The global cryptocurrency market unexpectedly sparked into life on Thursday despite negative inflation data following the US Consumer Price Index (CPI) being released.
The news that inflation was once again 8.2% prompted a quick and drastic sell-off of coins – with Bitcoin dropping to a low of $18,319.82 – before an unexpected and massive recovery in both the crypto and traditional markets.
BTC pumped to $19,835.17 – an 8.2% gain on the low – in 12hrs with volume surging by 76% on the previous day.
As CryptoNews reported earlier on Friday, many Bitcoin traders and analysts are expecting more short-term gains with $21,000 in play.
The total crypto market saw a 5% increase to $950 billion as volume reached $355 billion – marking just the second time volume had beaten $300 billion since early August.
A number of altcoins have been performing even better:
Ethereum Name Service (ENS)
Ethereum Name Service (ENS) was arguably the top performing coin on Thursday and Friday, reaching highs of $20.25 as trading volume increased by 95% to over $250 million.
ENS is now up 11% in the last 24hrs at the time of writing and nearly 12.5% on the seven-day chart.
The price had been as low as $16.18 on Tuesday, October 11, meaning the coin saw a 25% rise in that time.
ENS, which has more than 2 million addresses and a userbase of 500,000, could be set for more gains in the coming weeks.
At the end of September, Coinbase announced its intention to give out ENS domains to users who want simplified transactions.

Quant (QNT)
Quant has retraced a little, but the QNT token is still up nearly 6% after volume increased by 59%.
Its 24hr high saw the token almost reach $175 – its highest price since January.
Quant has been flying in recent weeks and is now up nearly 20% in seven days, 67% in a month and nearly 300% since June’s lows.
Quant has continued to push for its use in central bank digital currencies (CBDCs) and increased chatter around the implementation of that technology appears to be driving its growth.

Algorand (ALGO)
Algorand is another sleeping giant – and another coin linked to CBDCs – that has found some love recently after a tough 2022.
Algorand (ALGO) is one of the most scalable and energy efficient blockchains around and its links to world-leading university MIT – its founder is a professor – indicate it should be well placed for institutional adoption in the near future.
ALGO saw a huge sell-off just after CPI data was revealed – falling to $0.2887 before rallying 14% to $0.3289.
It remains down on the seven-day chart, however.

Tamadoge (TAMA)
The TAMA token has endured a lot of volatile movement in the past week, but the new project ticked off two major marks of its roadmap this week.
The first 100 Tamadoge NFTs went on sale on OpenSea and became the top trending collection on the site after seeing 258ETH worth of sales.
Investors paid as much as 6ETH for one of the Ultra Rare Pets, which will be at the centre of the new play-to-earn game based on 90s craze Tamagotchi.
The projects developers also released screenshots and development pictures of the secondary game, Enter the Tamaverse, which was extremely well received in the community as it evoked memories of popular side-scrolling platform games Mario and Sonic the Hedgehog.

WASHINGTON, Oct 14 (Reuters) – Democratic U.S. Senator Raphael Warnock and Republican challenger Herschel Walker sparred over a range of issues from abortion and policing to personal integrity on Friday, as a key Georgia contest that could help determine control of the Senate came to a head in a contentious televised debate.
Walker, a one-time football star and political novice backed by former President Donald Trump, sought to brand the incumbent as a rubber stamp for Democratic President Joe Biden’s agenda, which Republicans have painted as responsible for inflation, crime and other social ills.
“This race ain’t about me. It’s about what Raphael Warnock and Joe Biden have done to you and your family,” Walker said. “I’m here to fix it.”

Warnock, pastor at a historic Atlanta church who has served less than two years in the Senate, presented himself as a committed public servant who has worked to cap the price of insulin, control gun violence and protect rights.
Their showdown is one of the most closely watched contests in the Nov. 8 congressional elections.
During the hour-long debate in Savannah, Walker accused Warnock of attacking the police, empowering criminals and allowing the powerful painkiller fentanyl into Georgia by not protecting U.S. borders.
“We will see time and time again tonight, as we have already seen, that my opponent has a problem with the truth. And just because he says something doesn’t mean it’s true,” Warnock responded.
“One thing I have not done, I’ve never pretended to be a police officer and I’ve never threatened a shootout with the police,” he added in reference to media reports that Walker has falsely claimed to have worked in law enforcement and once talked about having a shootout with police.
Walker then flashed what appeared to be a badge and was admonished by a debate moderator for using a prop.
The Republican has acknowledged struggling in the past with mental health and was asked if he still receives treatment. “I continue to get help if I need it. But I don’t need any help. I’m doing well,” Walker said.
The race had already been rocked by media reports that Walker, who has voiced opposition to abortion without exceptions, paid for an abortion in 2009 to terminate the pregnancy of a woman he was dating and who later gave birth to one of his children. Walker has called the allegation a “flat-out lie.” Reuters has not independently confirmed the claim.
During the debate, Walker repeated his statement that the reports are false and reiterated his position on abortion: “I’m a Christian. I believe in life.”
Democrats hold slim majorities in the Senate and House of Representatives. Senate control could be decided by the outcome of races in Georgia, Arizona, Nevada, North Carolina, New Hampshire, Ohio, Pennsylvania and Wisconsin.
Georgia was a reliably Republican state, with two Republican senators, until Biden beat Trump in the 2020 presidential election. Warnock and fellow Democrat Jon Ossoff then claimed the state’s two Senate seats in January 2021 run-off elections.
Warnock dodged a question about whether he would support Biden for a second term in 2024, saying: “I’ve not spent a minute thinking about what politicians should run for what in 2024.”
Walker said he would back Trump: “Yes, I would. And let me tell you, because President Trump is my friend.”
A recent opinion poll conducted by the University of Georgia showed Warnock leading Walker 46% to 43% among likely voters.
Walker has been known to make confusing statements on policy issues such as climate change, while Warnock is an eloquent speaker who is senior pastor at Atlanta’s Ebenezer Baptist Church, where slain civil rights leader Martin Luther King once preached.
Andra Gillespie, a political science professor at Emory University in Atlanta, said the debate was too inconclusive to make a difference in the race, with Walker demonstrating little more than a grasp of Republican talking points and Warnock failing to dominate the exchange.
If neither candidate gets more than 50% of the vote on Nov. 8, the race would be decided in a Dec. 6 run-off election.
Each candidate pledged to accept the outcome of the election.

Digitalisation has taken on added importance as the world exits the COVID-19 pandemic, Anner-Marie Gulde-Wolfe, deputy director at the IMF’s Asia Pacific Department, told reporters at a news conference here on Friday.

India has been a leader in digitalisation over the last few years and has overcome some of the administrative bottlenecks through increased innovation, a senior International Monetary Fund official said.
Digitalisation has taken on added importance as the world exits the COVID-19 pandemic, Anner-Marie Gulde-Wolfe, deputy director at the IMF’s Asia Pacific Department, told reporters at a news conference here on Friday.
“As is well known by now, India has been a leader in digitalisation over the last couple of years, particularly with the provision of digital infrastructure… this has increased innovation and it has overcome some of the administrative bottlenecks that there were before,” she said.
“Under Covid, there has been significant scarring in Asia and elsewhere and digitalisation promises to be one of the avenues to increase productivity of firms,” she said in response to a question.
“We do have some empirical evidence for that. Our forthcoming Regional Economic Outlook will have a chapter that looks at productivity of firms and it shows that from the Covid recession that firms that were at the forefront of digitalisation did in fact perform better. Of course, there is still a way to go. Further progress should be made by narrowing the digital divide and by increasing digital literacy,” she added.
The IMF has a programme that looks at digitalisation and how it helps governments in implementing reforms. The IMF is also increasingly providing technical assistance in that area, Gulde-Wolfe said.
She said the IMF also works very closely with India on this and the country is at the forefront of digitalisation of government services, which was also used during the pandemic for distributing benefits.
Responding to a question, Gulde-Wolfe said in the global context, India, with a growth rate of 6.1 per cent, is still a bright spot.
“But it’s absolutely true that one needs to look at what else can be done and we were talking about scarring before. So, a lot of the issues that need to be addressed are more on the structural side,” she said.
“We don’t see a lot of room for fiscal support given where we stand on the debt level,” she said.
Similarly, on the monetary policy, given the inflation situation, there has to be a tightening bias there, the IMF official said.
“But it is important to, you know, whatever can be done on the structural front to not create impediments for growth and to try and also create an expectation of continued forward movement,” she said.
“I think that is really important. But let me just come back with, you know, the gross downgrades that we have seen in other countries, I think India is still in the relatively bright spot,” Gulde-Wolfe said. PTI LKJ DIV DIV

