. Each company is expected to have a bid ready to offer the Army by November 1, but American Rheinmetall has seemingly released their offering just under a month early. The OMFV contract could be worth up to $45 billion potentially for thousands of vehicles and is slated to be awarded to the winning company by 2027. Credit: Rheinmetall As it stands, the Army’s OMFV effort, which seeks to develop an optionally manned IFV with increased lethality and survivability to replace its aging fleet of M2 Bradleys, is still in the initial phases of the overall acquisition process. Essentially, American Rheinmetall has submitted its Lynx OMFV concept — capable of carrying two crewmen and six fully-equipped soldiers — not as a prototype but as a digital design for the Army to consider as it informs and matures its final OMFV requirements. With Rheinmetall being the first to reveal its digital OMFV design, its intriguing new high-tech additions could very well set the bar for how the remaining entrants will be considered.  Among these modernizations is Allison Transmission’s contribution to the design: the company’s eGen Force Transmission. eGen will allow the Lynx OMFV to enable electric hybrid propulsion as well as ‘electric only silent maneuverability’ as described by American Rheinmetall. This basically means that the way eGen distributes power throughout the vehicle will allow it to travel with little to no noise emittance under certain conditions. Credit: Allison Transmission Among Raytheon’s sensor and weapon contributions to the project is what the company has dubbed its ‘Multi-Mission Launcher.’ According to an American Rheinmetall, the Multi-Mission Launcher will be designed to fire anti-tank missiles like TOW and Javelin as well as launch Coyote Block 3 loitering munition drones all from the Lynx OMFV itself. The Army does, however, want to eventually replace TOW with a missile that will fit the existing TOW launch architecture, so the TOW replacement could be integrated into this launcher too, among other future weapons. Another intriguing feature of the Lynx OFMV is the vehicle’s new American Rheinmetall-designed unmanned turret. In its current configuration, the turret will host a big, hard-hitting XM913 50mm cannon. The vehicle’s secondary remote weapon station is designed to accommodate a .50 caliber M2 machine gun along with other light and medium machine gun options, as well as grenade launchers. The vehicle’s optimized two-crew approach, with a lot of automation built-in, also makes the leap to unmanned operations more seamless when the mission calls for it. L3Harris will bring a modular open systems approach to the Lynx OMFV offering. In a press release, American Rheinmetall implied that L3Harris’ contributions will make up the vehicle’s overarching mission management system, as the company will be providing the electronics and cybersecurity that will ostensibly connect the vehicle’s sensor, communications, and targeting systems with the intent to ease crew workload and bolster situational awareness. This will comprise what American Rheinmetall has called the Lynx OMFV’s Ground Combat Systems Common Infrastructure (GCIA), which will host the modular electrical and software architecture. “A 360-degree situational awareness system on the Lynx OMFV offers video for all crew members onboard and allows dismounts to prepare for their mission while moving to the objective,” read an American Rheinmetall press release. “The L3Harris WESCAM MX-GCS MK3 sight provides stabilized, digital thermal, TV, and IR capabilities with an integrated laser rangefinder and fire control unit. Credit: L3Harris The software that will support Lynx OMFV’s GCIA will be developed by Anduril. The company will essentially provide the overall architecture’s digital backbone by fusing the vehicle’s onboard sensors to more accurately and efficiently represent targets of interest through what is being called the Common Tactical Picture (CTP). The CTP will act as a command and control center of sorts, which will be helpful in facilitating the transfer of target information up the chain of command to ensure that the right effects are being used to engage the right targets. Beyond its advanced armor plating, to enhance survivability, American Rheinmetall added that the Lynx OMFV can be fitted with explosive reactor armor (ERA) as well as active protection systems. To enhance situational awareness, survivability, and the ability to return fire, the company says “with the integration of laser warning sensors, hostile fire detection, and an active protection system, the crew is able to identify threats and provide location information to the crew and higher commands.” They also claimed that their OMFV offering will support levels of speed and mobility that the company claims are on par with that of the M1 Abrams.  Textron Systems will be the U.S.-based manufacturing partner for Team Lynx. The company would build the Lynx OMFV’s chassis in collaboration with American Rheinmetall who will be manufacturing the turret structures at a co-located Textron System facility in Slidell, Louisiana. Credit: L3Harris Technologies The Army’s OMFV program has for years been searching for a new and improved IFV to replace its existing fleet of M2 Bradleys a design that is well over 40-years-old. While the vehicles have undoubtedly cemented themselves as a renowned means of infantry transport and fire support since their shaky development and entry into service in 1981, a Congressional Research Service (CRS) report explained that Bradleys have been updated so many times over the years to keep up with Army modernization efforts that the design has “reached the technological limits of its capacity to accommodate new electronics, armor, and defense systems.” In October 2018, after three failed attempts to replace the Bradley, the Army officially announced the OMFV program as part of the Pentagon’s larger Next Generation Combat Vehicle (NGCV) effort. After a couple of years spent recalibrating the program’s requirements, the Army finally revealed a five-phase approach to OMFV acquisition in April 2020, and the effort is now in Phase II, or the Concept Design Phase. Optionally manned capabilities are a predominant expectation of the OMFV program. In the same CRS report mentioned earlier, ‘optionally manned’ is listed first among the Army’s preliminary basic operational requirements for the OMFV, and it explains that the vehicle must have the ability to conduct remotely controlled operations while the crew is off-platform. The opportunity to keep soldiers off of the vehicle during certain operations would not only reduce the risk of losing human lives in combat, but it could improve the overall lethality of other manned platforms that would potentially work alongside and in conjunction with a future unmanned fighting vehicle. Some Of Katie Hobbs' Supporters Are Concerned MAGA Firebrand Kari Lake Is Outshining Her Low-Key Campaign https://digitalarizonanews.com/some-of-katie-hobbs-supporters-are-concerned-maga-firebrand-kari-lake-is-outshining-her-low-key-campaign/ PHOENIX — In the homestretch of Arizona’s high-stakes contest for governor, Democratic Secretary of State Katie Hobbs has refused to debate her Republican opponent, MAGA firebrand Kari Lake, while also maintaining a low-key campaign schedule and facing being outspent on the airwaves in the closing weeks of the race. As Lake barnstorms the state, some supporters, including Democrats and anti-Lake Republicans — a key constituency Hobbs needs to win over in a state where voter registrations are essentially split into thirds among Democrats, Republicans and independents — have expressed concern.  