Federal milk marketing orders are established under the authority of the Agricultural Marketing Agreement Act of 1937, as amended. The Secretary of Agriculture is authorized by this statute, under certain conditions and with producer approval, to issue milk marketing orders that require handlers to pay at least the minimum specified prices for milk purchased from producers. The complete orders are published in the U. S. Code of Federal Regulations, Parts 1000 to 1199.

Some parts of the nation have seen localized spikes in milk prices. But most of the nation is facing an oversupply of milk — a challenge policy makers have been struggling to address.

Comparing government support for Canadian versus American dairy farmers is not a simple black and white process. While Canada's dairy sector operates under a regulated supply management system, the U.S. government's support for its dairy farmers is less direct. For decades, military practitioners and academics have come up with theories, evidence, and examples that indicate that offensive cyber operations might revolutionize modern warfare. Others have made an equally impressive case that refutes that such operations would even be relevant, making it hard to reach any definite conclusions. This paper introduces a novel analytical framework to assess offensive cyber operations based on the circumstances of their use across the different phases of war, from shaping operations prior to the conflict to the actual battlefield. This framework substantially simplifies the key questions of practitioners and academics in order to pose the more direct question: Where, when, and how might offensive cyber operations affect warfare outcomes, both today and in the future?