Waldref, United States Attorney for the Eastern District of Washington, today announced that a fully-staffed branch of the United States Attorney’s Office will be opening in Richland, Washington. At a press event earlier today, U.S. Attorney Waldref stated, “The number of cases prosecuted by the Richland Division of my office has risen significantly over the last two decades. As the number of cases continued to grow, it became clear that we need dedicated Assistant United States Attorneys, who live and work in the Tri-Cities area, to support our federal, state, and local partners and ensure that criminal defendants who commit federal crimes are prosecuted to the fullest extent.”
After learning that the U.S. Attorney’s Office would opening a staffed Richland Office, Senior United States District Court Judge Edward F. Shea stated, “I am pleased to join in celebrating the expansion of the U.S. Attorney’s Office in Richland. This expansion will strengthen the ongoing Federal-Local law enforcement efforts in Southeastern Washington for the benefit of all who live here.”
The Richland Division of the U.S. Attorney’s Office is in the Richland Courthouse and Federal Building, which is located at 825 Jadwin Avenue in Richland, Washington. Since 2019, the U.S. Attorney’s Office has prosecuted an average of approximately 70 cases each year arising in the Richland Division. While the U.S. Attorney’s Office has continued to prosecute a large volume of cases in Richland, the federal prosecutors handling these cases have been traveling from Spokane and Yakima to appear for hearings in Richland’s federal courthouse.
The U.S. Attorney’s Office for the Eastern District of Washington represents the United States in federal litigation, both criminal and civil, in the twenty Washington counties east of the crest of the Cascade Mountains. The Eastern District is home to approximately 1.5 million people, of which approximately 400,000 live in the Tri-Cities metropolitan area. The U.S. Attorney’s Office is responsible for enforcing federal criminal, civil, administrative, and tax laws. The Office works closely with federal, state, and local partners with one primary purpose: To ensure that justice is done in each individual case. The Richland Office, when it is fully staffed, is expected to have two fulltime Assistant United States Attorneys and one legal assistant.
“Many of the most significant federal cases and crimes we prosecute involve conduct in the Tri-Cities area,” said U.S. Attorney Waldref. She continued, “When I became the United States Attorney a little over a year ago, one of my top priorities was to build upon the work that the Department of Justice has been doing in the Tri-Cities. Today’s announcement is a realization of our goal to ensure the United States Attorney’s Office has a permanent and staffed presence serving Benton, Franklin, and Walla Walla Counties. We are fortunate to already have Special Assistant United States Attorney Laurel J. Holland, who has prosecuted state and federal cases in the Tri-Cities area since 2009. • Ayoola Taiwo Adeoti, 4:22-CR-06005-SAB, indictment for business email compromise, money laundering, and bank fraud conspiracy involving fraud of approximately three quarters of a million dollars from the Benton County government;
• HPM Corporation; 4:22-MJ-07038-JPH, global criminal and civil fraud settlement in March 2022 recovering $3 million from Hanford Site prime contractor for fraudulent COVID-19 relief claims under the Paycheck Protection Program;
• Ali Abed Yaser, et al., 4:21-CR-6042-SMJ, twenty-three people indicted in January 2022, for an alleged staged automobile accident scheme;
• Cody Easterday, 4:21-cr-06012-SAB, sentenced to 11 years and $244 million in restitution in October 2022 for a massive fraud scheme involving fictitious cattle;
• U.S. ex rel. Avila v. Sunrhys, LLC, 4:21-cv-05013-TOR, civil prosecution involving civil rights violations and housing fraud, resulting in July 2022 recovery of significant civil penalties and other remedial measures for a landlord in Walla Walla that was overcharging tenants and fraudulently obtaining federal subsidies intended to assist homeless veterans;
• U.S. ex rel. Yam v. Providence Health and Services; 4:20-CV-05004-SMJ, civil fraud prosecution and recovery in April 2022 of over $22.7 million for fraudulent billing of medically-unnecessary neurosurgery procedures to Medicare and Medicaid at Providence St. Mary’s Medical Center in Walla Walla;
• Trent Drexel Howard, 4:19-CR-06036-SMJ, sentenced to 23 years in federal prison in January 2022 for child pornography offenses after being extradited from Kazakhstan;

• Josue Medina-Perez and Francisco Delgado, 19-CR-06018-EFS, ten-defendant transnational drug conspiracy, which was one of the first fentanyl conspiracies involving prosecution of an Arizona-based source of supply;
• Sami Anwar, 4:18-cr-5064-EFS, sentenced to more than 28 years in October, 2020, after a three-week trial for falsifying human clinical research data;
• Rosalio Emmanuel Sanchez, 4:17-CR-06014-WFN-6, sentenced to 22 years in prison in May 2019, for distributing illegal narcotics in the Tri-Cities area after a five day jury trial in Richland;
• Bechtel Corporation et al., 4:17-CV-5074-SMJ, civil fraud prosecution and recovery in September 2020 of $57.75 million from Hanford Site prime contractor for fraudulent overbilling on radioactive waste treatment plant project;
• Miles Barton Nichols, 4:16-CR-6033-EFS-1, sentenced to life in prison in 2018 after being convicted in two separate jury trial of drug trafficking and firearms offenses.
• U.S. ex rel. Savage v. CH2M Hill Plateau Remediation Company; U.S. ex rel. Savage v. Washington Closure Hanford, et al; 4:14-CV-5002-SMJ and 4:10-CV-5051-SMJ; recoveries of approximately $10 million between 2017 and 2021 from Hanford Site contractors for use of fraudulent small business front companies on Hanford Site subcontracts.
• Bechtel National Inc., 13-CV-5013-EFS, civil fraud prosecution and $125 million recovery in November 2016 from Hanford Site contractor for use of substandard materials, quality assurance violations, and improper use of federal funds for lobbying activity.
• CH2M Hill Hanford Group, 09-CV-5038-EFS, civil and criminal prosecutions of time charging fraud at the Hanford Site, resulting in twelve criminal convictions and recovery of more than $18.5 million in damages and penalties between 2012 and 2015.
Currently the Tri-Cities area is served by several federal judges: U.S. Circuit Judge for the Ninth Circuit Court of Appeals Salvador Mendoza, Jr.; Senior U.S. District Court Judge Edward F. Shea, U.S. District Court Judge Mary K. Dimke, and U.S. Magistrate Judge Alexander C. Ekstrom. Relatedly, many federal law enforcement agencies – to include the Bureau of Alcohol, Tobacco, Firearms and Explosives; Customs and Border Patrol, the Drug Enforcement Administration; FBI; Homeland Security Investigations; Department of Energy Office of Inspector General; and the U.S. Marshal’s Service to name a few – have staffed offices, agents, and task force officers in the Tri-Cities area.
Regarding the federal presence in the area, U.S. Attorney Waldref added, “We will continue to support our federal, state, and local partners who have a long-established presence in Benton, Franklin, and Walla Walla Counties. We have been working closely with our law enforcement partners in Southeast Washington for years, and are thrilled to build even stronger relationships to make our growing communities in this region safer and stronger.”
United States Attorney Vanessa R. Waldref is the Chief Law Enforcement Officer for the Eastern District of Washington. She leads an office of 29 Assistant United States Attorneys: 23 in Spokane and 6 in Yakima. In the near future, that number is anticipated to grow by at least 2 in the new staffed Richland Office.

Several Bay Area cities have bed taxes on the Nov. 8 ballot in an attempt to collect more revenue from hotels, motels, inns and share-rental sites such as Airbnb and Vrbo.
Proponents argue that their municipalities need to generate more revenue in the wake of economic impacts from COVID-19, but opponents question whether now is the time to raise rates on an industry also hit hard by the pandemic — hospitality.

One thing is certain: People are ready to spend their tourist dollars in California. According to the nonprofit Visit California, in 2021, travel-related spending in the state increased 43% over 2020, with tax revenues increasing by 23%. Total travel-related spending in 2021 in the state was a little over $100 billion.
Measures to increase transient occupancy taxes are on the ballot in unincorporated areas of Santa Cruz County, the city of Alameda, and some cities of San Mateo County, including Belmont and Millbrae. Brisbane is asking voters to approve a tax on hospitality business owners, not on guests like the other Bay Area cities. In Healdsburg, Measure L wouldn’t increase the 14% tax already collected, but earmarks for the money generated by the TOT would specifically go to capital improvements.
Proponents of the TOT increases say that the money is needed for essential services such as police, fire and infrastructure, though COVID-19 American Rescue Plan funds were specifically designated for such things and injected millions into local coffers. In most cities, if passed, money from the measures increasing room taxes would go into each municipality’s general fund.
Alameda is asking voters to approve Measure F, a jump of its current 10% rate up to 14%, to keep it in line with Oakland and San Leandro’s TOT rates.
Alameda City Councilmember Trish Herrera Spencer opposes the measure, questioning its timing after the pandemic. But the city’s TOT hasn’t been raised since 1990 and Alameda predicts that the additional money will amount to between $700,000 and $900,000 per year that could go toward essential services like 911, fire and police, fixing potholes and maintaining parks.
In unincorporated areas of Santa Cruz County, supervisors put Measure B on the ballot. Though the money would go into the general fund, the board said it would apply the funding toward affordable housing, mental health services and wildfire prevention.
Supervisors want to increase the current rate of 10% to 12% for hotels, motels and inns, and 14 percent for in-home vacation rentals, generating as much as $2.3 million annually. The argument in favor of the measure in the county voting guide says that the measure would increase needed county revenues without taxing residents.
San Mateo County cities Belmont and Millbrae are proposing measures K and N respectively, which would raise their TOTs from 12% to 14%, raising an estimated $660,000 annually for Belmont and $1.5 million for Millbrae.
Brisbane is taking a different approach — raising taxes on hospitality business owners instead of increasing its 14% bed tax. Measure O would impose a tax on hospitality business owners of $2.50 per day per stay, generating an estimated $250,000 per year. According to the city, the current tax structure on the businesses is paid from gross receipts and only generates less than $2,000 per year.

The submitted ballot arguments for and against the measure in Brisbane are colorful. The Silicon Valley Taxpayers Association wrote the opposition and calls the move “theft.”
“Basically, our public servants want a free ride, to stick out-of-towners with the bill and to compel esteemed local businesses to serve as tax collector,” reads the argument. “Would you do that to your friends or coworkers? No! That would be immoral, as a form of theft.”
In the ballot argument in support of the tax measure, penned by the City Council, the body describes the tax as “reasonable” and a way for businesses to “pay their share” in supporting essential services. The council also refers to the tax as “a modest proposal,” perhaps unaware of the allusion to Jonathan Swift’s 1729 satirical essay that suggested impoverished Irish sell their children to wealthy noblemen for food.
In the Sonoma County city of Healdsburg, voters will be asked to decide on Measure L, which keeps the TOT rate the same — 14% — but specifies that the money goes toward affordable housing and the issuing of bonds.
Voters across Napa County faced a similar decision in 2018, when ballot measures in the unincorporated county and all five cities proposed an increase in room taxes from 12% to 13%, which each local government able to use fresh revenues as it saw fit. All of the measures passed except for American Canyon’s, which fell just short of the required two-thirds of yes votes needed for approval.

