A few weeks ago, USDA climate adviser Robert Bonnie used a variant of “walk before you run” to describe the Biden administration goal of bipartisan support for climate mitigation in agriculture. On Monday, a sector-spanning coalition said the USDA “needs to crawl before it can walk” into a carbon bank that would help farmers adopt climate-smart practices. The Food and Agriculture Climate Alliance (FACA), a carbon bank advocate, said the USDA should lay the foundation for the climate bank by first setting up a series of pilot projects to identify fruitful avenues for future action. The alliance did not suggest how long the pilot projects would run but said they would aid the development of carbon markets and the direction of the carbon bank.

THE USDA IS DAYS AWAY FROM ANNOUNCING “GREATER OPPORTUNITIES” FOR LANDOWNERS TO TAKE FRAGILE FARMLAND OUT OF PRODUCTION IN EXCHANGE FOR AN ANNUAL PAYMENT, SAID AGRICULTURE SECRETARY TOM VILSACK ON THURSDAY.

USDA will permanently end its Farmers to Families Food Box Program at the end of May. The program, which bought meat, dairy and produce from farmers and directed it to hungry families, was created by the Trump administration during the pandemic. Over the past year, USDA has spent more than $4 billion on the program and delivered more than 156 million boxes through mid-April.

The USDA has announced their multi-billion-dollar Pandemic Assistance for Producers, which aims to fill in gaps from CFAP. The new effort puts at least $6 billion into new programs to reach a broader set of producers than earlier efforts, including small and minority, specialty crop and organic producers.

Dan Newhouse says Tom Vilsack returning to head the USDA is a good thing for the farming community. The Chair of the Western Congressional Caucus, and a central Washington farmer himself, Newhouse said Vilsack can hit the ground running. Adding the Secretary understands many of the issues before Northwest producers.

By a 92-7 vote Tuesday, the Senate confirmed former Iowa Governor and two term Ag Secretary Tom Vilsack to head the USDA yet again. There was really no debate Tuesday, but there was some bipartisan praise from Senate Ag chair Debbie Stabenow and ranking committee member John Boozman.

“A lot of these practices, while they may be good, aren’t always free or they require some investment or they require some new knowledge,” said Bonnie.
