A leading U.S. bank regulator said his caution over banks partnering with fintechs is not meant to stifle those arrangements, but rather reflects his concern that firms must adequately gauge their risks. Michael Hsu, the acting Comptroller of the Currency, also told Reuters in an interview that policymakers may be devoting too much time and energy to thinking about cryptocurrency, at the expense of figuring out the best way to police other types of financial technology. “Look, bank-fintech partnerships, they’re here to stay. I’m not trying to do away with them,” Hsu said on Wednesday. “This is the future, so let’s do the future right.” BANKING ON FINTECH In remarks last month that raised eyebrows across the financial services industry, Hsu said that the Office of the Comptroller of the Currency had observed partnerships between banks and fintechs growing at “exponential rates,” and which were increasingly becoming more complex. “My strong sense is that this process, if left to its own devices, is likely to accelerate and expand until there is a severe problem or even a crisis,” Hsu said at the time. House Republicans criticized Hsu’s comments in a letter sent to the OCC head on Tuesday, contending that the technological innovation enabled by bank-fintech partnerships has allowed banks to reach underserved customers. Hsu explained on Wednesday that his concern over banks and fintechs joining forces is the possibility that responsibilities for monitoring risk can become muddied when multiple firms, sometimes with different incentives, share responsibilities. “When everything is done within a bank, we know exactly who is accountable when things break,” he said. “When you start chopping these things up … and the business models are different, that’s when risk can get lost.” Hsu said the proper regulatory approach to fintech partnerships remains unclear, as agencies work to get a handle on the various issues at play and then determine what authorities to use. OVERWEIGHT CRYPTO On cryptocurrency, Hsu said he was actually worried policymakers in Congress and regulators are overextending themselves to the detriment of other areas. “We’re spending too much time on crypto,” he said. “It’s interesting, it has thorny issues… but relative to other technology and banking issues, I think we’re now kind of overweight crypto.” The rapid rise of crypto and related products like stablecoins has occupied the attention of numerous government agencies, including the OCC, the Securities and Exchange Commission and the Treasury Department, and has even been the focus of an executive order from President Joe Biden. In Congress, lawmakers are juggling multiple measures to establish some sort of regulatory framework for cryptocurrency. But Hsu cautioned that with so many policymakers focused on this one facet of emerging financial technology issues, other matters more relevant for banks may be neglected. “Crypto is just occupying a lot of brain space for an awful lot of people, both on [Capitol] Hill and the regulatory community,” he said. “The persistence of the occupation of brain space, it’s starting to worry me now that we’re not spending that time and attention on some other things.”

Parallel changes were made to the Corporate Travel Department Reporting Agreement (CTDRA). The revisions will be effective November 14, 2022. In my judgment, they are no cause for concern by travel advisors. I have consulted both ARC and the American Society of Travel Advisors (ASTA) about these. ARC consulted with ASTA, among others, during the approval process, as it normally does. The amendments address two concerns: (1) aligning the text with the reality that paper tickets have been displaced; references to them are largely excess baggage (sorry!); (2) clarifying that in a security breach, the advisor must act promptly to advise not only ARC but also all involved carriers and the System Provider. There are other details regarding provision of relevant documents. The nature of agencies’ security concerns has changed dramatically in the past decade. Securing physical ticket stock was simple compared to the challenges of avoiding victimization by phishing and other electronic intrusions. The new rules make clear that the business must be that sure that current and former third-party vendors, service providers and employees access to the Agent’s systems is properly maintained and properly terminated when relationships change. The risks of security breaches are an issue for every employee and independent contractor associated with an agency business.  Stories are legion about the horrible consequences of a distracted employee, for example, clicking on an innocent-looking link in a phishing email. ARC sends notices of events they observe so phished tickets can be voided within acceptable windows & timely outreach to airlines and GDSs can occur. Such steps can be business-saving but it’s clearly better to avoid the problem entirely. These issues lead me to recommend two courses of action for every agency business. First, take advantage of the available resources ARC has provided to educate about these risks. ARC has produced an extensive video treatment on risk avoidance in the electronic age. Your entire staff should watch it.  Links to fraud avoidance webinars and advice can be seen here and here. Beyond that, every business should have a detailed emergency plan that informs everyone associated with the business about what to do in the case of a “business interruption.” I’m not here to debate climate change, but I note the following from a recent Washington Post article on emergency preparedness: More than 4 in 10 Americans live in a county that was struck by climate-related extreme weather last year, according to a Washington Post analysis of federal disaster declarations. The World Disasters Report found that climate-related disasters have increased by nearly 35% since the 1990s. And during the past few years, we’ve all learned that health emergencies can happen at any time.  When a natural or other disaster strikes, it may be too late to plan and communicate effectively. Planning should be done in advance when everyone is calm. Some of the many questions that should be addressed in such a plan include: What to do if communications with clients/suppliers/others are disrupted by a power outage? Where should employees/contractors go if the agency’s office is closed suddenly? What emergency resources are available in the community and how can they be contacted? Many helpful resources are available online. Try, for example, Googling “emergency preparedness.” It’s often hard to think much, let alone spend time on, emergencies that may seem remote. But this is one subject that should not be overlooked until it’s too late. Early preparation leads to better sleep and a more effective business. %

