A strategic move, the acquisition bolsters Hardies’ service offering in the northeast, where it did not have a QS department. Founded in 1885, BDG Thomson Gray is one of the oldest quantity surveying practices in Scotland, specialising in Quantity Surveying, Project Management, Principal Designer and Dispute Resolution. The acquisition sees BDG Thomson Gray owner Shirley Thomson become a Partner in Hardies with responsibility for running its Quantity Surveying department in Aberdeen. She will also head its Dispute Resolution department. A leading figure in the dispute sector, Ms Thomson is appointed to the RICS Chairman’s panel of Adjudicators. Commenting on the acquisition, Hardies’ Senior Partner, Danny McArthur, said: “We have witnessed continued growth in our Aberdeen office over recent years. This deal strengthens our position in the northeast of Scotland and provides additional local support to our and BDG Thomson Gray’s clients. “Shirley coming on board significantly increases our service offering in Dispute Services which was an area identified in our growth plan. A well-known figure in the Aberdeen area, we are delighted to have Shirley join our team.” Ms Thomson added: “What appealed about this deal is that Hardies share our thinking in terms of the quality of service we deliver and how we look after and develop our staff. We regard this deal as a tremendous opportunity that enables us to expand the range of projects we can undertake for existing and new clients.” The acquisition follows Hardies’ announcement earlier this year of an ambitious expansion strategy that has seen it open three new offices across the UK. The new offices in Belfast, Leeds, and London, which take its office network to 13 locations, formed the first phase of a development strategy executed on the back of a series of major successful project wins across the UK and Ireland over recent years. The Green Bay Police Department conducted several unannounced compliance checks last week Monday (September 26th), where they visited several gas stations and smoke shops. Cashiers at Elf’s Gifts and Glass Monkey Smokeshops on South Military Avenue, Marley’s Smoke Shop on West Mason Street, and Stone Ridge Shell on Velp Avenue were each fined $376. These compliance checks are an effort by the Department and the Community Action for Healthy Living to combat ongoing tobacco and vape issues in Green Bay Schools. The number of businesses that passed the check was not released.

In a post published on the crypto analytics platform CryptoQuant, the exchange outflows were described as “very significant” and “the highest amount in months,” amounting to more than 61,000 BTC in the past three days alone. “After months of [lower] prices, this is a sign of demand coming back into the market,” the post, written by the user maartunn, said. Source: maartunn/CryptoQuant Exchange outflows are generally seen as bullish for crypto prices, as it indicates that investors have long-term conviction in the asset and are not planning to sell again in the near-term. Conversely, exchange inflows are seen as bearish as it can be a sign that investors are losing confidence and are therefore sending coins to exchanges to be sold. Meanwhile, bitcoin balances held on exchanges have also seen a consistent downtrend in recent months, after spiking back in early August. The sharpest fall in bitcoin balances came between September 29 and October 1, when the level dropped from 2.14m BTC to 2.08m across all major exchanges, per data from Coinglass. All else equal, lower amounts of bitcoin held on exchanges is seen as bullish for the price. In the past, several theories have been discussed as the reason for the lower exchange balances of bitcoin. Some insiders point to over-the-counter (OTC) deals as one explanation, while others say an increase in the bitcoin whale population shows that large holders increasingly prefer to take full control of their own coins. As of press time at 10:00 UTC, BTC traded at $19,166, down a mere 0.5% for the past 24 hours, but up 1.9% on a 7-day basis.

The top U.S. judicial body annually kicks off its term on the first Monday of October, and the justices have important cases on the schedule right away. The court has a 6-3 conservative majority. President Joe Biden’s appointee Ketanji Brown Jackson – America’s first Black woman justice – joins the court’s liberal bloc after being confirmed by the Senate in April to succeed now-retired Justice Stephen Breyer. On the term’s first day, the justices are set to hear arguments in a case that could limit the scope of a landmark federal environmental law, the Clean Water Act of 1972. The court issued a decision in June that constrained the U.S. Environmental Protection Agency’s (EPA) authority to regulate greenhouse gas emissions under a different anti-pollution law, the Clean Air Act. There has been litigation and political debates over how much of a connection with a waterway a property must have in order to require a permit. The Supreme Court issued a ruling in 2006 that led to further uncertainty. The new case gives its conservatives an opportunity to embrace an approach favored by business groups, with a ruling due by the end of June. In the biggest rulings from last term, the court ended the recognition of a woman’s constitutional right to abortion and expanded gun rights. On Tuesday, the justices are due to hear arguments in a case from Alabama that threatens to gut a landmark civil rights