The Insurance Regulatory and Development Authority of India (IRDAI) has proposed terms and conditions for investment by private equity funds as promoters in insurance companies.
A private equity fund will be allowed to invest in any insurer in the capacity of “promoter” if it has completed 10 years of operation and the funds raised by the PE fund, including its group entities, is US $ 500 million or more (or its equivalent in rupee, IRDAI said. “The investible funds available with the PE fund should not be less than $ 100 million,” the regulator said in its exposure draft on Registration of Indian Insurance companies (Regulations) 2022.
Investment by PE funds is expected to bring in more foreign investment to the country. In 2020, the government had increased the foreign direct investment limit in insurance firms from 49 per cent to 74 per cent under the automatic route. IRDAI had given in principle approval to PE funds to invest in insurers in 2017. While private investment in insurance is big business in the US and Europe, it’s yet to take off in India. In 2021, private investors announced deals to acquire or reinsure more than $200 billion of liabilities in the US.
IRDAI said the equity contribution of promoters and other investors will have a lock-in period of five years at the time of granting the final approval or even before that. The lock-in for investment after five years but before 10 years will be three years or 12 years from the date of grant of registration, whichever is earlier, and after 10 years, the lock-in will be two years or 11 years from the grant final registration, the regulator said.
According to the IRDAI draft, investment in the capacity of an investor, directly or indirectly, in an Indian insurer should be less than 25 per cent of the paid-up equity capital of the insurer. Investment in the capacity of investors should be restricted to not more than two life, two general, two health and two reinsurers, it said.
The regulator has proposed that the minimum shareholding of promoters should be maintained at above 50 per cent of the paid-up equity capital of the insurer. Promoters may dilute their stake in the insurer below 50 per cent but not below 26 per cent of the paid-up equity capital if the insurer has a track record of solvency ratio above control level during 5 years immediately preceding the dilution of stake by promoter and the shares of the insurer are listed on the stock exchanges.
In an Indian insurer having foreign investment, a majority of its directors, key management persons, and at least one among the chairperson of its board, its managing director and its Chief Executive Officer should be resident Indian citizens, it said.
Further, in an Indian Insurer having foreign investment exceeding 49 per cent, not less than 50 per cent of its directors should be independent directors. If the chairperson of its board is an independent director, at least one-third of its board should comprise independent directors, the regulator said.
Moreover, for a financial year for which dividend is paid on equity shares and for which at any time the solvency margin is less than 1.2 times the control level of solvency, not less than 50 percent of the net profit for the financial year should be retained in general reserve, IRDAI said.
Earlier, in 2016, IRDAI had proposed that the board of directors was required to have a minimum of three “independent directors”. However, this requirement is relaxed to ‘two’ independent directors, for the initial five years from grant of certificate of registration to insurers. “This rule is going to be tightened in the new scheme of things,” said an official.

The Genesee and Orleans County Health Departments (GO Health) are celebrating 10 years of working collaboratively through their cross-jurisdictional shared services arrangement. This initiative was the first of its kind in New York State and is at the forefront of providing best practices for local governments looking to become more efficient through sharing services.
The shared services began as a PILOT project for two years and was part of a national initiative funded by the Robert Wood Johnson Foundation that helped establish the Center of Sharing Public Health Services (www.phsharing.org). Following the first two years, the benefits, both fiscally and operationally have resulted in an ongoing agreement by Genesee and Orleans Counties to continue forward with sharing public health services.
“The Genesee County Legislature saw this collaboration as an opportunity for our residents to be served by high quality staff, which is key to improving the quality of healthy living in Genesee and Orleans Counties,” stated Shelley Stein, Genesee County Legislative Chair. “Since the beginning of this venture, both counties have made significant progress and now have shared services with the Youth Bureau and Weights and Measures. These shared services reduce local taxes and lower cost of governments. Additionally, across New York State our best practices and case studies have been studied by other counties seeking to cut costs for their residents.”
“The cross-jurisdictional collaboration to create the shared Genesee and Orleans County Health Departments, now known as GO Health, was a transforming idea of two legislative bodies,” stated Lynne Johnson, Orleans County Legislative Chair. “This would not have been achieved if it weren’t for the faith we had in Public Health Director, Paul Pettit to lead the initiative.”
The support and technical assistance of the Center for Sharing Public Health Services for our integrated health departments helped identify the value for our leaders and provide the financial support to jump-start the collaboration. The New York State Department of Health (NYSDOH) also added its support to the pilot project of joining resources, which leads to the benefit of residents in both of our counties, and is key to our ongoing success.
Working together has helped fill workforce gaps, provide natural redundancy and attract additional candidates for vacant positions. The public health staff in both counties have become more creative and have worked together on several joint projects, including, but not limited to, a joint strategic plan, workforce development plan, quality improvement, branding and communication plan, and working on a joint application to become nationally accredited through the Public Health Accreditation Board (PHAB) as GO Health.
This collaboration has also seen an increase in the services we are able to offer our residents due to the ability to be more competitive with grant applications with a combined population of almost 100,000 residents. GO Health has been very successful in applying for and receiving approximately $7,500,000 dollars in grant funds since we began joint applications 10 years ago. These funds have helped to reduce county costs while enhancing services to county residents. GO Health has regionalized service delivery further and is also the recipient of a Housing and Urban Development (HUD) grant and the Centers for Disease Control and Prevention (CDC) Lead Poisoning Prevention and Remediation grant in collaboration with Wyoming and Livingston Counties (GLOW region). These lead grants are going to assist residents in reducing lead poisoning and remediating hazards in their homes. GO Health has also benefited from three CDC Public Health Associate Program fellows that spend a two-year assignment working in both counties at little cost to the counties.
“Seeing all that we have accomplished over the past 10 years shows that our initial goals were on target,” stated Paul Pettit, Public Health Director of GO Health. “We continue to look at innovative ways to advance our collaboration, drive efficiencies, and be fiscally responsible. Where we are today with our integrated operations is a testament to the buy-in and hard work of our county administration, the GO Health leadership team, and all the public health staff. The staff has been instrumental in the success of our work as they operate as a team, share ideas, deliver services, and promote health as a cohesive unit.”
The COVID-19 pandemic response put our integrated departments to the test. Having the ability to work together through sharing employees helped balance the surges over the past couple of years and was essential to meet the needs of contact tracing, administering COVID-19 testing and eventually vaccinations in both counties. One of the most effective benefits of our shared response was with public communications and messaging which allowed us to reduce redundancies and leverage staffing to push information across our shared media.
“We recognize our public health staff for their hard work and dedication throughout the pandemic and over the past 10 years,” stated Mrs. Johnson. “We look forward to seeing what they can accomplish in the years to come.”
“Throughout the pandemic, I was able to volunteer my time at clinics and experience firsthand how caring and committed our health department staff are,” stated Mrs. Stein. “Watching folks mature into highly functioning teams with only one goal – serve and care for the health and recovery of our residents. The Philadelphia Phillies defeated the Atlanta Braves 9-1 on Friday in Game 3 of their National League Division Series. The Phillies now lead the best-of-five set, 2-1, heading into Saturday’s Game 4. Another win and Philadelphia will advance to the NL Championship Series for the right to play for the pennant against either the Los Angeles Dodgers or the San Diego Padres.
The third inning proved to be the key to the game. The Phillies had not mustered a baserunner through the first two frames against Atlanta rookie Spencer Strider. Their fortunes changed right away, as Brandon Marsh worked a four-pitch walk. Jean Segura struck out, but his double-play partner Bryson Stott then endured a lengthy, nine-pitch at-bat before hitting a double to right field that opened up the scoring.
The Braves would intentionally walk Kyle Schwarber, a move that would backfire immediately. That’s because Strider delivered a lame-duck fastball down the middle that Rhys Hoskins drilled for a three-run home run.
Just like that, the Phillies led 4-0. They weren’t done there, however. Strider nearly was, as he’d exit after giving up a single to Nick Castellanos on the next pitch he threw. Lefty reliever Dylan Lee would enter and — wouldn’t you know it — give up a home run of his own to Bryce Harper on the first pitch of his night.
The Phillies, up 6-0 at that point, were in complete control. That wouldn’t change the rest of the way.
Here are four things to know about the Phillies’ win.
1. Strider returns, falls apart
As mentioned in the introduction, most of the Phillies’ damage came against Strider. While he had been one of the top young starters in the majors during the regular season, he hadn’t pitched since Sept. 18 because of an oblique injury. Strider wasn’t even officially named the Game 3 starter until Friday morning.
Strider started the game well enough, but it became clear that he was losing steam as he struggled to put away Stott based on his wavering command and slipping velocity:
What’s more is that the home-run pitch Strider threw to Hoskins happened to be the slowest fastball of his career, an indication that he wasn’t right.
Given that Strider was presumed to be on a tight pitch count, it was surprising to see nobody warming behind him until after the Phillies had gotten on the board. Who knows, perhaps it would’ve made no difference and the Phillies’ bats would’ve scorched whomever was on the mound when Hoskins and Harper walked to the plate, but the decision to start and stick by Strider might end up being a regret for Atlanta manager Brian Snitker and the Braves if they lose the series.
2. Nola shoves
Strider had a disaster start. How about his counterpart?
Phillies right-hander Aaron Nola threw 6 2/3 shutout innings in his Wild Card Series start against the St. Louis Cardinals, the first playoff appearance of his career. He didn’t quite match that effort on Friday, but he did give the Phillies another high-quality start.
Indeed, Nola worked into the seventh inning, departing after giving up a leadoff single to Orlando Arcia. His final line saw him toss six innings of one-run (unearned) ball, surrendering five hits and two walks while punching out six batters on 90 pitches. That means Nola has not allowed an earned run in 12 2/3 innings of October ball.
It should be noted that Nola’s velocity and spin rates were up on all his pitches compared to his seasonal norms. He generated 15 whiffs on 44 pitches, including eight on his spike curveball. Additionally 11 of Nola’s 15 batted balls were grounders.
Add it all up, and the Phillies have to be thrilled with Nola’s month to date.
3. What history says about the Phillies’ 2-1 lead
According to our Dayn Perry’s research, teams who have taken a 2-1 lead in the LDS round have historically won the series around 75 percent of the time. That speaks to the significance of having two tries to close out the series, and it suggests that the Phillies are in good position to advance to the next round, be it in four or five games.
4. What’s next
The Phillies will look to eliminate the defending champion Braves and punch their tickets to the NL Championship Series on Saturday with a victory in Game 4. It’ll be a matchup of contrasts as veteran Charlie Morton will get the nod for Atlanta for his 18th career postseason appearance; Philadelphia will counter with youngster Bailey Falter, who will be making his playoffs debut. First pitch is set for 2:07 p.m. ET.