In interviews, they point to Hobbs’ refusal to debate Lake as an unforced error, a move that has provided Lake, a leading election denier, with ammunition to repeatedly attack Hobbs as too “weak” to serve as governor, and they’re expressing a desire for her to be more of a robust presence on the campaign trail. “You wonder as a candidate if you’re doing everything you should be doing,” said Sandra Kennedy, an elected member of the state Corporation Commission who chaired President Joe Biden’s winning 2020 campaign in Arizona. “You don’t want to wait till the day after the election and think, ‘Would I have done it another way?’” “I can’t say to you that she should have done or shouldn’t have done certain things,” Kennedy added. “She’s the candidate. But if I were the candidate for governor, I would debate, and I would want the people of Arizona to know what my platform is. And I would lay it out — lay it out in a way so they will know the difference between me and Kari Lake.” The stakes of the race are huge. Arizona presents perhaps the greatest chance for an election-denying candidate tied closely to Trump to win a swing-state governor’s  race this fall, with the winner having a direct role in the state’s certification of the 2024 presidential vote.  In recent weeks, surveys from CBS News, CNN and Fox News suggest that Hobbs and Lake are in a toss-up race, with each result falling within the margin of error. Those same surveys suggest Sen. Mark Kelly, a Democrat, holds slightly larger leads over Republican nominee Blake Masters in the state’s critical Senate race. National and state Democrats working on the race said any concern over Hobbs’ campaign was “overblown.” These Democrats, who requested anonymity to speak candidly on the race, said any disparity between Hobbs and Kelly in polling can be attributed to his significantly larger war chest, higher name ID with voters and Lake benefitting from her decades as a TV news anchor in Phoenix.  They remain confident that Hobbs, boosted by recent court rulings on statewide abortion policy, as well as Lake’s refusal to moderate her stances on abortion and other issues, will be able to win. Hobbs has increasingly centered her pitch on abortion rights after a state court allowed for the enforcement of a near total ban that originated in the 19th century — and was later put on hold by an appeals court — and the enactment of a 15-week ban following the Supreme Court’s overturning of Roe v. Wade. Asked about the concerns, Hobbs said in an interview that she was confident in her campaign. “I am out here,” she said. “I’m fighting.”  Speaking with NBC News after addressing the Arizona Women’s March on Saturday, she said she is working to build statewide coalitions ahead of the vote. “We are going to win,” she added. “And I will accept the result if I don’t.” Arizona Republican nominee for governor Kari Lake sign a campaign poster for a supporter on Oct. 7 in Scottsdale.Mario Tama / Getty Images Hobbs, as secretary of state, gained national attention for defending Arizona’s election in the wake of former President Donald Trump’s narrow loss and subsequent campaign to overturn the results. But she has studiously avoided her opponent on the trail. While Lake’s campaign schedule has been tightly packed with events, Hobbs has maintained a more modest presence. Of the pro-Trump election deniers running for key positions across the country, Lake is widely seen as having the best shot at winning a swing-state governor’s seat and has been described as the “Leading Lady“ of Trumpism. Donna Durand, who chairs a Democratic Party organization west of Phoenix, said she is “anxious” over Hobbs’ decision not to debate Lake, adding the campaign has been difficult to coordinate with in terms of setting up events. “I feel the frustrations,” she said, adding, “I’ve been contacting Hobbs’ team since June. And my clubs out here have been contacting the Hobbs team since January. And we just get the same answer — either crickets or, ‘Sorry, we can’t do this right now.’” She stressed that she still supported the Democratic candidate. “I don’t take anything for granted,” Durand said, “and neither should Katie Hobbs.” Asked about her schedule, the Hobbs’ campaign pointed to two campaign tours the candidate embarked on in August and September, as well as a trio of public events she participated in last week. They also pointed to recent media appearances and her record fundraising total for an Arizona Democrat, and said Hobbs has made a number of phone banking and canvassing stops.  Lake’s campaign told NBC News that she held 10 public events last week, with a spokesperson saying her schedule is “packed to the gills.” The Hobbs campaign insisted that while Lake may be more visible, her events are geared to the existing right-wing base, and not turning out critical swing voters. “I’ve said this to the Hobbs people: ‘Throw a punch, and I’m there. Fight, fight, and I’m there. Lead,’” Wes Gullett, a former senior adviser to the late Sen. John McCain, R-Ariz., and an anti-Lake Republican who supports Hobbs, said. “But she doesn’t.” When it comes to her refusal to debate Lake, Hobbs said that doing so would only give a platform to conspiracy theories that would not be beneficial to voters, citing Lake’s performance in the GOP primary debate in which she asked participants to raise their hands if they thought Arizona “had a corrupt, stolen election.” But Hobbs also passed on participating in a debate during the Democratic primary. “I’d love nothing more [than] to have a substantive conversation about the issues, how we differ and how we would govern,” Hobbs said. “That cannot happen on a stage with Kari Lake, who has shown she’s more interested in making a spectacle than anything else.” Arizona Secretary of State and Democratic gubernatorial candidate Katie Hobbs speaks at a Women’s March rally outside the State Capitol on Oct. 8, 2022 in Phoenix.Mario Tama / Getty Images Lake has seized on Hobbs’ refusal to debate and centered it during recent campaign appearances. She even disrupted the start of a forum where both were supposed to appear separately last week, asking that Hobbs come out and debate her, before agreeing to leave the audience until it was her turn to speak. Speaking to reporters after an event with South Dakota Gov. Kristi Noem, a Republican, in Scottsdale last week, Lake again sharply criticized Hobbs for eschewing a statewide debate. “[S]he’s trying to say it’s because I’m a conspiracy theorist,” Lake told reporters. “Then show up on the debate stage and call me out for goodness sakes.”  “We need a strong governor, not somebody who’s afraid to debate, not someone who’s afraid to even look at me,” she said. In an interview, the Democratic secretary of state nominee, Adrian Fontes, said he was confident in how Hobbs was navigating the race. Fontes did participate in a debate televised statewide with his GOP opponent, Mark Finchem, another vocal election denier. “The volatility of her opponent is really breathtaking,” Fontes said of Hobbs, adding, “I trust her judgment on this one.” Speaking with NBC News after addressing a “get out to vote” event at Arizona State University, Democratic National Committee Chairman Jaime Harrison said he “couldn’t ask for any better” candidates than Hobbs and Kelly. “Part of what Mark has over Katie is that he had a 2020 race that was one of the hottest races in the country, where tens of millions of dollars was poured in,” Harrison said in an interview Wednesday. “So name ID is there. Katie’s running against Kari, who’s been on everybody’s television for a long time.” Harrison said he believes both Democratic candidates will win because Arizonans are “not looking for the next Trumpian-type fools.” Hobbs has yet to appear on the campaign trail with Kelly or Sen. Why not?” Masters immediately replied: “Well, I still believe it. That’s for sure. U.S. District Judge Lewis A. Kaplan rejected a request by Trump’s lawyers that the planned testimony be delayed. The deposition is now scheduled for Oct. 19. The decision came in a lawsuit brought by E. Jean Carroll, a longtime advice columnist for Elle magazine, who says Trump raped her in an upscale Manhattan department store’s dressing room. Trump has denied it. Carroll is scheduled to be deposed Friday. Trump’s lawyer, Alina Habba, said in a statement: “We look forward to establishing on the record that this case is, and always has been, entirely without merit.” Roberta Kaplan, Carroll’s attorney, said she was pleased with the ruling and looked forward to filing the new claims next month “and moving forward to trial with all dispatch.” Trump’s legal team has tried various legal tactics to delay the lawsuit and prevent him from being questioned by Carroll’s attorneys, but Judge Kaplan wrote that it was time to move forward, especially given the “advanced age” of Carroll, 78, and Trump, 76, and perhaps other witnesses. “The defendant should not be permitted to run the clock out on plaintiff’s attempt to gain a remedy for what allegedly was a serious wrong,” he wrote. Carroll’s lawsuit claims that Trump damaged her reputation in 2019 when he denied raping her. Trump’s legal team has been trying to squash the suit by arguing that the Republican was just doing his job as president when he denied the allegations, including when he dismissed his accuser as “not my type.” That’s a key question because if Trump was acting within the scope of his duties as a federal employee, the U.S. government would become the defendant in the case. The 2nd U.S. Circuit Court of Appeals said in a split decision last month that Trump was a federal employee when he commented on Carroll’s claims. But it asked another court in Washington to decide whether Trump’s public statements occurred during the scope of his employment. Kaplan, the judge, said Trump has repeatedly tried to delay the collection of evidence in the lawsuit. “Given his conduct so far in this case, Mr. Trump’s position regarding the burdens of discovery is inexcusable,” he wrote. “As this Court previously has observed, Mr. Trump has litigated this case since it began in 2019 with the effect and probably the purpose of delaying it.” The judge noted that the collection of evidence for the lawsuit to go to trial was virtually concluded, except for the depositions of Trump and Carroll. “Mr. Trump has conducted extensive discovery of the plaintiff, yet produced virtually none himself,” Kaplan said. “Completing these depositions — which already have been delayed for years — would impose no undue burden on Mr. Trump, let alone any irreparable injury.” The judge also said the deposition could be useful when Carroll’s lawyer next month files a new lawsuit under New York’s revival law, the Adult Survivors Act, allowing her to sue for damages for the alleged rape without the statute of limitations blocking it. Carroll sued Trump in November 2019, five months after he denied raping her in the mid-1990s in a Manhattan department store dressing room. Trump said “she’s not my type.” More recently, Trump also claimed that he was shielded from Carroll’s lawsuit by a federal law immunizing government employees from defamation claims. Trump in September sought to put Carroll’s case on hold, after the 2nd U.S. Circuit Court of Appeals in Manhattan left it to a Washington, D.C., appeals court to decide whether Trump acted as president when he branded Carroll a liar in 2019. Carroll then accused Trump of stonewalling. On Wednesday, U.S. District Judge Lewis Kaplan in Manhattan said completing the deposition of Trump before the District of Columbia appeals court rules “would impose no undue burden on Mr. Trump, let alone irreparable injury.” Roberta Kaplan, a lawyer for Carroll, said in a statement, “We are pleased that Judge Kaplan agreed with our position not to stay discovery in this case.” Alina Habba, a lawyer for Trump, said, “We look forward to establishing on the record that this case is, and always has been, entirely without merit.” Separate from the defamation lawsuit, Carroll, a former Elle magazine columnist, plans to sue Trump on Nov. 24 for battery and inflicting emotional distress. The discovery of the leak in the main route carrying oil to Germany, which operator PERN said it found on Tuesday evening, comes as Europe is on high alert over its energy security in the aftermath of Moscow’s invasion of Ukraine which has cut supplies of gas. Drone footage showed a black stain of oil from the underground pipeline spreading across farmland at the site of the leak, surrounded by fire engines and other emergency teams. Germany said it was hoping for more information soon from Poland about the cause of the leak and how it can be repaired. Europe has been on high alert over the security of its energy infrastructure since major leaks were found last month in the Nord Stream 1 and 2 gas pipelines running from Russia to Europe under the Baltic Sea. Both the West and Russia have blamed sabotage. All potential causes of the leak were being considered, a spokesman for the Polish security services, Stanislaw Zaryn, told Reuters. The top official in charge of Poland’s energy infrastructure, Mateusz Berger, said it was most likely “accidental damage”, adding that there was at this stage “no grounds at all” to believe that it was sabotage. Berger said the leak was located 70 km (44 miles) west of Plock, where Poland’s biggest refinery owned by PKN Orlen is located. As a result, part of the pipeline’s capacity towards Germany was not available, he said, adding that repairs would likely “not take long”. In the evening Polish Prime Minister Mateusz Morawiecki said it was too early to say whether the leak was accidental damage or was caused by sabotage. “…Many steps point straight to the Kremlin, but we want to be very responsible and only then confirm our assumptions,” he told Polish state-owned radio broadcaster PR3. Russia’s Transneft state-owned pipeline monopoly said it was continuing to pump oil towards Poland. Poland’s PKN Orlen (PKN.WA) said that supplies to its Plock refinery were not interrupted while Czech pipeline operator MERO had not seen any change in flows to the Czech Republic. “The main action (we are taking) is to pump out the liquid and locate the leak and stop it,” fire brigade spokesman Karol Kierzkowski told state broadcaster TVP Info, adding there was no danger to the public. Firefighters in the mid-northern Kujawsko-Pomorskie region of Poland said they had pumped about 400 cubic metres of oil and water from the site, which was in the middle of a corn field. The second line of the Druzhba pipeline was working as normal, PERN said. The total capacity of the western section of both lines that carry oil from central Poland to Germany is 27 million tonnes of crude oil per year. Germany’s Schwedt refinery, which serves Berlin, will struggle most if Druzhba supplies are interrupted as it has few alternative options to service its crude needs. The German government aims to eliminate imports of oil from Russia by the end of the year under European Union sanctions. But