Fighting Food Poisoning: Sweeping Poultry Changes Proposed – Arkansas Business Online https://bentoncountynewsnow.com/fighting-food-poisoning-sweeping-poultry-changes-proposed-arkansas-business-online/ DES MOINES, Iowa (AP) — The U.S. Department of Agriculture on Friday proposed sweeping changes in the way chicken and turkey meat is processed that are intended to reduce illnesses from food contamination but could require meat companies to make extensive changes to their operations. Despite decades of efforts to try and reduce illnesses caused by salmonella in food, more than 1 million people are sickened every year and nearly a fourth of those cases come from turkey and chicken meat. As it stands, consumers bear much of the responsibility for avoiding illness from raw poultry by handling it carefully in the kitchen — following the usual advice to not wash raw chicken or turkey (it spreads the bacteria), using separate utensils when preparing meat and cooking to 165 degrees. The USDA’s Food Safety and Inspection Service wants to do something about it by starting with the farmers that raise the birds and following through the processing plant where the meat is made. Their food poisoning target: Of the more than 2,500 salmonella serotypes, the Centers for Disease Control and Prevention has identified three that cause a third of all human illnesses from chicken and turkey products. The agency proposes limiting the presence of these on poultry products. In 1994, the USDA’s Food Safety and Inspection Service took a similar step by declaring some strains of E. coli a contaminant in ground beef and launched a testing program for the pathogen which has significantly reduced illnesses from the meat. In an effort to curtail salmonella outbreaks in poultry, the agency is proposing a regulatory framework that would include testing incoming flocks of chickens and turkeys for the bacterial disease that commonly affects the intestinal tract and affects 1.3 million people annually with symptoms that may include diarrhea, nausea and vomiting which could last for several days. Officials hope testing chickens and turkeys before they enter the slaughterhouse will encourage farmers to adopt practices that reduce the bacterial infection on the bird before they reach the point of meat processing. A second measure would require enhanced monitoring for salmonella during processing by adopting sampling for the bacteria at multiple stages inside the processing facility. The third major change would be to establish a maximum level of bacterial contamination allowed and possibly limiting the three specific types of salmonella that can make people sick. Meat that would exceed the limits or that would contain the types of salmonella prohibited could be withheld from the market. The FSIS will begin a lengthy process of proposing new rules by holding a public hearing on Nov. 3 to get input from the poultry industry and others. The government’s goal is to come up with new rules and regulations that could be rolled out beginning next year and completed within two years. The agency said it is taking its time to roll out these ideas and get input before establishing firm regulations. The agency hopes to begin rulemaking in mid-2023 and complete it in two years, said USDA Deputy Under Secretary for Food Safety Sandra Eskin. “We know this is quite a pivot from where the agency has been historically and for that reason we’re trying to be as transparent and deliberative and collaborative as possible,” Eskin said. Consumer advocates have pushed for such action on poultry products for years. Eskin said the administration of President Joe Biden is pushing to make the changes. Seattle-based lawyer Bill Marler, one of the nation’s leading lawyers to represent consumers sickened by food sources applauded the agency’s action which recognizes that controlling salmonella on animals before they reach processing plants is crucial to reducing meat contamination. He said FSIS should be bold and deem salmonella is a adulterant — a contaminant that can cause food-borne illness — in all meat as a starting point. “What they’ve outlined is something that’s really unique that they have not ever done before but it doesn’t have a time line and doesn’t have regulations attached that would show it’s actually going to be accomplished. That’s my criticism,” he said. The industry has been unable to meet government targets for reducing food-borne salmonella infections for a couple of decades. Meeting the new target set for 2030 of 11.5 infections per 100,000 people a year would require a 25% reduction, Eskin said. Eskin said the industry has managed to reduce the number of chicken samples contaminated with salmonella by 50% from 2017 to 2021, but the rate of salmonella illnesses over the last two decades has not significantly declined. More than 23% of foodborne salmonella illnesses are attributable to poultry consumption with nearly 17% coming from chicken meat and more than 6% from turkey meat. The North American Meat Institute, the trade association representing U.S. packers and processors of beef, pork, lamb, veal and turkey said efforts to combat salmonella are a high priority. “We are encouraged to see FSIS is going through the regular rulemaking process. We look forward to reviewing the proposal and providing comment from the industry,” said Julie Anna Potts, the group’s president and CEO. A spokeswoman for the National Chicken Council, which represents the companies that raise and process chickens for meat said they support efforts to reduce salmonella on chicken products. “We are concerned that the proposed framework currently lacks industry input, research and data to support it,” said Ashley Peterson, senior vice president of scientific and regulatory affairs for the group. _____ All contents © copyright 2022 Associated Press. But when presented with a “virtual” ride in the metaverse, I figured that a roller coaster existing only in my mind couldn’t hurt me. Wrong!  I felt so sick I had to take a Dramamine. When engineered correctly, the metaverse really can convince your brain that it’s having an actual experience. Powerful stuff, indeed. Like it or not, various forms of the metaverse are here already. And like every other new consumer-focused platform, radio needs to figure out a way to become part of the landscape, and learn whether or not there’s a place for us there.   Just weeks ago, iHeartMedia boldly took the plunge into hosting metaverse concerts in the game Fortnite (and subsequently Roblox). Their area within the game is called “iHeartland,” described as a “state-of-the-art, always-on entertainment space where music and gaming collide.”   