The boss of a caravan hire business has been found guilty of fraud and ordered to hand money back to customers.
Clive Denton, the owner of Suntime Caravan Hire in Lincoln, was found guilty of eight counts of fraud at Lincoln Magistrates Court on Monday, October 3.
Lincolnshire County Council said Denton, who is 75, and lives in Millfield Avenue, Saxilby, was investigated following complaints from a number of customers about his company Suntime Caravan Hire.
It said that in 2018 Denton took money to supply caravans to people attending the ‘New Wine’ festival in Peterborough the following year.
Complaints started coming in to Lincolnshire Trading Standards in July 2019 when customers said they were unable to get in touch with Denton prior to the event.
By the time of the festival, six customers said they were still waiting for their caravans and had to make last minute alternative arrangements.
The council said one customer did receive their caravan from Suntime, but it was in a poor condition, and subsequently tipped over, taking the door off.
The council said Denton failed to attend a Trading Standards interview. It said that in court he pleaded not guilty to eight counts of fraud for failing to provide the caravans and for providing one caravan that did not match the description.
It said Denton tried to claim a friend was running the business at the time, who had run off with his money – contradicting customers who said they had spoken with Denton directly.
Denton was found guilty of all eight charges and ordered to pay full compensation of £2,888.54, plus £800 costs. He was also handed a conditional discharge for 24 months.
Senior Trading Standards officer Kirsty Toyne, who investigated the case, said: “These customers did not get what they paid for, at all, and I’m glad that they now have justice and will be getting their money back.
“Our role as Trading Standards is to work with businesses, to help them make sure they’re following all the relevant legislation and being fair to their customers.
“We’re also here to protect consumers against unscrupulous businesses like this one from taking their money and not delivering on their promises.”

This is when private organizations, businesses, foundations, social impact investors, corporations, and philanthropists all collaborated from national as well as local levels to ensure the supply of urgent resources from oxygen cylinders to PPE kits for the public health response. This move helped in ensuring affordable, quality services and lessons for future pandemics and other health emergencies. Despite the initial hiccups, the privately led organizations were quick enough to invest and support the governments in providing free RTPCR testing, isolation beds for treatment, medical consultations, providing masks to ensure their commitment to social welfare initiatives.
Apart from various initiatives, organizations today are also trying their best in grappling with the masses through social media to create awareness of healthy living and other preventive measures. Various HR policies have been put into play keeping in view the health of their employees including work from home, health insurance, and even sessions for mental wellbeing. This ongoing participation of organizations with a message of a healthy lifestyle brought remarkable change in behaviour and thought process of individuals. Today individuals are adopting healthy lifestyle practices in their daily chores including food, and physical exercises with a focus on mental well-being. The organizations’ efforts were not limited to the digital space, but they also contributed on-ground support by providing free health check-up camps, distributing dry rations and cooked meals, and even organizing vaccination drives on both national as well as local levels. In fact, the situation led to companies pivoting their CSR priorities to address more pertinent social issues caused by the pandemic. We have witnessed that at the time of need, corporates, both large and small, headquartered in India or abroad, have risen to the challenge and augmented the government’s efforts by re-orienting their strategies. As we move forward, we all hope that the same zeal and mission mode orientation carries over in years to come.