law. The 1965 Voting Rights Act, which prohibits racial discrimination in voting, was enacted at a time when Southern states including Alabama enforced policies blocking Black people from casting ballots. Alabama is appealing a lower court’s ruling invalidating a map approved by the state’s Republican-controlled legislature drawing the boundaries of the state’s seven U.S. House of Representatives districts. The lower court ordered a new map after finding that the Republican-drawn version diluted the electoral clout of Black voters in violation of the Voting Rights Act. Black voters tend to support Democratic candidates. At Alabama’s request, the Supreme Court froze that ruling, letting the contested map be used in elections while litigation proceeds. The map concentrated the voting power of Black people in the state into a single district even though Alabama’s population is 27% Black, while spreading out the rest of the Black population into other districts at levels too small to form a majority. Conservative states and groups already have successfully prodded the Supreme Court to limit the Voting Rights Act’s scope in rulings from 2013 and 2021. Alabama now argues that drawing a second district to give Black voters a better chance at electing their preferred candidate would itself be racially discriminatory by favoring them at the expense of other voters. The Supreme Court tackles race again in a dispute to be heard on Oct. 31 that might yield the most momentous ruling of the term, with the conservative majority in a position to end affirmative action admissions policies used by many colleges and universities to increase the number of Black and Hispanic students on their campuses. A group called Students for Fair Admissions, founded by anti-affirmative action activist Edward Blum, is appealing lower court rulings that upheld race-conscious admissions programs used by two prestigious universities – Harvard University and the University of North Carolina – to foster student diversity. The lawsuits accused the universities of discriminating against applicants on the basis of race in violation of federal law or the U.S. Constitution. Blum’s group accused Harvard of discriminating against Asian American applicants. It accused UNC of discriminating against white and Asian American applicants. The universities have said they use race as only one factor in a host of individualized evaluations for admission without quotas, and that curbing the consideration of race would result in a significant drop in the number of Black, Hispanic and other underrepresented students on campus. Bob Brawdy bbrawdy@tricityherald.com Kennewick, WA A new video shows the tense gun battle between a Kennewick police officer and a wanted felon in an apartment complex. Kennewick police released body camera footage from Officer Avery Smith as she bailed out of her car and exchanged bullets with the Anthony Martinez-Mata at the Clearwater Bay Apartments at 6:20 p.m. on Sept. 13. The nearly 10-minute critical incident briefing video details the events surrounding the gun fight and the two-hour standoff that followed. It includes footage from Smith and an unnamed officer with the Tri-City Regional SWAT Team. “The intent of this update is to provide understanding and transparency about this critical incident,” Kennewick Chief Chris Guerrero said in the video. The release is separate from the weekly updates by the Regional Special Investigations Unit about the shooting. The unit, which draws officers from across Benton, Franklin and Walla Walla counties, is tasked with investigating whether officers broke any laws when they open fire. Kennewick police will not be part of this investigation. The department is doing a separate investigation into whether Smith followed all of the department’s policies and procedures when she fired at Martinez-Mata, 26. Smith has worked for the department for five years. She graduated from the Washington State Police Academy in December 2017. On the day of the shooting, Kennewick and Richland police along with Benton County sheriff’s deputies were conducting a sweep, looking for several people on outstanding warrants. One was Martinez-Mata, who was wanted for allegedly threatening a man with a gun in the Kennewick WinCo parking lot. Prosecutors have not charged him in that incident. Anthony Martinez-Mata, the convicted felon accused of starting a shootout with police when they tried to arrest him, appears in Benton County Superior Court via a video link from the jail. Bob Brawdy bbrawdy@tricityherald.com He also was wanted for failing to check-in after he was released on a 2018 conviction for drive-by shooting. A police officer spotted him in a car at 51 N. Edison St. As officers closed in, he jumped out and ran toward a motorcycle in the Clearwater Bay Apartments. The video says Smith caught up with him as he tried to start the motorcycle. When it wouldn’t start, he left the bike and bolted into the complex of buildings. She followed him in her car until she spotted him, and the shots started. The video shows he fired four times and she fired three volleys, including a single shot, then what sounds like three or four more shots, followed by a rapid string of eight or nine shots. He ran into a stranger’s apartment, and the resident was able to slip out of a window. Martinez-Mata was barricaded in the room for hours while he negotiated with the SWAT team members and eventually surrendered. He had minor wounds and was