in the first seven months of the year, Russia was still its top supplier, accounting for just over 30% of oil imports. As Germany looks for alternative supplies for Schwedt, Druzhba could be instrumental in supplying oil via the Polish port in Gdansk. The German government has been in talks to secure oil from Kazakhstan to supply Schwedt, but that oil would have to flow to Germany via the Druzhba pipeline too. Berlin has rejected an offer from Russian President Vladimir Putin to supply gas to Europe via Nord Stream 2 this winter – the new pipeline which Germany refused to allow to be put into operation. He married Cynthia Smith-Fidler on October 22, 1996. Randy was an avid outdoorsman who enjoyed ATV’s, camping, and inner tubing on the Tippecanoe River. Over the past three years Canyon has been seeing a revitalization in their historic downtown and in the entire community from the optimism of new businesses and incoming people. Mickey’s Place, a new addition to the Shops on Fifth Avenue, is a modern twist on traditional Italian cuisine. The new addition to Canyon is in the previous location of “Barrel and Pie”, a previous favorite of residents and West Texas A&M University students alike. The Shops on Fifth Avenue is a relatively new addition to Canyon with it being across the street from the old Randall County Courthouse and sandwiched between the Texas Outdoor Musical Theater office and The Cake Company of Canyon. One of the outdoor patios sits on the north side of the Shops on Fifth Avenue. This seating has a great view of Canyon’s downtown square, including Palace Coffee Company. However, since the opening of his previous location he married his wife and had three kids. Mickey’s Place offers multiple different choices, whether that be pizza, pasta or Pendelton. The menu has a different selection of Italian, Not so Italian, salads, sandwiches, deserts or even catering for people visiting the restaurant. Browsing the menu, the prices associated with the food and drinks is on the higher end, however it is still cheaper than if Mickey’s Place was located in a major metropolitan area. On the more affordable side of the menu there is an option to order from the Lunch menu, which runs from Monday through Friday from 11 a.m. to 4 p.m. Another option for those wanting to try something new is the brunch menu which has Italian sausage & eggs, omelets, french toast, pancakes, salmon cake, eggs benedict and perfect frittata. This menu is only available on weekends from 11 a.m. to 2 p.m. One way that the restaurant pulls new customers into the shop is by its dedication to “100% guest satisfaction”. Their space in the restaurant uses the previous side of “Barrel and Pie” and the backspace that held games. On cool summer or autumn nights there are patios on both the north and south side of the restaurant available for seating. A recent addition to the location is their alcoholic special events that people can attend. A recent whiskey event was held at the location and they had 5 courses with their own alcoholic paired drink. However, this high-quality occasion did have a hefty price attached with it, $100 a person. There is currently a plan underway for a similar event with wine. In addition to this special event there are several different types of amenities found on their website such as delivery, wine tasting, live music, catering and a private dining room. There are several seating options for people to choose from in the restaurant. Waiters were running around providing answers diligently. The food that I ate was manicotti with Italian sausage and it was superb. The cheese and sauce was not too heavy for me to have a productive afternoon. The proportions were just right to avoid feeling hazy through the afternoon. I left feeling contempt and excitement about the future of a new location in the community that I’ve spent the last 4 years in. The judge said the question of whether Trump raped Carroll is “paramount” to the current case and the future lawsuit and stopping the deposition now because it could be used in the future “would make no sense.” Carroll sued Trump for defamation in 2019 after he denied raping her in the mid-1990s and said that she wasn’t his type and accused her of fabricating the claim to boost sales of her book. Trump and the Justice Department argued Trump was a federal employee and his statements denying Carroll’s allegations were made in response to reporters’ questions while he was at the White House. They argued the Justice Department should be substituted as the defendant, which, because the government cannot be sued for defamation, would end the lawsuit. Judge Kaplan ruled against Trump and the DOJ. They appealed. Last month a federal appeals court ruled that Trump was a federal employee when he denied Carroll’s claim of rape and sexual assault. However, the federal appeals court in New York asked the DC appeals court to determine if Trump was acting in the scope of that employment when he made the allegedly defamatory statements. If the DC court finds that Trump was acting within his role, then the Justice Department would likely be substituted as a defendant. The DC appeals court has not yet taken up the matter. In Tucson, the penalties for a drunk driving conviction include a minimum of 30 days in jail, around $2,700 in fines, a 90-day license suspension, and an ignition interlock device for 12 months. U.S. Attorney Andrew Luger announced the guilty plea by Denis Molla, 30, on Tuesday. According to court documents, Molla told police that on Sept. 23, 2020 someone had lit his camper on fire and that three unknown males were near his home when he heard an explosion. Molla had stated that his camper was targeted because it had a Trump 2020 flag displayed on it. He also reported this his garage door was vandalized with an Antifa symbol on it, as well as “Biden 2020” and “BLM” for Black Lives Matter. In reality, Molla set his own property on fire and did the vandalism himself. Denis Molla during 2020 interview with CCX News Investigators say Molla later submitted multiple insurance claims seeking coverage for fire damage to his garage, campers, vehicles and home. Molla’s insurance company denied some of those claims, which led Molla to file a written complaint with the company and threaten reporting the insurer to the Minnesota Department of Commerce and the Minnesota Attorney General’s Office, court records showed. Court records show Molla submitted more than $300,000 in fraudulent insurance claims. He received roughly $61,000 from his insurance company, documents showed. Molla also received more than $17,000 from individual donors through GoFundMe, the investigation found. Molla pleaded guilty to one count of wire fraud. The decision came in a lawsuit brought by E. Jean Carroll, a longtime advice columnist for Elle magazine, who says Trump raped her in an upscale Manhattan department store’s dressing room. Trump has denied it. Carroll is scheduled to be deposed Friday. A lawyer for Trump did not immediately respond to a request for comment. Trump’s legal team has tried various legal tactics to delay the lawsuit and prevent him from being questioned by Carroll’s attorneys, but Kaplan wrote that it was time to move forward. “The defendant should not be permitted to run the clock out on plaintiff’s attempt to gain a remedy for what allegedly was a serious wrong,” he wrote. Carroll’s lawsuit claims that Trump damaged her reputation in 2019 when he denied raping her. Trump’s legal team has been trying to squash the suit by arguing that the Republican was just doing his job