According to this survey, rethinking pedagogy for online takes longer than learning technology. Developing online courses does take longer, especially the first time, but as faculty gain experience, they become more efficient.
<p>In Freeman’s research, it appears that it takes an instructor a little longer to figure out what they want to do with the course pedagogically than to become comfortable with the technology. </p> <p>“That’s one of the biggest things, that the technological learning curve is shorter than the pedagogical learning curve,” Freeman says. “The technology’s not the problem. It’s not what’s making people take longer when they teach.” </p>
Freeman was able to demonstrate that, once past the first online course, there is a significant reduction of instructor time. This leads him to believe that much of the complaint of excessive time consumption probably comes from the first-time experience.
Freeman’s data doesn’t challenge the assumption that it takes longer to develop an online course than a face-to-face course. What he has established is that the teaching, as well as the development, become less time consuming, and that that change can come as early as the second or third time out.

This would probably work best with an audience with at least some prior experience with Zoom (so they don't do anything as co-hosts accidentally), but it wouldn't take too much training to give people enough skill to manage it.

I appreciate the detailed breakdowns of time estimates per task in this article. This would be a very helpful way to create a project plan, even if you've never created an ILT or elearning course before.

However, note the caveat about the hourly rate at the bottom. The calculator uses $60 or $65/hour for pricing, but that's what a vendor would pay its own employees. If you're buying from a vendor, the cost is likely much higher. (Although apparently I'm not taking nearly enough profit for myself if vendors are typically pricing at 2.5 times their cost.)

For those organizations that buy learning from third-party vendors these prices may seem quite low, and they are. The $65 rate is commensurate with what one of those companies would pay an employee but does not include all of the overheads, cost of sale, and profit that company would typically account for in the price. As a rule of thumb, a custom learning company will price at about 60% gross margin, which in short-hand means you multiple direct costs by 2.5.