The company is not yet free cash flow positive but given strong net expansion rates and high gross margins, we see a path to improving profitability over time, with management notably targeting positive free cash flow this fiscal year.”

The phrase “kick-ass” is probably not one often heard associated with a preschool show. But, then again, how else does one describe a Batmobile car chase? Even if it’s geared toward four-year-olds.
Batwheels – starring award-winning actor, writer, and director Ethan Hawke as Batman – marks DC’s first-ever Batman preschool series, offering young viewers a high-speed, vibrant CGI-animated iteration of the Caped Crusader. The series features a team of super-vehicles – Bam (the Batmobile), Bibi (the Batgirl Cycle), Redbird (Robin’s racecar), Buff (the Bat-Truck), and Batwing (the Bat-plane) – as they help Batman, Batgirl, and Robin keep the streets of Gotham City safe. Whether it’s facing down the Legion of Zoom or one of Gotham City’s notorious Super-Villains, the Batwheels will use their incredible gadgets and creative teamwork to save the day.
Based on characters from DC, Batwheels is produced by Warner Bros. Animation, Bang Zoom! Entertainment, and DC Entertainment with animation by Superprod Studio. The first seven episodes will premiere on Cartoon Network’s Cartoonito Monday, October 17 and on the Cartoonito hub on HBO Max Tuesday, October 18.
“I am extremely proud of the show because we tried to attract and involve an audience as young, old, and diverse as possible so everyone can enjoy the ride,” says supervising producer Simon J. Smith. “And we managed to create a legit Batman, in a legit Gotham City, but also create a brand-new set of Batman superheroes. The action is kick-ass and it’s funny too!”
Batwheels creator Michael G. Stern, who co-executive produces the series with Looney Tunes Cartoons’ Sam Register, adds, “It still feels like a fully valid Batman world that any fan would love. We just drew out and emphasized the more fun, colorful aspects that are already there and added this batch of new, fun vehicle characters – the Batwheels and the Legion of Zoom. I don’t like to approach adaptations by saying, ‘What do I have to change in order to make this work for young kids?’ I prefer to say, ‘What do I have to make sure stays true to the original, awesome IP, so that kids will fall in love with it the same way I did?’”
“The most rewarding thing for me is knowing that for a whole new generation, this will be their first Batman,” notes Stern. “It’s a huge responsibility, but I feel very proud of the version we’re presenting to them. What’s even cooler is that this will also be their first Robin, and he’s African American, and their first Batgirl, and she’s Asian American. How cool is that?”
But as rewarding as the experience has been for Stern, known for writing and producing preschool series like Doc McStuffins and Sofia the First, it came with plenty of unique challenges. Mainly, creating an entertaining, fun kids’ series out of one of pop culture’s darkest superhero stories.
“Obviously, we don’t deal with the trauma in Batman’s past or tell the psychotic origin stories of the villains to a preschool audience,” says Stern, whose show does feature villains Penguin, The Riddler, Harley Quinn, and others. “But we don’t deny the existence of these things either. If you want to believe that The Joker was dropped in a vat of acid and went insane, our show doesn’t contradict that. We just don’t tell that origin story. And Batman is who he is on our show. What made him into that masked vigilante, we don’t get into. But if you want to believe the death of his parents did that, we don’t contradict that idea.”
For Stern, it was important to “keep Batman Batman,” the same mysterious, cool character most DC fans all know and love and not dumb him down or “kiddify” him for the show’s audience.
“I believe this audience is underestimated,” says Stern. “They had never been allowed to see Batman the way grownups do. But why not? I want to allow preschoolers to have the same experience we all get to have when we watch a superhero movie or series. They deserve to have the same fun! Once I decided to do that, I needed other characters that young kids could relate to, which is where the vehicles came in. They would be the ‘kid’ characters our young audience would see the stories through.”
In the show, having just been created by the Batcomputer (SungWon Cho), heroes Bam (Jacob Bertrand), Bibi (Madigan Kacmar), Redbird (Jordan Reed), Buff (Noah Bentley) and Batwing (Lilimar, or Lili Mar) are essentially kids with little to no life experience, which means the characters are learning right alongside Batwheels’ preschool audience.
“This is the first TV show that I’ve worked on and I really wanted Batwheels to feel like a Batman movie when you are watching it,” says Smith, known for directing Penguins of Madagascar and Bee Movie. “I wanted to bring as much of a cinematic nature to Batwheels, without being too intense, so the whole family can enjoy it. As soon as I read the first four scripts, I recognized what Michael was doing. Not trying to change Batman or Gotham City, just not highlighting anything that would be inappropriate for our young audience. I really appreciated that.”
The team’s approach to the animation also played a vital role in ensuring the show would entertain, and not terrify, its audience. It would be easy to slip into making the color pallet a bit too dark, the character designs a bit too gritty – but the Batwheels crew took an interesting turn with the designs, making them bubbly, almost like a Super Mario game.
“We knew this show was for an audience of four-year-olds and up and that the entire show would be set at night, which is pretty rare for this audience,” admits Smith. “So, we wanted to make sure everyone would gravitate to the screen if they saw an image of the show and a word we kept coming back to was ‘fun.’ It may sound cliche, but it really worked for every aspect of the show. If it didn’t feel ‘fun,’ it shouldn’t be in the show. For the colorscript, we tried to find a reference for a place where families go at night and have lots of fun: a theme park! So that’s how we came up with the colorful palette of the show. We lit Gotham City like it was a theme park.”
He adds, “For the animation of the action scenes, I came up with a shorthand recipe: Fast & Furious: + Batman = Batwheels.”
And, of course, these hero vehicles also go hood to hood with villain vehicles, including helicopters. So, the next challenge was making these cars look like legitimate members of the DC universe, fierce defenders of Gotham, but also friendly and approachable for kids.
“Those were the biggest challenges because, in our Batwheels universe, it’s really two shows in one,” says Smith. “It’s not only a human superhero show with the Batfamily and traditional Batman villains, but also an animated vehicle superhero show and all the vehicle villains. And Batman and co get into the Batmobile or Batwing, or Robin’s Redbird car and use them as legit kick-ass vehicles.”
Smith says the team wanted the “visceral impact of the CG but not the intense, realistic VFX that could scare the little ones.”
“Our animation supervisor came up with a test,” explains Smith. “He animated the eyes and mouth of Bam on 2’s, but rendered the CG car on 1’s. It was a resounding success, because you get a familiar 2D animated feel to the character but still retain the high-impact CG properties to the vehicle. We did the same thing as any big VFX in the show and leaned into the 2D feel for surfacing of the world and characters. All the water, fire, explosions, smoke, are 2D animated. And, in the surfacing, there are painted highlights on objects as well as light hitting the objects. So, throughout the show there’s a lot of 2D/3D integration.”
With both Smith and Stern harboring a “mega-geek level love” for Batman and the DC universe, the two are hoping and praying they’ve done all they can to bridge the gab between the preschool and older kids’ worlds.
“I would like audiences to not think of Batwheels as, ‘that preschool show with Batman.’ I want them to think of it as, ‘that cool Batmobile show.’ Then I’ll know we have succeeded. And somewhere in there, behind all the awesome action and fun, if young kids learn a little something about how to navigate the issues they face, how to get along in the world, then that’s the cherry on top.”

WASHINGTON, Oct 14 (Reuters) – The United States will send munitions and military vehicles to Ukraine as part of a new $725 million security assistance package aimed at bolstering the country’s defense against the Russian invasion, the Defense Department said on Friday.
The package is the first since Russia’s barrage of missiles fired on civilian population centers in Ukraine this week. It will bring the total of U.S. security assistance since Russia invaded Ukraine on Feb. 24 to more than $17.5 billion.
The contents of the latest package, first reported by Reuters, includes high-speed anti-radiation missiles (HARMs) and precision-guided artillery as well as medical supplies, the Defense Department said in a statement.

President Joe Biden issued a statement delegating the secretary of state “to direct the drawdown of up to $725 million in defense articles and services of the Department of Defense, and military education and training” to aid Ukraine.
Moscow has called its actions in Ukraine a “special military operation”.
A U.S. official told Reuters the aid package was designed to bolster Ukraine’s ability to beat back Russia in the counter offensive that has yielded large territorial gains in recent weeks.
Separately, Ukraine expects the United States and Germany to deliver sophisticated anti-aircraft systems this month to help it counter attacks by Russian missiles and kamikaze drones, Defense Minister Oleksiy Reznikov said on Friday.
Presidential Drawdown Authority (PDA) allows them to be shipped to Ukraine in the coming days. It allows the United States to transfer defense articles and services from stocks quickly without congressional approval in response to an emergency.
This is the second PDA package of the U.S. government’s 2023 fiscal year which is functioning under a stop-gap funding measure and allows Biden to tap up to $3.7 billion in surplus weapons for transfer to Ukraine through mid-December.
In general, to finance weapons for Ukraine, including the sophisticated anti-aircraft NASAMS systems expected this month, Washington uses funds from the Ukraine Security Assistance Initiative (USAI) to procure weapons from industry, rather than pulling them from existing U.S. weapons stocks.
NASAMS are made by Raytheon Technologies Corp (RTX.N) and Norway’s Kongsberg (KOG.OL).