treated before being taken to the Benton County jail, where he is being held on first-degree assault, illegal gun possession and first-degree trespassing charges. Apartment Shootout Smith’s contact with Martinez-Mata was a little more than a minute-and-a-half, according to the video. It starts in silence because the body camera system keeps a 30-second buffer at the beginning of the video when it’s activated. She is seen driving and then stops in front of a parking shelter. Martinez-Mata is on a motorcycle. The footage is initially unclear but then the bike can be seen on the ground. Smith gets back into the patrol car, and starts following Martinez-Mata into the complex. She can be heard asking someone if they saw where Martinez-Mata went. Clearwater Bay Apartment Homes at 5225 W. Clearwater Ave. in Kennewick. Bob Brawdy She later told another officer that she saw him with the gun pointed at the patrol car. The camera catches her hurriedly bailing out of the car as the first gunshot rings out. The second one sounds as she starts moving toward the back of the car. After Martinez-Mata fires a third time, Smith tells emergency dispatchers, “Shots fired.” The video shows her firing once at him, and then what sounds like four more rounds. Martinez-Mata fires one more shot, according to the video. Smith’s camera picks up the sound of someone yelling before she says, “Show me your hands! Drop the gun! Drop the gun!” She then fires what sounds like eight or nine more shots before taking out the magazine and putting it on the trunk of her car. It appears there is still at least one bullet remaining. After the last volley, Smith radios in that she is not hit, and that he’s running east from the C-building. Surrender It remains unclear if any of the bullets hit Martinez-Mata. He later showed up in Superior Court with a wound on his forehead and a brace on his arm. Smith said he was still wearing the motorcycle helmet at the time. Kennewick police released video showing the final moments after he left the apartment at 8:35 p.m. Police call for him to walk out to them. As they are putting the handcuffs on him, an officer says he knows that it’s going to hurt, but he needs to put his left arm behind him. An officer says that they are providing medical aid, but they would like emergency medical staff. Martinez-Mata was taken to a local hospital with non-life threatening injuries. You could stay in the city center or venture further out to nearby places. The city’s public transportation network makes it easy to do day trips if you want a break from the metropolis. *This itinerary assumes you start with one full day. Day 1 Gyeongbokgung Palace. A ticket costs KRW16,000 for adults (13 -65 years old) and KRW12,000 (12 years old and below and over 65 years old).  Day 3 Seoul is a bustling and vibrant metropolis that has plenty to offer. Spend this day exploring the different neighborhoods of the city. It’s impossible to see the major or smaller neighborhoods in just one day, but Seoul’s public transportation network makes it easy to at least get a glimpse of them. Popular places include Hongdae, Myeongdong, Gangnam, Sinchon, and Dongdaemun. For this guide you can go up to Baegundae Peak (the one I went to). The peak is around 836m high with stunning views of the city and surrounding rock formations. The trail starts out easy, then once you get closer to the peak, the inclines are steeper and require more effort to climb. There are rails and platforms in some parts of the trail, which can help beginners reach the peak. William is survived by his loving wife of almost 52 years, Dorothy (Hartman) Paige, whom he married on Oct. 24, 2070. He is also survived by their two children: daughter, Jennifer Foringer of Dunkirk and son, Daniel Paige of Des Moines; and the granddaughters he adored, Ashley and Miah Foringer of Dunkirk. William is survived by his loving siblings: Richard Paige, Diane (Robert) Brohman, Elizabeth (Joseph) Iannello, Jean Paige; and several nieces and nephews. He is predeceased in death by siblings: Patricia Walsh and James Paige. A graduate of McKinley High School in 1969 he joined the U.S. Navy and served in Vietnam. Bill enjoyed spending time with his family and friends, sailing and hunting. A memorial service will be held Nov. 5, 2022, at St. Elizabeth Ann Seton, 328 Washington Ave., Dunkirk, NY 14048 at 10:00 a.m. Interment will be at the Western New York National Cemetery in Corfu, NY. Meanwhile, wealth held by “mature coins” is at an all-time high, the researcher said, as long-time investors have refused to spend them amid the market turmoil. The group of investors who “hodl” through thick and thin — meaning those who remain loyal even during tough times — has remained “steadfast”, according to Glassnode, which said that they might be hunkering down “for the storms ahead”. Such is the problem for bitcoin and other cryptocurrencies now — the cohort of retail-type investors who had fuelled much of last year’s huge surge in prices have been missing in action. Some market watchers say that with hodl-investors waiting things out, the overhanging question remains whether — or when — individual investors will make a return. “The overall price has got to do better, and once it does the retail investor will become excited again. We definitely don’t have that right now because we’re just stuck in a range,” said Matt Maley, chief market strategist at Miller Tabak & Co. “There’s nothing that turns off an individual