A federal appeals court on Friday declined to temporarily block a ban on TikTok, teeing up a showdown at the Supreme Court over whether the law should take effect while the social media platform’s challenge to it plays out.

Last week, the DC Circuit Court of Appeals unanimously upheld the law, clearing the way for it to take effect on January 19. Days later, TikTok asked the court to issue a temporary pause on the ban while the company asks the Supreme Court to review its challenge to the law. The appeals court unanimously rejected that bid in a brief, unsigned order that called such a block “unwarranted.”

The TikTok ban has been one of the most closely watched pieces of federal legislation in recent years, and it’s been widely expected that the law would eventually land before the conservative-majority Supreme Court.

In a press release, Character.AI said that, over the past month, it’s developed two separate versions of its model: one for adults and one for teens. The teen LLM is designed to place “more conservative” limits on how bots can respond, “particularly when it comes to romantic content.” This includes more aggressively blocking output that could be “sensitive or suggestive,” but also attempting to better detect and block user prompts that are meant to elicit inappropriate content. If the system detects “language referencing suicide or self-harm,” a pop-up will direct users to the National Suicide Prevention Lifeline, a change that was previously reported by The New York Times.

Apple this past summer canceled the development of a high-performance chip for Macs—consisting of four smaller chips stitched together—to free up some of its engineers in Israel to work on the AI chip, one of the people said, highlighting the company’s shifting priorities.

To make the chip, Apple is planning to use one of TSMC’s most advanced manufacturing processes, known as N3P, said three people with direct knowledge. That would be an improvement over the manufacturing process used for Apple’s latest computer processor, the M4.

The Australian government plans to introduce a levy on social media companies and search engines to force them to pay publishers for journalism after Meta, the owner of Facebook and Instagram, walked away from an existing arrangement.In the proposed amendments to current regulations, any social media platform or search engine that derives more than $250mn in revenues a year from Australia would be subject to a “charge”. That levy would be offset against any payments made directly by tech companies to publishers. The move is intended to encourage them to negotiate with the media industry over commercial deals.

Then the platform would need to go to court and spend roughly $5 million across three to four years to argue that the “bad thing” which was discussed (but didn’t actually happen on the platform) wasn’t “reasonably foreseeable.”

Most platforms aren’t going to want to do that. Instead, they’ll just remove all sorts of content that might otherwise lead to such a lengthy, draining, and resource-intensive legal fight (including all the negative headlines that will go along with it).

That’s why this is a censorship bill, first and foremost.