as president when he denied the allegations. That’s a key question because if Trump was acting within the scope of his duties as a federal employee, the U.S. government would become the defendant in the case. The 2nd U.S. Circuit Court of Appeals said in a split decision last month that Trump was a federal employee when he commented on Carroll’s claims. But asked another court in Washington to decide whether Trump’s public statements occurred during the scope of his employment. Kaplan said Trump has repeatedly tried to delay the collection of evidence in the lawsuit. “Given his conduct so far in this case, Mr. Trump’s position regarding the burdens of discovery is inexcusable,” he wrote. “As this Court previously has observed, Mr. Trump has litigated this case since it began in 2019 with the effect and probably the purpose of delaying it.” Copyright 2022 The Associated Press. (AP) — A vote to impeach former President Donald Trump led to an outcome Washington Democrats had unsuccessfully sought for years: the ousting of long-time Republican U.S. Rep. Jaime Herrera Beutler from her seat representing the southwest corner of the state. Now an open seat heading into November, the 3rd Congressional District is a key race for both parties as the House is up for grabs amid an environment of increasing polarization. Democrat Marie Gluesenkamp Perez and Trump-endorsed Republican Joe Kent advanced out of the state’s crowded top two August primary that left the moderate Republican incumbent in third place. Herrera Beutler, one of 10 House Republicans who voted to impeach Donald Trump following the Jan. 6 attack on the U.S. Capitol, has not endorsed a candidate in the race, and has not said how she plans to vote. Where the 22% of voters who voted for Herrera Beutler in the primary fall in the general will be key for who ultimately prevails, said Mark Stephan, an associate professor of political science at Washington State University-Vancouver. “Even though Republicans continue to dominate the 3rd District, they are split in their perspectives,” he said. “This is a Republican district and it will be for a while. But there’s this small sliver of chance for the Democrats now.” The former president garnered just 38% of the statewide vote in 2020 but narrowly won southwest Washinton’s 3rd District with 50.6% of the vote. In comparison, Herrera Beutler captured more than 56% in her race that year. With an “America First” Republican candidate and a rural Democrat now the choice before voters, Stephan said “the polarization of the rest of the country can be visualized in the 3rd District.” A recent debate in Vancouver, the largest city in the district, showed the vast difference between the two candidates, with Gluesenkamp Perez saying Kent is too extreme for the district and Kent countering that she would be a rubber stamp vote for Democrats . Kent, a former Green Beret who is a regular on conservative cable and podcasts, has called for the impeachment of President Joe Biden and an investigation into the 2020 election. He’s also called to defund the FBI after the search on Trump’s Mar-a-Lago home for classified documents. He railed against COVID shutdowns and vaccine mandates at the debate, calling the vaccine “experimental gene therapy” and saying Dr. Anthony Fauci, the nation’s top infectious disease expert, “must be held accountable.” “Does anyone else here feel like they just spent a month on YouTube?” Gluesenkamp Perez asked the crowd, saying that Kent’s comments are “doing nothing to heal our country.” Kent responded that the loss of his wife, a Navy cryptologist who was killed by a suicide bomber in Syria during a mission to fight the Islamic State in 2019, was “because our ruling class, Republicans and Democrats, consistently lied to the American people to keep us engaged in wars abroad.” “That is why I have a skepticism of our federal government,” he said. Gluesenkamp Perez — who co-owns an auto shop with her husband just across the border in Portland, Oregon — said that as a small business owner who lives in a rural part of the district, she is more in line with voters. She supports abortion access and policies to counter climate change, but also is a gun owner who said she opposes an assault rifle ban, though she does support raising the age of purchase for such guns to 21. “I am not your typical Democrat,” she told the crowd. “We have got to get people in Congress who fix things again, not people that are out starting flame wars.” Kent said Gluesenkamp Perez “will vote in lock step” with Democrats. “How’s your 401k doing right now, how’s your future look for your kids? Russia’s Federal Security Service (FSB) claimed the main intelligence department of the Ukraine’s Ministry of Defense, its head Kyrylo Budanov, and its employees and agents organized the “terrorist attack” on the Kerch Strait road-and-rail bridge, Russian state media RIA Novosti reported Wednesday. “At the moment, five citizens of Russia, three citizens of Ukraine and Armenia, who participated in the preparation of the crime, have been detained as part of a criminal case,” the report by FSB and the Russian Investigative Committee said, according to RIA Novosti. “The explosive device was concealed in rolls with polyethylene construction film on 22 pallets with a total weight of 22,770 kilograms,” the FSB report added, RIA Novosti also reported. Ukraine has yet to publicly comment on the new claims by Russia’s FSB and Investigative Committee. The Crimea bridge explosion over the weekend served as a major blow to what the Kremlin calls its “special military campaign” in Ukraine, as Moscow counters low morale among Russian troops and thinning military supplies. The bridge is strategically important because it links Russia’s Krasnador region with the Crimean peninsula, which Russia annexed from Ukraine in 2014 in a move roundly criticized by the international community. It is a critical artery for supplying Crimea with both its daily needs and supplies for the military. Over the last few months, dozens of Russian military convoys have used the bridge, carrying vehicles, armor and fuel. Limited car and rail traffic has restarted on the bridge following the blast. However, larger vehicles like heavy trucks, vans and buses are traveling by ferry. Russian officials had earlier claimed the explosion was caused by a truck blowing up on the road bridge. The report said the explosive device had been sent from the port of Odesa in early August this year through Bulgaria, Georgia and Armenia, Russian state media TASS reported. The blast also sparked a feverish response from the Kremlin, which used the explosion to justify a wave of brutal airstrikes across Ukraine Monday in scenes that echoed the early days of the invasion. At least 19 people were killed and more than 100 injured during the attacks, which targeted critical energy infrastructure across Kyiv and other major Ukrainian cities, according to Ukrainian officials. Further east, rescuers searched through rubble in the city of Zaporizhzhia Sunday after Russian missile strikes killed at least 13 people and wounded 89 others. Ukrainian Foreign Minister Dmytro Kuleba described the fatal shelling as an act of “revenge” from Russian President Vladimir Putin following recent defeats on the battlefield. “When his army cannot beat Ukrainian army, he chose to terrorize civilians in response as revenge,” Kuleba told CNN Chief International Anchor Christiane Amanpour. International leaders also pledged their support for Ukraine in the wake of the strikes. The European Union’s foreign policy chief, Josep