GEORGIA TECH NAMES J BATT NEW ATHLETIC DIRECTOR
(Atlanta, Georgia, October 14, 2022) Today, Georgia Tech named J Batt as its new director of Athletics.
Batt is departing the role of executive deputy director of Athletics, chief operating officer, and chief revenue officer at the University of Alabama and will join Georgia Tech on Oct. 24.
“We’re excited to welcome J to Georgia Tech. His leadership experience at one of the most competitive programs in the nation and his extraordinary track record in fundraising and revenue generation will bring great value to Georgia Tech,” said Georgia Tech President Ángel Cabrera. “As a former ACCstudent-athlete, J has a keen appreciation for what it takes for students to compete at the highest level while pursuing a degree at a top academic institution. He values and shares our culture of excellence and integrity and our commitment to student well-being and success. I look forward to working with him to secure and invest the resources necessary for a successful athletics program.”
As athletic director at Georgia Tech, Batt will report directly to Cabrera and serve as a member of his cabinet. He will be responsible for planning, developing, administering, and advancing Georgia Tech’s intercollegiate athletic programs, with a focus on building an environment that inspires and empowers student-athletes to be champions in academics, competition, and life.
“My family and I truly appreciate President Cabrera and his team for this opportunity, and we are incredibly excited to join the Georgia Tech family,” said Batt. “I look forward to working with our student-athletes, coaches, staff, supporters, and fans to reach new heights, on and off the field, and to build on the rich tradition and history of this storied athletics department. Batt was named the top candidate by Cabrera following a national search led by Parker Executive Search. The selection process included interviews with a committee comprised of a coach, senior athletics administrator, student-athlete, student-athlete alum, and faculty member who recommended a set of finalists for consideration by the president. The board of trustees of the Georgia Tech Athletic Association voted unanimously to approve Cabrera’s proposal to appoint Batt.
According to Nick Saban, University of Alabama’s head football coach, “Since arriving at Alabama, J has positively affected our program through the success of the Crimson Standard Initiative while being a trusted advisor to our athletic director, Greg Byrne, and an essential part of our administrative team. We set a vision for the future of Alabama Athletics and Alabama football through the Crimson Standard and J as well as his team delivered with impressive results.”
University of Alabama President Stuart R. Bell added, “Georgia Tech has made an outstanding hire in J Batt. He is a rising leader within intercollegiate athletics and has made a great impact during his time at the University of Alabama. He is a proven administrator and fundraiser and will be a great ambassador for the Institute and the community.”
Batt joined the University of Alabama Athletics team as senior associate athletic director in 2017. He was responsible for guiding revenue generating, including charitable giving, ticketing, Tide Pride, and other revenue sources. He was promoted to COO and senior deputy athletic director in 2021 and to executive deputy director, COO, and chief revenue officer in 2022. Batt oversaw the successful development, implementation, and launch of the Crimson Standard, Alabama Athletics’ 10-year, $600 million capital initiative. He also provided day-to-day leadership of the department as a member of the Athletics executive team and served as the sport administrator for men’s basketball.
“J has been such a strong leader as part of our executive team at Alabama. He has incredible vision and has done an outstanding job overseeing many areas of the department, beginning with development when he arrived in 2017,” said Byrne. “He has done a masterful job with the operations of the department. Previously, Batt was senior associate athletic director at East Carolina University and executive director of the Pirate Club, a position he held from 2013 to 2017. As a member of the ECU athletics executive leadership team, Batt oversaw a development operation that increased total fundraising in 2016 by more than 60% over ECU’s previous best year. He also served as an associate AD and executive director of the Terrapin Club for the University of Maryland from 2011 to 2013. He joined the Terrapin Club staff in 2009 and served as executive director beginning in September 2011. Before his tenure at Maryland, Batt worked in athletics fundraising at James Madison University, the College of William & Mary, and his alma mater, the University of North Carolina at Chapel Hill.
A member of the Tar Heels’ 2001 NCAA champion men’s soccer team, Batt graduated from UNC with a bachelor’s degree in journalism and mass communications and a master’s degree in sports administration.

NAPA VALLEY, CA — Election day may not be until Nov. 8, but Californians are allowed to begin voting almost a month before the general election.
In the Golden State, Oct. 10 was the deadline for counties to send out vote-by-mail ballots, which every registered voter will automatically receive, according to the California Secretary of State’s office.
Through Nov. 8, residents can vote at 17 sites in Napa County. Find a complete list of sites and other election information here.

“We’re urging all Californians to vote early this year,” said California Secretary Of State Shirley Weber. “You don’t have to wait until Election Day because voting by mail makes it easy as soon as you get your ballots. Every person who votes early will help keep lines shorter and reduce wait times at in-person voting locations on Election Day.”
Ballots returned by mail must be postmarked by Nov. 8, and ballots returned at a designated ballot drop box must be deposited by 8 p.m. on Election Day.

In most instances, Californians are not required to show identification to cast a ballot. However, those who did not provide a driver’s license number or a social security number while registering to vote may be asked to do so while voting for the first time in person.

Napa Valley Unified School District – Measure A1
Measure A 1 asks voters in NVUSD’s Area 1 (Napa Area) to approve the issuance of $200 million in bonds that would be used to upgrade Napa schools to meet safety/academic standards, fix deteriorating roofs, plumbing/ electrical systems, remove hazardous materials including asbestos/ lead pipes; construct, repair, upgrade, and acquire classrooms, labs, facilities/equipment to support student achievement in science, math, technology, and skilled trades. The bonds, which require approval by 55 percent of voters, would be paid back by levying a tax increase of $20 per $100,000 assessed value on properties within the district.
Napa Valley Unified School District – Measure A2
Measure A 2 asks voters in NVUSD’s Area 2 (American Canyon) to approve the issuance of $25 million in bonds that would be used to provide classrooms, facilities and technology to support instruction in math, science/ engineering, fix roofs, plumbing/electrical systems, construct, repair, upgrade/ acquire classrooms, facilities, equipment, provide labs/equipment for career and technology classes to prepare students for college and in-demand jobs. The bonds require approval by at least 55 percent of voters and would be paid back by levying a tax increase of $20 per $100,000 assessed value on properties within Area 2 (American Canyon).
Calistoga Joint Unified School District – Measure BMeasure B asks voters to approve the sale of up to $41 million in bonds that would be used to improve educational facilities; construct career technical education classrooms and facilities; upgrade classroom technology and improve technology infrastructure. Governor
Gov. Gavin Newsom is up for re-election in 2022, and he’s likely to sail to another victory with ease after surviving a recall election last year and managing and dominating in the primary election.
Nonetheless, he will face opponent state Sen. Brian Dahle (R-Bieber), whom he beat by nearly 40 points in the June primary.
Dahle’s campaign has raised just $2 million, while Newsom’s campaign has raised more than $23 million, the Los Angeles Times reported.
Newsom leads Dahle by a 27-point margin — 58 to 31 percent — among likely voters, according to a September Public Policy Institute of California survey.
The Democratic governor will debate the lesser-known Dahle on Oct. 23.

Attorney General
Attorney General Rob Bonta was appointed after Xavier Becerra became the first Latino to hold the Secretary of the Department of Health and Human Services seat.
Bonta, a Democrat and former state lawmaker, will face off against Republican Nathan Hochman, a former assistant U.S. attorney general and a criminal attorney. Hochman says the state needs a new attorney general who will combat rising crime.
Hochman got 18 percent of the vote in the June 7 primary, while Bonta won 54.8 percent.
Insurance Commissioner
Incumbent Democrat Ricardo Lara will run for a second term as insurance commissioner, a seat that is tasked with regulating the state insurance industry. Republican cybersecurity equipment manufacturer Robert Howell will challenge Lara in the general election.
He has described himself as a “Reagan Republican,” who says he’s committed to helping wildfire victims and insurance premiums that are “abusively inflated,” CalMatters reported.
Secretary of State
Incumbent Secretary of State Shirley Weber, a Democrat, was appointed by Newsom after Alex Padilla ascended to his seat as a senator. She will face Republican Rob Bernosky, who describes himself as a “practical conservative.”
Bernosky, the chief financial officer of a tech company, is a longtime activist and former Hollister school board member. He previously ran for state Assembly in 2010 and in 2012 but was unsuccessful.
If re-elected, Weber said she plans to change the state’s recall system after the attempted recall of Newsom last year. Democrats argue that the recall process was abused.
“Very little conversation occurred about: Does this man need to be recalled? Has he done something so egregious that we want to remove him from office?” Weber told CalMatters.

The owners of Shaw Tavern, 801, and Prost DC expand to Dupont Circle tonight with the debut of Vagabond, a dreamy new bar that taps into the team’s shared love for surfing, sandy travel destinations around the globe, and late actor Patrick Swayze.
Restaurateur Eric Heidenberger completely transformed the old Rebellion space into a two-part venture that starts with a bright bar and dining room covered in whitewashed decor, turquoise, leafy palms, pebbled flooring, and tropical photos (1836 18th Street NW). The wanderlust undertone carries over into a menu showcasing cuisines from Portugal (tinned sardines and wood-fired prawns), Hawaii (ahi tuna ceviche), and Mexico (quesabirria), with a cocktail program big on mezcal, tequila, rum, and dehydrated fruits.
Down below, a surprise speakeasy called Swayze’s pays tribute to the team’s celebrity man crush.

“We’ve all had an admiration for Patrick most of our lives, starting with Point Break and Road House,” says Heidenberger. The lengthy layout lent well for a themed bar-within-a-bar. “It started as a joke and snowballed,” he says. Vagabond’s partners include Frank Wilson, Alex Heidenberger, Dick Heidenberger, and Michael Tobin.
The same brand of Utica Club Beer that a sweaty Swayze sipped while shimmying in cult ‘80s movie Dirty Dancing is served downstairs by the can. A rep coincidentally came into their German bar Prost with the New York brewery’s hard-to-find lager. “We had wanted to get it and didn’t know who sourced it,” he says. (Along with its movie cameo, Utica Club’s claim to fame is it’s the first beer sold the night Prohibition ended.)
The paloma-like “Cerritos Beach” cocktail comes with clarified coconut milk, mezcal, grapefruit, lime, and grapefruit soda. An island-hopping beer list includes Puerto Rican lager Medalla Light and Maui Brewing Co.’s hoppy IPA.
The seafood-heavy menu comes from executive chef Roberto Ascencio.

