The low meaty 2S second hit makes this virtually impossible for a human to OS the setup with a fuzzy jump or a fuzzy mash, the dash block throw will block any normals mashed on wake up that are faster than the 5f of throw invul someone has on wake up, while also teching a wake up throw. There is literally a single frame in which you could potentially get counter hit by a wake up button.
Low beats: Mash, jump, fuzzy jump, fuzzy throw tech, and backdash
Throw beats: Block, any button slower than 5f, any DP, will block any buttons faster than 5f with the exception of buttons hitting you on exactly frame 5, which can't be a heavy CH in any situation so who cares smh