Borrell, tweeted Monday: “Such acts have no place in (the) 21st century.” Belgium’s Prime Minister Alexander De Croo tweeted that the “bombardment of Kyiv and of civilian targets in many other cities is a reprehensible act by Russia.” Ukrainian President Volodymyr Zelensky invoked G7 leaders Tuesday to help his country establish an “air shield” against aerial attacks. He also called for stiffer sanctions against Russia and reiterated his demand for Russia to be declared a terrorist state. Chris Jacobs made a decision. If an assault weapons ban came to the House floor, he would support it, he told voters in his conservative congressional district. “I could have said nothing,” said Jacobs. Silence would have allowed him to cruise through the Republican primary. But after 31 deaths in 10 days, including the slaying of 19 children at a school in Uvalde, Texas, he felt he had an obligation to take a public stance. “Having two young children, it just really — you have a different perspective when, you know, thinking about going home to your kids when those 19 children perished,” Jacobs said. A week later came another decision. With Republicans withdrawing their support for him in droves, Jacobs announced he would not seek reelection. The expiration of his career is another sign of the polarization that is ever-growing in a Congress where, as Jacobs said, “If you stray from a party position, you are annihilated.” “There’s a lot of single-issue voters in the Republican Party on this issue, and on the other side, abortion,” he said in an interview with The Associated Press. “The idea of big tents for parties, I think, is very important. And right now it’s very strident both ways, and I just don’t think that’s good,” he said. “The polarized nature is why you see a lot of frustrated members of Congress and not enough is getting done.” But if there is regret for the decision that abruptly halted his political career, it doesn’t show. On his way out of Congress, the Republican serving his first full term has doubled down on his support for the regulation of certain high-powered firearms, proposing a licensing regimen for people who want to buy them. “Ninety-nine percent of people are very responsible gun owners. Unfortunately, saying it’s only 1% (who are not) gives no solace to someone who lost somebody senselessly in Buffalo or in one of these mass shootings,” Jacobs said. His Federal Assault Weapons Licensing Act would require people to take a safety course, pass an FBI background check and submit fingerprints before buying a “semi-automatic assault weapon.” There are exemptions, including for current owners, active duty military and law enforcement officers. The steps would be similar to those required for the thousands of pistol permits Jacobs issued during five years as Erie County clerk, a process he considers a reasonable balance between Second Amendment protections and responsible ownership. Many of Jacobs’ former supporters see his position as a betrayal. “It’s just not really tolerable,” said the state’s Conservative Party chair, Gerard Kassar. “In terms of single issues, the Second Amendment in parts of upstate New York … is a very, very significant single issue and represents more than just the issue of guns,” Kassar said. “It represents the issue of freedom, represents an issue of constitutionalists. It represents the position of libertarians.” Donald Trump Jr. tweeted that Jacobs had “caved to the gun-grabbers.” Jacobs’ reputation as a moderate has, until now, worked to his advantage. He was the first Republican to be elected Erie County Clerk in 40 years and gained acceptance on the school board in the heavily Democratic county seat of Buffalo. He was serving in the state Senate when, with the endorsement of President Donald Trump, he won a special election to Congress in June 2020. In Congress, Jacobs was endorsed by the National Rifle Association, voted against impeaching Trump and has strongly advocated for completion of the wall begun by the former president along the southern border. But his break with the party on guns began when an 18-year-old shooter killed 10 Black people and wounded three victims at a Tops Friendly Market near where his real estate development business is based. “It was profound to all of us,” said Jacobs, a member of a prominent Buffalo family. His uncle is Jeremy Jacobs, the billionaire owner of the Boston Bruins and chair of concessions giant Delaware North. Two weeks later, another 18-year-old with a similar weapon opened fire at the elementary school in Uvalde, killing 19 students and two teachers. This time, Jacobs’ thoughts turned to his own children, one 3 and the other less than a year old. When the House in July voted to ban certain semi-automatic guns for the first time since 2004, he was one of two Republicans to support the proposal, which had little chance in the U.S. Senate. If Jacobs had decided to run for reelection, he would have been campaigning in a newly drawn district that was even more conservative than the one he now represents in the suburbs and rural areas around Buffalo. The new territory would have included six new mostly rural counties along the Pennsylvania border in which he is largely unknown. “Clearly if I ran — and I thought I could have pulled it off — but I thought the NRA, it would have been outside money galore and I just didn’t think that was good for the district or the party,” Jacobs said, “and I just decided it was not right to do.” The state’s Republican committee chair, Nick Langworthy, ultimately won the primary in the new district and will be the prohibitive favorite against Democrat Max Della Pia in November. Langworthy stepped in after saying he was caught by surprise by Jacobs’ support for a ban on semi-automatic firearms. “I think everybody was caught very flat-footed by his adopting the Democrat position on gun control,” he said at the time. If elected, Langworthy “would not support an assault weapons ban or any other legislation that limits the constitutional rights of law-abiding Americans and has been proven ineffective,” his campaign spokesperson, Chris Grant, said in a statement Tuesday to the AP. Andrea Nikischer, who co-founded a progressive group in Jacobs’ current district, has long criticized the Republican over his politics and pro-Trump votes. Nevertheless, she was disappointed by his decision to leave office after shifting his stance on guns. “I’m sorry he didn’t run,” she said. “I think it would have been a very meaningful discourse, and he could have pushed his party in a more positive direction. The power of incumbency is strong, and I wish he had used that power to push this discussion in his own party further.” Jacobs has not yet found support for his assault weapons licensing proposal and doesn’t expect to see it emerge with the election just weeks away. Denis Molla, 30, reported a fake hate crime to police in September 2020, court records say. He reported that someone lit his camper on fire, targeting it for its “Trump 2020” flag, and vandalized his garage door with spray paint reading “Biden 2020” and “BLM.” In reality, Molla lit the fire and sprayed the paint himself, prosecutors argued in an indictment filed July 7. Molla’s attorney told McClatchy News that Molla was “obviously remorseful during his federal plea hearing….He is a wonderful husband and father who made a mistake that he sincerely regrets. Unlike many others, he has accepted full responsibility for his actions and is sorry for what happened.” Molla filed multiple fraudulent insurance claims for damages to his garage, camper, vehicles, and