Big Law attorneys are feeling free to buy cryptocurrencies—and some are doing so—as most firms lack policies that restrict investments in digital assets.
Lawyers including Joshua Ashley Klayman of Linklaters and Joe Cutler of Perkins Coie confirm they have purchased Bitcoin, and in Cutler’s case Ethereum as well, and others say they have opened crypto wallets to become acquainted with the technology.
“I’ve known more than a couple lawyers who made a ton of money” investing in crypto, said Stephen Palley, co-chair of Brown Rudnick’s digital commerce group in Washington. “I’ve also known others who bet big and lost everything.”
Lawyers are following their own paths when it comes to crypto investing in the absence of clear firm guidance and a dearth of federal regulations. Some make calls based on firms’ general cautions to avoid mixing their own finances with client business interests.
Crypto investing is “not permitted or prohibited” at Hogan Lovells, said Liz Boison, a Washington-based partner with the firm. “There isn’t instruction.”
She opened multiple digital wallets to help improve her guidance to clients, she said, adding: “I don’t know how lawyers could do this without knowing how it all works.”
Klayman, the US head of fintech, blockchain and digital assets for Linklaters in New York, said she limits her investments, as “I do not wish to be a speculator in the market.”
The key is to avoid even the possibility of insider-trading scrutiny by being cautious and doing the right thing, Klayman said. This is particularly important when small crypto clients share material, nonpublic information about their growth plans, she said.
Kirkland, Roche
Kirkland & Ellis, the world’s largest law firm by revenue, acknowledged in a July court filing that some of its lawyers are customers of crypto broker Voyager Digital Holdings Inc. “These attorneys have not and will not” do work tied to the firm’s representation of Voyager in its bankruptcy, the filing said.
Roche Freedman, a boutique launched in 2019, has said some of its lawyers own AVAX tokens or have a personal equity interest in Ava Labs, the issuer of the tokens. The firm has denied allegations, fueled by the August leak of secret recordings of a firm founder, that it used class-action lawsuits to target competitors of Ava Labs.
Several firms—including Goodwin Procter, Davis Polk & Wardwell, and Sidley Austin—declined to respond to questions about their crypto investing policies.
Two firms mentioned in a news account last year as having policies that limit their lawyers’ ability to trade crypto—Sullivan & Cromwell and Latham & Watkins—also declined to respond.
Kari Larsen, co-head of the digital practice at Willkie Farr & Gallagher, said her current and previous firm require approval for lawyers to trade publicly-held securities “when a client might be involved.” She previously practiced at Perkins Coie.
There’s no “significant evidence” that crypto-specific policies are needed at law firms, said Tonya M. Evans, a professor at Penn State Dickinson Law.
Yet firms should consider updating their policies to ensure they apply to any capital assets that could trigger insider trading rules, Evans said in a statement.
Federal Confusion
Firms seeking federal guidance for setting their crypto policies will find little clarity. The law hasn’t fully caught up with the technology, and getting there will likely require years of actions in the courts, in Congress and at regulatory agencies.
For now, the Securities and Exchange Commission defines many crypto tokens as securities, with Bitcoin being a prominent exception. That means the SEC would have jurisdiction, and issuers would need to follow the same registration and disclosure laws as any company issuing stocks and bonds.
But the crypto industry, many members of Congress, and the Commodity Futures Trading Commission tend to see tokens as commodities. That would subject the tokens to the lighter-touch regulation of the CFTC.
There is some federal guidance from which firms can work.
In July, the US Office of Government Ethics issued a legal advisory stating that federal officials who have invested in cryptocurrencies or stablecoins are prohibited from working on regulations that could have “a direct and predictable effect” on the value of those digital assets.
Capital Assets
After booming in recent years, the digital asset market has swooned. By some estimates, some $2 trillion in market value has evaporated, and 12,100 crypto tokens have effectively ceased trading this year, Bloomberg News reported Oct. 3.
On Oct. 4, Bitcoin sold for about $20,400—less than half what it was worth one year prior, when it sold for more than $49,000.
Market dissatisfaction has helped drive litigation against crypto companies, which have been accused of everything from money laundering, to pump-and-dump schemes, to trading against their own customers.
On Oct. 3, reality television celebrity Kim Kardashian agreed to pay about $1.3 million for promoting EMAX crypto tokens without noting she was paid to do so.
And that leads to a key point, several lawyers said. While they feel free to trade in crypto, and some do, their biggest purpose in the space is still to counsel clients.
“My personal preference is to focus more on giving legal advice and not on whether or not I would purchase any of these tokens,” said Cutler, co-chair of Perkins Coie’s fintech industry group in Seattle.
Lawyers can best avoid crypto pitfalls by following the long-time advice of bar authorities, he said: “This is more about the ethical duty not to entangle yourself in the business of your clients.”

European markets were mixed on Friday to round out a volatile week, as global investors await a key monthly jobs report out of the United States.
The pan-European Stoxx 600 index was fractionally higher by mid-morning, with tech stocks falling 1% while food and beverage stocks gained 0.9%.
The jobs report due at 1:30 p.m. London time is expected to show an increase in payrolls of 275,000 in September, with unemployment projected to remain steady at 3.7%, according to economists surveyed by Dow Jones. The reading will likely influence the U.S. Federal Reserve‘s monetary policy decision in November.

German industrial production falls in August
German industrial output declined in August, the country’s Federal Statistical Office revealed Friday, as supply bottlenecks persisted due to the war in Ukraine and lingering pandemic-related distortions.
Industrial production dropped by 0.8% month-on-month, below expectations for a 0.5% decline among analysts polled by Reuters.
However, July’s monthly figure was revised up to 0% from its previous -0.3%.

Credit Suisse to buy back $3 billion in debt, sell landmark hotel as credit fears persist

Troubled bank Credit Suisse offered to buy back up to 3 billion Swiss francs ($3.03 billion) of debt securities Friday, as it navigates a plunging share price and a rise in bets against its debt.
The Swiss lender also confirmed that it is selling its famous Savoy Hotel in Zurich’s financial district, prompting some speculation that it is scrambling for liquidity.
In a statement Friday regarding the offer to repurchase debt securities, Credit Suisse said: “The transactions are consistent with our proactive approach to managing our overall liability composition and optimizing interest expense and allow us to take advantage of market conditions to repurchase debt at attractive prices.”