An image from the iHeartLand presence on Roblox. iHeartland features a calendar of concerts, album releases, podcasts, events, and of course, games. Initial artists include Charlie Puth, Ariana Grande and Travis Scott. It’s an extremely cool way for both artists and radio stations to break new music.   There are some very cool fan experiences being tested in “iHeartland” that involve celebrity interaction in a way that could never happen in the real world.  iHeartland has scheduled an initial 20 events that are unlocked through gaming. Lest you get the impression this is just for fun, they’ve nabbed a major sponsor, State Farm Insurance, with naming rights for “State Farm Park,” which is in the center of the island. The area has a red carpet where players snap selfies, a countdown clock for the next big event, food and tents.  Okay, so you can’t really eat the food — at least not yet, but by now I’m sure you get the picture. [Read More Columns by Mark Lapidus] Most importantly, radio/audio in some fashion will be able to reach consumers where they are spending significant quantities of time. In the iHeart example, they’re reaching a demo of young men, who are increasingly difficult to attract to broadcast radio. It’s true that we do yet know the results. Like all new endeavors, we should not be too quick to draw major conclusions. It’s going to be a true exercise of test-and-measure, adjust, test-and-measure, try again … then after an extended time we’ll have a few answers about scalability and whether the metaverse is a place for radio to become a permanent fixture.   It’s also impossible to know if there is a first-mover advantage. While that’s the typical thinking, radio’s past is littered with companies who invested big sums and then failed. Anybody remember the initial stand-alone streaming devices that would send a signal to your computer to listen to streaming radio stations? I have one in my garage and still marvel at how cool it looks and how quickly the company went bankrupt.  There is a medium ground where the radio industry begins testing and, as iHeart is doing, selling in advertisers to cover at least a portion of the cost. Another trick is not to take our overall attention away from our core product. That’s why it’s so useful to have a group of people who specialize in new platforms.   In case you don’t know, the metaverse exists way beyond gaming. There’s a reason that Facebook chose Meta as their company’s new name. If the metaverse sounds like a foreign language to you, it’s past time to do your own research. Got kids? Analysis | The Fed’s Next Crisis Is Brewing In US Treasuries – The Washington Post https://bentoncountynewsnow.com/analysis-the-feds-next-crisis-is-brewing-in-us-treasuries-the-washington-post/ Markets have been whipsawed in recent weeks, first by talk that a cooling labor market would allow the Federal Reserve to “pivot” away from its aggressive interest-rate hiking campaign, and then by comments from central bankers that any such move would be premature — as Thursday’s hot consumer price index report proved. Perhaps there’s a solution that would allow the Fed to continue to battle inflation while also addressing what is rapidly becoming a potential crisis in the world’s most important market — US Treasuries. The word “crisis” is not hyperbole. Liquidity is quickly evaporating. Volatility is soaring. Once unthinkable, even demand at the government’s debt auctions is becoming a concern. Conditions are so worrisome that Treasury Secretary Janet Yellen took the unusual step Wednesday of expressing concern about a potential breakdown in trading, saying after a speech in Washington that her department is “worried about a loss of adequate liquidity” in the $23.7 trillion market for US government securities. Make no mistake, if the Treasury market seizes up, the global economy and financial system will have much bigger problems than elevated inflation.  But rather than slow, or even stop, the pace of rate increases, which would only resurrect the notion that there’s indeed a Fed “put” designed to bail out investors, the central bank could choose to slow quantitative tightening. Whereas quantitative easing, or QE, injects liquidity into the financial system through bond purchases, QT has the opposite effect. Instead of selling bonds, the Fed is allowing the $9 trillion or so of US Treasuries and mortgage securities it has accumulated on its balance sheet since the 2008 financial crisis to mature without replacing them. The amount of QT conducted by the Fed ramped up to the maximum of $95 billion per month in September from $47.4 billion. The thing is, just like there’s no strong evidence that many years of QE had the desired effect of sparking inflation, it’s unlikely that QT will help temper inflation. What it is more likely to do – and is probably already doing – is cause havoc in the government bond market, the benchmark for all other markets that determine the cost of money for governments, companies and consumers. A Bloomberg index shows liquidity in the Treasury market is worse now than during the early days of the pandemic and the lockdowns, when no one knew what to expect. Similarly, implied volatility as measured by the ICE BofA MOVE Index is near its highest since 2009. And in an unusual development that shows just how dysfunctional the Treasury market has become, the newest, most liquid securities, known as on-the-run notes, trade at a discount to older, tougher-to-trade off-the-run securities, according to data compiled by Bloomberg. Daily swings in interest-rate swaps have become extreme, proving further evidence of disappearing liquidity. What should be most concerning to the Fed and the Treasury Department is deteriorating demand at US debt auctions. A key measure called the bid-to-cover ratio at the government’s offering Wednesday of $32 billion in benchmark 10-year notes was more than  one standard deviation below the average for the last year, according to Bloomberg News. Demand from indirect bidders, generally seen as a proxy for foreign demand, was the lowest since March 2021, data compiled by Bloomberg show. Although the Treasury is in no jeopardy of suffering a “failed auction,” lower demand means the government is paying more to borrow.   