house from the fake arson, according to an Oct. 11 news release from the U.S. Attorney’s Office for the District of Minnesota. When these claims were denied, he threatened to report the insurance company and turned to GoFundMe to raise money, the indictment says. Eventually, Molla collected $61,000 from insurance and more than $17,000 from multiple GoFundMe’s, prosecutors say. Molla pleaded guilty to a charge of wire fraud on Oct. 11 for scheming to defraud an insurance company and GoFundMe donors, court records show. Both GoFundMe pages — one titled “Help a hurting family” and another titled “Molla Family Arson Fundraiser, Hate Crime” — have been taken down. The “Molla Family Arson Fundraiser, Hate Crime” had raised $17,836 from 220 donors by January 2021, an archived version showed. The “Help a hurting family” GoFundMe page had received $4,345 in donations by April 2021, according to an archived version. A GoFundMe spokesperson previously told McClatchy News that Molla’s fundraisers were removed and Molla was banned from being a beneficiary on the platform. According to the spokesperson, “if a misuse of funds takes place on GoFundMe, our team works with law enforcement to assist them with any investigation they deem necessary.” Molla’s sentencing hearing has not been scheduled, the news release said. He faces a maximum sentencing of 20 years in prison and a maximum fine of $250,000. Brooklyn Center is about 10 miles northwest of Minneapolis. Mesnard in Chandler’s newly-formed Legislative District 13, a race that’s slated to be among the state’s most competitive as voters there are virtually split down the middle in terms of party preference. Hans worked as a public school teacher and principal for three decades and has set her sights on improving Arizona’s education system if she comes out on top in November.  Mesnard is wrapping up his second term as an Arizona senator and also served eight years in the state’s House of Representatives, including as Speaker of the House. Residents must register to vote by Oct. 11 and can check their registration status on the Arizona Secretary of State’s website. Those who vote by mail should send in their ballot by Nov. 1 or drop it off at a voting location by 7 p.m. on Election Day, Nov. 8. The Arizona Republic asked District 13 Senate candidates to share their views on key state issues to help voters decide whom to elect. Mesnard did not provide answers after repeated requests. Top priorities If you are elected, what will be your top priority while in office, and what would you do about it?  Hans (D): As an education veteran, with decades of experience as a teacher and principal, my No. 1 priority is education. I’ve seen how funding cuts harm our public education system. I am ready to co-sponsor and support legislation that invests in our public schools to lower class sizes. Raising teacher pay will help retain qualified educators as well as encourage more to enter the profession. I support any school that receives tax dollars to the same accountability and transparency standards as public schools. I also support common-sense gun safety measures that will make our schools safer from gun violence.  Education Public schools received a $1 billion budget increase this year that’s expected to raise Arizona’s ranking from 48th to 45th in per-pupil spending. How do you see the level of current public-school funding in Arizona: Too little, too much or about right? Should the Aggregate Expenditure Limit be raised, allowing schools to spend the extra money?  Hans (D): This increase is a step in the right direction, but I do not celebrate Arizona ranking 45th in the country for education funding. Our students are our future and we must raise funding levels to ensure a qualified teacher is in every classroom. We should reinvest more of our budget surplus into the public education system. The Aggregate Expenditure Limit must be repealed. Additional funding will do nothing if our schools don’t have the opportunity to spend it.  Do you support the school voucher expansion that passed this year and would you seek to modify it?  Hans (D): I do not support school voucher expansion; nor would I repeal the current voucher plan. The passage of Prop 305 in 2018 proved that the voters prefer to keep the investment of tax dollars in public schools. Approximately 90% of Arizona students attend public schools and voucher expansion will undermine our ability to meet students’ needs. Currently, private and charter schools are not held to the same standards of accountability and universal voucher expansion will publicly fund private schools with no oversight. Elections and voting rules Do you think there are significant problems with the state’s election system and, if so, what are they and how would you try to fix them?  Hans (D): Maricopa County Elections are quite secure. I have worked every election since 2017 and volunteered as deputy registrar, and I learned first-hand the safeguards of our election system. Voters depend on accessibility through mail in ballots, drop off ballots and early voting through vote centers. I invite anyone interested in our election system to invest their time to tour McTec (Maricopa County Tabulation and Election Center), to become a deputy registrar and a poll worker. Elections are managed by bipartisan teams of well-trained election officials. They exemplify personal integrity and I have great confidence in their dedication to an honest and secure election. Do you support mail-in voting?  Hans (D): Absolutely. Mail-in voting brings democracy to our doorsteps and is a critical component of our election system. Upwards of 80% of Arizona voters use the mail-in ballot system, Republicans and Democrats alike. Mail-in ballots are necessary to ensure that those who physically cannot make it to the polls or those who cannot miss work still have an opportunity to have their voice heard.   Do you believe that the Legislature has plenary power, or should obtain the power, to overturn elections?  Hans (D): Absolutely not. The Arizona Legislature is limited by our Constitution and does not have the power to overturn elections. Arizonans’ choices at the ballot box should be respected by our Legislature 100%. Allowing the Legislature to overturn the will of the people in this manner would be an incomprehensible threat to our democracy. Water resource management What should the state Legislature do to best manage future cuts to the CAP water supply and the possibility that the drought may not end or get worse?  Hans (D): The water crisis is a complex issue that we have waited far too long to address. Cuts to our water supply will continue and the Arizona Legislature needs to ensure that we are prepared for these cuts. I believe that the first step is to partner with experts, stakeholders and local government officials to assess plans currently in place. We must allocate additional funding to climate mitigation, water preservation, and infrastructure overall. We should look at specific proposals from our own experts and other states who have managed similar conditions to help us identify the best solutions. Social issues and immigration Are there particular cultural issues you would feel compelled to take a stand on – i.e., abortion, LGBTQ, critical race theory, or corporate environmental, social and governance measures – and what would be your position on them? How would you balance personal freedoms with your stance on these issues?  