investor more than something getting stuck in a sideways range.” At issue is bitcoin needing to find a bottom amid a selloff that’s brought it down 60% this year. Many analysts say that should US stocks form a floor, then the digital token could too, though there’s little consensus on when that might happen. They all stand united.” “One thing I bet we agree on, our country needs us.” Masters began by asking the cheering crowd, “Who’s waiting for a red wave in a couple of weeks?” “We have to stay in the fight. We have to act as if our country depends on it.” Swing State Masters said Arizona remains pivotal in the election, after having to bear the “brunt” of the illegal immigration and fentanyl crises. He blamed the Democrats’ failed policies in handling the emergencies. “They have failed in so many respects. Many people talk about the border crisis as some abstraction, as if it’s some act of God. Thanks to President Trump, we had operational control over our border,” Masters said. “I knew it was going to be bad, you knew it was going to be bad but, man, I didn’t know it would be this bad … Democrats have exceeded our expectations.” On Sept. 19, U.S. Customs and Border Protection said the number of illegal alien encounters nationwide in August was 157,921—a 2.2 percent increase from July. The total number of illegal alien encounters during the past fiscal year ending in September was nearly $2.5 million. Masters said Biden’s executive order ending border wall construction in 2021 not only “incentivized” illegal immigration but also continued the immigration policy of former President Barack Obama. The only sanctuary community where illegals are not welcome is Martha’s Vineyard, Masters said to laughter. In September, Florida Gov. Ron DeSantis gained national attention when he sent two planes carrying illegal aliens and potential asylum seekers from Venezuela to affluent liberal Martha’s Vineyard, to the dismay of locals. The illegals were taken away voluntarily to a military base to receive food and shelter. Good Policy, Bad Policy Since Biden became president, Masters said the U.S. Department of Justice, Internal Revenue Service, and FBI have become weapons of the Democratic Party. “Why does every federal agency need a mini-military police force? It’s really dangerous,” he said. Inflation is rampant with the economy in tatters, and thousands of people die yearly from fentanyl overdoses, he said. Masters said the Biden administration is pushing for federalized elections to remove state control. He described his U.S. Senate race as a “propaganda war” waged by Democrats, costing his campaign $400,000 weekly in advertising in Maricopa County, Arizona’s most populous. “In a weird way, Mark Kelly’s [negative] ads are helping me. They are what they call us. It’s projection,” Masters said. Saying Kelly “votes more in lock-step with Biden, “now we can see the whites of their eyes,” with the Nov. 8 election now 37 days away, he said. “Mark knows he’s vulnerable,” Masters said. “Look at everything that’s crumbling around you because of Democrat policies. Why believe Democrat attack ads?” Masters said Democrats fear an America First platform, having “put America last” themselves. Attorney General Race Saturday’s gathering also featured Abe Hamadeh, Republican candidate for Arizona Attorney General in the general election. His Democratic opponent is Kristin Mayes. “My opponent wants to fight the weather; I want to fight criminals,” Hamadeh said, lampooning Mayes’ stance on climate change. “My opponent wants to hunt down businesses.” Hamadeh called on a united Republican front in a critical election, perhaps the most important in recent history. “We all understand that we can’t do this alone,” he told supporters. Highway 397 also was closed at Interstate 82 by a wildfire south of Kennewick. A Nissan Altima was being driven eastbound on the interstate at just after 8:30 a.m. when it left the roadway and entered the median about one mile west of the Wine Country Road exit to Prosser, according to the Washington State Patrol. The car hit a guardrail, spun and came to a stop in the eastbound lanes. The driver, Nora L. Orosco, 46, of Grandview, died before she could be taken to a hospital, according to the WSP. There were no passengers in her car. The cause of the crash is under investigation. The Washington state Department of Transportation announced it had closed the interstate to eastbound traffic shortly after 9 a.m. It reopened about noon. Traffic was diverted around the closed section of the interstate at the County Line Road exit at Grandview, according to the WSP. Highway 397 was closed from I-82 to Olympia Street, according to the Department of Transportation. The fire was reported about 9:45 a.m. and about 20 firefighting units were battling the fire. It was Wednesday, around noon, and Darcy Bishop roused her two brothers who had been resting after lunch. She pulled the wheelchair up to the oldest, Russell Rochow, 66, and heaved him into it before slipping his feet into black Velcro shoes. Her other brother, Todd Rochow, 63, was in his room, changing out of pajamas. He could manage with a walker. Both men had been born with cerebral palsy, and their mental development was like that of a young child. About 10 years ago, they started showing signs of Parkinson’s disease. But they found joy in their surroundings. Todd liked collecting cans at the beach and waiting for the mail carrier. Russell loved riding the