All this is coming as Bloomberg News reports that the biggest, most powerful buyers of Treasuries – from Japanese pensions and life insurers to foreign governments and US commercial banks – are all pulling back at the same time. “We need to find a new marginal buyer of Treasuries as central banks and banks overall are exiting stage left,” Glen Capelo, who spent more than three decades on Wall Street bond-trading desks and is now a managing director at Mischler Financial, told Bloomberg News. The US bond market, which sets the tone for debt markets worldwide, is hardly alone. The ructions in UK gilts the last two weeks laid bare the liquidity crisis bubbling in most major sovereign debt markets. From the Fed’s perspective, it’s probably hesitant to tinker with QT for fear of being seen as more concerned with bailing out Wall Street fat cats than taming inflation. But, again, QE and QT have been shown to have more of an impact on the smooth functioning of the financial system than the real economy. And it’s not like the Fed hasn’t tweaked its QT program before to address disruptions in the market’s plumbing. Recall that in 2019 the central bank halted QT and flooded the banking system with cash to arrest a large and unsettling rise in repo rates that led to undue stresses. Recognizing the need for anti-racist technology that takes into consideration the perceptions and experiences of underrepresented populations, the UC Santa Cruz Baskin School of Engineering established the Fellowship for Anti-Racism Research (FARR) in 2021. Graduate students Roman Reggiardio and Milad Hakimshafaei are the latest fellows carrying out individual projects to research tools and techniques that will combat discrimination and racism in technology and engineering.  “The idea for FARR emerged as we engaged in long, overdue discussions of how, as a school, Baskin Engineering can actively contribute to building a more just and anti-racist society,” said Alexander Wolf, dean of the Baskin School of Engineering. “FARR is one of a number of important school-wide initiatives that came out of those discussions, which also included the formation of the Baskin Inclusive Curriculum and Engineering Pedagogy (BICEP) initiative, active participation in designing the campus Faculty Equity Advocates program, and the appointment of Applied Mathematics Associate Professor Marcella Gomez as the school’s first associate dean for diversity, equity, and inclusion.” Eliminating discrimination for equitable medical technologies Inherent bias has long been prevalent in genetic analysis technologies. As new medical technology is developed, it is imperative that adequate representation of diverse patient characteristics, including sex, race, and ethnicity, is accounted for early in the design process to ensure that products are effective, accessible, and equitable for all. Machine learning tools play an increasingly important role in analyzing patient data, such as blood samples. These tools can inherit the bias of their technologists and can ultimately affect diagnoses.  “We have tons of opportunities to accrue and encounter bias that may never be addressed,” said biomolecular engineering Ph.D. student Roman Reggiardo. “If we build a diagnostic tool that only works on one population, then we lose the opportunity to make the impact that we’re after. I wanted to investigate the current efforts to make diagnostics and liquid biopsies more equitable and how we can adjust things further to make it all unbiased moving forward.” With mentorship from his faculty advisor Assistant Professor of Biomolecular Engineering Daniel Kim, Reggiardo is investigating the barriers to accessible and fair liquid biopsy diagnostics, a type of medical technology that uses cutting-edge DNA or RNA genetic sequencing to derive a complex diagnosis from a single blood draw.  Reggiardo, who started his fellowship late summer 2022, is reviewing recent studies to assess patient populations and the potential biasing of early results from liquid biopsies. His aim is to both quantitatively and qualitatively assess the shortcomings of diagnostic performance and relevance across diverse populations. He then hopes to address these issues through new methodologies that draw from data representing a diverse population in order to develop technologies and computational tools that aid in fair and ethical practices. “My thesis research is directly tied to how liquid biopsy technology can be equitably developed, deployed, and used,” Reggiardo said.  Expanding diverse perceptions in visual design Text-to-image artificial intelligence (AI) generators—systems that create images and patterns from written text descriptions—are becoming increasingly popular and are used for a wide range of content creation applications.  Computational media Ph.D. student Milad Hakimshafaei is interested in using an AI system that generates visual images and patterns to collect information about perception and the aesthetic preferences of diverse populations to better understand and engineer more inclusive computational tools. “As someone who came to the United States from the Middle East, I noticed the differences in lifestyle, access to technology, and opportunities to shape our future as humans,” Hakimshafaei said. “These experiences motivated me to get involved in research that highlights and addresses the areas of technology that need to be improved to be more inclusive.” With mentorship from UCSC computational media postdoc Oskar Elek and Stephanie Lieggi, executive director for the Center for Research in Open Source Software, Hakimshafaei will develop an interface built off of an existing web-based AI generator that will allow the end user to control the system’s behavior to generate interesting and unique patterns. By studying a broad array of users’ visual design aesthetic preferences, he plans to develop algorithms that better represent the experience of beauty for different people.  Through this fellowship, Hakimshafaei hopes to draw attention to the value of including a diverse representation of users in software development and the importance of open-source communities for sharing ideas and collaborating on projects to produce unbiased, anti-racist technology.  