Hans (D): Access to full and complete reproductive healthcare, including abortion, is essential, without government interference. Restoring privacy for medical decisions is one of my top priorities. As state Senator, I will protect the freedom to choose and healthcare privacy for all Arizonans. I similarly respect the privacy of our LGBTQ+ community members and will always work to make our communities, schools, and state more inclusive. What, if anything, should the Legislature do to address immigration and border issues? Hans (D): Comprehensive immigration reform is complex and necessary but must be handled at a federal level. I believe in a secure border, and also that the Arizona Legislature should act to ensure that treatment of individuals at the border is as safe and humane as possible. Economy, state spending Do you think the Legislature should try to help ease inflation in Arizona, (metro Phoenix’s inflation rate is No. 1 in the country), and how should lawmakers do that?  Hans (D): Inflation isn’t unique to Arizona; the confluence of a pandemic followed by the release of pent up demand coupled with a strained supply chain and staggering profit gains in certain industries contributed to worldwide inflation. However: Can rent inflation be addressed by individual city policies to require an amount of low income housing; can Housing Trust Funds be increased? Can local communities be incentivized to develop affordable housing? Can our tax structure be adjusted to reduce pressure on family incomes; are tax breaks benefitting most of our families or a small minority? These answers may provide some relief to inflation pressures. State revenues produced an estimated $5 billion surplus this year. If the trend toward budget surpluses continues, what would you do with the surplus funds?  Hans (D): A budget surplus of this kind can improve our economy and living conditions for Arizona families. I would like to see investments in education (including post-high school trade schools as well as college and universities), healthcare, and infrastructure. We can fully fund our public schools; expand KidsCare to ensure that no child is without mental and physical health care. It is time to seriously invest in climate mitigation strategies, water infrastructure and broadband internet. These areas need critical investments now, which is possible with our budget surplus. GOP Eyes Trump Midterm Spending With Relief, Concern https://digitalarizonanews.com/gop-eyes-trump-midterm-spending-with-relief-concern/ (NEXSTAR) — Republicans are breathing a little easier after former President Donald Trump opened the financial spigot and began spending on behalf of GOP Senate candidates involved in tight battles that could determine which party controls the upper chamber. As of Monday, the Trump-sanctioned super PAC MAGA Inc., which the former president’s allies formed in late September, had poured $5 million into five competitive states with ads focusing on key Senate and gubernatorial races.  The financial foray came after weeks of criticism from corners of the party that, outside his trademark rallies, Trump wasn’t doing enough to support the very Republican candidates he had propelled to primary wins in crucial battlegrounds. “Any money to send Republicans is helpful. It’s smart politics for Trump. He wants to help the team. It’s a win for everybody,” one GOP strategist involved in the midterms told The Hill. “I think every one of these races is close. … It’s helpful. The more money spent attacking Democrats, the better. It helps him to look like a team player.” According to AdImpact, an advertisement tracking firm, MAGA Inc. has dropped money into Ohio, Arizona, Pennsylvania, Georgia and Nevada — all of which are hosting some of the tightest Senate races of the cycle. A second GOP operative told The Hill that they expect the former president’s newly minted group to spend in one or two more states.  As of the end of July, Trump’s Save America PAC had raised $135 million since he left office and spent $36 million of that total, leaving him with $99.1 million in the bank that Republicans clamored for him to spend ahead of next month’s elections.  In an interview last week, shortly before Trump’s spending began, former Sen. Rick Santorum (R-Pa.) told The Hill that it was “disappointing” to see that the former president had not stepped in to deliver monetary help to Mehmet Oz in Pennsylvania and other GOP Senate candidates he had endorsed. Santorum added the message Trump had been signaling to those campaigns was, “You’re on your own.”  Now, however, Republicans believe Trump’s decision was not just good for the campaigns, but also for him personally as he continues to tease a 2024 presidential run. “It is wise and super important that he engaged in some of these races. There was a fair criticism going around if he were to not spend,” the second operative said. “Certainly, any place he spends, he’s going to talk about it for months to months on end.” There are still concerns surrounding the timing of Trump’s spending.  The late ad reservations coupled with the rate outside groups usually secure mean he is not getting the bang for his buck that he could have gotten if he made the move earlier.  They also come as Democratic nominees across the country are breaking fundraising records. As a third GOP strategist noted, candidate dollars go roughly 30 percent further than those spent at this point by a third-party group. “It doesn’t have the same impact,” said the strategist, who is involved in races on the midterm map. “The support is helpful. Making it about candidates, not Trump, is important. This is about electing Blake Masters. This is about electing Adam Laxalt. This is about electing Mehmet Oz. … This is about them and their races, and it’s not about Donald Trump.” “The rising tide lifts all boats and if Trump helps them across the finish line, this is helpful to Donald Trump,” the strategist continued. Republicans are also waiting to see whether the former president’s spending will extend to the House map. Thus far, the ads released in all five states are focused on Senate contests, with only one focusing any attention on a gubernatorial race — for Arizona Republican nominee Kari Lake.  Some strategists believe Trump’s financial might would go farther if targeted in key districts that feature Democratic incumbents in toss-up races.  If Republicans keep hold of the seat being vacated by Sen. Pat Toomey (R) in Pennsylvania, they just need one seat to retake the majority. On the House side, Democrats hold a four-seat majority, but the GOP holds the edge to retake the chamber, according to the Cook Political Report.  The second operative said that it would be a “surprise” if the PAC makes a House investment at this point. A Trump spokesman did not respond to a request for comment over whether they plan to engage in House contests. “We’re looking at a situation in the House where months ago, we were talking about a red wave and 235 to 240 seats. Now we’re talking about 223 to 227. Trump’s help could get that to 230, maybe,” the third strategist said, noting that Trump’s spending now is taking place in expensive cities such as Philadelphia, Atlanta, Phoenix and Las Vegas.  The strategist used Republican Zach Nunn’s battle against Rep. Cindy Axne (D-Iowa) as a prime example, as spending would center on the Des Moines, Iowa, and Omaha, Neb., markets, where Trump’s dollars would have a “real, real impact.” The strategist said they do not have a client running in the district.  “Nobody is spending serious money in those markets. You could help flip those seats for a lot smaller of a financial impact,” the strategist said. Read More Here