bus and going to parks. And both had girlfriends. Ms. Bishop, 61, was their lifeline, their little sister who had long felt an obligation to keep them safe. “We’ve got to get going!” she shouted to Todd. She went to open the door of their home in Naples, Fla. It would not budge. The weight of the water on the other side had cemented it shut. She rushed to try the door to the garage. It too was stuck. Behind it was Todd’s walker. That’s when the house the three siblings shared with their parents began to flood. “It went from ankle-deep to knee-deep within, I don’t think it was even, five minutes,” Ms. Bishop said. “I just knew that there was no way out.” As Hurricane Ian bore down on Florida, many residents who stayed put found themselves unable to leave if they tried. For hours they were forced to fight heavy winds and attempt to escape flooding inside long-loved homes that had become frightening, deadly traps. Within days, more than 80 deaths in the state would be attributed to the hurricane, many of them older residents who drowned. Ms. Bishop had watched over her brothers since she was a child while her parents ran a leather and fur-cleaning service. As an adult, she had always lived near or with Russell and Todd, overseeing their medications and appointments at great cost to her personal life. “I’ve been married a couple times; nobody wanted to deal with all of the drama, so none of that lasted,” she said. “I just committed my life to them.” They had not evacuated the area earlier in the week because the hurricane’s path seemed inconsistent and confusing. On Tuesday, Ms. Bishop planned to leave with her brothers for her daughter’s home 16 miles inland. But by then, there were so many warnings to stay put. Her parents were already at her late grandmother’s home in Wisconsin. Now Ms. Bishop and her brothers were trapped. She texted her daughter at 12:34 p.m. “Water’s coming in.” Around her, she could hear the dining room hutch tipping and crashing, the china breaking, the refrigerator toppling over. The only way to go was up. Ms. Bishop’s parents had bought the tan home with the wintergreen metal roof around 1981, settling in the southwestern city that would come to be known for its pristine beaches and wealth. The home, located on a main inlet to the Gulf of Mexico, was not in great condition. Her parents, both in their 80s, had put their savings into their sons, even cashing in their life insurance policies. But they had, about three decades ago, added a second floor. Ms. Bishop guided Todd to the stairs, and he gripped the banister. She helped him pull himself slowly up to the top where he waited in a chair. Her Pomeranian, Destiny, also headed up. But stairs were impossible for Russell, who could not walk, nor bend his stiff legs. “I’m trying to pull him up the stairs, and he’s yelling, ‘I can’t, I can’t,’ and he’s slipping and sliding,” Ms. Bishop said. She had undergone knee replacement surgery in August because of a torn meniscus suffered while pushing Russell in his wheelchair up a hill. The stitches had just been taken out, and she had been warned to keep her scar dry. It was now submerged in brown and brackish water. Ms. Bishop yanked on the medical gait belt around Russell’s waist, but he was nearly 170 pounds. She tried every position possible, switching from pushing to pulling, and managed to get him up a few carpeted steps. But the water followed. “Russ, try to get on your butt and put your hands up on the stairs, try to help me,” she pleaded. He didn’t understand. Ms. Bishop called 911 and was told someone would come soon. But out the window she could already see patio furniture, boats and cars floating by. It would be a while before anyone could get to them. Her daughter, Heather Noel, had gotten her text and was trying to call, but reception was bad. “I kept thinking that even if rescuers got to her, if they couldn’t get to Russell too, I knew she wouldn’t leave, because she wouldn’t leave them,” Ms. Noel, 39, said. One of Ms. Noel’s neighbors owned a truck and offered to pick up her mother and uncles. He soon returned. A police officer had waved him off because it was unsafe. Meanwhile, Ms. Bishop was frantic. She would inch Russell up one step, only to see the water rise with them. And then her brother would ask to rest. “I’m sorry, Darcy. I’m tired.” At one point, he slipped back down a few steps, and they had to start over. Ms. Bishop called Russell’s physical therapist who managed to coax him to move a bit. But her phone battery was dwindling, and she had to hang up. Her frustration was tempered by Russell’s innocence. He counted the pictures on the wall. “Look Darcy, 1, 2, 3, 4.” “That’s very good, Russ,” Ms. Bishop said as tears slid down her cheeks. Finally, over the course of an hour, they made it up eight steps to the first small landing, then three steps to the second, and then a handful of steps more. But they stopped when the angle of the final landing required Russell’s body to twist. It simply would not. Ms. Bishop grabbed one of her father’s belts and tried to tie Russell to her, but it broke. His feet dangled in the water. “I was just aggravated, I had to walk away,” Ms. Bishop said. “And then I came back and said, ‘OK Russ, come on,’ and he kept pointing to the pictures on the wall.” They had climbed as far as they could. And still the water swelled. Ms. Bishop picked up her phone. Five percent battery left. She took a breath and walked to her parents’ room on the