One of Heidenberger’s favorite vacation spots is Lagos, a rustic cliff town in southern Portugal he visited with his wife. “Wherever you travel you connect with the cultures through dining out and meeting the people,” he says.
Vagabond offers diners a taste of Portugal via tinned sardines with lemon and herbs alongside grilled toasts and seafood butter and a fisherman’s stew brimming with clams, mussels, calamari, fish, and shrimp. “We are trying to source from purveyors that are able to get authentic supplies from these destinations,” he says.
A wood-fired grill prepares whole fish, octopus, and prawns, and double-patty sliders arrive on King’s Hawaiian rolls.
The Las Dunas is a homemade pineapple-infused vodka martini with coconut lime foam.

Southern bourbon bar Rebellion closed in 2020 and Heidenberger bought the whole building in 2021, which includes dive bar Larry’s next door.
Builder Matthew Shannon-Browne was tasked with rehabbing the aging space, which included refreshing and expanding downstairs bathrooms with tiger print wallpaper and smoky mirrors. A DJ booth and playlist connects to the same high-quality sound system used by Miami nightclub E11EVEN.
Movie quotes inspire cocktail names down at Swayze’s, with a huge graffiti mural from artist Randi Kontner.

While you can find something positive about any town, there are a few cities that are extra good for your mental health. Whether it’s because of the environment, the accessibility, or the work-life balance, living in these areas is said to do wonders for your well-being.
To find out which are the best cities for mental health, lawn company LawnStarter compared over 190 of the biggest U.S. cities by looking at 33 metrics, including access to green space (like parks and trails), mental health resources, meditation classes, and urban gardens, as well as the cost of living and even the average sleep level of the people who live there. All of these things, of course, can impact how you feel day to day.
Topping the list is Naperville, Illinois, which took first place overall and in the financial wellness category, thanks to the financial stability of its residents. Next up was Pasadena, California — the city with the most meditation classes — followed by Seattle, Washington. According to the survey, Seattle came in third because the city is all about meditation, running, biking, and yoga, which may explain why the area scored so high in LawnStarter’s physical wellness and mindfulness categories.
Seattle also has easy access to green space. Erin Dierickx, LMFTA, a licensed marriage and family therapist associate who lives in the west coast city, can attest to this. “Green space invites exploration, fun, adventure, exercise, and the opportunity to be outside and connect with others through shared movement and interest in nature,” she tells Bustle. Coming in the number four spot is Fremont, California followed by San Fransisco — two more mental wellness-promoting areas in Cali. While LawnStarter pointed out that folks in San Fransisco tend to go too far when it comes to overworking, they make up for it with an otherwise healthy lifestyle and access to mental health resources. Next up on the list is Bellevue, Washington followed by Alexandria, Virginia, two cities that are “full of therapists” as well as financially-stable, healthy, and well-rested adults, according to LawnStarter. Alexandria came in with a top ranking for its access to exercise classes and gyms, too.
The eighth best city in the U.S. for mental health? Irvine, California followed by Fort Collins, Colorado, a city with plenty of access to therapy. Fort Collins was also revealed to be the most “well-rested city” on the list. Since working long hours and getting limited sleep is bad for your brain, it makes perfect sense why this is such a deciding factor.
The number 10 spot goes to Santa Rosa, California, which also gets top marks for its laidback vibes. (That makes five out of 10 hailing in California!) “A laidback lifestyle can impact mental health by reducing stress and having less pressure to perform or be ‘on’ all the time,” says Ryanne Mellick, a mental health therapist in Minneapolis, Minnesota, a city that ranks as number 19 on the list. “Also, access to therapy is key. Access to services and support is so important for mental wellness and can have a huge impact on a person’s overall well-being and mental wellness.”

Tech giants see huge opportunity in the metaverse—the name given to a future, more immersive vision of the internet with potential real-world ties. Facebook parent Meta has bet big on the prospect, as its rebrand suggests, while Microsoft has both teamed with Meta and acquired a major game publisher as it builds momentum in the space.
What about Apple?
The iPhone and Mac maker has famously taken a unique approach to hardware and software design, even incorporating that “Think Different” ethos into its marketing. As the metaverse takes shape through new hardware and online worlds—some of which will be built with interoperable Web3 tech like NFTs—Apple may again take its own path.
Reports suggest that Apple will begin its entry into the metaverse with a pricey headset that bridges the gap between virtual environments and digitally enhanced real-world use. Can Apple take the metaverse mainstream as it has with so many past gadgets? Here’s what we know so far.
What is Apple building?
Apple’s augmented reality (AR) ambitions have been tracked by tech media for years as the firm reportedly has been building in that direction since 2015. The latest reports suggest that Apple will begin with a high-end mixed reality headset that offers both virtual reality (VR) and AR functionality, with ambitions to release other AR-specific hardware further in the future.
Bloomberg reports that Apple’s first headset is expected sometime in 2023 and may be called the Reality One or Reality Pro, based on trademark filings believed to be tied to Apple. It’s expected to be a premium device that will sell for upwards of $3,000—although noted Apple analyst Ming-Chi Kuo has pegged a price in the $2,000-$2,500 range.
In either case, it would be a notable increase over Meta’s new Quest Pro mixed reality headset, which sells for $1,500. Still, Meta’s headset offers a glimpse of the types of experiences that are possible with a mixed reality headset that can overlay digital content atop a user’s full-color, real world view—and the more lifelike interactions potentially enabled by the tech.
On one hand, it’s a fully-loaded VR headset that can access online social platforms (like Meta’s own Horizon Worlds) and play immersive games. On the other hand, mixed reality functions can be used for interacting with digital screens and models while still seeing the real world, or creating art and music with digital tools alongside physical collaborators.

Apple’s first headset will reportedly use a powerful M2 processor from the firm’s Macs and feature a wider array of cameras and sensors—including ones that can accurately recreate users’ leg movements, which Meta is still figuring out. The Information reports that retina scanners will enable biometric security for logging in, making payments, and more.
Other potential features mentioned in reports include an external screen to show the wearer’s facial expressions—a potential drain on battery life—plus custom, snap-on prescription lenses for glasses wearers to use. However, nothing has been confirmed by Apple at this point, and some reported features may not make the first device (or even later ones).
What about the metaverse?
The metaverse won’t be limited to VR and AR headsets. There are already early Web3 metaverse games and applications that live on computers and mobile devices, and that will likely continue to be the case as more metaverse platforms pop up and overlap with each other, creating a more immersive, experiential internet at scale.
But mixed reality headsets are considered a key stepping stone towards that future, and what many believe will be the best way to experience metaverse worlds. After all, such headsets can amplify immersion and more naturally capture the nuances and interactions of wearers, all while retaining a link to the real world—potentially the best of both scenarios.
Such hardware is useless without compelling software, however, and Apple knows well the need for a smooth marriage of the two. Apple is reportedly developing a RealityOS operating system, per Bloomberg, along with experiential versions of apps like Maps and FaceTime, as well as avenues to consume media and games and collaborate with other wearers.
Whether Apple’s vision for mixed reality experiences and immersive online interactions matches the efforts of other builders remains to be seen, but it’s very likely that Apple will not embrace the buzzy “metaverse” term itself. Apple always uses its own unique branding—and, besides, CEO Tim Cook says he’s not a fan of the word.
“I always think it’s important that people understand what something is,” Cook told Dutch outlet Bright in September. “And I’m really not sure the average person can tell you what the metaverse is.”
But Cook is bullish on augmented and mixed reality tech, and the potential use cases there, telling the publication, “I think AR is a profound technology that will affect everything. Imagine suddenly being able to teach with AR and demonstrate things that way. Or medically, and so on. Like I said, we are really going to look back and think about how we once lived without AR.”
What about Web3 and interoperability?
Web3 enthusiasts want to see a metaverse that’s built on open-source blockchain technology, uses NFTs to represent ownership of digital assets, and is spread across interoperable platforms that users can hop between and still utilize all of their digital stuff.
Given that, there’s been fear of centralized tech giants trying to muscle in and steer the direction of the future internet towards a direction that they can control. Interestingly, however, Meta CEO Mark Zuckerberg said that he believes an “open, interoperable” metaverse is “better for everyone,” and said that Meta will work alongside other builders far and wide.
While that’s not an explicit embrace of Web3 tech, or an acknowledgement that Meta will build a truly open metaverse platform, it is a more permissive tone than many have come to expect from the company in the past. Will Apple follow suit and build its own metaverse apps and experiences with a similar mindset?
History suggests otherwise. Apple is arguably the biggest purveyor of the “walled garden” closed ecosystem, with its locked-down iOS platform and App Store model that takes a sizable cut from developers’ app and content sales.
That’s riled up rivals like Fortnite maker Epic Games, which is waging legal battles against Apple and Google in the hopes of opening up its app ecosystems. In November 2021, Epic Games CEO Tim Sweeney said that “no company can own” the metaverse, and Epic itself is making significant moves in that arena while also not using Web3 tech itself.
Recent evidence also suggests that Apple isn’t keen on letting Web3 technology disrupt its immensely profitable business model. Apple lets App Store developers sell NFTs through their iOS apps, but still takes a 30% cut of all sales—several times more than any leading NFT marketplace. That poses a sizable challenge to many current Web3 distribution models.
But Apple isn’t necessarily anti-crypto. Many notable crypto exchanges and wallet makers have iOS apps that let users spend their cryptocurrency from an iPhone. Cook has said in the past that Apple is “looking at” cryptocurrency, plus said he owns cryptocurrency and has been interested “for a while.” Apple has also listed job openings with crypto experience required.
All of that amounts to a decidedly murky outlook on Apple embracing a Web3-centric, open metaverse. Apple may well choose to build the metaverse its own way, apart from the rest of the industry, but it’s unclear if that model will continue to bear fruit in the future as Web3 adoption grows and open platforms rise in prominence.
Zuckerberg, at least, is convinced that Apple is making its own play towards the metaverse. In response to an employee question in July 2022, per a transcript seen by The Verge, the Meta CEO said that it and Apple are in a “very deep, philosophical competition about what direction the internet should go in.”