Both Reggiardo and Hakimshafaei will present their research findings during the 25th anniversary of the Baskin School of Engineering, which will be celebrated throughout the 2022–23 academic year. FARR is open to all declared Baskin Engineering undergraduate and graduate students, including undergraduates pursuing engineering minors. Students may apply individually, or in teams of up to three students. (AP) — The school board in Vermont’s largest city plans to sue the manufacturer of chemicals that forced the closure of Burlington High School, officials said. Burlington School District officials on Thursday announced plans to sue agro-chemical giant Monsanto after PCBs were found in the existing building and soil during renovations, forcing the closure of the school, which also housed the Burlington Technical Center. In a statement, Bayer, which now owns Monsanto, said Monsanto “voluntarily stopped producing PCBs 45 years ago and its conduct has been appropriate at all times.” “Until the company terminated their production, PCBs were lawfully used in a number of commercial products that were manufactured by other companies,” the statement said. “We will assess and respond to a complaint if one is filed.” School officials now are planning to demolish the existing building and build a new school and technical center in the same area. Burlington voters will cast ballots next month on a proposed $165 million bond, but the city estimates the total cost of the improvements could be $190 million. Burlington Board Chair Clare Wool said the lawsuit could mean long-term financial compensation for the district, but to move forward with the plans for the new school they still need to have the bond approved. “Even though we plan to pursue this course of environmental lawsuit zealously and aggressively, we are viewing this as a long-term strategy and are anticipating that this work could consume a number of years,” Wool said in a statement. The city did not say when it planned to file its lawsuit. Students have been attending classes at a former Macy’s department store. Over the years, a number of state and local governments have sued Monsanto, which was purchased by Bayer in 2018, over PCB contamination. In one example, last winter the state of New Hampshire reached a $25 million settlement with Monsanto over what the state said was widespread PCB pollution in waterways and other state-owned property. PCBs are toxic industrial chemicals, now banned, that have accumulated in plants, fish, birds and people for decades. PCBs were used in many industrial and commercial applications, including in paint, coolants, sealants and hydraulic fluids. It is still early for an estimated restoration time, officials reported. LCEC serves nearly 11,000 customers on Sanibel and Captiva. Officials reported that the goal is to restore power as quickly and safely as possible to those able to receive power and ensure the infrastructure is available for those who will rebuild homes or businesses destroyed by Hurricane Ian. Officials reported that travel to and from the island has been a challenge without the option of vehicular traffic. Mobilization by barge began last week but was not without challenges due to the timing of the tides, weight restrictions, the quantity and size of the equipment and materials, and the number of workers traveling to the island. Earlier this week, a convoy of hundreds of utility and support trucks and vehicles reached the island through a one-time emergency roadway access. This expedited staging and allowed crews to begin preliminary work on the transmission and substation infrastructure. Assessment, testing and scrubbing of critical equipment was required before energizing, officials reported. Simultaneously, crews began working to set poles and prepare installation of wire and other facilities to energize the backbone of the system. Officials reported that in addition to hundreds of FPL line workers, the restoration operation on the island includes LCEC substation electricians, design engineers, warehouse workers, base camp coordinators, logistics experts, emergency operations representatives and safety personnel.

Vitalik Buterin Get Both Barrels EthereumPoW (ETHW) proponent Chandler Guo put Vitalik Buterin firmly in his place in an explosive interview with BeInCrypto earlier this week. According to Guo, a proof-of-work Ethereum without Vitalik Buterin is like Bitcoin without Satoshi Nakamoto – maybe better! If that wasn’t incendiary enough, Guo went on to add that it is now time for Buterin to “shut up” and let Guo and friends get on with building EthereumPoW. Mic drop. On Monday, we brought you an interview with Lyn Ulbricht, the mother of Silk Road founder Ross Ulbricht, to separate the man from the myth. Ross is currently serving two life consecutive life sentences without parole, plus another 40 years just to be sure. The American justice system doesn’t do half-measures. But It’s Still Bad The consumer price index (CPI) – the primary measure of inflation – dropped 0.1% to 8.2% in Sept., down from 8.3% in Aug. Months of gut-busting interest rate hikes from the Federal Reserve seem to have finally had some impact, and even though it’s only minimal, it’s a start. SushiSwap Head Chef Gets in the Saddle Jared Grey, the new “Head Chef” of SushiSwap was no sooner in the door before the accusations and fur started to fly. According to one community member Grey is a “a scammer and con artist,” and according to another source he likes to ride horses without the aid of a saddle. For his part Grey said “the accusations towards me are 100% untrue.” Justin Sun Bags Huobi Crypto Exchange TRON (TRX) price got a boost this week when it was revealed that Justin Sun was behind a $1 billion deal to buy a major crypto exchange. According to various media crypto news reports Sun is the lead investor in the Huobi takeover, with a little help from Sam Bankman-Fried (SBF).  Meanwhile, SBF has announced a series of improvements to FTX’s matching engine. For that reason, don’t be surprised if Huobi shortly announces a series of improvements to its matching engine. After all, there’s no innovation in crypto that Justin Sun can’t imitate to a reasonably satisfactory standard. One exchange he won’t be rushing to copy in a hurry is Binance. This week the exchange was accused of filing “grossly inaccurate” financial statements in the U.K. Needless to say, this doesn’t sound good for Changpeng Zhao and company. Binance has already been the subject of a warning from the Financial Conduct Authority (FCA) so this story may have some mileage in the weeks and months ahead.  The Weekly Do Kwon Update Definitely not on the run Do Kwon has been cashing out Terra (LUNA) to a Binance wallet while simultaneously shilling the new coin on Twitter. This, according to former Terra proponent turned whistleblower, FatManTerra, who has become a nemesis of sorts for UST.  