second floor so her brothers would not hear her. Then she called her mother to say goodbye. “I’m sorry,” she said, crying, “but I don’t think we’re going to make it. I love you guys. I did all I could. I just wanted to call and tell you.” Her mother tried to reassure her. The phone went dead. Ms. Bishop returned to Russell on the stairs and placed sofa cushions and pillows around him to make him comfortable. She sat down beside him. And waited. But after a while, she noticed the water start to recede. Hours passed as she stared, watching its slow retreat. At around 6:30 p.m., Russell said, “Somebody’s downstairs.” Ms. Bishop called out, “Hello?! Hello?! Who’s there?” It was her granddaughter’s cousin, Hance Walters. He lived nearby and had heard she was in trouble. Mr. Walters, 28, standing in waist-deep water, instructed two of his friends to go to his house and fetch canoes. Ms. Bishop waded to her back porch and snatched inner tubes and rafts to help bring her brothers outside. There, they were hoisted into the canoes. Russell’s floating wheelchair was tossed in as well, although parts were missing. Ms. Bishop grabbed a laundry basket and loaded it with medication, birth certificates, health records. She put her dog on a raft and tied the house door shut with an electrical cord from a vacuum before pushing herself away. Outside, the wind kept knocking her over. She saw that water had nearly reached the top of the garage, the cars drowned inside. It seemed to take forever to get to a dry patch, to finally be driven to her anxious daughter. By Sunday, rescue crews in Florida were still searching for residents who needed to be ferried to safety. They also had the grim task of looking for the bodies of those who drowned in homes and cars. In some parts where rivers and streams continued to rise, people were urged to evacuate. When Ms. Bishop tells the story of her escape, she sobs at the part where she could not leave her brothers. She is not sure about the future they face. The house will need to be demolished. The flood insurance company informed her that recouping her losses requires taking a photo of each ruined item and writing down its description. It is an unimaginable undertaking. Ms. Bishop and her brothers are staying at her daughter’s home, although it is not equipped for a wheelchair. Todd and Russell have not said much about the ordeal they survived, only that they want to go back home. “I don’t want no more hurricane,” they both repeat. Ms. Bishop is exhausted, her legs bruised. But she is mostly concerned about her family’s lack of savings. Long ago, she had been a manager at a grocery store until, she said, she was hit in the head with refrigerator panels at work and suffered nerve damage. She relies on disability payments and was also selling elaborate wreaths for extra money. All of her craft supplies were ruined in the storm. On Friday, she fractured her hand while helping Russell into the bathroom and had to be taken to urgent care. A total of 1,615 persons died through road crashes between January and August 2022 as against 1,937 deaths recorded in 2021 within the same period. This represents a decrease of over 16.62 per cent. The Authority said a total of 17,272 vehicles were also involved in road crashes in 2022 whilst 18,381 persons perished in 2021 for the same period, representing a 6.03 per cent decrease. Mrs Pearl Adusu, Head of Corporate Affairs, NRSA, said there had been reductions in all other indicators, including injuries and pedestrian knockdowns. She disclosed this in an interview with the Ghana News Agency (GNA) on the side-lines of a Civil Society Organisations’ (CS0s) inaugural meeting on road safety, organised by CUTS international, Non-Governmental Organisation. She expressed satisfaction about the achievement and noted that several campaigns and interventions put in place by the Authority and partners had contributed to the successes recorded. She said all interventions put in place must be strengthened to sustain the successes recorded. “We realised that all the indicators have reduced marginally, which is a positive narration to road safety promotion in Ghana. And so we are encouraged by the numbers we see and we want all stakeholders to do more and work more to promote road safety. The indicators show that we are doing something positive in Ghana . We commend the media, road agencies, Driver and Vehicle Licencing Authority (DVLA), the Police, especially, its project of parry and pie, coming into the stay alive campaign domain is helping a lot. We commend the IGP for continuing with the project.” The Head of Corporate Affairs called for funding support to ensure effective enforcement of the “Stay Alive” campaign and to ensure an improvement in the road safety narratives. She said as the yuletide approached, the NRSA would step up the  “Stay Alive” Campaign within the media space to popularise and bring on board many more stakeholders to assist the Authority in its campaign. “We are bringing in a lot of stakeholders, such as the CSO platform on road safety, advocates, the media, the Police and all other stakeholders in the road safety space to support the NRSA to achieve success. Everybody’s little programme they are doing should come under the  ‘Stay Alive’ Campaign while we coordinate all activities.” Mr Daniel Wuaku, Director, Planning and Programmes at the NRSA, said despite the gains made, more efforts must be ensured to sustain awareness. “Road accident is not