Prominent crypto market maker Wintermute paid off its $96 million debt on decentralized finance (DeFi) protocol TrueFi, TrueFi’s loan dashboard shows, just about three weeks after being hacked for $160 million.
The TrueFi loan was one of the firm’s largest outstanding known debts owed to a DeFi lending platform. Wintermute took out a $92 million loan on the TrueFi protocol from its USDT lending pool in April, which was due to mature Oct. 15.
Wintermute repaid the loan with interest Friday, one day before the deadline, transaction data on blockchain data platform Nansen shows.

The loan was uncollateralized, meaning that the borrower didn’t pledge any assets against the loan, securing it only by its financial standing and reputation. Market makers and trading firms often take out these types of loans for trading purposes.
The news comes after Wintermute’s DeFi operation suffered a $160 million hack in late September, one of the largest hacks in recent months. At the time, Wintermute’s outstanding DeFi debt amounted to $200 million, CoinDesk reported earlier. Evgeny Gaevoy, the firm’s CEO, said then the company remained solvent after the hack.
Earlier this week, Blockwater, a Korean trading firm, defaulted on a loan on TrueFi after missing payment on a $3.4 million loan. TrueFi said that it determined “a potential court-supervised administrative proceeding would lead to a better outcome” to recover the assets to lenders.

WASHINGTON, Oct 14 (Reuters) – The U.S. Justice Department asked a court on Friday for a 14-day injunction while it considers whether to appeal its loss in attempting to stop Booz Allen Hamilton (BAH.N) from buying EverWatch Corp.
U.S. District Judge Catherine Blake in Maryland ruled on Tuesday that the deal could go forward.
The Justice Department argued in its brief that Booz and EverWatch are the only two companies who submitted bids for a multi-year, $150 million contract for the National Security Agency called “Optimal Decision,” which deals with simulations and signals intelligence. If the companies merge, the department argued, competition for the contract is eliminated.

“We will promptly notify the Court if the United States decides not to appeal so that the injunction can then be dissolved,” the department said in a court filing.
Booz Allen did not immediately respond to a request for comment.
In recent years, the agencies challenged very few deals and won the majority of the challenges. The last few months have been different – with the Federal Trade Commission losing one merger challenge and the Justice Department losing three.

Who is Joseph I. Breen? Most people have never heard of the man whom “Variety” called “one of the most influential figures in American culture” in 1965, adding that “more than any single individual, he shaped the moral stature of the American motion picture.” Thirty years earlier, American weekly “Liberty Magazine” said that Joseph Breen had “more influence in standardizing world thinking than Mussolini, Hitler, or Stalin.” What was Breen’s position that he wielded such influence?
He negotiated with Washington bigwigs, but he was not a politician. He worked closely with priests, bishops, monsignors, and a future pope, yet he was not a clergyman. He hobnobbed with Old Hollywood movie stars, but he was not a celebrity. He collaborated with every director, producer, and mogul in the classic film industry, yet he wasn’t a filmmaker. His Wikipedia page describes him as “an American film censor,” and his Find A Grave memorial vaguely calls him a “Motion Picture Figure.” When I’ve mentioned him to people over the years, they’ve called him everything from “that censor guy” to “a crazy old Catholic.” However, during the six years I’ve studied Breen and his work in the film industry, I’ve met few people who know the truth about his life and legacy.
Joseph I. Breen was the director of the Production Code Administration (PCA), a branch of the Motion Picture Producers and Distributors of America (MPPDA), from 1934 to 1954. As the PCA’s first director, his job was to enforce the Motion Picture Production Code, commonly but inaccurately called the Hays Code. He did such a good job that many film buffs hate his memory, since he stopped the hanky-panky of dirty Pre-Code films in the 1930s by enforcing moral standards in American movie content. They think he stifled filmmakers’ creativity for decades, ruining movies with his prejudice, bigotry, and puritanism. In honor of today’s being Breen’s 134th birthday, I’d like to tell the true story of Joseph I. Breen, Hollywood’s best friend.

Censor or Not?
If Joe Breen, as his friends called him, read his Wikipedia page, he would get upset. “I’m not a censor! I’m a self-regulator!” he would protest to his wife, Mary. She would probably giggle at his temper, which was quick but short-lasting. He spent his twenty years at the PCA, and no doubt his eleven remaining years in retirement, protesting that the Code and its enforcement were not censorship but self-regulation. Nevertheless, the label stuck, with filmmakers, historians, and even his co-workers at the PCA referring to Code-enforcement as censorship.
Was Breen right in fighting the label? According to the Merriam-Webster website, a censor is “an official who examines materials (such as publications or films) for objectionable matter.” Wiktionary similarly defines a censor as “an official responsible for the removal or suppression of objectionable material (for example, if obscene or likely to incite violence) or sensitive content in books, films, correspondence, and other media.” It’s true that the PCA examined films for objectionable material. However, “official” is the key word in these definitions, since it implies a person of authority, such as a government agent, who mandates and forces “the removal or suppression of objectionable material.” The PCA was not a government agency nor a religious organization. It wasn’t some outside authority which imposed its will on the film industry, serving the interests of a specific group. The PCA served the interests of the filmmakers themselves by keeping them aligned with their most important critic, the American public.
The Code was written by Martin J. Quigley, a film exhibitor trade paper publisher, in response to the problems he personally saw plaguing distributors. The Chicago media mogul saw local censorship destroying films’ artistic value without fixing their moral tone. As early as the 1910s, Quigley wrote that the only way to achieve clean, entertaining movies was for them to be made with decent content from the beginning of production. This belief led him to write the Production Code in 1929, aided by a Catholic priest with a film advisory background, Father Daniel A. Lord. MPPDA president Will Hays was trying to improve the film industry’s moral image, and he quickly saw that the Code could achieve that. In 1930, he presented it to the studios as his own writing to obscure its Catholic origin, hence its being called the Hays Code.
Meanwhile, Breen was a newspaperman and public relations man who worked for Martin Quigley and other important businessmen in Chicago. In 1931, he became the MPPDA’s goodwill ambassador, a maddening job for the moral-minded man during the first years after the Code’s official adoption. 1930-1934 is called the Pre-Code Era because filmmakers totally disregarded the Code, and Breen had to defend the increasingly risqué films to the disillusioned public. Although frustrating, this job brought Breen to Los Angeles, where he enjoyed steady pay and the pleasant climate as he waited for his chance to fight for clean films.
The Breen Office
Breen’s chance came in July 1934, when the PCA was formed as the MPPDA’s final attempt at making the Code effective after feeling pressure to reform from all sides. Breen had become director of the Studio Relations Committee (SRC), the ineffective board which first tried to enforce the Code, earlier that year, but even he couldn’t overcome the organization’s weakness. The PCA was completely different. All the major studios were MPPDA members, so they agreed to submit material to the PCA for review from the earliest stages of pre-production. Thus, they could collaborate at every step of the filmmaking process to make movies which were decent as well as artistically excellent. This was the Code’s original intention: not destructive post-production censorship but collaborative self-regulation throughout production, helping Hollywood make wholesome, entertaining movies for the whole family in the first place.
No film could be released in the United States without a PCA Seal of Approval, since most theaters were also part of the agreement. Hollywood quickly realized that, if it wanted its movies to be successful, it would have to work with the Code. From day one, the PCA was affectionately called The Breen Office. While Will Hays was in charge of the MPPDA’s East Coast office, everyone knew that Breen was the heart and soul of the PCA headquarters at the corner of Hollywood Boulevard and Western Avenue. Breen perfected the process of self-regulating movies to such an art that “Variety” nicknamed the PCA’s work “breening” or “joebreening” in his honor.
Breening started with a letter, telephone conversation, or even a lunch meeting at a local restaurant, discussing the story idea. No story was ever outright forbidden; the PCA merely pointed out Code violations which would have to be changed or eliminated for the finished film to be approved. Once an agreement was reached on the basic story, the screenplay would be submitted to the PCA, sometimes a few pages at a time. Self-regulators painstakingly combed scripts in pairs and sent letters with their findings, listing the objections by page number. This back-and-forth process could include several rounds of revisions, multiple drafts, phone calls, memos to the files, and more lunch conferences. The PCA also reviewed song lyrics and costume sketches/photos to make sure everything looked Code-compliant before filming began.
It was in a studio’s best interest to get PCA-approval on every detail before filming began, thus avoiding costly reshooting. If Breen thought a certain scene could cause problems, either he or some of his employees would visit the set to make sure it was executed with care. The final step was for the whole PCA staff to watch the finished film in their basement screening room. They often saw the black-and-white “mud” print, but they didn’t have to watch the glossiest print to see any Code violations, which they would ask to be trimmed or reshot. If filmmakers had followed all previous guidance and agreements, the movie would receive a PCA Seal of Approval, making it ready for nationwide release.
Remembering Joseph Breen
The Code was Hollywood’s shield against worldwide censorship. During the Pre-Code Era, city and state censor boards throughout the United States and national censor boards in foreign countries dissected movies to suit their own moral and social standards of acceptability. These censors knew nothing about film, so, although they meant well, they ended up butchering many movies with harsh, confusing cuts. The whole purpose of the Code was to provide guidelines for content which would be, to quote Joseph Breen, “reasonably acceptable to reasonable people.” That doesn’t mean that there was no censorship of PCA-approved films. In fact, the PCA kept detailed records of where and how movies were censored to better understand the peculiar objections of different regions. Nothing could be completely acceptable to every group and region in the entire country, let alone the world, but the PCA helped filmmakers get pretty close.
Joe Breen was Hollywood’s best friend. During his tenure, the breening process was used on hundreds of feature films, shorts, and cartoons each year. NEW YORK (AP) — The outlook for the U.S. economy from Wall Street’s biggest banks is getting gloomier, with many top executives saying they’re preparing for a potential downturn or a recession.
Following the short but potent pandemic recession in 2020, many bank CEOs have spent the past year and a half trumpeting the strength of the U.S. economy and the resilience of the U.S. consumer. Many did so again Friday after reporting their quarterly results, but this time with an overriding sense of caution.
“We recognize the pressure points are building in several areas of the economy that could lead to stress in the future,” said Andy Cecere, CEO of U.S. Bank.
Such comments reflect the growing evidence that the U.S. and global economy is weakening in the face of worldwide inflation and the war in Ukraine. On Tuesday, the International Monetary Fund lowered its forecast for 2023 global economic growth to 2.7% from 2.9%.
Half a dozen banks reported their quarterly results on Friday, ranging from behemoths JPMorgan Chase and Citigroup to super regional banks like U.S. Bank and PNC Financial. In calls with journalists and investors, bank executives painted a bifurcated picture of the economy.
On one hand, they noted a low level of delinquencies, solid consumer spending and healthy activity among their business clients. At the same time, they acknowledged multi-decade high levels of inflation, a housing market that is slowing down quickly, and a Federal Reserve that is raising rates at an unprecedented pace, which will make it more difficult for businesses to borrow.
“Inflation is casting a long shadow on these banks’ future outlooks,” said Peter Torrente, U.S. national sector leader for banking and capital markets at accounting giant KPMG
Inflation has been persistently high for months, with this week’s reading of consumer prices showing an 8.2% rise in costs in September from a year earlier. Fed officials have pushed up their short-term rate by a hefty three-quarters of a percentage point three times in a row, bringing it to a range of 3% to 3.25%, the highest in 14 years. Wall Street is expecting another 0.75 percentage point hike in November.
Reflecting the dimmer macroeconomic view, Citigroup, Wells Fargo and JPMorgan socked away cash in their loan-loss reserves. These reserves are set aside to cover potentially bad loans. During the pandemic, banks put tens of billions of dollars into these reserves but had released the bulk of those funds in 2021 reflecting the improvement in the economy.
Now the banks are again fortifying the reserves. JPMorgan set aside roughly a $1 billion in its loan loss reserves, while Citigroup and Wells both roughly put $400 million into their reserves this quarter. The pace of additions is slower than at the onset of pandemic when, for example, JPMorgan put more than $10 billion into its reserves in one quarter.
The goal of the Fed’s rate increases is to slow the economy and bring down inflation. The possibility of going too far and causing a recession is a big concern for economists, Wall Street analysts and bank executives.
Wells Fargo CEO Charlie Scharf told investors on a conference call that the bank expects broader economic conditions to weaken, resulting in increases in delinquencies and credit losses.
Cecere, the U.S. Bank CEO, said, “While the backdrop is favorable today, it would not be surprising to us to see an economic slowdown develop at some point driven by lower confidence levels, which may lead to reduced spending and business investment.”
JPMorgan Chase CEO Jamie Dimon made headlines Monday when he said a “very, very serious” mix of concerns could lead to a recession in the next six to nine months.
On Friday, Dimon talked up the fact U.S. consumer health remains strong. Investors pushed to get clarity.
“I’m trying to reconcile your comments before and now,” Mike Mayo, an analyst with Wells Fargo Securities, said to Dimon.
In response, Dimon described the current economic environment as “odd.” reflecting the fact delinquencies are low and consumer spending remains strong despite the inflationary headwinds. But he predicted that the extra savings U.S. households socked away during the pandemic would likely be exhausted by mid 2023, if inflation is not brought under control.
One thing supporting Dimon’s comments is the amount of spending consumers are doing with their credit cards. Wells Fargo, Citigroup and JPMorgan all reported double-digit increases in consumer credit card spending compared to a year earlier.
While JPMorgan executives said that some of that spending might be consumers returning to pre-pandemic spending trends, inflation might simply be stretching household budgets.