As for Do Kwon, his Singapore vacation may soon come to an end as it has been revealed that his passport is about to expire. Elon Musk Is Not Satoshi Elon Musk is not Satoshi Nakamoto, but that hasn’t stopped speculation and claims to the contrary. While there have been some wild theories on the real identity of Satoshi Nakamoto, the notion that Elon Musk could conceive of Bitcoin, plan it, code it, launch it, tell absolutely nobody that it was him, and then keep the secret for over a decade doesn’t pass the smell test. In fact, it kind of stinks. In a further olfactory insult, Musk launched a new perfume called “Burnt Hair,” this week, available to buy with Dogecoin. Crypto Hacker Has Seriously Big Mangos Crypto news of a hacker exploiting the Solana DeFi platform Mango Markets to the tune of $117 million broke this week. In a particularly ballsy move, the hacker then filed a proposal with the Mango Markets decentralized autonomous organization (DAO) to pay himself a $70 million bug bounty. To add further to the ridiculousness of the move, the hacker then used the stolen tokens to vote in favor of the proposal. The U.S. Army Corps of Engineers oversees 12 million acres of public lands and water and oversees much of our nation’s vital infrastructure components. And while the missions overseeing this acreage and facilities differ, the need to serve as responsible conservators and ensure those assets continue to serve our nation’s needs remains the same. And both face the need to be keenly aware of how training and civil works projects may impact threatened or endangered species that may call those areas home. In fact, according to the U.S. Army Environmental Requirements and Technology Assessments, threatened and endangered species are the number one environmental impact to military training operations. For this reason, military installation managers need to better understand what species live in training areas and which species travel through them. Dr. Jinelle Sperry, a wildlife biologist with the U.S. Army Engineer Research and Development Center (ERDC), is among the leaders in researching, locating and accessing threatened and endangered species, and has deployed new technology that is making the search for these species easier and faster. “Monitoring and surveying for endangered species can be a real challenge for installation managers. We are trying to find ways to do this cheaper, faster, better,” Sperry said. “One way is this emerging technology that uses molecular tools to survey for endangered or invasive species. Instead of sampling for animals directly by trapping them or looking for them with binoculars, we can instead sample for the DNA they slough off in the environment.” Using environmental DNA – or eDNA – scientists can sample sections of training grounds to determine what species live in the area. This molecular sampling does not do away with the need to trap or otherwise physically capture a particular species but is a starting point for better assessments. “We have found that eDNA can be between two to 70 times more cost efficient than traditional sampling,” she said. “You can collect from water. You can collect from soil. You can even collect from the air. Yes, you can know what species are present just by collecting air and looking for DNA.” Even though military planners are good at adapting training regimens to account for threatened and endangered species, being able to identify those species and locations faster allows for better decision making and protection of those species. “The presence of endangered species can influence training. It can be expensive to manage the species, but more importantly, whole areas of an installation can be off limits to training due to the presence of these species,” Sperry said. “It can be large swaths of land that are off limits, or it can be where an endangered species will just pass through an area, such as a landing strip that has to be shut down due to the presence of an endangered species.” The development and use of eDNA has grown rapidly in recent years after first appearing nearly two decades ago. “The Department of Defense (DOD) actually has been at the forefront of all the eDNA work,” Sperry said, adding the DOD’s research arms, the Strategic Environmental Research and Development Program and the Environmental Security Technology Certification Program, invested heavily in the technology’s development. “The DOD has been really proactive, adopting the use of eDNA across a lot of its installations.” The use of eDNA within the USACE civil works program has started to grow, even beyond its use in managing DOD lands. The technology has been used in the Chicago District to track and monitor the spread of invasive carp, which threatens the vast and valuable fishing industry within the Great Lakes area.  In addition to results from the use of eDNA that allowed for faster and more detailed sampling efforts, it has allowed teams to sample far more land. Fish slough their DNA into the environment from mucus, feces and urine. DNA degrades in the environment, but this process is not instantaneous, and DNA can be held in suspension and transported, where it may be discovered within collected water samples. “The DOD and USACE are managing huge areas, millions of acres, and it is really difficult to effectively sample across those large swaths of land using traditional tools,” Sperry said. “We use eDNA as a first pass. We can go out and collect sites – 30, 60 sites – in a couple of days with eDNA and look at where these species may occur. “So, you use it as a first pass to see where the species are, and then you can really dive into more extensive surveying.” And to process billions of DNA sequences, Sperry said her team leverages global databases and DNA repositories and a partnership with the University of Illinois’ high-performance computing capability. Even though eDNA has proved to be a valuable tool, there are still some limitations to the information it can provide, Sperry said, leaving more traditional sampling efforts with questions to answer. “With eDNA, you’re not going to know how many of those animals are there, you’re not going to know how they’re doing, you’re not going to know if they have diseases. There are questions you cannot answer with eDNA, but I would say we are moving closer to being able to answer a lot more of those questions,” she said. Ongoing monitoring on several installations using eDNA metabarcoding is also offering a better understanding of change within animal communities. “You can collect water and know all the species present in that water. So, you’re not just looking for one particular species. You can actually use eDNA to look for all of the species that are present,” Sperry said. “It’s extremely difficult using traditional methods to be able to quantify entire communities, but I can collect water and tell you about an entire community in a couple of weeks.” Sperry said the use of eDNA can also play a vital role in USACE’s research and development efforts to mitigate the impacts of a changing and warming climate. “I really feel this technology can help give us a better understanding of how those species, those communities, are functioning and then understand and predict how those communities may change or be vulnerable to potential impacts,” she said. DNA is often called the building blocks of life. For Sperry’s team, and USACE overall, the use of eDNA is quickly becoming the building block for future advancements and discoveries.