Most of us likely have a degree of familiarity with the term “deepfake” – they’ve become increasingly common.
For those who are less familiar, a deepfake is a life-like digital impersonation, usually of a well-known individual. They can take the form of face re-enactment (where software manipulates an individual’s facial features), face generation (where a new face is created), face swapping (where one person’s face is swapped with another’s), and speech synthesis (where voices are re-created).
The metaverse and deepfakes
Given the ability of a deepfake to make it appear as if an individual has acted in a way in which they have not, they pose a direct threat to the accuracy of information relating to any individual in a digital environment.
The advent of the metaverse only serves to increase the risks posed by deepfake technology – there will likely be more opportunities for its use as the metaverse moves from representing individuals as avatars or other similar graphic representations towards representing individuals in more life-like ways.
Time and resource is being poured into the metaverse, and some commentators have predicted that by 2030 we will be spending more time in the metaverse than we are in the real world – shopping, socialising, working and attending events. We are already seeing well-known individuals such as Paris Hilton and Snoop Dogg creating their own virtual worlds, and we should expect more to follow.
Disinformation and manipulation
Many deepfakes we have seen so far have been created as obvious parodies, such as 2020 deepfakes of Richard Nixon announcing the failure of the 1969 Moon landing. However, this evolving technology has the potential to be used for disinformation relating to international diplomacy and even war – in June 2022, it was reported that the mayors of several European capitals had been duped into taking part in video calls with a deepfake of the Mayor of Kyiv, Vitali Klitschko. The pitfalls for journalists here are clear.
It is not difficult to envisage deepfake technology being used by unscrupulous actors to impersonate celebrities and politicians on metaverse platforms and for it to become difficult to distinguish between genuine and fake digital depictions of individuals.
The risk of wrongly ascribing views or actions to individuals is significantly increased in the virtual world, with all of the usual expensive real world legal consequences. Worryingly, there is also clear potential for individuals to deny past actions and to claim that they have been subjected to the use of deepfake technology.
Trust – a disappearing luxury
So, what can journalists who want to report on what is happening in the metaverse do to protect themselves from libel claims as a result of mistaken identity and make sure they are not being duped?
The same rules are likely to apply to the avatars/graphic representations of people who now appear in the metaverse as will apply once more life-like representations of individuals become prevalent.
The first is to exercise the usual caution when it is not possible to identify conclusively the real person behind the digital representation. If the decision to publish is made, qualify any assumptions as to identity appropriately in any reporting, which may help if an issue does arise.
Another is of course to try to verify the identity of the individual behind the digital representation, via online research or real-life sources. In cases where public interest is involved, the public interest defence may be helpful, provided you reasonably believe that publishing the statement complained of is in the public interest and the reporting is what used to be described by the courts as “responsible journalism”.
In due course it is likely that metaverse platforms will adopt digital identification solutions which will help to verify identity in the metaverse. These will either be developed by the platforms or by third party providers who may use blockchain technology to verify identity – this is likely to be needed for robust financial systems to develop in the metaverse. Systems such as the blue tick identification already seen on social media may well be used in the case of well-known individuals.
There is also technology in development which aims to discern between deepfakes and genuine footage/content (including AI, which claims to be able to identify audio deepfakes) which may be helpful.
Until then the position is much as it was at the advent of the internet and social media – laws originally intended to deal with the pre-digital world can often be used to deal with issues relating to the metaverse in the same way. If not, the law will eventually catch up either through case law or legislation.
As all the world becomes a stage, the best advice is to be aware of the potential for digital impersonation. Trust has become an unaffordable luxury, so be cautious – check and verify the real person behind a digital representation where you can.

MANILA, Philippines (AP) — Philippine President Ferdinand Marcos Jr. has been reaffirming ties with the United States in a key turnaround from the often-hostile demeanor his predecessor displayed toward Manila’s treaty ally.
Marcos Jr., who marks his 100th day in office Saturday, inherited daunting problems at home, including a coronavirus pandemic-battered economy, soaring inflation, unemployment and mounting foreign and domestic debt, in addition to longstanding poverty and decades-old insurgencies.
In terms of foreign policy, a key focus in his first months in office has been to rekindle U.S.-Philippines relations.
But Marcos Jr., 65, is the namesake son of the dictator who was ousted in a 1986 pro-democracy uprising amid widespread human rights atrocities and plunder. He has defended his father’s legacy. Given U.S. President Joe Biden’s high-profile advocacy for democracy and human rights, more than a few have been surprised over the goodwill that has unfolded between the leaders in recent months.
“It’s a quantum leap,” Manila-based analyst Richard Heydarian said. “Marcos Jr. is, ironically, seen as a breath of fresh air in the United States.”
America’s relations with the Philippines — its oldest treaty ally in Asia — entered a difficult period under former President Rodrigo Duterte. During his time at the country’s helm from 2016, he threatened to sever ties with Washington, kick visiting American forces out and once attempted to abrogate a major defense pact with the U.S. while nurturing cozy ties with China and Russia.
Duterte made five visits to China and two to Russia but vowed never to set foot in America. He had bristled at U.S. criticisms of his notoriously deadly crackdown against illegal drugs, including by then-President Barack Obama, whom he cursed and asked in a speech “to go to hell.”
But Duterte’s successor took a different approach.
Last month, Marcos Jr. flew to the U.S. to deliver a speech at the U.N. General Assembly and met Biden for the first time on the sidelines. Biden was the first world leader to call and congratulate Marcos Jr. after his landslide victory in the May 9 elections.
“We’ve had some rocky times, but the fact is, it’s a critical, critical relationship, from our perspective. I hope you feel the same way,” Biden told Marcos Jr. in a news conference.
“We continue to look to the United States for that continuing partnership and the maintenance of peace in our region,” Marcos Jr. told Biden. “We are your partners. We are your allies. We are your friends.”
Marcos Jr. brought key Cabinet members and a business delegation to meet potential American investors. At a New York Stock Exchange economic forum, he underscored Manila’s commitment to engage Washington: “I cannot see the Philippines in the future without having the United States as a partner.”
Investment pledges worth about $4 billion were secured in his U.S. visit, which could generate more than 100,000 jobs in the Philippines, officials said.
“After six years of destructive populism under Duterte, he suddenly came out as a kind of a much-welcome statesman in the eyes of many foreign partners,” analyst Heydarian said of Marcos Jr., adding that the Philippine leader was expected to continue fostering close ties with Beijing despite his overtures to the U.S.
Marcos Jr. has refused calls by opponents to apologize for the abuses under the dictatorship in the 1970s and 1980s. He has stayed away from controversies surrounding his late father and their family, especially during the electoral campaign. He and his running mate — now Vice President Sara Duterte — steadfastly stuck to a call for national unity despite the deep divisions the Marcos dictatorship and Rodrigo Duterte, her father, had caused.
In instances when the issues came up unexpectedly, however, Marcos Jr. has been defensive, saying in a recent Philippine TV interview that it was wrong for his father to be called a dictator.
In an interview with The Associated Press while he was in New York, Marcos Jr. said it was useless to go into endless debates about the past.
“I’m not about to change my political position,” he said. “They clearly are not about to change their political position either. So, what’s the point?”
“They put you there to help, to be of service and so, that’s what I will do.” Marcos Jr. said.
Still, Biden’s officials have said human rights were at the top of the agenda in each of their engagements with Marcos Jr. and his officials.
As Marcos Jr. rose to power, the U.S. was embarking on a strategy to considerably broaden American engagement by strengthening a web of security alliances and partnerships amid China’s growing influence and ambitions.
American officials have repeatedly assured the Philippines they would honor their treaty obligations if Filipino forces, ships and aircraft come under attack in the disputed South China Sea, where Beijing, Manila and four other governments have been locked in territorial rifts for decades.
The northern Philippines is strategically located across a strait from Taiwan and could serve as a crucial outpost in case tensions worsen between China and the self-governed island.