Two people enter the metaverse. They appear as avatars, wear virtual reality headsets and haptic suits that provide virtual feedback to the body. One person virtually assaults the other. What happens next?
It sounds utterly unreal but experts believe the metaverse’s murkier side, and the potential for crime from assault to hacking to even avatar rape, has yet to be fully considered.
How to police the metaverse ― an online world where people may live their lives in the form of avatars ― has, then, opened a new frontier for governments, technological companies and police forces.
The issue was in sharp focus this week at Abu Dhabi’s International Exhibition of National Security and Resilience conference where attendees heard hard questions being asked about trying to police the metaverse.
“If we start to see the metaverse doing what I think it will do, which is become ever more realistic and ever more huge, then you have to start to ask very difficult questions about what physical policing in virtual reality represents,” said Gareth Stubbs, a former UK police officer who spoke at the conference on Monday.
“If we introduce haptic suits with feedback from bodily touch … that opens up a huge amount of crime categories that focus on the body,” said Mr Stubbs, who lectures at Rabdan Academy in Abu Dhabi.
“It could be regulated through things such as consent. But it is open to abuse and open to hacking and open to impersonation.”

What is the metaverse?
The metaverse is envisaged as a new online world where someone with a 3D avatar ― a representation of yourself ― uses a virtual reality headset to go to concerts, work or just socialise. It was first mentioned in a 1992 science fiction novel, Snow Crash. The online community, Second Life, that was released in 2003 was loosely based on the concept. But interest has increased in the past few years driven by advancements in technology and huge investment by companies such as Facebook, which rebranded as Meta in 2021.
Some remain sceptical and it is thought the metaverse is still many years from fruition. However, interest is building and the UAE has announced it will establish a Ministry of Economy office there. Ajman Police has also conducted trials and Dubai’s Metaverse Assembly last month attracted experts from across the world to explore its potential.
But questions are also being asked about policing and about who is responsible for regulating it. There have even been reports of avatars harassing others in Meta’s existing virtual reality world, Horizons.
“Speaking from a US perspective, crimes in the metaverse relate mostly to inappropriate behaviour [harassment, use of explicit language, racism etc],” said Prof Marco Marabelli, an expert in the field who teaches at Bentley University in the US.
“These are important issues. The problem is that because the metaverse ‘runs’ in real time, it is often difficult to keep digital traces of what happens on the platform or platforms. This makes it hard to prosecute perpetrators. This is a source of concern.”

Quicker response needed from regulators
Experts at the Abu Dhabi conference suggested that governments and regulators around the globe were not moving quickly enough. Mr Stubbs said it was vital that the lawlessness of the early internet where criminals exploited the slow response of regulators was not repeated with the metaverse.
“People would say it was the heyday of the internet,” he said. “Yeah it was but a lot of bad stuff happened as well as the good stuff. Look at cybercrime. That has been stratospheric in growth. This was the untold story as the internet was developing.
“Law and regulation … will take years to set up and you’ll have that black spot … of unregulated space and that unregulated space gives space to bad actors. I’m not saying that’s all you will get [but] we should not be ignoring it.”
Prof Marabelli said one of the problems with emerging technologies was that legislators often started to address the issue only once the damage was done.
“One partial solution … is to generate high level laws and regulations that protect basic rights of citizens with respect to technologies. Data privacy laws, laws that regulate how algorithms can be used with the general public with respect to transparency and accountability and so on,” he said.
“To this end, Europe is way ahead of the US,” he said, pointing to the adaption of GDPR and the proposed first-ever legal framework on the use of artificial intelligence.
“But recently the [President Joe] Biden administration is making important steps towards protecting citizens from inappropriate use of algorithmic-based systems,” said Prof Marabelli, referring to the publication of the AI bill of rights, a set of guidelines that aims to encourage responsible use of artificial intelligence.
He also pointed to the fact that governments don’t lead technology research like they used to ― private companies do ― and they often do not have the tools to assess technology because these companies frequently do not share research data on their innovations and potential dark side. He referred to the Wall Street Journal article that found Instagram led young teens with eating disorders to actually eat less.
“If it weren’t for a whistleblower we would have never known about this internal research. This is highly problematic,” said Prof Marabelli.

How might the metaverse be policed?
What would policing in the metaverse look like? First, the platforms could use online tools and artificial intelligence to detect errant behaviour. Meta even introduced a tool to try to stop bad behaviour where people can prevent others from interacting with them, but this puts the onus on users.
Another is a system similar to speed cameras where someone who breaks the rules gets a fine in the real world, while a third is the emergence of volunteer police officers similar to moderators seen on social media groups today. But what is also possible, Mr Stubbs said, is a strange new world of police officer avatars dispensing online justice.
“We might see … a police officer avatar on active patrol in much the same way as I’d be on foot patrol in Blackpool town centre,” said Mr Stubbs, who spent years on the beat on council estates in Blackpool. “So it could be a visual deterrent.”
We could also see “avatar jail”, because the avatar is so tied to your real life, not being allowed to use it would be a real punishment. “I know that’s a reimaging of the custody system of sorts but it doesn’t cause any physical harm to the person,” Mr Stubbs said.
“It is not technically incarceration but the boundaries are blurring. It is weird. But we will probably see the creation of a new type of policing in the metaverse. It won’t look like the old one. The challenge will be to try to figure out what it looks like.”
How the metaverse will change the world
Despite the scepticism from some quarters, investment is pouring into the metaverse. Meta chief executive Mark Zuckerberg this year said he envisioned a “billion people” in the metaverse spending hundreds of dollars each on digital goods. But experts caution that the VR headsets are still some way from being comfortable and it will take years before its potential to reshape sectors from education to health are seen.
“It is currently at the centre of research of what we call ‘future of work’,” Prof Marabelli said.
“However, the technology … is still very immature. Mark Zuckerberg said he thinks the metaverse will be ready for the general public in five years from now. I think that a decade could be a more accurate bet. But it will come. And will change many work practices and possibly our private lives. As the internet and social media did.”