But while they grapple with rising attrition rates and turnover, the accelerated burnout of understaffed care teams poses a threat to quality of care and the bottom line into the foreseeable future. There is, however, a solution. By leveraging user-friendly, rideshare-esque apps to build a more balanced workforce and plan for staffing needs, senior living organizations will see a direct effect on three key operational areas: Census Revenue Labor costs In order to yield the greatest results in those areas, owners and operators must first attain the optimal staffing mix within their organizations. Using technology to build a balanced workforce For most senior living providers, the optimal staffing mix is between 80% and 90% full-time employees, using a floating staff under the operator’s control for the remaining 10-20%. Yet many operators are failing to achieve that balance due to the continuous staffing fluctuations in today’s senior living landscape. Providers are turning to technology to unlock this optimal mix, often following the consumer rideshare model. Your scheduler doesn’t have to be on the phone, your admin doesn’t have to be on the phone.” With this rideshare-style technology, senior living communities can connect with credentialed nurses and other workers while also creating floating worker pools tailored to their standards and specifications. How the optimal staffing mix helps: 3 key benefits The optimal staffing mix unlocks significant benefits for senior living operators. Here are three. Census. Communities can only accept residents if they can safely care for them. Senior living providers that proactively create a float pool can maintain and drive census, without the disruptions that occur for communities that turn to agency labor as a last resort when in dire straits. Revenue. Post-acute care facilities lost between $2,330 and $5,882 a day in 2022 due to unfilled beds linked to understaffing challenges, according to Oliver Wyman data. With staff in place to support a higher census, revenue naturally increases. This leads to a less volatile staffing cycle in which a steadier staffing mix drives healthier finances that support wages and benefits to maintain strong staffing.  Labor costs. Faced with the sticker shock of hourly agency rates, senior living operators understandably strive to achieve a 100% full-time labor force. But Oliver Wyman data shows that finding a full-time post-acute care employee can cost a facility up to 33% more on an hourly basis than finding an equivalent contingent worker. This is due to “all-in” costs for FTEs, including benefits, retention bonuses and continuing education. The optimal staffing mix takes advantage of contingent labor cost efficiencies to drive census and revenue, while also taking pressure off full-time staff. This should further improve retention and cut costs related to recruitment and onboarding. The vibrant commercial, reflective of the carefree vibe of the 1970s (and appropriately set to the 1976 disco hit “More, More, More” by Andrea True Connection), aims to show how Canadians can “do more, explore more and celebrate more in destination.” While Sunwing has always maintained an element of fun in its marketing, the ad spot represents a reimagining of the tour operator’s value proposition and brand persona as it responds to a changed marketplace shaped by eliminated COVID-19 border measures and travel-ready Canadians. “With so much change over the past two years, it was important for us to listen to our customers and find out what matters most to them as we prepared for our winter season,” Samantha Taylor, chief marketing officer at Sunwing Travel Group, said yesterday. She tells W Magazine that she eats healthy, and enjoys clean and organic food better. “I think it also takes a while to get used to healthier foods if you’re used to eating crap, or if you have been brought up eating a certain kind of way. To me, almost everything clean and healthy taste good and you can always play around and make it taste even better.” Gale tells W Magazine that she has completely removed some things from her diet, and cites a specific ingredient. “I also have a hard rule against eating any cane sugar,” Gale revealed. “My mom is a doctor and cancer researcher, and has spoken to me too many times about the harm sugar has on one’s health for me to not completely cut it out. The latest film, No Time To Die, saw Bond choosing a Land Rover in retirement. But the automobiles most associated with the character are beautiful and powerful sports cars. Here are our rankings for the 8 coolest cars from the James Bond franchise. 8/8 Sunbeam Alpine Series II – Dr. No (1962) United Artists While James Bond would eventually become synonymous with gadget-filled Aston Martins, in the very first film, Dr. No in 1962, producers had to settle for the sportiest car they could find on location in Jamaica. That was a lake blue Sunbeam Alpine Series II convertible that looked particularly small with 6 foot 2 inch Sean Connery driving. There were no upgrades, either in real life or by Q Branch, so it was up to Bond to drive his way out of trouble, which he did, sending his pursuers over a cliff in the first of many such scenes to come. 7/8 Toyota 2000GT – You Only Live Twice (1967) United Artists Bond doesn’t actually drive the Toyota 2000GT in 1967’s You Only Live Twice. But as a passenger, he gets to enjoy the many special upgrades, including a television screen, which undoubtedly seemed very futuristic to audiences at the time. The real-life car likely caught producer Cubby Broccoli’s eye while he was in Tokyo, but Toyota had to custom-build two models for the movie, removing the top to fit Connery, thus turning the coupe into a roadster. The appearance reportedly gave the company some legitimacy internationally and boosted sales on its way to becoming the world’s largest car manufacturer. 