Georgia Northwestern Technical College’s (GNTC) Business Healthcare Technology program prepares graduates not only to help combat a nationwide shortage of medical coders but also to provide data that will influence medical protocols and patient outcomes.
The American Academy of Professional Coders defines medical coding as the translation of healthcare diagnoses, procedures, medical services and equipment into universal medical alphanumeric codes.
“The aging Baby Boomers’ increased healthcare needs and the need for more statistical data—as we have discovered with the recent pandemic—have contributed to the increased demand for medical coding,” said Gina Stephens, instructor of Business Administrative Technology. “Medical coding offers many opportunities for specialization and growth.”
The U.S. Bureau of Labor Statistics predicts a need for more than 34,000 medical records and health information specialists annually over this decade.
“The World Health Organization (WHO) develops and regulates diagnostic and procedural codes and collects data from countries around the world to track regional, state, national and global health statistics,” said Lisa Hunt, program director of Business Healthcare Technology. “Disease tracking allows us to identify and address outbreaks in their early phase, before they become endemic or pandemic in nature.”
The data can be used when organizations like the Centers for Disease Control (CDC) work with the WHO to address safe water, vaccination protocols, disaster planning, patient education and treatment, prevention guidelines and other environmental issues, she said.
The WHO even tracks accidents with these codes. If the agency notes a higher number of accidents in a region, the cause of the accidents can be researched so that safety measures can be implemented, Hunt said.
Pharmaceutical companies also use medical codes to identify medication resistance and new pharmacological needs and to examine the quality of care by tracking patient outcomes. Insurance companies, in turn, use that data to adjust premiums, she said.
Many cutting-edge technologies and social viewpoints influence medical coding, Stephens said, adding that “artificial intelligence and social determinants of health are very interesting influences on medical coding.”
Basic medical coding can be done with artificial intelligence, but complex decisions and audits require a coding expert, Hunt said, adding “we are training our students to code using Encoders, which is the current industry trend.”
At its heart, medical coding begins with the healthcare provider, Hunt said.
“If the data on a patient’s chart does not match the medical diagnosis (International Classification of Diseases code) or a procedural code, the provider or facility can be penalized financially or subject to criminal charges,” Hunt said.
Federal oversight is conducted through the Centers for Medicare and Medicaid Services, the Department of Health and Human Resources and the Office of the Inspector General, she said.
The FBI reports tens of billions of dollars in losses annually from healthcare fraud. Facilities are also required to return millions of dollars each year for coding errors, abuse and fraud, she said.
Inaccurate coding can also create a financial crisis or result in a negative impact on a patient’s life or wellbeing, Stephens said.
GNTC’s program covers many of the potential problems that can be avoided in coding errors, accounting fundamentals, electronic communications, internet research, electronic file management, healthcare regulation and compliance, effective communication skills and terminology, she said. The program also provides opportunities to upgrade present knowledge and skills or to retrain in the area of administrative technology.
The program, launched in fall 2017, emphasizes the use of software and technology, she said.
Hunt said the program offers Medical Front Office Assistant courses; certificates in Medical Coding, Healthcare Documentation Specialist, Healthcare Billing and Reimbursement Assistant, and Healthcare Billing and Coding Specialist; a diploma in Business Healthcare Technology; and an associate degree in Business Healthcare Technology specializing in either Compliance and Reimbursement or in Practice Management.
To date 300 students have earned a degree, diploma or certificate in the Business Healthcare Technology program, and 229 students have completed Medical Front Office Assistant courses, according to GNTC data.
“Students can start at any level in the program,” she said. “Oftentimes, they begin by earning a certificate and work up to the associate degree. Courses transfer from the certificate level upward; this allows students to enter the workforce earlier and continue to work towards their degree post-employment.”
As more and more college graduates seek opportunities to work at home, new graduates in this field rarely work from home. “They will be asked to work onsite until they are fully oriented to the company and show they are coding with 95% accuracy,” she said.
The program also attracts a number of retired nurses and educators from the K-12 system who are looking for “work from home” opportunities during their retirement years, she said.
“We also offer our program to high school students through Dual Enrollment,” Hunt stated. “Some of my best students come from this area.”
Hunt believes another way the program stands out is that the faculty has combined decades of experience in the healthcare field industry and higher education experience. She said the staff includes bilingual faculty, and 75% are Registered Nurses.
“This breadth of experience allows us to understand healthcare from many different perspectives with a comprehensive view of facility organization,” Hunt said.
Stephens oversees campus needs and serves as instructor on the Floyd, Gordon and Polk County campuses. Hunt is the program director and instructor at the Catoosa, Walker and Whitfield Murray County campuses.
Hunt earned her associate degree in Nursing at Dalton State College, a bachelor’s degree in Business Administration at Colorado Technical University, her master’s degree in Business Administration in Health Administration at Colorado Technical University and a bachelor’s degree in Health Information Administration from Stephens College.
Hunt holds a Registered Nurse License in Georgia and a Compact License, a multistate license that allows a nurse to practice with patients across state lines, she said. She has nursing experience in pediatrics, obstetrics, medical/surgical and industrial health, as well as a Red Cross volunteer and CPR instructor. She works with the American Council on Education on Accreditation in higher education programs and on the development of the ACE Military Guide.
She teaches classes covering healthcare delivery systems, reimbursement, healthcare administrative procedures, practice law and ethics, management fundamentals and healthcare leadership and professional effectiveness.
Stephens said she graduated with an associate degree in Nursing from Georgia Highlands College and pursued her master’s degree in Nursing at Western Governors University. She worked as a Registered Nurse for more than 20 years and also performed medical transcription and medical coding/quality assurance duties.
Both a Certified Professional Coder and an American Academy of Professional Coders (AAPC) Approved Instructor, Stephens has taught all courses within the Business Healthcare Technology department, as well as a few in the Allied Health program, she said. Her current classes mostly consist of those related to coding, auditing and reimbursement.