palatable news, it is sad and it must awaken everybody. If we as Ghanaians will always want to wait for the Police to come and enforce the law, may be by the time the Police arrives, it might be too late. If you want to arrive safely, you have the primary responsibility to do what is right by observing road regulations, signs and provide safety for yourself,” he said. Mr Appiah Kusi Adomako, West Africa Regional Director for CUTS International, noted that law enforcement agencies were not adequately resourced, which had hampered their operations for the past years. Tracking trends in sustainable home building has been a decades-long passion of Michael Halflants, FAIA—an award-winning design principal with the Tampa/Sarasota firm, Halflants + Pichette. On September 22, he shared his insights at the Interior Design Society (IDS) Environmental Design Conference: Green Building, Healthy Lives! on the New College of Florida campus. Halflants served on a panel called “Design for Sustainability and Environment,” and focused on the topic of “Sustainable Density.” He joined two other speakers: landscape architect David Young, who discussed “Environmental Landscape Design”; and interior designer Sarit Marcus, who talked about “How to Create an Eco-friendly, Healthy Home.” Q: What are some ways that Sarasota is moving in the direction of sustainable building? A: In Sarasota County, 76 percent of households consist of one or two people, yet most of what’s on the market is living spaces with three bedrooms or more. When the Sarasota Chamber of Commerce surveyed young professionals, almost 80 percent of them stated that they wanted to live in an apartment, and 62 percent of them said they were hoping to find a one- or two-bedroom apartment. If a municipality restricts the number of residential units per acre to an unreasonably low number, as the City of Sarasota does, it encourages the construction of large condominiums to the exclusion of all others. It’s neither sustainable nor equitable to build an entire city of luxury units. The average unit size should be in the range of 1,200 square feet rather than 4,000. A smaller footprint will use less resources to build and bring more residents in close proximity to restaurants and work. Higher density generates less traffic and a smaller carbon footprint per resident. Many municipalities around the country are subjected to a zoning code that makes it difficult to create smaller units, even though they are more sustainable to build and more inviting to a diverse population in terms of income, age and background. These codes can be described as exclusionary zoning where one is excluding potential buyers who can’t afford an enormous unit. It’s not really possible to create affordable units unless we allow for higher density. Many of the building issues we have in the states and worldwide could be improved if we went away from the model of single-family lots. In the U.S., land development is growing twice as fast as population growth. In terms of the global population, we’re already spending resources faster than can be sustained, and it’s something that needs to be addressed. The campaign serves as an opportunity for students to be a part of the solution. It’s On Us asks everyone to step up and realize they can help end sexual assault.  The aim in hosting this week is to provide opportunities to support survivors, provide educational opportunities, educate individuals on consent, debunk various myths surrounding sexual assault and sexual violence, and to bring awareness to the problem.  The It’s On Us campus campaign has over 82 sponsors and aims to reach a broader base of the population through its pledge and awareness efforts. According to MacRumors, users have complained of their Apple Watch Series 8 and Ultra’s microphone becoming unresponsive for an extended period, resulting in apps that depend on the microphone causing errors or ceasing to function altogether. In a new memo, the tech giant said it is aware of the bug affecting users, specifically saying customers could face problems with Siri not being able to hear them, recording voice memos, and conducting phone calls. A “Measurement Suspended” message may also appear in the Noise app. Apple said that restarting the Apple Watch may temporarily fix the problem and suggests the problem is not hardware related. Nora L. Orosco, 46, of Grandview, Washington, was killed Sunday morning near Prosser when her vehicle, a 2015 Nissan Altima, left the roadway and crashed into a guardrail. The Washington State Patrol said she was traveling eastbound on Interstate 82 when her vehicle left the roadway, crossed into the median and struck the guardrail. Her vehicle spun and came to rest in the eastbound lanes of I-82. Her family has been notified. It is unknown if she was wearing a seat belt or was under the influence of drugs or alcohol, troopers said. The collision is under investigation.