6/8 BMW 750iL – Tomorrow Never Dies (1997) Metro-Goldwyn-Mayer Some gadgets first seen in Bond cars did eventually make their way to the public. In 1997, Pierce Brosnan as Bond drove his BMW 750iL with his mobile phone in Tomorrow Never Dies. Cell phones were still years away from being ubiquitous, and it would be a decade before smartphones began to take over, so the idea of controlling a vehicle with one was well ahead of its time. These days, it’s common to hail a ride with a smartphone, and Tesla owners can use the Summon feature to park or retrieve their nearby vehicles from their phones without being inside them. 5/8 Ford Mustang Mach 1 – Diamonds Are Forever (1971) United Artists The majority of 1971’s Diamonds Are Forever takes place in and around Las Vegas, so it made sense that Bond would drive an American car. It was the age of muscle cars, and a bright red Ford Mustang Mach 1 fit the bill. In the vehicle’s most memorable scene, Sean Connery as Bond is trying to lose the police as he swerves through glittering downtown. At one point, he ramps the car onto two wheels to escape down a narrow alley, only to emerge on the other two wheels. The physics are puzzling, but the car’s power is unmistakable, and it wouldn’t be the last time Bond pulled a stunt to escape. 4/8 AMC Hornet – The Man with the Golden Gun (1974) United Artists When one thinks of cool cars, the AMC Hornet probably doesn’t come to mind. Decades after its glory days as the Fabulous Hudson Hornet, the version Roger Moore drives in The Man with the Golden Gun in 1974 is notable because it pulled off perhaps the greatest single stunt in a franchise full of them. This was no CGI or miniature trick, though computers were used for the first time to model a spiral jump and prove it could be done. Then stunt driver Loren ‘Bumps’ Willert took a modified Hornet through a complete barrel-roll over a river in one take! Now known as the corkscrew jump, the ground-breaking stunt was so unbelievable that many thought it had to be a special effect, and the slide whistle sound effect didn’t help. 3/8 Aston Martin V8 – The Living Daylights (1987) Metro-Goldwyn-Mayer ​​​​​​​Bond drove several different Aston Martins over the years, but for the sheer number of useful gadgets, it’s hard to beat the model from 1987’s The Living Daylights. On his inaugural outing, Timothy Dalton as Bond drove a modified Aston Martin V8, using elements of the convertible Volante model, but with a hardtop and Vantage upgrades and badges. Among the devices Dalton deploys are a cutting laser, heat-seeking missiles controlled with a heads-up display; a jet engine booster, and retractable skis! More recently, the Aston Martin V8 showed up again when Daniel Craig took it out of storage for his final appearance as Bond in No Time To Die. 2/8 Lotus Esprit S1 – The Spy Who Loved Me (1977) United Artists ​​​​​​​​​​​​​​Outside of his Aston Martin, the car most associated with James Bond has to be the Lotus Esprit S1 from The Spy Who Loved Me in 1977. It basically had one trick, but it was a memorable one, transforming into a submarine after diving off a pier. Fans might be surprised to learn that a full-sized model was​​​​​​​ built and filmed underwater in the Bahamas! Unfortunately, it wasn’t watertight, so the “driver” was actually a diver in scuba gear. The car proved so popular that a Lotus Esprit Turbo was used again in 1981’s For Your Eyes Only, this time with copper metallic paint, so it contrasted with the snowy scene in which it appeared. 1/8 Aston Martin DB5 – Goldfinger (1964) United Artists The Aston Martin DB5 is unquestionably James Bond’s car. No other car is so closely connected with the character, and three different Bond actors have driven it. First appearing in Goldfinger in 1964, Sean Connery can’t believe the modifications Desmond Llewelyn as Q has made: “Ejector seat? You’re joking!” Bond unsurprisingly crashes it, but after being recovered, Connery would drive it once more in 1965’s Thunderball. It’s easy to forget that 30 years passed before audiences saw it again, this time with Pierce Brosnan behind the wheel in GoldenEye in 1995, and then again briefly in Tomorrow Never Dies in 1997. Next, Daniel Craig as a rebooted Bond wins the car in a poker game in 2006’s Casino Royale, only to see it completely destroyed at the end of SkyFall in 2012. But you can’t keep a good car down, so the new Q, played by Ben Whishaw, restores it yet again in time for Bond to drive away in 2015’s Spectre. And that leads to its most recent appearance in the action-packed extended opening of No Time To Die in 2021. Only time will tell if we see it again, but as its many appearances prove, the Aston Martin DB5 is surely the coolest car from the James Bond franchise.