On behalf of the Coconino County Board of Supervisors, I am pleased to report our in-custody Coconino County Jail programs are working and showing great results. An important outcome is that many of our community members have received the support they needed, and are being reunited with their families and integrated back into our communities. Many have found rewarding work and have stayed on the path of recovery from addiction. The changes we’ve seen are significant and have occurred since the half-cent Jail Tax took effect in 2007.
Known as the County Jail District Excise Tax (sales tax), the Jail Tax has funded in-custody programs that have provided substance abuse and mental health treatment and helped people gain life skills and job training, receive education, practice mindfulness, adopt healthy habits and connect with resources that will support them in their transition to a life outside of jail.
The County Jail system has experienced significant success with these programs in place, particularly with the substance-abuse program EXODUS. This multi-faceted voluntary 90-day course teaches participants about how drugs impact the body and brain, and helps inmates see a different life for themselves, free of addiction. It offers meditative practices, communication and parenting skills, and expressive arts. It provides tools for managing emotions like anger, shame and grief. Case managers say they see a marked difference in those who go through the EXODUS program and those who don’t.
Coconino County Sheriff Jim Driscoll says these programs have had a game-changing effect in the vicious cycle of alcohol and drug abuse, crime and the return to jail. “Substance abuse is a serious problem and a recurring one for our County Criminal Justice System,” he said. “However, with Jail Tax-funded programs, we’ve witnessed a dramatic and inspirational shift.”
The National Institute of Corrections reports that, on a national average, 70% of inmates return to jail in places where there is no in-custody drug and alcohol abuse program. But with EXODUS in our County Jail, the scenario has flipped; only 30% or fewer people who have participated in the program have returned to jail.
“EXODUS, along with enhanced educational programs, job training and life skills, makes valuable use of time spent in custody,” said Sheriff Driscoll. “With funding from the Jail Tax, jail becomes a place where people can heal, re-set their lives and have hope for an addiction-free future. They leave jail with emotional and social tools, job skills, a renewed outlook and optimism for a life outside of jail.”
By having such programs in place, there are other benefits as well. For example, the county received grant funding this summer to establish Pathways to Community, a program that continues valuable support for those exiting the jail system, including for housing, food, clothes, job training, addiction recovery or mental health.
In addition, funding generated by the Jail Tax covers most of the jail operating costs, which includes staffing, maintenance, renovations, medical expenses and food. This support means the $22 million needed to run the jail each year does not have to come from somewhere else, like the County General Fund or local city budgets.
The half-cent sales tax (50 cents on a $100 purchase) is collected on the same taxable purchases as the state sales tax, such as retail goods and services, as well as lodging and restaurant charges. Household groceries are not taxed and approximately one-third of the Jail Tax is paid by visitors and non-residents because they benefit from the Jail Tax as well.
There is no doubt that programs funded through the Jail Tax have changed lives. Individuals and families are healing, neighborhoods are safer against drug-related crimes and the jail population has decreased. In addition, most of the operating costs necessary for running the County Jail are paid for through the Jail Tax.
The current term for the Jail Tax will expire on June 30, 2027. On the General Election ballot, voters are being asked whether to extend the County Jail District Excise Tax by 25 years, to be in effect through Dec. 31, 2051.
The question will appear as Proposition 445: Shall the Coconino County Jail District Board of Directors be authorized to extend the term of the existing County Jail District Excise Tax (sales tax), of one half-cent ($.005) by twenty-five years?
The Jail District Sales Tax Publicity Pamphlet currently is arriving in the mail. It includes letters from county residents, frequently asked questions and locations for assigned polling places.
Remember, the last day to register to vote is Tuesday, Oct. 11. Early voting begins Wednesday, Oct. 12. And, the polls will be open from 6 a.m. to 7 p.m., Tuesday, Nov. 8.

