You're able to option select between 2S and Garuda based on if c.S was a counterhit or not. The input is (c.S) 2S14H. If c.S is a CH then the extra hitstop "eats" the 2S input and Garuda comes out, but if c.S is normal then 2S comes out and the buffered 14H is eaten.

About this OS now: you can do this OS the opposite way (by doing super for the crossup and FD for same side), however in S2 due to the fact that disc explodes even when Millia blocks most reversals can actually be punished.