The market scale is estimated to be over 40 trillion yuan ($5.7 trillion) this year. As the COVID-19 resurgence is being contained in most Chinese cities, local governments are making the decision to promote business and consumption at night in a bid to capture opportunities at sundown. The municipal government of Beijing decided to issue 100 million yuan worth of consumption coupons and designed up to 10 nighttime traveling routes to boost the capital’s nighttime economy, the Workers’ Daily reported. More than 20 key business areas and about 10,000 brands take part in various night activities extended through November, the report added. In East China’s Shanghai, ten iconic scenic spots across the city are also embracing the nighttime economy. As a city built on fashion and innovation, Shanghai is ready to add more hustle and bustle to its evening entertainment repertoire. In Chongqing, more than 200 featured activities online and offline were held so far this year, making it a sleepless city, the Economy &Nation Weekly under the Xinhua News Agency reported. In Xi’an of Shaanxi province, consumption of culture and tourism at night is expected to create new growth opportunities, and the provincial capital has allocated several tourism and consumption areas for the nighttime economy including the Xi’an Grand Tang pedestrian street and the City Wall, Shaanxi Daily reported. About 60 percent of consumption in China takes place at night, according to a report on urban residents’ spending habits by the Ministry of Commerce, said Shen Jiani, a senior researcher from the strategic research center of Trip.com, a tourism platform. The overall business scale of the nation’s nighttime economy has been expanding rapidly since 2016, thanks to local government policy support, increased venues for consumption at night, as well as people’s rising appetite for spending in the evening, according to a research report from iiMedia Research. “The Chinese nighttime economy surpassed 30 trillion yuan by the end of 2020, a growth of 5 percent year-on-year, and the figure is projected to exceed 40 trillion yuan in 2022,” the report said. “Consumption holds great significance to China’s economy, so we can see governments of various levels launching all kinds of measures and businesses to shore up consumption,” said Zhang Yi, chief analyst with iiMedia Research. “According to our research, most of the consumption activities are made by Chinese people during 6:00 pm to 2:00 am, both online and offline, showing the nighttime economy has great potential,” Zhang explained. Contrary to the stereotyped impression that consumption at night is usually referring to food and snacks, the iiMedia Research survey shows it covers much wider activities like delivery services, online shopping, and many other cultural and entertainment activities. “It is a blending of food, shopping, entertainment, tourism, exercise, exhibitions and shows, and the rapid development of digitalization has made consumption more convenient and easier,” Zhang added. The Chinese New Year holiday this year, for example, showed people’s consumption at night totaled 379 billion yuan, up 27.06 percent year-on-year and accounted for 33.7 percent of all spending during the holiday, the iiMedia Research report on the nighttime economy showed. In terms of business, dining and snacks accounted for 28.9 percent of the total spending in the evening, followed by shopping at 28.7 percent, entertainment at 19.9 percent and tourism at 15.8 percent, the report added. Nighttime economy associated with cultural consumption, tourism and leisure activities has become a strategic part of the nation’s economy and social development, Zhao Yijing, head of nighttime tourism research at the China Tourism Academy was quoted as saying by Xinhua News Agency. As an extension of daytime traveling, tourism in the evening is gradually taking shape over the past several years. The nighttime traveling economy could be an effective solution for boosting consumption and activating the domestic economy, said Shen Jiani with Trip.com, adding that summer vacation is the annual peak for traveling in the evening. Over the past five years, ticket booking volumes during summer vacations for touring scenic spots at night are usually 120 percent that of conventional evenings. Specifically, Trip.com found that tickets booked in July for evening travel swell 138 percent month-on-month, and saw a growth of 165 percent from the previous month in terms of passenger trips. Discovering this trend, local governments have already tapped into this emerging market by laying out night touring development schemes. More than 200 cities have so far launched their own nighttime cultural and tourism revitalization plans including nighttime traveling routes, performances, arts and exhibitions among others, according to statistics from the China Tourism Academy. Since the beginning of the year, dozens of Chinese cities including Beijing, Shanghai, Shenzhen of Guangdong province, Wuhan of Hubei province, Chengdu of Sichuan province, Changsha of Hunan province, and Xi’an of Shaanxi province have launched their own policies in supporting cultural and travel activities at night, said Shen. Despite the strong demand for high-quality nighttime traveling products, the majority of the offerings on the market, however, are focused on traditional dining, drinking and shopping. Therefore, there is a shortage of integrated and high-quality products, Shen added. “From the supply perspective, there is spacious room for enhancing nighttime cultural and tourism products in terms of diversification, breadth and depth. The high-quality development of the nighttime economy looks for more cultural embodiment,” Zhao Yijing with the China Tourism Academy said. China’s large population, its active and innovative online and offline business models, as well as the nation’s culture and history, create broad opportunities for the nighttime economy to explode, Zhang Yi of iiMedia Research suggested.