Late in the summer, back-to-back studies documented how poorly the health of American men compares to those in other affluent countries, and that women now out-live men by nearly six years.
Last month, I offered a compelling list of 25 benefits from living healthy. By referencing science-based outcomes like a longer life, improved sleep and some social incentives – like better sex – my hope was that a consolidated presentation would supply the power to grab men’s attention and prompt them to take action. Motivation strong enough to counter the decades-long saga of men neglecting their health reflected in the studies.

Creating my own one-two counterpunch, I committed to follow-up this inventory with a rundown of best practices, specifically those that would prove a healthy lifestyle to be more than just sweat and starvation. While diet and exercise are at the core of one’s physical regimen, healthy habits include behaviors that improve mental health and well-being, and also can be a source of fun!
So, as promised, here’s a look at a broader set of ideas to be active.
Mindset matters
As always, I like to anchor my case in science, so before I offer the new ideas, let me offer touch on the importance of your frame of mind. A 2021 paper from Frontiers in Psychology suggests that there is an ever-expanding number of behaviors included under the umbrella of healthy behavior. This prompted the authors to characterize being healthy as a process in which traditional views of physical activity and healthy eating as boring and depriving are replaced by a mindset in which they are appealing and valued, and can ultimately produce a culture in which they are enjoyed!
In short, they argue that mindset matters when it comes to overcoming this barrier to behavior change. Leveraging this expanded menu of behavior will enable you to ditch the notion that fitness is drudgery, find the attraction and sustain your engagement over the long haul.
More tips
With the right perspective in place, here are some additional tips on the widening portfolio of healthy tactics. The Mayo Clinic reminds us that movement outside of normal structured exercise can generate similar benefits. Activities like house cleaning, making the bed, shopping, mowing and gardening are all forms of physical activity that can help, particularly if you log the number of minutes per week recommended for standard exercise – 150 minutes per week of moderate physical activity or 75 minutes of vigorous aerobic activity. In a reference to diet, the Mayo Clinic recommends keeping a journal to track your reaction to meals and snacks so you can modify your diet to maximize achievement.
Another thought on changing your lifestyle comes from the Harvard Medical School, which recognizes that “every individual has his or her own lifestyle and needs an individualized approach to changing it.” For those looking to adopt healthy behaviors, the experts at Harvard encourage their patients to connect their desired behaviors with what matters in their lives, and help them build the confidence so important to behavior change. With an extended and diversified bundle of healthy activities, you can tailor a regimen that works for you and supports the more conventional dimensions of diet and exercise.
Fun stuff
Michigan State University presents a number of alternative activities for individuals and families – with fun in mind. They include dancing, walking, swimming and hiking. And the U.S. Department of Veterans Affairs adds bicycling with family or friends, or a beginner’s exercise class.

For my closing argument, I pulled from my PhillyVoice archives to assemble my top 25 healthy behaviors outside the realm of standard diet and exercise. All are grounded in science with the link to the original article so you can easily get the details.

MOUNT UNION — Mount Union fought with everything it had, but ultimately fell to Southern Fulton, 3-0, in boys soccer action Thursday afternoon.
“They have come a long way from the beginning of the season compared to how we played last time when we played them,” Trojans coach Jacob Scott said. “They got better but we just got gassed early and we don’t have the depth to make all the subs that would benefit us. Like I said, coming off that game yesterday really gassed us and it definitely hurt us today.”
The Trojans came out of the gate with some intensity and put constant pressure on Southern Fulton. Anytime an Indian player had possession of the ball, there was a Mount Union player who immediately applied pressure.
In fact, for the early part of the opening half, the Trojans had control of the ball on the Southern Fulton side of the field.
But with just under 30 minutes in the period, the Indians broke loose as Leland Fox slipped through the Mount Union defensive line and scored a goal.
The Trojans continued to attack the Southern Fulton net and created several opportunities to put the ball to the back of the net.
Some of those plays included one from Cailyn Skopic who sent a cross pass over to Evan Shaver who’s shot was stopped.
Brady Shaver created some chances for himself with one opportunity that smacked off the crossbar. Another came again a little later on but the shot went wide left.
“We’ve worked on that, I think it’s more of knowing where to shoot, where to have that foot on the ball,” Scott said. “Just fundamental stuff we have to work on in the offseason.”
From there on it became the Brody Cirtwell show as Cirtwell scored a goal in each half with the first goal being off a rebound to make it 2-0.
And then later in the second half, Cirtwell again scored with a direct kick that sailed just out of the reach of Mount Union keeper Izik Copenhaver.
But despite all that, the game could have really gotten out of hand if not for the efforts of Copenhaver in the net. As Southern Fulton had 19 shots on goal for the whole game and Copenhaver managed to pump the brakes on the runs.
“As a freshman, he needs work, but he has definitely held it,” Scott said. “He is getting the job done. He has some really good saves.”
It was senior day for the Trojans as Mount Union was honoring its four seniors in Brady Shaver, Brayden Kline, Dyson Jenkins and Landon Johnson. After the game Shaver wanted to thank all the coaches and people who have helped create this young third-year program and hopes to see it grow more in the future.
“I’m hoping in the future years this team can succeed,” Shaver said. “But until then I will come back and always support it.”
Mount Union will play its third game in a row today as the Trojans host Fannett-Metal.

San Francisco, Oct 7 The flagship metaverse product of Meta (formerly Facebook) is reportedly inundated with several quality issues and even those building the virtual reality (VR) social network at the company are barely using it.
According to a report in The Verge citing internal memos, Meta’s VR social network called ‘Horizon Worlds’ holds little promise in its current avatar.
Vishal Shah, Meta’s VP of Metaverse, apparently told the employees that the metaverse team would remain in a “quality lockdown” for the rest of the year to “ensure that we fix our quality gaps and performance issues before we open up Horizon to more users”.
“Simply put, for an experience to become delightful and retentive, it must first be usable and well crafted,” he wrote.
In August, Meta Founder and CEO Mark Zuckerberg was forced to post new screenshots on Facebook and Instagram, showing off a more life-like version of himself, after he faced memes on his poorly-designed metaverse avatar.
In the same month, Vivek Sharma, the Indian-origin VP of Meta’s Horizon social media virtual reality (VR) platform, departed, at a time when Zuckerberg doubles down on his $10 billion metaverse dream.
Sharma’s team now reports to Shah.
Shah wrote in an internal memo that “currently feedback from our creators, users, playtesters, and many of us on the team is that the aggregate weight of papercuts, stability issues, and bugs is making it too hard for our community to experience the magic of Horizon”.
Horizon Worlds is a social VR experience where you can discover new places with friends, build unique worlds of your own, and form teams to compete in action-packed games.
The Horizon Worlds social metaverse platform is currently available only on the company’s Quest VR headsets.
Share further wrote that for “many of us, we don’t spend that much time in Horizon and our dogfooding dashboards show this pretty clearly”
“Why is that? Why don’t we love the product we’ve built so much that we use it all the time? The simple truth is, if we don’t love it, how can we expect our users to love it?” he added.
Meta was making a plan to “hold managers accountable” for having their teams use Horizon at least once a week.
“Everyone in this organisation should make it their mission to fall in love with Horizon Worlds,” read another memo.
A Meta spokesperson said the company is “confident that the metaverse is the future of computing and that it should be built around people”.
Zuckerberg said recently that major updates to Horizon and avatar graphics are coming soon.

Binance Smart Chain hit the brakes Thursday after the blockchain with ties to the world’s largest crypto exchange suffered what it called a “potential exploit” that on-chain evidence suggested could have targeted hundreds of millions of dollars in crypto.
“Due to irregular activity we’re temporarily pausing BSC,” BNB Chain tweeted from its official account, later confirming that the activity was a “potential exploit,” that it characterized as contained.
Initial token movements suggested that up to two million BSC tokens were targeted by an attacker late Thursday, but the true losses may be much lower. BNB Chain estimated $100 to $110 million in assets were moved off chain but said in a tweet that $7 million was already frozen.
That such a small (comparatively speaking) sum of assets were stolen underscored the upside of BNB’s gamble to halt the chain rather than risk more assets escaping. Blockchains are purportedly decentralized beasts designed to operate beyond the whim of singular entities: you aren’t supposed to just flip an off switch.
BSC confirmed that it coordinated a shutdown of the chain after spotting issues with the BSC Token Hub protocol, the clearinghouse for crypto transactions moving between the Binance-linked blockchain’s interlocking parts. It thanked validators for moving quickly.
“We are humbled by the speed and collaboration from the community to freeze funds,” one tweet read.
The specter of an attack rocked BSC’s native BNB token, which after a sleepy day of trading dipped to $280.40 from $293.10, according to CoinMarketCap, which Binance owns.
On-chain data shows that this afternoon two massive withdrawals of 1 million BSC tokens from BSC token hub by an attacker that nabbed crypto assets with cross-chains swaps, bridges, and borrows. Regardless, BNB’s Twitter promised “all funds are safe” and said it will “help freeze any transfers.”
Twitter sleuths point out that Tether – the largest stablecoin provider – has blacklisted the offending address, suggesting that the firm suspects the movement of tokens was the result of an attack rather than something more benign.

WASHINGTON, Oct 7 (Reuters) – U.S. job growth likely slowed in September as rapidly rising interest rates leave businesses more cautious about the economic outlook, but overall labor market conditions remain tight, providing the Federal Reserve with cover to maintain its aggressive monetary policy tightening campaign for a while.
The Labor Department’s closely watched employment report on Friday is also expected to show the jobless rate unchanged at 3.7% last month, with strong annual wage gains.
The labor market has largely been resilient to the higher borrowing costs and tighter financial conditions, with economists saying businesses are reluctant to layoff workers following difficulties hiring in the past year as the COVID-19 pandemic forced some people out of the workforce, partly due to prolonged illness caused by the virus.

“There is obviously no inclination for firms to fire people, but they’re starting to get a little bit more nervous about the economic outlook,” said James Knightley, chief international economist at ING in New York.
Nonfarm payrolls likely increased by 250,000 jobs last month after rising 315,000 in August. While that would be the weakest reading since December 2020, it would be way above the monthly average of 167,000 in the 2010s. Estimates for payrolls growth ranged from as low as 127,000 to as high as 375,000.
“That’s a performance that we feel would not change the Fed’s assessment of a labor market that is still too tight,” said Sam Bullard, a senior economist at Wells Fargo in Charlotte, North Carolina. “And that is not conducive to getting inflation back down to the Fed’s 2% target.”
The U.S. central bank has hiked its policy rate from near-zero at the beginning of this year to the current range of 3.00% to 3.25%, and last month signaled more large increases were on the way this year.
September’s consumer price report next Thursday will also help policymakers to assess their progress in the battle against inflation ahead of their Nov. 1-2 policy meeting. Financial markets have almost priced-in a fourth 75-basis points rate increase at that meeting, according to CME’s FedWatch Tool.
While government data this week showed job openings dropped by 1.1 million, the largest decline since April 2020, to 10.1 million on the last day of August, there are still 4 million more vacancies than there are unemployed Americans. An Institute for Supply Management survey on Wednesday also showed several services industries reporting labor shortages in September.
There is a risk that the unemployment rate fell last month after being boosted in August by 786,000 people who entered the labor force, the most since January.
That together with seasonal adjustment issues around summer employment patterns lifted the labor force participation rate, or the proportion of working-age Americans who have a job or are looking for one to 62.4% in August from 62.1% in July.
But most of the entrants were prime-age workers, which raised the labor force participation rate for this cohort above the average rate for 2019. A repeat was not expected.

“This suggests still positive monthly job gains, in excess of 100,000, will continue to put downward pressure on the unemployment rate,” said Veronica Clark, an economist at Citigroup in New York. “Evidence of a still very tight labor market will likely keep the Fed hawkish.”
The Fed is projecting that the unemployment rate will rise to 3.8% this year and to 4.4% in 2023. That would be above the half-percentage-point rise in unemployment that has been associated with past recessions.
With the labor market still tight, wage gains remain solid. Average hourly earnings are forecast increasing 0.3% after a similar rise in August. That would lower the annual increase in wages to 5.1% from 5.2% in August. The Atlanta Fed’s wage tracker, which controls for compositional effects like skill level, occupation and geography, is running above 6%.
The average workweek is forecast unchanged at 34.5 hours, indicating firms are opting to hang on to their workers instead of cutting jobs for now. Indeed, first-time applications for unemployment benefits remain at very low levels.
“It tells you that the economy is not exactly booming but not contracting either,” said Sung Won Sohn, a finance and economics professor at Loyola Marymount University in Los Angeles.
But with the headwinds from higher borrowing costs and slowing demand rising, economists expect companies will significantly pull back on hiring, with negative payrolls likely next year. Economists say businesses have been backfilling open positions as they struggled to expand headcount to match increased demand for their products, driving up job gains.
The economy has created 3.5 million jobs so far this year, even as gross domestic product contracted in the first half.
“The boost to job growth from backfilling may end sooner rather than later,” said Ellen Zentner, chief U.S. economist at Morgan Stanley in New York.
“Given the slowing in labor demand we foresee coming from higher interest rates should continue, removing the pillar of support that labor backfilling has provided so far this year could lead to a faster collapse in jobs growth than normal.”

The University of Arkansas Center for Public Health and Technology has launched a new speaker series focused on public health research, health literacy and emerging media and digital technologies.
The second event will feature Mark Williams, Ph.D., dean of the Fay W. Boozman College of Public Health at the University of Arkansas for Medical Sciences, at noon on Friday, Oct. 14, in the Graduate Education Building, room 239. Lunch will be provided. Williams’ talk is titled “What’s in a picture: The influence of social networks on health.” Registration is required.
Williams has been a public health scientist and practitioner for more than 30 years. He has published more than 200 peer-reviewed articles and book chapters on behavioral epidemiology, disease prevention and health promotion in underserved and minority populations. His scholarly works include seminal studies of HIV transmission in injection drug users, the dynamics of disease transmission in social networks, and prevention of blood-borne and sexually transmitted pathogens.
Williams has been principal investigator, co-principal investigator or co-investigator on more than 40 studies funded by the National Institute on Drug Abuse, the National Institute of Mental Health, the National Institute on Minority Health and Health Disparities, the National Institute of Justice, the Centers for Disease Control and Prevention, HRSA, Stockholm City Council and the Texas Department of Alcohol and Drug Abuse. In addition to studies in the United States, Williams has conducted research in Tanzania and Sweden.
The Center for Public Health and Technology, in the U of A College of Education and Health Professions, is a new hub for interdisciplinary research. The center specializes in public health research and communication, health literacy, and emerging media and digital technologies in the U.S. and around the globe. Faculty bring together diverse disciplines and capitalize on mixed methodologies to support public health surveillance, intervention and evaluation in advancing health and human rights, social justice and health equity.
The speaker series is co-sponsored by the center and the college’s newly-launched “WE CARE” initiative.
